This paper considers how farmers perceive and respond to climate change policy risks, and suggests that understanding these risk responses is as important as understanding responses to biophysical climate change impacts. Based on a survey of 162 farmers in California, we test three hypotheses regarding climate policy risk: (1) that perceived climate change risks will have a direct impact on farmer's responses to climate policy risks, (2) that previous climate change experiences will influence farmer's climate change perceptions and climate policy risk responses, and (3) that past experiences with environmental policies will more strongly affect a farmer's climate change beliefs, risks, and climate policy risk responses. Using a structural equation model we find support for all three hypotheses and furthermore show that farmers’ negative past policy experiences do not make them less likely to respond to climate policy risks through participation in a government incentive program. We discuss how future research and climate policies can be structured to garner greater agricultural participation. This work highlights that understanding climate policy risk responses and other social, economic and policy perspectives is a vital component of understanding climate change beliefs, risks and behaviors and should be more thoroughly considered in future work.  相似文献

Effective action taken against climate change must find ways to unite scientific and practice-based knowledges associated with the various stakeholders who see themselves as invested in the global delivery of climate governance. Political decision-makers, climate scientists and practitioners approach this challenge from what are often radically different perspectives and experiences. While considerable work has been done to develop the idea of ‘co-production’ in the development of climate action outputs, questions remain over how to best unite the contrasting epistemological traditions and norms associated with different stakeholders. Drawing on the existing literatures on climate action co-production and from translational perspectives on the science-policy interface, in this paper we develop the concept of ‘boundary agency’. Defining this as the agency ‘possessed’ when willing and able to translate between different epistemological communities invested in a similar policy and governance challenge such as climate change, we offer it as a useful means to reflect on participants’ understanding of the ‘co’ in co-production. This is in contrast to the more established (often academic-led) focus on what it is that is being produced by co-production processes. We draw from two complementary empirical studies, which explicitly encouraged i) engagement and ii) reflection on cross-boundary co-production between climate action stakeholders from different backgrounds. Reflecting on the two studies, we discuss the benefits of (and barriers to) encouraging more active and sustained engagement between climate action stakeholders so as to try to actively blur the boundaries between science and policy and, in doing so, invent new epistemological communities of practice.  相似文献

Policy makers have now recognised the need to integrate thinking about climate change into all areas of public policy making. However, the discussion of ‘climate policy integration’ has tended to focus on mitigation decisions mostly taken at international and national levels. Clearly, there is also a more locally focused adaptation dimension to climate policy integration, which has not been adequately explored by academics or policy makers. Drawing on a case study of the UK, this paper adopts both a top-down and a bottom-up perspective to explore how far different sub-elements of policies within the agriculture, nature conservation and water sectors support or undermine potential adaptive responses. The top-down approach, which assumes that policies set explicit aims and objectives that are directly translated into action on the ground, combines a content analysis of policy documents with interviews with policy makers. The bottom-up approach recognises the importance of other actors in shaping policy implementation and involves interviews with actors in organisations within the three sectors. This paper reveals that neither approach offers a complete picture of the potentially enabling or constraining effects of different policies on future adaptive planning, but together they offer new perspectives on climate policy integration. These findings inform a discussion on how to implement climate policy integration, including auditing existing policies and ‘climate proofing’ new ones so they support rather than hinder adaptive planning.  相似文献

Social marketing is the systematic application of marketing concepts and techniques to achieve specific behavioural goals relevant to the social good. Social marketing approaches are becoming increasingly popular among governmental and non-governmental actors seeking to engage the public on climate change. The effectiveness of social marketing in achieving specific behavioural goals is empirically well-supported. However, in the first systematic critique of social marketing as a strategy for engaging the public on climate change, we present evidence that social marketing alone is insufficient to build support for the more ambitious policy changes and interventions that constitute a proportional response to climate change. In some circumstances, social marketing approaches may even be counterproductive. We describe some alternative approaches for engaging the public, which may provide governmental and non-governmental actors with additional or preferable tools for promoting public engagement with climate change. Given the scale of the challenge, it seems critical that those seeking to engage the public are equipped with the most effective strategies available - a goal that this paper seeks to contribute to. We conclude that acknowledging the limitations of social marketing - and exploring alternative methods of engaging the public - is an urgent task for climate change communication researchers and practitioners.  相似文献

Ever since climate change came to be a matter of political concern, questions of justice have been at the forefront of academic and policy debates in the international arena. Curiously, as attention has shifted to other sites and scales of climate change politics matters of justice have tended to be neglected. In this paper, we examine how discourses of justice are emerging within urban responses to climate change. Drawing on a database of initiatives taking place in 100 global cities and qualitative case-study research in Philadelphia, Quito and Toronto, we examine how notions of distributive and procedural justice are articulated in climate change projects and plans in relation to both adaptation and mitigation. We find that there is limited explicit concern with justice at the urban level. However, where discourses of justice are evident there are important differences emerging between urban responses to adaptation and mitigation, and between those in the north and in the south. Adaptation responses tend to stress the distribution of ‘rights’ to protection, although those in the South also stress the importance of procedural justice. Mitigation responses also stress ‘rights’ to the benefits of responding to climate change, with limited concern for ‘responsibilities’ or for procedural justice. Intriguingly, while adaptation responses tend to stress the rights of individuals, we also find discourses of collective rights emerging in relation to mitigation.  相似文献

One potential barrier to climate policy action is that individuals view climate change as a problem for people in other parts of the world or for future generations. As some scholars argue, risk messaging strategies that make climate change personally relevant may help overcome this barrier. In this article, we report a large-n survey experiment on San Francisco Bay Area residents to investigate how providing spatially-resolved risk information to individuals shapes their climate risk perceptions in the context of sea-level rise. Our results suggest that personalized risk messaging can sometimes reduce concern about sea-level rise. These experimental effects are limited to respondents who believe that climate change is happening. Further, we do not find an effect of providing local risk messages on an individual's willingness to pay for regional climate adaptation measures. Our results emphasize that local messaging strategies around sea-level rise risks may not have the clear impacts that some advocates and scholars presume.  相似文献

The past decade has seen a proliferation of community-scale climate change vulnerability assessments globally. Much of this work has employed frameworks informed by scholarship in the vulnerability field, which draws upon interviews with community members to identify and characterize climatic risks and adaptive responses. This scholarship has developed a baseline understanding of vulnerability in specific places and industries at particular times. However, given the dynamic nature of vulnerability new methodologies are needed to generate insights on how climate change is experienced and responded to over time. Longitudinal approaches have long been used in sociology and the health sciences to capture the dynamism of human processes, but their penetration into vulnerability research has been limited. In this article, we describe the application of two longitudinal approaches, cohort and trend studies, in climate change vulnerability assessment by analyzing three case studies from the Arctic where the authors applied these approaches. These case studies highlight how longitudinal approaches can be operationalized to capture the dynamism of vulnerability by identifying climate anomalies and trends, and how adaptations develop over time, including insights on themes such as social learning and adaptive pathways.  相似文献

The film The Age of Stupid depicts the world in 2055 devastated by climate change, combining this with documentary footage which illustrates many facets of the problems of climate change and fossil-fuel dependency. This study investigates the effects of the film on UK viewers’ attitudes and behaviour through a three-stage survey. Analysis of changes in attitudes focussed particularly on respondents’ concern about climate change, motivation to act, fear about the potential for catastrophe, beliefs about responsibility for action, and sense of agency. The film increased concern about climate change, motivation to act, and viewers’ sense of agency, although these effects had not persisted 10-14 weeks after seeing it. It was also successful in promoting some mitigation actions and behavioural change, although respondents reported barriers to further action, such as limited options for improving home energy efficiency among those in rented accommodation. However, filmgoers were atypical of the general public in that they exhibited very high levels of concern about climate change, knowledge about how to reduce their carbon emissions, and contact with organisations campaigning about climate change, before they saw the film. The paper considers how these factors may have enabled viewers to respond to the film as they did, as well as policy implications for those seeking to develop effective climate change communications.  相似文献

This paper analyses climate science as a discourse to reveal how it enables and constrains climate change negotiations and action. Focusing on long-term outcomes projected in the Intergovernmental Panel on Climate Change’s Fifth Assessment Report and the World Bank’s “Turn Down the Heat” reports, this paper examines processes of discourse structuration and institutionalization to identify the dominant discourses which frame climate action. We trace the dominant discourses identified in the scientific reports – Survivalism, Ecological Modernisation and Economic Rationalism – through the Paris Agreement and selected Leader Statements and Intended Nationally Determined Contributions from COP21. From the 24 states included in this analysis, Papua New Guinea (PNG) is developed as a case study to investigate the hybridity and institutionalization of discourses. Even though PNG’s rhetoric and commitments at COP21 express Survivalism, the state’s policy frameworks rarely move beyond solutions found in Economic Rationalism and Ecological Modernisation. This suggests that states strategically adopt hybrid discourses drawn from climate science in line with their positionality, political economy and interests. Understanding how discourses drawn from climate science manifest in national policies has significant implications not only for how science is communicated at the international level but also for understanding different state positions in the global climate governance regime.  相似文献

Climate change denial is motivated in part by ideology, with research showing that a greater tolerance of social inequality is consistently linked to lower pro-environmentalism. We report findings from two mixed-methods studies. In Study One, we provide insight into how individuals with varying levels of social dominance orientation discuss environmental issues by analyzing 59 interviews. These analyses revealed that many individuals were concerned about the causes, consequences, and potential solutions to climate change; however, many were also armed with justifications excusing their and others’ inaction on the problem. To establish further how the ideas shared in the interviews related to social dominance, we reworked the ideas into statements for survey-based research in Study Two. Social dominance orientation and its composite dimensions related to most interview-based statements, with those scoring higher on dominance attitudes more opposed to top-down action on climate change, and those more tolerant of inequality more opposed to individual action. 中国高度重视适应气候变化工作,实行减缓与适应并重的应对气候变化原则,已出台适应气候变化相关的战略、规划等一系列政策文件。但总体来看,中国适应气候变化政策与行动尚处于起步阶段,面临着法规制度缺位、监测评估不足、组织协调机制不完善等挑战,适应气候变化政策的类型、数量和力度都明显弱于减缓。为完善中国适应气候变化政策与机制的框架设计,文中梳理了相关研究、《联合国气候变化框架公约》下的适应气候变化国际机制及主要国家经验,提出了一套完整闭环的适应气候变化核心决策流程及关键支撑机制,并重点从开展法制建设、制定适应战略(计划)、建立监测评估机制、构建协调机制和完善资金机制等五方面,归纳了主要国家的经验与启示,最终研究提出完善我国适应气候变化政策与机制框架设计的建议,包括加快建立和完善适应气候变化法制建设、加快构建国家适应气候变化的政策体系、加快完善国家适应气候变化的机制设计、加强适应气候变化支撑能力建设、推动适应气候变化的国际合作等。  相似文献

While scientific consensus and political and media messages appear to be increasingly certain, public attitudes and action towards the issue do not appear to be following suit. Popular and academic debate often assumes this is due to ignorance or misunderstanding on the part of the public, but some studies have suggested political beliefs and values may play a more important role in determining belief versus scepticism about climate change. The current research used two representative postal surveys of the UK public to: measure scepticism and uncertainty about climate change; determine how scepticism varies according to individual characteristics, knowledge and values; and examine how scepticism has changed over time. Findings show denial of climate change is less common than the perception that the issue has been exaggerated. Scepticism was found to be strongly determined by individuals’ environmental and political values (and indirectly by age, gender, location and lifestyle) rather than by education or knowledge. Between 2003 and 2008, public uncertainty about climate change has remained remarkably constant, although belief that claims about the issue are exaggerated has doubled over that period. These results are interpreted with reference to psychological concepts of motivated reasoning, confirmation bias and ‘finite pool of worry’. Implications for communication and policy are discussed.  相似文献

Debates about climate justice have mainly occurred at the international scale, and have focussed on the rights and responsibilities of nation-states to either be protected from the effects of climate change, or to take action to reduce emissions or support adaptation. In this paper, we argue that it is both productive and necessary to examine how climate justice is being pursued at the urban scale, which brings into focus the need for attention to issues of recognition as well as rights and responsibilities. Building on work from environmental justice, which has conceptualized justice as trivalent, we propose that climate justice can be understood as a pyramid, the faces of which are distributions, procedures, rights, responsibilities and recognition. We then apply this conceptual framework to examine climate change interventions in five cities; Bangalore, Monterrey, Hong Kong, Philadelphia and Berlin. Arguing that the politics and practices of urban climate change interventions are constantly engaging with and refracting the idea of justice, we examine how justice was articulated, practiced and contested across our cases. The perspective of recognition emerges as a particularly useful entry point through which to explore the types of rights, responsibilities, distributions and procedures required to respond justly to climate change. We conclude by reflecting on our framework, arguing that it is useful both as an analytical device to interrogate climate justice and to shape the design of climate change interventions which seek to ensure climate justice.  相似文献

Communicating possible effects of climate change inevitably involves uncertainty. Because people are generally averse to uncertainty, this activity has the potential to undermine effective action more than stimulate it. The present research considered how framing climate change predictions differently might moderate the tendency for uncertainty to undermine individual action. Two studies (Ns = 88 and 120) show that higher uncertainty combined with a negative frame (highlighting possible losses) decreased individual intentions to behave environmentally. However when higher uncertainty was combined with a positive frame (highlighting the possibility of losses not materializing) this produced stronger intentions to act. Study 2 revealed that these effects of uncertainty were mediated through feelings of efficacy. These results suggest that uncertainty is not an inevitable barrier to action, provided communicators frame climate change messages in ways that trigger caution in the face of uncertainty.  相似文献

Individual action and support for policy to tackle climate change have been linked to perceptions of political and scientific controversy and consensus concerning the issue. Recent media effects research indicates that presentation of agreement or conflict between actors’ opinions influences how audiences respond to news about climate change and policy. While some national case studies have investigated portrayals of actors’ positions on important questions regarding climate change in the media, they are largely absent from comparative research. This study addresses this gap by analysing portrayals of actor-issue-positions and the emerging patterns of controversy and consensus in German, Canadian, and US coverage. Studying a sample of occurrences of climate change-related issues (N = 902) in-depth, the results show German media present political consensus about the need to limit emissions and societal controversy about the efficacy of specific mitigation measures. Presenting mainly consensus, Canadian media report more on climate change’s impact, leaving aside the issue of efficacy. In the US, media emphasise political controversy — about the need to limit emissions and occasionally about climate change’s impact on humans. The findings, consistent with other recent publications, can best be explained by journalists selectively indexing of seemingly relevant actor-issue-positions.  相似文献

A growing body of research documents how individuals respond to local impacts of global climate change and a range of policy efforts aim to help individuals reduce their exposure and improve their livelihoods despite these stressors. Yet there is still limited understanding of how to determine whether and how adaptation is occurring. Through qualitative analysis of focus group interviews, I evaluated individual behavioral responses to local forest stressors that can arguably be linked to global climate change among landowners in the Upper Midwest, USA. I found that landowner responses were planned as well as autonomous, more proactive than reactive, incremental rather than transformational, and aimed at being resilient to change and transitioning to new conditions, rather than resisting change alone. Many of the landowners’ responses can be considered forms of adaptation, rather than coping, because they were aimed at moderating and avoiding harm on long time horizons in anticipation of change. These findings stand in contrast to the short-term, reactive, and incremental responses that current socio-psychological theories of adaptation suggest are more typical at the individual level. This study contributes to scientific understanding of how to evaluate behavioral adaptation to climate change and differentiate it from coping, which is necessary for developing conceptually rigorous analytical frameworks to guide research and policy.  相似文献

Climate change leads to more frequent and severe flooding, urging cities to adapt to protect their populations and assets. Despite exacerbated hazards, governments repeatedly draw on ‘tried-and-true’ approaches to protect the status quo, often with serious adverse effects for the poor and vulnerable. Yet, such dominant approaches do not go unchallenged as the media and other actors prompt public debate to assess flood impacts, scrutinise government decisions, and perhaps even promote alternative practices. News outlets are not, however, balanced or value-free; the events portrayed and the voices (and knowledges) recognised and included in media coverage deeply influence whether and how flooding is incorporated in policy. Focusing on São Paulo, Brazil, we examine how the media framed flood events and conveyed solutions during the city’s worst floods in recorded history. We demonstrate how competing media outlets largely depicted flooding as a natural phenomenon to be solved by governments and experts through existing techno-managerial practices, mirroring governmental partisan plans for adaptive action. In doing so, the media failed to offer a democratic space for public discussion, citizen contestation, and the advancement of alternative trajectories for adaptation. We posit that inclusive trajectories that address entrenched vulnerabilities and projected climate change will benefit from rigorous ethical debates around the media’s role in disaster coverage while strategically leveraging alternative media outlets as public pedagogy and agenda-setting tools.  相似文献

This paper investigates whether and to what extent a wide range of actors in the UK are adapting to climate change, and whether this is evidence of a social transition. We document evidence of over 300 examples of early adopters of adaptation practice to climate change in the UK. These examples span a range of activities from small adjustments (or coping), to building adaptive capacity, to implementing actions and to creating deeper systemic change in public and private organisations in a range of sectors. We find that adaptation in the UK has been dominated by government initiatives and has principally occurred in the form of research into climate change impacts. These government initiatives have stimulated a further set of actions at other scales in public agencies, regulatory agencies and regional government (and the devolved administrations), though with little real evidence of climate change adaptation initiatives trickling down to local government level. The sectors requiring significant investment in large scale infrastructure have invested more heavily than those that do not in identifying potential impacts and adaptations. Thus we find a higher level of adaptation activity by the water supply and flood defence sectors. Sectors that are not dependent on large scale infrastructure appear to be investing far less effort and resources in preparing for climate change. We conclude that the UK government-driven top-down targeted adaptation approach has generated anticipatory action at low cost in some areas. We also conclude that these actions may have created enough niche activities to allow for diffusion of new adaptation practices in response to real or perceived climate change. These results have significant implications for how climate policy can be developed to support autonomous adaptors in the UK and other countries.  相似文献

Interest in nature-based approaches for climate change adaptation in cities is growing. Whilst there is a growing field of scholarship in a European and North America setting, research on the policy and governance of urban greenspace for climate adaptation in subtropical Asia is limited. Given the different development patterns, environmental characteristics and governance arrangements in subtropical cities, plus their comparatively large population and high climate risk, this is a significant knowledge gap. In response, this paper evaluates competences – skill sets, capabilities, and supporting policy and legislation – to enact adaptation through greenspace across different governance contexts; and assesses how international rhetoric on nature-based adaptation becomes localised to subtropical Asian city settings. We conduct interviews with stakeholders, plus review of relevant policy and city-specific research, for three cities with different governance and development contexts: Hanoi (Vietnam); Taipei (Taiwan); and Fukuoka (Japan). Across all three cases, we find that institutional structures and processes for connecting different remits and knowledge systems are a bigger challenge than a lack of appropriate policy or individuals with the required technical knowledge. However, opportunities for civil society participation and consideration of justice issues vary between the cities according to the socio-political context. These findings illustrate the value of individuals and organisations able to work across institutional boundaries in linking greenspace and adaptation agendas for subtropical Asian cities; and the importance of competence in collaboration with developers and civil society so that the rapid development or regeneration seen in subtropical Asian contexts does not tend towards green climate gentrification. More broadly, our findings show that the diverse nature of subtropical Asian cities means the role of greenspace in climate adaptation is likely to be context-specific, and thus that caution must be exercised against uncritically importing best practices from exemplar cases elsewhere.  相似文献
