This paper examines two propositions in the creative-class debate in the context of China’s large cities. The first evaluates Richard Florida’s contention that creative workers enjoy higher level of well-being and are happier than blue-collar workers. The second investigates the influence of urban amenities, lifestyle, and work on creative workers’ happiness. Both propositions are analyzed in relation to China’s post-Socialist, industrial, and mining cities. Based on data from a household survey, the results indicate that Chinese creative workers are indeed happier in post-Socialist, or service-sector oriented, cities. However, creative work does not explain their happiness. Stable social sites that reinforce authentic experience of urban cultural amenities (e.g. the teahouse rather than modern coffeehouses, bars, and theaters) are a significant factor for creative-class happiness in post-Socialist Chinese cities. However, creative work is more likely to explain creative-class happiness in mining cities. Further, our study found that blue-collar workers report a higher level of happiness in those settings with less pronounced inter- and intra-class distinctions at the workplace—in those places where power and status are more evenly distributed.  相似文献

Decentralisation, the transfer of powers to a lower level of government, is thought to encourage more efficient and equitable management of natural resources. Participation of civil society organisations (CSOs) is considered critical to create positive outcomes of decentralisation. Here we examine aspects of civil society participation in decentralised management using the case of Brazil's water resources management. Several Brazilian states have enacted reforms mandating watershed committees in which the participation of civil society is either encouraged or required. However, actual participation of civil society is not yet well understood. To assess participation, we collected qualitative data on watershed districts in three Brazilian states (Bahia, Paraná and São Paulo). Our findings reaffirm the importance of the state in establishing a transparent legal framework to encourage participation and in defining “civil society”. The ability of civil society leaders to obtain and deploy local environmental knowledge, which frames environmental issues in new geographical scales, is useful to achieve the efficiency and efficacy objectives of decentralisation. However, by “upscaling” political activities beyond decentralisation's new territories, CSOs could make decentralisation irrelevant to local environmental issues.  相似文献

In a Cost-Benefit Analysis (CBA) or an Environmental Impact Assessment (EIA), determining the value that the general public attaches to a landscape is often problematic. To aid the inclusion of this social value in such analyses, a Google Maps-based tool, called the HotSpotMonitor (HSM), was developed. The HSM determines which natural places are highly attractive by having people mark such places on a map. The definition of attractiveness remains open to avoid having marker placement being influenced by preconceived thoughts. The number of markers an area receives is considered to indicate its social value. Six regions were selected, and from these, stratified samples were drawn (total n = 3293). Participants placed markers at three spatial levels: local, regional and national. This paper focuses on the markers at the national level. The first research question is whether the HSM can produce an accurate map of highly attractive places at a national level. The results indicated that while in principle HSM can produce such a map, the spatial representativeness of the sample is important. The region of origin of the participants influenced where they placed their markers, an effect previously termed spatial discounting. The second research question considers which qualities the participants associate with the marked places. These qualities were very similar at all three spatial levels: green, natural, presence of water and quiet were often selected out of the fourteen suggested qualities. The third, and more exploratory, research question concerns which characteristics of an area predict its attractiveness. Natural and forest areas had higher marker densities than water surfaces or all other types of land use combined. The discussion evaluates the potential of the HSM to generate input on social landscape values for CBAs and EIAs.  相似文献

China's policy on ecological compensation (eco-compensation) in watershed eco-systems is of economic,social and environmental significance for China's ecological gov-ernance and protection of natural areas.It involves balancing the interests of regional stakeholders,coordinating the development of regional environments and establishing effec-tive cooperation models,making it a classic topic for geographical research.This study in-troduces the concept of institutional "stickiness" to the theory of politics of scale to analyze the features and mechanisms of the game behavior of government entities in the process of im-plementing watershed eco-compensation in the Xin'an River Basin.Our results show the following:government entities at various levels,including the central,provincial and municipal governments,experienced the three stages of game strategy of competition,cooperation and"coopetition";building a government community of shared interests can promote watershed eco-compensation,and "appropriate intervention" by the central govemment is key to achieving inter-provincial watershed eco-compensation;there was clear institutional stickiness during the transition from a "vertical" model of watershed eco-compensation to a "vertical-horizontal"model,with government entities using policy innovations and social participation to limit and reduce stickiness so as to reshape the watershed eco-compensation system;scalar jumping is the core mechanism that promoted eco-compensation in the study basin,and government entities shaped the discourse on watershed eco-compensation by redistributing powers and capital and creating informal constraints,which promoted the transformation of eco-compensation from a "strong state-weak society" structural model,to a "strong state-strong society" model in the Xin'an River Basin.These results can provide theoretical support for the construction of inter-regional watershed eco-compensation mechanisms,pro-vide a scientific basis for the rational evaluation and guidance of watershed eco-compensation practices,and promote the coordinated and sustainable socioeconomic development of watersheds.  相似文献

Connectivity initiatives typically require conservation action on private lands as a complement to public reserve systems, so they are more likely to succeed if underpinned by knowledge of the social factors influencing landholders' participation. Using a combination of social survey and market research techniques, we identify spatially referenced landholder segments. Using a number of behavioral and attitudinal constructs, including three psychographic constructs not previously used for identifying segments—sense of place, lifestyle motives, and nature values—we identify three lifestyler and two farmer segments, and show that the characteristics of lifestyler segments are more nuanced than previously thought. Preferences for four corridor connectivity initiatives are found to differ across landholder segments, which indicates the importance using a targeted approach for designing connectivity conservation programs. The results highlight the importance for achieving corridor connectivity of the Blue Collar Lifestyler segment, a lower sociodemographic segment not previously identified in the literature.  相似文献

Using data from a multi-city survey of urban inequality, we assess the effects of bridging social networks—ties that connect individuals to different worlds of information, resources, and opportunities—on Black, Hispanic, and White female labor-force participation in metropolitan Los Angeles. Our findings indicate that these types of networks are far more important in explaining the labor-market experiences of females in Los Angeles than the kinds of cultural forces that serve as the foundation of much contemporary conservative social policy making in the United States. Implications for current efforts to transition women from welfare to work are discussed.  相似文献

China's informal settlements—villages inside urbanized areas—are often characterized by local governments as dirty, chaotic, and dangerous places. This negative discourse inevitably leads to recommendations for demolition. A number of criteria have been invoked in state decisions regarding the demolition of informal settlements; however, rarely are these places evaluated from the residents’ perspective. This paper, following a long tradition of residential satisfaction research in Western nations, uses a household survey to examine this topic in the cities of Beijing, Shanghai, and Guangzhou. We find that local contexts not only matter, but may be the principal determinants of residential satisfaction. The residential satisfaction of village dwellers is not necessarily low, and most socioeconomic attributes are not statistically significant determinants of resident satisfaction. Migrants and low-income groups are not less satisfied than nonmigrants or middle-range income earners; the most important determinant is social attachment within the community. The perception of being excluded, or lacking neighborhood social attachment, significantly reduces residential satisfaction. No facilities can compensate for this negative exclusion factor. We conclude that demolishing informal settlements does not help to build a “harmonious society,” which is the purported goal of such programs. Removing the social and institutional barriers for migrant integration into the city is likely the most effective way to enhance residential satisfaction and neighborhood quality.  相似文献

The question of how home and workplace are linked through commuting is at the heart of much recent work on metropolitan areas. However, the emphasis tends to be either on spatial-economic models or on the impact of empirically measured individual, household, neighborhood, and transport mode characteristics; relatively little work has focused on job characteristics and place of employment as they relate to travel to work. In this article, I investigate whether people travel different distances to access different types of job location, with particular attention to the different distances traveled by men and women. My points of reference are the major employment centers (poles) in the Montreal region. After controlling for a wide range of explanations that may account for different travel distances, I conclude that differences in commuting length between different places of work are, by and large, independent of possible explanatory factors such as residential location, economic sector, occupation, income, and participation in household earnings—some places of work generate longer commutes than others. Men and women behave differently in relation to these places: women will travel farther to access jobs in centers whereas men will not; and despite their shorter average overall commutes, women travel farther than men to reach jobs in the CBD. This suggests, at the metropolitan scale, that each job location may have its own local culture or "milieu," and that men and women react differently to them.  相似文献

Emerging statistical techniques, combined with the increasing accessibility of primary social survey data, can provide policy-relevant tools for understanding how perceptions and behaviors vary geographically. Planning for natural disasters requires local data, yet data on topics such as household preparedness behaviors are often unavailable at the appropriate spatial resolution. This article presents new nationwide estimates of one element of household preparedness—having supplies in the home to use in case of a disaster—across all states and metropolitan areas in the United States. Estimates are based on a 2015 national survey combined with multilevel regression and poststratification (MRP), a statistical technique to develop subnational estimates from national data sets. The model uses sociodemographic and geographic predictors informed by prior research. Estimates were externally validated against independent surveys, including data from the 2013 American Housing Survey. Comparing the estimates against historical disaster losses demonstrates broad variation in preparedness even among places with historically high rates of death and injury from natural disasters and allows identification of high-risk places with high disaster losses and low preparedness according to this survey item. Leveraging large survey data sets in combination with MRP can be an effective tool for researchers and decision makers to understand geographic variation in perceptions and behaviors at subnational scales.  相似文献

Viral maps—ones that are shared widely on social media and media outlets—have become an increasingly common part of online conversations about a range of issues. Despite the increasing prevalence of these viral maps, only a few academic researchers have examined the factors leading to their popularity or their social use and effect. In this article, we analyze two case studies of viral maps, a viral tweet about the August 2017 total eclipse and an interactive tool for exploring educational attainment by neighborhood in the United States. By reflecting on our experience as authors of these maps and analyzing the reactions they elicited, we identify several key elements of these maps and their circulation. First, viral maps act as a form of phatic communication, allowing users to restate and react to shared social identities. Second, maps are read from specific times and places, and this spatiotemporal context significantly shapes the reactions of map readers. Finally, viral maps illustrate gaps or improvements in trust between mapmakers and map readers, including questions about map accuracy or the intentions behind the map. Modeling the runoff subsystem for large drainage basins requires simplification in representing natural processes owing to the spatial variability of mass and energy transfers in a watershed. Many models represent temporally and spatially distributed watershed variables by some form of aggregation or lumping. Scale becomes a factor in the lumping decision because some of the variables are spatially continuous while others are spatially discontinuous. The effects of scale differences on lumping in large watersheds is examined using the 27,300 km2 drainage area of the Deschutes River, Oregon. The watershed is modeled using three different spatial aggregations for representing the runoff subsystem. Agreement between modeled and observed monthly runoff for water years 1951-60 is analyzed to evaluate the magnitude of the difference between corresponding observed and modeled values. Increasing the number of spatial units in the model from 1 to 9 reduces all of the error terms by about 35 percent, but 20 spatial units in the model reduce the error terms by 50 percent or more. These data provide explicit evidence of improved modeling accuracy achieved by employing a disaggregated watershed model to represent spatially heterogeneous conditions in a large drainage basin. In New Zealand, population change is interlinked with regional development. Places growing in population attract regional investment, while regional investment—or lack thereof—can change migration patterns. However, to determine the appropriate response to population change for a community, it is important to understand that population change involves much more than “just” migration. Specifically, it involves interactions between the three components of population change: natural change (births minus deaths), net migration (international and internal) and population ageing (changing cohort size). For example, migration can be negative, but growth can be positive due to underlying natural increase or growth in cohort size. Responses need to differ, depending on these drivers. The goal of this article is to provide new insights into these interactions using data for 275 cities, towns and rural centres (hereafter “urban places”) in New Zealand for the period 1976 to 2013. The results show that natural change has been consistently positive for most urban places up to the present, although projections indicate that in the future this component will become negative across much of the country. At the same time, net migration shows considerable spatial variation, not only in terms of volume, but also direction (negative or positive), which differs markedly by age. A net gain of people of retirement age can offset a net loss of young adults to deliver overall growth, and vice‐versa, but the two have very different implications for longer term growth. An analysis of the drivers of net migration using GIS and machine learning techniques provides an indication of the importance of economic conditions (land‐use and access to markets), lifestyle, access to essential services (hospitals and education) and their interaction with age in regional change. The results show that population age is the best predictor of migration. Younger people are moving to cities for tertiary education and work and older people near or in retirement are moving to smaller lifestyle towns but also want to be close to amenities such as hospitals and international airports. The research also shows that natural lifestyle characteristics (landscape and climate), in combination with age are just as important as economic conditions for understanding migration. Regional development, such as infrastructure that helps business (ports and services) is important for the working age population but not necessarily the retirement age group. When regional development, age/life‐cycle stage and lifestyle come together, such as in Queenstown and Tauranga, net migration gain is high.  相似文献

My overarching argument in this article is that the United States is no different than any other country in the world in that its population has elected good leaders and bad. As in other places, global and national neoliberal economic reforms have affected the U.S. economy, hallowing out the manufacturing sector, shrinking government and social safety nets, and fostering income inequality. This has left various U.S. publics struggling to make ends meet and vulnerable to demagoguery. Although the country prides itself on the strength of its institutions, institutions are no more than social contracts that need to be assiduously maintained by civil society. Although there is a strong “ivory tower” tradition in U.S. academe, the republic needs scholars—acting as public intellectuals—to fully participate in civic debates if it is to have a sufficiently robust civil society that maintains and defends its democracy and institutions. This article is divided into three sections. First, I briefly review the Trump administration's proposals for international development and diplomacy, giving particular attention to these issues in the African context. Second, I present an argument for why the United States needs public intellectuals now more than ever. Third, I share some concrete advice on how geographers might better connect with various publics.  相似文献

流域生态补偿是中国跨区域生态治理和自然区域保护的一项重要经济、社会、环境政策,涉及区域利益主体权益差异与协调、区域生态协同发展和合作模式构建等方面,是一个典型的地理学研究命题。本文将制度粘性引入到尺度政治理论中,剖析新安江流域生态补偿政府主体的博弈行为,探究不同政府主体的博弈特征和博弈机制。结果表明:中央政府、省级政府、市级政府等不同层级政府主体经历了竞争博弈、合作博弈和竞合博弈3个阶段,构建政府利益共同体能够推进流域生态补偿建设,中央政府的“适度介入”是开展跨省流域生态补偿的关键;流域生态补偿制度从“垂直”模式向“垂直—水平”模式的变迁过程中存在明显的制度粘性,政府主体利用政策革新和社会参与等制度约束稀释制度粘性,重塑流域生态补偿制度;尺度转换是推动新安江流域生态补偿的核心机制,政府主体通过重新分配权力和资本、嵌入非正式约束塑造流域生态补偿话语体系,推动新安江流域生态补偿由“强国家—弱社会”向“强国家—强社会”结构模式的转变。研究结果能够为构建跨区域流域生态补偿机制提供理论支撑,为合理评价和指导流域生态补偿实践、促进流域经济社会协调可持续发展提供科学依据。  相似文献

可持续发展是当今世界各国公认的发展准则,但其概念的模糊性与测度方法的单一性阻碍了这一理念的有效应用。在水生态阈值、经济增长底限值和社会发展警戒值等共同约束下,水生态保护目标、经济增长目标与社会发展目标等多目标相互博弈而存在区间范围的基础上,提出了流域可持续性及其理想域的概念以及时间、空间、认知、子系统效益博弈关系、可行区间等决定要素。基于优化方法建立流域可持续性理想域测度模型,并以此为基准,提出了考虑流域系统内外相互作用现实状态的改进离差法测度模型。结果表明:流域可持续性理想域和现实状态测度模型更加符合实际情况,且能够反映流域内外的交互作用对可持续性的影响,为今后流域可持续发展评估提供了一种新思路和方法。  相似文献

The urban transition almost always involves wrenching social adjustment as small agricultural communities are forced to adjust rapidly to industrial ways of life. Large-scale in-migration of young people, usually from poor regions, creates enormous demand and expectations for community and social services. One immediate problem planners face in approaching this challenge is how to define, differentiate, and map what is rural, urban, and transitional (i.e., peri-urban). This project established an urban classification for Vietnam by using national census and remote sensing data to identify and map the smallest administrative units for which data are collected as rural, peri-urban, urban, or urban core. We used both natural and human factors in the quantitative model: income from agriculture, land under agriculture and forests, houses with modern sanitation, and the Normalized Difference Vegetation Index. Model results suggest that in 2006, 71% of Vietnam's 10,891 communes were rural, 18% peri-urban, 3% urban, and 4% urban core. Of the communes our model classified as peri-urban, 61% were classified by the Vietnamese government as rural. More than 7% of Vietnam's land area can be classified as peri-urban and approximately 13% of its population (more than 11 million people) lives in peri-urban areas. We identified and mapped three types of peri-urban places: communes in the periphery of large towns and cities; communes along highways; and communes associated with provincial administration or home to industrial, energy, or natural resources projects (e.g., mining). We validated this classification based on ground observations, analyses of multi-temporal night-time lights data, and an examination of road networks. The model provides a method for rapidly assessing the rural–urban nature of places to assist planners in identifying rural areas undergoing rapid change with accompanying needs for investments in building, sanitation, road infrastructure, and government institutions.  相似文献

Community development corporations play a central role in the provision of affordable housing and social services in the contemporary American welfare state. This organizational form, however, emerged in the distinctive, historical political-economic context of the Black Power Movement and America's Great Society. American cities are now very different places, transformed by immigration from spaces of Black–White separation to much more heterogeneous and diverse spaces. In this article, our central question is whether, and how, these vital service organizations are incorporating immigrants into their work. We find that the answer varies, and such variations indicate differential access, or “differential citizenship”—in the urban structure of the contemporary American welfare state.  相似文献

ABSTRACT

The nexus of natural hazards, climate change, and community resilience poses both conceptual and methodological challenges. One key consideration is the underlying notion of dynamic change or transformation in the systems that affect community resilience—social systems, natural systems, technological systems—and the degree to which the interdependencies influence who is resilient, to what, where, and to whom. The article examines community resilience from the broad perspective of affluent societies and illustrates the considerable variability in both the temporal and spatial nature of community resilience to natural hazards in the short term, and climate changes in the longer term, especially in more affluent societies. The author finds that, given the rapidity of environmental, social, economic, political, technological, and cultural changes, present circumstances and remedies may not be adequate predictors or precursors of future conditions. She concludes that the challenges associated with community resilience, natural hazards, and climate change require transformational thinking and action if achievements are to be made in terms of significant disaster risk reduction and any semblance of a sustainable future when extreme weather events will be the norm, not the exception.  相似文献

基于中国裁判文书网和线上访谈数据,综合运用数理统计、空间分析、案例分析等方法,聚焦拐卖犯罪人,解析河北省拐卖犯罪的多维特征与形成机制。研究发现:1)拐卖犯罪人男性多于女性,犯案年龄以30~45岁为最;犯罪人的受教育水平较低,小学和初中学历占比过半;拐卖妇女、儿童的作案人占总犯罪人的79.8%;67.5%的犯罪人受到监禁矫正,获刑10年以上的仅占7.2%。2)河北省拐卖犯罪发生时间的年际变化呈“倒勺状”,分为增长期、波动期和减少期3个时期;案件审理时间则表现为“单峰型”,峰值出现在2014年。3)拐卖犯罪人在全国范围内形成“两热一冷”的空间格局,集中分布在冀南地区和滇桂交界;受害人分布更加集中,被拐儿童集中在冀南地区,被拐妇女则集中在冀北地区;河北省已形成邯郸市与“衡水—邢台—石家庄”内流、“冀南—鲁西”拐出、“川滇桂黔—冀南”国内拐入与“朝鲜—冀北”跨国拐入等主要犯罪路径。4)河北省拐卖犯罪的发生受地理区位、经济发展、传统观念、教育水平、政策制度等多方面因素的影响。并且,由于河北省内部地理位置和经济发展水平的差异,南北不同地区拐卖犯罪的形成也存在一定差异。不同地理区位下差异化的自然社会经济条件,在推拉相互作用下,形成河北省模式化的拐卖犯罪路径与独特拐卖犯罪地域网络。  相似文献
