Peri-urban areas are characterised by great heterogeneity and rapid changes of land use. Furthermore, population composition changes as peri-urban areas offer attractive residential alternatives to city centres or more remote locations. The dynamic processes leave peri-urban areas in an in-between situation, neither city nor countryside and home to a range of functions, spanning from agricultural production to residential and recreational areas. The paper investigates the urbanisation of agricultural areas in the Greater Copenhagen region based on quantitative data collected on agricultural properties in nine study areas between 1984 and 2004. The overall conclusion is that agricultural land use has continued largely unaffected by the processes of urbanisation. However, most of the production is concentrated on a few very large full-time farms. In addition, the economic activities have been greatly diversified over the last three decades. The structural components of the areas (land use and landscape elements) thus appear more resilient than the socio-economic system (declining number of full-time farmers and increasing number of owners engaged in other gainful activities). However, at some point this discrepancy will disappear and rapid land use changes may be expected.  相似文献

ABSTRACT

Peri-urban areas are the interface between urban and rural regions, with these regions traditionally acting as foodbowls for adjacent urban areas. This peri-urban agriculture provides a diverse suite of benefits to urban areas. Increasingly, however, peri-urban areas are being converted to residential uses, driven in part by higher land values secured for land converted for residential development. In Sydney, planning and development has tended to treat peri-urban areas as ‘suburbs in waiting’. Using a Foucauldian governmentality approach, this paper investigates the prevailing rationalities in metropolitan-level strategic planning documents—in particular A Plan for Growing Sydney and the Draft South West District Plan—and how these rationalities relate to peri-urban agriculture. Our analysis shows that the three overarching rationalities—the global city, the compact city and the sustainability agenda—frame the urbanisation of peri-urban agricultural lands as necessary and inevitable, and only integrate agriculture as part of the future of the city of Sydney when it can be rationalised within the ‘global city’ narrative. As a result, peri-urban areas are not considered to have unique planning needs, but are imagined as latent spaces that will enable Sydney to meet its housing and job targets through their future development.  相似文献

生态系统服务与人类福祉和区域可持续发展息息相关,是区域土地利用规划的重要考量因素。为此,论文利用文献计量和文本分析法,分析了1997年以来生态系统服务概念、方法和相关高频关键词在土地利用规划研究及实践中的应用。结果表明,近年来土地利用规划研究对生态系统服务的关注度越来越高,相关论文发表量和引用量均呈逐年稳步增长趋势。1997—2017年间,共有121篇中文论文涉及生态系统服务在规划中的运用,总引用量达到2252。与此同时,从全国到地方的《土地利用总体规划》文本中,与生态系统服务相关的关键词的词频总量在升高。生态系统服务相关关键词出现的频次从1997—2010版规划的14630次增长到2006—2020版规划的25467次,增长率达到74%。其中,规划文本对供给及支持服务关注度较高,而对调节及文化服务关注度较低。未来需要进一步发展科学有效的方法,将生态系统服务应用到规划实践中,并在规划文本中加强对调节及文化服务的重视,切实为生态文明建设服务。  相似文献

"十一五"规划期间,国家将把区域规划工作放在突出重要的位置。区域规划既不是国民经济和社会发展规划在区域上的细化,也不是行业规划在区域上的汇总,而是为解决特定区域的特定问题或达到区域内特定目标而采取或实施的战略、发展思路、政策等。区域规划的内涵决定了区域规划的特点和性质,"十一五"期间加强和重视区域规划工作具有重大意义,是促进我国区域协调发展、落实科学发展观、解决区域重大问题、加速与国际现代管理体制接轨、完善我国规划体系以及促进社会主义市场经济秩序建立的迫切需要。文章提出在"十一五"期间,要研究确定区域规划编制主体、编制程序及审批主体等问题,加强我国重点区域规划范围的研究,开展新的地区经济发展类型划分,统筹区域发展,完善区域发展政策,制定相应的法律法规。  相似文献

This paper presents two mega events as tools in the strategic planning of the Copenhagen area. Due to growing inter-metropolitan competition, increasingly offensive and complex means are applied. This demands strong leadership, stable longterm planning and willingness to accept the costs in order to reach the objectives. Marketing versus strategic planning is discussed. The general position of Copenhagen in the European urban system gives perspective to a potential change on the South Scandinavian urban scene. New instruments of strategic planning in Greater Copenhagen are introduced. The competitive level of Copenhagen is analyzed in relation to Stockholm, Berlin and Hamburg. Two examples of mega events are discussed that represent typical elements in urban competition: cultural events and infrastructure improvements. 1) Copenhagen as ‘The cultural City of Europe’ in 1996 represents a temporary mega event. 2) The planned bridge between Copenhagen and the south Swedish city of Malmö, combined with Swedish entrance into EU, opens up for development of the first cross-national integrated large-city region outside the European centre. This is an example of a mega event which will alter the scene permanently. Both events are important issues used in developing a growth strategy for Greater Copenhagen. But neither the cultural city nor the bridge may by themselves guarantee any advantages. It depends upon the ability of local actors to develop and promote the quality of their city. This paper analyses the relationships between employment growth, human capital and regional development. To understand the spatial development of employment growth, we distinguish between the public and the private sector. The public sector has a major role in Denmark in the form of a large share of total employment and employment growth across space. We examine in particular the uneven geography of human capital and the relationships between the growth of human capital and total employment growth by Danish municipalities. It is moreover analysed, whether there is a concentration of human capital in the largest city-regions, and how such concentrations contribute to the uneven geography of employment growth. The paper concludes that both the public and private sectors are important regarding employment growth in Danish municipalities. Further, public and private human capital contributes to employment growth, and the public sector contributes, over time, to diminishing the uneven spatial distribution of human capital while the private sector increases the spatial inequality. Moreover, urbanisation has a significant effect on employment growth and human capital formation, both when it comes to the large city regions, and, in general, the distance to city centres.  相似文献

In 2020, the decisive victory of building a moderately well-off society in all aspects means that absolute poverty in rural China has been completely eliminated. Consolidating and expanding the achievements of poverty alleviation and establishing a long-term mechanism to solve relative poverty have become key issues in high-quality development of underdeveloped areas. In this study, human-earth system is employed to analyze the element composition, structural organization and functional state of underdeveloped areas. The results show that poverty in underdeveloped areas stems from the lack of the coupling and coordinating mechanism among human, economic, resource and environmental elements, which is not conducive to transforming the ecological advantages into the advantages of regional development. In the antipoverty stage, underdeveloped areas innovate the human-earth coupling and coordinating mechanism through a series of targeted measures, promote the organic combination of poverty alleviation, ecological conservation and sustainable development, and boost the transformation of regional development and the increase of farmers’ incomes. Focusing on the 14 th Five-year Plan(2021–2025) and the long-term goal of 2035, governments in underdeveloped areas should make full use of the policy support to explore scientific methods of modern governance and sustainable development. In particular, it is necessary to practice the concept that "clear waters and lush mountains are invaluable assets" and take the road of the ecologicalization of industry and the industrialization of ecology by establishing a policy system of "green land", "green people", "green industry" and "green right", thus building an endogenous growth mechanism of sustainable poverty alleviation and green development in China’s underdeveloped areas.  相似文献

Ontario began developing a drinking water source protection planning process in 2000, after a rural community's water supply was contaminated by pathogens from agricultural runoff. An expert committee report has recommended legislating a new source protection “sphere of jurisdiction” for municipalities; however, no specific new municipal tools or authorities have been proposed as yet. This paper reports findings from an evaluation of the extent to which existing institutional arrangements for land use planning and water management facilitate or constrain source protection by municipalities. A case study of the Regional Municipality of Waterloo suggests there is the potential to link land use planning more strongly to water management through creative use of existing tools, forgoing the need for major institutional changes.  相似文献

陆海统筹是海岸带地区国土空间规划编制的基本原则。在海岸带空间开发与保护中,人地(海)关系、区域空间关系、陆海关系相互交织、相互融合,具有显著的复合系统特征。基于陆海之间物质、能量、信息与要素的流动特征,构建了包含人地(海)关系、区域空间关系、陆海关系的海岸带复合系统,并将陆海统筹的实现转化为海岸带复合系统的协调过程。研究表明:海岸带复合系统协调受复合系统与外界之间和各个子系统之间物质、能量、信息与要素流动过程的影响深刻。因而,海岸带复合系统协调的关键在于系统结构与功能完善、系统空间位置调整和系统输出内容管控三个方面。在此基础上,进一步提出国土空间规划中深化陆海统筹的策略。  相似文献

基于广州市土地利用结构、地区经济、生态与社会特点,结合广州城市总体规划(2010-2020),对广州市域土地利用结构进行生态经济效益-自然生态效益导向的多目标优化配置研究。结果表明:对广州市土地利用数量结构进行调整,一定时间内能够满足地区可持续发展;但是,土地仍然承担着巨大的压力,焦点是建设用地和农用地之间的数量转变,以耕地为主,也包括对未利用土地的利用;土地利用潜力度模型结果显示,通过优化土地利用结构,土地系统的协调度增大而潜力度减小:在生态经济效益目标下,潜力度分别为0.628~0.661,0.372~0.339;在自然生态效益目标下,分别为0.531~0.782,0.469~0.218,表明土地利用系统将趋于更高的协调状态,而其数量结构优化配置的潜力减小,优化各产业部门内部土地资源结构及其空间布局,将是广州市土地资源高效集约利用和进一步挖潜的主导方向。  相似文献

作者回顾了 2 0世纪 80年代以来中国国土规划发展的简要过程 ,针对当前面临的国内外形势提出了编制新一轮国土规划必须实现以下四个转变 :由计划型转向市场型和引导型 ;从资源开发利用转向开发、利用与保护相结合 ;由主要追求经济发展转向经济社会同人口、资源、环境多目标持续协调发展 ;规划重点从产业规划转向协调地区经济社会建设的空间布局规划。在此基础上 ,进而提出完善和提高新一轮国土规划的途径为 :重视编制跨省区和省内跨地市国土规划 ,基层国土规划应以土地利用规划为重点 ,加强与国土规划配套的空间政策研究 ,规划手段与方法朝着信息化和决策科学化方向发展 ,尽快制定国土规划法 ,在编制规划过程中广泛吸收公众参与  相似文献

县域空间是中国城乡交融最明显的空间规划基本单元,空间发展与约束导致的用途冲突或重叠现象非常突出。论文以典型山区县湖南省茶陵县为研究对象,建立多规协同的国土空间系统弹性评价体系,运用土地利用区间优化及适宜性评价方法确定各类用地的弹性区间,预测不同土地利用类型的空间转移特征,并提出相应的弹性空间差异化管控建议。结果表明:茶陵县域国土空间系统相关社会与经济指标的弹性贡献度较小,弹性综合评价值在整体上低于湖南省平均水平。不同用地类型的弹性规划区间有明显差异,按不同用地类型弹性区间分析,园地、林地、水域、耕地、其他农用地对茶陵县发展弹性承纳贡献值依次降低,分别占总面积的3.47%、2.97%、1.02%、0.90%、0.06%。不同用地弹性空间转移具有显著的带状分布特征,呈现生态用地与农用地、建设用地与农用地、建设用地与生态用地空间等3种类型交叠,生态用地与农用地空间交叠区最大,占总面积的6.41%;其次是建设用地与农用地交叠区,占比0.97%。对不同用地类型的弹性交叠区域尤其农用地转为建设用地应加强差异化管控。弹性空间测度研究为山区县域国土空间规划用途管制提供了差异化的空间管理技术方法和实证。  相似文献

通过构建评价指标体系和分析框架,利用综合指数法、耦合协调度模型和灰色关联度模型分析2005―2017年长江三角洲(长三角)碳排放与植被固碳耦合协调时空变化特征及驱动因素,并模拟政府决策优先级对耦合协调度趋势的影响。结果表明:长三角碳排放空间集聚特征显著,基本形成了以长江沿线和长三角东南沿海区域为核心的沿江沿海高排放带;长三角碳排放与植被固碳耦合协调度具有明显的空间分异特征,呈现出南京-上海沿线一般失调区域为核心的圈层结构特征;植被覆盖综合评价值高于碳排放综合评价值的地区耦合协调度普遍较高,人口的集聚和变化、城市建设和能源消耗对耦合协调度影响最大;同时,政府决策的优先级会显著影响耦合协调趋势。  相似文献

伴随气候变化与快速城市化,超大城市与城市群高温、暴雨、雾霾极端灾害事件频繁,生态环境问题愈加突出。应对气候变化的城市规划是缓解与适应极端事件的重要手段,它通过优化土地利用、空间结构、道路交通和生态绿化,减缓气候变化与极端事件影响。论文总结了城市规划实施对气候与环境的影响机制,及其实施效应的评估方法,由此将应对气候变化的城市规划问题归结为极端事件指标、经济可行性、区域适用性等多被控变量、多目标、多约束最优化问题的求解。为此亟需基于气候环境与社会经济的协同作用,开展超大城市和城市群的气候变化影响和适应研究,改进应对气候变化城市规划实施效应的评估手段,构建包含城市规划实施效应的区域气候模式系统和多尺度综合评估体系,以实现气候环境最优及社会经济代价最小的绿色智慧韧性发展策略。  相似文献

区域旅游发展是我国区域发展总体战略的重要专题。区域旅游是同一区域范围内不同地区之间互为旅游客源地、互为旅游目的地的区内旅游活动。区内旅游供给由跨城市区划的食、住、行、游、购、娱等地方小产业集群环环相扣而成,这种分工模式在区域范围内形成一种基于地方产业集群组合的广域旅游产业集群。在这种集群形态内,存在着空间组织、产业组织及运营模式创新的空间。研究区内旅游流在城市节点间的空间演化特征和机制,以及区内旅游流所遵循的典型旅游线路在城市节点间的产业链演化特征和机制,在此基础上,探索基于广域集群组织的区域旅游发展创新,最后在理论上形成提升,形成涵盖结构与功能关系的广域旅游产业集群研究体系,对于区域旅游理论研究和发展实践而言,具有重要的价值。  相似文献

土地利用规划环境影响评价是提高土地利用规划科学性,实现土地资源可持续利用、促进区域可持续发展 的重要工具。从当前我国土地利用规划环境影响评价借鉴国际尤其是欧盟经验中存在的问题出发,在总结我国及 欧盟国家土地利用规划环境影响评价特点的基础上,从土地利用规划及环境内涵、土地利用规划环境影响评价指 标体系和方法、土地利用规划环境评价的空间层次三个方面分析中国和欧盟土地利用规划环境影响评价的差异。 最后从中国土地利用规划环境影响评价的特点出发,提出合理界定土地利用规划与土地利用规划环境影响评价的 内容、建立中国土地利用规划特点的规划环境影响评价体系、发展规划导向的土地利用规划环境评价方法、加强多 学科、多部门合作以及公众参与的建议。  相似文献

从构建政策主导下区域土地利用转型解释框架入手,以东北地区为例,探究政策主导下区域土地利用转型机制。结果表明:① 1995—2015年,东北地区经济社会发展可划分为“经济低速增长,城镇化与人口发展停滞期”与“经济波动,城镇化稳定发展,人口转型期”两大阶段。② 伴随经济社会转型,东北地区发生土地利用转型。转型特征主要表现为:在数量上,区域耕地规模持续扩张,但增速放缓,耕地内部水田占比上升;林地与草地规模持续缩减,但下降速度放缓;区域建设用地加速增长,增长主体由农村建设用地转变为城镇建设用地。在空间上,耕地分布重心持续向东北方向移动,林地与未利用地分布重心向西南方向移动,建设用地与草地分布重心呈现显著的转折特征。③ 东北地区土地利用转型是区域内不同土地利用类型在空间上由冲突到协调的持续性重构过程。区域功能定位以及经济现代化与城镇化是导致土地利用转型的核心因素。政策主导下的区域土地利用转型是政策引导下的社会-生态反馈路径与政策影响下的社会-经济变化诱发路径综合作用的结果,两者间存在耦合与拮抗过程。前者决定区域土地利用转型的方向,后者决定区域土地利用转型的速度与强度。  相似文献
