Vaquita marina, a small species of porpoise endemic to the Northern Gulf of California in Mexico, is the world's most endangered cetacean species. With the purpose of preserving vaquita, the Mexican government launched PACE-Vaquita in 2008. This voluntary program offers an innovative schedule of compensations: as in a payment-for-conservation program, PACE-Vaquita compensates for temporary reductions in fishing effort; as in a program to accelerate technology adoption, PACE-Vaquita compensates for switching to vaquita-safe fishing methods; and as in a buyback program, PACE-Vaquita compensates fishermen for a permanent exit from fisheries. This paper seeks the factors explaining fishermen's participation in PACE-Vaquita during its first year of operation. Analysis is carried out through a multinomial logit specification on a data set collected one week after the enrollment deadline. This paper shows that fishermen with skills in alternative economic activities more likely quit fishing, and fishermen with relatively less productive vessels more likely switched to vaquita-safe fishing methods. Discussion of public policy implications is provided.  相似文献

Fisheries management systems based on Transferable Fishing Concessions (TFC) and similar rights-based systems have been developed during the last decades in some European countries. However, at present there is not a clear view on the possible effects caused by the application of this management systems in the Mediterranean Sea. The current study, involving nine Geographical Sub-Areas (GSAs) of the Mediterranean Sea, focuses on the appropriateness, transferability and modes of applicability of a TFC system in the Mediterranean area. Three different scenarios of quota allocation have been analyzed by taking into account biological, ecological, environmental, economic and social aspects: quota in terms of resource quantity, quota as a portion of the total fishing time, quota as a portion of the total fishing capacity. Results show that the transferability of a TFC-based system to the Mediterranean context appears to be low due to the characteristics of the Mediterranean fisheries (multispecificity of resources, fishing grounds shared among different countries, multigear, importance of small-scale fisheries) and to the general lack of sound and reliable individual historical data. The study also highlights rights-based systems such as Territorial Use Rights in Fisheries (TURF) might only be applied for the exploitation of sedentary resources, such as clams. A management system based on TFC could be theoretically reasonable for anchovy fishing, where a few species are caught, even if all countries and stakeholders should be involved in the decision making process.  相似文献

This paper assessed the socio-economic implications of climate change and vulnerability of fishing communities known as “Koli” living in Mumbai, India. The vulnerability indicators are derived from sustainable livelihood literature and use of multi-criteria analyses and are validated with expert opinions. A survey of two hundred fishermen from five fishing villages in Mumbai was conducted to collect data. The results demonstrate that vulnerability perpetuates due to physical and financial resource constraints among the fishing community. Fishermen from Madh and Worli villages are observed to be more vulnerable and less adaptive due to their inability to use efficient mechanized boats and advanced fishing implements, such as fish finders and GPS (Global Positioning System). The divergence in the vulnerability scores among fishing villages is attributed to the coping strategies, resource availability, knowledge and the benefit derived from the local government. Fishermen have been observing the negative impacts of climate change on their fishing livelihoods. Adaptation strategies to maximize fish catch are observed in such practices as targeting different species and fishing intensively for several days. However, these practices are leading to an imbalance in the common resource pool and biased resource sharing among different groups of fishermen.  相似文献

The feeding and spawning habitats of the overfished Atlantic bluefin tuna (BFT) are mapped in the Mediterranean Sea and used in the present proposal for selecting restricted fishing grounds. The feeding habitat is mainly traced by oceanic fronts of satellite-derived temperature and chlorophyll while the spawning habitat is mostly characterized by an important heating of surface waters. The proposal recommends opening the fishery in feeding areas in case the BFT stock is low (current situation). Only spawning areas at its latest stage could be opened once the stock has recovered to its optimum yield. Due to the possible concentration of fishing vessels if fishing areas are restricted (e.g. four-fold increase with a 1/16th restriction of the Mediterranean Sea) the inspection activities could be better targeted. Identified spawning grounds, opened or closed to fishing, could also be particularly monitored by control operations. Within the authorized areas, the habitat maps would guide fishermen to the favourable habitat reducing their costs. The habitat guided management could be able to adapt the spatial and temporal distribution of the effort to the requirements of both the fisheries’ control and the resource. Its implementation is likely to protect the stock (a) by apparently decreasing illegal fishing which accounts in the recent years for more than 1/3rd of total catches, (b) by protecting the spawners to ensure a suitable recruitment and (c) by distributing the effort to respect the population structure. The first species studied is the emblematic bluefin tuna which is at high risk of collapse due to overfishing. The approach is a priori transposable to other epipelagic species of commercial importance.  相似文献

This paper analyses the perceptions of Spanish fishermen working in Atlantic fishing grounds on current fishery regulation measures and the possibility of introducing transferable rights as is established in the EC's latest proposal to reform the Common Fisheries Policy. A survey was conducted through face-to-face interviews and ordered logistic and multiple regression models to identify which characteristics influence fishermen's perceptions and attitudes. The results show that the fleet segments most in favour of implementing ITQs correspond to industrial fishing, while the smaller-scale fisheries (artisanal, gillnets, longline and coastal trawl) are more in favour of a system involving individual effort (fishing days or kW days), transferable or otherwise.  相似文献

One of the reasons for the failure of some Marine Protected Areas (MPAs) is the lack of respect for their boundaries and regulations, which intensifies the need to assess the attitudes of stakeholders affected by MPAs. To this end, it is necessary to know the perception and behavior of resource users in these areas in relation to the management process. This study addressed the perception of different groups of fishermen in three MPAs that allow sustainable use of resources on the Brazilian northeastern coast. The perception analysis was based on four aspects: biodiversity conservation, flexibility and adaptability of fishermen, participation in management and opinions about the MPA. The interviewed fishermen (n=100) were classified into natives or immigrants,≥than 40 years old or <40, predominant use of selective or nonselective fishing gear and part or full time fishermen. The results showed that younger fishermen and the ones who use selective fishing gear presented a more conservation prone perception; nonselective fishermen and part-time fishermen were more flexible and adaptable to changes; and younger fishermen tended to agree more with the establishment of the MPAs. Taking these differences in perceptions among fishermen into account could serve as a basis for improvements in the management and conservation of fishing resources, besides helping predict possible future behavior due to changes in management policies.  相似文献

Commercial fishing data were used to reconstruct historical spatio-temporal patterns of fishing effort and landings in the bottom longline fishery of the Azores. Key events during an important 15-year period were charted, through fisher interviews together with GIS analysis. While effort distribution varied over time, the prevailing pattern was a shift in focus from eastern to western areas and from shelf/slope to offshore banks and seamounts in response to policy measures (e.g. banning bottom longline inside 3 NM, public aids for modernization of the fleet) and reduced fishing yields. Areas 12–50 NM from shore represented the most vital fishing grounds in terms of fishing effort and production. Declining landings of the major demersal species, in recent years, indicate that present catch levels are not sustainable and further measures need to be taken in order to sustain fisheries resources. Knowledge of fleet behavior and the distribution of fishing effort, particularly in patchy environments, provide valuable insights into the impacts of past management decisions and help predict the outcome of new policies both in this region and elsewhere.  相似文献

The large industrial fishery development that turn Chile into the third fishing nation in the world is described, and recent regulatory innovations introduced by new Fishery and Aquaculture legislation are reviewed. In addition to classical Fishery management tools, different types of limited entry systems are now defined in the law and applicable to Chilean fisherie. These for the first time include allocation of resources in the form of Individual Fishing Quotas and Individual Transferable Quotas (IFQs and ITQs). Territorial User’s Rights in Fisheries (TURF’s) were incorporated in the law to enhance self-regulatory practices among artisanal fishermen. Among them, the Areas for Management and Exploitation for Benthic Resources (AME) represent an associative assignment of TURFs. Large-scale zoning is used to re-define Aquaculture Grants and to ritualise the conflicts between Artisanal and Industrial fishermen by establishing the Artisanal Reserve in which small-scale coastal fishermen have Priority Access. Performance of the new management instruments are documented with case studies, for the following fisheries: the loco (Concholepas concholepas) a carnivorous snail, keyhole limpets (Fissurella spp.), langostino or squat lobster (Cervimunida johni), Black hake (Dissostichus eleginoides) and the Yellow prawn (Pleuroncodes monodon).  相似文献

The trawl fishery, which targets Cape hake Merluccius spp. and Agulhas sole Austroglossus pectoralis, takes chokka squid Loligo vulgaris reynaudii as by-catch. Catch and effort data from the trawl fishery for the period 1978–1996 are used to obtain annual estimates of catch rate (catch per unit effort cpue) for that period. Examination of the cpue trend shows a sharp decline in the early 1980s and, in order to identify factors that could have influenced that decline, the distribution of fishing effort is investigated both temporally and spatially. There is a possible change in the incidence of squid-directed catches over time, but their overall scarcity could have had only a small impact on the annual cpue trend. Further, using distribution of fishing effort to evaluate the effects of possible changes in fishing patterns, rather than changes in resource abundance, on the trend in trawl cpue, it became clear that there had been a contraction of the trawling grounds and changes in fishing patterns in relation to depth over time. Finally, a general linear model (GLM) is developed to quantify the effect on cpue of factors such as vessel characteristic, depth and position of the drag, season and target species, so obtaining a standardized trawl cpue index of chokka abundance. Analysis of that trend reveals a mean 7.7% annual decline for the period investigated, which should be interpreted as a strong sign of resource decline.  相似文献

The science and management of marine resources is increasingly grappling with the use of ecosystem-based fisheries management. Though ecosystem-based fisheries management seeks to unite biological and sociocultural concerns into a holistic framework, people are often seen simply as external drivers of change. The technical questions that are often posed, such as the delineation of boundaries or the strategies of governance, are however more broadly questions concerning the social production of nature. This paper explores these issues by analyzing both the spatial fishing practices of different fishermen and the results of a series of workshops held in New England to solicit opinions about ecosystem-based fisheries management. The paper emphasizes teasing apart the human dimensions of fishing embedded in predominant notions such as fishing effort through more explicit consideration of spatially based resource dependencies and mutual constitution of society-nature.  相似文献

Marine Protected Areas (MPAs) have long been advocated as effective management vehicles for promoting long-term conservation of marine resources and biodiversity. However MPAs are failing in their conservation goals, impeded by insufficient funds and a heavy reliance by low-income populations on natural resources.Investigation into a potential payment for environmental services (PES) program for marine protection was conducted in La Paz, Baja California Sur, Mexico. Surveys elicited tourists' willingness to pay (WTP) to reduce fishing pressure in Espíritu Santo Marine Park. Interviews with local fishermen investigated necessary levels of compensation in order to cease fishing, by proxy of required salaries in alternative employment outside of the fishing sector.Results indicated that required compensation values outweighed WTP by the tourist sector. Median WTP per trip amounted to US$12.50 and US$30, additional to pre-existing price, for day excursions and longer trips respectively. Median willingness to accept of fishermen was approximately US$135 per week, at time of survey, and required compensation was US$60 per week. Aggregated median WTP was able to cover annual compensation costs for approximately half of the fishing population. That fish stocks were not in collapse, thereby not creating sufficient scarcity and decreasing opportunity costs, and potential high transaction costs were identified as constraints of the proposed PES scheme.However, PES for marine protection should not be dismissed entirely; sites which are less productive and where fishermen's opportunity costs are low will be more suited to such a compensation scheme. We examined the conditions of successful common property-based management for coastal marine living resources, using a case of historically and anthropologically well established women divers communities on Jeju Island, South Korea, focusing on their decentralized work rules and production records. Due to their tight social network and work rule, the women divers have harvested coastal marine living resources with limited fishing pressure exclusively from their village fishing grounds for over 400 years. However, their harvest patterns have been mostly reactive to market prices, eventually requiring direct governmental regulations such as total allowable catch in some cases. Most recently, the communities have been experiencing multiple challenges: their aging population, water pollution in the coastal zone, competition with cultured products and imported seafood, and expanding barren grounds. These challenges demand a multi-scale/dimensional response if the women divers communities are to keep their village fishing grounds and communities sustainable.  相似文献

The fisheries sector is a significant contributor to the Egyptian economy. Recently, issues relating to fishing ports have been highlighted in port planning, availability of facilities, management, and environmental issues. Additional problems include Egypt's lack of specific guidelines for planning and design of fishing ports. This paper aims to assess the current status of five fishing ports (both natural and artificial) located along the Mediterranean coast of Egypt. Data were collected via a questionnaire supplied directly to the fishermen. The questionnaire contains two sections that cover information regarding the fishermen and fishing vessels. There are sections to assess the degree of satisfaction of the fishermen regarding economic, environmental, planning, facilities, and managerial issues. 250 fishermen received the questionnaire. The data were analyzed quantitatively and qualitatively. The results confirm that the fishing ports are negatively affected by a number issues, as well as management deficiencies, resulting in several weaknesses. The main issues include pollution, sedimentation, deterioration of infrastructure, and lack of port facilities. It is recommended that decision-makers should develop monitoring tools and improve infrastructure and services. Recommendations are made for future development to enable the expansion in the fishing industry and improve the sustainability of fishing ports.  相似文献

Once one of the most numerous seabirds of the Benguela upwelling system, the population of Cape cormorants Phalacrocorax capensis has decreased by 60% in the past three decades and the species is listed as Near Threatened. Declines in prey availability and/or abundance brought about by recent changes in the distribution of pelagic fish stocks and industrial purse-seine fishing are hypothesised to be a key driver of seabird population decreases in the southern Benguela. We investigated the foraging behaviour of breeding Cape cormorants by deploying GPS and temperature–depth recorders on 24 breeding adults from three islands off the coast of South Africa, two of them to the north of Cape Point and a third farther south on the western Agulhas Bank. This provided the first measures of foraging dispersal by a cormorant in the Benguela system, and enabled a comparison of foraging behaviour between birds from these islands. Foraging trips of Cape cormorants lasted between 17 min and >7 h, at a maximum distance of between 2 and 58 km away from their colony. Foraging effort was significantly greater for birds from farther north off the West Coast in terms of trip duration, distance travelled, number of dives and time spent flying compared to those from the southernmost island (Dyer), which is probably a response to low prey availability in the north. Coastal reserves that exclude pelagic fishing from inshore feeding grounds around Cape cormorant breeding colonies may result in increased local prey availability, which would benefit Cape cormorant populations.  相似文献

A detailed understanding of fishing activity in Scottish waters is required to inform marine spatial planning. Larger fishing vessels are fitted with Vessel Monitoring Systems (VMS) offering spatial information on fishing activity. VMS does not cover smaller vessels (under 15 m), which fish predominantly in inshore waters where the competition for space is often greatest. To improve knowledge of the distribution of fishing activity and value of fisheries in Scotland's inshore waters, Marine Scotland conducted a participatory fisheries mapping project, known as ScotMap. The data were collected during face-to-face interviews with 1090 fishermen of Scottish registered commercial fishing vessels under 15 m in overall length and relate to fishing activity for the period 2007–2011. Interviewees were asked to identify the areas in which they fish, estimate the contribution these areas make to vessel earnings, and to provide associated information. The majority of interviews relate to creel fishing. The data collected were aggregated to provide mapped outputs of the monetary value, relative importance to fishermen and the usage of the seas around Scotland (number of fishing vessels and number of crew). ScotMap outputs provide information on the locations of inshore fishing activities and the economic importance of different sea areas at a much higher spatial resolution than was previously possible. Outputs have informed marine policy development, provide a valuable resource for marine spatial planning in Scotland and illustrate how participatory mapping can generate useful resources on the location and importance of inshore fishing areas.  相似文献

The aim of this paper is to compare the criteria for eco-labeling of wild-caught fish in the Norwegian eco-certified fisheries, and to study if these eco-labels affect the harvesting patterns of Norwegian fishermen. The eco-labels Marine Stewardship Council (MSC), KRAV and Friend of the Sea (FOS) as applied in 2009 were studied. In this study, the harvesting patterns are defined by using the following parameters: season, catch area, size of fishing vessel, gear type, bycatch, location of landing site and distance to the fishing ground. KRAV had more specific criteria than did MSC and FOS in specific fisheries regarding time of the fishing effort, catch area, size of fishing vessels, gear type (e.g. hook size, and the use of beam trawlers was not permitted) and distance to the fishing ground. The findings show that few of the eco-label requirements influenced these aspects in Norwegian fisheries.  相似文献

Much of the research that concerns the impacts of management measures in the eastern Baltic cod fishery has focused on fish stock rather than understanding fishermen's attitudes towards regulations. Hence, there is little information available on fishermen's responses although they are the ones whom the regulations affect most profoundly. This study analyses the views of fishermen towards management measures with an emphasis on fishing closures (marine protected areas, MPAs). Swedish log-book data from 1996 to 2005 were used to describe MPA induced fishing effort displacements. Fishermen argued that MPAs have been inefficient in conservation of cod stock. The enlargement of Bornholm MPA in 2005 caused substantial effort displacement towards areas dominated by smaller sized fish. This contributed to the increased discarding of juvenile cod. Enlarged MPAs also intensified competition between different fleet segments and reallocated fishing areas. To reduce fishing mortality, fishermen suggested days-at-sea (effort) regulation and an effective landings control system for all fleets that exploit cod stocks in the Baltic Sea Main Basin. These measures would better motivate fishermen for mutual rule compliance, which is a prerequisite for a sustainable cod fishery.  相似文献

Whale depredation occurs when whales steal fish, damage fish or damage fishing gear. In Alaska, killer whales (Orcinus orca) and sperm whales (Physeter macrocephalus) primarily depredate on demersal sablefish (Anoplopoma fimbria) and Pacific halibut (Hippoglossus stenolepis) longline fisheries. Quantitative data on whale depredation in Alaska is limited due to low fishery observer coverage and minimal depredation evidence left on longline fishing gear. This study utilized semidirected interviews (n=70) and written questionnaires (n=95) with longline fishermen to examine: (1) perceptions and experiences of whale–fishery interactions in Alaska, (2) effects of depredation on fishing practices, and (3) potential depredation mitigation measures. Eighty-seven percent of fishermen surveyed agreed that whale depredation became worse between 1990 and 2010. Respondents reported changing their fishing practices in response to depredating whales in several ways, including: traveling up to 50 nautical miles and ceasing hauling operations up to 24 h until the whales left the fishing grounds. Respondents fishing in western Alaska, primarily encountering killer whales, were forced to wait longer and travel greater distances than fishermen operating in central and southeast Alaska, regions more affected by sperm whales. Deterrent research, gear modifications and real-time tracking of depredating whales were solutions favored by study participants. Survey respondent answers varied based on areas fished, quota owned, years involved in the fishery and vessel size. This study presents the first statewide evaluation of fishermen's perception and knowledge of whale interactions with the Alaskan longline fleet and is a critical step toward developing baseline data and feasible depredation mitigation strategies.  相似文献

Given the increasing competition for marine resources, regulatory strategies that benefit multiple stakeholders are increasingly important. Offshore wind power generating facilities are becoming more common in the marine environment and alter the characteristics of the fisheries in the surrounding area. Floating wind turbines can act as fish aggregating devices (FAD), thereby increasing the catchability for some species. Many marine recreational fisheries are open access without effort restrictions; therefore, control of total harvest is difficult. Creating a limited entry recreational fishery and excluding commercial fishing from the area surrounding offshore wind turbines may aid in controlling total harvest and may benefit several important stakeholder groups: (1) recreational and commercial fishermen in terms of higher recreational catch rates and potentially higher overall yield, (2) fisheries managers in terms of more precise control of recreational fisheries harvest, and (3) owners of offshore wind power facilities in terms of reduced risk of damage to infrastructure due to fishing activity. We discuss the compatibility of wind power facilities and fisheries, conditions conducive to this compatibility, and provide an example from a proposed offshore wind power facility in the Adriatic Sea and its potential to affect the fisheries management there, particularly for bluefin tuna (Thunnus thynnus).  相似文献
