After the January 2011 revolution, new and unpermitted constructions on previously empty land went up across Cairo at striking speed. This paper explores a case of such land encroachments carried out by waste collectors in the neighbourhood of Manshiet Nasser in Cairo, Egypt. It begins with theoretical debates about the production of urban space, arguing that the de Certeauian paradigm, in which urban marginals poach or hijack others' spaces evanescently, fails to account for the way such encroachments produce permanent new spaces rhizomatically alongside the pre‐existing order. The paper then turns to a close examination of the events in Manshiet Nasser. Although in a broad view the actors are marginals living in the ‘informal’ city, the conditions enabling the encroachments were such that only the wealthiest and most powerful members of the ‘community’ benefitted. In a context of generalized ‘illegality’, the squatters rely on practical norms and de facto recognitions to obtain some degree of tenure security. Since these efforts rely on and play off legal norms even as the squatters violate them, the paper argues that property rights in this context should be understood not in classificatory terms based on the legal/illegal binary, but rather through a trajectory of ‘becoming‐legal’: a ‘line of flight’ that approaches legality asymptotically.  相似文献

This mixed‐methods case study identifies how floodplain property acquisition—a buyout—impacts an urban environment at the neighborhood scale while considering the role of individual residents in formal and informal land‐use decision making. In floodplain buyouts, the reopening of urban space is enabled by federal structural drivers, primarily Federal Emergency Management Agency (FEMA), but it is repurposed as a cultural landscape constructed and produced by individuals. This research explores how residents perceive and ascribe values to the buyout landscape in Lexington, Kentucky. Enabled by federal funds, but left largely to their own devices, residents in Lexington adopted uses, ascribed values, and produced their own land‐use norms in each buyout neighborhood.  相似文献

ABSTRACT. Recent shifts in Mongolia's politics and economy have changed pastoral land-use patterns and charged debate over how pasturelands are allocated and regulated in a market economy. Absent has been any detailed understanding of the historical geography of pastoral tenure and land-use patterns in Mongolia prior to the socialist era and the collectivization of livestock husbandry. An overview and case study of changing tenures and land-use patterns suggests that in prerevolutionary Mongolia wealth and poverty determined herders' mobility and access to pasture resources; no less is true today. Historical data also reveal dual formal and informal regulatory institutions extant in the past that coordinated patterns of seasonal movement. This amounted to an unofficial tenure system and has contributed to Mongolia's legacy of ecologically and socially sustainable pastoralism.  相似文献

Urban geographers increasingly incorporate the potential of so‐called informal livelihood activities to provide resources that can be creatively managed in the transformation of urban space, particularly to the benefit of less well off and marginalized residents. This paper reports a case study in Rustenburg, North West Province, South Africa, where city managers began to promote inclusive development in the early 1990s, just prior to the formal dismantling of the apartheid system. The findings reveal that Rustenburg's urban transformation process, over a decade later, continued to reproduce repressive practices that limit the informal livelihood activities of the urban majority. Apparently efforts of well‐meaning city managers to implement a sustainable and inclusive development process are often rendered futile at the point of actually defining the constituents of urban socioeconomic transformation.  相似文献

Formal and informal institutions guide and shape communities and communication practices worldwide. Colonization, modernization and political transformation processes changed and questioned the role and relevance of informal institutions and strengthened the position of formal institutions. This paper looks at institutional governance transitions and the increasing presence of formal as opposed to informal clan based practices in the pastoralist lowlands of the Afar Region, Ethiopia, by analysing its impact on communication practices. Afar is governed by numerous multi‐scale institutions; a complex network of governmental and traditional, formal and informal bodies at different scales. The region witnessed the devaluation of indigenous and traditional customs, which altered how and with whom pastoralists and agro‐pastoralists communicate. The paper's case study shows that although residents now report their concerns to formal institutional representatives, traditional institutions are still functional. This change allows females to take a more active role in reporting concerns and communicating with authority figures. However, spatial disadvantages are present in this vast and sparsely populated region as those based further away from government representatives are disadvantaged. The relevance for a clear understanding of communication methods on the ground is stressed, in particular for implementing and disseminating programs and policies in this aid‐dependent area.  相似文献

21世纪初,在对非正规经济研究的二元主义、新马克思主义和新自由主义理论解释基础上,出现了批判管治主义理论,重点关注国家权力与制度对非正规性产生的影响。基于该视角,以东莞市长安镇为例,运用质性研究方法,分析了改革开放先行区的珠江三角洲,其基层非正规土地利用实践的产生、表现及其与制度创新之间的关系。研究发现:改革开放以来,在国家土地制度缺失、正规土地管理制度颁布和实施阶段,以及省级政府主导的土地制度创新阶段,非正规土地利用实践经历了被政府鼓励、包容和默许及正规化的过程。部分非正规土地利用实践成为制度创新的根源。土地制度的演变经历了由乡村基层“自下而上”式向地方政府“自上而下”式推动的转变,在演变过程中具有非正规性特征,并服务于各个时期的城市与经济发展需求。未来的研究中,应更多的关注“自下而上”的制度创新和地方实践。  相似文献

This article investigates how rent gaps are created in Beirut, Lebanon, and makes a two-fold argument. First, it argues that rent gaps are created by state-legitimized power and agents of capital through the legal framework, and that the role of location in determining differences between potential ground rents, so salient in Beirut, demonstrates the complementarity of neoclassical land rent theory and rent gap theory. Second, it argues that beyond the legal framework, rent gaps in Beirut are formed through informal, illegal and exceptionalist practices as well as civil, sectarian conflict and forced displacement. This extends the range of forces to consider when thinking about what creates and shapes rent gaps. The paper emphasizes the necessity of a critical perspective on the ways in which value in urban space is created in the interests of the state and agents of capital, while attuning rent gap theory to a more global perspective.  相似文献

The paper presents an ethnographic analysis of a group of secondary school students' protests against (illegal) bars in the city centre of El Alto, Bolivia. It shows how informal and formal practices are entangled through the state's dependence on the (illegal) actions of the citizenry in order to ensure civil security. The paper suggests that urban intervention is coproduced by state and nonstate actors at the margins of the state and that urban transformation entails subject formation, in this case that of political youth. Following Hansen and Verkaaik's (2009) argument that the city is essentially multilayered and unknowable, I argue that urban life, as well as state‐citizen relations, is indeterminate, and that it is due to this indeterminacy that the students succeeded in transforming a common association between Alteño youth, alcohol consumption and potential criminal conduct into an alternative notion of youth as responsible citizens of the New Bolivia. This conceptualization permits us to understand the urban sphere as a space not only of conflict but also of endurance and hope, and hence as a zone that allows for the imaginative production of the otherwise (Povinelli, 2011).  相似文献

The explosive growth of so‐called marginal settlements in Latin America's cities has received considerable academic attention in past decades. The inability of the state to adequately provide affordable housing for a rapidly growing urban population has meant that these neighbourhoods relied on community mobilization to achieve common objectives of basic infrastructure and legal recognition. With increasing consolidation and less need for coordinated action, many local organizations lost their rationale. Fear of crime and violence, a major concern in Latin American metropolises, is inscribed on the urban landscape by a growing number of gated and fortified residential enclaves for the better‐off. Marginal neighbourhoods, however, experience a ‘security gap’ as they receive insufficient police protection and lack the financial resources to employ private guards. In many cases, the real or perceived insecurities of inner‐city life have prompted organized bottom‐up, mostly informal and sometimes vigilante, responses. Drawing on research on the rise of informal security‐related interventions in the neighbourhoods of Lima Metropolitana, Peru, this paper explores the rationales underlying the different approaches and adoptions, including the involvement of the main actors, community associations and other local interest groups.  相似文献

In the early 2000s, the discovery of significant minerals wealth in the Gobi Desert marked the beginning of Mongolia's economic boom. Rapid GDP growth however challenges long‐held assumptions about place and land rights, leading to contested and sometimes contradictory outcomes, which are embedded in evolving perceptions and realities of land‐tenure rights, development rights, and local livelihood sustainability. Framed within the debates surrounding natural resources development and the contradictions in scale and user rights, this essay identifies three distinct periods of land‐tenure debate in Mongolia. In each period, pastureland management debates are influenced by different narratives, including those of development economists, scholars, NGOs, and local voices. This essay draws on an extensive review of policy documents and contemporary literature to consider the multiscalar implications of rapid national growth on internal population redistribution, land‐use rights, and the underlying importance of place.  相似文献

Everyday urban practices are enabled by both formal and informal rights regimes. Researchers often focus on the effects of formal rights; informal rights to use urban spaces have been less widely examined, particularly in North America. This article examines practices of intra-urban mobility in a gentrifying area of Portland, Oregon. We find that rights regimes regarding movement in urban space importantly shape who uses particular transit strategies and infrastructures. Specifically, we identify rights regimes rooted in explications of a city ideal and a neighborhood ethic. We suggest that Portland’s widely admired transit planning process has not sufficiently engaged with informal use rights in transit spaces, leading to uneven adoption of a transportation infrastructure that re-inscribes historic racialized injustices. An examination of informal use rights complicates common rights analytics, including those leveraging Lefebvre’s right to the city, emphasizing how all urban rights are contingent, contested and negotiated.  相似文献

Abstract

Tenure security is commonly recognized as an important factor in stimulating long-term investments in land. Recent studies suggest that a distinction between legal, actual and perceived tenure security needs to be made in analyzing tenure security. This study discusses the relationships between legal, actual and perceived land tenure security in rural China, and empirically examines the impact of actual on perceived land tenure security by applying Probit models to household and village survey data collected in four provinces. Using household expectations about the absence of land reallocations within the next five years as the dependent variable, we find that tenure security is positively affected by the possession of land certificates in villages that periodically reallocated land but not in villages that did not do so. The estimated impact is larger for land certificates issued in the new round of land certification than for land certificates that were issued earlier.  相似文献

在城市化过程中,大部分农村剩余劳动力并未进入城市正规部门,而进入非正规部门,但关于非正规就业对城市化的作用却不清楚.基于国际劳工组织提出的中国城市非正规就业估算方案,采用协整和误差修正模型测度与解释非正规就业对城市化的作用.自1990年以来,非正规就业已发展成为中国城市就业的主要方式和就业增长的主要来源,其空间分布总体上呈现自东部,中部到西部依次减少的特征,其在城市就业的比重与城市化水平的关系符合倒U形的规律.模型显示:尽管短期内非正规就业,正规就业和城市化之间存在波动关系,但长期看非正规就业对城市化具有显著的推动作用,非正规就业每增长1%,推动城市化水平提高0.1%.这种作用主要体现在非正规就业推动农村人口向城市地区的转移过程与劳动力在正规就业与非正规就业之间的流动过程.结论强调,中国城市化面临的挑战不仅是失业问题,而更多是如何应对处于社会保障系统以外的非正规就业问题.  相似文献

Social science research on nature conservation ascribes enclosures and the consequent evictions and dispossession of local people to unequal power relations. It reveals that the monopoly of power by the state configures new relations between local people and their natural resources, and legitimizes land grabbing. In this paper we build on this literature by engaging two questions. The first question relates to how land tenure regimes enable green grabbing and also configure the participation of local people in nature conservation enterprises. Knowing how land tenure regimes structure the involvement of local people in nature conservation is a necessary step toward an inquiry into the relationship between local people and protected areas. In the second question we ask how historical land tenure allocations enable current configurations of power relations in conservation areas. We use the case study of Mapungubwe on the Botswana‐South Africa‐Zimbabwe borderlands to demonstrate that historical land tenure allocations facilitate land alienation and the marginalization of local people in TFCAs.  相似文献

针对北京快速城市化影响下的农村居住用地大量非法流转、亟待规范管理等现状特点,选择海淀区肖家河城中村和通州区张家湾镇小产权房分别作为非正规住房租赁市场和非正规土地交易市场,开展微观案例研究。结果表明:城乡二元土地制度是农村居住用地非正规市场形成与发育的制度根源,城市化快速发展与低价住房供应严重不足为其宏观背景,农民对现行土地征用与补偿制度的日益不满和主动争取分享土地增值收益的强烈意愿是其内在原因。非正规市场采用"低成本-低地租-高利润"的微观运作机理,市场参与个体(农民与消费者)可获得较好的经济收益,但也要承担较高的风险;对于城市与社区,非正规市场则会带来较严重的经济社会与资源环境等方面的负面影响。  相似文献

This paper is a multi‐sited ethnography of cross‐border rubber cultivation between China and Laos. Smallholder minority rubber farmers from Xishuangbanna (China) have forged successful informal share‐cropping arrangements to grow rubber trees on the land of relatives and friends in neighbouring Laos. By becoming rich and entrepreneurial rural citizens, Akha and Tai farmers have also, in their own eyes, raised their own ‘quality’ (suzhi) and see themselves as ‘modern’. By examining various meanings of ‘modern’ in China, and contrasting the rubber farmers' experience with Jacob Eyferth's notion of rural ‘deskilling’, this paper shows how through learning to plant, cultivate and tap rubber, these farmers have taken on the discipline and technical knowledge of ‘modern’ workers and become ‘skilled’. By rising in ‘quality’, minority farmers on China's periphery challenge the entrenched binaries of urban/rural, modern/backward, prosperous/poor and Han/minority nationality. Xishuangbanna minority farmers acknowledge that they are also ‘backward’ in the Chinese social hierarchy, but their extension of rubber cultivation to kin and others in Laos has confirmed their modernity as dispensers of development, technical know‐how and ‘superior’ Chinese culture to Lao farmers who are ‘backward and poor’. In contrast to large state rubber farms that have failed to establish rubber plantations in northern Laos, minority farmers have created regionalization.  相似文献

The Aeta Magbukún of Bataan in Luzon, the Philippines remain one of the least known and documented Indigenous tribes. They retain primarily subsistence hunter‐gathering strategies to supply their basic needs. They also strive for recognition of their ancestral connection with, and rights to inhabit their ancestral forest domains, which is threatened by the expansion of agriculture and urban development by non‐Aetas, primarily the majority Tagalog population. The Aeta continue to endure dispossession, poverty and political discrimination through decades of protracted land rights processes. This review explores the potential use of recent genetic evidence in anthropology and human geography to legitimize the Aeta's status as Indigenous people and contradict the perspective of some governments in the Asia Pacific region who question the existence of Indigenous peoples generally, often from fear of land tenure and associated political repercussions. The acquisition and use of genetic research on Indigenous populations is both socially and politically contested through fear of the potential to jeopardize sovereignty claims and lead to biologically‐based discrimination. However, the full implications of the potential use of genetic research to legitimize Indigenous status, as described within this research, has yet to be thoroughly explored. By exploring both the genetic and anthropological evidence using a case study of the Indigenous Aeta, this paper provides a unique approach to building a case for Indigenous rights, occupation, use of ancestral lands, self‐determination, and ultimately, recognition as Indigenous people.  相似文献

ABSTRACT

Urban greening, the improvement or increase of green spaces in cities, has purported environmental, individual, social and cultural benefits. The extent and qualities of urban green spaces, and our opportunities to engage with them, reflect and shape human responses to those spaces. Planning scholars recognise the traditional role and obligation of planning to help reduce social problems and see the potential for the public to be leaders in defining responses. However, use of technical, scientific and economic approaches by urban land managers can limit recognition of diverse connections to urban green and advance narrow conceptions of nature. We sample people’s responses to different forms of urban green and greening in three case studies from Melbourne, Australia. We show that modern connections and expressions are personal, social and dynamic. Human experiences are embedded in nature and connections develop from interactions with and about nature, in formal and informal spaces. Diverse connections prompt responses to nature, and actions affecting nature itself. Accordingly, we propose ways to develop more receptive, responsive, inclusive and connected forms of urban greening. These include recognising diverse connections and expressions, encouraging dynamic relationships with nature, and providing varied ways of engaging with urban green spaces that foster stewardship.  相似文献

The urban fringe areas of Nouakchott, the capital city of the Islamic Republic of Mauritania, have become virtual epicentres of informal property speculation, as the state‐owned land that people illegally inhabit becomes an increasingly valuable commodity in the wake of urban redevelopment plans and vast infrastructural development projects. By applying ingenious ‘poaching’ strategies based on anticipation, the marginalized, impoverished people inhabiting these areas appropriate and manipulate space in order to survive. In their attempt to counter the state's technologies of governance through what is commonly known as tcheb‐tchib, a form of creative improvisation, they become a driving force in the dynamic and contested reconfigurations of the urban landscape. Based on extended ethnographic fieldwork focusing on the strategies of former nomads who are now sedentarized on the urban fringe, this article conceives large‐scale urban renewal as a dynamic process that generates an emergent space of immanent potentiality that the urban poor attempt to strategically appropriate and enact to make the most of a potentially destructive process.  相似文献

The future impact of climate change will be a considerable challenge for all countries, and in particular Small Island Developing States. Challenges related to climate vulnerability and tenure security are exacerbated in areas of rapid urbanisation and urban growth, with highly vulnerable informal settlements a common result. Drawing on research into vulnerable informal settlements in the Greater Suva Urban Area in Fiji, this research seeks to better understand perceptions of climate vulnerability, adaptive capacity, tenure security and options for resettlement. This research confirmed that there are important linkages at the settlement level between tenure security, perception of vulnerability, and people’s ability to adapt. Two critical factors in any decision to resettle people are (i) providing tenure security for all people affected, and (ii) considering livelihood impacts as a result of resettlement. We conclude that vulnerability, tenure security and resettlement decisions are complex issues and specific to individual settlements, and to specific households within settlements.  相似文献
