Terrestrial ecosystems provide a range of important services to humans, including global and regional climate regulation. These services arise from natural ecosystem functioning as governed by drivers such as climate, atmospheric carbon dioxide mixing ratio, and land-use change. From the perspective of carbon sequestration, numerous studies have assessed trends and projections of the past and future terrestrial carbon cycle, but links to the ecosystem service concept have been hindered by the lack of appropriate quantitative service metrics. The recently introduced concept of the Greenhouse Gas Value (GHGV) accounts for the land-atmosphere exchanges of multiple greenhouse gases by taking into consideration the associated ecosystem pool sizes, annual exchange fluxes and probable effects of natural disturbance in a time-sensitive manner. We use here GHGV as an indicator for the carbon sequestration aspects of the climate regulation ecosystem service, and quantify it at global scale using the LPJ-GUESS dynamic global vegetation model. The response of ecosystem dynamics and ecosystem state variables to trends in climate, atmospheric carbon dioxide levels and land use simulated by LPJ-GUESS are used to calculate the contribution of carbon dioxide to GHGV. We evaluate global variations in GHGV over historical periods and for future scenarios (1850–2100) on a biome basis following a high and a low emission scenario.GHGV is found to vary substantially depending on the biogeochemical processes represented in LPJ-GUESS (e.g. carbon–nitrogen coupling, representation of land use). The consideration of disturbance events that occur as part of an ecosystem's natural dynamics is crucial for realistic GHGV assessments; their omission results in unrealistically high GHGV. By considering the biome-specific response to current climate and land use, and their projections for the future, we highlight the importance of all forest biomes for maintaining and increasing biogeochemical carbon sequestration. Under future climate and carbon dioxide levels following a high emission scenario GHGV values are projected to increase, especially so in tropical forests, but land-use change (e.g. deforestation) opposes this trend. The GHGV of ecosystems, especially when assessed over large areas, is an appropriate metric to assess the contribution of different greenhouse gases to climate and forms a basis for the monetary valuation of the climate regulation service ecosystems provide.  相似文献

Global agroecosystems can contribute to both climate change mitigation and biodiversity conservation, and market mechanisms provide a highly prospective means of achieving these outcomes. However, the ability of markets to motivate the supply of carbon sequestration and biodiversity services from agricultural land is uncertain, especially given the future changes in environmental, economic, and social drivers. We quantified the potential supply of these services from the intensive agricultural land of Australia from 2013 to 2050 under four global outlooks in response to a carbon price and biodiversity payment scheme. Each global outlook specified emissions pathways, climate, food demand, energy price, and carbon price modeled using the Global Integrated Assessment Model (GIAM). Using a simplified version of the Land Use Trade-Offs (LUTO) model, economic returns to agriculture, carbon plantings, and environmental plantings were calculated each year. The supply of carbon sequestration and biodiversity services was then quantified given potential land use change under each global outlook, and the sensitivity of the results to key parameters was assessed. We found that carbon supply curves were similar across global outlooks. Sharp increases in carbon sequestration supply occurred at carbon prices exceeding 50 $ tCO2−1 in 2015 and exceeding 65 $ tCO2−1 in 2050. Based on GIAM-modeled carbon prices, little carbon sequestration was expected at 2015 under any global outlook. However, at 2050 expected carbon supply under each outlook differed markedly, ranging from 0 to 189 MtCO2 yr−1. Biodiversity services of 3.32% of the maximum may be achieved in 2050 for a 1 $B investment under median scenario settings. We conclude that a carbon market can motivate supply of substantial carbon sequestration but only modest amounts of biodiversity services from agricultural land. A complementary biodiversity payment can synergistically increase the supply of biodiversity services but will not provide much additional carbon sequestration. The results were sensitive to global drivers, especially the carbon price, and the domestic drivers of adoption hurdle rate and agricultural productivity. The results can inform the design of an effective national policy and institutional portfolio addressing the dual objectives of climate change and biodiversity conservation that is robust to future uncertainty in both national and global drivers.  相似文献

The purpose of this paper is to develop and apply a new method to assess economic potential for agricultural greenhouse gas mitigation. This method uses secondary economic data and conventional econometric production models, combined with estimates of soil carbon stocks derived from biophysical simulation models such as Century, to construct economic simulation models that estimate economic potential for carbon sequestration. Using this method, simulations for the central United States show that reduction in fallow and conservation tillage adoption in the wheat-pasture system could generate up to about 1.7 million MgC/yr, whereas increased adoption of conservation tillage in the corn–soy–feed system could generate up to about 6.2 million MgC/yr at a price of $200/MgC. About half of this potential could be achieved at relatively low carbon prices (in the range of $50 per ton). The model used in this analysis produced estimates of economic potential for soil carbon sequestration potential similar to results produced by much more data-intensive, field-scale models, suggesting that this simpler, aggregate modeling approach can produce credible estimates of soil carbon sequestration potential. Carbon rates were found to vary substantially over the region. Using average carbon rates for the region, the model produced carbon sequestration estimates within about 10% of those based on county-specific carbon rates, suggesting that effects of spatial heterogeneity in carbon rates may average out over a large region such as the central United States. However, the average carbon rates produced large prediction errors for individual counties, showing that estimates of carbon rates do need to be matched to the spatial scale of analysis. Transaction costs were found to have a potentially important impact on soil carbon supply at low carbon prices, particularly when carbon rates are low, but this effect diminishes as carbon prices increase. Blue carbon refers to the considerable amounts of carbon sequestered by mangroves, seagrass beds, tidal marshes and other coastal and marine vegetated ecosystems. At the present time, carbon market mechanisms to compensate those conserving blue carbon ecosystems, and thus reducing carbon emissions, are not yet in place. The ecosystem services provided by coastal vegetated ecosystems extend beyond their carbon storage capacity, and include their contribution to fishery production; shoreline protection; provision of habitat for wildlife and migratory species; flood water attenuation; nutrient cycling, pollution buffering; as well as their cultural, spiritual, subsistence and recreational uses. Because these services are of high economic, social and cultural value, the management and protection of blue carbon ecosystems could build collaboration between climate change and biodiversity practitioners on the national and international level. Such collaboration would also allow for the transfer of lessons learned from coastal management and conservation activities to carbon mitigation projects, and would include the need to work closely together with indigenous peoples and local communities. Resulting management activities on the local level could utilize and strengthen traditional knowledge and management systems related to blue carbon ecosystems, and increase both the resilience of biodiversity and that of coastal communities, as well as provide for long-term storage of blue carbon. While the challenge of scaling up local initiatives remains, some concrete examples already exist, such as the network of locally-managed marine areas (LMMAs) in the Pacific and beyond.  相似文献

Researchers have been analyzing the costs of carbon sequestration for approximately twelve years. The purpose of this paper is to critically review the carbon sequestration cost studies of the past dozen years that have evaluated the cost-effectiveness of the forestry option. Several conclusions emerge. While carbon sequestration cost studies all contain essentially the same components they are not comparable on their face due to the inconsistent use of terms, geographic scope, assumptions, program definitions, and methods. For example, there are at least three distinct definitions for a `ton of carbon' that in turn lead to significantly different meanings for the metric `dollars per ton of carbon'. This difference in carbon accounting further complicates comparison of studies. After adjusting for the variation among the studies, it appears that carbon sequestration may play a substantial role in a global greenhouse gas emissions abatement program. In the cost range of 10 to 150 dollars per ton of carbon it may be possible to sequester 250 to 500 million tons per year in the United States, and globally upwards of 2,000 million tons per year, for several decades. However, there are two unresolved issues that may seriously affect the contribution of carbon sequestration to a greenhouse gas mitigation program, and they will likely have counteracting effects. First, the secondary benefits of agricultural land conversion to forests may be as great as the costs. If that is the case, then the unit costs essentially disappear, making carbon sequestration a no-regrets strategy. In the other direction, if leakage is a serious issue at both the national and international levels, as suggested by some studies, then it may occur that governments will expend billions of dollars in subsidies or other forms of incentives, with little or no net gain in carbon, forests or secondary benefits. Preliminary results suggest that market interactions in carbon sequestration program analyses require considerably more attention. This is especially true for interactions between the forest and agricultural land markets and between the wood product sink and the timber markets.  相似文献

This study investigates the cost of soil carbon sequestration in the Midwest US. The model addresses several missing components in earlier analyses: the link between the residue level choice and carbon payments, crop rotations, carbon loss when shifting from conservation to conventional tillage and the spatial pattern of carbon sequestration across different soil types. The results suggest that for $100 per metric ton of carbon, 1.5 million metric tons of carbon could be sequestered per year on the 19.9 million hectares of cropland in the study region. These estimates suggest less carbon potential than existing studies because the opportunity costs associated with conservation tillage are fairly high. Annual carbon rental payments are found to be more efficient, as expected, but for smaller programs, per hectare rental payments are not substantially more costly.  相似文献

Integrated estimates of global terrestrial carbon sequestration   总被引:1,自引:0,他引:1
Assessing the contribution of terrestrial carbon sequestration to climate change mitigation requires integration across scientific and disciplinary boundaries. A comprehensive analysis incorporating ecologic, geographic and economic data was used to develop terrestrial carbon sequestration estimates for agricultural soil carbon, reforestation and pasture management. These estimates were applied in the MiniCAM integrated assessment model to evaluate mitigation strategies within policy and technology scenarios aimed at achieving atmospheric greenhouse gas stabilization by 2100. Terrestrial sequestration reaches a peak rate of 0.5–0.7 GtC yr−1 in mid-century with contributions from agricultural soils (0.21 GtC yr−1), reforestation (0.31 GtC yr−1) and pasture (0.15 GtC yr−1). Sequestration rates vary over time and with different technology and policy scenarios. The combined contribution of terrestrial sequestration over the next century ranges from 23 to 41 GtC.

The theoretical potential for carbon forests to off-set greenhouse gas emissions may be high but the achievable rate is influenced by a range of economic and social factors. Economic returns (net present value, NPV) were calculated spatially across the cleared land area in Australia for ‘environmental carbon plantings’. A total of 105 scenarios were run by varying discount rate, carbon price, rate of carbon sequestration and costs for plantation establishment licenses for water interception. The area for which NPV was positive ranged from zero ha for tightly constrained scenarios to almost the whole of the cleared land (104 M ha) for lower discount rate and highest carbon price. For the most plausible assumptions for cost of establishment and commercial discount rate, no areas were identified as profitable until a carbon price of AUD$40 t CO2 ?1 was reached. The many practical constraints to plantation establishment mean that it will likely take decades to have significant impact on emission reductions. Every 1 M ha of carbon forests established would offset about 1.4 % of Australia’s year 2000 emissions (or 7.4 Mt CO2 year?1) when an average rate of sequestration per ha was reached. All studies that predict large areas of potentially profitable land for carbon forestry need to be tempered by the realities that constrain land use change. In Australia and globally, carbon plantings can be a useful activity to help mitigate emissions and restore landscapes but it should be viewed as a long-term project in which co-benefits such as biodiversity enhancement can be realised.  相似文献

This paper offers some thoughts on the value added of new economic estimates of climate change damages. We begin with a warning to beware of analyses that are so narrow that they miss a good deal of the important economic ramifications of the full suite of manifestations of climate change. Our second set of comments focuses attention on one of the most visible products of integrated assessment modeling—estimates of the social cost of carbon which we take as one example of aggregate economic indicators that have been designed to summarize climate risk in policy deliberations. Our point is that these estimates are so sensitive to a wide range of parameters that improved understanding of economic damages across many (if not all) climate sensitive sectors may offer only limited value added. Having cast some doubt on the ability of improved estimates of economic damages to increase the value of economic damage estimates in integrated assessment modeling designed to inform climate policy deliberations, we offer an alternative approach—describing implicitly a research agenda that could (a) effectively inform mitigation decisions while, at the same time, (b) providing economic estimates for aggregate indicators like the social cost of carbon.

Exposure of plants to ozone inhibits photosynthesis and therefore reduces vegetation production and carbon sequestration. The reduced carbon storage would then require further reductions in fossil fuel emissions to meet a given CO2 concentration target, thereby increasing the cost of meeting the target. Simulations with the Terrestrial Ecosystem Model (TEM) for the historical period (1860–1995) show the largest damages occur in the Southeast and Midwestern regions of the United States, eastern Europe, and eastern China. The largest reductions in carbon storage for the period 1950–1995, 41%, occur in eastern Europe. Scenarios for the 21st century developed with the MIT Integrated Global Systems Model (IGSM) lead to even greater negative effects on carbon storage in the future. In some regions, current land carbon sinks become carbon sources, and this change leads to carbon sequestration decreases of up to 0.4 Pg C yr−1 due to damage in some regional ozone hot spots. With a climate policy, failing to consider the effects of ozone damage on carbon sequestration would raise the global costs over the next century of stabilizing atmospheric concentrations of CO2 equivalents at 550 ppm by 6 to 21%. Because stabilization at 550 ppm will reduce emission of other gases that cause ozone, these additional benefits are estimated to be between 5 and 25% of the cost of the climate policy. Tropospheric ozone effects on terrestrial ecosystems thus produce a surprisingly large feedback in estimating climate policy costs that, heretofore, has not been included in cost estimates.  相似文献

Increasing concentrations of CO2 and other greenhouse gases (GHG) in the Earth's atmosphere have the potential to enhance the natural greenhouse effect, which may result in climatic changes. The main anthropogenic contributors to this increase are fossil fuel combustion, land use conversion, and soil cultivation. It is clear that overcoming the challenge of global climate change will require a combination of approaches, including increased energy efficiency, energy conservation, alternative energy sources, and carbon (C) capture and sequestration. The United States Department of Energy (DOE) is sponsoring the development of new technologies that can provide energy and promote economic prosperity while reducing GHG emissions. One option that can contribute to achieving this goal is the capture and sequestration of CO2 in geologic formations. An alternative approach is C sequestration in terrestrial ecosystsems through natural processes. Enhancing such natural pools (known as natural sequestration) can make a significant contribution to CO2 management strategies with the potential to sequester about 290 Tg C/y in U.S. soils. In addition to soils, there is also a large potential for C sequestration in above and belowground biomass in forest ecosystems.A major area of interest to DOE's fossil energy program is reclaimed mined lands, of which there may be 0.63 ×106 ha in the U.S. These areas are essentially devoid of soil C; therefore, they provide an excellent opportunity to sequester C in both soils and vegetation. Measurement of C in these ecosystems requires the development of new technology and protocols that are accurate and economically viable. Field demonstrations are needed to accurately determine C sequestration potential and to demonstrate the ecological and aesthetic benefits in improved soil and water quality, increased biodiversity, and restored ecosystems. The DOE's research program in natural sequestration highlights fundamental and applied studies, such as the development of measurement, monitoring, and verification technologies and protocols and field tests aimed at developing techniques for maximizing the productivity of hitherto infertile soils and degraded ecosystems.  相似文献

The emissions reduction pledges made by individual countries through the 2015 Paris Agreement represent the current global commitment to mitigate greenhouse gas emissions in the face of the enduring climate crisis. Natural lands carbon sequestration and storage are critical for successful pathways to global decarbonization (i.e., as a negative emissions technology). Coastal vegetated habitats maintain carbon sequestration rates exceeding forest sequestration rates on a per unit area basis by nearly two orders of magnitude. These blue carbon habitats and their associated carbon sequestration benefits are vulnerable to losses from land-use change and sea-level rise. Incorporation of blue carbon habitats in climate change policy is one strategy for both maintaining these habitats and conserving significant carbon sequestration capabilities. Previous policy assessments have found the potential for incorporation of coastal carbon sequestration in national-level policies, yet there has – to date – been little inclusion of blue carbon in the national-scale implementation of Paris commitments. Recently, sub-national jurisdictions have gained attention as models for pathways to decarbonization. However, few previous studies have examined sub-national level policy opportunities for operationalizing blue carbon into climate decision-making. California is uniquely poised to integrate benefits from blue carbon into its coastal planning and management and its suite of climate mitigation policies. Here, we evaluated legal authorities and policy contexts addressing sequestration specifically from blue carbon habitats. We synthesized the progressive action in California’s approaches to mitigate carbon emissions including statutory, regulatory, and non-regulatory opportunities to incorporate blue carbon ecosystem service information into state- and local-level management decisions. To illustrate how actionable blue carbon information can be produced for use in decision-making, we conducted a spatial analysis of blue carbon sequestration in several locations in California across multiple agencies and management contexts. We found that the average market values of carbon sequestration services in 2100 ranged from $7,730 to $44,000 per hectare and that the social cost of carbon sequestration value was 1.3 to 2.7 times the market value. We also demonstrated that restoration of small areas with high sequestration rates can be comparable to the sequestration of existing marshes. Our results illustrate how accessible information about carbon sequestration in coastal habitats can be directly incorporated into existing policy frameworks at the sub-national scale. The incorporation of blue carbon sequestration benefits into sub-national climate policies can serve as a model for the development of future policy approaches for negative emissions technologies, with consequences for the success of the Paris Agreement and science-based decarbonization by mid-century.  相似文献

Soil carbon sequestration has been regarded as a cheap and cost-effective way to sequester carbon until other technologies to tackle climate change become available or more cost-effective. An assessment of the social desirability of a soil carbon sequestration policy requires the consideration of all associated social costs and benefits. Measures to re-accumulate carbon in soils have ancillary or co-effects on the environment that can be beneficial or detrimental to social welfare and few of which are traded in markets. This paper discusses issues related to the development of soil carbon sequestration policies into agri-environmental schemes and reports findings from an application of a choice experiment to elicit preferences and estimate benefits of a soil carbon programme in Scotland under consideration of co-effects on biodiversity and rural viability. Preferences for soil carbon based mitigation are found to be heterogeneous and related to beliefs about climate change and attitudes towards its mitigation. Benefit estimates suggest that including co-effects can significantly change the outcome of cost?Cbenefit tests. Implications for the development of climate change policies are discussed.  相似文献

In order to study the effects of a change in the economic system on carbon balance at a national scale, a balance of the carbon influx and effluxes was prepared for forest ecosystems in Poland for 1988, and was repeated for 1990. The year 1988 was the first year of drastic economic changes (and severe crises) in Poland. Two entirely different approaches were used to estimate the carbon influx into a forest ecosystem. The forest inventory approach was based on data from conventional measurements of merchantable timber in forests, whereas the carbon flux and allocation approach was based on the estimate of net photosynthetic productivity of forest ecosystems to calculate the carbon influx. Results from both approaches were within the range 1.17 to 5.77t C/ha/yr which most likely defined lower and upper limits for the carbon influx into forest ecosystems in Poland. On the national scale, the carbon influx into Polish forest ecosystems was estimated by the forest inventory approach to be about 12.8 Mt C/yr. This result was similar for both years. Efflux of carbon from Polish forest ecosystems resulted almost entirely from the decay of logging residues. The efflux in 1990 (3.82 Mt C/yr) was about 26% lower than that in 1988. Storage of the carbon in Polish forest ecosystems (including an estimate of the carbon pool in forest soils) was 1.8% greater in 1990 (2518 Mt C) than in 1988, when it equalled 2473 Mt C.  相似文献

A significant challenge in resource management is addressed: the perceived trade-off between economic growth and ecosystem restoration and conservation. Traditional approaches to management regard restoration as a potential cost to economic productivity. In this study we show that by considering a broader range of economic values, including ecosystem services values, an argument can be made that restoration of lake ecosystems also leads to favourable economic outcomes when commonly disregarded values are considered. Our case study analyses the ecological outcomes of different catchment mitigation and land use scenarios in terms of water quality results in a lake, assessing changes in land use values based on opportunity costs, and ecosystem services values. We show that when considering the value of ecosystem services, intensive agricultural land use is not necessarily the most economically valuable form of land use within a lake catchment. Indeed, a shift towards alternative land uses within a catchment can lead to both ongoing economic benefits and improvements in water quality. In this context, land-use change offers an option for water quality improvement that minimises lake and land mitigation costs, while adding value to catchment land use. An argument is made supporting land use change towards indigenous forest types, which can sustain alternative sources of income such as a range of recreational values, while supporting important ecosystem functions for the region.  相似文献

Climate change is leading to a redistribution of marine species, altering ecosystem dynamics as species extend or shift their geographic ranges polewards with warming waters. In marine systems, range shifts have been observed in a wide diversity of species and ecosystems and are predicted to become more prevalent as environmental conditions continue to change. Large-scale shifts in the ranges of marine species will likely have dramatic socio-economic and management implications. Australia provides a unique setting in which to examine the range of consequences of climate-induced range shifts because it encompasses a diverse range of ecosystems, spanning tropical to temperate systems, within a single nation and is home to global sea surface temperature change ‘hotspots’ (where range shifts are particularly likely to occur). We draw on global examples with a particular emphasis on Australian cases to evaluate these consequences. We show that in Australia, range shifts span a variety of ecosystem types, trophic levels, and perceived outcomes (i.e., negative versus positive). The effect(s) of range shifts on socio-economic change variables are rarely reviewed, yet have the potential to have positive and/or negative effects on economic activities, human health and ecosystem services. Even less information exists about potential management responses to range-shifting species. However, synthesis of these diverse examples provides some initial guidance for selecting effective adaptive response strategies and management tools in the face of continuing climate-mediated range shifts.  相似文献

This paper examines soil carbon sequestration in developing countries in sub-Saharan Africa as part of regional and global attempts to mitigate greenhouse gas emissions and the possibility that the development of greenhouse gas mitigation projects will offer local ancillary benefits. The paper documents the improvements in agricultural practices and land-use management in sub-Saharan Africa that could increase agricultural productivity and sequester soil carbon. During the first five-year commitment period of the Kyoto Protocol, only afforestation and reforestation projects will be eligible for crediting under the Clean Development Mechanism, but soil carbon sequestration and broader sink activities could become eligible during subsequent commitment periods. However, very few cost estimates of soil carbon sequestration strategies exist, and available data are not readily comparable. It is uncertain how large amounts of carbon could be sequestered, and it is unclear how well site-specific studies represent wider areas. It is concluded that there presently is a need to launch long-term (>10 years) field experiments and demonstration and pilot projects for soil carbon sequestration in Africa. It will be important to monitor all environmental effects and carbon `costs' as well as estimate all economic benefits and costs of projects.  相似文献

The present study estimates the net emission of carbon from the forest sector in India. For the reference year (1986), the gross emission from deforestation in that year, plus committed emissions from deforestation in the preceding years, is estimated to be 64 × 106 t of C. The carbon sequestration (or net woody biomass accumulation in trees for long-term storage) from the area brought under tree plantations and the existing forest area under forest succession is estimated to offset the gross carbon emission in India, leading to no net emissions of carbon from the forest sector. Medium-term projections for India (for the year 2011) show that under a business as usual scenario at current rates of afforestation, projected carbon emissions would continue to be balanced by sequestration.  相似文献
