In a previous paper on Canal management we examined the treaties and regulations underpinning firstly American and later Panamanian administration of the Canal. We also looked at the transfer of the Canal into Panamanian hands, including the management models used, ending with a review of toll structures and results. The subject of this paper is the operation of the Canal and the heated debate surrounding its modernisation, with a view to determining the adequacy of projected plans, as well as any future requirements, for maintaining its capacity in the 21 century. This paper seeks to analyse the Canal's operation, modernisation programmes and traffic systems as well as its key element: human resources.  相似文献

巴拿马运河是世界主要运河之一,其扩建对全球航运市场影响巨大。文章建立竞争博弈模型,以巴拿马运河管理局和苏伊士运河管理局为博弈主体,对巴拿马运河扩建后双方运河通行费的调整策略进行博弈模型分析和赋值仿真。研究表明:巴拿马运河扩建后,巴拿马运河管理局应采取通行费小幅降价的策略,以吸引更多船舶通货量,尽快收回扩建成本;苏伊士运河的航运市场份额将有所缩减,但苏伊士运河管理局仍应维持现有通行费水平;双方以长远利益为目标选择策略,才能获得更高收益。  相似文献

港口航道图测量工作量的计算是测绘计划编排和任务管理的基础性工作,一直以来完全采用手工方式操作完成,具有计算工作量大、精度不高、容易出错等缺点。探讨了基于GIS技术的港口航道图测量工作量自动计算系统的主要研究内容,采用GIS技术中的成熟空间操作算法,系统实现了图幅各类多边形的全自动提取、自动裁剪、自动拼接、自动扩展,最终实现工作量的自动计算,从而取代繁琐的人工操作,最大限度实现工作量计算的自动化,改进测绘生产管理效率。  相似文献

内河航运是交通运输业重要的组成部分,具有独特的优越性。京杭运河距今已有近2500年的历史,是世界上开凿最早、最长的人工运河。鲁西南地区具有丰富的煤炭、石膏等矿产资源,长江以南京杭运河南段苏浙沪水网地区,是我国重要的工业生产基地.迫切需要从北方调入大量煤炭,在津浦线运力早已饱含的情况下,京杭运河济宁至徐州段续建工程更显得十分必要。该工程包括:航道、船闸、公路桥、节制闸、港口、船厂、航修站、微波通信等项目。工程总投资14.96亿元,完工后可净增港口吞吐能力1550万t,三级航道的年货物通过能力将达4000万t.京杭运河山东段工程的续建和崛起必将为齐鲁经济和强国富民做出更大贡献。  相似文献

The recent Haven, Braer, Aegean Sea and Sea Empress incidents have highlighted the need for protective measures against the risks posed by the shipping industry to the UK coast. This is particularly the case in the vicinity of environmentally sensitive areas. The principal objectives of this paper are to investigate the state of environmental management of tanker traffic in the UK by putting the geography of shipping into its environmental context. Regional traffic levels, accident rates, oil spills, and their potential consequences upon the environment have been summarised via a risk assessment which also considers coastal sensitivity. An assessment of measures available at international level then sets the scene for a review of marine traffic management schemes in operation around the UK. The state of management and its approaches are also discussed and a number of recommendations put forward during marine conferences in the last welve months are considered.  相似文献

In previous papers we have looked at open registries, the Panama maritime sector and Panama Canal operations and management. No maritime study of Panama is complete, however, without a detailed look at the Panama Canal's main port system, which has enjoyed remarkable growth since the privatization of the terminal ports of Cristóbal and Balboa in 1995. This paper looks at the evolution and development of the Canal's port system; its stewardship, initially by the American authorities governing the Canal and, post-transition, by the Panamanians, and includes a study of the driving forces that led to privatization. We will conclude by looking at the results of the successful reform of the system, currently considered a primary model for other Latin American countries.  相似文献

This article discusses the possible socioeconomic impact of Taiwan Strait Tunnel from the perspective of the relationship between the construction of Taiwan Strait Tunnel and the socioeconomic development of the two sides of the Taiwan Strait and the surrounding areas. First of all, the construction of Taiwan Strait Tunnel in its conceptual stage depends on the socioeconomic development of the two sides of the Strait. Important basic conditions—such as the mainland's and Taiwan's future sustainable economic growth above what has already been achieved; their further development of economic, trade, and social ties; their political dialogue based on “the principle of one China”; and the progress of the peaceful reunification of the motherland—will decide the construction of the Taiwan Strait Tunnel. Under such conditions, once the Taiwan Strait Tunnel is operable, it will create a huge demand pull on the two sides of the Taiwan Strait and their surrounding areas for a long period and, thus, will bring about a sustainable increasing economic upsurge in the two sides. Secondly, once the Taiwan Strait Tunnel is open to traffic, its transport ability will be tremendous and will greatly influence the economic development of the two sides of the Strait and enhance their economic and trade ties and their personnel exchange. At the same time, the tunnel will not only form a new traffic pattern of the two sides of the Taiwan Strait, but it will also improve their traffic structure and expand their traffic scale to a large extent. It is certain that the construction of Taiwan Strait Tunnel will be a highly complex project of an all-time grand scale to be constructed over quite a long period. It will encounter a lot more restrictive factors than have ever been met in the fields of design, programming, techniques, equipment, organization of construction, and the operation and maintenance of the tunnel and line. Moreover, it will also encounter many important restrictive factors as a result of its socioeconomic impact.  相似文献

This paper presents our study of the nonlinear stability of a new anisotropic continuum traffic flow model in which the dimensionless parameter or anisotropic factor controls the non-isotropic character and diffusive influence. In order to establish traffic flow stability criterion or to know the critical parameters that lead, on one hand, to a stable response to perturbations or disturbances or, on the other hand, to an unstable response and therefore to a possible congestion, a nonlinear stability criterion is derived by using a wavefront expansion technique. The stability criterion is illustrated by numerical results using the finite difference method for two different values of anisotropic parameter. It is also been observed that the newly derived stability results are consistent with previously reported results obtained using approximate linearisation methods. Moreover, the stability criterion derived in this paper can provide more refined information from the perspective of the capability to reproduce nonlinear traffic flow behaviors observed in real traffic than previously established methodologies.  相似文献

Tourism is accepted as natural part of the socioeconomic fabric and is juxtaposed with fisheries in some coastal areas in Taiwan. This is the result of governmental policy on diversifying fisheries into tourism. This paper examines how this policy plays out in the context of a declining offshore fisheries industry and a rising demand for marine leisure opportunities. The paper utilizes documentary analysis and personal interviews with relevant stakeholders. It shows diversifying fisheries into tourism is the right direction for progress on the government agenda. However, conflicts between resource users, lack of community capacity, fisher’s business skills, and human resources in local governments, and low market penetration combined together to militate against the success of the policy. It argues for the need to establish negotiation mechanisms, build community capacity, encourage education and training programs, and introduce new coastal economic activities for future improvement. The paper finally suggests a holistic approach with integrated coastal management practices for the fisheries diversification development.  相似文献

Transportation of floating structures for long distance has always been associated with the use of heavy semi transport vessel. The requirements of this type of vessel are always special, and its availability is limited. To prepare for the future development of the South China Sea deepwater projects, COOEC has recently built a heavy lift transport vessel — Hai Yang Shi You 278 (HYSY278). This semi-submersible vessel has displacement capacity of 50k DWT, and a breath of 42 m. Understanding the vessel’s applicability and preparing its use for future deepwater projects are becoming imminent need. This paper reviews the critical issues associated with the floating structure transportation and performs detailed analysis of two designed floating structures during transportation. The newly built COOEC transportation vessel HYSY278 will be used to dry transport the floating structures from COOEC fabrication yard in Qingdao to the oil field in the South China Sea. The entire process will start with load-out/float-off the floating structures from the construction sites, offload the platform from the vessel if needed, dry transport floating structures through a long distance, and finally offload the platform. Both hydrodynamic and structural analyses are performed to evaluate transport vessel and floating structures. Critical issues associated with the transportation and offloading of platform from the vessel will be studied in detail. Detailed study is performed to evaluate the response of the system during this phase and additional work needed to make the vessel feasible for use of this purpose. The results demonstrate that with proper modifications, HYSY278 can effectively be used for transporting structures with proper arrangement and well-prepared operation. The procedure and details are presented on the basis of study results. Special attentions associated with future use will also be discussed based on the results from analysis.  相似文献

为持续改善海洋生态环境和提升海洋生态服务功能,进一步促进海洋生态文明建设和沿海地区可持续发展,文章梳理我国已开展的近岸海域综合治理工作内容,深入分析存在的问题,并基于目标和任务提出对策措施。研究结果表明:20世纪90年代以来,我国陆续实施一系列近岸海域综合治理项目,取得显著成效,但在整体规划、管理机制、统筹协调和科学支撑方面仍存在不足;基于近岸海域综合治理在海水质量、生态服务功能、人居环境和能力建设方面的目标和任务,应加强顶层设计、完善运行监管、坚持陆海统筹和强化基础研究。  相似文献

南极旅游是近些年的热点研究问题,日益引起国外学术界和有关国家南极战略决策者的重视。文章在搜集分析相关文献的基础上,比较分析了南极旅游概念与内涵,对主要研究领域进行梳理,发现国外研究内容主要集中在下述领域:南极游客行为分析,包括南极旅游分布特征及其原因、核心吸引力的构成和环保意识等;南极旅游环境影响研究,包括旅游开发与环保两者关系的代表观点、环境影响的具体形式与评估;南极旅游全球治理机制分析,覆盖《南极条约》框架下的治理特征与困境、国际南极旅游组织协会主导的行业自治特征与挑战,以及实施全面旅游管理的探讨。最后探讨了国外研究对国内研究的启示,以期为国内相关研究提供些许参考。  相似文献

Rights-based management regimes are considered by economists as an important solution to the problems of excess capacity and biological over-harvesting of fisheries. In practice, adoption of such regimes, and particularly of those relying on individual quota allocations, has often met with resistance from within the fisheries concerned. A key reason for this resistance appears to be the distributional conflicts which arise in the process of implementing the regimes. An economic analysis of the nature of these conflicts in the different contexts in which they have been observed is proposed. The approach centres on the way in which distributional conflicts can influence the operation of management systems and their impacts on fisheries, from the country to the individual firm level. As an illustration, an analysis of the economic processes at firm level is developed based on the simulation of a fishery managed under individual transferable quotas.  相似文献

Understanding vulnerability of different types of fishers to the implications of a Marine Protected Area (MPA) is crucial to its long-term sustainability. It helps direct management decisions of the MPA in a way that negative impacts on specific fishers can be mitigated. This study explored the vulnerability within specific groups of fishers, namely, commercial, subsistence and recreational fishers in the context of the largest MPA in the Maldives – the South Ari Atoll Marine Protected Area (SAMPA). SAMPA is subject to a future management plan that is likely to bring changes in how resources can be accessed in the area. In order to explore the vulnerability of the fisher groups, their sensitivity to this change was measured through an exploratory factor analysis and a sensitivity index. It was found that commercial fishers were likely to be the most vulnerable group as the management plan could potentially threaten their livelihood. Subsistence fishers were found to be next, as changes in access to SAMPA will potentially influence how they obtain their dietary protein. Recreational fishers were also found to vulnerable due to the nature of their fishing operation. However, relative to other groups, their vulnerability was likely to be much lower. To ensure strategic measures are designed to alleviate these potential vulnerabilities, this study proposed collaborative stakeholder participation throughout the development process of SAMPA's management plan, and also as a platform to build much needed confidence in MPAs among fishers in the Maldives.  相似文献

In its capacity to lead and facilitate the development and implementation of integrated management plans under the 1997 Oceans Act, Fisheries and Oceans Canada is working with a range of stakeholders through a collaborative process—the Eastern Scotian Shelf Integrated Management (ESSIM) Initiative—to develop and implement an integrated ocean management plan for the eastern Scotian Shelf off Nova Scotia. Stakeholders include federal and provincial departments, aboriginal communities, municipal and local planning authorities, ocean industry and resource use sectors, coastal communities, environmental interest groups, and university researchers. This large ocean management area possesses important living and non-living marine resources, high biological productivity and diversity, and increasing levels of multiple use and competition for ocean space and resources. The ESSIM vision is to achieve environmental, economic, social/community, and institutional sustainability in the eastern Scotian Shelf.The ESSIM Initiative is building a collaborative planning process that involves all interested and affected parties. Ongoing information sharing and dialogue with stakeholder groups is providing capacity building and important input to current proposals for a collaborative planning structure and the ocean management plan. A joint federal-provincial working group has been established to move the Initiative forward within government and to address policy and regulatory coordination for ocean management. The future ocean management plan will include a balanced set of environmental, social, economic and institutional objectives, indicators and management strategies, as well as spatial and temporal planning approaches to address multiple ocean use.This article provides an overview of the ESSIM Initiative, including an assessment of ocean use, ecosystem understanding, and ocean management and planning requirements. The design of a collaborative management and planning structure and process will be discussed, as well as the key elements of the future integrated ocean management plan.  相似文献
