IPCC向全球正式发布了其最新的《气候变化与土地特别报告》(SRCCL),从陆气相互作用、荒漠化、土地退化、粮食安全、综合变化和协同性、可持续土地管理等方面评估气候变化与土地的相互关联。报告是在IPCC 3个工作组共同主导下,首次系统评估气候变化与陆面过程和土地利用/土地管理之间的相关作用。报告的评估结果表明,全球陆地增温幅度接近全球海陆平均值的两倍,气候变化加重了综合土地压力,并严重影响全球粮食安全,而全球很多区域的极端天气气候事件频率/强度持续增加,加重了农业生产的灾害风险和损失。采取行业间和国家间协同一致的行动,通过可持续土地管理,可以有效地适应和减缓气候变化,同时减轻土地退化、荒漠化和粮食安全的压力。  相似文献

Knowledge of climate change and its impacts can facilitate adaptation efforts. However, complex system dynamics, data scarcity, and heterogeneity often generate both contradictory findings and unexpected climate change impacts. Here we present local ecological knowledge of climate and ecological change in central Tibet to support the finding of delayed summer on the Tibetan Plateau, a finding that has been subject to vigorous, ongoing debate based on Western scientific data. Tibetans who actively herd on a daily basis and are located at higher elevations were most likely to notice changes in seasonality, reported as later start of summer and green-up, and as delayed and shortened livestock milking season. Local meteorological data, indigenous observations of higher snowlines and long-term animal number data suggest that a regional warming trend, rather than land use change, may underlie the delayed phenology trends. We demonstrate that local ecological knowledge can reveal counter-intuitive outcomes and help resolve apparent contradictions through its strengths in situations of high variability, ability to integrate over a range of variables and time scales, and operation outside of Western scientific logic. This suggests local knowledge does not exist to be confirmed or disproved by Western science, but rather can also advance Western science and help contribute to its debates. It is precisely points of apparent contradiction within and between knowledge systems that are most productive for more extensive inquiry. Future research on climate change, and climate adaptation policy-making, will benefit from careful, contextual dialog with local observations, focusing on observable biophysical phenomena that are affected by temperature and precipitation and that are important to livelihoods.  相似文献

Effective climate change adaptation in mining communities is reliant on action by both local authorities and mining operations. This article reports the findings of two surveys conducted in late 2010, with Australian mining companies and local government authorities respectively, investigating their perceptions and activities related to climate change adaptation. The research identified the main types of weather and climate-related impacts experienced in the past and expected under future climate conditions for the two groups. There were significantly differing levels of concern about weather and climate-related impacts between the two types of organisations. Mining company respondents reported lower levels of severity of impact from both past and (expected) future weather events, as well as lower levels of belief in climate change and of adaptation activities to prepare for it. Interestingly, mining companies generally reported less concern about future impacts than those experienced in the past, suggesting discounting of risks due to climate change scepticism. The article reports on a range of factors relevant to adaptation in mining communities, including perceived barriers, collaboration and further information needs. The research findings are discussed in the context of other recent research on climate change adaptation by Australian organisations and studies of mining industry adaptation in other countries.  相似文献

通过分析IPCC第二工作组的5次评估报告对气候变化影响、适应的主要结论和方法的演进、原因以及对国际适应谈判和国家适应政策的影响,指出由于文献的迅速增加,影响评估方法和适应技术手段的不断成熟,以及思维的转变和意识的逐渐增强,IPCC进一步确认了气候变化已经并将继续对自然生态系统和人类社会产生广泛而深刻的影响;未来社会经济发展路径、适应和减缓行动以及风险治理将影响气候变化带来的风险。IPCC报告极大地推动了国际和各国适应气候变化科学研究和政策实践的进程。尽管中国各级各部门已逐渐将适应融入到相关政策中,但仍然存在认识、能力、体制机制等问题,需要进一步推进国家和各地的适应工作。  相似文献

There is a strong contemporary research and policy focus on climate change risk to communities, places and systems. While the need to understand how climate change will impact on society is valid, the challenge for many vulnerable communities, especially some of the most marginalised, such as remote indigenous communities of north-west South Australia, need to be couched in the context of both immediate risks to livelihoods and long-term challenges of sustainable development. An integrated review of climate change vulnerability for the Alinytjara Wilurara Natural Resources Management region, with a focus on the Anangu Pitjantjatjara Yankunytjatjara lands, suggests that targeted analysis of climate change impacts and adaptation options can overlook broader needs both for people and the environment. Climate change will add to a range of complex challenges for indigenous communities, especially in relation to hazards, such as fire and floods, and local environmental management issues, especially in association with invasive species. To respond to future socio-ecological risk, some targeted responses will need to focus on climate change impacts, but there also needs to be a better understanding of what risk is already apparent within socio-ecosystems and how climate interacts with such systems. Other environmental, social and economic risks may need to be prioritised, or at least strongly integrated into climate change vulnerability assessments. As the capacity to learn how to adapt to risk is developed, the value attributed to traditional ecological knowledge and local indigenous natural resource management must increase, both to provide opportunities for strong local engagement with the adaptation response and to provide broader social development opportunities.  相似文献

The research was designed to answer how households and local communities in rural Nepal are responding to the impacts of climate change. Using four villages as case study units, a mixed method approach was adopted in a multi-scaled process carried out at community, district and national levels. The research found that adaptation practices being adopted differ according to household well-being and are largely governed by access to education, information and resources within the community. Responses such as livelihood and income diversification, internal migration, share cropping, taking consumption loans, use of alternative energy and use of bio-pesticides were found to mostly vary according to well-being status of the interviewees. Development of adaptation plans, strategies and support mechanisms should take account of the different adaptation practices and needs of households. If such individual situations are not considered, adaptation responses may be ineffective or even be maladaptive and increase vulnerability. The research also found that the autonomous, unplanned and reactive nature of adaptation practices chosen by rural communities can contribute to further inequity and unequal power relations. The knowledge generated from this research contributes to understanding of how climate change contributes to vulnerability, but also how local practices and lack of an effective climate policy or response measures may magnify the effects of many existing drivers of vulnerability in terms of maladaptation and increasing social inequalities.  相似文献

Scientific and technical information can increase the ability of policy makers to make strategic decisions. However, climate change policy is often formulated without significant input from science. We examine whether the availability and accessibility of information related to climate change is a major barrier for policy action on climate change adaptation for smallholder farmers. We also investigate whether scientific information related to climate change is available and used in policy making in Central America and Mexico. Our online survey of 105 decision makers indicated that a lack of scientific and technical information hinders policy makers from developing policies to help smallholder farmers adapt to climate change. Specific needs include information on the impacts of climate change on water availability for agriculture and the areas that are or will be prone to flooding, droughts or landslides. Information about the location of the farmers who are most vulnerable to climate change, the projected temperature and precipitation in agricultural areas and the expected impacts of climate change on crop yields or animal productivity, is also needed. Despite high interest in having scientific information guide policy making, many respondents indicated that policy makers rarely use this information in adaptation planning. In addition to ensuring that relevant information is available to inform policy making, technical and scientific information must be published in venues that are readily accessible for policy makers, easy to understand, and written in a format that is policy-relevant. It is also critical that scientific articles provide specific recommendations for achieving desired policy outcomes.  相似文献

This study illustrates a methodology to assess the economic impacts of climate change at a city scale and benefits of adaptation, taking the case of sea level rise and storm surge risk in the city of Copenhagen, capital of Denmark. The approach is a simplified catastrophe risk assessment, to calculate the direct costs of storm surges under scenarios of sea level rise, coupled to an economic input–output (IO) model. The output is a risk assessment of the direct and indirect economic impacts of storm surge under climate change, including, for example, production and job losses and reconstruction duration, and the benefits of investment in upgraded sea defences. The simplified catastrophe risk assessment entails a statistical analysis of storm surge characteristics, geographical-information analysis of population and asset exposure combined with aggregated vulnerability information. For the city of Copenhagen, it is found that in absence of adaptation, sea level rise would significantly increase flood risks. Results call for the introduction of adaptation in long-term urban planning, as one part of a comprehensive strategy to manage the implications of climate change in the city. Mitigation policies can also aid adaptation by limiting the pace of future sea level rise.  相似文献

Preparing agriculture for adaptation to climate change requires advance knowledge of how climate will change and when. The direct physical and biological impacts on plants and animals must be understood. The indirect impacts on agriculture's resource base of soils, water and genetic resources must also be known. We lack such information now and will, likely, for some time to come. Thus impact assessments for agriculture can only be conjectural at this time. How-ever, guidance can be gotten from an improved understanding of current climatic vulnerabilities of agriculture and its resource base, from application of a realistic range of climate change scenarios to impact assessment, and from consideration of the complexity of current agricultural systems and the range of adaptation techniques and policies now available and likely to be available in the future.  相似文献

Local perceptions of climate anomalies influence adaptation behaviour. Specifically, perceptions that are more accurate and homogenous at the community-level are more likely to facilitate the collective action required to adapt to the local effects of climate anomalies experienced by many indigenous communities. We combine primary data on perceptions of climate anomalies from 200 individuals in six Penan villages in Sarawak, Malaysia with instrumental climate data. We find that perceptions of climate anomalies vary substantially in terms of occurrence and magnitude, and do not generally correlate with instrumental climate data. We operationalise the Penan forest sign language (Oroo’) as a measure of traditional ecological knowledge (TEK) and find only weak evidence of a systematic statistical association with perceptions of climate anomalies among our sampled respondents. Our findings suggest caution in advancing adaptation strategies in indigenous communities that are predominantly premised on TEK. Instead, our findings suggest that in designing adaptation measures, indigenous communities may benefit by engaging in forums where community members and external stakeholders can come together, share their perceptions and observations of climate change, and reach a collective consensus on the community-level effects of climate change and pathways towards adaptation.  相似文献

The creation of ‘usable science’ is widely promoted by many environmental change focused research programs. Few studies however, have examined the relationship between research conducted as part of such programs and the decision-making outcomes that the work is supposed to advance, and is constrained by limited methodological development on how to empirically assess the ‘usability’ of science. Herein, this paper develops a conceptual model and assessment rubric to quantitatively and systematically evaluate the usability of climate change research for informing decision-making. We focus on the process through which data is collected, analyzed and reported and examine the extent to which key principles of usable science are integrated into project design, using grant proposals as our data source. The approach is applied to analyze climate change research conducted as part of the International Polar Year in Canada, with 23 projects identified as having explicit goals to inform decision-making.While the creation of usable science was promoted by funded projects in the International Polar Year, this was not generally reflected in research design: fewer than half determined objectives with input of decision makers, decision context was not widely considered, and knowledge users were not widely reported to be engaged in assessing the quality of data or in resolving conflict in evidence. The importance of science communication was widely emphasized, although only 8/23 projects discussed tailoring specific results for end user needs. Thus while International Polar Year research has made significant advances in understanding the human dimensions of Arctic climate change, key attributes necessary for determining success in linking science to decision-making (pertinence, quality, timeliness) were not captured by many projects. Integrating these attributes into research design from the outset is essential for creating usable science, and needs to be at the forefront of future research programs which aim to advance societal outcomes. The framework for assessing usability here, while developed and tested in an Arctic climate change context, has broader applicability in the general environmental change field.  相似文献

In this paper, we propose a scenario framework that could provide a scenario “thread” through the different climate research communities (climate change – vulnerability, impact, and adaptation - and mitigation) in order to support assessment of mitigation and adaptation strategies and climate impacts. The scenario framework is organized around a matrix with two main axes: radiative forcing levels and socio-economic conditions. The radiative forcing levels (and the associated climate signal) are described by the new Representative Concentration Pathways. The second axis, socio-economic developments comprises elements that affect the capacity for mitigation and adaptation, as well as the exposure to climate impacts. The proposed scenarios derived from this framework are limited in number, allow for comparison across various mitigation and adaptation levels, address a range of vulnerability characteristics, provide information across climate forcing and vulnerability states and span a full century time scale. Assessments based on the proposed scenario framework would strengthen cooperation between integrated-assessment modelers, climate modelers and vulnerability, impact and adaptation researchers, and most importantly, facilitate the development of more consistent and comparable research within and across these research communities.  相似文献

减缓和适应是应对气候变化的互补性策略,但在《联合国气候变化框架公约》(简称《公约》)的谈判中,适应在很长一段时期都处于减缓的从属地位。《公约》20多年的适应谈判进程可划为早期缓慢发展、科学和技术讨论、适应与减缓并重、增强适应行动和全面适应行动5个阶段,呈现出由无到有、重要性不断增强的特点。这一特点反映了全球对气候变化影响和适应重要性认识的不断深入及适应气候变化挑战的不断增强。未来适应谈判将聚焦于如何通过《公约》现有机制增强行动及如何增加适应资金以满足发展中国家的适应需求。  相似文献

回顾了《巴厘行动计划》以来形成的与适应气候变化议题相关的国际决议及谈判进展,分析了这些决议对推动发展中国家适应气候变化进程的可能作用和面临的障碍,综述了发展中国家和发达国家对“2015气候协议”的利益诉求和建议。作者认为:《巴厘行动计划》以来,《联合国气候变化框架公约》下适应气候变化方面的谈判取得了较明显的进展,建立了适应委员会、国家适应计划进程和应对损失与危害的国际机制等;资金、技术研发、推广和使用、政策法规、机构设置与能力、信息等是提高发展中国家适应气候变化的限制因素;资金、技术转让和能力建设仍是“2015气候协议”谈判的重点和难点。针对非洲集团和小岛屿国家联盟全球适应目标和应对气候变化造成的损失与危害的补偿的提议,作者建议加强科学研究,开发评估方法和工具,探讨气候自然变率和人类活动导致的气候变化影响的归因;同时建议中国进一步加强适应气候变化的南南合作。  相似文献
