This paper examines adaptation to current storm surge flood risk as one indicator of anticipatory adaptation to climate change impacts. Focusing on community businesses, a web-based survey obtained information on hurricane preparedness and risk perceptions in Sarasota County, Florida. A model of current precautionary action that utilized previously identified business characteristics predictive of business preparedness and post-disaster recovery, a spatial variable indicating storm surge exposure, and items measuring the risk perception and information-seeking behavior of business owners explained a majority of the variance in current levels of preparedness. Use of online risk information sources and the geographic distribution of customers and were the strongest predictors of preparedness. Results indicate that the adaptive capacity of businesses may vary significantly with types of businesses, locations, and socio-cognitive characteristics of business owners. To encourage overall community resilience, risk communication efforts should be targeted based on specific elements that predict business preparedness.  相似文献

Flood insurance plays an important role in climate adaptation by recovering insured losses in the event of catastrophic flooding. Voluntary adoption of flood insurance has been seen as a function of risk perception that is shaped by social norms. This paper attempts to clarify the relationship between these factors. It is based on a household survey conducted in the eastern cities of Australia and involving a total of 501 randomly selected residents. Results of a path analysis show that the likelihood of having flood insurance cover was associated with perceived social norms, but not perceived flood risk. In addition, perceived norms and risk were statistically related to each other. It is concluded that social norms played a mediating role between insuring decision and risk perception. Risk perception might influence the insuring decision indirectly through shaping perception of social norms. This implies that adaptive behaviour is not necessarily a function of risk perception, but an outcome of its impacts upon the ways in which the individuals situate themselves in their social circles or the society. There is a feedback process in which individual perceptions of risk manifest as both a cause and effect, shaping and being shaped by the socio-cultural context.  相似文献

为明确山区牧民对气候变化趋势和极端气候事件的感知与适应现状,对青海省祁连县野牛沟乡、甘肃省肃南县大河乡、天祝县祁连乡的418户牧民家庭进行入户走访和问卷调查。结果表明:牧民对当地近20年气温升高感知度较高,对降水量变化的感知程度较低,对近期牧业影响较大的极端气候事件感知度较高。牧民针对感受到的不同的极端气候事件采取了有差别的应对措施。储备草料、修建圈舍和暖棚、处理牲畜和外出打工是主要的适应措施。牧业服务、贷款支持和更完善的社会保障体系对提高牧民适应气候变化能力有积极的作用。  相似文献

People’s perceptions of changes in local weather patterns are an important precursor to proactive adaptation to climate change. In this paper, we consider public perceptions of changes in average rainfall in India, analyzing the relationship between perceptions and the instrumental record. Using data from a national sample survey, we find that local instrumental records of precipitation are a strong predictor of perceived declines in rainfall. Perceptions of decreasing rainfall were also associated with perceptions of changes in extreme weather events, such as decreasing frequency of floods and severe storms, increasing frequency of droughts, and decreasing predictability of the monsoon. Higher social vulnerability—including low perceived adaptive capacity and greater food and livelihood dependence on local weather—was also associated with perceptions of decreasing rainfall. While both urban and rural respondents were likely to perceive local changes in precipitation, we show that rural respondents in general were more sensitive to actual changes in precipitation. Individual perceptions of changes in local climate may play an important role in shaping vulnerability to global climate change, adaptive behavior, and support for adaptation and mitigation policies. Awareness of local climate change is therefore particularly important in regions where much of the population is highly exposed and sensitive to the impacts of climate change.  相似文献

Primary producers, including graziers, crop farmers and commercial fishers are especially vulnerable to climate change because they depend on highly climate-sensitive natural resources. Adaptation to climate change will make a major difference to the severity of the impacts experienced. However, individuals (resource users) can erect sometimes seemingly peculiar barriers to potential adaptation options that need to be addressed if adaptation is to be effective. Our aim was to understand the nature of barriers to change for cattle graziers in the northern Australian rangelands. We conceptualised barriers as adverse reactions where resource users are unlikely to contemplate adaptations that threaten core values or perceptions about themselves. We assumed that resource users that were more sensitive to climate change impacts—or more dependent on the resource—were more proximate to thresholds of coping and thus more likely to erect barriers, especially people with little adaptive capacity. Given that climate sensitivity and adaptive capacity are important components of vulnerability, our approach was to conduct a vulnerability assessment to identify potential but important barriers to change. Data from 240 graziers suggest that graziers in northern Australia might be especially vulnerable to climate change because their identity, place attachment, low employability, weak networks and dependents can make them sensitive to change, and their sensitivity can be compounded by a low adaptive capacity. We argue that greater attention needs to be placed on the social context of climate change impacts and on the processes shaping vulnerability and adaptation, especially at the scale of the individual.  相似文献

In much of sub-Saharan Africa, considerable research exists on the impacts of climate change on social-ecological systems. Recent adaptation studies emphasize sectoral vulnerability and largely physical adaptation strategies that mirror anti-desertification plans. The adaptive role of subsistence farmers, the vulnerable ‘target’ population, is largely overlooked. This article aims to fill this gap by putting the views from the vulnerable in the center of the analysis. Drawing from participatory risk ranking and scoring among smallholders in central Senegal, data on multiple hazards indicate that farmers’ adaptive capacity to climate change is undermined by poor health, rural unemployment, and inadequate village infrastructure. Results from conceptual mapping reveal incomplete understanding of causes and consequences of climate change. Yet, shared knowledge and lessons learned from previous climatic stresses provide vital entry points for social learning and enhanced adaptive capacity to both wetter and drier periods now and in the future.  相似文献

A framework of adaptive capacity and prerequisites for planned adaptation are used to identify the resources and conditions that have enabled or constrained the development of planned adaptation at national to local levels in Italy, Sweden, Finland and the UK. Drawing on 94 semi-structured interviews with climate change actors at each scale, the study demonstrates that planned adaptation measures occur as a result of several inter-relating factors, including the existence of political will, public support (and relevant media portrayal of climate change), adequate financial resources, the ability to produce or access climate and other information, and the extent of stakeholder involvement in the design and application of adaptation measures. Specific national adaptation measures affect local capacities to implement planned adaptations, but in some cases have been complemented or substituted by internal and external networks that connect local authorities to information and resources. The study demonstrates that opportunities to engage in planned adaptation at local levels may occur given adequate interest and resources; however, both national authorities and non-governmental organizations continue to play an important role in fostering local capacities.  相似文献

As the impacts of climate-change on resource-dependent industries manifest, there is a commensurate effort to identify and implement strategies to reduce them. Yet, even when useful knowledge and tools exist, there can be poor adoption of adaptation strategies. We examine the reasons behind sub-optimal adoption of seasonal climate forecasts by graziers for managing climate variability. We surveyed 100 graziers in north-east Queensland, Australia and examined the influence of adaptive capacity, resource-dependency and forecast-perception on uptake. Technical perceptions were not important. Strategic skills, environmental awareness and social capital were. Results suggest that social factors (but not technical factors) are significant. These insights are important for adaptation planning and for maximising the resilience of communities and industries dependent on climate-sensitive resources.  相似文献

Interest in the role that cities can play in climate change as sites of transformation has increased but research has been limited in its practical applications and there has been limited consideration of how policies and technologies play out. These challenges necessitate a re-thinking of existing notions of urban governance in order to account for the practices that emerge from governments and a plethora of other actors in the context of uncertainty. We understand these practices to constitute adaptive governance, underpinned by social learning guiding the actions of the multiplicity of actors. The aim here is to unpack how social learning for adaptive governance requires attention to competing understandings of risk and identity, and the multiplicity of mechanisms in which change occurs or is blocked in urban climate governance. We adopt a novel lens of ‘environmentalities’ which allows us to assess the historical and institutional context and power relations in the informal settlements of Maputo, Mozambique. Our findings highlight how environmental identities around urban adaptation to climate change are constituted in the social and physical divisions between the formal and informal settlements, whilst existing knowledge models prioritise dominant economic and political interests and lead to the construction of new environmental subjects. While the findings of this study are contextually distinct, the generalizable lessons are that governance of urban adaptation occurs and is solidified within a complex multiplicity of socio-ecological relations.  相似文献

Local material and symbolic values have to date remained underrepresented in climate change research and policy and this gap is particularly salient in places that have been identified as at significant risk from climate change. In such places, the dominant approach to understanding the effects of climate change has been centred on vulnerability; it has highlighted the social determinants of vulnerability and the differential and uneven distribution of effects. This approach cannot, however, illuminate the diverse and nuanced meanings people attach to specific aspects of their way of life, how the changing climate might affect these, and what this implies for adaptation. To address this gap, this empirical study uses the concept of values, defined as trans-situational conceptions of the desirable that give meaning to behaviour and events, and influence perception and interpretation of situations and events. We develop a set of values from 53 qualitative interviews in two remote communities in subarctic easternmost Canada. It draws on these values to frame how effects of climate change, specifically intangible and subjective effects, are felt, and how responses to them are imagined by those affected. The article argues that values are crucial in shaping perception of climate impacts and adaptation to them. Distinct values, such as tradition, freedom, harmony, safety, and unity shape different interpretations and meaning of impacts, and lead to distinct views on how to adapt to these. Conflicting and competing values can act as barriers to adaptation. The findings imply that adaptation research and policy need to address values explicitly if efforts for planned adaptation are to be perceived as legitimate and effective by those affected by the changing climate.  相似文献

A dramatic escalation of extreme climate events is challenging the capacity of environmental governance regimes to sustain and improve ecosystem outcomes. It has been argued that actors within adaptive governance regimes can help to steer environmental systems toward sustainability in times of crisis. Yet there is little empirical evidence of how acute climate crises are navigated by actors operating within adaptive governance regimes, and the factors that influence their responses. Here, we qualitatively assessed the actions key governance actors took in response to back-to-back mass coral bleaching – an extreme climate event – of the Great Barrier Reef in 2016 and 2017, and explored their perceptions of barriers and catalysts to these responses. This research was, in part, a product of collaboration and knowledge co-production with Great Barrier Reef governance actors aimed at improving responses to climate crises in the region. We found five major categories of activity that actors engaged with in the wake of recurrent mass coral bleaching: assessing the scale and extent of bleaching, sharing information, communicating bleaching to the public, building local resilience, and addressing global threats. These actions were both catalyzed and hindered by a range of factors that fall within different domains of adaptive capacity; such as assets, social organization, and agency. We discuss the implications of our findings as they relate to existing research on adaptive capacity and adaptive governance. We conclude by coalescing insights from our interviews and a participant engagement process to highlight four key ways in which the ability of governance actors, and the Great Barrier Reef governance regime more broadly, can be better prepared for, and more effectively respond to extreme climate events. Our research provides empirical insight into how crises are experienced by governance actors in a large-scale environmental system, potentially providing lessons for similar systems across the globe.  相似文献

适应气候变化在国际公约谈判及国内适应实践中成为重要的关注内容,明晰适应相关的术语含义具有科学参考价值和实践指导意义。本文通过比较适应相关术语认为,适应是行为方式或对策措施的界定,可不需量化数据支持;适应能力需有明确评价指标体系,并最终产生量化性评价结果;适应性更偏重于能力属性,其基本结论是有或无、强或弱的判断,在适应性有量化结论支持或明确强弱确定时则等同于适应能力。脆弱性评价中,暴露度体现主体对象与气候变化相关的基本处境概况,敏感性表明气候变化对主体对象的影响,适应能力则是经济资本、自然资源、技术水平、社会保障四大要素的综合评价,各要素涵盖的具体指标需要酌情依据适应主体属性予以判别和遴选。适应气候变化与灾害风险管理在主体范畴、驱动因子、行动目的上有所区别,但两者共同关注提高对气候变化/气候灾害风险的抵御、承受、恢复能力,以降低不利影响,实现可持续发展为共同目标。  相似文献

There has been a growing recognition regarding the use of social networks to engage communities in government actions. However, despite increasing awareness of social networks, there is very limited evidence for their application in relation to climate policy. This study fills this gap by assessing the potential of social networks for engaging local communities in climate adaptation policy, drawing on a case study of the Shoalhaven region in Australia. Participants from key representative groups were recruited using a purposive snowball sampling technique (N?=?24). By mapping knowledge acquisition and diffusion networks in relation to climate adaption at the local scale, this study identified key nodes within the networks. Findings demonstrate that although climate adaptation information was acquired from a diverse range of sources, the sharing knowledge networks were far more dispersed. Furthermore, although 165 knowledge sources were identified, three nodes had coverage cross the entire network, and as such acted as boundary spanners within the sharing network. This research demonstrates the utility of social network analysis to reveal the underlying knowledge networks and structures that influence community engagement pathways and in doing so outlines key implications in relation to engaging local communities in climate policy and action.

Policy relevance

The rapid development of adaptation as a mainstream strategy for managing the risks of climate change has resulted in the emergence of a broad range of adaptation policies and management strategies globally. However, the success of these initiatives is largely dependent on their acceptance and uptake by local communities, which to date remains a significant challenge. Accordingly, policy makers require novel approaches to overcome barriers to community engagement so as to enhance the likely success of community engagement pathways. This article demonstrates the value of using social network analysis to reveal the underlying knowledge network structures. This approach makes it possible to identify key individuals within a community who can disseminate adaptation information quickly across broad geographic ranges. By utilizing this approach, policy makers globally will be able to increase the extent to which adaption initiatives are accepted and adhered to by local communities, thus increasing their success.  相似文献

从农户个体微观视角,研究农业的活动主体--农户的气候变化适应行为。选择陕北黄土丘陵沟壑区,采用问卷调查和半结构式访谈相结合的方法研究农户气候变化感知与适应行为,运用二元逻辑回归模型分析影响该地区农户适应行为的因素。结果表明:农户对气候变化趋势感知比较一致,认为近5 年夏季和冬季气温升高,降水减少,但与实际观测存在一定偏差。农户应对气候变化采取适应行为的比重并不高,只有57.8% 的农户表示采取了相应的措施来应对气候变化。农户适应行为受气候变化感知的影响,此外,家庭社会经济属性对农户采取适应行为的概率影响显著,而性别、年龄、文化程度等人口属性因素与农户采取适应行为的概率关系不大。  相似文献

Dramatic climatic change in the Arctic elevates the importance of determining the risk of exposure for people living in vulnerable areas and developing effective adaptation programs. Climate change assessment reports are valuable, and often definitive, sources of information for decision makers when constructing adaptation plans, yet the scope of these reports is too coarse to identify site-specific exposure to the impacts of climate change and adaptation needs. Subsistence hunters and gatherers in the Arctic are valuable knowledge holders of climate-related change in their area. Incorporating both their traditional ecological knowledge and information found in climate science assessment reports can offer adaption planners a deeper understanding of exposure to climate change and local adaptation needs. In this study, we compare information found in assessment reports of climate change in the Arctic with what we have learned from the Alaskans Sharing Indigenous Knowledge project from 2009 to 2012, a research project documenting traditional ecological knowledge in two Native villages in Alaska, Savoonga and Shaktoolik. Content analysis of the interviews with hunters and gatherers reveal the site-specific impacts of climate change affecting these two villages. We find that their traditional ecological knowledge is complimentary and largely corroborates the climate science found in assessment reports. Traditional ecological knowledge, however, is more current to the social and local conditions of the villages, and presents a more unified social and biophysical portrayal of the impacts of climate change. If taken together, these two forms of knowledge can focus adaptation planning on the pertinent needs of the communities in question.  相似文献

Past research suggests that how we perceive risk can be related to how we attribute responsibility for risk-related issues, such as climate change; however, a gap in research lies in exploring possible connections between attribution of responsibility, risk perception, and information processing. Using the Risk Information Seeking and Processing model, this study fills this gap by examining how RISP-based variables are related to information processing and whether attribution of responsibility for mitigating climate change influences communication behaviors that are often predicted by elevated risk perceptions. Undergraduates at two large research universities (N = 572) were randomly assigned to read one of two newspaper articles that emphasized either individual responsibility (by highlighting personal actions) or societal responsibility (by highlighting government policy) for climate change mitigation. Results indicate that subjects in the individual responsibility condition were significantly more likely to process the message in a systematic manner; however, attribution of responsibility did not interact with risk perception to influence systematic processing. Moreover, attitudes toward climate change information and negative affect mediated the relationship between other key variables and systematic processing. These and other findings suggest that strategic communication about climate change may benefit from emphasizing individual responsibility to attract more attention from diverse audiences and to promote deeper thinking about the issue. 基于Web of Science(WOS)核心数据库中2007—2019年发表的2075篇以“气候变化”“感知”和“适应”为研究主题的文献,利用CiteSpace软件的网络可视化分析功能,并结合WOS的相关统计工具,对气候变化感知和适应行为领域的文献特征与演进历程进行研究,以期明确该领域的历史研究特征、知识基础和热点演变,并指出未来的研究趋势,为发展创新提供参考。结果表明:除气候变化、适应和感知外,脆弱性、影响、风险、管理、变化性、适应能力、恢复力、农业、风险感知、政策、干旱和农民也是气候变化感知和适应行为领域的热点词汇;在研究中不断涌现新的词汇,且越来越重视沿海地区和小农问题;公众的个体经验不断受到重视,同时气候变化敏感区将是本领域未来的热点研究地区;中国仍处于气候变化感知和适应行为领域研究的起步阶段。  相似文献
