The main objective of the Conscience project was to develop and test concepts, guidelines and tools for the sustainable management of erosion along the European coastline, based on the best available scientific knowledge and on existing practical experience. Four concepts are potentially capable of providing the nexus between scientific knowledge and management: coastal resilience, coastal sediment cell, favourable sediment status and strategic sediment reservoir. The project has tested the use of these concepts and found that they are useful, provided that they are positioned and linked within a logical structure that we shall call the Conscience “Frame of Reference”, defined in time and space and supported through data and monitoring. Practical experience in six coastal sites in Europe has shown that the use of this Frame of Reference together with these concepts can make management objectives explicit and transparent. It can therefore support the design of an appropriate, resilience based coastal erosion management practice.  相似文献

The Netherlands is a low-lying country, in which 9 million people are living below sea level and 70% of the gross domestic product is being earned in areas below sea level. Therefore, protection against flooding is traditionally the primary focus of coastal policy in the Netherlands. Analysis shows that characteristics of Dutch coastal management very well comply with the recommendations and key concepts to support sustainable coastal management as issued by the EU in 2004 (EUROSION). Sediment management represents the core of erosion management in the Netherlands; key concepts like resilience, coastal sediment cells, favorable sediment status and strategic sediment reservoirs, are important building stones. Development and implementation of coastal erosion management in the Netherlands, has implicitly been guided by a systematic Frame-of-Reference. Characteristics of this approach are the definition of clear objectives at different levels (i.e. strategic, tactical and operational) and an operational decision recipe related to policy development and implementation. Application of the Frame-of-Reference to current problems and challenges in Dutch coastal management indicates its ability to reveal shortcomings of the existing approach, and to explore potential solutions. Where EUROSION offers important concepts to define coastal erosion management, the Frame-of-Reference offers a tool to discern different objectives and responsibilities. For coastal areas across the world, sea-level rise and problems of coastal erosion and coastal flooding are expected to increase over the next hundred years. At the same time political pressure for continued waterfront planning and development of coastal areas threatens to increase our societal vulnerability, and necessitating climate adaptation in coastal zone management. The institutional dimension has been identified as important for ensuring a more robust adaptation to both current climate variability and future climate change. In this paper, lessons regarding institutional constraints for climate adaptation are drawn from a Swedish case-study on local coastal zone management, illustrating the diverse and complex nature of institutional capacity-building. The aim of the paper is to illustrate critical factors that from an institutional perspective condition the capacity to achieve a more integrated, strategic and proactive climate adaptation and for turning “rules on paper” to working practice, based on case-study experiences from Coastby. Following and expanding a framework for analysing institutional capacity-building we learnt that a selective few key actors had played a critical role in building a strong external networking capacity with a flip-side in terms of a weak internal coordinating capacity and lack of mutual ownership of coastal erosion between sectoral units e.g. risk-management, planning and environment. We also found a weak vertical administrative interplay and lack of formal coherent policy, procedures and regulations for managing coastal erosion between local, regional and national administrations. Further, tensions and trade-offs between policy-agendas, values and political priorities posed a barrier for capacity-building in coastal zone management which calls for processes to mediate conflicting priorities in policy-making, planning and decision-making. The case-study suggests that the ability of the political administrative system to acknowledge and deal with institutional conflicts is a critical condition for ensuring an integrated and proactive climate adaptation in coastal zone management.  相似文献

This paper addresses development and problems of the legislative framework for coastal and coral reef resources management in Indonesia. It describes the background to the legal framework of Indonesian coastal and coral reef legislation and proposes an appropriate legal framework for addressing Indonesian coastal and coral reef management. This paper outlines several major challenges faced by the Indonesian legislators. It reviews some of the justifications of creating an appropriate legal framework for coastal management.It argues that an adequate and appropriate legal framework will promote sustainable development and management of coastal and coral reef resources. It argues that, the complicated and inappropriate legal framework currently place in Indonesia has contributed to serious degradation of coastal and marine resources. It also argues that this degradation has been exacerbated by the lack of a national marine policy, severe weaknesses in law enforcement of natural resource including those of the fisheries laws and regulations in Indonesia. This paper suggests that there is a general malaise or lack of commitment to sustainable management and development of natural resources. This paper also focuses on the political aspects and their impacts on legislation for coastal and coral reef management at the national and selected regional levels.  相似文献

Coastal erosion and storms represent a source of risk for settlements and infrastructure along the coast. At the same time, coastal natural assets, including landscape, are threatened by increasing development mainly driven by tourism. The Mediterranean coast is especially vulnerable to these processes, considering its high biological and cultural diversity. An additional challenge is represented by climate change, as it will force coastal communities to apply more or less drastic adaptation strategies. Coastal setbacks, used to protect coastal communities and infrastructure from storms and erosion, and to preserve coastal habitats and landscapes from degradation, is one of the main instruments suggested by the Protocol on Integrated Coastal Zone Management of the Barcelona Convention, entered into force on the 24 of March 2011. Its implementation has the potential to influence coastal policies in other regions, such as the neighbouring Black Sea.The CONSCIENCE project has formalized concepts and conducted specific studies to provide new tools for coastal erosion management practice. The objective of this paper is to present a synthesis of the research conducted into coastal setbacks for coastal erosion management and climate change adaptation. This is done by analysing the requirement of the Protocol, current processes and management practices in two case study areas (Costa Brava Bays in Spain and Danube Delta, in Romania) and the new challenges posed by climate change.  相似文献

Construction measures to stabilise or spatially extend coastlines have become a routine measure in urbanised coastal zones. This study quantifies beach profile changes and sediment transport along an artificial beach in Townsville, NE-Queensland. The “Strand” was transformed from a single degraded shoreline into a shoreline with five embayments (or “pocket beaches”) split by four artificial rocky headlands in 1998. The modified shoreline has had an impact on the local and regional northward long-shore sediment pathway, creating local shifts in sand. Sediment deposition and erosion occur at the same time at different parts of the pocket beaches. Collected offshore sediments show that little artificial sand is transported more than a few meters seaward in the south-eastern part of the Strand, while substantial and long-ranging export, i.e., tens to hundreds of meters, occurs in the north-western area. This is mainly the result of the breakwaters south of the Strand, which impacts the predominant northward long-shore sediment transport induced by the dominant south-easterly winds.  相似文献

This paper summarises the main findings of the Conscience research project, whose primary objective was to define and validate, through pilot applications, a methodology to support the implementation, for European coasts, of concepts such as coastal resilience, favorable sediment status, strategic sediment reservoirs and coastal sediment cells. The Conscience conceptual framework to managing coastal erosion has proved to be an efficient tool, because it provides a consistent approach where objective (data) and subjective (desired status) information are analyzed and compared from the standpoint of a consensus target (objective). Moreover, this is done using the best available knowledge and observations, considering always their level of uncertainty, to conduct a sustainable management policy for coastal erosion. The methodology has been tested in field cases from The Netherlands, Poland, Romania, Spain, United Kingdom and Ireland, to cover different time and space scales, together with a wide range of processes and different management objectives.  相似文献

20世纪50年代以来,广东海岸蚀退现象比较明显,本文基于广东省海岸侵蚀全面系统的调查,描述了广东省海岸侵蚀现状,进行了侵蚀强度分类及分布规律统计;总结分析不同海岸侵蚀类型的特征及差异;通过分析影响海岸侵蚀灾害的因素认为,广东海岸侵蚀是自然因素和人为因素共同作用下产生的,人类活动是近代海岸侵蚀加剧的主要原因。本研究将有助于广东省海岸带减灾、防灾目标的实现,为海岸侵蚀灾害的进一步研究打下基础。  相似文献

This paper describes a new initiative in coastal management in northeastern Tanzania. The region is within the equatorial part of the Western Indian Ocean. The priority environmental issues being faced include declining fish catches, use of destructive fishing techniques, mangrove cutting and coastal erosion. There is a widespread perception among the users of the coastal resources that management of these issues is inadequate. This programme initiative is developing flexible, community-based approaches to identifying the problems and to take achievable actions. The programme provides training in a wide range of skills and appropriate technical methods for government officials, extension workers and villagers. A collaborative process is evolving that includes participatory appraisals, village environmental committees, facilitation by government extension workers, technical advise and supervision by district technical teams, and regional-wide workshops with key players. Village initiatives taken so far include new by-laws, gear inspection, reef zoning and closures. A number of village mariculture projects are being piloted.  相似文献

Coastal zones of Eastern Africa are endowed with a diversity of life forms and resources which support large populations of coastal communities. The economies of the countries in the region are dependent on these resources in the form of fisheries and coastal forest products, tourism, shipways and coastal facilities such as ports, industries and urban centers.Population growth, especially in coastal urban centers is increasing the demand for coastal and marine resources. In addition, poverty, lack of awareness and inadequate management have resulted in over exploitation of coastal and marine resources, habitat destruction including shoreline erosion as well as marine pollution. The rate of resource depletion and environmental degradation is on the increase. There is an urgent need for instituting management measure that will reverse the current trend.The governments in the region have accepted and are committed to the implementation of Integrated coastal management (ICZM) as an effective mechanism for addressing and resolving the multiplicity of issues experienced in coastal areas through sectoral coordination and collaborative approaches. However, the process has just begun and there are a number of ICZM initiatives in progress at local, national and regional levels. This paper presents the issues of the coastal zone and reviews some of the progress made to date in the implementation of ICZM.  相似文献

The shoreface, a complex and poorly understood part of the coastal zone, plays a critical role in sediment transport processes between the beach and the inner shelf. This two-year study examined the surface and subsurface architecture and the process-response mechanisms of a high-energy, steep and geologically constrained shoreface segment (1–20 m depth) in Northern Ireland. Fourteen sequential bathymetric surveys, covering an area of ~ 2 km2, were compared and analysed in order to investigate seabed changes and their relationship to wave and wind forcing. Results reveal that the shoreface is highly dynamic and complex. An examination of high-energy conditions and lower-than-average energy conditions revealed significant periods of both accretion and erosion. These complex morphodynamic responses are attributed mainly to a combination of antecedent (pre-survey) morphology, differences in wind forcing and coastal surges. A comparison of seabed changes over 2 yr reveals net shoreface accretion, which is attributed to inner-shelf to shoreface sediment transport. Over the same period, the adjacent West Strand beach showed moderate erosion. The study provides information on the morphodynamics of a steep, high-energy embayment shoreface, a coastal environment which has received little previous attention.  相似文献

自20世纪60年代至90年代,由于多种原因,辽东湾东西两侧的初始沙质海岸侵蚀范围逐年扩大,侵蚀不断加剧,给当人民的生产和生活带来严重危害。由多年监测资料发现,侵蚀严重的熊岳岸线以2~4m/a的速率而大幅度后退,特别严重的地区最大后退达10km;辽西绥中某些岸段平均每年后退1~2m。20世纪90年代后期,由于一些海域管理措施的出台和相应的海岸防护工程的建设,海岸侵蚀逐渐减弱。通过现场调查和多年监测,分析了辽东湾东西两侧砂质海岸侵蚀的特点,认为海岸组成物质松散与海岸动力作用强烈是本区现代海岸侵蚀的基本条件,人为活动是关键因素,并提出了海岸侵蚀灾害的防治对策。  相似文献

为了查清辽宁省海岸的蚀淤等级和分布,从1990年和2007年遥感图像中提取了17年的岸线变化信息,结合辽宁省908专项海岸带海岸侵蚀特征的调查资料,对全省海岸蚀淤情况进行了等级划分,并对其形成原因进行了分析与评价。结果表明,砂质海岸侵蚀较重的区域主要分布在绥中和熊岳一带,黄海岸段的砂质海岸基本稳定,基岩海岸侵蚀较重的区域主要分布在老铁山一带,粉沙淤泥质海岸侵蚀较重的区域分布在庄河一带。摸清辽宁省海岸蚀淤等级分布,对海岸整治与修复、海岸侵蚀灾害的防治与防护以及海岸带管理具有一定的指导意义。  相似文献

This paper focuses on the analysis of the morphological response induced by low-crested structures on the adjacent seabed, with emphasis on the far-field erosion that is frequently observed close to roundheads and at the gaps between structures. The analysis is based on observations of far-field erosion, both at prototype scale and in laboratory experiments. Mechanisms responsible for the observed erosion are highlighted using coastal area numerical modelling tools to simulate the flow patterns induced by schemes involving low-crested structures. Finally, an example of the use of a coastal area morphological modelling system to investigate the dependence of the far-field erosion processes on the freeboard of the coastal protection structures is presented and discussed.  相似文献

The purpose of this paper is to present methods and examples of economic valuation in the framework of cost–benefit analysis of coastal defense schemes. We summarize the concepts of value in economics and their application to coastal erosion defense. We describe the results of an original benefit transfer exercise on beach recreation, that is, whether and how values known for some sites can be used to assess the value of some other sites. We present six original case studies on the valuation of the benefits of coastal erosion defense; four of them focus on beach recreation in Italy, one focuses on the conservation of the Venice heritage, and one on biodiversity in The Netherlands. The results of the case studies are illustrative of the diversity of values for the many types of non-marketed assets that may be protected from sea erosion.  相似文献

海岸侵蚀和淤积一直存在于海岸带系统内并塑造着现在的海岸线,近年来不当的人类活动以及全球气候变化加剧了海岸侵蚀,导致沿海土地流失,威胁人类生命财产安全。本文构建了海岸侵蚀风险评价理论体系,阐述了海岸侵蚀风险评价的方法,为海岸侵蚀风险管理提供有效指导。运用层析分析法确定评价指标权重;根据模糊集理论合成海岸侵蚀风险等级。以福建省海岸带为例,进行了海岸侵蚀风险评价,编绘了风险评价图,评价结果与客观情况比较吻合,验证了文中理论方法的适用性。本文构建的海岸侵蚀风险评价理论体系可以推广到其他区域,但应根据实际情况适当调整指标个数以及指标权重。  相似文献

This paper gives some theoretical concepts of dune management as well as practical examples of how actual measures should be carried out.Dune management is defined as all measures aimed at the preservation and restoration of the natural values of a coastal sand dune area. It is essential that beach and foreshore are seen as parts of a whole dune system. Management must take into account all processes within this system. It should aim at nature conservation and wise use of coastal resources and all forms of land use should be ecologically sustainable. Dune management should work as much as possible ‘with’ the natural processes and not ‘against’ them.Four types of Mediterranean dune systems (including Portugal and SW Spain) are distinguished:: mainland dunes, lagoon-bay barrier dunes, delta dunes and remnant dunes.Like in most parts of the world, Mediterranean dunes fulfill several functions at the same time. The following functions will be dealt with: nature management, coastal defence and erosion, dune stabilisation and afforestation, agriculture, tourism and urbanisation, recreation, golf, information and education. The concepts of management which are considered include: sustainable use, large and coherent units, compensation, management planning, environmental impact assessment and function analysis.Dune stabilisation is not always considered necessary. In case of stabilisation by planting, only indigenous species should be used, preferably pioneers and not trees. Planting of exotic species should be avoided.  相似文献

Coastal erosion is a problem at many coastal sites caused by natural effects as well as human activities. This paper explores the coastal cell concept to deal with coastal erosion by identifying and analysingthe sediment volumes accumulated in large-scale and small-scale coastal cells at various sites. Mechanisms causing chronic erosion and episodic erosion related to coastal variability are identified and discussed. The effectiveness of soft and hard remedial measures for sandy beaches are assessed based on laboratory, field and modelling experiences.  相似文献
