Urban water systems need to serve increasing numbers of people under a changing climate. Studies of systems facing extreme events, such as drought, can clarify the nature of adaptive capacity and whether this might support incremental (marginal changes) or transformative adaptation (fundamental system shifts) to climate change. We conducted comparative case studies of three major metropolitan water systems in the United States to understand how actions taken in response to drought affected adaptive capacity and whether the adaptive capacity observed in these systems fosters the preconditions needed for transformative adaptation. We find that while there is ample evidence of existing and potential adaptive capacity, this can be either enabled or diminished by the specific actions taken and their cascading effects on other parts of the system. We also find social dimensions, such as public acceptance, learning, trust, and collaboration, to be as critical as physical elements of adaptive capacity in urban water systems. Finally, we suggest that changes in practices initiated during drought, combined with sustained engagement, collaboration, and education, can lead to substantial and long-lasting changes in values around water, a precursor to transformative adaptation.  相似文献

Climate science to date demonstrates that natural and human systems must urgently adapt. Adaptation refers to changes in societies and ecological systems as they respond to both actual and anticipated impacts of the changing climate. While adaptation is not limited to the level of planning and policy, existing adaptation practice privileges institutional action. We argue that the definition of adaptation should be broadened to include the small, incremental changes made in our daily lives to accommodate the shifting ecologies in which we live. Drawing on critical adaptation research and our own ethnographic fieldwork in the Global South, we define everyday adaptation as the shifted ways a person works, eats, lives and thinks in response to climate realities, rather than the hardening of coastlines or the relocation of vulnerable structures. We integrate and build on existing scholarship on adaptation and the everyday to theorize the logics of everyday, hyperlocal adaptation. This hyperlocal scale is a critical component of any definition of adaptation and a useful lens for studying the way much of the global population adapts and will continue to adapt their lives to climate change. We offer two theoretical components of adaptation revealed by the everyday - adaptation labor and value adaptation – as lenses to see changes in everyday action. Through considering hyperlocal action, we then identify and explore four logics of everyday adaptation actions: lifestyle stability, socio-ecological reactivity, livelihood flexibility, and community capacity. Everyday adaptations are limited by individuals’ capacity to adapt and thereby determine the longevity, livability, and quality of life of places on the frontlines of climate change. We argue for understanding the aggregate effects of everyday adaptation in order to better align the actions of those living with climate change in their everyday lives and the large-scale adaptation projects aiming to protect them.  相似文献

Multilevel governance is regarded as a promising approach to deal with the multidimensional nature of climate change adaptation. However, the policy context in which it is implemented is very often complex and fragmented, characterised by interacting climate and non-climate strategies. An understanding of multilevel decision-making and governance is particularly important, if desired adaptation outcomes are to be achieved. This paper examines how climate change adaptation takes place in a complex multilevel system of governance, in the context of Australia's Great Barrier Reef (GBR) region. It examines over one hundred adaptation strategies at federal, state, regional and local levels in terms of type, manifestation, purposefulness, drivers and triggers, and geographic and temporal scope. Interactions between strategies are investigated both at the same level of governance and across governance levels. This study demonstrates that multilevel approach is a necessary, but not a sufficient condition in responding to complex multiscale and multisector issues, such as climate change adaptation. Short-term adaptation measures; a predominant incremental, sectoral, top-down approach to adaptation; and the lack of a framework for managing interactions are major threats to effective climate adaptation in the GBR region. Coping with such threats will require long-term transformative action, establishing enabling conditions to support local adaptation, and, most important, creating and maintaining strategic interactions among adaptation strategies. Coordinating and integrating climate and non-climate strategies across jurisdictions and policy sectors are the most significant and challenging tasks for multilevel governance in the GBR region and elsewhere.  相似文献

Adaptation is already a necessary response to climate change for northern communities. The City of Prince George, in British Columbia, Canada, has been adjusting to impacts for years and there is a high level of local awareness of climate change. The purpose of this study was to collaborate with City staff and other organizations to undertake action-oriented research with the goal of creating a local adaptation strategy. Steps taken toward this goal included: producing downscaled climate scenarios; facilitating a workshop with local practitioners to prioritize impacts; gathering public feedback regarding impacts; and triangulating sources of information to determine community adaptation priorities. Changes to forests and increased flooding are the top local adaptation priorities, and impacts related to transportation, severe weather and water supply are high priorities. Other impacts, such as health effects and agricultural changes, are also important but did not rank highly using a risk framework focused on negative physical effects. Local impacts, actions the City is undertaking to address them and suggestions for implementing adaptation measures are summarized. The process of creating an adaptation strategy has proven highly valuable in Prince George and has precipitated further engagement and action. Due to the low profile of adaptation and limited resources in many communities, researchers and practitioners must capitalize on opportunities to incorporate adaptation into existing plans and processes. Lessons from the Prince George experience can be applied to other communities as they strive to effectively adapt to climate change.  相似文献

The need to adapt to climate change is now widely recognised as evidence of its impacts on social and natural systems grows and greenhouse gas emissions continue unabated. Yet efforts to adapt to climate change, as reported in the literature over the last decade and in selected case studies, have not led to substantial rates of implementation of adaptation actions despite substantial investments in adaptation science. Moreover, implemented actions have been mostly incremental and focused on proximate causes; there are far fewer reports of more systemic or transformative actions. We found that the nature and effectiveness of responses was strongly influenced by framing. Recent decision-oriented approaches that aim to overcome this situation are framed within a “pathways” metaphor to emphasise the need for robust decision making within adaptive processes in the face of uncertainty and inter-temporal complexity. However, to date, such “adaptation pathways” approaches have mostly focused on contexts with clearly identified decision-makers and unambiguous goals; as a result, they generally assume prevailing governance regimes are conducive for adaptation and hence constrain responses to proximate causes of vulnerability. In this paper, we explore a broader conceptualisation of “adaptation pathways” that draws on ‘pathways thinking’ in the sustainable development domain to consider the implications of path dependency, interactions between adaptation plans, vested interests and global change, and situations where values, interests, or institutions constrain societal responses to change. This re-conceptualisation of adaptation pathways aims to inform decision makers about integrating incremental actions on proximate causes with the transformative aspects of societal change. Case studies illustrate what this might entail. The paper ends with a call for further exploration of theory, methods and procedures to operationalise this broader conceptualisation of adaptation.  相似文献

Adaptation gaps are shortcomings of a system responding to climate change, whereas adaptation deficits are shortcomings in providing services. These two drivers for adaptation are often in conflict in many secondary cities in the global south (SCGS). It is possible to align these seemingly conflicting drivers into a productive unity, a conceptual alignment, which is the first step in achieving harmony while implementing adaptation actions. This paper focuses on the practical aspects of implementing aligned adaptation action that leads to improvements in liveability, sustainability, and resilience of SCGS. At an abstract level, the nature of the adaptation problem is similar to the complex problems identified in various domains, such as software development, manufacturing, and supply chain management. The widely accepted “agile principles”—used in the above domains—is the basis for developing a set of twelve principles for urban adaptation, which are synthesized from numerous recent studies that have implicitly proposed or applied most of these principles to climate change adaptation in urban settings. These principles lead to four essential objectives appertaining to the process of sustainable urban adaptation. The urban agile principles are used to analyze the current state of adaptation of Can Tho City in Vietnam and to ascertain the agile ways of addressing its adaptation challenges. Analysis of the outcomes shows that harmonized approaches can simultaneously address both adaptation deficits and gaps.  相似文献

The lack of resilience of urban systems to weather and climate variability—termed type I adaptation—and also to climate change—type II adaptation—are both major challenges to the livability and sustainability of cities in the Global South. However, there is often competition and conflict in these cities between actions that address existing adaptation deficits (type I) and projected adaptation gaps (type II). Extending the concept of the environmental Kuznets curve, this paper argues that synergistic action on type I and type II adaptation is essential in order for these cities to maintain their livability and build resilience to climate variability and climate change in the face of growing urban populations. A proposed unifying framework has been demonstrated in Can Tho, Vietnam, where there are significant adaptation deficits due to rapid urbanization and adaptation gaps due to climate change and socioeconomic changes. The analysis in Can Tho reveals the lack of integration between type I and type II measures that could be overcome by closer integration between various stakeholders in terms of planning, prioritizing, and implementing adaptation measures.  相似文献

Two central issues of climate change have become increasingly evident: Climate change will significantly affect cities; and rapid global urbanization will increase dramatically the number of individuals, amount of critical infrastructure, and means of economic production that are exposed and vulnerable to dynamic climate risks. Simultaneously, cities in many settings have begun to emerge as early adopters of climate change action strategies including greenhouse gas mitigation and adaptation. The objective of this paper is to examine and analyze how officials of one city – the City of New York – have integrated a flexible adaptation pathways approach into the municipality's climate action strategy. This approach has been connected with the City's ongoing response to Hurricane Sandy, which struck in the October 2012 and resulted in damages worth more than US$19 billion. A case study narrative methodology utilizing the Wise et al. conceptual framework (see this volume) is used to evaluate the effectiveness of the flexible adaptation pathways approach in New York City. The paper finds that Hurricane Sandy serves as a “tipping point” leading to transformative adaptation due to the explicit inclusion of increasing climate change risks in the rebuilding effort. The potential for transferability of the approach to cities varying in size and development stage is discussed, with elements useful across cities including the overall concept of flexible adaptation pathways, the inclusion of the full metropolitan region in the planning process, and the co-generation of climate-risk information by stakeholders and scientists.  相似文献

通过系统梳理日本适应气候变化法律政策的发展历程,分析日本多主体适应气候变化的框架机制,结合其目前具体的适应实践进展,总结出可供中国借鉴的经验启示。研究发现,日本适应气候变化法律政策的发展经历了由重减缓、轻适应,到上升至国家战略,再到立法这3个阶段,形成了以国家、国立环境研究所、地方公共团体、地区气候变化适应中心、企业和居民为主体的多主体适应框架,从科研成果与决策应用转化、适应信息“共享—反馈—更新”有效循环、建立跨地区合作平台、适应资金支持、实施进度监测管理等5个方面构建了多主体适应气候变化机制。目前日本各适应主体逐步开展适应气候变化实践,但适应工作仍处于初期阶段,适应信息共享体系、跨地区合作细则以及适应政策实施效果评价体系有待进一步完善。结合日本的法律政策经验和中国具体情况,提出了中国应科学定位适应气候变化法律地位、加快立法进程,完善“监测评估—信息共享—适应行动—效果评价”多主体适应框架的机制体制,引导企业采取气候风险管理和适应性商业活动,提高居民的适应认知和适应能力的政策建议。  相似文献

Human systems will have to adapt to climate change. Understanding of the magnitude of the adaptation challenge at a global scale, however, is incomplete, constrained by a limited understanding of if and how adaptation is taking place. Here we develop and apply a methodology to track and characterize adaptation action; we apply these methods to the peer-reviewed, English-language literature. Our results challenge a number of common assumptions about adaptation while supporting others: (1) Considerable research on adaptation has been conducted yet the majority of studies report on vulnerability assessments and natural systems (or intentions to act), not adaptation actions. (2) Climate change is rarely the sole or primary motivator for adaptation action. (3) Extreme events are important adaptation stimuli across regions. (4) Proactive adaptation is the most commonly reported adaptive response, particularly in developed nations. (5) Adaptation action is more frequently reported in developed nations, with middle income countries underrepresented and low-income regions dominated by reports from a small number of countries. (6) There is limited reporting on adaptations being developed to take advantage of climate change or focusing on women, elderly, or children.  相似文献

Adaptation is a complex, dynamic, and sometimes unequal process. Stemming from social ecological systems theories of climate change adaptation and adaptive capacity, this case study introduces the concept of ‘divergent’ adaptation. Adaptation is divergent when one user or group's adaptation causes a subsequent reduction in another user or group's adaptive capacity in the same ecosystem. Using the example of pastoral and agricultural groups in northern and southern rainfall zones of Niger, this study illustrates the concept of divergent adaptation by identifying changes to the adaptive capacity of users who are currently engaged in conflicts over access to natural resources. Similar to other studies, we find that expansion of farmland and the consequent loss of pastoral space are restricting pastoral adaptation. Divergent adaptations favoring agricultural livelihoods include cultivating near or around pastoral wells or within pastoral corridors, both of which limit the mobility and entitlements of pastoralists. Institutions rarely secure pastoral routes and access to water points, a problem that is compounded by conflicting modes of governance, low accountability, and corruption. The case study illustrates the need to enhance the adaptive capacity of multiple user groups to reduce conflict, enhance human security, and promote overall resilience.  相似文献

A new paradigm for planning under conditions of deep uncertainty has emerged in the literature. According to this paradigm, a planner should create a strategic vision of the future, commit to short-term actions, and establish a framework to guide future actions. A plan that embodies these ideas allows for its dynamic adaptation over time to meet changing circumstances. We propose a method for decisionmaking under uncertain global and regional changes called ‘Dynamic Adaptive Policy Pathways’. We base our approach on two complementary approaches for designing adaptive plans: ‘Adaptive Policymaking’ and ‘Adaptation Pathways’. Adaptive Policymaking is a theoretical approach describing a planning process with different types of actions (e.g. ‘mitigating actions’ and ‘hedging actions’) and signposts to monitor to see if adaptation is needed. In contrast, Adaptation Pathways provides an analytical approach for exploring and sequencing a set of possible actions based on alternative external developments over time. We illustrate the Dynamic Adaptive Policy Pathways approach by producing an adaptive plan for long-term water management of the Rhine Delta in the Netherlands that takes into account the deep uncertainties about the future arising from social, political, technological, economic, and climate changes. The results suggest that it is worthwhile to further test and use the approach.  相似文献

Climate change creates a double inequality through the inverse distribution of risk and responsibility. Developed states are responsible, but are forecast to confront only moderate adverse effects; least developed states are not culpable and yet experience significant threats to livelihoods, assets and security. Adaptation finance addresses inequity by developed states facilitating/funding behaviour adjustments necessary for exposed communities to lessen climate risk. This article investigates the ground-level effectiveness of adaptation finance in climate vulnerable villages across Malawi, while controlling for disparities in vulnerability. Malawi and selected districts are both climate vulnerable and significant recipients of adaptation finance. This concludes a larger top–down multi-scalar analysis of climate justice, which applies the distribution and effectiveness of adaptation finance as a proxy. The study avails of participatory assessments to compare actions of villages receiving adaptation finance with those engaging in autonomous and informal adaptations. Adaptation finance villages: (a) address more climate related risks; and (b) enhance agency, security and sustainably lessen climate vulnerability. Conversely, informal practice villages attend to a lower proportion of climate risks and often develop short-term strategies with less enduring vulnerability reduction. Vulnerable communities receiving adaptation finance do change behaviours to reduce climate risk and thus secure local level climate justice.  相似文献

The challenge of climate change in glaciated mountain systems is significant and cannot be met without adaptation actions and research that addresses the interwoven scientific, human, and socio-ecological dimensions of climate change. However, our understanding of the effectiveness of existing efforts in meeting this challenge is lacking, a shortcoming compounded by a lack of consistent and comparable information about adaptation action and research in glaciated mountain systems. This study develops a typology of the challenge of climate change in glaciated mountain systems and uses formal systematic review methods to critically evaluate existing adaptation actions and research in light of this framework. Our results––based on an evaluation of 170 English-language peer-reviewed and grey literature documents––indicate that socially-relevant climate-related changes are already manifesting in glaciated mountain systems, with the most commonly documented stimuli for adaptation being hydrological changes related to the degradation of the high mountain cryosphere. Some degree of adaptation action has occurred in 78% of countries with glaciated mountain ranges, but most adaptations are reactions to experienced climatic stimuli and carried out without guidance from a formal adaptation plan. The study also identified the emergence of explicitly mountain-focused adaptation research, yet studies framed in this way are still relatively scarce and have only been carried out in about half of the countries with glaciated mountain ranges. Although we document several laudable adaptation action and research efforts, few initiatives are adequately addressing the difficulties outlined in our evaluation framework for the challenge of climate change. The study discusses the consequences of observed shortcomings and identifies recommendations for more fully meeting the challenge of climate change in glaciated mountain systems.  相似文献

适应信息通报作为《巴黎协定》下联结国家个体适应行动、全球适应目标以及全球集体适应努力的纽带,是目前《巴黎协定》特设工作组(APA)下唯一的适应议题,会对未来全球适应气候变化的政策和行动产生较大影响。本文总结了APA适应信息通报的谈判进程和最新进展,梳理了不同缔约方和谈判集团对适应信息通报目的、内容、报告渠道、指南和灵活性的立场和观点,展望了适应信息通报未来的谈判走势。中国与大多数发展中国家相比,开展适应行动及提供信息报告的能力较强,在适应信息通报谈判中立场相对灵活,但未来在有关适应的资金支持谈判等方面仍面临着压力,建议推动和深化适应气候变化领域南南合作以团结更多发展中国家,促进全球适应行动,回应发展中国家的关切。  相似文献
