Transition to low carbon sea transport is a logical response to the extreme dependency of the Pacific Islands region on imported fossil fuel, its significant vulnerability to the effects of climate change and the critical shipping needs of Pacific Island countries (PICs). Building on previous work in low carbon sea transport in the Pacific, this paper further considers the barriers to achieving such transition by assessing, through a ‘post-Paris Agreement’ lens, the Intended Nationally Determined Contributions (INDCs) submitted by PICs and contrasting these to the near total lack of investment and planning for low carbon transition in the transport sector with the parallel occurrence in the electricity sector where ~USD 2 billion of donor investment is deployed or queued despite electricity using only ~20% of fossil fuel across the region. Consistent with recent international studies, inadequate and inappropriate financing and policy have been identified as dominant transition barriers for low carbon sea transport development in PICs. This paper further examines the regional level barriers to policy development, and finds them inhibited by the silo nature of the major regional actors. The implications that the Paris Agreement has for climate financing to support the essential research and capacity development needed to underpin a successful low carbon sea transport transition strategy at any useful scale and speed are also considered in this paper.  相似文献

This paper summarises research and options for sustainable sea transport in Oceania with a focus on domestic shipping. This debate is situated initially within the context of the current Pacific domestic shipping scenario, a region of minute economies connected by some of the longest sea transport routes in the world. All current options are fossil fuel powered and increasingly uneconomic and unsustainable. Many routes are marginal or unviable and a vicious cycle of old ships replaced with old ships prevails. Although a central and essential issue of many Pacific communities, the option of pursuing sustainable sea transport is currently invisible within the policy space at all levels. Various renewable energy options are possible and increasingly available. Recent research finds that these have strong potential for providing benefits across multiple wellbeings. The barriers to pursing this agenda are complex and poorly understood but are perceptual and institutional more than technological. A small number of critical experiments during the last oil crisis provide critical lessons and direction.  相似文献

This paper outlines research on the sea transport need and potential options for the future for the islands of Gau, Batiki and Nairai, Southern Lomaiviti, Fiji. Sea transport is vital for this island group but is limited to infrequent commercial ferry services and outboard driven punts. The Fiji Government subsidises the ferries through its Shipping Franchise Scheme to ensure commercial operators service the route. The absence of commercial development within the group has meant high biodiversity and cultural values have been preserved and there are a number of projects, especially on Gau, with a common aim of building resilience or ‘climate change proofing’ the communities and their island environments. These projects are focused on supporting local communities to maintain well-being through improved reliance on local and natural assets. It is logical to add analysis of low carbon sea transport options to these initiatives. Lomaiviti has been selected as representative of a number of isolated Maritime Provinces in the Pacific. This paper is expected to pave the way for greater research in this field and assist in solving the crippling effect of the region's current fossil fuel dependency.  相似文献

南海是西太平洋最大的边缘海, 通过一系列的海峡与西太平洋和印度洋相联通, 其不同时空尺度的海洋环流动力过程及其生态环境效应是南海区域海洋学研究的重要内容。自20世纪50年代末全国第一次海洋普查开始, 我国对海洋调查的支持力度不断加大, 以科学考察船为代表的海洋科学观测平台建设不断加强; 进入新千年以来, 国内海洋科考船依托的各主要研究所和院校本着开放的理念, 先后组织多单位联合进行海上观测。尤其是最近10年, 国家自然科学基金委员会支持实施了船时共享航次计划, 进一步促进了国内海洋界的交流和合作, 南海区域海洋学的相关研究取得了很多重要的成果。从多尺度环流动力学的角度出发, 本文简要回顾了南海海洋观测的发展历程, 并初步总结了近些年来南海关键科学问题的研究进展, 包括南海和西太平洋的水体交换过程、南海中小尺度过程、多尺度相互作用及其生态环境效应等; 并且在现有的研究基础上, 对未来南海的观测和科学问题提出若干思考与展望。  相似文献

The framework for management of the ocean and coasts of the Pacific Islands region has been evolving since the early 1970s when Pacific Island countries played a significant role in the negotiations leading to the 1982 United Nations Convention on the Law of the Sea. Commencing with a summary of the provisions of relevant international instruments, this paper presents a broad overview of regional arrangements for ocean and coastal management in the Pacific Islands region. It considers the work of the various regional intergovernmental organizations with active programmes in ocean research and governance and the consultative arrangements that support coordination and collaboration. Consultative arrangements involving other stakeholders, such as local, regional and international nongovernmental organizations are summarised. To improve environmental governance and address increasing environmental threats, particularly in relation to coastal area management, consultative arrangements need strengthening. This applies equally to national and regional level consultation. The institutional and policy framework for the management and conservation of oceanic fish stocks that Pacific Island countries have been refining over a period of 25 years is suggested as providing useful lessons for strengthening coastal management processes and strategies in the region.  相似文献

2012年,中国沿海海平面变化最突出的特点是海平面升高显著。海平面总体比常年高122mm,较2011年偏高53mm,达1980年以来最高位。本文使用中国沿海及西北太平洋区域近30a的水位、海温、气温、气压和风等水文气象资料,详细分析了中国沿海海平面2012年异常偏高的成因。结果表明:2010-2012年中国沿海海平面处于2~3a、8~9a和准19a周期震荡的高位,几个周期震荡高位叠加,对海平面上升起了明显的影响;2012年,沿海气温和海温分别较常年偏高0.4℃和0.3℃,气压较常年低1.2hPa,气压达历史最低位;2012年,中国南海夏季风爆发时间较常年偏早,结束较常年偏晚,季风持续时间较常年偏长,导致2012年5-6月和8月,在黄海和东海海域,东北风持续偏强,南海海域南风偏强,风场的异常导致黄海、东海和南海沿海海水长时间堆积,是造成海平面升高的原因之一;2012年,热带气旋登陆时间集中,影响范围广,北上和影响东北地区的台风数量均为历史之最,特别是2012年8月,有6个热带气旋相继影响我国沿海,对当月海平面升高影响明显;另外,2012年副热带高压偏北、偏东、偏弱的特点对东海和南海的海平面上升也有一定影响。  相似文献

More than 110 radar stations are in operation at the present time in Asia and Oceania countries, which is nearly half of all the existing radar stations in the world, for purposes related to marine safety, oil spill response, tsunami warning, coastal zone management and understanding of ocean current dynamics, depending mainly on each country’s coastal sea characteristics. This paper introduces the oceanographic radar networks of Australia, China, Japan, Korea and Taiwan, presented at the 1st Ocean Radar Conference for Asia (ORCA) held in May 2012, Seoul, Korea, to share information about the radar network developments and operations, knowledge and experiences of data management, and research activity and application of the radar-derived data of neighbouring countries. We hope this overview paper may contribute as the first step to promotion of regional collaborations in the radar observations and data usages and applications in order to efficiently monitor the coastal and marginal sea waters along the western Pacific Ocean periphery.  相似文献

It is often claimed that the Black Sea is one of the most degraded seas in the world. Management to rehabilitate the Black Sea requires cooperation between the coastal countries to be successful. However, regional cooperation in the Black Sea is poorly coordinated and lack concrete outcomes. This article analyses the performance of the Black Sea Commission in terms of enabling and fostering effective regional collaboration between the Black Sea coastal countries. The results indicate that the measures undertaken by the Black Sea Commission are effective in terms of enabling scientific and project based cooperation between the Black Sea countries. The cooperation around regional and national institutional reforms to tackle the Black Sea environmental problems is found to be weak. Despite the existing mechanisms and willingness of countries to cooperate, the implementation of the established strategic action plan for the environmental protection and rehabilitation of the Black Sea is limited. Most of the limitations of the Black Sea Commission's regime are found in its institutional and legal frameworks, which constrain the effectiveness of collaborative efforts of the Black Sea countries. To be fully functional, the collaborative governance regime of the Black Sea Commission has to be improved. Recommendations as to how these may be addressed to enhance the regime's capacity to ensure effective marine collaborative governance in the region are presented in this article.  相似文献

海洋动力灾害(包括灾害性海浪、风暴潮、海冰、海啸等)是对我国沿海地区造成破坏和损失最大的自然灾害之一。开展海洋动力灾害研究具有重要意义和迫切的国家需求。本文回顾我国建国以来在海洋动力灾害研究方向的主要进展,重点针对近年来我国在海洋动力灾害数值模拟预报以及灾害风险评估等方面的进展进行综述,并在此基础上提出未来的发展展望,希望给海洋防灾减灾科研工作者提供参考。  相似文献

北极海冰范围从1979年有卫星观测资料以来呈现明显下降趋势,尤其是9月份。2012年9月北极海冰范围达到有观测记录以来的最小值,而2013年9月比2012年同期增加了60%。增加的区域主要在东西伯利亚海区、楚科奇海和波弗特海区。本文应用距平和经验模态分解方法,分析了美国国家冰雪数据中心的北极海冰卫星数据、欧洲预报中心的夏季底层大气环流数据和上层海洋的温度,指出2013年北极最小海冰范围比2012年在北冰洋太平洋扇区增加的原因,是由于表面气温(SAT)降低、海平面气压(SLP)升高、气旋式风场异常、表面空气中水汽含量(SH)降低以及海表面温度(SST)降低5个条件形成的冰-SAT、冰-SST和冰-汽(SH)3个正反馈机制共同作用造成的。  相似文献

The radiolarian distribution is studied in Core IMAGES MD01-2415 (46-m-long) from the central Sea of Okhotsk. The obtained data made it possible to refine the regional biostratigraphy and document the major paleoenvironmental changes in the basin in the last million years. In total, 17 radiolarian datum planes are defined with 12 of them being new. Their number exceeds that previously established for different fossil groups in the Subarctic Pacific for this period. Radiolarian datum planes are usually confined to the main boundaries and Quaternary climatic events. The analysis of the radiolaria distribution reveals several major paleoenvironmental shifts in the sea that occurred 950, 700, and 420–280 ka ago and are correlative with regional and global phases of the Middle Pleistocene climatic revolution.  相似文献

基于长时间序列的大气资料,计算了西北太平洋地区的水汽输送通量,分析了水汽输送通量场的时空变化特征,并给出了西北太平洋水汽输送通量与中国夏季降水异常的耦合模态.结果显示:西北太平洋水汽输送通量场具有显著的经向型、辐散型和纬向型3个主要的空间型,这三种模态的年循环特征都很显著.夏季,西北太平洋水汽输送通量异常以辐散型为主,且具有显著的准两年周期振荡特征和明显的年代际变率;在西北太平洋水汽输送通量与中国夏季降水异常前三类主要的耦合模态中,水汽输送通量异常以纬向型和辐散型为主.分析表明,西北太平洋水汽输送通量变化是影响中国东部降水异常的重要因素之一,而西太平洋暖池区、黑潮流域和中国近海尤其是南海海域则是向中国输送水汽的关键区域.这可为西北太平洋海气相互作用过程及其对中国气候的影响研究提供了必要的科学依据.  相似文献

On the basis of an analysis of the results of modeling and a forecast of the basic hydrophysical fields in the easternmost part of the Black Sea for 2010–2012, the features of annual variability of regional circulating processes in this part of the sea basin are investigated. A forecast of a hydrological mode is made on the basis of the regional forecasting system developed at the Institute of Geophysics at Javakhishvili State University in cooperation with the oceanographic centers of the Black Sea riparian countries within the frame-work of the ARENA and ECOOP EU international scientific and technical projects. The regional system is one of the components of the Black Sea basin-scale Nowcasting/Forecasting System. The analysis of the material cumulated for the registered period shows that the easternmost water area of the Black Sea is a dynamically active zone where there is a continuous formation of different circulating processes considerably distinguished from each other.  相似文献

Marine environments and the ecosystem services they provide are threatened throughout the world. Using an extensive data set obtained from a coordinated survey across all nine littoral countries, this study examines the recreational use of and public perceptions towards the Baltic Sea, providing support for marine policies, including the European Union Marine Strategy Framework Directive. The findings indicate that the Baltic Sea is an important recreation area for residents of the littoral states, as the majority of people spend leisure time there. Swedes, Danes and Finns use the sea the most, and the most common activities are beach recreation and swimming. People are concerned over the state of the Baltic Sea, especially in Finland, Russia and Sweden. Poles, Danes and Finns have the most positive attitude towards contributing financially to improving the state of the Baltic Sea. Additional coordinated research efforts across all nine littoral countries are needed to quantify the monetary benefits of improving the state of the sea. However, even the present results provide evidence on the cultural importance of the Baltic Sea, suggesting that policy makers need to take stronger action to sustain the provision of recreational ecosystem services and safeguarding the well-being of marine ecosystems to the current and future generations.  相似文献

Sea ice in the Arctic has been reducing rapidly in the past half century due to global warming.This study analyzes the variations of sea ice extent in the entire Arctic Ocean and its sub regions.The results indicate that sea ice extent reduction during 1979–2013 is most significant in summer,following by that in autumn,winter and spring.In years with rich sea ice,sea ice extent anomaly with seasonal cycle removed changes with a period of 4–6 years.The year of 2003–2006 is the ice-rich period with diverse regional difference in this century.In years with poor sea ice,sea ice margin retreats further north in the Arctic.Sea ice in the Fram Strait changes in an opposite way to that in the entire Arctic.Sea ice coverage index in melting-freezing period is an critical indicator for sea ice changes,which shows an coincident change in the Arctic and sub regions.Since 2002,Region C2 in north of the Pacific sector contributes most to sea ice changes in the central Aarctic,followed by C1 and C3.Sea ice changes in different regions show three relationships.The correlation coefficient between sea ice coverage index of the Chukchi Sea and that of the East Siberian Sea is high,suggesting good consistency of ice variation.In the Atlantic sector,sea ice changes are coincided with each other between the Kara Sea and the Barents Sea as a result of warm inflow into the Kara Sea from the Barents Sea.Sea ice changes in the central Arctic are affected by surrounding seas.  相似文献

卫星记录以来,南极海冰范围发生5次快速下降事件,研究这5次事件的时空特征,对进一步认识海冰快速下降事件的物理机制具有重要意义。基于海冰范围和海冰密集度的卫星数据,从时间和空间两个维度总结5次南极海冰快速下降事件的特征,再结合大气和海洋各项环境因素的再分析数据,探讨海冰快速下降的影响因素及其驱动过程。结果显示:南极海冰快速下降的空间分布存在季节性差异, 2021年8~12月以及2016年8~12月的春季南极海冰快速下降由别林斯高晋海、威德尔海、印度洋和西太平洋区域的海冰减少所主导; 2010年12月至2011年4月以及1985年12月至1986年4月的夏季南极海冰快速下降由威德尔海、罗斯海沿岸和西太平洋区域的海冰减少所主导;2008年4~8月的冬季南极海冰快速下降则由别林斯高晋海和西太平洋的部分区域的海冰减少所主导。探究影响海冰的环境因素发现,海表面温度和海表面净热通量对海冰减少的热力效应影响具有区域性差异。此外,南极海冰快速下降受阿蒙森低压的影响,相应的海表面风异常既通过经向热输运的热力效应导致海冰减少,也通过风的动力效应驱动海冰漂移使得海冰密集度降低。  相似文献

根据渤海6个海洋站的海冰监测及气温观测数据统计,终冰日及冰期可用来表征当年渤海冰情严重程度,在大多数年份冰情与终冰日早晚和冰期长短呈负相关。根据2006/2016年的辽东湾海冰面积及外缘线资料,分析了11年间辽东湾冰情的年变化特征,分析结果显示,辽东湾海冰受局地气温影响明显,两者呈较显著的负相关关系。分析结果发现,辽东湾海冰年际变化除受局地气候的影响外,还受太平洋副热带高压(简称副高)、极涡、东亚槽和欧亚环流等气候因子的共同调控,其中受太平洋副高北界位置指数、极涡面积指数、东亚槽强度指数、欧亚纬向环流指数影响最为显著,可作为辽东湾海冰预测的重要因子,此外北极海冰密集度也可以为预测当年冬季辽东湾每月冰情提供依据。  相似文献

This is the first regional study of artisanal fisheries in Pacific Island countries and territories that demonstrated that the future of the region's artisanal fishery sector and the livelihood of coastal communities will be highly dependent on alternative subsistence and income sources, which are necessary to reduce fishing pressure to a sustainable level to maintain ecosystem services and food security. The overall objective of this study was to identify socio-economic indicators and drivers to improve the understanding of the dynamics between socio-economic conditions and current exploitation levels of finfish and invertebrates of coastal communities in 17 Pacific Island countries and territories. We showed that exploitation rates and thus possible overexploitation are not solely the consequence of a simple demographic growth process but are in fact a result of the choices people have. Our results confirmed a close relationship between resource exploitation rates and economic development at the national level and the availability of alternative income opportunities at the community level. Multivariate analysis results suggest that communities in countries with somewhat unfavourable conditions and limited access to alternatives and fishing households in communities with overall favourable economic conditions are at highest vulnerability as they have the highest dependence on coastal fisheries resources. Alternative economic opportunities at the national scale and availability of alternative income at the community level vary significantly between cultural groups. Based on our results, the development of management strategies with realistic expectations of ensuring livelihood of coastal communities and sustainable resource use in Pacific Island countries and territories requires a hierarchical and integral approach. Major drivers identified at the regional, cultural and local levels should be used to identify priorities, to assess overall advantages and limitations at the different levels as well as the vulnerability of communities targeted, and to develop strategies accordingly.  相似文献

To address the mechanisms controlling halocline variability in the Beaufort Sea, the relationship between halocline shoaling/deepening and surface wind fields on seasonal to decadal timescales was investigated in a numerical experiment. Results from a pan-Arctic coupled sea ice-ocean model demonstrate reasonable performances for interannual and decadal variations in summer sea ice extent in the entire Arctic and in freshwater content in the Canada Basin. Shelf-basin interaction associated with Pacific summer and winter transport depends on basin-scale wind patterns and can have a significant influence on halocline variability in the southern Beaufort Sea. The eastward transport of fresh Pacific summer water along the northern Alaskan coast and Ekman downwelling north of the shelf break are commonly enhanced by cyclonic wind in the Canada Basin. On the other hand, basin-wide anti-cyclonic wind induces Ekman upwelling and blocks the eastward current in the Beaufort shelf-break region. Halocline shoaling/deepening due to shelf-water transport and surface Ekman forcing consequently occur in the same direction. North of the Barrow Canyon mouth, the springtime down-canyon transport of Pacific winter water, which forms by sea ice production in the Alaskan coastal polynya, thickens the halocline layer. The model result indicates that the penetration of Pacific winter water prevents the local upwelling of underlying basin water to the surface layer, especially in basin-scale anti-cyclonic wind periods.  相似文献

塔斯曼海位于西南太平洋地区,处于印度-澳大利亚板块和西兰板块之间,大地构造背景复杂。该地区是全球油气资源勘探的重点海域之一,但是国内对该地区的研究相当匮乏。本文根据塔斯曼海海域的自由空气重力异常对塔斯曼海海域的构造单元进行了划分,前人关于塔斯曼海的研究主要集中在Resolution海岭北部,我们认为塔斯曼海的范围应包括Resolution海岭以南,麦夸里海岭以西,塔斯曼断裂带以东的区域(即南部次盆)。结果显示,塔斯曼海域及邻区包括3个一级构造单元:东澳大利亚陆缘、西兰板块和塔斯曼海盆,且塔斯曼海盆可进一步划分为西部次盆、东部次盆和南部次盆。本文基于塔斯曼海域90 Ma以来的洋壳年龄数据编制了构造演化图,将塔斯曼海的形成演化过程分为4个阶段:(1)中生代陆内裂谷期(90~83 Ma BP);(2)塔斯曼海扩张阶段(83~61 Ma BP);(3)塔斯曼海北部扩张停止阶段(61~52 Ma BP);(4)塔斯曼海南部改造阶段(52 Ma BP至今)。  相似文献
