Deforestation for agriculture is a key threat to global carbon stocks, biodiversity, and indigenous ways of life. In the absence of strong territorial governance, zero-deforestation commitments (ZDCs), corporate policies to decouple food production from deforestation, remain a central tool to combat this issue. Yet evidence on their effectiveness remains mixed and the mechanisms limiting effectiveness are poorly understood. To advance understanding of ZDCs’ potential at reducing deforestation, we developed the first spatially explicit estimates of farmers’ exposure to ZDC companies in the Brazilian Amazon cattle sector. Exposure was measured by determining the market share of ZDC firms from the first full year of ZDC adoption in 2010 until 2018. Our analysis evaluated how variation in this exposure influenced deforestation. We found the G4 Agreement, the most widespread and strongly implemented cattle ZDC, reduced cattle-driven deforestation by 7,000 ± 4,000 km2 (15 ± 8%) between 2010 and 2018. Additionally, had all firms adopted and implemented an effective ZDC, cattle-driven deforestation could have dropped by 24,000 ± 13,000 km2 (51 ± 28%). These results for the world’s principal deforestation hotspot suggests supply chain policies can substantially reduce deforestation. However, their effectiveness is contingent on widespread adoption and rigorous implementation, both of which are currently insufficient to prevent large scale deforestation. Increased adoption and implementation could be incentivized through greater pressure from the Brazilian government and import countries.  相似文献

Zero-deforestation commitments are a type of voluntary sustainability initiative that companies adopt to signal their intention to reduce or eliminate deforestation associated with commodities that they produce, trade, and/or sell. Because each company defines its own zero-deforestation commitment goals and implementation mechanisms, commitment content varies widely. This creates challenges for the assessment of commitment implementation or effectiveness. Here, we develop criteria to assess the potential effectiveness of zero-deforestation commitments at reducing deforestation within a company supply chain, regionally, and globally. We apply these criteria to evaluate 52 zero-deforestation commitments made by companies identified by Forest 500 as having high deforestation risk. While our assessment indicates that existing commitments converge with several criteria for effectiveness, they fall short in a few key ways. First, they cover just a small share of the global market for deforestation-risk commodities, which means that their global impact is likely to be small. Second, biome-wide implementation is only achieved in the Brazilian Amazon. Outside this region, implementation occurs mainly through certification programs, which are not adopted by all producers and lack third-party near-real time deforestation monitoring. Additionally, around half of all commitments include zero-net deforestation targets and future implementation deadlines, both of which are design elements that may reduce effectiveness. Zero-net targets allow promises of future reforestation to compensate for current forest loss, while future implementation deadlines allow for preemptive clearing. To increase the likelihood that commitments will lead to reduced deforestation across all scales, more companies should adopt zero-gross deforestation targets with immediate implementation deadlines and clear sanction-based implementation mechanisms in biomes with high risk of forest to commodity conversion.  相似文献

Environmental conservation programs in China have increasingly emphasized integration of market-based logic into regulatory programs. But the realization of market logic and the effectiveness of such efforts are widely questioned by scientists and policy analysts. We empirically analyze the design, implementation, and outcomes of the ecological restoration program in the Three-Rivers Headwater Region in China, a large-scale conservation scheme aimed at restoring degraded grasslands and improving local livelihoods. Results indicate that the market mechanisms emphasized in the design of the policy were not realized in practice due to inadequate use of scientific measurements, lack of accountability, and poor monitoring and enforcement. Moreover, because enrollment was not voluntary, as is generally expected in market-based programs, there were negative impacts on herders. A household survey (n = 202) of local herders shows that if conservation incentives were properly designed and implemented, 67% would voluntarily participate in the program. Variance recorded in ecological and socioeconomic conditions points to opportunities to use market-based policy instruments to integrate local information into decision making regarding targeting of land conservation and land retirement. The potential of market-based environmental policies can be expanded through commitments to scientific measurement, voluntary participation, and outcome-based payments.  相似文献

Collective Payments for Ecosystem Services (PES), where forest users receive compensation conditional on group rather than individual performance, are an increasingly used policy instrument to reduce tropical deforestation. However, implementing effective, (cost) efficient and equitable (3E) collective PES is challenging because individuals have an incentive to free ride on others’ conservation actions. Few comparative studies exist on how different enforcement strategies can improve collective PES performance. We conducted a framed field experiment in Brazil, Indonesia and Peru to evaluate how three different strategies to contain the local free-rider problem perform in terms of the 3Es: (i) Public monitoring of individual deforestation, (ii) internal, peer-to-peer sanctions (Community enforcement) and (iii) external sanctions (Government enforcement). We also examined how inequality in wealth, framed as differences in deforestation capacity, affects policy performance. We find that introducing individual level sanctions can improve the effectiveness, efficiency and equity of collective PES, but there is no silver bullet that consistently improves all 3Es across country sites. Public monitoring reduced deforestation and improved the equity of the program in sites with stronger history of collective action. External sanctions provided the strongest and most robust improvement in the 3Es. While internal, peer enforcement can significantly reduce free riding, it does not improve the program’s efficiency, and thus participants’ earnings. The sanctioning mechanisms failed to systematically improve the equitable distribution of benefits due to the ineffectiveness of punishments to target the largest free-riders. Inequality in wealth increased group deforestation and reduced the efficiency of Community enforcement in Indonesia but had no effect in the other two country sites. Factors explaining differences across country sites include the history of collective action and land tenure systems.  相似文献

ABSTRACT

Changes in agricultural practices can play a pivotal role in climate change mitigation by reducing the need for land use change as one of the biggest sources of GHG emissions, and by enabling carbon sequestration in farmers’ fields. Expansion of smallholder and commercial agriculture is often one of the main driving forces behind deforestation and forest degradation. However, mitigation programmes such as REDD+ are geared towards conservation efforts in the forestry sector without prominently taking into account smallholder agricultural interests in project design and implementation. REDD+ projects often build on existing re- and afforestation projects without major changes in their principles, interests and assumptions. Informed by case study research and interviews with national and international experts, we illustrate with examples from Ethiopia and Indonesia how REDD+ projects are implemented, how they fail to adequately incorporate the demands of smallholder farmers and how this leads to a loss of livelihoods and diminishing interest in participating in REDD+ by local farming communities. The study shows how the conservation-based benefits and insecure funding base in REDD+ projects do not compensate for the contraction in livelihoods from agriculture. Combined with exclusive benefit-sharing mechanisms, this results in an increased pressure on forest resources, diverging from the principal objective of REDD+. We note a gap between the REDD+ narratives at international level (i.e. coupling development with a climate agenda) and the livelihood interests of farming communities on the ground. We argue that without incorporating agricultural interests and a review of financial incentives in the design of future climate finance mechanisms, objectives of both livelihood improvements and GHG emission reductions will be missed.

The rapid expansion of the production of agricultural commodities such as beef, cocoa, palm oil, rubber and soybean is associated with high rates of deforestation in tropical forest landscapes. Many state, civil society and market sector actors are engaged in developing and implementing innovative interventions that aim to enhance the sustainability of commodity supply chains by affecting where and how agricultural production occurs, particularly in relation to forests. These interventions – in the form of novel or moderated institutions and policies, incentives, or information and technology – can influence producers directly or achieve their impacts indirectly by influencing consumer, retailer and processor decisions. However, the evidence base for assessing the impacts of these interventions in reducing the negative impacts of commodity agriculture production in tropical forest landscapes remains limited, and there has been little comparative analysis across commodities, cases, and countries. Further, there is little consensus of the governance mechanisms and institutional arrangements that best support such interventions. We develop a framework for analyzing commodity supply chain interventions by different actors across multiple contexts. The framework can be used to comparatively analyze interventions and their impacts on commodity production with respect to the spatial and temporal scales over which they operate, the groups of supply chain actors they affect, and the combinations of mechanisms upon which they depend. We find that the roles of actors in influencing agricultural production depends on their position and influence within the supply chain; that complementary institutions, incentives and information are often combined; and that multi-stakeholder collaborations between different groups of actors are common. We discuss how the framework can be used to characterize different interventions using a common language and structure, to aid planning and analysis of interventions, and to facilitate the evaluation of interventions with respect to their structure and outcomes. Studying the collective experience of multiple interventions across commodities and spatial contexts is necessary to generate more systematic understandings of the impacts of commodity supply chain interventions in forest-agriculture landscapes.  相似文献

Institution-oriented, top-down and community-oriented, bottom-up stakeholder approaches are evaluated for their ability to enable or constrain the implementation of adaptation in developing nations. A systematic review approach is used evaluate the project performance of 18 adaptation projects by three of the Global Environment Facility's (GEF) adaptation programmes (the Strategic Priority for Adaptation (SPA), the Special Climate Change Fund (SCCF), and the National Adaptation Programs of Action (NAPA)) according to effectiveness, efficiency, equity, legitimacy, flexibility, sustainability, and replicability. The ten SPA projects reviewed performed highest overall, especially with regards to efficiency, legitimacy, and replicability. The five SCCF projects performed the highest in equity, flexibility, and sustainability, and the three NAPA-related projects were the highest-performing projects with regards to effectiveness. A comparison of top-down and bottom-up approaches revealed that community stakeholder engagement in project design and implementation led to higher effectiveness, efficiency, equity, flexibility, legitimacy, sustainability, and replicability. Although low institutional capacity constrained both project success and effective community participation, projects that hired international staff to assist in implementation experienced higher overall performance. These case studies also illustrate how participatory methods can fail to genuinely empower or involve communities in adaptation interventions in both top-down and bottom-up approaches. It is thus crucial to carefully consider stakeholder engagement strategies in adaptation interventions.Policy relevanceWhile adaptation is now firmly on the policy and research agenda, actual interventions to reduce vulnerability and enhance resilience remain in their infancy, and there is limited information on the factors that influence the successful implementation of adaptation in developing areas. Engaging stakeholders in assessing vulnerability and implementing adaptation interventions is widely regarded to be an important factor for adaptation implementation and success. However, no study has evaluated the effects of stakeholder engagement in the actual implementation of adaptation initiatives. Effective stakeholder engagement is challenging, especially in a developing nation setting, due to high levels of poverty, inadequate knowledge on adaptation options, weak institutions, and competing interests to address more immediate problems related to poverty and underdevelopment. In this context, this article documents and characterizes stakeholder engagement in adaptation interventions supported through the GEF, examining how top-down or bottom-up stakeholder approaches enable or constrain project performance.  相似文献

The principle of common, but differentiated, responsibilities and respective capabilities (CBDR&RC) is fundamental to the UNFCCC. Some options for a nuanced model of differentiation that addresses both responsibility and capability in a changing world are explored, such as new categories of countries, and some of the political issues that such a model might face are considered. The strengths and limitations of options for graduation based on ‘objective’ criteria such that countries could move between categories or ‘graduate’ – an option provided by the UNFCCC – are discussed. Countries could also choose to join another club (e.g. the G20), self-elect into categories or differentiate among themselves implicitly by accepting different commitments and actions. CBDR&RC will form part of the overall legally binding agreement, and must apply symmetry in some respects and differentiation in others to the commitments and actions contained therein. Some possible characteristics of CBDR&RC of relevance in a regime ‘applicable to all’ are outlined. These include promoting climate action and using mechanisms available in the UNFCCC to instil dynamism. Differentiation on mitigation must consider the distinctions between absolute and relative reductions, as well as commitments to outcomes and implementation. CBDR&RC should be applied to mitigation, adaptation, and the means of implementation.

Policy relevance

In Durban, Parties agreed to negotiate a regime ‘applicable to all’, which sent a political signal that there should be greater symmetry between nations. The world has changed since the UNFCCC was negotiated in 1992. It is now less helpful to think only in terms of two groups of countries (e.g. Annex I and non-Annex I), and evident that there are significant differences between member states. This requires a more nuanced interpretation of the principles of equity and CBDR&RC, which is an integral part of the UNFCCC. The options for the different approaches outlined in this article might help in the construction of a more nuanced model. All must do more, while some must do more still than others. To achieve this, some defining characteristics of CBDR&RC in a regime applicable to all are suggested.  相似文献

Conservation actions generally benefit some groups more than others, and this inequity is thought to affect the probability of achieving conservation objectives. This has led to the common assumption that triple bottom line solutions – those that are effective, efficient, and equitable – are best and most likely to achieve each individual objective. Although this may be true, it has been little tested, and importantly lacks a conceptual foundation for understanding, predicting and evaluating how equity affects conservation outcomes. We describe types of equity relevant to conservation and explore how they may affect the probability of successfully achieving conservation outcomes. Depending on the equity type and context, the relationship between equity and conservation success varies. We find that the best conservation outcome is often achieved without perfect equity; highlighting the risk of ignoring the relationship between equity and success. We offer a conceptual foundation for better addressing this important issue in future research and application.  相似文献

There is currently a considerable effort to evaluate the performance of Payments for Ecosystem Services as an environmental management tool. The research presented here contributes to this work by using an experimental design to evaluate Payments for Ecosystem Services as a tool for supporting biodiversity conservation in the context of an African protected area. The trial employed a ‘before and after’ and ‘with and without’ design. We present the results of social and ecological surveys to investigate the impacts of the trial in terms of its effectiveness, efficiency and equity. We find the scheme to be effective at bringing about additional conservation outcomes. However, we also found that increased monitoring is similarly effective in the short term, at lower cost. The major difference – and arguably the significant contribution of the Payments for Ecosystem Services – was that it changed the motives for protecting the park and improved local perceptions both of the park and its authority. We discuss the implications of these results for conservation efficiency, arguing that efficiency should not be defined in terms of short-term cost-effectiveness, but also in terms of the sustainability of behavioral motives in the long term. This insight helps us to resolve the apparent trade-off between goals of equity and efficiency in Payments for Ecosystem Services.  相似文献

Voluntary (or non-binding) commitments offer an action-oriented mechanism for addressing interconnected, complex and pressing issues. Though not designed to replace negotiated or binding outcomes, voluntary commitments can offer a critical tool in currently ungoverned or under-governed systems. The Blue Economy is an example of a rapidly evolving agenda where formal governance arrangements are at best nascent, in part due to the trans-border nature of issues and prominent involvement of multiple types of actors. As such voluntary commitments provide an important mechanism through which to monitor the evolution of the concept and identify gaps or shortfalls in its implementation. Our analysis of global voluntary commitments on the Blue Economy made to recent high-profile ocean futures meetings, found a trend towards capacity development, research, and investment in emerging and larger scale sectors such as offshore aquaculture and renewable energy. A concurrent focus was on securitizing, regulating or diverting effort from historically significant fisheries sectors. European organizations are playing a dominant role in Blue Economy commitments, with a notable absence of commitments from major Blue Economy powers such as China and India. We identify a number of gaps and shortfalls, particularly in relation to active consideration of social equity in the Blue Economy. We identify a range of recommendations on how these deficiencies may be addressed through a greater focus on a broader suite of objectives and a more inclusive approach to ocean meetings.  相似文献

Equity has been at the core of the global climate debate since its inception over two decades ago, yet the current negotiations toward an international climate agreement in 2015 provide a new and critical opportunity to make forward progress on the difficult web of equity issues. These negotiations and the discussions about equity are taking place in a context that has shifted: all countries will be covered under a new agreement; growing climate impacts are being felt, especially by the most vulnerable; and there is an emergence of new institutions and increasing complexity in the international climate regime. Innovative thinking on equity, including which countries should take action and how, is therefore essential to finalizing an agreement by 2015. A broader, deeper, and more holistic view of equity is necessary, one that sees equity as a multi-dimensional challenge to be solved across all the facets of the international climate process.

Policy relevance

This article is relevant to policy makers following the development of the United Nations Framework Convention on Climate Change (UNFCCC) Ad Hoc Working Group on the Durban Platform as it prepares the way for a new agreement in 2015. The article focuses specifically on the issues most relevant to the debate around equity in the negotiations and how that debate is evolving with the expansion of the UNFCCC. It explains the current state of the negotiations and what issues are on the negotiating table, including the fact that negotiations on equity are now much broader than the mitigation commitments, to include the possible ‘equity reference framework’, concerns relating to adaptation and loss and damage, and the need for ambition in terms of mitigation and finance support.  相似文献

This paper offers a few preliminary steps in bringing the equity implications of building global emissions trading, Annex B trading only, and no trading to the fore as an issue to be considered in the negotiations of how to implement the Kyoto Protocol. All three policy regimes worked within the Charles Rivers State Impacts Assessment Model to make the distribution of per capita gross state product across the United States worse than it would be otherwise, but not significantly. In terms of the distribution of per capita consumption across the states, though, all three of the policy alternatives worked to improve equity (even more) modestly with the largest improvement associated with the “No Trade” option. The equity implications of alternative trading regimes were far more striking in the global context. Global trading did sustain the highest mean in per capita consumption, but the “No Trade” and “Annex B” trading alternatives reduced significantly the underlying inequity in the distribution of per capita. Weighted by a logarithmic utility function, the present value of the certainty equivalent level of mean per capita consumption would fall by more than five times the efficiency gain if global trading were allowed instead of limited Annex B trading. Moreover, this measure of willingness to pay to avoid inequity would be more than eight times larger than the efficiency gain if global trading were chosen over the “No Trade” alternative. The estimates reported here are, of course, highly speculative and extremely model-specific. Different models and, more importantly, different allocations of permits within the United States and/or across the globe would produce different results. The results do not mean that global trading in emissions permits should be shelved because the equity properties are so poor. Much like the other studies that have identified issues that need to be monitored carefully in the design of mechanisms with which the signators of Kyoto Protocol might meet their commitments, though, they do emphatically add equity to the list of fundamental concerns that must be considered.  相似文献

Reducing fossil fuel supply is necessary to meet the Paris Agreement goal to keep warming ‘well below 2°C’, yet the Agreement is silent on the topic of fossil fuels. This article outlines reasons why it is important that Parties to the Agreement find ways to more explicitly address the phasing out of fossil fuel production under the UNFCCC. It describes how countries aiming to keep fossil fuel supply in line with Paris goals could articulate and report their actions within the current architecture of the Agreement. It also outlines specific mechanisms of the Paris Agreement through which issues related to the curtailment of fossil fuel supply can be addressed. Mapping out a transition away from fossil fuels – and facilitating this transition under the auspices of the UNFCCC process – can enhance the ambition and effectiveness of national and international climate mitigation efforts.

  • The international commitment to limit global average temperature increases to ‘well below 2°C’ provides a strong rationale for Parties to the Paris Agreement and the UNFCCC to pursue a phase-down in fossil fuel production, not just consumption.

Global climate negotiations have been characterized by a divide between developed and developing nations – a split which has served as a persistent barrier to international agreement within the United Nations Framework Convention on Climate Change process. Notable progress in bridging this division was achieved at the 21st Conference of the Parties meeting in Paris through the introduction of Intended Nationally Determined Contributions (INDCs). However, the collective ambition of submitted INDCs falls short of a global 2°C target, requiring an effective ratchet mechanism to review and increase national commitments. Inequitable distribution of additional responsibilities risks re-opening historic divisions between parties. This article presents a flexible ratchet framework which shares mitigation commitments on the basis of per capita equity in line with emerging requirements for a 2°C target. The framework has been designed through convergence between developed and developing nations; developed nation targets are based on an agreed standardized percentage reduction wherever emissions are above per capita equity; developing nations are required to peak emissions at or below per capita equity levels by an agreed convergence date. The proposed framework has the flexibility to be integrated with current INDCs and to evolve in line with shifting estimates of climate sensitivity.

Policy relevance

The outcome of the 21st Conference of the Parties (COP21) negotiations in Paris offered mixed results in terms of level of ambition and submitted national commitments. A global agreement to keep average global temperature rise below two degrees was maintained; however, current pledged Intended Nationally Determined Contributions (INDCs) are projected to result in an average warming of close to three degrees. The implementation of a global ratchet mechanism to scale-up national commitments will remain key to closing this ambition gap to reach this two degree target. How this upscaling of responsibility is shared between parties will be a defining discussion point within future negotiations. This study presents a standardized, equity-based framework for how this ratchet mechanism can be implemented – a framework designed to be flexible for evolution in line with better understanding of climate sensitivity, and adaptable for integrations with current INDC proposals.  相似文献

Changes in the agriculture sector are essential to mitigate and adapt to climate change, meet growing food demands, and improve the livelihoods of poor smallholder producers. What agricultural strategies are needed to meet these challenges? To what extent are there synergies among these strategies? This paper examines these issues for smallholder producers in Kenya across several agroecological zones. Several practices emerge as triple wins, supporting climate adaptation, greenhouse gas mitigation, and profitability goals. In particular, integrated soil fertility management and improved livestock feeding are shown to provide multiple benefits across all agroecological zones examined. Triple wins of other agricultural practices are limited to specific agroecological zones. Irrigation and soil and water conservation, for example, are essential for adaptation, mitigation, and profitability in arid areas. The results suggest that agricultural investments targeted toward these triple-win strategies will have the greatest payoff in terms of increased resilience of farm and pastoralist households and global climate change mitigation. To reap the benefits of triple-win strategies will require that policymakers, researchers, and practitioners move away from isolated approaches focused on either adaptation or mitigation or rural income generation toward a more holistic assessment of joint strategies as well as their tradeoffs and synergies.  相似文献

The global trade of agricultural commodities has profound social-ecological impacts, from potentially increasing food availability and agricultural efficiency, to displacing local communities, and to incentivizing environmental destruction. Supply chain stickiness, understood as the stability in trading relationships between supply chain actors, moderates the impacts of agricultural commodity production and the possibilities for supply-chain interventions. However, what factors determine stickiness, that is, how and why farmers, traders, food processors, and consumer countries, develop and maintain trading relationships with specific producing regions, remains unclear. Here, we use data on the Brazilian soy supply chain, a mixed methods approach based on extensive actor-based fieldwork, and an explanatory regression model, to identify and explore the factors that influence stickiness between places of production and supply chain actors. We find four groups of factors to be important: economic incentives, institutional enablers and constraints, social and power dimensions, and biophysical and technological conditions. Among the factors we explore, surplus capacity in soy processing infrastructure, (i.e., crushing and storage facilities) is important in increasing stickiness, as is export-oriented production. Conversely, volatility in market demand expressed by farm-gate soy prices and lower land-tenure security are key factors reducing stickiness. Importantly, we uncover heterogeneity and context-specificity in the factors determining stickiness, suggesting tailored supply-chain interventions are beneficial. Understanding supply chain stickiness does not, in itself, provide silver-bullet solutions to stopping deforestation, but it is a crucial prerequisite to understanding the relationships between supply chain actors and producing regions, identifying entry points for supply chain sustainability interventions, assessing the effectiveness of such interventions, forecasting the restructuring of trade flows, and considering sourcing patterns of supply chain actors in territorial planning.  相似文献

Abstract

In the long term, the Kyoto Protocol will be insufficient to stabilize the greenhouse gas (GHG) concentrations in the atmosphere; quantified commitments will also be essential for major developing countries (and the US). International cooperation mechanisms, such as permit trading systems, can help achieve global economic efficiency. However, the initial allocation of emission permits raises many debates on equity. The main objective is to propose a decision aid tool for decision makers, which is capable of providing relevant information on various equitable permit allocation schemes and burden sharing. A dynamic multicriteria model is proposed to share the global quantity of permits among 15 regions, taking into account multiple definitions of equity and regional interests. The World-MARKAL energy model is used to compute the gross reduction cost (before permit exchanges) for each region. Afterward, it is possible to calculate their net reduction costs (after permit exchanges) according to different allocation schemes. A realistic simulation of the tool provides examples of results, i.e. ranges of permit allocations and net costs for each region. Finally, some recommendations are proposed to policy makers to design a decision process adapted to the global context of negotiations.  相似文献

The carbon-dense peatlands of Indonesia are a landscape of global importance undergoing rapid land-use change. Here, peat drained for agricultural expansion increases the risk of large-scale uncontrolled fires. Several solutions to this complex environmental, humanitarian and economic crisis have been proposed, such as forest protection measures and agricultural support. However, numerous programmes have largely failed. Bundles of interventions are proposed as promising strategies in integrated approaches, but what policy interventions to combine and how to align such bundles to local conditions remains unclear. We evaluate the impact of two types of interventions and of their combinations, in reducing fire occurrence through driving behavioural change: incentives (i.e. rewards that are conditional on environmental performance), and deterrents (e.g. sanction, soliciting concerns for health). We look at the impact of these interventions in 10 villages with varying landscape and fire-risk contexts in Sumatra, Indonesia. A private-led implementation of a standardised programme allows us to study outcome variability through a natural experiment design. We conduct a systematic cross-case comparison to identify the most effective combinations of interventions, using two-step qualitative comparative analysis (QCA) and geospatial and socio-economic survey data (n = 303). We analysed the combined influence of proximate conditions (interventions, e.g. fear of sanction) and remote ones (context; e.g. extent of peat soil) on fire outcomes. We show how, depending on the level of risk in the pre-existing context, certain bundles of interventions are needed to succeed. We found that, despite the programme being framed as rewards-based, people were not responding to the reward alone. Rather sanctions and soliciting concern appeared central to fire prevention, raising important equity implications. Our results contribute to the emerging global interest in peat fire mitigation, and the rapidly developing literature on PES performance.  相似文献
