It is clear that we need a climate adaptation policy agenda that is sensitive to the special political, social, and ecological circumstances of highly vulnerable regions, most of which are located in the African Sahel. While the existing literature on climate variability and climate change makes important theoretical contributions on development, vulnerability, and adaptation more broadly, with few exceptions it has not acknowledged that contradictions arise in addressing insecurities via the implementation of development, vulnerability reduction, and adaptation programs. An empirical assessment of how such contradictions are both driven by and negotiated in such programs is particularly useful if we are to design a more robust and grounded adaptation agenda. In this article, we focus on the paradigmatic case of Gambella in Ethiopia, a region that lies near the bottom of many development indices, but has also been the site for recent efforts to reduce climate vulnerability through village and agricultural modernization programs. Drawing on recent research in the region and on these programs, we demonstrate how the politics of development and adaptation lead to differential and contradictory impacts on four arenas of human security (a) elements of water security, (b) temporal aspects of water security and livelihoods security, (c) personal, state and community security, and (d) differentiated geographies economic security which privilege the national and international scale. The result of this complex political economy is that responses have served to increase rather than decrease tensions in the region.  相似文献

Climate change is likely to increase the frequency and intensity of water-related hazards on human populations. This has generated security concerns and calls for urgent policy action. However, the simplified narrative that links climate change to security via water and violent conflict is wanting. First, it is not confirmed by empirical evidence. Second, it ignores the varied character and implications of hydro-climatic hazards, the multi-faceted nature of conflict and adaptive action, and crucial intricacies of security. Integrating for the first time research and findings from diverse disciplines, we provide a more nuanced picture of the climate-water-security nexus. We consider findings from the transboundary waters, armed conflict, vulnerability, and political ecology literatures and specify the implications and priorities for policy relevant research. Although the social effects of future hydro-climatic change cannot be safely predicted, there is a good understanding of the factors that aggravate risks to social wellbeing. To reduce vulnerability, pertinent democratic and social/civil security institutions should be strengthened where they exist, and promoted where they are still absent.  相似文献

Advancing vulnerability science depends in part on identifying common themes from multiple, independent vulnerability assessments. Such insights are difficult to produce when the assessments use dissimilar, often qualitative, measures. The Vulnerability Scoping Diagram is presented to facilitate the comparison of assessments with dissimilar measures. The diagram is illustrated with recent research on drought vulnerabilities, showing that common insights into vulnerability may emerge if independent research teams use a common structure for organizing information about exposure, sensitivity and adaptive capacity—even if the underlying measures differ between assessments. Broadly adopting this technique, which is grounded in the “Eight Steps” methodological protocol [Schröter, D., Polsky, C., Patt, A., 2005. Assessing vulnerabilities to the effects of global change: an eight step approach. Mitigation and Adaptation Strategies for Global Change 10(4), 573–595], will enable a vulnerability meta-analysis, the lessons from which may permit places to identify helpful adaptation or mitigation options without first having to conduct their own vulnerability assessments.  相似文献

This paper presents and applies a conceptual framework to address human vulnerability to climate change. Drawing upon social risk management and asset-based approaches, the conceptual framework provides a unifying lens to examine links between risks, adaptation, and vulnerability. The result is an integrated approach to increase the capacity of society to manage climate risks with a view to reduce the vulnerability of households and maintain or increase the opportunities for sustainable development. We identify ‘no-regrets’ adaptation interventions, meaning actions that generate net social benefits under all future scenarios of climate change and impacts. We also make the case for greater support for community-based adaptation and social protection and propose a research agenda.  相似文献

This paper discusses the state of European research in historical climatology. This field of science and an overview of its development are described in detail. Special attention is given to the documentary evidence used for data sources, including its drawbacks and advantages. Further, methods and significant results of historical-climatological research, mainly achieved since 1990, are presented. The main focus concentrates on data, methods, definitions of the “Medieval Warm Period” and the “Little Ice Age”, synoptic interpretation of past climates, climatic anomalies and natural disasters, and the vulnerability of economies and societies to climate as well as images and social representations of past weather and climate. The potential of historical climatology for climate modelling research is discussed briefly. Research perspectives in historical climatology are formulated with reference to data, methods, interdisciplinarity and impacts.  相似文献

This study delineates the physical conditions that are responsible for the occurrence of main outcome regimes (i.e., bounce, coalescence, and breakup) for binary drop collisions with a precipitation microphysics perspective. Physical considerations based on the collision kinetic energy and the surface energies of the colliding drops lead to the development of a theoretical regime diagram for the drop/raindrop collision outcomes in the Wep plane (We — Weber number, p — raindrop diameter ratio). This theoretical regime diagram is supported by laboratory experimental observations of drop collisions using high-speed imaging. Results of this fundamental study bring in new insights into the quantitative understanding of drop dynamics, applications of which extend beyond precipitation microphysics. In particular, results of this drop collision study are expected to give impetus to the physics-based dynamic modeling of the drop size distributions that is essential for various typical modern engineering applications, including numerical modeling of evolution of raindrop size distribution in rain shaft.  相似文献

In 2001, the four global change research programmes ‘urgently’ called for ‘an ethical framework for global stewardship and strategies for Earth System management’. Yet this notion of ‘earth system management’ remains vaguely defined: It is too elusive for natural scientists, and too ambitious or too normative for social scientists. In this article, I develop an alternative concept that is better grounded in social science theory: ‘earth system governance’. I introduce, first, the concept of earth system governance as a new social phenomenon, a political programme and a crosscutting theme of research in the field of global environmental change. I then sketch the five key problem structures that complicate earth system governance, and derive from these four overarching principles for earth system governance as political practice, namely credibility, stability, adaptiveness, and inclusiveness. In the last part of the article, I identify five research and governance challenges that lie at the core of earth system governance as a crosscutting theme in global change research. These are the problems of the overall architecture of earth system governance, of agency beyond the state, of the adaptiveness of governance mechanisms and of their accountability and legitimacy, and of the modes of allocation in earth system governance—in short, the five A's of earth system governance research.  相似文献

Drawing attention to the production of vulnerability across scales in Sri Lanka, we contribute to knowledge of why certain people and social groups are vulnerable. We build our contribution on the theoretical application of ‘situated adaptation’. A situated analytical approach identifies, assesses, and responds to the everyday realities and politics of those living in climate changed environments. It highlights uneven geographies of vulnerability and opportunity, while identifying new imaginations and possibilities for transformative action that counter the production of vulnerability. We illustrate the utility of ‘situated adaptation’ by filling an empirical gap relating to experiences of political-economic and environmental change in Sri Lanka’s Dry Zone. We detail situated experiences by drawing on field research in the Anuradhapura District, revealing how the lives and livelihoods of farmer participants are structured by a productivity-vulnerability paradox. We demonstrate how a prevalent adaptation-development paradigm (whereby development and adaptation programs co-exist in theory and practice) is unable to address the structural drivers of vulnerability in Sri Lanka’s Dry Zone. A situated adaptation approach both explains why this is the case and highlights opportunities for alternative transformative actions, potentially identifying a more democratic and egalitarian politics of co-determining socionatural change.  相似文献

The urgency of restoring ecosystems to improve human wellbeing and mitigate climate and biodiversity crises is attracting global attention. The UN Decade on Ecosystem Restoration (2021–2030) is a global call to action to support the restoration of degraded ecosystems. And yet, many forest restoration efforts, for instance, have failed to meet restoration goals; indeed, they worsened social precarities and ecological conditions. By merely focusing on symptoms of forest loss and degradation, these interventions have neglected the underlying issues of equity and justice driving forest decline. To address these root causes, thus creating socially just and sustainable solutions, we develop the Political Ecology Playbook for Ecosystem Restoration. We outline a set of ten principles for achieving long-lasting, resilient, and equitable ecosystem restoration. These principles are guided by political ecology, a framework that addresses environmental concerns from a broadly political economic perspective, attending to power, politics, and equity within specific geographic and historical contexts. Drawing on the chain of explanation, this multi-scale, cross-landscapes Playbook aims to produce healthy relationships between people and nature that are ecologically, socially, and economically just – and thus sustainable and resilient – while recognizing the political nature of such relationships. To achieve environmental sustainability and reduce their vulnerability to oil shocks, countries can develop new energy technologies. Technological advances reduce the cost of structural changes in the energy economy, and thus also increase the political feasibility of such changes. But what explains international variation in the form and quality of energy technology innovation? We build on previous theories and offer an integrated account: increasing oil prices reinforce existing sectoral innovation systems, both politically and economically, thus allowing public policymakers and private entrepreneurs to profitably invest in new energy technologies. We test this theoretical argument against data on public R&D expenditures and patents in the domain of renewable energy technology for industrialized countries from 1989 to 2007. We find strong support for the interactive hypothesis. Thus, we contribute to literatures on (i) domestic responses to international shocks, (ii) environmental sustainability and energy security, and (iii) the political economy of technology innovation.  相似文献

This paper seeks to clarify and refine the assertion that vulnerability exists as both a material, condition and discursive construct. Building off of previous scholarship analyzing the production of, vulnerabilities, we present a conceptual framework that illuminates how material vulnerabilities are translated into political vulnerabilities and ossified in the policy realm. We argue that specifying components of, and relationships between, the material and political aspects of vulnerability will result in a more sophisticated articulation of vulnerability as a recursive process. In order to achieve this level of analysis we propose a spatial–historical analytic approach that blends point-in-time and, empirically driven analysis with robust historical and political economic analysis. We use the largest urban wildfire – in terms of dwellings lost – in California's history to show how the persistent disconnection between material and political forms of vulnerability has, over time, resulted in contradictory landscapes where homes are intentionally placed in landscapes vulnerable to wildfires with reduced fire protection. Spatial historical analysis of the Tunnel Fire reveals how representations of vulnerability oftentimes deviate from lived experiences, engendering responses of exploitation, ignorance, mobilization and resistance. This framework also recognizes how these responses can create new vulnerabilities while also maintaining, deepening and diminishing existing material conditions. Finally, relational analysis illuminates how factors generating vulnerability in fire areas also contribute to and reinforce vulnerabilities within other parts of cities like Oakland, California.  相似文献

This is an essay and report on the social forecasting industry-the collection of individuals and organizations, both profit and nonprofit, supplying forecasts of social futures in direct exchage for pay. It begins with a review of the industry's size, growth, and scope; contrary to initial impressions, the industry is by any comparative standard quite small, occupying a precarious niche in the much larger market for statistical services. Hallmark methodologies of the industry, including the Delphi method and cross-impact analysis, are discussed extensively. These methodologies are linked to a domain assumption of the industry—namely, that the complexities of the social world are best rendered tractable by forming consensuses of experts' judgments. It is argued that the key characteristic differentiating the social forecasting industry from forecasting in the social sciences proper—the existence of a direct, paying market for services—is an important element in maintaining the most salient methodological and product differences between the two arenas: The marketplace for forecasts is not the same as the marketplace for ideas.  相似文献

While it is generally asserted that those countries who have contributed least to anthropogenic climate change are most vulnerable to its adverse impacts some recently developed indices of vulnerability to climate change come to a different conclusion. Confirmation or rejection of this assertion is complicated by the lack of an agreed metric for measuring countries’ vulnerability to climate change and by conflicting interpretations of vulnerability. This paper presents a comprehensive semi-quantitative analysis of the disparity between countries’ responsibility for climate change, their capability to act and assist, and their vulnerability to climate change for four climate-sensitive sectors based on a broad range of disaggregated vulnerability indicators. This analysis finds a double inequity between responsibility and capability on the one hand and the vulnerability of food security, human health, and coastal populations on the other. This double inequity is robust across alternative indicator choices and interpretations of vulnerability. The main cause for the higher vulnerability of poor nations who have generally contributed little to climate change is their lower adaptive capacity. In addition, the biophysical sensitivity and socio-economic exposure of poor nations to climate impacts on food security and human health generally exceeds that of wealthier nations. No definite statement can be made on the inequity associated with climate impacts on water supply due to large uncertainties about future changes in regional water availability and to conflicting indicators of current water scarcity. The robust double inequity between responsibility and vulnerability for most climate-sensitive sectors strengthens the moral case for financial and technical assistance from those countries most responsible for climate change to those countries most vulnerable to its adverse impacts. However, the complex and geographically heterogeneous patterns of vulnerability factors for different climate-sensitive sectors suggest that the allocation of international adaptation funds to developing countries should be guided by sector-specific or hazard-specific criteria despite repeated requests from participants in international climate negotiations to develop a generic index of countries’ vulnerability to climate change.  相似文献

Despite growing global attention to the development of strategies and policy for climate change adaptation, there has been little allowance for input from Indigenous people. In this study we aimed to improve understanding of factors important in integration of Yolngu perspectives in planning adaptation policy in North East Arnhem Land (Australia). We conducted workshops and in-depth interviews in two ‘communities’ to develop insight into Yolngu peoples’ observations and perspectives on climate change, and their ideas and preferences for adaptation. All participants reported observing changes in their ecological landscape, which they attributed to mining, tourism ‘development’, and climate change. ‘Strange changes’ noticed particularly in the last five years, had caused concern and anxiety among many participants. Despite their concern about ecological changes, participants were primarily worried about other issues affecting their community's general welfare. The results suggest that strategies and policies are needed to strengthen adaptive capacity of communities to mitigate over-arching poverty and well-being issues, as well as respond to changes in climate. Participants believed that major constraints to strengthening adaptive capacity had external origins, at regional, state and federal levels. Examples are poor communication and engagement, top-down institutional processes that allow little Indigenous voice, and lack of recognition of Indigenous culture and practices. Participants’ preferences for strategies to strengthen community adaptive capacity tended to be those that lead towards greater self-sufficiency, independence, empowerment, resilience and close contact with the natural environment. Based on the results, we developed a simple model to highlight main determinants of community vulnerability. A second model highlights components important in facilitating discourse on enhancing community capacity to adapt to climatic and other stressors.  相似文献

Smallholder farmers continuously confront multiple social and environmental stressors that necessitate changes in livelihood strategies to prevent damages and take advantage of new opportunities, or adaptation. Vulnerability, meaning susceptibility to harm, is attributable to social determinants that limit access to assets, leading to greater exposure and sensitivity to stressors and a limited capacity to adapt. Stressors and adaptation are intertwined because stressors deplete resources available for adaptation, while adaptation may erode resources available to respond to future stressors. We present empirical evidence demonstrating the interactions of multiple stressors and adaptations over time through a case study of indigenous farmers in highland Bolivia. We examine how farmers perceive the stress on their livelihoods, their strategies for adapting to these threats, and the influence of past adaptation and exposure on vulnerability under increasing climatic change. We find that vulnerability changes over time as multiple stressors, such as land scarcity and delayed seasonal rainfall, compound, simultaneously reducing access and demanding the expenditure of household assets for adaptation, including natural capital (water and land), human capital (including labor), and financial, physical, and social capital. To reduce vulnerability over time, constraints on access to key resources must be addressed, allowing households the flexibility to reduce their exposure and improve their adaptive capacity to the multiple stressors they confront.  相似文献

The article examines the role institutions play in climate adaptation in Norway. Using examples from two municipalities in the context of institutional responses to floods, we find, first, that the institutional framework for flood management in Norway gives weak incentives for proactive local flood management. Second, when strong local political and economic interests coincide with national level willingness to pay and provide support, measures are often carried out rapidly at the expense of weaker environmental interests. Third, we find that new perspectives on flood management are more apparent at the national than the municipal level, as new perspectives are filtered by local power structures. The findings have important implications for vulnerability and adaptation to climate change in terms of policy options and the local level as the optimal level for adaptation.  相似文献

We discuss approaches to the assessment of vulnerability to climatevariability and change andattempt to clarify the relationship between the concepts of vulnerability andadaptation. In searchof a robust, policy-relevant framework, we define vulnerability in terms ofthe capacity ofindividuals and social groups to respond to, that is, to cope with, recoverfrom or adapt to, anyexternal stress placed on their livelihoods and well-being. The approach thatwe develop placesthe social and economic well-being of society at the centre of the analysis,focussing on thesocio-economic and institutional constraints that limit the capacity torespond. From thisperspective, the vulnerability or security of any group is determined byresource availability andby the entitlement of individuals and groups to call on these resources. Weillustrate theapplication of this approach through the results of field research in coastalVietnam, highlightingshifting patterns of vulnerability to tropical storm impacts at the household-and community-levelin response to the current process of economic renovation and drawingconclusions concerningmeans of supporting the adaptive response to climate stress. Four prioritiesfor action areidentified that would improve the situation of the most exposed members ofmany communities:poverty reduction; risk-spreading through income diversification; respectingcommon propertymanagement rights; and promoting collective security. A sustainable response,we argue, mustalso address the underlying causes of social vulnerability, including theinequitable distributionof resources.  相似文献

Climates, ecosystems, and societies interact over a tremendous range of temporal and spatial scales. Scholarly work on climate impacts has tended to emphasize different questions, variables, and modes of explanation depending on the primary scale of interest. Much of the current debate on cause and effect, vulnerability, marginality, and the like stems from uncritical or unconscious efforts to transfer experience, conclusions, and insights across scales. This paper sketches a perspective from which the relative temporal and spatial dimensions of climatic, ecological, and social processes can be more clearly perceived, and their potential interactions more critically evaluated. Quantitative estimates of a variety of characteristic scales are derived and compared, leading to specific recommendations for the design of climate impact studies.A longer version of this paper (Clark, 1985), with complete documentation of data sources, was presented at the Social Science Research Council's Conference on Forecasting in the Social and Natural Sciences (Boulder, Colorado, June 10–13, 1984).  相似文献
