Agricultural Impact Assessment, Vulnerability, and the Scope for Adaptation   总被引:1,自引:1,他引:0  
Climate change assessments which have considered climate impacts of a 2xCO2 climate, using models of the global agricultural system, have found small impacts on overall production, but larger regional changes. Production shifts among regions can be considered one mechanism for adaptation. Adaptation at the farm level, through changes in crops, cultivars, and production practices, is another adaptation mechanism. Existing studies differ in how important these mechanisms will be. Studies that have considered yield effects at specific sites have found very wide ranges of impacts. A useful way to evaluate the impacts of climate change, given the uncertainty about future impacts, is to consider vulnerability. Studies have defined vulnerability in terms of yield, farm profitability, regional economy, and hunger. Vulnerability and climate impacts, particularly in terms of higher order effects on profitability and sustainability, will depend on how society and the economy develop. Lower income populations and marginal agricultural regions, particularly arid or flood prone areas, are most vulnerable to climate change.  相似文献

The view that the agricultural sector could largely offset any negative impacts of climate change by altering production practices assumes the government will not create disincentives for farmers to adapt. U.S. farm programs, however, often discourage such obvious adaptations as switching crops, investing in water conserving technologies, and entry or exit. We outline a simple portfolio model describing producer decision making: we then use this framework to assess how specific U.S. farm programs might affect adaption to climate change. Three future climate scenarios are considered and in each the present structure of U.S. farm programs discourages adaptation.  相似文献

气候变化是21世纪人类面临的重大挑战之一,并对自然系统和社会经济系统造成了各种负面影响。对气候变化的影响进行经济评估是气候变化研究中的重要问题。而可计算一般均衡框架下的综合评估模型(CGE_IAMs)是评估气候变化经济影响的有效手段之一,文中对气候变化影响经济评估的主要CGE_IAMs进行了文献调研,并对这些模型进行了比较分析。研究表明不同模型在温室气体排放、气候参数的处理方式以及气候影响的引入机制等方面有着较大区别,因而各模型对气候变化影响的经济评估结果也有一定的差异。此外,当前CGE_IAMs在评估气候变化经济影响时存在支撑数据未及时更新、方法不细致以及评估不全面等问题。未来该领域的相关研究应该更加关注于模型与支撑数据的精细化和开源化,此外还应加强CGE_IAMs中经济模块与复杂气候模式的耦合。  相似文献

Timely knowing about climate change impacts is crucial to adequately plan and undertake adaptive measures and thus to effectively lower vulnerability. This requires gathering and integrating geographic information on exposure, local response mechanisms and stakeholders’ concerns. Spatial Data Infrastructures (SDI) are internet-based information systems that facilitate the exchange and use of distributed geographic information. This paper presents the application of SDI to climate change assessment by implementing a generic methodology for the quantification of vulnerability to climate change. The resulting integrated tool allows scientists, stakeholders and decision makers to communicate, assess and improve information about vulnerability to climate change. We show how emerging internet technologies and SDI in particular, make a new interactive approach of assessing vulnerability to climate change possible. Vulnerability was quantified based on an active stakeholder involvement by incorporating their varying perceptions, by allowing them to provide feedback and by supporting the acquisition of stakeholders’ knowledge. However, the application showed that to be effective, efforts to achieve and maintain interoperability between the various scientific disciplines should be kept integrated within mainstream IT developments.  相似文献

Agricultural risk management policies under climate uncertainty   总被引:1,自引:0,他引:1  
Climate change is forecasted to increase the variability of weather conditions and the frequency of extreme events. Due to potential adverse impacts on crop yields it will have implications for demand of agricultural risk management instruments and farmers’ adaptation strategies. Evidence on climate change impacts on crop yield variability and estimates of production risk from farm surveys in Australia, Canada and Spain, are used to analyse the policy choice between three different types of insurance (individual, area-yield and weather index) and ex post payments. The results are found to be subject to strong uncertainties and depend on the risk profile of different farmers and locations; the paper provides several insights on how to analyse these complexities. In general, area yield performs best more often across our countries and scenarios, in particular for the baseline and marginal climate change (without increases in extreme events). However, area yield can be very expensive if farmers have limited information on how climate change affects yields (misalignment in expectations), and particularly so under extreme climate change scenarios. In these more challenging cases, ex post payments perform well to increase low incomes when the risk is systemic like in Australia; Weather index performs well to reduce the welfare costs of risks when the correlation between yields and index is increased by the extreme events. The paper also analyses the robustness of different instruments in the face of limited knowledge of the probabilities of different climate change scenarios; highlighting that this added layer of uncertainty could be overcome to provide sound policy advice under uncertainties introduced by climate change. The role of providing information to farmers on impacts of climate change emerges as a crucial result of this paper as indicated by the significantly higher budgetary expenditures occurring across all instruments when farmers’ expectations are misaligned relative to actual impacts of climate change.  相似文献

The aim of this paper is to improve understanding of the adaptive capacity of European agriculture to climate change. Extensive data on farm characteristics of individual farms from the Farm Accountancy Data Network (FADN) have been combined with climatic and socio-economic data to analyze the influence of climate and management on crop yields and income and to identify factors that determine adaptive capacity. A multilevel analysis was performed to account for regional differences in the studied relationships. Our results suggest that socio-economic conditions and farm characteristics should be considered when analyzing effects of climate conditions on farm yields and income. Next to climate, input intensity, economic size and the type of land use were identified as important factors influencing spatial variability in crop yields and income. Generally, crop yields and income are increasing with farm size and farm intensity. However, effects differed among crops and high crop yields were not always related to high incomes, suggesting that impacts of climate and management differ by impact variable. As farm characteristics influence climate impacts on crop yields and income, they are good indicators of adaptive capacity at farm level and should be considered in impact assessment models. Different farm types with different management strategies will adapt differently.  相似文献

This article analyses the interactions between agricultural policy measures in the EU and the factors affecting GHG emissions from agriculture on the one hand, and the adaptation of agriculture to climate change on the other. To this end, the article uses Slovenia as a case study, assessing the extent to which Slovenian agricultural policy is responding to the challenges of climate change. All agricultural policy measures related to the 2007–2013 programming period were analysed according to a new methodological approach that is based on a qualitative (expert evaluation) and a quantitative (budgetary transfers validation) assessment. A panel of experts reached consensus on the key factors through which individual measures affect climate change, in which direction and how significantly. Data on budgetary funds for each measure were used as weights to assess their relative importance. The results show that there are not many measures in (Slovenian) agricultural policy that are directly aimed at reducing GHG emissions from agriculture or at adaptation to climate change. Nevertheless, most affect climate change, and their impact is far from negligible. Current measures have both positive and negative impacts, but overall the positive impacts prevail. Measures that involve many beneficiaries and more budgetary funds had the strongest impact on aggregate assessments. In light of climate change, agricultural policy should pay more attention to measures that are aimed at raising the efficiency of animal production, as it is the principal source of GHG emissions from agriculture.

Policy relevance

Agricultural policy must respond to climate challenges and climate change impact assessment must be included in the process of forming European agricultural policy. Agricultural policy measures that contribute to the reduction of emissions and adaptation, whilst acting in synergy with other environmental, economic and social goals, should be promoted. The approach used in this study combines qualitative and quantitative data, yielding an objective assessment of the climate impact of agricultural policy measures and providing policy makers with a tool for either ex ante or ex post evaluations of climate-relevant policy measures.  相似文献

Residuals from agricultural pesticides threaten the environment and human health. Climate change alters these externalities because it affects pest pressure and pesticide application rates. This study examines damages from pesticide externalities in US agriculture under different climate projections and the effects of alternative regulations. We find divergent impacts of externality regulation and climate change on agricultural production in the US. A Pigovian tax on pesticide externalities generally increases crop production cost, but farm revenue improves because of increased commodity prices. Climate change generally decreases US farm revenue because production increases and prices fall. Results also show a heterogeneous effect of climate change on pest management intensities across major crops.  相似文献

Climate change presents clear risks to natural resources, which carry potential economic costs. The limited nature of physical, financial, human and natural resources means that governments, as managers of natural resources, must make careful decisions regarding trade-offs and the potential future value of investments in climate change adaptation. This paper presents cost-benefit analysis of scenarios to characterise economic benefits of adaptation from the perspective of a public institution (the provincial government) and private agents (forest licensees). The example provided is the context of assisted migration strategies for regenerating forests that are currently being implemented in British Columbia to reduce future impacts of climate change on forests. The analysis revealed positive net present value of public investment in assisted migration across all scenarios under a range of conditions; however, private sector agents face disincentives to adopt these strategies. Uncertainty about how the costs, benefits and risks associated with climate change impacts will be distributed among public institutions and private actors influences incentives to adapt to climate change (the “principal-agent problem”) and further complicates adaptation. Absent development of risk-sharing mechanisms or re-alignment of incentives, uptake of assisted migration strategies by private agents is likely to be limited, creating longer-term risks for public institutions. Analyzing incentives and disincentives facing principals and agents using a well-known tool (cost-benefit analysis) can help decision-makers to identify and address underlying barriers to climate change adaptation in the context of public lands management.  相似文献

Designing climate-related research so that study results will be useful to natural resource managers is a unique challenge. While decision makers increasingly recognize the need to consider climate change in their resource management plans, and climate scientists recognize the importance of providing locally-relevant climate data and projections, there often remains a gap between management needs and the information that is available or is being collected. We used decision analysis concepts to bring decision-maker and stakeholder perspectives into the applied research planning process. In 2009 we initiated a series of studies on the impacts of climate change in the Yakima River Basin (YRB) with a four-day stakeholder workshop, bringing together managers, stakeholders, and scientists to develop an integrated conceptual model of climate change and climate change impacts in the YRB. The conceptual model development highlighted areas of uncertainty that limit the understanding of the potential impacts of climate change and decision alternatives by those who will be most directly affected by those changes, and pointed to areas where additional study and engagement of stakeholders would be beneficial. The workshop and resulting conceptual model highlighted the importance of numerous different outcomes to stakeholders in the basin, including social and economic outcomes that go beyond the physical and biological outcomes typically reported in climate impacts studies. Subsequent studies addressed several of those areas of uncertainty, including changes in water temperatures, habitat quality, and bioenergetics of salmonid populations.  相似文献

Climate change is a fundamental challenge for which agriculture is sensitive and vulnerable. The Intergovernmental Panel on Climate Change has identified relevant information as key to enabling appropriate climate adaptation and mitigation action. Information specifically directed to farmers can be found, for example, in specialized farming magazines. While recent studies examine how national news media frame climate change, less—if any—studies have addressed climate framings and coverage in specialized media. Media framings are storylines that provide meaning by communicating how and why an issue should be seen as a problem, how it should be handled, and who is responsible for it. This paper analyses the framings and coverage of climate change in two Swedish specialized farming magazines from 2000 to 2009. It examines the extent of the climate change coverage, the content of the media items, and the dominant framings underlying their climate change coverage. The study identifies: increased coverage of climate change starting in 2007; frequent coverage of agriculture’s contribution to climate change, climate change impacts on agriculture, and consequences of climate politics for agriculture; and four prominent frames: conflict, scientific certainty, economic burden, and action. The paper concludes that climate change communicators addressing farmers and agricultural extension officers should pay attention to how these frames may be interpreted by different target audiences. Research is needed on how specialized media reports on climate-related issues and how science-based climate information is understood by different groups of farmers and which other factors influence farmers’ engagement in climate mitigation and adaptation.  相似文献

Limitations of present assessments of climate change impacts on food supplies are addressed, and a new approach is proposed. This uses the concept of vulnerability to hunger as a point of departure. A typology of vulnerability indices is developed and several measures of vulnerability are explored using information from case studies reported in the literature and research coordinated by the author's research group. An initial synthesis of data about climate change and vulnerability to hunger is illustrated for Africa.  相似文献

The poverty implications of climate-induced crop yield changes by 2030   总被引:1,自引:0,他引:1  
Accumulating evidence suggests that agricultural production could be greatly affected by climate change, but there remains little quantitative understanding of how these agricultural impacts would affect economic livelihoods in poor countries. Here we consider three scenarios of agricultural impacts of climate change by 2030 (impacts resulting in low, medium, or high productivity) and evaluate the resulting changes in global commodity prices, national economic welfare, and the incidence of poverty in a set of 15 developing countries. Although the small price changes under the medium scenario are consistent with previous findings, we find the potential for much larger food price changes than reported in recent studies which have largely focused on the most likely outcomes. In our low-productivity scenario, prices for major staples rise 10–60% by 2030. The poverty impacts of these price changes depend as much on where impoverished households earn their income as on the agricultural impacts themselves, with poverty rates in some non-agricultural household groups rising by 20–50% in parts of Africa and Asia under these price changes, and falling by significant amounts for agriculture-specialized households elsewhere in Asia and Latin America. The potential for such large distributional effects within and across countries emphasizes the importance of looking beyond central case climate shocks and beyond a simple focus on yields – or highly aggregated poverty impacts.  相似文献

通过问卷调查和访谈,揭示了青藏高原东南缘玉龙雪山地区居民对当地气候变化及其影响与适应的感知认识。结果表明:居民对玉龙雪山地区气候变化的感知强度与科学研究结果总体上具有很高的一致性。居民对气候变化对农业环境影响的感知不很强烈,认为气候变化并未影响到农作物长势和产量,但对气候变化导致农作物病虫害略有增加和作物生长期延长的感知却持较高赞同度。居民对气候变化及其适应的感知强度总体上与海拔高度相关显著,而对气候变化及其影响的感知则与年龄显著相关。气候变化已促使山区居民调整产业结构,发展低耗水农业经济,并积极参与山区旅游、外出打工,以弥补微薄的农业收入。同时,居民也期望政府能够给予他们一定的经济补偿,以弥补由于干旱和倒春寒等带来的经济损失。  相似文献

The present investigation aims at identifying the needs of the Argentinean agro-business sector for climate research and information. Our approach is focused on any type of climate information from past observations to seasonal prediction and climate change projections. We tried, in particular, to evaluate the possible existence of specific research themes that would be of major interest for these agriculture end-users. We interviewed representatives of seventeen companies from three major agrobusiness sectors: (1) regional/national entities such as agricultural associations, cooperatives and commercial trade boards; (2) insurance companies in the Argentinean agro-insurance market; and (3) large national and international companies representing cereal producers, agro-chemistry and agro-seeds. While all the interviewees recognized the strong influence of climate on their activities, they all pointed out that, at the time of making decision, they considered the political and economic risks rather than the climate one. In many aspects, climate is often considered as a fatality against which it is difficult to be protected. An interesting result is the confidence of the private sectors in the climate information provided by public sources (INTA, SMN, Universities) although they contract private consultants for frequent reports and tendencies. Finally, we explain how such sectors could make a better use of climate information (seasonal prediction, climate change scenarios) that could be integrated in their business projections. In particular, the development of new financial contracts (climate derivatives) open in countries with a relatively poor insurance history new ways to protect the different agricultural sectors, from the producer to large companies.  相似文献

Reconciling food, fiber and energy production with biodiversity conservation is among the greatest challenges of the century, especially in the face of climate change. Model-based scenarios linking climate, land use and biodiversity can be exceptionally useful tools for decision support in this context. We present a modeling framework that links climate projections, private land use decisions including farming, forest and urban uses and the abundances of common birds as an indicator of biodiversity. Our major innovation is to simultaneously integrate the direct impacts of climate change and land use on biodiversity as well as indirect impacts mediated by climate change effects on land use, all at very fine spatial resolution. In addition, our framework can be used to evaluate incentive-based conservation policies in terms of land use and biodiversity over several decades. The results for our case study in France indicate that the projected effects of climate change dominate the effects of land use on bird abundances. As a conservation policy, implementing a spatially uniform payment for pastures has a positive effect in relatively few locations and only on the least vulnerable bird species.  相似文献

Discerning the general public’s support of climate change policies is a significant part of understanding the political and social dynamics of mitigating climate change. National level surveys are a useful tool for furthering this understanding but present multiple challenges, two of which are addressed in this paper. The first challenge is that the U.S. public’s limited knowledge of climate change issues requires that information is provided in the survey, and that the content of this information is thought to be critical in eliciting accurate responses. Second, the use of national surveys may mask regional and state differences that result from the distribution of predicted climate change impacts and varying social contexts. We explore these issues by assessing the impacts of (a) the provision of information on climate change impacts at different scales (national and regional) and (b) the respondent’s state of residence (Michigan or Virginia) on climate change policy support. We found a modest relationship between state of residence and policy support, with Michigan residents less likely to support climate change mitigation policies than residents of Virginia. The provision of information on the regional versus national level of predicted impacts of climate change did not influence climate change policy support.  相似文献

The assessment of potential impacts of climate change is progressing from taxonomies and enumeration of the magnitude of potential direct effects on individuals, societies, species, and ecosystems according to a limited number of metrics toward a more integrated approach that also encompasses the vast range of human response to experience and risk. Recent advances are both conceptual and methodological, and include analysis of some consequences of climate change that were heretofore intractable. In this article, I review a selection of these developments and represent them through a handful of illustrative cases. A key characteristic of the emerging areas of interest is a focus on understanding how human responses to direct impacts of climate change may cause important indirect and sometimes distant impacts. This realization underscores the need to develop integrated approaches for assessing and modeling impacts in an evolving socioeconomic and policy context.  相似文献
