We tested three atmospheric surface-layer parameterization schemes (Mellor-Yamadalevel 2, Paulson, and modified Louis), both ina 1-D mode in the new NCEP land-surface scheme against long-term FIFE and HAPEX observations, and in a coupled 3-D mode withthe NCEP mesoscale Eta model. The differences inthese three schemes and the resulting surface exchange coefficients do not, in general, lead to significant differences in model simulated surface fluxes, skin temperature, andprecipitation, provided the same treatment of roughness length for heat is employed.Rather, the model is more sensitive to the choice of the roughness length for heat. To assess the latter, we also tested two approaches to specifythe roughness length for heat: 1) assuming the roughness length for heat is a fixed ratio of the roughness length for momentum, and 2) relating this ratio to the roughness Reynolds number as proposed by Zilitinkevich. Our 1-D column model sensitivity tests suggested that the Zilitinkevich approach can improve the surface heat fluxand skin temperature simulations. A long-term test with the NCEP mesoscaleEta model indicated that this approach can also reduce forecast precipitation bias. Based on these simulations, in January 1996 we operationally implemented the Paulsonscheme with the new land-surface scheme of the NCEP Eta model, along with the Zilitinkevich formulation to specify the roughness length for heat.

A new non-iterative bulk parametrization for surface-layer transfer coefficients for momentum and heat is presented. It is applicable for a wide range of aerodynamic and thermal roughness lengths, and includes the effect of the roughness sublayer. As a consequence, the non-iterative method is suitable for every surface type, especially for urban surfaces for which existing non-iterative parametrizations fail. The analytical approximation compares very well with an iterative approach. Our method can be easily implemented in atmospheric numerical models that already employ a non-iterative approach.

Numerical simulations are used to study neutral surface-layer flow which passes over isolated or widely separated strips of modified roughness embedded in an otherwise homogeneous surface.Simple power laws are given for the maximum height and horizontal extent of turbulent momentum and horizontal mean velocity wakes with an assessment of the range of validity of this proposal. Furthermore, it is indicated, how vertical profiles of energy budget and horizontal mean velocity are distorted by a roughness strip.

Scintillation measurements with a HeNe and a CO2 laser were used to derive turbulent fluxes of heat and momentum in the surface layer. This was achieved by the structure constant or dissipation technique, i.e., by relating the measured structure constants and inner scales of refractive index fluctuations to structure constants of temperature fluctuations and dissipation rates of turbulent kinetic energy, respectively, and then assuming Monin-Obukhov similarity. The resulting heat fluxes agree well with measurements using the eddy correlation technique but for averaging periods of 10 min, the optical data show a much smoother and physically more plausible behaviour. The optically derived friction velocities are in good agreement with estimates derived from wind velocity and surface roughness. It was also observed that for stationary conditions, 1-min averaged optical measurements already provide good estimates for longer averaged heat and momentum fluxes.Even though some uncertainty remains about the empirical constants and Monin-Obukhov similarity expressions used, the method clearly proves to be of great value for monitoring surface-layer turbulence.

Infrared crown radiation temperatures as observed over a dense Douglas fir forest are analyzed in the context of similarity theory and the concept of transport resistances. As such we obtain a rather high value of the roughness length for heat, which is about equal to the roughness length for momentum. This value can be explained by the more efficient transport of heat relative to momentum in the roughness sublayer of the forest. Correcting for this effect we arrive at the classic value for homogeneous terrain of about 0.1 times the roughness length for momentum. For unstable cases the presence of enhanced mixing of heat in the roughness sublayer leads to a modified integral stability function for the dimensionless potential temperature difference between the surface and the top of the roughness sublayer. The observations give some evidence for this different stability behaviour. The analysis suggests that during daytime the radiative surface temperature and the aerodynamic surface temperature are not significantly different when used to estimate fluxes. Daytime trunk space air temperature is satisfactory parameterized with the concept of gusts and with surface renewal analysis. As such it is related to the sensible heat flux and the storage heat flux. Night time radiation temperatures at times strongly deviate from the expected behaviour based on similarity theory and the roughness length for heat, suggesting that the concept of a single surface temperature is too simple for such cases.

Measurements of fluxes and profiles of wind andtemperature are performed in the roughness layer ofa moderately homogeneous forest location. Weinvestigate to what extent vertical scalar fluxescan be derived from profile measurements. Theinfluence of inhomogeneities in the upwind terrainis investigated with footprint analysis and with aninhomogeneous surface-layer model. Four methods toestimate displacement height are suggested, amongthem is a method involving the structure parameterof the vertical wind. All methods give a decrease ofdisplacement height with increasing wind speed, while roughness length is found to increase withincreasing wind speed. For near-neutral conditionsdimensionless temperature gradients are found to besubstantially lower than the surface-layer valuesfound in the literature for homogeneous terrain with lowvegetation. Dimensionless shear however iscomparable with the surface-layer value. The heightof the roughness layer is 20 times the roughnesslength. Two schemes with locally derived surfaceparameters are tested to derive friction velocityand sensible heat flux from the profilemeasurements. These site specific schemes performsatisfactorily. A third scheme based on surface parameters chosen a priorifrom the literatureperforms significantly worse especially for low windspeed and unstable cases.

From a set of turbulence data collected with a three-axis sonic anemometer/thermometer and described in a companion paper, we simulate the eddy-accumulation process for sensible heat and momentum fluxes. The resulting eddy-accumulation coefficient for momentum clearly depends on surface-layer stability; at neutral stability, its value is 0.63. On supplementing the scalar eddy-accumulation coefficients that we derive from our sensible heat flux data with values of sensible and latent heat flux coefficients reported by Businger and Oncley, we also find that scalar eddy-accumulation coefficients depend on stability, though more weakly than does the momentum coefficient. The coefficients for sensible and latent heat show no significant difference; we, thus, fit them with one function of stability whose value is 0.52 for neutral stratification.

Recent mixed-layer formulations for computing large-scale surface energy fluxes under daytime convective conditions do not require the estimation of surface-layer parameters, such as the roughness lengths for momentum and heat. This greatly simplifies approaches using operational satellite measurements of surface temperature for computing the surface energy balance at regional scales because the surface roughness parameters are not well known for many landscapes. The utility of such mixed-layer formulations is tested using data from several recent multidisciplinary field experiments (HAPEX-MOBILHY, FIFE and Monsoon 90). The results indicate that specific mixed-layer formulations adequately simulate surface sensible heat fluxes in the grassland and shrubland sites. However, use of the original values of proposed empirical coefficients for the forested site yield poor results. This is probably due to the fact that the forested site has significantly different surface geometry and associated distribution of temperature among the surface components (especially the relative importance of soil background temperatures) compared to the other sites. Therefore, the relationship between aerodynamic and radiometric surface temperature may have greatly differed between the forested site and the other locations. However, differences in aerodynamic roughness between the experimental sites were not correlated with changes required in the values of the coefficients. Instead, a two-source model which makes the distinction between aerodynamic and radiative temperature is proposed, as a means to determine which surface properties significantly affect the magnitude of the mixed-layer coefficients.

The surface flux calculation method proposed by Louis (1979) is extended by allowing momentum and heat to have different roughness lengths (z 0 andz T respectively). Our approach is to extend the traditional analysis by a more careful consideration of potential temperature structure near the surface. This consideration leads to a redefinition of the bulk Richardson number. For bulk transfer coefficients, our method shows a significant improvement over the original Louis method when compared with the theoretical surface-layer model applied to rough surfaces. Numerical experiments simulating sea breezes in 2D show that our extension is crucially important in simulating light wind and low humidity conditions.

We report the spatio-temporal variability of surface-layer turbulent fluxes of heat, moisture and momentum over the Bay of Bengal (BoB) and the Arabian Sea (AS) during the Integrated Campaign for Aerosols, gases Radiation Budget (ICARB) field experiment. The meteorological component of ICARB conducted during March – May 2006 onboard the oceanic research vessel Sagar Kanya forms the database for the present study. The bulk transfer coefficients and the surface-layer fluxes are estimated using a modified bulk aerodynamic method, and then the spatio-temporal variability of these air-sea interface fluxes is discussed in detail. It is observed that the sensible and latent heat fluxes over the AS are marginally higher than those over the BoB, which we attribute to differences in the prevailing meteorological conditions over the two oceanic regions. The values of the wind stress, sensible and latent heat fluxes are compared with those obtained for the Indian Ocean Experiment (INDOEX) period. The variation of drag coefficient (C D ), exchange coefficients of sensible heat and moisture (C H = C E ) and neutral drag coefficient (C DN ) with wind speed is also discussed.

Estimation of areally-averaged surface fluxes
The concept of blending height is used to estimate areally averaged surface fluxes of momentum and heat in a stratified, horizontally inhomogeneous surface-layer flow. This concept is based on the assumption that at sufficiently large heights above a heterogeneous surface, subsequent surface modifications will not be recognizable in the flow individually, but overall flux and mean profiles will represent the surface condition of a large area. The height at which the flow becomes approximately independent of horizontal position is called blending height according to Wieringa (1986).Here, it is proposed to classify the ground surface in a surface-layer grid box of a larger-scale model into several land-use categories. Surface momentum and heat fluxes should be estimated for each category at the blending height. The grid-averaged surface fluxes are to be obtained by the average of surface fluxes on each land-use surface weighted by its fractional area. The postulate of computing the surface fluxes at the blending height leads to a new formulation of turbulent transfer coefficients. The proposed parameterization has been tested by employing a small-scale numerical model as a surface-layer grid box of a hypothesized larger-scale model. Several quite different flow configurations have been studied in order to investigate the performance of the new parameterization. Generally, the relative errors of estimated averaged surface fluxes are found to be well within ±10%.

The Louis scheme for calculating the vertical eddy fluxes within the atmospheric surface layer is improved by broadening the original assumptions. In our approach, the momentum and heat transfer roughness lengths (z0 and zT respectively) can be different, and z0 need not be negligibly small compared with the lowest height (z) in modelling. For these conditions, we choose more consistent wind and potential temperature profile forms, then derive new algorithms for calculating fluxes. Improvement is demonstrated for a wide range of z/L (L is the Obukhov length), z/z0 and z0 zT, by comparing these fluxes with those derived from a theoretical surface-layer model. The improved algorithms can be used in atmospheric modelling systems for more varied surfaces and a wide range of atmospheric stability.

The accurate determination of surface-layer turbulent fluxes over urban areas is critical to understanding urban boundary layer (UBL) evolution. In this study, a remote-sensing technique using a large aperture scintillometer (LAS) was investigated to estimate surface-layer turbulent fluxes over a highly heterogeneous urban area. The LAS system, with an optical path length of 2.1 km, was deployed in an urban area characterized by a complicated land-use mix (residential houses, water body, bare ground, etc.). The turbulent sensible heat (Q H) and momentum fluxes (τ) were estimated from the scintillation measurements obtained from the LAS system during the cold season. Three-dimensional LAS footprint modeling was introduced to identify the source areas ("footprint") of the estimated turbulent fluxes. The analysis results showed that the LAS-derived turbulent fluxes for the highly heterogeneous urban area revealed reasonable temporal variation during daytime on clear days, in comparison to the land-surface process-resolving numerical modeling. A series of sensitivity tests indicated that the overall uncertainty in the LAS-derived daytime Q H was within 20%-30% in terms of the influence of input parameters and the non-dimensional similarity function for the temperature structure function parameter, while the estimation errors in τ were less sensitive to the factors of influence, except aerodynamic roughness length. The 3D LAS footprint modeling characterized the source areas of the LAS-derived turbulent fluxes in the heterogeneous urban area, revealing that the representative spatial scales of the LAS system deployed with the 2.1 km optical path distance ranged from 0.2 to 2 km2 (a "micro-α scale"), depending on local meteorological conditions.

The mean flow profile within and above a tall canopy is well known to violate the standard boundary-layer flux–gradient relationships. Here we present a theory for the flow profile that is comprised of a canopy model coupled to a modified surface-layer model. The coupling between the two components and the modifications to the surface-layer profiles are formulated through the mixing layer analogy for the flow at a canopy top. This analogy provides an additional length scale—the vorticity thickness—upon which the flow just above the canopy, within the so-called roughness sublayer, depends. A natural form for the vertical profiles within the roughness sublayer follows that overcomes problems with many earlier forms in the literature. Predictions of the mean flow profiles are shown to match observations over a range of canopy types and stabilities. The unified theory predicts that key parameters, such as the displacement height and roughness length, have a significant dependence on the boundary-layer stability. Assuming one of these parameters a priori leads to the incorrect variation with stability of the others and incorrect predictions of the mean wind speed profile. The roughness sublayer has a greater impact on the mean wind speed in stable than unstable conditions. The presence of a roughness sublayer also allows the surface to exert a greater drag on the boundary layer for an equivalent value of the near-surface wind speed than would otherwise occur. This characteristic would alter predictions of the evolution of the boundary layer and surface states if included within numerical weather prediction models.

Ejection and sweep eddy motions are coherent structures in the atmospheric surface layer. These structures are responsible for surface-layer fluxes of sensible heat and momentum. This study analyzes these structures over the same surface in short and tall grass situations. It is shown that momentumsweep eddy motions are dominant in both short and tall grass situations. Theratio between eddy structures revealed that the small-scale eddies are activatedin tall grass conditions. The study applies to unstable conditions duringdaytime.

The roughness length for momentum (z0m), zero-plane displacementheight (d), and roughness length for heat (z0h) are importantparameters used to estimate land-atmosphere energy exchange. Although many different approaches have been developed to parameterizemomentum and heat transfer, existing parameterizations generally utilizehighly simplified representations of vegetation structure. Further, a mismatch exists between the treatments used for momentum and heat exchange and those used for radiative energy exchanges. In this paper, parameterizations are developed to estimate z0m, d, and z0h for forested regimes using information related to tree crown density and structure. The parameterizations provide realistic representationfor the vertical distribution of foliage within canopies, and include explicit treatment for the effects of the canopy roughness sublayer and leaf drag on momentum exchange. The proposed parameterizationsare able to realistically account for site-to-site differences in roughness lengths that arise from canopy structural properties.Comparisons between model predictions and field measurements show good agreement, suggesting that the proposed parameterizations capture the most important factors influencing turbulent exchange of momentumand heat over forests.
