ABSTRACT. Central to its transformation from a state‐centered to a neoliberal, free‐market economy, in 1997 the Mozambican state passed a radical new land law that guarantees the rights of individuals and communities to occupy land and transfer land‐use titles, a move seen as necessary for attracting private investment. By comparing how the land law has been applied to the Limpopo National Park and several adjacent villages, I show how it has led to geographically uneven land reform. More specifically, outside the park, the law has enabled the semiprivatization of community lands, in theory protecting community land rights. However, the application of the law within the park has resulted in the further nationalization of this space, which is leading to land dispossession for communities within the park's borders. I thus show how neoliberal land reform is giving rise to a seemingly contradictory type of “neoliberal state space.”  相似文献

This study examines the ability of the South African housing subsidy program to hasten desegregation and integration of South Africa's cities. It reviews the basic elements of recent local government reform and housing subsidy legislation. Highlighting the experiences of the city of George, it notes that in order to achieve a rapid provision of housing, the racial division of urban areas has initially been perpetuated. With the transition to democracy in 1994, South Africa was faced with an enormous challenge in redressing the highly unequal and racialized pattern of land rights inherited from the colonial and apartheid past. In Namaqualand, a history of land dispossession and racial segregation presented the new government with a complex set of problems, which led to a series of distinct policy responses within the context of the wider national land reform programme. Land reform in Namaqualand aims to impact positively on local people's access to land, improve livelihood opportunities and develop the local economy. Unique features of the land reform process in Namaqualand include the reform of tenure in the former Coloured Rural Areas, the prominent role played by local municipalities and the heavy reliance on municipal commonage as a form of landholding. This study provides and overview of the process of land reform in Namaqualand since 1994, considering the three elements of tenure reform, land redistribution and restitution of historical land rights. It concludes that, while considerable progress has been made in provision of additional land to historically disadvantaged communities, obstacles remain in the area of post-transfer support to new and emerging farmers.  相似文献

ABSTRACT. After the Mexican Revolution of 1910 the Mexican federal government created a communal resource‐holding institution, the ejido, to redress long‐standing land‐tenure inequality. Between the 1930s and the late 1970s, the period of active redistribution of federalized and previously private resources, half of Mexico's entire area was transferred to the ejido sector. Local ejidos became the driving political and economic force at the municipio level for agrarian reform, redistributing local power and affirming the national stamp of the Partido Revolucionario Institucional, the dominant national party of the twentieth century. Although the 1992–1993 reforms to Article 27 of the Mexican Constitution prohibited any future expansion of communal lands and allowed privatization of communal resources, few widespread privatization schemes have taken hold in the vast majority of ejidos. In this article I provide examples of this new communal framework and its implications, with illustrations based on fieldwork in the states of Guanajuato and Sonora.  相似文献

ABSTRACT. At the southern tip of Africa, culmination of one of the world'sgreat population shifts is there for the witnessing: a southward movement of Bantu‐speaking Black Africans, previously stalled in South Africa'sEastern Cape first by climatic factors and later by European‐imposed racial segregation. Cape Town, throughout its demographic history a “Coloured” and “White” city, is now Africanizing. Liberation from apartheid has brought rapid African influx, and the metropolitan population has more than doubled in less than twenty years. ABSTRACT. Twentieth‐century land reform in Chile reflects familiar themes. The state subdivided large land monopolies, ostensibly for social justice reasons: to provide opportunities for campesinos to earn a living from agriculture. In southern Chile's Tierra del Fuego a combination of social justice, nationalism, and geopolitical concerns stimulated land reform between 1924 and 1978. The effort succeeded in creating a new material landscape oriented around smaller ranches but failed to meet its socioeconomic goals. In a scenario that resonates with reforms elsewhere in Latin America, an elitist cultural landscape dominated by large‐holding corporations was replaced with another elitist landscape, though in a different form. Politically well‐connected and essentially absentee landholders acquired subdivided land and began to practice “hobby ranching.” The history of land reform in Tierra del Fuego demonstrates how new socioeconomic conditions created over the course of many decades have left their imprint on land use and the biophysical landscape. It also contributes to larger regional debates about the role of land degradation in stocking‐rate decline.  相似文献

In the early 2000s, the discovery of significant minerals wealth in the Gobi Desert marked the beginning of Mongolia's economic boom. Rapid GDP growth however challenges long‐held assumptions about place and land rights, leading to contested and sometimes contradictory outcomes, which are embedded in evolving perceptions and realities of land‐tenure rights, development rights, and local livelihood sustainability. Framed within the debates surrounding natural resources development and the contradictions in scale and user rights, this essay identifies three distinct periods of land‐tenure debate in Mongolia. In each period, pastureland management debates are influenced by different narratives, including those of development economists, scholars, NGOs, and local voices. This essay draws on an extensive review of policy documents and contemporary literature to consider the multiscalar implications of rapid national growth on internal population redistribution, land‐use rights, and the underlying importance of place.  相似文献

Urban appropriation is a key dimension of both Lefebvre's widely hailed ‘Right to the City’ and Bayat's concept of ‘quiet encroachment’. For Lefebvre, appropriation is a (generally unrealized) claim by those who do not ‘have’ the city of a right to ‘take’ it. Bayat, in contrast, characterizes actually existing appropriation as motivated by everyday needs, not aimed at wider social change. While both theorizations may be useful, we argue that a third mode of appropriation is apparent in South African urban contexts. Actors often act in ways that could be characterized as appropriative, yet do not work to consolidate an abrogated appropriative right or durable permission. Nor are they adequately explained as apolitical or individualistic; the logic used to justify them similarly is based neither on rights nor needs. We label such appropriation ‘agonistically transgressive’. We argue that agonistically transgressive appropriations are particularly evident in post‐apartheid South Africa, in part because of changing urban conditions and consequent renegotiations of spatial regulation. Using examples of urban land appropriation for housing in South Africa, we briefly illustrate how thinking pluralistically about urban appropriation might help better understand its actually existing forms in—and beyond—the global South.  相似文献

Land change was assessed in the Albertine rift region (ARR) using its central section of north-western Rwanda as case study. This region is one of Africa's most ecologically sensitive environments under severe pressure from human activities. The study maps and quantifies the spatial extent of land use-land cover (LULC) changes between 1987 and 2016 from Landsat images. Transitions between five major land classes were identified in order to understand the trajectory of observed changes. In terms of gains, the forest class, the urban built-up and bare land class increased by 9% and 4% respectively over the study period. The gains of forest were mainly derived from the afforestation of some agricultural lands in the southern part, whereas the gains of built-up and bare lands were mostly from cultivated land which was a net losing class. Forest increase is in line with government's policy to increase the national forest cover to 30% by 2020. Forest losses occurred mostly outside protected areas due to land conversion for settlement and agricultural purposes. Much needed information about changes in LULC over the last three decades is provided. This study demonstrates in a timely manner how to analyse and monitor LULC change and the drivers in an environment where field based research is a challenge due to the mountainous terrain. The ecological richness of the region, which coincides with heightened human population pressure, necessitates the monitoring of land change as input for improving land use planning with focus on conserving biodiversity.  相似文献

In rural parts of the global South, livelihoods are diversifying away from agriculture. Nevertheless, agriculture typically still remains the backbone of rural life and is usually considered the prime source of economic security, social prestige and self‐identity. The task of narrating these somewhat contradictory processes in a conceptually coherent fashion has proven a major challenge for research. This paper responds to this problem by deploying an adapted version of Andrew Dorward's schema of households ‘hanging in, stepping up or stepping out’ of their landed interests. Dorward's middle‐ground theory provides an appropriate analytical vehicle for capturing the vagaries and situated complexities of the land‐livelihoods nexus. However the theory fails to fully appreciate the extent to which household livelihood decision making rests on complex entanglements that leverage land‐based and nonfarm activities against one another. We demonstrate the critical importance of these processes through the results of in‐depth interviews with 32 households in two north Indian villages. These interviews lead us to propose that land factors in livelihood aspirations in three fundamental ways: an arena for interpenetrated agrarian and nonagrarian livelihood streams; a base for social reproduction; and a bulwark of food (and by extension, livelihood) security through own‐production capabilities.  相似文献

ABSTRACT. Tropical montane forests are known for their ecological importance. Most montane forests in Ecuador have been converted to agriculture, and those that remain are concentrated on the eastern cordillera. Understanding of land‐use‐land‐cover change in this ecological zone is inadequate. Using remote sensing (Landsat tm, spot ) and fieldwork, we document land‐use‐land‐cover change in two watersheds on Ecuador's eastern cordillera (Cañar Province). During the 1990s the region experienced a 0.58 percent annual rate of deforestation, but two areas within it show active signs of re/afforestation. Although conversion of forest to pasture for cattle grazing continues, human migration to the United States is likely to affect the trajectory of future land‐use‐land‐cover change.  相似文献

Data from a national survey of formerly landless peasants residing in federal land‐reform settlements in Brazil (Pesquisa Nacional de Educação na Reforma Agrária—PNERA) confirm that the Landless Rural Workers Movement (Movimento dos Trabalhadores Rurais Sem‐Terra—MST) has been far more successful than other settlement movements in assuring a better quality of life for its members. This superior performance is attributed to an organizational structure that demands and assures membership involvement, and a commitment to participatory education in an environment that fosters and supports MST's goals and objectives. MST's members have higher self‐perceived social status than members of non‐MST movements, have better residential environments and more material possessions, and experience an education that emphasizes the movement's principles of social justice, radical democracy, and humanist and socialist values.  相似文献

Abstract

The authors share a successful Fulbright Group Projects Abroad grant award. The purpose of the grant was to enhance American educators' experience and knowledge of South Africa, in particular, and sub-Saharan Africa more generally. Toward that end, participants experienced a multifaceted view of South Africa's geographical diversity, both physical and cultural, through visiting three provinces and four major cities. Participants experienced people and places associated with reconciliation, segregation, and creolization, making comparisons with the U.S. historical experience. The program required participants to attend an orientation, participate in predeparture readings and to develop curriculum units that were shared at a national conference.  相似文献

Africa's urban population growth has been especially rapid, averaging about 5% per year over the past two decades. As a result, many urban areas have experienced dramatic growth that is seriously outstripping the capacity of most cities to provide adequate services for their residents. Although population growth and urbanization rates in Africa have slowed recently due to a number of factors including HIV/AIDS, urban growth is still expected to double by 2030, leading to dramatic sprawl with serious environmental and social consequences. Using Nairobi as an example of a rapidly urbanizing African city, we studied the dynamics of land use and land cover change using satellite data and addressed the need for models and urban management tools that can guide sustainable urban planning policies. Cellular Automata, which integrate biophysical factors with dynamic spatial modeling, are used in this study. The model was calibrated and tested using time series of urbanized areas derived from land use/cover maps, produced from remotely sensed imagery, with future urban growth projected to 2030. Model assessment results showed high levels of accuracy, indicating that simulation findings were realistic, thereby confirming the effectiveness of the model. Results further showed that the model is a useful and effective tool to foresee the spatial consequences of planning policies in the context of many African cities. The forecast for Nairobi showed unsustainable sprawl.  相似文献

Special Economic Zones (SEZs) are important vectors of neoliberal globalization in India. Despite facing widespread resistance against the proposed land acquisition for these zones, they are still being promoted across the country. We argue that the wealth redistribution to the country's elites and the fractured resistance movements enable neoliberalism and its practices to grow in the countryside. Using a private sector SEZ in Gurgaon as a case study, this article explores how special economic zoning, as a neoliberal policy, has been implicated in the spatialized production of poverty. We also show that the main actors who promote neoliberalism in India (the state and the large‐scale urban private sector) have found a seemingly unlikely ally in rural India in the form of farmers with large landholdings, rural elites who are willing to let go of their land under certain conditions. Within the Murray‐Darling Basin lie Australia's most important water and land resources as well as some of the country's most serious resource management problems. This paper summarises the importance of the resource‐based industries, especially agriculture. The major agricultural and water resource problems are outlined, with most attention being paid to salinity. Critical to the problems and their solution are the institutional arrangements for the management of this large interstate river basin. The River Murray Waters Agreement, dating from 1914, has had limited success in tackling the basin's problems, because of its limited geographical and functional scope, especially in the area of water quality. The growing severity of the latter problems, especially salinity, resulted in the 1987 signing of the Murray‐Darling Basin Agreement to promote and coordinate the management of the basin's water, land and environmental resources. As it is concerned with the basin as a whole, its success is dependent on the full cooperation of the Commonwealth and three state governments involved.  相似文献

In this article, we consider the stalled implementation of two state policies among recipients of land reform in Costa Rica: the transfer of authority over forests on state agrarian reform lands over to the Ministry of the Environment, and the Rural Development Institute’s requirement to issue land title to the recipients of its land reform projects. To date, neither of these policies is even partially implemented, resulting in both forests and marginalized landholders existing in a state of dual tenure limbo. In this article we draw on document analysis, interviews with policymakers, and interviews with recipients of land reform to determine why these policies have not been implemented. In addition, we assess the potential consequences for forest conservation that this situation has produced by mapping the extent and characteristics of forests that occupy this state of uncertainty.  相似文献

This article investigates how an existing two‐tiered land tenure system creates a hybrid space that blurs, and essentially questions and problematizes the boundaries of the formal/informal divide as presented within Angolan political and legal discourses. It showcases how urban formality and informality exist alongside each other in Luanda and how people take recourse to both formal and informal channels in attempts to secure housing, land tenure and livelihoods in the city. Through case studies, the article describes how small‐scale farmers in Luanda's northern municipality of Cacuaco lost their lands to urban development in 2009–10 and the ensuing circumstances in which formal rights and informal land tenure became intermeshed and ambiguous. As the case studies illustrate, a gap exists between the legal code and practice on the ground. This gap is represented in how Angola's postconflict land strategy, with its forced evictions and demolitions of houses and neighbourhoods, often with little or no compensation, is at odds with the Angolan Land Law, which states that land may only be expropriated by the state or local authorities for specific public use and must be justly compensated.  相似文献

如何坚持陆海统筹,实现全域全要素是国土空间规划体系改革的重点任务之一。新时期国土空间规划编制中主要面临陆海统筹规划编制方法差异、陆海资源评价方法单一和海岸带管理制度不完善等问题,文章结合不同层级管理事权,提出了“保护、利用、特色”三位一体的陆海统筹模式、基本原则和管控思路,以及陆海统筹规划编制和空间管控体系等。从统一国土空间用途管制的角度入手,以广东省为例,通过对陆海统筹重点区域管控对象、管控内容、管控手段和实施效果的全面梳理,提出应该以生态保护和底线管控优先,创新陆海统筹区线管控机制、海洋生态环境保护制度、海岸带重点资源项目库、陆海使用权立体分层等管控方法。  相似文献

In this commentary, we wish to draw from Kathryn's experience in Askole to complicate the argument we developed in favor of an autoethnographic sensibility in the earlier article in this issue ( Butz and Besio 2004 ). Just as we used David's first‐person singular voice in much of that article, we use Kathryn's voice here to reflect the central influence of her research circumstances on the points that we make. We will return to the first‐person plural voice in the commentary's conclusion where we attempt to synthesize the lessons of our two sets of research experiences.  相似文献
