The aim of the study is to examine the influence of safety culture and working conditions on personal injuries and risk perception on vessels sailing along the coast of Norway (mostly bulk, well and general cargo). The study employs three methods: small-scale survey (N = 180) to crewmembers, reference group meeting and qualitative interviews with sector experts (N = 10). Results indicate that organisational safety culture, manning level on board, work pressure and demanding working conditions are closely related, and that these factors influence injuries and risk perception on the studied vessels. Analyses indicate that lower manning levels induce higher work pressure, which negatively influences safety culture. Respondents on vessels with lower manning levels (3–4 people) score lower on many of the key variables of the study: they experience more personal injuries, experience more stress, and rate the safety culture as lower than respondents on other vessels. It is not examined whether manning levels are too low. The safety challenges of vessels with lower manning levels are probably due to framework conditions (e.g. economy, competition). Future research should examine how to improve working conditions and safety culture on these vessels, given the current manning levels and framework conditions.  相似文献

The dangers associated with commercial fishing are well documented, and fishermen consistently face one of the highest job-related mortality risks of all US occupations. This study explored fishermen's perceptions of these risks in a representative sample of Maine commercial fishing vessel captains. Data were collected on sociodemographic characteristics and risk preferences during sea boardings of working commercial fishing vessels (n=233) along the full extent of the Maine coastline. Trends in perceived risk were explored across the various sociodemographic categories. Fishermen in this study consistently undervalued their true occupational risk, and rated it as average despite consistent evidence to the contrary. Those more likely to downgrade the risk of fishing included state registered vessels and those found to be non-compliant with existing safety regulations. Less educated fishermen and those who come from a fishing family were also more likely to underrate the risks, as were those fishermen who displayed risk-loving tendencies in other facets of their lives such as smokers and those who did not use seat belts. Middle-aged fishermen were also more likely to underrate the risk than the youngest and oldest groups, suggesting that overconfidence grows and then wanes over time. The results of this study strongly suggest that the current safety training and awareness programs targeting fishermen are inadequate. Furthermore, widespread voluntary participation in organized safety training is unlikely since the majority of fishermen believed that the risks were not relevant to their own activities.  相似文献

Climate change with rising sea levels and possible changes in surge levels and wave climate will have a large impact on how we protect our coastal areas and cities. Here the focus is on estuarine locations not only affected by tide and surge propagation, but also potentially influenced by freshwater discharge. Mitigation measures might be diverse ranging from pure hard ‘engineering’ solutions all the way to significant realignment. The variation in the type/origin and extent of the flood sources greatly influences subsequent risk management measures. At the same time, society is increasingly demanding that we take a holistic view on risk management, embracing and balancing safety, ecological and socio-economic aspects. This requires that all these diverse factors need to be considered together and integrated. In this context, the Source–Pathway–Receptor (SPR) approach offers a powerful holistic tool to investigate changing risk connected to extreme events.The traditional SPR approach with a consecutive treatment of the flood, pathway and receptor is well understood and is widely used in coastal flood risk analysis. Here an enhanced 2D conceptual version of the SPR method is used to better describe the system and to allow flexibility in considering multiple scales, flood sources and pathways. The new approach is demonstrated by three estuarine case studies in western Europe: the Gironde estuary, France; the Dendermonde region in the Scheldt estuary, Belgium; and HafenCity (Hamburg) in the Elbe estuary, Germany. They differ considerably in the surface area considered, in the type of flood sources, and hence also in the SPR configuration. After a brief introduction of the typical characteristics of the three study sites including some lessons learned from past flood protection measures, the differences in application and results of the SPR approach are discussed. Emphasis is on the specific aspects for each study site, but embedded in a generic SPR framework. The resulting generic lessons learned about the flood sources and how this shapes subsequent analysis are transferable to numerous important estuaries worldwide.  相似文献

Oil, chemicals and unexploded ordinances onboard sunken World War II (WWII) warships and merchant vessels pose a real and significant marine pollution risk to the nations of the Pacific and East Asia. A recent project of the South Pacific Regional Environment Program (SPREP), through its Pacific Ocean Pollution Prevention Program, has highlighted the extent of the risk posed by vessels lost in WWII to Member Governments. Some of these vessels have already begun to leak fuel oil and cargo into the fragile environment of the Pacific atolls. The oil spills from the oil tanker USS Mississinewa sunk in Ulithi Lagoon, Federated States of Micronesia, will be used as an example of the problems associated with WWII wrecks in the region.A Regional WWII Wreck Strategy was formulated and endorsed by the Members of SPREP, and a preliminary risk assessment of WWII shipwrecks was carried out by the program, as part of this exercise. This led to the development of a Geographic Information System (GIS) database, which details the types of ships, the tonnage and location of over 3800 vessels lost in the Pacific and East Asia. Although not complete, the Pacific WWII Shipwreck Database totals over 13 million tons of sunken vessels—ranging from aircraft carriers to battleships and including over 330 tankers and oilers.As a major proportion of vessels lost during WWII rest in the East Asian–Pacific sea area, close collaboration needs to be established between the regional environmental bodies and their affected Member Governments to address the scale of marine pollution risk. Complex maritime jurisdictional issues, along with overlapping claims on Economic Exclusion Zones and the interrelationships of the marine environments in the region, also underscore the need to address the issue on a multilateral basis.This paper aims to highlight the extent of the risks posed by sunken WWII vessels to fisheries, marine and coastal resources of the Pacific and East Asian regions, as well as the issues of ownership and responsibility for the WWII shipwrecks of the Pacific.  相似文献

Environmental genotoxicity was investigated at 82 locations encompassing different regions of the Baltic Sea. Micronuclei (MN) analysis was performed in erythrocytes of 1892 specimens of flounder Platichthys flesus, herring Clupea harengus and eelpout Zoarces viviparus, three of the most common native fish species of the Baltic Sea collected in 2009–2011. MN background levels in fish were determined using data obtained in 2001–2011 from 107 Baltic sites. Extremely high genotoxicity risk zones were found for flounder at 11 stations out of 16 in 2009 and 33 stations of 41 in 2010–2011, for herring, at 5 of 18 stations in 2009 and 20 of 43 stations in 2010–2011, in eelpout only at one out of 29 stations. The sampling stations were restricted mainly to the southern and eastern Baltic Sea offshore zones and in most of them, MN frequencies in flounder and herring significantly exceeded the reference and background levels of micronuclei. This is a first attempt to evaluate the background MN responses, as well as low, high and extremely high genotoxicity risk levels for native fish species.  相似文献

The settlement and development of Québec’s maritime coastline has generally taken place without consideration for coastal dynamics and coastal hazards. Consequently, fighting coastal erosion has become a necessity. Until now, the construction of rigid walls and encroachments has been the preferred approach to the problem. In the Chaleur Bay region, coastal communities are particularly vulnerable to erosion and flooding because a number of residential, commercial and transportation infrastructures have been installed on beach terraces and sand spits. Recent storms, such as the storm of December 2, 2005, have made possible a better understanding of how these rigid defence structures amplify the effects of storm surges and waves. These structures drive the sand away from the coast, lowering beach levels and even causing beaches to vanish entirely from the areas situated in front of the defence structures. The end result is a weakening of the natural capacity of these coastal systems to absorb the energy of waves and a greater risk of coastal flooding. An integrated approach using local knowledge on the one hand, along with LIDAR surveys and a DGPS system on the other hand, have made possible to map the levels reached by flooding at the time of the storm. The results indicate that such levels vary greatly in spatial terms and that the difference between the levels actually reached and the water level measured by tide gauge can be as much as 2 m; a difference that is due to anthropogenic perturbations. This raises questions concerning the safety and the reference levels used for mapping coastal flooding risk. Taking into account knowledge of local communities, analysis of water levels, geomorphological indicators and aggravating anthropogenic factors, an approach and basic criteria are put forward with a view of establishing a reference level for the mapping of flood risk that can be used by community land-use planners.  相似文献

The scope of this paper is to develop the nonlinear meta-models for seakeeping behaviour, considering the fishing vessels. These models are intended to be inserted either in a multiattribute design selection process or in a comprehensive multiobjective optimization procedure. For this purpose, seakeeping data of fishing vessels in regular head waves are used to develop meta-models of transfer functions of heave, pitch and vertical acceleration by nonlinear analysis. A home-made software considers two databases; the first is composed by the ship dimensions and coefficients of fishing vessels, and the second is their ship motion data obtained by employing a strip-theory calculation. The meta-models are proposed to predict the vertical motion characteristics for given ranges of speed and wave length during the concept design stage. The independent variables are hull size (Δ), main dimensions (L, B, T), and some hydrostatic parameters (CWP, CVP, LCB, LCF, etc.). The results estimated by the software show good correspondences with the ones achieved by direct computations. The study provides additional insight on the influence of hull form parameters on seakeeping performance of small vessels having form properties and parametric range corresponding to the investigated vessels.  相似文献

Due to the shipping industry's international legal framework, there are loopholes in the system, which can increase the risk of incidents with high economic costs due to the substandard operation of vessels. This article uses duration analysis and through the creation of ship life cycles provides insight into the effectiveness of inspections on prolonging ship lives. The analysis accounts for fluctuations in the relevant economic environment and the (possibly time-varying) ship particulars. It is based on a unique dataset containing information on the timing of accidents, inspections and ship particular changes of more than 50,000 vessels over a 29-year time period (1978–2007). The results reveal that the shipping industry is a relatively safe industry but there is a possible over-inspection of vessels. The effect of inspections varies across ship types and the prevention of incidents with high economic costs can be improved by a coordinated approach of all types of inspections that are performed which allows the decrease of unnecessary inspections. Further, more emphasis should be placed on the rectification and follow-up of deficiencies and the implementation of the ISM code. Another added benefit for the industry would be to improve transparency related to class withdrawals and class transfers for all classification societies. Another interesting finding is that for the majority of ship types, an increase in earnings decreases the incident rate. This is in contrast to the industry perception of the impact of earnings.  相似文献

In the last few decades, use of foreign labor in the Norwegian fishing fleet has increased. As fishing is a high-risk occupation, this article investigates a prevalent question regarding how the increased share of foreigners affects communication and safety on Norwegian fishing vessels. The article shows that multilingual crews and varying language proficiencies are not perceived by the fisheries actors themselves as risk factors in terms of safety in everyday operations. Fishing experience, hybrid language and body language compensate for language challenges and contribute to fishers' feeling of safety.  相似文献

Vessel buyback programs intended to address overcapacity and excess capitalization in fisheries can lead to dramatically different levels of decapitalization depending on program structure and availability of vessel-specific information. This paper develops a simple theoretical model of self-financing vessel buybacks to examine equilibrium outcomes using sequential versus take-it-or-leave-it auctions, and financing schemes which allocate costs either homogeneously or according to rents captured through the buyback. This model demonstrates that programs which spread costs evenly among remaining vessels limit the possible extent of buybacks, as do programs which buy vessels one at a time in sequence rather than all at once. In addition to the theoretical modeling, a stylized case study inspired by the Inter-American Tropical Tuna Fishery is also provided. This analysis suggests that a wide range of auction structures could roughly half the size of the existing fleet, and starkly demonstrates how information poor settings can entirely derail a buyback.  相似文献

Identification of regional collision risk in water area is of significance for the safety of navigation. However, traditional risk identification models are subject to the limitations in accuracy, short-term identification and traffic characteristics. Herein, a framework was put forward to identify regional collision risk instantaneously based on AIS data. The vessels were clustered by using the spatial clustering method. Afterwards, the framework was divided into two steps. Firstly, collision risk of each cluster was obtained by collision risk and contribution of the vessels within the cluster. An analytical method was adopted to identify collision risk of each vessel from the perspective of vessel pairs. Contribution of each vessel was determined by using improved Shapley value method in game theory. Secondly, regional collision risk was obtained by collision risk and contribution of each cluster. Case studies were carried out based on the AIS data of Northern Yellow Sea in China to validate the validity of the proposed framework. The results show that the proposed framework can effectively identify collision risk in water area, presenting the potential for collision risk monitoring and collision risk analysis of water area.  相似文献

我国现行规范体系中,关于堤防工程安全标准的确定,主要根据工程级别确定设计重现期,从而选定工程设计参数。文中提出了依据安全风险评估的结果确定海堤安全风险等级方法。首先,通过对海堤灾害进行风险识别和分析,将洪水灾害和海堤结构自身安全失效作为海堤灾害两种主要形式,建立了海堤灾害故障树。然后,将水文动力条件作为随机变量,从频率分布角度定量计算海堤洪水灾害风险程度和结构安全失效风险,提出了海堤安全风险评价方法。最后,依据规范中关于海堤等级和重现期标准的规定,结合海堤洪灾安全风险和结构自身安全风险的评价结果,确定海堤安全风险等级。文中提出的海堤安全评价技术依据海堤风险定量计算结果,从海堤现状条件满足其设计功能目标有效程度,判定海堤安全等级的级别,是一种相对较新且更科学的方法。该海堤安全风险评估技术为海堤管理和建设提供科学支撑。  相似文献

The Shark Bay trawl fishery is Western Australia's most valuable prawn fishery (worth AUD$25 million in 2014). The 18-vessel fleet targets western king prawns (Penaeus latisulcatus), brown tiger prawns (P. esculentus) and also retains saucer scallops (Ylistrum balloti) and blue swimmer crabs (Portunus armatus). Increased fuel prices, falling prawn prices and lower catches of other species, following extreme environmental events, have impacted fishery profits. A biomass dynamics model with an economic component indicated that total revenue levels start to decline when annual effort increases beyond ~ 200 fishing days per boat. Annual effort required to achieve MEY, when based solely on prawn fishing, is 115–150 days per boat after accounting for fixed and variable fishing costs and annual fishing efficiency increases of 1–2%. From 2007–2014, the adjusted effort was 188–192 days per boat. Fishing occurred between March and November during 7–8 fishing periods, separated by 5–8 day (low catchability) moon closure periods. An empirical daily profit assessment (2007–2015), accounting for recruitment variation, daily prawn size compositions, monthly market prices for different prawn species and sizes, and daily fishing costs, showed vessels made profits on ~ 115–160 days and losses on ~ 15–55 days per year, when fishing occurred near the full moon. The fishery benefitted in 2013–2015 by starting later in the year and better targeting within-season effort. This management strategy within the effort-control framework, which improved profitability, maintained higher spawning stocks and reduced ecosystem fishing impacts, has wider application in prawn fishery management.  相似文献

Estuarine environmental assessment by sub-individual responses is important in order to understand contaminant effects and to find suitable estuarine biomonitor species. Our study aimed to analyze oxidative stress responses, including glutathione-S-transferase (GST) activity, total antioxidant capacity (ACAP) and lipid peroxidation levels (TBARS) in estuarine crabs Hemigrapsus crenulatus from a high anthropogenically-impacted estuary (Lenga) compared to low and non-polluted estuaries (Tubul and Raqui), in a seasonal scale (winter–summer), tissue specific (hepatopancreas and gills) and sex related responses. Results showed that hepatopancreas in male crabs better reflected inter-estuary differences. Morpho-condition traits as Cephalothorax hepatopancreas index (CHI) could be used as an indicator of physiological status of estuarine crabs. Discriminant analysis also showed that GST and TBARS levels in summer are more suitable endpoints for establishing differences between polluted and non-polluted sites. These results suggest the importance of seasonality, target tissue, sex and physiological status of brachyuran crabs for estuarine biomonitoring assessment.  相似文献

After the 1967 flight of the Venera-4 automatic interplanetary station (AIS), the study of planetary atmospheres became one of the key areas of scientific research at the Institute of Atmospheric Physics (IAPh), USSR Academy of Sciences. The goal of the Venera-4 mission was to deliver a descent vehicle into the atmosphere of Venus and study the physical parameters and chemical composition of the atmosphere. IAPh scientists published several articles on the analysis of these measurements, with A.M. Obukhov himself directly involved in writing some of these articles. An analysis of the properties of the Martian surface and atmosphere from the data of the Mars-2, Mars-3, and Mariner-9 missions in November–December 1971 set the stage for a series of studies on the atmospheric effects of Martian dust storms. Based on the study of the atmospheres of terrestrial planets, IAPh scientists developed a simple model for the nuclear winter phenomenon, i.e., a long-term cooling due to massive fires caused by nuclear explosions. Obukhov took a keen interest in this subject and participated in the publication of review articles on the possible atmospheric and climatic effects of a nuclear war. In another publication, Obukhov and his coauthors provided a theoretical analysis of the possible causes for the tail from Halley’s comet ripping off, as was observed in January 1986. The present article gives a brief overview of the IAPh works on Solar System research and on the possible consequences of a nuclear conflict, which were published in the 1960s–1980s while Obukhov was alive.  相似文献

This paper is the continuation of the work described in [14], dedicated to the presentation of the results of propeller performance in behind-hull during straight ahead motion obtained by a novel experimental set-up for the measurements of single blade loads. In the present case, the study shows and discusses the single blade and propeller loads developed during steady turning conditions, that were simulated by means of free running, self propelled maneuvering tests for a twin screw configuration. Maneuvering conditions are critical for the ship propulsion system, because the performance of the propeller and the side effects related to its functioning (propeller–hull induced pressure and vibrations, noise) are completely different with respect to the design condition in straight ahead motion. Thrust and torque and generation of in-plane loads (force and moments), developed by the blade during the period, evolve differently for the two propellers, due to different propeller–wake interactions. The understanding and the accurate quantification of propeller loads, in these realistic operative scenarios, are pivotal to design low emission and comfortable ships, fulfilling the requirements of safety and continuity of operations at sea. The analysis is carried out revisiting the investigation in [14] for three different speeds (FN = 0.26, 0.34 and 0.40) and a large set of rudder angles that span moderate and tight maneuvers.  相似文献

A fundamental study of pile–soil systems subjected to lateral loads in offshore deposit was conducted using experimental tests and numerical analysis. The emphasis was on the soil–pile rigidity of a laterally loaded pile in marine clay. Rigid- and flexible-pile analyses were conducted for comparison. A framework for determining the lateral load transfer curve (py curves) is proposed based on both field and laboratory model tests. A numerical analysis that takes into account the proposed py curves was performed for the pile flexibility parameters such as pile diameter, pile length, pile-bending stiffness, and the modulus of subgrade reaction. Based on the analysis, it is shown that the differences in bending moment and lateral displacement are more significant for flexible piles rather than rigid piles. It was found that the py curves influence the behavior of flexible piles more than rigid piles, thus the magnitude and distribution of the py curves are significantly important in flexible pile design.  相似文献

We present a conceptual model for the analysis of the costs and benefit aspects of the risk inherent in illegal, unreported and unregulated (IUU) activity. We then develop and present a map of IUU incidences as reported in the Fisheries Centre's Sea Around Us project IUU global database. This map shows that IUU activities are quite widespread geographically. We next present an analysis of the cost and benefit aspects of risks of IUU fishing. A key result of the study is that for the cases analyzed as a group; the expected benefits from IUU fishing far exceed the expected cost of being apprehended. For an assumed 1 in 5 chance of being apprehended, our calculations show that reported fines for the vessels apprehended will have to be increased by 24 times for the expected cost to be at least as much as the expected benefits.  相似文献

Response based analysis (RBA) is used to establish the design metocean conditions (DMCs) of a generic weather-vaning FPSO off the North West Shelf (NWS) of Australia for determining greenwater severity. A vessel heading prediction tool, an essential component of the RBA analysis for weather-vaning vessels, is developed and evaluated by comparing with full-scale measurements from an operating FPSO. Locations at the bow, amidships and the stern of the vessel are found to be susceptible to greenwater risks and the vessel is often exposed to oblique waves during tropical cyclones. Long-term extrapolation is performed to estimate 1 in. N-year return relative wave-vessel motions represented by both the most probable maximum relative wave-vessel motion within a storm rmp, and the maximum individual relative wave-vessel motion rMax. It is observed that rMax ˜ (1.1–1.2) rmp. The use of rMax allows for the variability of the short term maxima per storm and also the fact that the peak in response might not come in the most severe sea-state. Given the focus on greenwater rather than wave severity, the slightly larger value of rMax at a given return period is used for assessment of greenwater risk. The sea-states that lead to rMax at a 1 in 100 year level are identified and subsequently used for characterising the wave groups causing maximum relative wave-vessel motion at various locations around the vessel. For a given location, the shapes of the wave time histories which give rise to extreme relative wave-vessel motions in a set of design metocean conditions are similar, indicating that a ‘design wave’, derived within the framework of linear wave theory, may be a useful approach to tackle highly nonlinear and complex greenwater overtopping problems.  相似文献
