The majority of rural communities have limited agricultural development opportunities within the hills and mountains of Nepal. While the dominant development model, which focuses on technology transfer and the evolution of commercial production systems, is effective when access to inputs and markets enables farmers to produce and trade successfully, many communities are marginalised from development opportunities by poverty and poor infrastructure. Complementary development approaches that value, conserve, develop and market agrobiodiversity could alleviate the extreme poverty where these conditions prevail as in the hills and mountains, the rural margins of Nepal. Formalised in situ approaches to agrobiodiversity conservation are in their infancy in Nepal, yet suggest that opportunities exist for a complementary agricultural development approach in the rural margins based on working with the local diversity, rather than its elimination. The obstacles of widespread poverty and inadequate infrastructure ensure that effective in situ agrobiodiversity conservation programs must provide for the needs of local people for sustainable development.  相似文献

This paper considers Swiss experiences of in situ agrobiodiversity conservation. The Swiss recognise the multifunctionality of agriculture, particularly within the marginal, mountainous areas of the country and are spending public and private funds to maintain crop landraces, agroecosystems, landscapes, agricultural practices, and rural communities. State programs in marginal agricultural regions tie economic assistance to biodiversity conservation practices, through the use of direct payment systems. With the removal of many import restrictions and state-led marketing, alternative innovative programs linked to local values of diversity provide opportunities for conservation. In situ agrobiodiversity conservation ideas being pursued include awareness-raising schemes, scientific initiatives, the establishment of diversity gardens and community-based programs. Any extension of the in situ conservation programs could have substantial implications for regional development. Natural resources, especially the forest provide a means of livelihood to rural communities in most developing countries. Unfortunately these resources are under the threat of disappearing because of high population growth rates and poverty that characterise these communities. Any attempt by development agencies at conserving these resources is tantamount to depriving these rural areas of their survival base. Yet due to its strategic socio-economic and cultural importance, the forest ecosystem needs to be sustained for future generations. This paper examines the various challenges faced by the State and other conservation agencies in natural resource management and the possible options which can be employed in an effort to ensure a sustainable exploitation of the forest in Anglophone Cameroon. It discusses the efforts of these actors, within the framework of the emerging concept of community forestry, local community strengthening and integrated rural development. While highlighting some of the achievements of international NGOs like Bird Life International and World Wide Fund for Nature in the region, the study concludes that the future of sustainable management of forest resources relies on a holistic poverty alleviation approach that takes into consideration the empowerment of these communities. This will ensure that they participate and benefit from the exploitation of the resources in the form of local development. Agricultural frontiers are hot spots for the most dramatic land cover change in the history of humankind: forest conversion to agriculture. They are also areas of unusually rapid population growth and acute poverty, with scant access to public services and infrastructure. Although a large body of literature explores the determinants of land cover change on the frontier, one issue that has been largely unstudied is that of frontier political and socio-economic development. This paper reports on data from 28 communities along an agricultural frontier in a core conservation zone of the Maya Biosphere Reserve (MBR), where the predominant land tenure systems at the community level appear to be related not only to land use, but also to political organization and human development indicators.  相似文献

The CAMPFIRE program in Zimbabwe is one of a `new breed' of strategies designed to tackle environmental management at the grassroots level. CAMPFIRE aims to help rural communities to manage their resources, especially wildlife, for their own local development. The program's central objective is to alleviate rural poverty by giving rural communities autonomy over resource management and to demonstrate to them that wildlife is not necessarily a hindrance to arable agriculture, “but a resource that could be managed and `cultivated' to provide income and food”. In this paper, we assess two important elements of CAMPFIRE: poverty alleviation and local empowerment and comment on the program's performance in achieving these highly interconnected objectives. We analyze the program's achievements in poverty alleviation by exploring tenurial patterns, resource ownership and the allocation of proceeds from resource exploitation; and its progress in local empowerment by examining its administrative and decision making structures. We conclude that the program cannot effectively achieve the goal of poverty alleviation without first addressing the administrative and legal structures that underlie the country's political ecology.  相似文献

Transfrontier conservation has taken Southern Africa by storm, where the modus operandi remains simple and intuitive: by dissolving boundaries, local benefits grow as conservation and development spread regionally. However, in the case of South Africa’s section of the Great Limpopo Transfrontier Park, political and economic change redirects benefits to support ‘modern’ economies at the expense of rural livelihoods through community-based natural resources management (CBNRM). Neo-liberal agendas promoted by government and the transfrontier park derail efforts at decentralizing CBNRM initiatives beyond markets and state control. This paper argues that ‘hybrid neoliberal’ CBNRM has arisen in private and public sector delivery of devolved conservation and poverty relief projects as ‘tertiary production’ for regional development. As a result, ‘CBNRM’ projects related to and independent of transfrontier conservation support private sector interests rather than the resource base of rural livelihoods. Concluding sections assert that CBNRM can counter this neoliberal trend by supporting the land-based economy of local users living near the Great Limpopo Transfrontier Park.  相似文献

Community forestry in Nepal vests rights of access, use, exclusion, and management of national forestland to local user groups. There is strong potential for community forests to serve as the basis for improving the quality of life and the status of livelihoods in rural Nepal while conserving forest resources. Frequently, community forest user groups are dominated by local elites who choose to close access to community forestland for several years. As a result, forest conditions are improving, but the poorest households bear the cost of strict protection. In this paper I argue that community forestry is thus having rather limited success at improving rural livelihoods. Although community forestry is fairly successful at conservation, there remain huge wealth disparities between community forest member households, limited access to vital forest products, and significant power disparities within community forest user groups. Such conditions of inequity, reinforced by current community forestry policy and practice, severely challenge the development potential of community-controlled natural resources. In Nepal, overcoming these challenges may require a change in policy that mandates more inclusive local decision-making.  相似文献

岩溶地区是实施乡村振兴战略的坚中之坚,是极易出现返贫的地区之一,有必要梳理总结岩溶地区消除石漠化贫困的历程、成果和存在的问题,巩固脱贫攻坚成果,夯实乡村振兴的理论基础。本研究以岩溶地区实施重大生态工程的时间节点为主线,参考各阶段前人取得的阶段性和标志性成果,系统梳理了石漠化贫困的相关概念和研究历程;然后对各阶段的研究热点进行整理,归纳总结了石漠化与农村贫困的关系、石漠化致贫机制、消除石漠化贫困的策略、防治工程减贫效益评价等4个方面的前人研究成果。研究表明:石漠化贫困与石漠化区贫困的界限不清,是造成石漠化防治工程和精准扶贫衔接脱节的原因之一,应突出石漠化区生态脆弱的特性,将生态建设有机融入巩固脱贫攻坚成果同乡村振兴有效衔接之中,实现生态、资源、人口和经济各要素的耦合协调发展;工作超前,理论基础研究落后的现实依然存在,应加强石漠化区乡村人地关系及相对贫困的研究,探究石漠化阻碍乡村振兴的制约机制;此外,在岩溶地区生态质量不断提升的背景下,应优化石漠化防治工程后评价体系,凸显社会效益和经济效益评价的重要性,总结经验、汲取教训,巩固岩溶地区脱贫攻坚成果,实现脱贫攻坚与乡村振兴有效衔接。   相似文献

This paper assesses how far community led rural visions accord with the current thrust of rural planning policy delivery in the UK. Adapting conventional visioning methods, qualitative techniques were used on eight different communities across urban, exurban and rural Wales to elicit views relating to the kind of local countryside(s) that were desired. The results show that the communities’ visions reflect an emerging consensus around local countryside priorities: multifunctionality, integration, wider countryside protection, development based on need, and local distinctiveness according with the thrust of current planning policy at national and local levels. However, there is a clear dichotomy between this and the reality of what communities actually experienced in developments affecting their countryside. Here, universal criticism was encountered over the type, pace and scale of development, the lack of rural specificity and the failure to take account of local community needs and priorities. It is hypothesized that tensions between national and local politics and stakeholder power relations are playing a crucial role in distorting the delivery of town and country planning. It is recommended that rural policy delivery must become more “joined up” and rural proofed at national and local levels concomitant with a change in the operational culture of agencies at the forefront of rural delivery. Essentially, effective engagement of top down approaches synergising with bottom up community led ideas is long overdue.  相似文献

Conservation practitioners have scrutinized the credibility and effectiveness of community-based natural resource management, noting its romantic misconceptions about communities and their capacities. Early approaches failed to acknowledge the heterogeneity of collective agents, the synergy between decentralization and neoliberalism, or the need to affirm rural peoples’ entitlements to resources. A Maori community’s attempt to restore Lake Whakaki on New Zealand’s east coast confirms many of these critiques. The restoration confronts institutional ambivalence, obstructive forces from beyond the zone of Maori influence and non-correspondence between community and catchment dynamics. Fulfilment of the project requires exogenous resources and authority, but state conservation agencies are ambivalent towards local demands for self-determined development. Nonetheless, an uncommon degree of agency which is grounded within community aspirations for sovereignty suggests that the motivational characteristics of community retain their importance in debates about integrated conservation and development.  相似文献

Proponents of payments for ecosystem services (PES) schemes advocate targeting payments to geographical areas that can: (a) maintain or enhance ecosystem services, (b) permit economically efficient arrangements and (c) address poverty objectives. The location of these efficient, effective and equitable (or triple-win) solutions is viewed as the ‘holy grail’ of PES and is often sought in isolation to broader socio-economic pressures, political relationships, or local cultural conditions. While the plethora of PES design perspectives often follow the concepts of efficiency and effectiveness, they seldom relate to pluralistic value systems and may disparage local self-determination for influencing the form and terms of negotiation. This paper critically analyses the assumptions underpinning the design of PES schemes which seek to optimise or target efficient, effective and poverty objectives. Using a case study for a proposed PES initiative in the Kathmandu Valley of Nepal, we employ spatial analysis to geographically visualise the discrepancy between the location for a typology of targeted objectives and actual preferences which support local perceptions of natural resource use and conservation. The case study highlights the inequity inherent in targeting payments under a neoliberal framing. Instead, spatially differentiating incentives according to socially determined priorities and collective management is suggested.  相似文献

Natural resource-dependent societies in developing countries are facing increased pressures linked to global climate change. While social-ecological systems evolve to accommodate variability, there is growing evidence that changes in drought, storm and flood extremes are increasing exposure of currently vulnerable populations. In many countries in Africa, these pressures are compounded by disruption to institutions and variability in livelihoods and income. The interactions of both rapid and slow onset livelihood disturbance contribute to enduring poverty and slow processes of rural livelihood renewal across a complex landscape. We explore cross-scale dynamics in coping and adaptation response, drawing on qualitative data from a case study in Mozambique. The research characterises the engagements across multiple institutional scales and the types of agents involved, providing insight into emergent conditions for adaptation to climate change in rural economies. The analysis explores local responses to climate shocks, food security and poverty reduction, through informal institutions, forms of livelihood diversification and collective land-use systems that allow reciprocity, flexibility and the ability to buffer shocks. However, the analysis shows that agricultural initiatives have helped to facilitate effective livelihood renewal, through the reorganisation of social institutions and opportunities for communication, innovation and micro-credit. Although there are challenges to mainstreaming adaptation at different scales, this research shows why it is critical to assess how policies can protect conditions for emergence of livelihood transformation.  相似文献

Communities are increasingly becoming development spaces where members are dynamic actors in fashioning issues of common interest. This paper explores women’s efforts at building social capital for communitarian ventures in selected rural localities of the Cameroon grasslands. It is argued that effective participation in raising livelihoods and infrastructure provisioning is facilitated through women’s social networks (njangis). The paper situates the gender concerns in community participation, rekindled through village development associations (VDAs) – crucial in needs identification, prioritization and execution of identified projects. Based on focused field studies in selected localities, it is established that due to their low social status, workloads and tight schedule, women remain on the sidelines of the leadership in VDAs. However, women’s in-cash or in-kind contribution remains crucial to the successful implementation of projects. Enhancing female participation hinges on efforts at erasing cultural stereotypes that project women as domestic workers, improving literacy, increased access to productive resources especially land, direct support to women’s agricultural activity and improved rural infrastructure (roads, water supply, and electricity) that is compromising women’s participation and empowerment drive.  相似文献

This article explores the various strategies rural households employ to sustain wetland use and conservation in the context of the restrictions imposed by the existing legal framework in Zimbabwe. Wetland cultivation is a common feature of the rural landscape and is mainly triggered by subsistence households endeavouring to stabilize their food security, especially in semi-arid and arid environments of the developing countries. Data was collected through a household questionnaire survey, key informant interviews, document review and direct observations. Quantitative data was analysed using ANOVA, Spearman Correlation Coefficient and Wilcoxon in Statistical Package for Social Scientists, whereas qualitative data was subjected to thematic analysis. The results revealed that most households adjacent to wetlands were food secure as wetland conditions enable the provision of a wide range of crops and natural products, contributing almost half of the food directly consumed and 48.2 % of average annual household total cash income. It was also observed that various soil and water conservation practices were adopted and local institutional arrangements were put in place to oversee their effective implementation. Thus, the general result has been increased wetland productivity, improved livelihoods and ecosystem protection. This has largely rendered the impact of legislation restricting wetland cultivation subtle in the local context. The study concluded that there is a need to promote participatory wetland management based on low-cost approaches sensitive to local conditions and the needs and practices of the local communities.  相似文献

The development of animal husbandry in China is facing enormous pressure from increasing demand of meat consumption, climate change, degrading grassland, and changing national policies. This paper presents the latest findings from an anthropological field investigation interviewing local herders, traders, and local officials from farming–pastoral ecotone in Inner Mongolia and shed lights on how locals have adapted their lives to climate change and the new national husbandry policies of the twenty-first century. Based on the anthropological interviews, we discussed the future opportunities and challenges of animal husbandry development in farming–pastoral ecotone. Results suggested that national ecological conservation policies and meat price have much larger impacts on animal husbandry than climate change, as perceived by locals. Family Fencing Policy, a relatively new policy aiming to avoid overgrazing and restore vegetation, was neither well accepted nor well implemented by the local herders. This is partially explained by the poor fencing technology, insufficient support facilities, as well as the high costs and low-profit margins in the animal husbandry. We conclude by suggesting that pastoralism in Northern China may greatly benefit from the development of rural cooperatives and active participation of locals in policy designing and implementation.  相似文献

Between 1985 and 1991, two new mountain protected areas (MTNPA) covering more than 35,000 km2 and based on participatory management models — the Makalu-Barun National Park and Conservation Area, Nepal, and Qomolangma Nature Preserve, Tibet Autonomous Region — were successfully established through the collaborative efforts of Woodlands Mountain Institute and conservationists in China and Nepal. Characteristics common to both projects include the importance of establishing (1) effective rationales, (2) local support constituencies, (3) a senior advisory group, (4) a task force, (5) linkages between conservation and development, and (6) fund raising mechanisms. The lessons derived from the experiences of Woodlands Mountain Institute are of significant value to others in preserving MTNPA. Increased collaboration and communication between all interested in conservation, however, will remain a critical component for expanding mountain protected area coverage to throughout the world.  相似文献

Glacial outburst floods or ‘jökulhlaups’ are a key part of deglaciation of both alpine mountains and of ice sheet margins. They produce widespread and intense landscape change through erosion and deposition and are a hazard to populations and infrastructure. This article reviews these aspects with an emphasis on the current ‘state of play’ of research on the phenomena. Three case studies are presented: the 2010 Eyafjallajökull and 2007 Mt Ruapehu events, and the recent jökulhlaups in western Greenland. These illustrate that, where there is sufficient lead‐in time for the development of projects, the application of modern technology and of multi‐disciplinary research teams enables unprecedented acquisition quality, resolution and extent of data to be gained. These exciting data should enable development of new insights towards jökulhlaup impacts and flow phenomena.  相似文献

In South Africa the science and practice of soil conservation have been dominated by a technical approach which does not take into account the perceptions, knowledge and needs of people living in rural areas. Attempts to incorporate land users into soil conservation programmes have not had much influence on conservation policies. In order to compare the scientifically-based physical appraisals of an area with the community's perceptions of soil erosion on their land, a project was established in a rural area of KwaZulu/Natal. This paper briefly reviews soil conservation policy in former homeland areas. It then considers the historical development of the community of Cornfields and their responses to changing government policies. The research indicates that rural dwellers have valuable knowledge concerning soil conservation, but that the neglest of such communities by agricultural and conservation authorities has led to the unsustainable use of the land. The area is severely eroded and soils in the area are amongst the most highly erodible in the province. Therefore levels of degradation would be high even without dense human occupation. This evidence is clearly important in future conservation planning and recommendations are made regarding a policy for the management of soil resources in rural areas.  相似文献
