The paper is concerned with decreasing state ownership in post-communist Eastern Europe and a concomitant decline in the proportion employed in the state sector. Many individuals have shifted into private sector employment, self-employment or unemployment. The literature on sectoral shifts in employment in Eastern Europe is summarised, and from this it is argued that there will be a growing differentiation between private sector employees and state sector employees in economic, social and political terms. Data is then analysed based on a survey in 1995 of around 1000 households in each of four cities – Budapest, Prague, Warsaw and Krakow. Similar patterns emerged in the four cities. Consistent differences in working conditions and rewards are already evident between the self-employed, private sector and state sector. These conflicting economic interests are reflected in contrasting attitudes to the economy and polity amongst those employed in different sectors. Economic transition in central and eastern Europe (CEE) has had a particularly strong impact on industrial cities and regions. Following their economic collapse, most of them are now confronted with serious problems such as high unemployment and vast ecological damage. The paper presents findings from a pan European research project that investigated the problems of these cities and regions as well as the strategies being adopted to cope with structural change. It examines the differences in approaches and addresses the question whether existing EU policy is suitable for supporting the redevelopment of old industrial cities and regions in CEE countries. The paper concludes with recommendations for future directions in policy making.  相似文献

The paper examines the present situation on the Hungarian labour market. Since the political and economic transition in the beginning of the 90s, unemployment is on the rise in Hungary like in all other post-socialist countries. During socialism the political leaders sacrified economic efficiency for the sake of the idea of full employment. It resulted not only an ill working economy but a latent unemployment, the so called indoor unemployment within the large factories and companies. According to contemporary western estimates the socialist production yield could have been achieved by 20% less labour staff. After the transition the rate of unemployment was not growing so fast as it could be expected, however. The study sheds light on the causes. The most serious problems are the high rate of unemployment of the young and the number of unqualified working age population, especially the Gypsis. From west to east the labour situation is getting worse in the countryside. When surveying the future perspectives the study presents estimates on the expected number of the unemployment and describes the defects of the government measures taken in this field.  相似文献

我国共有煤炭型城市63座,其中典型的煤炭城市31座,一半以上分布于东北三省和山西省。煤炭型城市的稳定及可持续发展面临的主要问题有:经济结构单一,煤炭企业普遍亏损,生态破坏与环境污染严重,下岗失业人员增多、社会矛盾突出,城市布局分散、功能弱化。实现煤炭型城市可持续发展应遵循以下基本思路:①加强煤炭资源的综合开发与深度加工;②积极探索和发展非煤替代产业;③建立现代企业制度,调整企业组织结构;④加强生态型城市建设。煤炭型城市实现可持续发展不仅要有内部动力,还要有外部支持系统、相应的政策措施作保证,如建立煤炭型城市经济转型储备基金,运用政府补偿的财政支持手段,实施产业援助等优惠政策,尽可能减低各种税费支出,尽快将环境补偿费纳入资源补偿费的范畴。  相似文献

Most towns in Papua New Guinea are small and the hierarchy comprises many isolated outstations and small towns. As a response to changes in economic policy the largest towns are growing rapidly at the expense of the small service centres. Changes in the population structure of these large towns have resulted in high rates of natural increase, while rural urban migration is steadily bringing in newcomers, to face urban unemployment and a lack of adequate housing. A secondary urban problem arises from the colonial legacy of urban zoning, which exacerbates the housing shortage and has created artifical socioeconomic residential areas. Although social differences are relatively small, the policy of economic growth will increase the gap between rich and poor, while urban unemployment and lack of housing have reached a crisis level in the rapidly growing big towns.  相似文献

Landslide hazard or susceptibility assessment is based on the selection of relevant factors which play a role on the slope instability, and it is assumed that landslides will occur at similar conditions to those in the past. The selected statistical method compares parametric maps with the landslide inventory map, and results are then extrapolated to the entire evaluated territory with a final product of landslide hazard or susceptibility map. Elements at risk are defined and analyzed in relation with landslide hazard, and their vulnerability is thus established. The landslide risk map presents risk scenarios and expected financial losses caused by landslides, and it utilizes prognoses and analyses arising from the landslide hazard map. However, especially the risk scenarios for future in a selected area have a significant importance, the literature generally consists of the landslide susceptibility assessment and papers which attempt to assess and construct the map of the landslide risk are not prevail. In the paper presented herein, landslide hazard and risk assessment using bivariate statistical analysis was applied in the landslide area between Hlohovec and Sered?? cities in the south-western Slovakia, and methodology for the risk assessment was explained in detail.  相似文献

Unlike other bi-national cities, Eilat and Aqaba constitute a special case in which the interaction between the two cities is dependent upon external factors, mainly of a political nature. Eilat in Israel and Aqaba in Jordan straddle each side of the Gulf of Aqaba. Both are similar from a functional aspect: they are port and tourism towns and both constitute a gateway to east Africa and the Far East. They are both situated in a desert region near a sea. The Oslo Accords and subsequently the peace agreement between Jordan and Israel, have opened up many possibilities for cooperation and joint development activity. A number of projects have been put forward, including a joint airport aimed at serving both cities, as well as the shared use of the seaports. Tour packages from Europe to both cities are another feature that holds a substantial economic potential, as do connecting roads and joint plans for the preservation of the unique landscape in this region. A border-crossing point between the two countries has been opened up and tens of thousands of tourists have flocked (mostly from Israel) to visit nearby Petra and Wadi Ram. Laborers from Jordan have begun to be seen in Eilat, working mostly in construction. The long history of the Arab-Israeli conflict is still casting a heavy shadow on the great possibilities for cooperation. The signing of a peace treaty is a necessary but not a sufficient condition for the bringing about of cooperation in the field. The enmity and the military activity between Israel and the Palestinians, especially during recent months since the outbreak the intifada for the second time, have resulted in a drastic decline in cooperation that started initially at a slow and hesitant pace following the signing of the peace treaty with Jordan (1994). The fact that about 60% of the Jordanian population is of Palestinian origin, causes the Jordanian government to maintain a cautious stance in promoting cooperation with Israel. Thus, the development of Eilat and Aqaba as a bi-national city is, to a great extent, dependent on the advancement of the peace process between Israel and all its Arab neighbors, and especially on the outcome of the Israeli-Palestinian conflict. During recent decades, most European river-port cities and also many seaport cities have undergone a major transition towards a service-centred, rather than industrially-based metropolis, offering a high quality urban environment with a revitalised waterfront. Hamburg is one of the few river-port cities that have chosen the course of port expansion instead. This paper discusses the consequences of current global technological, organisational and economic developments for the port. Changing requirements imply rising monetary and land-use costs and environmental and social impacts, and also entail the risk that the port may not be able to fulfil new requirements and could thus lose market shares to coastal competitors. More importantly, the world-wide economic shift towards the service sector has affected port-dependent jobs in two ways: Directly port-dependent jobs have been reduced to a fraction, while many indirectly port-dependent jobs no longer require physical proximity of the port. Those benefits that continue to arise tend to spread over a much larger geographical region, while the port’s costs remain locally concentrated. Given the increasing competition between world-wide metropolitan regions that seek to establish themselves in new sectors and attract a qualified workforce, it is particularly relevant for Hamburg to account for these changes and to incorporate an assessment of the port’s changing costs and benefits into planning processes. The pattern of commercial spaces in a city has never been the consequence of chance. Retailers have always searched for the ‘best location’, but the notion of what exactly constitutes the ‘best location’ has changed over the decades. It is no longer a question of being close-to-market. It depends on an amount of social, economic and even morphological aspects of urban life, not to mention intrinsic aspects of the retail sector itself, namely new types of stores, products and purchase and payment options. Consequently, the methods retailers have employed to determine ‘best location’ have also evolved, and today increasingly complex mathematical and geospatial models are in use. It should then be safe to assume that commercial geography has changed and therefore, commercial hierarchies need to be re-invented, or at least challenged. A current trend in the literature is revealing more than ever the influence of commerce in the spatial and morphological re-configuration of cities. Thus, the understanding of modern retail patterns may be a key issue in interpreting and regulating the processes of urban, social and economic development. Using as test-beds four Portuguese medium-sized cities, commercial and morphological data was collected, analysed and compared, applying spatial analysis techniques. Similar patterns were found between the four cities, which led to the proposal of two geospatial commercial distribution models, one for the city-centre and one for the suburbia. These models shed a new light on the structure of Portuguese medium-size cities, and may well be valid in other medium and small towns across Europe.  相似文献

Integrated risk assessment of multi-hazards in China   总被引:1,自引:0,他引:1  
Maps of population exposure, vulnerability and risk to natural hazards are useful tools for designing and implementing disaster risk mitigation programs in China. The ranking of provinces by relative risk to natural hazards would provide a metric for prioritizing risk management strategies. Using provinces as our study unit, from the perspectives of hazard exposure, susceptibility, coping capacity and adaptive capacity, this study first constructed China’s disaster risk index for five types of major natural hazards: earthquakes, floods, droughts, low temperatures/snow and gale/hail. Then, the relative risk level at the provincial scale in China was assessed. Finally, the hotspots with the highest hazard exposure, vulnerability and risk were identified. The results showed that high exposure was a significant risk driver in China, whereas high vulnerability, especially social vulnerability, amplified the risk levels. Similar to the population exposure to disasters, the relative risk levels in the southwestern, central and northeastern regions of China were significantly higher than those in the eastern, northern and western regions. The high-risk regions or hotspots of multi-hazards were concentrated in southern China (less-developed regions), while the low-risk regions were mainly distributed in the eastern coastal areas (well-developed regions). Furthermore, a nonlinear relationship existed between the disaster risk level and poverty incidence as well as per capita GDP, demonstrating that disaster losses in middle-income areas are likely to increase if economic policies are not modified to account for the rising disaster risk. These findings further indicated that research on disaster risk should focus not only on hazards and exposure but also on the vulnerability to natural disasters. Thus, reducing vulnerability and population exposure to natural hazards would be an effective measure in mitigating the disaster risk at hotspots in China.  相似文献

Weather as a Chronic Hazard for Road Transportation in Canadian Cities   总被引:2,自引:1,他引:2  
Inclement weather creates a chronic hazard for Canadian travellers. Past studies indicate that road collision rates increase during precipitation, although the magnitude of theincrease varies from study to study, partly as a result of variations in weather and driving conditions,but also because of differences in methods. The goal of the current study is to improve ourunderstanding of the links between weather and travel risk in mid-sized Canadian cities by using astandardized method for analyzing data from six cities with different climates: Halifax-Dartmouth,Ottawa, Québec, Hamilton, Waterloo Region, and Regina. The study has four interrelated objectives: (1) Toconduct a sensitivity analysis to determine the extent to which risk estimates vary depending onthe criteria used to define precipitation events and `normal' conditions; (2) To compare therelative risk of collision and injury during precipitation relative to `normal' conditions; (3) Todetermine the extent to which weather-related risks vary fordifferent Canadian cities; and (4) To explore any differences in collision characteristics between events and controls, especially as theyvary from city to city. Results are based on a matched-pair analysis, using six-hour time blocks over afour-year period, 1995 to 1998. Results indicate only modest sensitivity to the criteria used to define precipitation events and `normal' conditions. On average, precipitation is associated with a 75 percentincrease in traffic collisions and a 45 percent increase in related injuries, as compared to `normal'seasonal conditions, but risk levels vary depending on the characteristics of the weather event.Both sensitivity to specific weather conditions and weather-related accident profiles vary from city tocity in ways that are not easily explained.  相似文献

Despite a long academic debate on the patrimonial dimension of the state in Africa and a more recent interest in African political parties, the effect of patronage and party politics on governability in Africa’s cities remains poorly addressed in the academic literature. This includes the case in South Africa when one looks at the security sector, which to a certain extent, looks like a depoliticised field of expertise. Popular claims for security seem to be a side issue in the literature on social movements, while vigilante specialists and policing experts do not place party politics at the core of security issue challenges, especially in poor townships. The provision of security in poor neighbourhoods is an important resource in the struggle for political support however. This is examined through two case studies in Cape Town Coloured townships, considering the role played by political leaders, NGO leaders and key officials in grassroots mobilisations for security. These mobilisations are not only about politicking however; ‘ordinary members’ of local security organisations also get involved for motivations, which have nothing to do with confrontational party politics. These different agendas between ordinary members and local leaders cannot be read as the manifestation of a fundamental opposition between the popular classes and a westernised elite as suggested by Charterjee. It reveals instead prevalent and ambivalent relationships between partisan politics and popular mobilisations for security in a context of high insecurity.  相似文献

Through this paper we propose and test a GIS framework that addresses the issue of seismic risk due to urban road network failure. The approach relies on full GIS integration, on Monte Carlo simulations for generating potentially disrupted network configurations, considering also the damage probability due to direct earthquake implications, and on traffic considerations (both in typical and post-earthquake situations). The damage probability can be obtained using fragility functions for critical structures like bridges and tunnels or by determining empirically the possibility of affected buildings to generate debris leading to road obstruction. Multiple performance indicators such as travel time and distance under various conditions are combined, in order to quantify the risks inflicted by dysfunctionalities in the emergency intervention process. The framework considers at the same time temporal and spatial dimensions, being able to cope with traffic dynamics or reconfigurable network configurations. The ArcGIS Network Analyst Module is used for model integration, and full city scale analysis is performed in order to test the capabilities. Bucharest (capital of Romania) is selected for the case study; this 2 million inhabitant city is one of the most endangered in Europe, due to earthquakes that occur in the Vrancea Area, at intermediate depth, with moment magnitudes > 7, but also due to the vulnerable building stock. Beside this, it is one of Europe’s top cities when it comes to traffic congestion. The results of the study provide initial insights on the deficiencies of the city’s road network and connectivity limitations, showing the high impact of road obstructions and traffic congestion on intervention times, for ambulances and firefighters, in case of an earthquake.  相似文献

The notion of empire has often been regarded in Europe as a matter of diffusion and expansion; something which happened over there rather than close to home. Yet the form, use and representation of modern European cities have been shaped by the global history of imperialism in ways that continue to matter even in an apparently post-imperial age. The signs of empire were prominently displayed within the built environments of all the major cities of late-nineteenth century Europe, as they came (in different ways) to play the role of regional, national and imperial capitals. In what was evidently a pan-European discourse on the imperial city between the mid-nineteenth century and the mid-twentieth, national models were defined in relation to other national models, in a spirit of competition as much as emulation. This paper examines the case of London. British architects and planners frequently complained that London lagged behind its rivals in the struggle for imperial primacy, given the absence of state-sponsored projects to parallel Haussmann's rebuilding of Paris or Leopold's grand plans for Brussels. At the intra-urban scale, the imperial city had a geography which mattered: in the case of London, different parts of the city were associated with different aspects of empire. More generally, it is clear that national debates over imperial urbanism were conditioned not simply by understandings of the global reach of European empires, but also by attitudes towards social, cultural and political change within Europe itself.  相似文献

With the socio-economic change from rural to industrial, Spain has experienced an enormous urbanisation boom during the last 20 years. This has produced a concentration of high-rise apartment blocks not only in the big cities but also in medium-sized towns and even within the medieval town centres. More astonishing, compared with Central Europe, seems however, the spatial distribution of the social classes which, with a centre-periphery gradient, still corresponds to the model of the pre-industrial town. The paper investigates the impact of town planning, house building policy, and behavioural aspects on these structural patterns.  相似文献

The European Union has achieved internal cohesion and international economic recognition, but economics alone has not yet led to a united Europe. Although this cohesiveness strongly influence regions and cities, and cities have started to refer to their European background, the member nations continue to hold regional and urban planning power. Forced to take unanimous decisions, the European Council of Ministers maintained the doctrine of a unique capital for 40 years, provoking numerous urban and architectural visions while simultaneously accepting the existence of three provisional headquarters, Brussels, Strasbourg and Luxembourg. The host nations, Belgium, France and Luxembourg meanwhile oriented these cities to both European economic considerations and local needs.This article analyzes the logic that led to decentralization of the capital city functions, the reasons why cities were interested in hosting the European Communities, what individual cities and nations suggested and why the most obvious solutions were not adopted. The Maastricht Treaty, the ongoing strengthening of European and regional institutions, and the choice of the provisional headquarters as definite capitals in 1992 gives cause for hope that concepts based on European and regional necessities beyond the nation-state will now be elaborated. A European network of cities and regions including the three political capitals of Europe, as revealed by their infrastructures and buildings, seems to be the best expression of the meaning of European unity.  相似文献

This paper focuses on what observers have perceived to be a failure of development leading to a ‘crisis of youth’ as increasing numbers of young people find it more difficult to gain education, access to health, a job and meet standard of living aspirations. For some, a possible escape is offered by migration to Europe, the United States or Australia, often illegally. For those remaining behind, however, international development agencies offer a ‘globalisation of solutions’ to employment, gender inequality and poverty through the millennium development goals and the programmes to attain them. In this paper we do not take the failures of development at face value but look at local contexts to present a more complex picture of the relation between education, work and social life. Based on fieldwork conducted in urban areas of The Gambia and Ghana, we argue that rather than education as a catch-all solution we need to give more attention to the costs incurred by and for young people in pursuing education and training, to the operation of and actual opportunities in labour markets, and to patterns of gender socialisation which give women limited scope to exercise agency. This paper explores key gender dimensions of work and education among low-income urban youth noting that despite on-going efforts to increase young women’s enrolment in schools and access to employment, gender inequalities have been far from eradicated. Our field interviews reveal how social expectations that women should perform the bulk of reproductive labour in their youth as well as in adulthood and constraints placed on young women’s personal freedom in respect of their social relationships reduce time dedicated to education and establish fewer contacts relevant to securing paid employment. The result is for men to end up with more educational qualifications, more skills, and higher-paying jobs, even if unemployment among young people in general remains a major problem.  相似文献

In the recent decades southern European cities experienced morphological changes and a demographic transition towards zero (or negative) growth and aging. Population dynamics shifted from the impressive growth of the post-industrial period into recent de-concentration processes determining the spillover of commercial and residential settlements across the surrounding rural areas. Based on long-term demographic data, the present study hypothesizes that urban expansion did not follow a one-way linear path from compactness to dispersion while reflecting differentiated growth patterns based on the specific socioeconomic context at the local scale. Along a sufficiently long time period non-linear expansion waves alternating settlement densification and scattering are expected to be found especially in complex urban contexts such as those developed in the Mediterranean region. This hypothesis was tested for a paradigmatic case study in southern Europe (Athens, Greece) using demographic data covering 160 years (1848–2011). Urban growth in Athens was assessed through the analysis of long-term census data made available on a district level. These data provide information on the spatial distribution of resident population and characterize distinct expansion waves according to the dominant socioeconomic context. Results of the study were discussed in the light of the debate on future development of the Mediterranean cities and the (changing) economic relations with the surrounding region.  相似文献

If we had to point out one single feature to define Brazilian cities today, it would be the existence of a dual built environment: a landscape produced by private entrepreneurs and contained within the framework of detailed urban legislation, and another one, three times greater, self-produced by the poor and eternally situated in an intermediate zone between the legal and the illegal. In addition to being an expression of economic and social disparities, this contrast has profound implications on the form and functioning of the cities. The sprawl of the precarious peripheries has lead to an absurd disconnection of poorly urbanized spaces and the city center where jobs, cultural and economic opportunities are concentrated. The effects of this persistent territorial exclusion are devastating and occur in both the peripheries and the city center. The purpose of this paper is to explore the nexus between the precarious and risky urbanization which took place in Brazilian cities and the urban violence that seems to be the most recent and visible face of this model, using the concrete example of different cities in the state of São Paulo. In order to construct the links it is first important to understand how patterns of economic development and population trends have contributed to the generation of risk urbanization and how planning and urban management policies interact with it.  相似文献
