Secure property rights are widely understood as critical for socio-economic development and sustainable land management in forested areas. Policies and programs, ranging from devolution of specific resource rights to formal land titling, have therefore been implemented to strengthen forest tenure and property rights in countries around the world. Despite the prevalence and importance of these efforts, however, systematic understanding of their effects on poverty remains lacking. We address this gap by systematically reviewing evidence on the impact of forest property rights interventions on poverty worldwide. We drew from a systematic map of evidence on forest-poverty links (Cheng et al., 2019) and used a population-intervention-comparator-outcome (PICO) framework to identify relevant studies. Our final dataset included 61 articles published from 2002 to 2016 comprising 91 case studies across 24 countries. Of these, only 11 articles (22 cases) used quasi-experimental methods to control for confounders. We find that almost all studied interventions (n = 88; 97%) focused on rights to access a forest area or withdraw resources from it. Relatively few studied interventions supported the more extensive property rights of exclusion (32%) and alienation (10%). Overall, reported impacts on both income/consumption and capital/assets dimensions of poverty were generally positive or mixed. Results from more robust quasi-experimental assessments showed greater variation, with case studies as likely to report negative as positive impacts on both poverty dimensions. We find tentative support for the economic theory that more secure property rights yield positive welfare effects. However, the paucity of evidence from more robust impact assessments constrains our ability to draw generalizable conclusions about the poverty impacts of different kinds of forest property rights interventions.  相似文献

We present a set of indicators of vulnerability and capacity to adapt to climate variability, and by extension climate change, derived using a novel empirical analysis of data aggregated at the national level on a decadal timescale. The analysis is based on a conceptual framework in which risk is viewed in terms of outcome, and is a function of physically defined climate hazards and socially constructed vulnerability. Climate outcomes are represented by mortality from climate-related disasters, using the emergency events database data set, statistical relationships between mortality and a shortlist of potential proxies for vulnerability are used to identify key vulnerability indicators. We find that 11 key indicators exhibit a strong relationship with decadally aggregated mortality associated with climate-related disasters. Validation of indicators, relationships between vulnerability and adaptive capacity, and the sensitivity of subsequent vulnerability assessments to different sets of weightings are explored using expert judgement data, collected through a focus group exercise. The data are used to provide a robust assessment of vulnerability to climate-related mortality at the national level, and represent an entry point to more detailed explorations of vulnerability and adaptive capacity. They indicate that the most vulnerable nations are those situated in sub-Saharan Africa and those that have recently experienced conflict. Adaptive capacity—one element of vulnerability—is associated predominantly with governance, civil and political rights, and literacy.  相似文献

Adaptation is a complex, dynamic, and sometimes unequal process. Stemming from social ecological systems theories of climate change adaptation and adaptive capacity, this case study introduces the concept of ‘divergent’ adaptation. Adaptation is divergent when one user or group's adaptation causes a subsequent reduction in another user or group's adaptive capacity in the same ecosystem. Using the example of pastoral and agricultural groups in northern and southern rainfall zones of Niger, this study illustrates the concept of divergent adaptation by identifying changes to the adaptive capacity of users who are currently engaged in conflicts over access to natural resources. Similar to other studies, we find that expansion of farmland and the consequent loss of pastoral space are restricting pastoral adaptation. Divergent adaptations favoring agricultural livelihoods include cultivating near or around pastoral wells or within pastoral corridors, both of which limit the mobility and entitlements of pastoralists. Institutions rarely secure pastoral routes and access to water points, a problem that is compounded by conflicting modes of governance, low accountability, and corruption. The case study illustrates the need to enhance the adaptive capacity of multiple user groups to reduce conflict, enhance human security, and promote overall resilience.  相似文献

The aim of this paper is to improve understanding of the adaptive capacity of European agriculture to climate change. Extensive data on farm characteristics of individual farms from the Farm Accountancy Data Network (FADN) have been combined with climatic and socio-economic data to analyze the influence of climate and management on crop yields and income and to identify factors that determine adaptive capacity. A multilevel analysis was performed to account for regional differences in the studied relationships. Our results suggest that socio-economic conditions and farm characteristics should be considered when analyzing effects of climate conditions on farm yields and income. Next to climate, input intensity, economic size and the type of land use were identified as important factors influencing spatial variability in crop yields and income. Generally, crop yields and income are increasing with farm size and farm intensity. However, effects differed among crops and high crop yields were not always related to high incomes, suggesting that impacts of climate and management differ by impact variable. As farm characteristics influence climate impacts on crop yields and income, they are good indicators of adaptive capacity at farm level and should be considered in impact assessment models. Different farm types with different management strategies will adapt differently.  相似文献

A number of international donors, national governments and project proponents have begun to lay the groundwork for REDD+, but tenure insecurity – including the potential risks of land grabbing by outsiders and loss of local user rights to forests and forest land – is one of the main reasons that many indigenous and other local peoples have publicly opposed it. Under what conditions is REDD+ a threat to local rights, and under what conditions does it present an opportunity? This article explores these issues based on available data from a global comparative study on REDD+, led by the Center for International Forestry Research, which is studying national policies and processes in 12 countries and 23 REDD+ projects in 6 countries. The article analyses how tenure concerns are being addressed at both national and project level in emerging REDD+ programs. The findings suggest that in most cases REDD+ has clearly provided some new opportunities for securing local tenure rights, but that piecemeal interventions by project proponents at the local level are insufficient in the absence of broader, national programs for land tenure reform. The potential for substantial changes in the status quo appear unlikely, though Brazil – the only one with such a national land tenure reform program – offers useful insights. Land tenure reform – the recognition of customary rights in particular – and a serious commitment to REDD+ both challenge the deep-rooted economic and political interests of ‘business as usual’.  相似文献

We tested two consequences of a currently influential theory based on the notion of seeing adaptations to climate change as local adjustments to deal with changing conditions within the constraints of the broader economic–social–political arrangements. The notion leaves no explicit role for the strength of personal beliefs in climate change and adaptive capacity. The consequences were: (i) adaptive action to climate change taken by an individual who is exposed to and sensitive to climate change is not influenced to a considerable degree by their strength of belief in climate change and (ii) adaptive action to climate change taken by an individual who is exposed to and sensitive to climate change is not influenced to a considerable degree by their strength of belief in an adaptive capacity. Data from a 2004 questionnaire of 1950 Swedish private individual forest owners, who were assumed exposed to and sensitive to climate change, were used. Strength of belief in climate change and adaptive capacities were found to be crucial factors for explaining observed differences in adaptation among Swedish forest owners.  相似文献

The conversion of tropical forests to croplands and grasslands is a major threat to global biodiversity, climate and local livelihoods and ecosystems. The enforcement of protected areas as well as the clarification and strengthening of collective and individual land property rights are key instruments to curb deforestation in the tropics. However, these instruments are territorial and can displace forest loss elsewhere. We investigate the effects of protected areas and various land tenure regimes on deforestation and possible spillover effects in Bolivia, a global tropical deforestation hotspot. We use a spatial Durbin model to assess and compare the direct and indirect effects of protected areas and different land tenure forms on forest loss in Bolivia from 2010 to 2017. We find that protected areas have a strong direct effect on reducing deforestation. Protected areas – which in Bolivia are all based on co-management schemes - also protect forests in adjacent areas, showing an indirect protective spillover effect. Indigenous lands however only have direct forest protection effects. Non-indigenous collective lands and small private lands, which are associated to Andean settlers, as well as non-titled lands, show a strong positive direct effect on deforestation. At the same time, there is some evidence that non-indigenous collective lands also encourage deforestation in adjacent areas, indicating the existence of spillovers. Interestingly, areas with high poverty rate tend to be less affected by deforestation whatever tenure form. Our study stresses the need to assess more systematically the direct and indirect effects of land tenure and of territorial governance instruments on land use changes.  相似文献

We discuss approaches to the assessment of vulnerability to climatevariability and change andattempt to clarify the relationship between the concepts of vulnerability andadaptation. In searchof a robust, policy-relevant framework, we define vulnerability in terms ofthe capacity ofindividuals and social groups to respond to, that is, to cope with, recoverfrom or adapt to, anyexternal stress placed on their livelihoods and well-being. The approach thatwe develop placesthe social and economic well-being of society at the centre of the analysis,focussing on thesocio-economic and institutional constraints that limit the capacity torespond. From thisperspective, the vulnerability or security of any group is determined byresource availability andby the entitlement of individuals and groups to call on these resources. Weillustrate theapplication of this approach through the results of field research in coastalVietnam, highlightingshifting patterns of vulnerability to tropical storm impacts at the household-and community-levelin response to the current process of economic renovation and drawingconclusions concerningmeans of supporting the adaptive response to climate stress. Four prioritiesfor action areidentified that would improve the situation of the most exposed members ofmany communities:poverty reduction; risk-spreading through income diversification; respectingcommon propertymanagement rights; and promoting collective security. A sustainable response,we argue, mustalso address the underlying causes of social vulnerability, including theinequitable distributionof resources.  相似文献

The focus of this study is on how changes in formal and informal institutions have differential impacts across populations in terms of vulnerability of livelihoods to drought, and the unequal processes that shape adaptation to new conditions. Drought vulnerability occurs as a result of exposure and sensitivity to interrelated economic, social, political, and ecological dynamics. There is a need for approaches that can evaluate how the ability to reduce these exposures and sensitivities becomes socially stratified. Building on our understanding of institutional and biophysical constraints in one pastoralist group ranch, we use an approach that draws on quantitative and qualitative data to combine analyses of entitlements, access, and adaptive capacity. We asked how, in a context of changing herding institutions, the ability to adapt to drought and other stressors, is differentiated among actors. We found that herders with higher livestock wealth are more likely to have entitlement sets that include factors that enable access to secure cattle grazing on private wildlife conservation lands, and access to more distant areas with herds of sheep and cattle – two key means of reducing exposure to drought vulnerability, leading to greater coping ability during drought. Those with lower livestock wealth rely disproportionately on illicit, precarious access to external grazing resources. Higher livestock wealth families experienced disproportionately lower sensitivity to drought with smaller losses of cattle, and likely have decreased sensitivity to drought-related market fluctuations, while others are primarily reliant on small stock and/or precarious access pathways. However, rather than naturalize this differential ability as merely increased adaptive capacity for some that are better able to adapt to novel, local conditions, we argue this instead reflects the unequal footing that households find themselves on, in a shifting institutional landscape of structural and relational access constraints and reconfigurations of reciprocity, that are intertwined with interventions by state and non-state actors.  相似文献

This paper investigates the equity implications of marketing ecosystem services in protected areas and rural communities. We use a three-tiered equity framework to analyse four distinct efforts to commercialise watershed recharge and carbon dioxide fixation by forests in Meso-America. We show that project development and participation are strongly mediated by organisational networks, as well as existing rights of access over land and forest resources. We demonstrate that procedural fairness diverges strongly when initiatives are implemented in protected areas or in rural communities. While in the former reserve managers and intermediaries concentrate all decision-making power, initiatives working with rural communities are able to integrate more significantly service providers in management decisions. Marketing ecosystem services in protected areas contributes to reduce expenditure rates for protected area management, but also results in less equitable outcomes, as rural communities and forest resource users become excluded from receiving sustained development benefits. When ecosystem services are commercialised by rural farmers, payments do not cover opportunity costs but act as a significant incentive for participation in most cases. Ecosystem service providers also benefit from complementary project activities, such as forest management training and agricultural extension support. We argue that limited economic impact and existing inequities in decision-making and outcomes can be explained by problems of institutional design, in particular the inability of markets and payments for ecosystem services to account for context-related factors, such as property rights.  相似文献

明确气候变化背景下大兴安岭林区气候干湿状况特征,揭示其对森林火灾的影响,可为该区域森林火灾管理和森林资源保护提供科学依据。基于大兴安岭林区1974—2016年标准化降水指数(SPI),采用统计分析和对比分析方法,系统研究不同干湿情景对森林火灾发生次数及过火面积的影响,并讨论不同等级干旱对其影响的异同性。结果表明:1974—2016年,年、季尺度上大兴安岭林区气候均呈湿润化趋势。森林火灾发生次数多(少)和过火面积大(小)与气候的干湿状况(等级)基本一致,但森林火灾的发生次数与气候干湿状况相关更为密切。年尺度上,SPI与火灾次数呈负相关,与过火面积的自然对数则呈较弱的负相关;季尺度上,各季节SPI与对应的林火次数和过火面积自然对数均呈显著的负相关,但与过火面积的相关程度差异较大,以春季相关最为显著,秋季次之,夏季则相对较弱;不同季节SPI与年林火次数和过火面积自然对数呈负相关,前一年冬季SPI对当年火灾次数的贡献最大。可见,气候干湿状况对森林火灾的影响存在明显的滞后效应。SPI不仅能较好地反映区域气候的干湿状况,亦能较好地指示森林火灾发生的可能性及发生火灾的过火面积的相对变化情况,可为森林火灾预测和管理提供科学依据。  相似文献

Mexico is relatively advanced in its preparation for international policy on Reduced Emissions from Deforestation and forest Degradation (REDD+) and has many of the pre-conditions needed to support a community approach in the implementation of a national REDD+ programme, particularly as regards tenure of forests and experience with community forest management and PES schemes, although these conditions do not pertain everywhere. One critical issue that is yet to be resolved concerns rights to carbon credits and distribution of the financial benefits flowing from REDD+. We demonstrate that attribution of carbon credits from reduced deforestation and degradation at the community level is virtually impossible from a technical viewpoint, since these credits are counterfactual. Payments based on assessment of performance of each community in terms of such reductions would moreover be inequitable and inefficient. Flat rate payments in return for agreed improvements in management are likely to be more motivating and much easier to administer. However, increases in carbon stock (forest enhancement) can be physically measured on site, and could be more easily attributed to each individual community. We therefore propose a system in which reduced deforestation and degradation are considered environmental services, with credits accruing to national government. The financial value of the credits may be used to finance flat rate payments to communities who agree to implement improved management. On the other hand, credits for forest enhancement, which reflect measurable increases in carbon in the communities’ trees, would be considered environmental goods. These should be considered the direct property of the owners of the forest (in the same sense as wood or poles) and it would be possible for communities to sell these credits themselves. We acknowledge however that many other problems face implementation of REDD+ in Mexico, and provide a number of important examples.  相似文献

An underlying understanding among adaptation and community-based natural resource management (CBNRM) scholars is the existence of important feedbacks between local resource management institutions and individual adaptive capacity. The relationship between CBNRM and individual adaptive capacity is of global concern given the ubiquity of CBNRM worldwide, the patent impacts of global changes at local levels, and the recent calls for the integration of climate and rural development policies. So far, however, there have not been formal, large-n studies of that relationship. This study aims to fill that gap by testing whether the performance of community-based water management institutions and communal land regimes have an impact on the effectiveness of farmers’ adaptation responses to climatic and global market disturbances. For this purpose, the study relies on a unique dataset of individual and collective features obtained from water user associations (WUAs) and ejidos in Mexico. According to the regression results, well-functioning community-based water management institutions have a positive and significant impact on individual farmers’ self-reported response effectiveness. The impact of communal land property is also significant but negative. These effects, which hold only in the context of climate disturbances but not market disturbances, can be explained by looking at the support given by the associations to farmers, and issues of communal land marginalization, respectively. Policies that strengthen the autonomy and capacity for cooperation of WUAs and ameliorate structural deficits in communal land regimes shall not only guarantee a long-advocated path for rural development but also help farmers deal with some of the climatic uncertainties that increasingly threaten agriculture.  相似文献

Climate change impacts are already happening through the world, and it is now clear that there is the need for an adaptive response from global institutions down to the local level. Reducing vulnerability to cope with climate variability might be more challenging in tropical countries than in North America or Europe. The ten papers of this special issue were presented during the Adaptclim conference that was held by the Sinergia Project, the CLARIS LPB project, and the GeoData Institute in Asunción, Paraguay, in 2010. All papers, except one regarding the Brahmaputra Basin in South Asia, present studies from South America. These studies are first contextualized geographically and then are related one to another by a simplified vulnerability concept linking climate stress to sensitivity and adaptive capacity of natural and human systems. One half of the papers focus on actual or future climate change and the present-day causes of the vulnerability of natural and agrosystems. Droughts are and will be the main source of stress for agriculture in South America. Increasing fragmentation of forest of the center of this continent is aggravating their vulnerability to dry spells. Another half of the studies of this special issue deal with the adaptive capacity human populations to system perturbations produced or enhanced by climate change. The studies point out inclusion of traditional knowledge and involvement of local actors in their own vulnerability assessment to increase adaptive capacity. These elements of climate justice, giving voice to those less responsible for carbon emissions but bearing their most severe consequences, allow the particular needs of a community to be considered and can direct adaptation policy toward preserving or rebuilding their specific capabilities under threat from climate change. The special issue also made clear that a basin analysis of the climate change problem could provide information, results, and methods more readily of use for the local population and decision makers.  相似文献

We used a mixed-methods approach to assess the impact of a ‘forest-friendly’ titling program on previously untitled lands surrounding the Cuyabeno Reserve in Ecuador. Such programs are part of an increasing trend in tenure formalization intended to simultaneously strengthen tenure security, reduce deforestation, and open the door for more incentive-based conservation programs. We use quasi-experimental methods to estimate and compare the impact of titling on forest outcomes for lands that are titled with certain limitations on the ownership bundle of rights, alongside lands titled but without these restrictions. This quantitative analysis is paired with results from a series of focus group interviews with landowners to understand their experiences with the titling effort, particularly tied to the restrictions. Our results point to a statistically significant impact of titling with restrictions on reducing deforestation by 34%, whereas titling without such restrictions resulted in no significant effect. When we explore impacts according to annual deforestation rates, the results suggest that titled lands are buffered from the surges in deforestation that otherwise occurred on untitled lands and more broadly across the region. While ‘forest-friendly’ restrictions had more of an effect on forest outcomes than titled lands without, the insights shared by landowners suggest important concerns about equity and unjust burdens on current households that could risk livelihood options for future generations.  相似文献

Biodiversity loss is one of the major international environmental problems. This paper analyses the question of how the use of genetic and biochemical resources in biotechnological industries might affect biodiversity conservation. It is argued that the answer will significantly depend on the concrete regimes of property rights on genetic resources and related biotechnological knowledge. One of the main conclusions derivable from this analysis is that a tightening of intellectual property rights may either aggravate biodiversity loss or strengthen biodiversity conservation, depending on various conditions. This result has interesting parallels to the results of second best theory. Furthermore it sheds new light on the debate regarding the relationship between the WTO Agreement on trade-related aspects of intellectual property rights (TRIPs) and biodiversity loss.  相似文献

Multi-level, networked participation is a vital component in building social–ecological resilience and the capacity to adapt to environmental change. This paper outlines the ways in which multi-level participation contributes to adaptive capacity and, in so doing, takes a step toward articulating a theory of participation based on resilience thinking. We use a case study of Gabra pastoralist communities of northern Kenya to illustrate how multi-level participation may lead to increasing adaptive capacity, above and beyond existing pastoralist adaptations. The findings suggest that adaptive capacity is systemic—that is to say, it is a property of the social–ecological system, including especially the network of institutional linkages that characterizes that system, as much as it is a property of particular actors within the system. We argue that there are three key elements of meaningful multi-level participation: an institutional environment in which the various levels of institutions are linked, inclusivity in decision-making at these various levels, and deliberation. These three features can work together to create meaningful multi-level participation, to facilitate the co-production of knowledge and to build adaptive capacity.  相似文献
