The need for multi-scalar analysis of energy and low-carbon systems is becoming more apparent as a way to assess the holistic socioeconomic and environmental impacts of energy transitions across a variety of scales and lifecycle stages. This paper conducts a whole systems energy justice analysis of four European low-carbon transitions—nuclear power in France, smart meters in Great Britain, electric vehicles in Norway, and solar photovoltaic panels in Germany. It asks: in what ways may each of these transitions result in injustices that extend beyond communities and countries, i.e., across the whole system? It utilizes a mixed-methods research design based on 64 semi-structured research interviews with experts across all four transitions, five public focus groups, and the collection of 58 comments from twelve public internet forums to answer this question. Drawing inductively from these data, the paper identifies and analyzes 44 injustices spread across three spatial scales. Micro scale injustices concern immediate local impacts on family livelihood, community health and the environment. Meso scale injustices include national-scale issues such as rising prices for electricity and gas or unequal access to low-carbon technology. Macro scale injustices include global issues such as the extraction of minerals and metals and the circulation of waste flows. The paper then discusses these collective injustices in terms of their spatiality and temporality, before offering conclusions for energy and climate research and policy.  相似文献

There is a large body of research and development into the low emission energy technologies that has the potential to assist developed and developing countries transition to more sustainable energy systems. It has long been recognised that public perceptions can have a fundamental effect on the market for technology and this issue raises questions about the role society will play in developing a low emissions energy future. Understanding how the public will respond to the range of low emission energy technologies as part of a climate change mitigation package is therefore critical for researchers, policy makers and industry stakeholders. In the current research, we investigated the Australian public’s likely acceptance of a range of low emission energy technologies by assessing the diverse ‘orientations’ that have emerged in response to low emission energy technologies. In a survey of two Australian states we measured the support for, and knowledge of, a range of low emission energy technologies. Using self-organising maps, a relatively new approach for segmenting response profiles, we identified that at least four distinct ‘orientations’ have emerged toward the issue and are characterising the likely acceptance of these technologies: ‘Disengaged’, ‘Nuclear Oriented’, ‘Renewables Oriented’, and ‘Engaged’. The implications of these multiple public viewpoints are described for climate change mitigation policy and for future research into the social acceptance of alternative energy technologies.  相似文献

The European Union's (EU) network of nature conservation areas – Natura 2000 – covers almost 18% of EU territory, and is subject to strict legal protection, which is enforced by the European Commission, a supranational authority. Given the Natura 2000 network's size, conflicts between Natura 2000 and renewable energy projects are inevitable, particularly as countries push to meet their 2020 energy and emissions reduction targets by pursuing more – and larger – renewable energy projects. Focusing on two cases in the renewable energy sector – a hydroelectric dam in Portugal's Sabor valley, and a large tidal barrage in the UK's Severn estuary – this article shows that the EU's strict biodiversity protection regime could necessitate the rejection of many large renewable energy projects. That is, it may not be possible as a matter of EU law for national authorities to grant permission for such projects. The potential for such difficulties will be shown to be highly visible to policymakers, and could, this article argues, trigger negative impacts in terms of the rule of law, and negative feedbacks on nature conservation policies in the EU and, by way of precedent, globally. The legal issues presented here should not, this article argues, be regarded as insurmountable problems, nor as a trigger for reforms aimed at weakening biodiversity protections. Rather, these issues are better regarded as an opportunity for an open, informed, global debate regarding the relationship between biodiversity and climate change policies, and the hierarchy, if any, between them.  相似文献

To a set of well-regarded international scenarios (UNEP’s GEO-4), we have added consideration of the demand, supply, and energy implications related to copper production and use over the period 2010–2050. To our knowledge, these are the first comprehensive metal supply and demand scenarios to be developed. We find that copper demand increases by between 275 and 350% by 2050, depending on the scenario. The scenario with the highest prospective demand is not Market First (a “business as usual” vision), but Equitability First, a scenario of transition to a world of more equitable values and institutions. These copper demands exceed projected copper mineral resources by mid-century and thereafter. Energy demand for copper production also demonstrates strong increases, rising to as much as 2.4% of projected 2050 overall global energy demand. We investigate possible policy responses to these results, concluding that improving the efficiency of the copper cycle and encouraging the development of copper-free energy distribution on the demand side, and improving copper recycling rates on the supply side are the most promising of the possible options. Improving energy efficiency in primary copper production would lead to a reduction in the energy demand by 0.5% of projected 2050 overall global energy demand. In addition, encouraging the shift towards renewable technologies is important to minimize the impacts associated with copper production.  相似文献

Many studies have shown a general decline of public concern about climate change or vice versa a rise in public climate-change skepticism, in particular in the U.S. and other Anglo-Saxon countries. There is a vivid debate on whether this is a global phenomenon, on which factors explain the decline, and on the broader societal implications of these trends in the context of the transformation toward a low-carbon society. We add to this literature by presenting the results of a recent general population survey in Germany in which we looked for systematic linkages between public climate-change skepticism on one hand, and energy preferences and political participation on the other. Germany is an interesting testbed as it is currently involved in a large-scale restructuring of its system of energy supply toward renewable energy sources (the “Energiewende”). Our results indicate that climate-change skepticism has not diffused widely in Germany, but that it correlates with less support of renewable energy sources. However, skepticism correlates negatively with political participation, and there is no strong political outlet for public climate-change skepticism in Germany. Alternative potential barriers for the successful implementation of the “Energiewende” are also discussed.  相似文献

In this paper we discuss the importance of framing the question of public acceptance of sustainable energy transitions in terms of values and a ‘whole-system’ lens. This assertion is based on findings arising from a major research project examining public values, attitudes and acceptability with regards to whole energy system change using a mixed-method (six deliberative workshops, n = 68, and a nationally representative survey, n = 2441), interdisciplinary approach. Through the research we identify a set of social values associated with desirable energy futures in the UK, where the values represent identifiable cultural resources people draw on to guide their preference formation about particular aspects of energy system change. As such, we characterise public perspectives as being underpinned by six value clusters relating to efficiency and wastefulness, environment and nature, security and stability, social justice and fairness, autonomy and power, and processes and change. We argue that this ‘value system’ provides a basis for understanding core reasons for public acceptance or rejection of different energy system aspects and processes. We conclude that a focus on values that underpin more specific preferences for energy system change brings insights that could provide a basis for improved dialogue, more robust decision-making, and for anticipating likely points of conflict in energy transitions.  相似文献

The amount of capital required to transition energy systems to low-carbon futures is very large, yet analysis of energy systems change has been curiously quiet on the role of capital markets in financing energy transitions. This is surprising given the huge role finance and investment must play in facilitating transformative change. We argue this has been due to a lack of suitable theory to supplant neoclassical notions of capital markets and innovation finance. This research draws on the notion from Planetary economics: Energy, climate change and the three domains of sustainable development, by Grubb and colleagues, that planetary economics is defined by three ‘domains’, which describe behavioural, neoclassical, and evolutionary aspects of energy and climate policy analysis. We identify first- and second-domain theories of finance that are well established, but argue that third-domain approaches, relating to evolutionary systems change, have lacked a compatible theory of capital markets. Based on an analysis of electricity market reform and renewable energy finance in the UK, the ‘adaptive market hypothesis' is presented as a suitable framework with which to analyse energy systems finance. Armed with an understanding of financial markets as adaptive, scholars and policy makers can ask new questions about the role of capital markets in energy systems transitions.

Policy relevance

This article explores the role of financial markets in capitalising low-carbon energy systems and long-term change. The authors demonstrate that much energy and climate policy assumes financial markets are efficient, meaning they will reliably capitalise low-carbon transitions if a rational return is created by subsidy regimes or other market mechanisms. The authors show that the market for renewable energy finance does not conform to the efficient markets hypothesis, and is more in line with an ‘adaptive’ markets understanding. Climate and energy policy makers that design policy, strategy, and regulation on the assumption of efficient financial markets will not pay attention to structural and behavioural constraints on investment; they risk falling short of the investment levels needed for long-term systems change. In short, by thinking of financial markets as adaptive, the range of policy responses to enable low-carbon investment can be much broader.  相似文献

Energy is a key requirement for a healthy, productive life and a major driver of the emissions leading to an increasingly warm planet. The implications of a doubling and redoubling of per capita incomes over the remainder of this century for energy use are a critical input into understanding the magnitude of the carbon management problem. A substantial controversy about how the Special Report on Emissions Scenarios (SRES) measured income and the potential implications of how income was measured for long term levels of energy use is revisited again in the McKibbin, Pearce and Stegman article appearing elsewhere in this issue. The recent release of a new set of purchasing power estimates of national income, and the preparations for creating new scenarios to support the IPCC’s fifth assessment highlight the importance of the issues which have arisen surrounding income and energy use. Comparing the 1993 and 2005 ICP results on Purchasing Power Parity (PPP) based measures of income reveals that not only do the 2005 ICP estimates share the same issue of common growth rates for real income as measured by PPP and US $, but the lack of coherence in the estimates of PPP incomes, especially for developing countries raises yet another obstacle to resolving the best way to measure income. Further, the common use of an income term to mediate energy demand (as in the Kaya identity) obscures an underlying reality about per capita energy demands, leading to unreasonable estimates of the impact of changing income measures and of the recent high GDP growth rates in India and China. Significant new research is required to create both a reasonable set of GDP growth rates and long term levels of energy use.  相似文献

随着世界各国城市化的进展,城市热岛效应已经成为一个跨学科领域的问题,受到包括大气环境、区域气候、水文和生态等多学科科学家的关注。在过去半个多世纪中,城市热岛问题的研究获得了相当丰富的研究成果,通过对这些成果的综合分析,归纳出城市热岛研究中采用的3类主要方法——观测(外场试验和遥感技术)、数值模拟以及实验室仿真法。系统地回顾了城市热岛效应的研究历史,重点对与城市热岛关系最密切的城市边界层、热岛环流与复杂地形的相互作用以及能量平衡研究所取得的成果进行了总结和评述。最后对城市热岛问题未来8个可能的研究方向进行了探讨,其中,包括沿海和复杂地形附近的城市热岛问题、城市群间热岛环流的相互作用、城市化与空气污染问题、城市热岛效应对平均降水的影响、城市化对雾和闪电的影响、城市天气预报的精细化、城市气候变化预测以及城市热岛效应减缓方案的制定,并对其发展前景进行了粗略的展望。  相似文献

This paper analyzes the role of transport electrification in the broader context of energy system transformation and climate stabilization. As part of the EMF27 model inter-comparison exercise, we employ the MESSAGE integrated assessment modeling framework to conduct a systematic variation of availability, cost, and performance of particular energy supply technologies, thereby deriving implications for feasibility of climate stabilization goals and the associated costs of mitigation. In addition, we explore a wide range of assumptions regarding the potential degree of electrification of the transportation sector. These analyses allow us to (i) test the extent to which the feasible attainment of stringent climate policy targets depends on transport electrification, and (ii) assess the far-reaching impacts that transport electrification could have throughout the rest of the energy system. A detailed analysis of the transition to electricity within the transport sector is not conducted. Our results indicate that while a low-carbon transport system built upon conventional liquid-based fuel delivery infrastructures is destined to become increasingly reliant on biofuels and synthetic liquids, electrification opens up a door through which nuclear energy and non-biomass renewables can flow. The latter has important implications for mitigation costs.  相似文献

The role of fossils fuels in national economies will change radically over the next 40 years under a strong climate regime. However, capturing this changing role through national-based analyses is challenging due to the global nature of fossil fuel demand and resulting trade patterns. This article sets out the limitations of existing national-scale decarbonization analyses in adequately capturing global conditions and explores how the introduction of a global modelling framework could provide vital insights, particularly for those countries that are dependent on fossil fuel exports or imports.

The article shows that fossil fuel use will significantly decline by 2050, although gas will have an important transition role. This leaves large fossil fuel exporters exposed, the extent of which is determined by mitigation action in different regions and especially by the pathways adopted by the larger Asian economies. We find that global-scale models provide critical insights that complement the more detailed national analyses and should play a stronger role in informing deep decarbonization pathways (DDPs). They also provide an important basis for exploring key uncertainties around technology uptake, mitigation rates and how this plays out in the demand for fossil fuels. However, use of global models also calls for improved representation of country specifics in global models, which can oversimplify national economic and political realities. Using both model scales provides important insights that are complementary but that can challenge the other’s orthodoxy. However, neither can replace the other’s strengths.

Policy relevance:

In recent years, how global fossil fuel markets will evolve under different climate regimes has been subject to much debate and analysis. This debate includes whether investments in fossil fuel production still make sense or will be exposed in the future to liabilities associated with high carbon prices. This is important for governments who need to develop coherent policy in relation to fossil fuel sectors and their role as drivers of economic growth and in providing for domestic energy needs. This article argues that national analyses need to be fully cognizant of the global-scale transition, which can be informed by using a multi-scale modelling approach.  相似文献

This article reviews the political economy of government choice around technology support for the development and deployment of low carbon emission energy technologies, such as Carbon Capture and Storage (CCS). It is concerned with how governments should allocate limited economic resources across abatement alternatives. In particular, it explores two inter-related questions. First, should government support focus on a narrow range of options or be distributed across many potential alternatives? Second, what criteria should be considered when determining which specific technologies to support? It presents a simple economic model with experience curves for CCS and renewable energy technologies to explore the lowest cost alternatives for meeting an emission abatement objective. It then explores a variety of economic and political factors that must be considered when governments make decisions about technology support.  相似文献

Agriculture is responsible for approximately 25% of anthropogenic global GHG emissions. This significant share highlights the fundamental importance of the agricultural sector in the global GHG emissions reduction challenge. This article develops and tests a methodology for the integration of agricultural and energy systems modelling. The goal of the research is to extend an energy systems modelling approach to agriculture in order to provide richer insights into the dynamics and interactions between the two (e.g. in competition for land-use). We build Agri-TIMES, an agricultural systems module using the TIMES energy systems modelling framework, to model the effect of livestock emissions and explore emissions reduction options. The research focuses on Ireland, which is an interesting test case for two reasons: first, agriculture currently accounts for about 30% of Ireland's GHG emissions, significantly higher than other industrialized countries yet comparable with global levels (here including emissions associated with other land-use change and forestation); second, Ireland is both a complete and reasonably sized agricultural system to act as a test case for this new approach. This article describes the methodology used, the data requirements, and technical assumptions made to facilitate the modelling. It also presents results to illustrate the approach and provide associated initial insights.

Policy relevance

Most of the policy focus with regard to climate mitigation targets has been on reducing energy-related CO2 emissions, which is understandable as they represent by far the largest source of emissions. Non-energy-related GHG emissions – largely from agriculture, industrial processes, and waste – have received significantly less attention in policy discourse. Going forward, however, if significant cuts are made in energy-related CO2 emissions, the role of non-energy-related GHG emissions will grow in importance. It is therefore crucial that climate mitigation analyses and strategies are not limited to the energy system. This article shows the value of using integrated energy and agriculture techno-economic modelling techniques to draw evidence for new comprehensive climate policy strategies able to discern between the full range of technical solutions available. It enables the production of economy-wide least-cost climate mitigation pathways.  相似文献

Access to energy can significantly contribute to the development of the living standards of the energy poor. Also if the provision of access to energy is sustainable, i.e. via renewable energy sources, there is an added benefit of contributing to mitigation of climate change. Currently, the percentage of population with access to energy varies significantly between countries and across regions. This is due to the nature of national socio-economic situations and energy resource availability in differing settings. This article addresses issues and hindrances to energy access in regional contexts and also examines, in particular, the prospects of how regional cooperation initiatives linked with climate change mitigation objectives could assist in widening energy access. Existing relevant regional cooperation initiatives that may be upscaled or used as models to widen access to modern energy services are evaluated. Findings are that regional cooperation initiatives linked with climate change mitigation can potentially facilitate widening energy access. However, in order to realise such potential, synergies from regional cooperation that are indirectly linked to energy and wider climate change mitigation programs should be harnessed. Recommendations are made for development of sustainable energy programs in energy deprived regions that will also mitigate climate change impacts.  相似文献

Growing international trade has been one of the most important drivers for China's recent economic growth. This growth has fed rapid increases in energy demand and carbon emissions since 2000. China is now the world's largest emitter of carbon dioxide. There is mounting pressure from some in the international community for China to take specific actions to mitigate its emissions as part of a post-2012 climate regime. However, emissions embodied in internationally traded goods have not been given enough attention in this debate. This article discusses the results of research to quantify the emissions stemming from goods that are exported from China to other countries. It finds that these emissions accounted for 23% of China's national total in 2004. The article sets out how this result has been obtained and compares it to the results of several other pieces of research to demonstrate the importance of this issue. Some pointers for international climate policy are then discussed, including the advantages and difficulties of moving to consumption-based emissions accounting, and implications for international trade rules.  相似文献

The role of renewable energy in climate change mitigation is explored through a review of 162 recent medium- to long-term scenarios from 15 large-scale, energy-economic and integrated assessment models. The current state of knowledge from this community is assessed and its implications drawn for the strategic context in which policymakers and other decision-makers might consider renewable energy. The scenario set is distinguished from previous ones in that it contains more detailed information on renewable deployment levels. All the scenarios in this study were published during or after 2006. Within the context of a large-scale assessment, the analysis is guided primarily by four questions. What sorts of future levels of renewable energy deployment are consistent with different CO2 concentration goals? Which classes of renewable energy will be the most prominent energy producers and how quickly might they expand production? Where might an expansion in renewable energy occur? What is the linkage between the costs of mitigation and an expansion of renewable energy?  相似文献

大量观测数据的计算表明,在对流层高层和平流层低层,大气动能谱在大尺度的斜率近似为k-3,到中尺度转换为近似k-5/3,动能谱的斜率及其转折特征可作为大气运动的基本规律检验数值模式。利用这一特征对GRAPES-GFS全球中期数值预报模式产品进行了检验评估。采用0.25°分辨率GRAPES-GFS模式2013年5月的预报场,分析了模式动能谱的垂直分布及动能谱的辐散分量和旋转分量。结果表明:在对流层高层和平流层低层(225—10 hPa),模式的动能谱曲线能较好地再现大气动能谱从大尺度过渡到中尺度的斜率转折特征,特别是在100 hPa附近动能谱的转折特征比较明显,但是动能谱斜率的绝对值较通常的观测结果(k-3k-5/3)偏大;在大尺度范围,旋转分量在总动能谱中占优,随着波数的增大(尺度的减小)辐散分量逐渐与旋转分量相当甚至超过旋转分量。基于条件极值的思想提出一种计算转折点(拐点)的新方法,该方法能够较准确地计算出动能谱曲线拐点的位置,而且拐点位置随高度的变化与辐散和旋转分量谱交点位置随高度的变化一致。此外,还计算了辐散分量谱的斜率,发现其在中尺度范围内非常接近k-5/3, 验证了其对总动能谱转折过程中的关键作用。综上,GRAPES-GFS模式能够准确地再现大气动能谱由大尺度到中尺度的斜率转折特征;与旋转分量相比,模式对动能谱辐散分量的描述更为准确,而且模式对旋转分量的较大误差导致了总动能谱的斜率绝对值偏大。  相似文献

Dialogues on global climate policy are increasingly discussing the sustainable energy transition, with Goal 7 of the UN’s Sustainable Development Goals highlighting the importance of affordable and clean energy. This study looks at foreign aid as a carrier of global climate policy and examines donor behaviour in the energy sector. By examining donor behaviour when giving energy aid, one can grasp how the donor community helps recipients achieve a sustainable energy transition. A panel of donor–recipient pairs, covering 29 donors and 99 recipients, was constructed for the period between 1996 and 2013, using data from Organisation for Economic Co-operation and Development Creditor Reporting System (OECD CRS), International Energy Agency (IEA) and World Development Indicators (WDI). The pair-year panel data were empirically analysed using a two-part model to test whether energy aid donors respond to recipients’ needs with regard to renewable energy and residential electricity. The findings demonstrate that donors respond to recipients’ sustainable energy needs, both renewable and residential, when selecting recipients. Moreover, donors tend to increase the amount of aid based on renewable energy needs. The findings also highlight the significant role of international climate policy, as donors have changed their energy aid-giving patterns since the start of the Kyoto Protocol. Contrary to the common belief in the aid-giving literature, this study shows that, with regard to energy aid, donor interests are more weakly related to recipient selection than are recipient needs.

Abstract

This article explores options for countries that have ratified the 1997 Kyoto Protocol to the UN Framework Convention on Climate Change and that intend to implement ambitious climate protection strategies—the ‘Kyoto coalition’—to deal with possible comparative disadvantages vis-à-vis third parties, in particular industrialized countries that do not adhere to the Kyoto Protocol. Specifically, the article focuses on the instrument of border adjustments for energy taxes. We outline the rationale for such adjustments and examine in detail whether certain border adjustments for energy taxes would be permissible under world trade law, in particular the General Agreement on Tariffs and Trade and the Agreement on Subsidies and Countervailing Measures. We conclude that despite remaining ambiguity in both the legal provisions and the pertinent case law, border tax adjustments are under certain circumstances compatible with world trade law. Yet, given persisting legal uncertainty, it seems likely that affected members of the World Trade Organization would challenge such energy tax adjustments at the border before the WTO dispute settlement mechanism.  相似文献

The purpose of this paper is to present a rigorous derivation of a model equation system for the mass and energy open precipitating atmosphere. The derivation is based on the treatment of the atmosphere in terms of three open thermodynamic subsystems consisting of cloudy air, rain water and snow, respectively. Each of the three subsystems moves with a different velocity as caused by the different fall velocities of rain and snow in comparison to the cloudy air.A basic assumption of the model consists in the neglect of the inertia terms in the momentum equation of the falling hydrometeors. It will be shown that this simplification yields additional source terms in the budget equations of the total momentum and the total kinetic energy of the system. However, the prognostic equations for the atmospheric wind field and the corresponding kinetic energy equation remain free of these source terms. The model equations strictly conserve the total mass and energy of the system. It is concluded that the combination of the barycentric velocity of the cloudy air and the total density of the system is the best choice to describe the time evolution of the atmospheric wind field.  相似文献
