During the last 50 years, several different forms of fisheries governance have been tried and failed in the Cochin Estuary, Kerala, India. The latest shift has been from a community-based system to a co-management system, and this paper evaluates the current system in the light of the theoretical debate over the respective merits of community-based management and co-management. The paper is based on documentary material and data from interviews carried out during fieldwork in 2004, from which it concludes that provided the co-management system incorporates community principles within it, it will be an effective form of fisheries governance.  相似文献

The countries of the Caribbean Community (CARICOM) have a relatively poor record of fisheries management and the need to reform fisheries governance is urgent. There is now increasing interest in getting fishers and other stakeholders more involved in management through co-management and community-based management approaches. The purpose of this paper is to examine the potentials of co-management as an alternative fisheries management strategy for the countries in the CARICOM region. Co-management is found to have potential but there will need to be capacity-building and institutional strengthening of fisheries departments, fishers and NGOs to participate in co-management. Pilot projects should be initiated to gain practical experience in co-management.  相似文献

This paper examines a case involving a mix of Territorial Use Rights in Fisheries, co-management and the competition for using coastal zones. In the 2000s, Taiwan's government initiated a remodeling of the fishery right system, which is a rights-based approach to fisheries management, as an attempt to address conflicts between fishers and developers regarding the use of coastal space and to put community-based co-management into practice. The paper particularly compares the system before and after 2000 and identifies areas of concern in the implementation of the remodeled system. The results show that the government's support for this system signifies progress in the right direction. However, concerns emerge, mostly involving fishers' low participation, fishermen's association's lack of technical skills and financial resources, and the division of management responsibility. The government is advised to play a more active role in dealing with these concerns. Finally, the paper reveals that the factor of competition for using coastal zones poses a challenge to co-management, and suggests a holistic view with integrated coastal management or marine spatial planning practices, for developing co-management under the fishery right system.  相似文献

The newly elected democratic government of South Africa, has promulgated new policies and legislation which advocate alternative approaches to resource management which involve user groups. Co-management has been identified as one such strategy. An overview and analysis of selected coastal and fisheries co-management case studies in South Africa is given and key lessons are highlighted. Research findings indicate that co-management in South Africa is still in its infancy, making it difficult to provide conclusive statements about its success or failure. Nevertheless, the paper highlights some of the key conditions that are required for co-management to operate effectively in South Africa and some of the existing obstacles to practical implementation.  相似文献

This paper addresses development and problems of the legislative framework for coastal and coral reef resources management in Indonesia. It describes the background to the legal framework of Indonesian coastal and coral reef legislation and proposes an appropriate legal framework for addressing Indonesian coastal and coral reef management. This paper outlines several major challenges faced by the Indonesian legislators. It reviews some of the justifications of creating an appropriate legal framework for coastal management.It argues that an adequate and appropriate legal framework will promote sustainable development and management of coastal and coral reef resources. It argues that, the complicated and inappropriate legal framework currently place in Indonesia has contributed to serious degradation of coastal and marine resources. It also argues that this degradation has been exacerbated by the lack of a national marine policy, severe weaknesses in law enforcement of natural resource including those of the fisheries laws and regulations in Indonesia. This paper suggests that there is a general malaise or lack of commitment to sustainable management and development of natural resources. This paper also focuses on the political aspects and their impacts on legislation for coastal and coral reef management at the national and selected regional levels.  相似文献

Several research projects have studied Swedish coastal fishery to investigate the conflict between seals and fishery. In recent years, a strategy of participation by means of co-management has been unfolding. Realising that maintaining the coastal fishery requires societal support and knowledge integration, attempts have been made to introduce the principle of participatory management into the centralised Swedish fisheries management system. However, this co-management approach, presently implemented in six pilot projects, will take a long time to develop through a sustained process of experimentation and improvement.  相似文献

Tuna has made a significant contribution to Indonesian and world fisheries. Indonesian tuna fisheries were introduced from Japan, Taiwan and Korea. Longline fishing was introduced in 1962, and purse seine gear was first used in 1974. Many foreign vessels have reflagged to the Indonesian flag. The Indonesian government developed its own tuna fisheries and closed the chartering program in 2006. Through these efforts, Indonesia became the number one tuna production country in 2004 and has further targeted an increase in marine capture fisheries catch of 0.5%/year from 2010 to 2014. Tuna resources remain under pressure globally. The tuna regional fisheries management organizations attempt to manage tuna fisheries by strengthening conservation of stocks. To enhance international cooperation, Indonesia ratified the 1982 Convention on the Law of the Sea in 1985 and the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 relating to Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks in 2005 and became a member of Indian Ocean Tuna Commission and Commission for the Conservation of Southern Bluefin Tuna and a cooperating non-member of Western and Central Pacific Fisheries Commission in the 2000s. Consequently, Indonesia adopted domestic regulations to comply with management measures. For future sustainable development, Indonesia needs to build its capacity, improve its compliance with the tuna RFMOs’ conservation and management measures, strengthen data collection, develop its products to increase their quality and diversification, and enhance its international cooperation.  相似文献

The Australian Government recently ratified the “Oceans Policy” which provides a policy framework to effectively manage the resources and uses of the Australian Exclusive Economic Zone. The Oceans Policy is to be implemented through Regional Marine Plans that are based on the notion of large marine ecosystems and have the objective to integrate sectoral commercial interests and conservation objectives. This paper makes a theoretical contribution to the development of Regional Marine Plans which will demand the specification of detailed policies for regulating the various marine uses and impacts in the respective marine regions. The paper discusses a wide range of policy instruments and exemplifies their potential role for the management of marine resources and uses. The term incentive instrument includes financial and economic instruments as well as legal and regulatory instruments, education, co-management, voluntary approaches, community-based mechanisms and research. A set of criteria is established for the evaluation of individual incentive instruments. They are further placed in the context of a series of principles for policy design. The paper explores potential management instruments to: improve water quality of streams, estuaries and oceans, create sustainable fisheries, ensure sustainable marine tourism and recreation, manage conflict between user and interest groups, ensure environmentally sound marine transport and petroleum exploration and mining.  相似文献

In the Pacific, coastal communities have compensated for chronically low capacity of governments to manage fisheries by implementing local regulations in their marine tenure areas. In order to investigate the performance of community-based fisheries management (CBFM) in Vanuatu, trajectories and factors of change in CBFM systems since the 1990s were analysed. Focal group interviews were conducted in seven villages on Efaté island in 2011 and supplemented by a review of supporting literature. Results reveal the increasing and excessive reliance of CBFM systems on external agencies that promoted overly complex management plans. Examination of trends in CBFM systems shows that community and national fishing rules that were highly acceptable by local societies were more likely to be enforced in the long run. In particular, the establishment of marine reserves was the most widespread and best enforced community rule for the purposes of conservation, ecotourism, and/or fisheries. Overall, the results challenge the current effectiveness of CBFM in achieving sustainability of reef fisheries in Vanuatu, and highlight the over-reliance on small marine reserves as a management tool. Community initiatives must be strengthened by new specific national regulations governing subsistence and commercial reef fisheries as part of a multi-scale co-management approach.  相似文献

This is the first of two articles exploring coastal management in South Africa. Decades of coastal management effort culminated in a Cabinet-approved coastal policy in December 1999. Based on a Government–civil society partnership, the policy aims to promote sustainable coastal development through integrated coastal management. It represents a marked shift from an earlier approach that virtually ignored justice, democracy and poverty. In recent years, attention has focused on empowering poor coastal communities to build sustainable livelihoods. This paper traces the evolution of coastal management in South Africa, and reflects on the challenges of fostering coastal sustainability. This paper presents the institutional history and features of Japanese coastal fishery management, including the past decade's major legislative developments. In Japan, local resource users have been the principal decision makers in fishery resource management. Under the current Fishery Law, resource conservation is an integral part of resource use. Coordination of fisheries’ issues, such as rights/license distribution and local regulations, is achieved by multilevel coordinating organizations. Government and/or research institutes provide support with planning, scientific advice, etc. A brief analysis of Kanagawa Prefecture suggests that the fisheries transaction costs, especially the monitoring, enforcement and compliance costs, are remarkably low.  相似文献

This paper reports on the outcomes of a project that engaged researchers and fishers together in adapting participatory social science approaches to the purposes and the constraints of community-based fisher organizations. The work was carried out in the Scotia-Fundy Region of Atlantic Canada (the Bay of Fundy and Scotian Shelf) between 1999 and 2003. After a period of reflection on what was collectively learned from our experiences in this project, the academics went back to the community partners in a recent workshop for further discussion and refinement of the lessons. We conclude that true participatory fishery research, utilized in support of community-based management, can be a particularly powerful tool. However, it has few effective shortcuts, it must deal early in the research process with power imbalances, and it should involve significant political engagement and empowerment through co-learning. This assessment of participatory research in coastal fisheries also has significant implications for how we think of social capital and on how we may develop community-based resource management for a sustainable future.  相似文献

Spatial marine closures are widely employed and advocated for marine resource management and conservation. Temporal, non-permanent, rotational or periodically harvested area closures have been employed across the Indo-Pacific for centuries and are a common measure within contemporary community-based and co-management frameworks. Although prior evidence suggests that periodic closures may confer fisheries benefits for some taxa or in certain conditions, there is little evidence that they are equally effective for the sustainable management of the many types of small-scale fisheries important in the Indo-Pacific. Case studies of periodic closures are reviewed to highlight the variations in target species, harvesting periodicity and fishing pressure that will influence the fisheries management effectiveness of this tool. Fisheries management benefits are observed for short-lived, fast-growing taxa or for a range of taxa in low fishing pressure situations. Stocks declines are observed for long-lived taxa or for a range of taxa if harvesting is intense. It is argued that community-based and co-management policy and action must better account for these factors when promoting and implementing periodic closures for medium- to long-term fisheries management or conservation goals.  相似文献

It was realized that with the increasing rate of deterioration of fisheries resource in the Philippines, there was no way the country could pursue a pathway of sustainable development. After enactment of the Local Government Code of 1991, the government actively promoted community-based fisheries management (CBFM) to conserve the coastal resources. The increased attention paid to community-based fisheries management has come about through experience of the poor performance of other approaches and through the study of traditional systems of community management of natural resources which have not only survived but also appear to perform better than the alternatives. This paper presents the results of a study to assess the impacts of CBFM projects in the Philippines, using meta-analysis, on the equity and sustainability of small-scale coastal fisheries. The outcomes indicate a positive impact of CBFM on the equity of both involvement in management and benefit sharing and sustainable management of fisheries resources through the investigation of effective magnitude (effect size) based on eight indicators. The positive summary effect sizes of participation, influence, control, access, and income conjunctly portrayed an improved equity in the fishing community by implementing CBFM. The positive summary effect sizes of compliance and conflict indicated an affirmative community and, therefore, sustainable fisheries management. While the negative summary effect size of resource revealed the difficulties in recovering fish abundance in a relatively short period of time. Also, ten years of implementation of CBFM was discovered as the minimum duration with perceived equity and sustainability improvement for most indicators.  相似文献

An essential component of ecosystem-based approaches in coastal zone management and the emerging field of marine planning are partnerships and collaborations between a range of multi-sector organisations and individuals. Ensuring that partnerships are effective is a priority for those responsible for planning and management in coastal and marine environments. Current partnership evaluation approaches, however, tend to view effectiveness as the cumulative end result of a set of variables acting in a linear process at a specific point in time. Given that governance and participation are acknowledged as non-linear and multifaceted processes, more reflective and nuanced approaches that take account of the dynamic, multidimensional and geographically embedded nature of the collaborative process are needed. This paper proposes a new framework for partnership evaluation based on policy narratives and indicators, and demonstrates the potential of the approach using three case studies of partnerships focused upon marine nature-based tourism. The insights from this research have direct relevance to the agencies and organisations responsible for delivering integrated coastal management, including marine spatial planning.  相似文献

The Atlantic Coastal Action Program (ACAP) is a community-based coastal management initiative that has been underway on Canada's east coast for the past 6 years. Coalitions of local stakeholders have been assisted by government in taking a lead role for the planning and management activities in 13 coastal ecosystems throughout Atlantic Canada. The program was initiated and originally facilitated by the federal government (Environment Canada) but has come to be led and owned at the local level. The objective is to have all those affecting and/or affected by local decisions involved in this process. In ACAP, the traditional role of government is shared with the local roundtables that are established in each coastal ecosystem. Instead of government departments being the lead agencies that set policy and priorities, the communities assume this function and the government agencies become partners in responding to their identified needs. ACAP is a practical demonstration of the joint management, or collective governance approach to Integrated Coastal Management and offers lessons to governments and coastal communities looking to establish lasting partnership approaches that have the potential to achieve the sustainable development of coastal ecosystems.  相似文献

Coastal fisheries are complex ecological and social systems, evolving in time with a shift from commercial towards recreational effort. We describe the coastal fisheries of Mallorca (W Mediterranean) and the management policies implemented to show the challenges faced at regional level to handle the different management tools used to conserve biodiversity and the social fabric in the coastal zone. Our example provides evidence of the complexity of fishing rights and how they can be adapted into practical fisheries management by combining fishing rights, open access recreational fishery, community-based management and biodiversity conservation.  相似文献

This paper introduces the institutions, rules and regulations, which have been established by the relevant Egyptian laws for addressing various coastal and sea management issue. The existing legislation shows clearly the sectoral character of the present system, suffering from insufficient communication and cooperation among different state agencies on the one hand, and among central government and municipalities on the other. The effectiveness of coastal management in developing countries is widely perceived to be inhibited by a lack of scientific data on the coastal zone. To try to fill this need for information, donors and big international non-governmental organizations are increasingly initiating large-scale, science-driven conservation programs, with the goal of creating and using management relevant transdisciplinary datasets. In Oceania, these programs are entering a context where local ecological knowledge is already informing existing community-based approaches to coastal management. This paper examines two large-scale programs in Fiji, the Marine Management Area Science initiative and the Vatu-i-Ra and Cakau Levu Reefs Seascape Project, and offers insight relevant to the planning and implementation of similar programs where local management systems are already in place. Research methods used to examine the programs included document analysis, direct observation, and semi-structured interviews with key stakeholders over multiple field visits to Fiji in 2009 and 2010. Results suggest that as donors, non-governmental organizations, and partners move forward in implementing these programs, there must be active steps taken to bridge boundaries between disciplines and among knowledge systems, evaluate the added value of science for all stakeholder groups, and build opportunities for datasets to be used after donor funding ends.  相似文献
