In a global context of promotion and expansion of blue growth initiatives, the development of activities such as aquaculture calls for the assessment of the potential impacts on biodiversity at different levels and associated services. This paper presents an assessment of the potential impact of the installation of seaweed farms on ecosystem services and the induced compensation costs. Biophysical and socioeconomic indicators have been developed for helping decision makers to select the most suitable locations. The approach considers a multi-criteria approach based on Geographical Information Systems (GIS) and Habitat Equivalency Analysis (HEA). The former is used to obtain biophysical ecosystem services and socioeconomic indicators and the latter to evaluate the costs required to compensate the loss of cultural and provisioning ecosystem services. A case-study in the Normand-Breton (Saint Malo) Gulf, France, illustrates this method through the analysis of hypothetical locations of seaweed farms. Results highlight the differences between alternative locations regarding biophysical constraints (in terms of distance and depth), potential risks of conflicts with existing uses, impacts on habitats and the ecosystem services delivered, and compensation costs. This case-study illustrates the flexibility of this approach which can be further adapted to include other indicators in order to deliver integrated information to coastal planners.  相似文献

Climate change affects ocean conditions, fish stocks and hence fisheries. In West Africa, climate change impacts on fisheries were projected to be mainly negative through multi-facet ways. However, analysis of adaptation responses of fishers to climate change impacts is scarce. This paper reviews the impacts on climate change on fisheries in West Africa and discusses the potential adaptation strategies adopted by both the artisanal and industrial fishing sectors. Overall, climate change and over-exploitation have altered species composition of fisheries catches in West Africa. The effect of ocean warming on fisheries is indicated by the increase in dominance of warmer water species in the landings, shown from an increase in Mean Temperature of Catch, in the region. Climate change induced changes in potential catch and species composition, which inherently have similar symptoms as over-exploitation, are expected to have repercussions on the economic and social performance of fisheries. Both artisanal and industrial sectors may adapt to these changes mainly through expansion of fishing ground that increases operation costs. Our results highlight that historical changes in target species are more common in industrial than artisanal fisheries. This result challenges the prevailing assumption that artisanal fisheries, given their limited movement capacity, would adapt to climate change by shifting target species and/or gear type.  相似文献

Since Hurricane Sandy, there has been heightened attention to increasing the resilience of coastal communities to extreme events, including storm protection provided by coastal ecosystems. Storm protection benefits (SPB) are the ability of ecosystems, including wetlands, reefs, and beaches/dunes, to attenuate waves and storm surge. SPB are a topic of growing interest in the scientific and policy spheres, including discussions of how to incorporate SPB into existing policies. As an engine for restoration and a leading mechanism for the evaluation of ecosystem services, Natural Resource Damage Assessment (NRDA) provides a platform for better internalizing this and other services into decision-making particularly using Habitat Equivalency Analysis (HEA). HEA does not explicitly account for impacts to ecosystem services that flow from one habitat to an adjacent one. This study examines a hypothetical case study of an oil spill that impacts a marsh with resulting impacts on SPB to the adjacent upland forest. To more fully assess these impacts, a “nested HEA” was developed which accounts for cross-habitat ecosystem service flows. The nested HEA captures the impacts of the marsh loss on the forest due to wave and saltwater intrusion that would not be captured by a traditional HEA. By adapting the HEA approach with a nested HEA, NRDA could quantify direct ecosystem services losses as well as additional cross-service flows between habitats. However, additional data are needed in order to perform a nested HEA, and in the case of SPB, location-specific data likely will be needed to appropriately specify the model.  相似文献

Resource conflict is a common feature of coastal management. This conflict is often managed by using spatial planning tools to segregate uses, with access decisions made through a comparison of the economic costs and benefits of the competing sectors. These comparisons rarely include an in-depth analysis of the extent or nature of the conflict. One commonly experienced form of resource conflict in coastal communities involves professional fishing, recreational fishing and broader coastal tourism. In New South Wales, Australia the professional fishing industry is often seen as being in conflict with recreational fishing and tourism, and there are frequent calls to close areas to professional fishing, arguing that this will provide improved economic benefits to local communities. This research examined the relationships between the three sectors using economic valuations, qualitative interviews and a large-scale representative questionnaire of the general public. The results revealed highly interconnected and mutually supportive relationships, with professional fishing providing a range of services that benefit both tourism and recreational fishing. These results suggest that spatial management exercises that seek to segregate or remove one sector from an area, may be counterproductive to the interests of all these groups. Relying on economic valuations of each sector as if they stand alone is insufficient to adequately understand their roles in local communities. Resource allocation decisions should be based on evaluations that consider the interconnections between sectors, and consider whether negotiated sharing of resources may provide greater community benefits than excluding certain groups of users.  相似文献

This paper reports on progress in developing a regional research and education strategy for Pacific Island countries and communities wishing to transition to a low carbon sea transport future. Sea transport is an absolute necessity for most such communities. All current services are fossil fuel based and are becoming increasingly unaffordable and unsustainable. The countries in the Pacific region are the most dependent on imported fossil fuels in the world, importing more than 95% of needs. Such dependency is having a crippling effect on national budgets and major impacts on key productive sectors. The region's transport issues are unique; small and vulnerable economies scattered at the ends of some of the longest transportation routes in the world and arguably the most challenging to maintain per capita and per sea mile. Alternatives to current fossil fuel powered sea transport have been almost totally ignored in recent regional and national debates and the issue has been largely invisible within the policy and donor strategy space at all levels despite concerted efforts over more than two decades to transition Pacific countries' electricity sector fossil fuel use. The University of the South Pacific has been collaborating with a network of stakeholders and knowledge partners since 2012 to advance this agenda, building off previous doctoral research and the resultant Sustainable Sea Transport Talanoa 2012. Prasad et al. (2013) set out the basis for a catalytic research program following from the consensually agreed outputs of SSTT 2012 and this paper records the progress made since.  相似文献

Offshore petroleum activities are the focus of highly politicised debates globally. Typically, public debate is sparked by catastrophic events, such as the 2010 oil spill in the Gulf of Mexico, and decision-making processes fuelled by the assessment of ‘worst-case scenarios’. However, everyday ‘routine’ petroleum operations also impact the marine ecosystems and adjoining socio-economic sectors, but the extent and severity of the impacts are uncertain. This paper takes as its point of departure routine operations and their surrounding uncertainties. Particularly, it focuses on the debates of whether to extend routine petroleum operations in vulnerable and valuable parts of Norway, such as the Lofoten area and the Sula Ridge. These conflicts draw on important and for some, epistemological uncertainties that surround the impacts of routine operations. The paper argues that it is necessary to first highlight these uncertainties, rather than marginalise them, and second, recognise that uncertainties are not simply a scientific challenge, but can be a powerful political tool. This paper unpacks and explores uncertainties associated with three phases of routine operations, that are used to steer political actions: (i) the impacts of seismic surveys on fish and marine mammals; (ii) the impacts of drilling mud and drill cuttings on benthic communities such as deep-sea coral reefs; and (iii) the impacts of produced water on the marine environment. The paper discusses the importance of transparency in addressing these uncertainties, and emphasises the need to implement the precautionary principle in a more participatory way. It thus proposes participatory exercises in order to allow the recognition of the epistemological nature of uncertainties.  相似文献

Hydropower development brings many negative impacts on watershed ecosystems which are not fully integrated into current decision-making largely because in practice few accept the cost and benefit beyond market. In this paper, a framework was proposed to valuate the effects on watershed ecosystem services caused by hydropower development. Watershed ecosystem services were classified into four categories of provisioning, regulating, cultural and supporting services; then effects on watershed ecosystem services caused by hydropower development were identified to 21 indicators. Thereafter various evaluation techniques including the market value method, opportunity cost approach, project restoration method, travel cost method, and contingent valuation method were determined and the models were developed to valuate these indicators reflecting specific watershed ecosystem services. This approach was applied to three representative hydropower projects (Daguan, Xizaikou and Tiangong) of Jiulong River Watershed in southeast China. It was concluded that for hydropower development: (1) the value ratio of negative impacts to positive benefits ranges from 64.09% to 91.18%, indicating that the negative impacts of hydropower development should be critically studied during its environmental administration process; (2) the biodiversity loss and water quality degradation (together accounting for 80–94%) are the major negative impacts on watershed ecosystem services; (3) the average environmental cost per unit of electricity is up to 0.206 Yuan/kW h, which is about three quarters of its on-grid power tariff; and (4) the current water resource fee accounts for only about 4% of its negative impacts value, therefore a new compensatory method by paying for ecosystem services is necessary for sustainable hydropower development. These findings provide a clear picture of both positive and negative effects of hydropower development for decision-makers in the monetary term, and also provide a basis for further design of environmental instrument such as payment for watershed ecosystem services.  相似文献

As competition for use of the ocean increases, coastal managers must consider the economic impacts of competing marine sectors in decision-making processes. To capture the full extent of the economic impacts of marine industries, multiplier values can be used to estimate the sum of direct, indirect, and induced effects on associated industries. This study provides a global synthesis of multiplier effects on four economic indicators of eight marine sectors in regions of varying size and development status. The average multiplier was 1.82, indicating that every dollar generated by a direct marine industry leads to an additional 82 cents generated by associated industries. The industry of offshore energy and the economic indicator of revenue had the largest multiplier effects. No significant difference was found between multiplier values in developed and developing regions, and weak correlations were found between multiplier value and region size. This synthesis offers the first global view of the economic multiplier effects of marine industries and can serve as a tool to support city- to country-level marine industry development decisions throughout the world, especially where similar data are not available.  相似文献

The aquaculture industry can meet food security needs and reduce the pressure on marine resources. The expansion of aquaculture allows the fisheries industry to restructure from hunting to farming, and thus drives the need for an analysis of the economic impacts of aquaculture industry in consideration of the interdependence between capture fisheries and aquaculture industry. This study attempts to analyze the economic impacts of two fishery sectors using input–output (I–O) analysis, with specific application to Korea. To this end, this study applies the I–O models to the Korean I–O tables generated by the Bank of Korea, paying particular attention to the two fishery sectors in Korea, considering them as exogenous, and then determining their impacts. Specifically, the production-inducing effects, employment-inducing effects, supply shortage effects, sectoral price effects, forward linkage effects, and backward linkage effects of the two fishery sectors are presented over the period 1995–2010. For example, the production-inducing effect of a KRW 1.0 change in fisheries investment is larger in the petroleum and chemical sectors than in other sectors. Moreover, the aquaculture sector has larger employment-inducing effects than the capture fisheries. Finally, the potential uses of the results of this analysis are presented from the perspective of policy instruments, and policy implications are discussed.  相似文献

Currently there is a strong interest in Cuba in improving the performance of the fisheries sector with respect to social, biological, and economic outcomes. Many important fishery resources appear to be overexploited, and previous fishery regulations have had mixed success in restoring fishery stocks. The current fishing pressure could also have adverse impacts on other valuable ecosystem services that support economic activities such as dive tourism and recreational fishing. A new State policy to expand cooperative enterprises to non-agricultural sectors provides an opportunity for fishery cooperatives to be created for the first time since the early years of the Cuban Revolution. This paper explores the potential ecological, social, and economic benefits of adopting fishery cooperatives as a co-management scheme for Cuba's marine fisheries. It concludes that well-designed fishery cooperatives can offer substantial benefits to the management of the fishery sector. Based on an analysis of the relative success of fishing cooperatives worldwide, guidelines are provided for the design of fishery cooperatives in Cuba.  相似文献

Several tuna regional fisheries management organizations (t-RFMOs) have adopted retention requirements for skipjack, bigeye and yellowfin tunas caught by purse seine vessels to reduce discards, create disincentives to catch small fish, and incentivize the development and adoption of more selective technologies. Although retention policies in the t-RFMOs have been limited to target tunas in purse seine fisheries, some have advocated for an expansion of those policies, and t-RFMOs could consider expanding retention policies to a greater number of species and/or to other gear types. This paper discusses the benefits and costs of broader retention policies for purse seine and longline tuna fisheries in the western and central Pacific Ocean (WCPO). Using bycatch data from observers and logbooks from the U.S. purse seine and longline fleets operating in the WCPO, this paper documents the types and magnitude of fish discarded. For the purse seine fishery, this information was used to estimate direct impacts of having to off-load at the initial point of landing in key Pacific Island ports. For the longline fishery, estimates of direct impacts were limited to Honolulu and Pago Pago, American Samoa, the two primary ports where U.S. catch is landed. Expanding retention policies beyond the target tunas and to other gear types would further reduce discarding and possibly provide stronger incentives to develop and use more selective techniques. Beyond impacts to the ecosystem and fisher behavior, adopting broader retention policies may have other implications, and this paper explores those implications on vessels, processors, and communities. In general, as is the case with most direct interventions on fishing operations, there will be both benefits and costs, and the magnitude of those impacts will depend on the scope and extent of any expanded retention policy.  相似文献

The human ecological footprint now extends to the entire globe, and human impacts are the dominant feature of many ecosystems, resulting in our current era being coined the ‘anthropocene’. This is particularly apparent in coastal ecosystems as human populations are increasing rapidly in coastal cities and the ecosystem services in these areas are rapidly being compromised. Science has historically progressed as a series of paradigm shifts and this paper reviews this history of paradigm shifts and makes the case that the next major paradigm shift will be directed at sustainability, resulting in a shift in scientific focus on solving rather than just studying our current environmental problems. Traditionally, science has been extremely effective at data acquisition and then successively less effective at translating this into information, knowledge and finally environmental problem solving. The currently required paradigm shift is to focus on environmental problem solving, filling gaps in knowledge, information and data only as required to solve a particular problem. A key element in turning this process around is better science communication between scientists, key stakeholders and the community. This will require more ‘science communicators’ who can use credibility, tenacity, creativity and virtue to effect solutions.  相似文献

There are two ways of assessing the costs of environmental degradation: as the costs associated with the loss of benefits resulting from the degradation of natural capital, and as the maintenance costs required to compensate for the actual or potential degradation of natural capital. The first of these methods is based on the Total Economic Value (TEV) of benefits forgone because of the depletion of ecosystem services delivered by marine biodiversity. The second method is based on the costs required to maintain a good state of marine biodiversity, one which makes it possible to deliver ecosystem services.This paper gives an illustration of this second approach. It details how these maintenance costs have been calculated in the initial assessment of the Marine Strategy Framework Directive (MSFD) in France. It addresses nine problem areas – corresponding to nine sources of environmental degradation – from non-native invasive species to oil spills. It gives a total figure for these degradation costs (around 2 billion Euros). The results are compared with those of other Member States who have taken similar approaches in the context of the MSFD. One key conclusion is that it is not really possible to make meaningful comparisons at this stage, since the methods of data collection and the nature of the costs are very different. The need to develop such assessments in a standardised way is noted.  相似文献

The European Blue Growth strategy aims to expand the new maritime sectors of aquaculture, energy, biotechnology, coastal tourism and mineral mining. Growth of these sectors will increases pressure on the seas, particularly on those areas that are densely used by traditional sectors such as fisheries and transport. This has triggered interest in developing multiuse of space and multiuse platforms at sea. This paper assesses the feasibility of offshore mussel production project in wind farms by design and ex-ante evaluation of a mussel aquaculture system in the North Sea. A system for mussel cultivation in the Dutch Borssele offshore wind farm was designed, producing both mussel seed and consumption-sized mussels with semi-submerged longlines. Based on the economic model and the risk assessment, this paper concludes that mussel aquaculture is an appealing commercial model for increased returns in offshore wind farms. The economic models shows that the internal rate of return and net present value are positive and based on the sensitivity analysis, it can be concluded that these results are robust.  相似文献

This paper outlines the benefits of using the framework for an ecosystem approach to fisheries management (EAFM) for dealing with the inevitable yet unclear impacts of climate change and ocean acidification on coastal fisheries. With a focus on the Asia-Pacific region, it summarizes the projected biological and socio-economic effects of increased emissions of carbon dioxide (CO2) for coastal fisheries and illustrates how all the important dimensions of climate change and ocean acidification can be integrated into the steps involved in the EAFM planning process. The activities required to harness the full potential of an EAFM as an adaptation to climate change and ocean acidification are also described, including: provision of the necessary expertise to inform all stakeholders about the risks to fish habitats, fish stocks and catches due to climate change; promotion of trans-disciplinary collaboration; facilitating the participation of all key stakeholders; monitoring the wider fisheries system for climate impacts; and enhancing resources and capacity to implement an EAFM. By channeling some of the resources available to the Asia-Pacific region to adapt to climate change into an EAFM, developing countries will not only build resilience to the ecological and fisheries effects of climate change, they will also help address the habitat degradation and overfishing presently reducing the productivity of coastal fisheries.  相似文献

Insurance against natural perils such as flooding can be considered a significant element in coastal management. It can offer not only much-needed support to accelerate economic and social recovery following a disaster (coastal resilience) but also contribute to impact limitation by using pricing or restrictions on availability of coverage to discourage new development in hazard-prone areas. Insurance can affect the redistribution of damage costs across the population and through time, both in the short and long term. Policies of damage reduction are linked to mitigation measures for the properties (old or new buildings) by changing the depth–damage relationship while the long-run risk impacts could affect the overall damage function by discouraging new buildings in high risk areas. This paper will provide an overview of the main theoretical perspectives on insurance in flood risk management. Four different European contexts will be analysed. Data are derived from surveys and interviews conducted in France, United Kingdom, Italy and Spain.  相似文献

This paper examines the potential economic impact of the Irish government strategy for the development of the seafood sector in Ireland, Food Harvest 2020 (FH2020). The seafood industry accounts for a large proportion of income and employment in peripheral coastal areas. Many of these regions are predominantly rural and they are largely dependent on the primary fisheries sector. Moreover, the services and retail businesses in these areas are heavily dependent on direct spending from the fisheries, aquaculture and seafood processing sectors. A social accounting matrix (SAM) approach with (1) set to zero purchase coefficients for all directly impacted industries and (2) changes in output converted to final demand shocks is used to calculate the economic and employment impact on the rest of the economy from an increase in the output in the fisheries, aquaculture and seafood processing sectors in Ireland. The results suggest fisheries sectors have strong links with the rest of the economy hence an important economic impact from a policy perspective.  相似文献

Mussel farming is the largest aquaculture activity in Spain both in volume and value, being a key pillar for the development of the coastal areas in Galicia (NW Spain), where this production is concentrated. The available scientific knowledge suggests that in the long term the primary productivity of the Galician estuaries will be reduced due to climate change. Consequently, adaptive management will be required to face this challenge. The impact of the likely production decrease will depend, among other factors, on the availability of substitutes, being their identification the main object of this research. So, it was analysed whether this markets are integrated or not through cointegration tests, finding that only the French and the Spanish markets are partially integrated. This implies that since very little substitutes are available for the Galician fresh mussels, decreases in production will not necessarily affect producer's income, as prices increases will compensate the (eventual) reduction in volume. In terms of policy, this study suggests that market intelligence may contribute to an adaptive, pragmatic and flexible framework to face climate change impacts, avoiding too anticipated or blind responses that may result in economic, environmental and social costs.  相似文献

Geological surveys of Australia’s marine territory have revealed significant potential for development of a marine resource industry. As onshore mineral deposits become harder to find, less accessible to their market and more challenging to extract, seafloor exploration and mining becomes an economically viable option. However, evidence from industry and environmental literature suggests that social acceptance will be important in determining the future of this industry in Australia. This paper reports on findings from research investigating the social viability of seafloor mining in Australia. A combination of interviews and focus groups were used to explore industry and community reactions to the possible development of seafloor mining in Australia. Although stakeholders’ reactions were variable, the majority of the participants were reluctant to see development of seafloor mining in Australia, primarily because of concerns about the industry’s potential environmental impact. All stakeholders sought further information about the benefits and costs associated with the industry suggesting that they did not yet have a fixed attitude towards the industry. Stakeholders favoured a precautionary approach towards the industry, supported by rigorous scientific analysis of the potential environmental impacts, transparent and socially responsive management processes and meaningful engagement with stakeholders.  相似文献

Effectively reducing cumulative impacts on marine ecosystems requires co-evolution between science, policy and practice. Here, long-term social–ecological changes in the Baltic Sea are described, illustrating how the process of making the ecosystem approach operational in a large marine ecosystem can be stimulated. The existing multi-level governance institutions are specifically set up for dealing with individual sectors, but do not adequately support an operational application of the ecosystem approach. The review of ecosystem services in relation to regime shifts and resilience of the Baltic Sea sub-basins, and their driving forces, points to a number of challenges. There is however a movement towards a new governance regime. Bottom-up pilot initiatives can lead to a diffusion of innovation within the existing governance framework. Top-down, enabling EU legislation, can help stimulating innovations and re-organizing governance structures at drainage basin level to the Baltic Sea catchment as a whole. Experimentation and innovation at local to the regional levels is critical for a transition to ecosystem-based management. Establishing science-based learning platforms at sub-basin scales could facilitate this process.  相似文献
