Ecosystem services can provide a wide range of benefits for human well-being, including provisioning, regulating and cultural services and benefitting both private and public interests in different sectors of society. Biophysical, economic and social factors all make it unlikely that multiple needs will be met simultaneously without deliberate efforts, yet while there is still much interest in developing win-win outcomes there is little understanding of what is required for them to be achieved. We analysed outcomes in a wide range of case studies where ecosystem services had been used for human well-being. Using systematic mapping of the literature from 2000 to 2013, we identified 1324 potentially relevant reports, 92 of which were selected for the review, creating a database of 231 actual or potential recorded trade-offs and synergies. The analysis of these case studies highlighted significant gaps in the literature, including: a limited geographic distribution of case studies, a focus on provisioning as opposed to non-provisioning services and a lack of studies exploring the link between ecosystem service trade-offs or synergies and the ultimate impact on human well-being. Trade-offs are recorded almost three times as often as synergies and the analysis indicates that there are three significant indicators that a trade-off will occur: at least one of the stakeholders having a private interest in the natural resources available, the involvement of provisioning ecosystem services and at least one of the stakeholders acting at the local scale. There is not, however, a generalisable context for a win-win, indicating that these trade-off indicators, although highlighting where a trade-off may occur do not indicate that it is inevitable. Taking account of why trade-offs occur (e.g. from failures in management or a lack of accounting for all stakeholders) is more likely to create win-win situations than planning for a win-win from the outset. Consequently, taking a trade-offs as opposed to a win-win approach, by having an awareness of and accounting for factors that predict a trade-off (private interest, provisioning versus other ES, local stakeholder) and the reasons why trade-offs are often the outcome, it may be possible to create the synergies we seek to achieve.  相似文献

Science-based stakeholder dialogues are structured communication processes linking scientists with societal actors, such as representatives of companies, NGOs, governments, and the wider public. Stakeholders possess knowledge needed by scientists to better comprehend, represent and analyse global change problems as well as decision-makers’, managers’ and other stakeholders’ mental models. We will examine the relevance of three theoretical frameworks for science-based stakeholder dialogues in the context of sustainability science. These are Rational Actor Paradigm, Bayesian Learning and Organisational Learning. All three contribute to a better theoretical framework for dialogue practice and the understanding of stakeholders as actors in society and in research in particular. Furthermore, these theories are important for tool development. A combination of analytical and communication tools is recommended to facilitate stakeholder dialogues. Designing climate-related research so that study results will be useful to natural resource managers is a unique challenge. While decision makers increasingly recognize the need to consider climate change in their resource management plans, and climate scientists recognize the importance of providing locally-relevant climate data and projections, there often remains a gap between management needs and the information that is available or is being collected. We used decision analysis concepts to bring decision-maker and stakeholder perspectives into the applied research planning process. In 2009 we initiated a series of studies on the impacts of climate change in the Yakima River Basin (YRB) with a four-day stakeholder workshop, bringing together managers, stakeholders, and scientists to develop an integrated conceptual model of climate change and climate change impacts in the YRB. The conceptual model development highlighted areas of uncertainty that limit the understanding of the potential impacts of climate change and decision alternatives by those who will be most directly affected by those changes, and pointed to areas where additional study and engagement of stakeholders would be beneficial. The workshop and resulting conceptual model highlighted the importance of numerous different outcomes to stakeholders in the basin, including social and economic outcomes that go beyond the physical and biological outcomes typically reported in climate impacts studies. Subsequent studies addressed several of those areas of uncertainty, including changes in water temperatures, habitat quality, and bioenergetics of salmonid populations.  相似文献

While knowledge coproduction between climate scientists and climate information users has become a common theme in the climate services discourse, the interface between climate service providers and users is an aspect of climate services projects that still calls for more attention. This is due in part to the dominance of the physical sciences in these projects, as well as the prevalence of an instrumental and narrow interpretation of coproduction. Following up on the World Meteorological Organisation’s Guidance on Good Practices for Climate Services User Engagement, and incorporating insights from the social and human sciences, we develop a coproduction framework for climate services to help establish a smooth and effective interface between scientists and stakeholders. This framework is intended for research and innovation projects developing climate knowledge and services. The coproduction framework comprises three realms: (i) engagement using various communication channels; (ii) involvement through interviews, workshops and webinars; and (iii) empowerment of stakeholders and scientists through focused relationships. This incremental participatory process involves stakeholders in increasingly profound ways: from a broad stakeholder group identified through awareness-raising campaigns, on to potential users with whom we exchange knowledge, and then to a set of “champion users” who co-develop the service and pioneer its use in decision-making processes. This paper illustrates the application of the coproduction framework in PRIMAVERA, an EU H2020-funded project for designing, running and testing new high-resolution global climate models and evaluating their outputs. While PRIMAVERA provided ground breaking scientific findings that could potentially benefit various stakeholders and support climate risk assessment activities, these results are highly specialised and their added value has yet to be assessed. Accordingly, the user engagement component of the project faced the challenging task of both motivating stakeholders’ participation in the project and motivating future users of potential services based on PRIMAVERA data. The trial of the framework in PRIMAVERA provided key lessons for enhancing coproduction in research and innovation projects. We demonstrate how the role of scientists gradually shifted in this coproduction cycle from masters of knowledge(Roux et al., 2017) to co-learners, and how the involvement of the project’s interdisciplinary team and their interaction with stakeholders served to move the project towards transdisciplinary knowledge production.  相似文献

Based on the experience of the U.S. National Assessment, we propose a program of research and analysis to advance capability for assessment of climate impacts, vulnerabilities, and adaptation options. We identify specific priorities for scientific research on the responses of ecological and socioeconomic systems to climate and other stresses; for improvement in the climatic inputs to impact assessments; and for further development of assessment methods to improve their practical utility to decision-makers. Finally, we propose a new institutional model for assessment, based principally on regional efforts that integrate observations, research, data, applications, and assessment on climate and linked environmental-change issues. The proposed program will require effective collaboration between scientists, resource managers, and other stakeholders, all of whose expertise is needed to define and prioritize key regional issues, characterize relevant uncertainties, and assess potential responses. While both scientifically and organizationally challenging, such an integrated program holds the best promise of advancing our capacity to manage resources and the economy adaptively under a changing climate.  相似文献

Payment for Ecosystem Services (PES) schemes are proliferating but are challenged by insufficient attention to spatial and temporal inter-dependencies, interactions between different ecosystems and their services, and the need for multi-level governance. To address these challenges, this paper develops a place-based approach to the development and implementation of PES schemes that incorporates multi-level governance, bundling or layering of services across multiple scales, and shared values for ecosystem services. The approach is evaluated and illustrated using case study research to develop an explicitly place-based PES scheme, the Peatland Code, owned and managed by the International Union for the Conservation of Nature’s UK Peatland Programme and designed to pay for restoration of peatland habitats. Buyers preferred bundled schemes with premium pricing of a primary service, contrasting with sellers’ preferences for quantifying and marketing services separately in a layered scheme. There was limited awareness among key business sectors of dependencies on ecosystem services, or the risks and opportunities arising from their management. Companies with financial links to peatlands or a strong environmental sustainability focus were interested in the scheme, particularly in relation to climate regulation, water quality, biodiversity and flood risk mitigation benefits. Visitors were most interested in donating to projects that benefited wildlife and were willing to donate around £2 on-site during a visit. Sellers agreed a deliberated fair price per tonne of CO2 equivalent from £11.18 to £15.65 across four sites in Scotland, with this range primarily driven by spatial variation in habitat degradation. In the Peak District, perceived declines in sheep and grouse productivity arising from ditch blocking led to substantially higher prices, but in other regions ditch blocking was viewed more positively. The Peatland Code was developed in close collaboration with stakeholders at catchment, landscape and national scales, enabling multi-level governance of the management and delivery of ecosystem services across these scales. Place-based PES schemes can mitigate negative trade-offs between ecosystem services, more effectively include cultural ecosystem services and engage with and empower diverse stakeholders in scheme design and governance.  相似文献

Managing Arctic marine resources to be resilient to environmental changes requires knowledge of how climate change is affecting marine food webs and fisheries. Changes to fishery resources will have major implications for coastal Indigenous communities whose livelihoods, health, and cultures are strongly connected to fisheries. Understanding these broad social-ecological changes requires a transdisciplinary approach bringing together contrasting and complementary disciplines and ways of knowing. Here, we examine climatic proxies, ecological, and fishery indicators (stable isotopes, fish condition, and lipid content), and interviews with Inuit fishers to assess how marine ecosystem changes have influenced Arctic Char (Salvelinus alpinus) ecology and fisheries over a 30-year time period (1987–2016) in the Kitikmeot region of the Canadian Arctic. Inuit fishers reported several observations of environmental changes, including longer ice-free seasons, warmer ocean temperatures, and the arrival of new marine species. Biophysical data revealed important changes toward earlier dates of ice breakup (>12 days in some areas) and a shift in isotopic niche reflecting a changing Arctic Char diet, with increased contribution of pelagic carbon and higher trophic level prey. Fish condition was improved in years with earlier ice breakup, as observed by both Inuit fishers and biophysical indicators, while lipid content increased through time, suggesting that longer ice-free seasons may have a positive effect on Arctic Char quality as reflected by both fish condition and lipid content. Long-term impacts of continuing climate change, however, such as the northward expansion of boreal species and increasing ocean temperatures, could have negative effects on fisheries (e.g., physiological impairment in fish if temperatures exceed their thermal range). Continuous community-based monitoring that directly informs fisheries management could help communities and managers adaptively, and sustainably, manage in the face of multiple interacting changes in Arctic marine systems.  相似文献

Few case studies have considered the impact of network structure on the resilience of complex resource management systems that operate over large spatial scales. To help fill this knowledge gap our study examined two types of relational ties—knowledge exchange and policy influence—within a marine wildlife co-management network in Northern Australia. We conducted interviews and follow-up surveys with key-informant stakeholders in dugong and marine turtle management and used these data to perform social network analysis for the dugong and turtle co-management network. The network structure of this marine governance system supports extensive cross-scale information flow, but with a disproportionate amount of top-down policy influence compared with knowledge accumulation, an arrangement that may hinder evidence-based decision making. We developed a typological ‘map’ of stakeholder roles in the network to characterize each stakeholder's contribution of knowledge and ability to influence policy, helping to identify gaps or overlaps in network linkages. Improving communication links between knowledge producers and policy makers is important for evidence based decision making throughout the management network, while addressing overlapping management roles and functions should help decrease conflict in the system. These improvements would increase social-ecological resilience in the management network by providing better protection for marine species while meeting the needs of diverse stakeholders.  相似文献

Since the Millennium Ecosystem Assessment, ecosystem service science has made much progress in framing core concepts and approaches, but there is still debate around the notion of cultural services, and a growing consensus that ecosystem use and ecosystem service use should be clearly differentiated. Part of the debate resides in the fact that the most significant sources of conflict around natural resource management arise from the multiple managements (uses) of ecosystems, rather than from the multiple uses of ecosystem services.If the ecosystem approach or the ecosystem service paradigm are to be implemented at national levels, there is an urgent need to disentangle what are often semantic issues, revise the notion of cultural services, and more broadly, practically define the less tangible ecosystem services on which we depend. This is a critical step to identifying suitable ways to manage trade-offs and promote adaptive management.Here we briefly review the problems associated with defining and quantifying cultural ecosystem services and suggest there could be merit in discarding this term for the simpler non-material ecosystem services. We also discuss the challenges in valuing the invaluable, and suggest that if we are to keep ecosystem service definition focused on the beneficiary, we need to further classify these challenging services, for example by differentiating services to individuals from services to communities. Also, we suggest that focussing on ecosystem service change rather than simply service delivery, and identifying common boundaries relevant for both people and ecosystems, would help meet some of these challenges.  相似文献

Vast areas of rangelands across the world are grazed with increasing intensity, but interactions between livestock production, biodiversity and other ecosystem services are poorly studied. This study explicitly determines trade-offs and synergies between ecosystem services and livestock grazing intensity on rangelands. Grazing intensity and its effects on forage utilization by livestock, carbon sequestration, erosion prevention and biodiversity are quantified and mapped, using global datasets and models. Results show that on average 4% of the biomass produced annually is consumed by livestock. On average, erosion prevention is 10% lower in areas with a high grazing intensity compared to areas with a low grazing intensity, whereas carbon emissions are more than four times higher under high grazing intensity compared to low grazing intensity. Rangelands with the highest grazing intensity are located in the Sahel, Pakistan, West India, Middle East, North Africa and parts of Brazil. These high grazing intensities result in carbon emissions, low biodiversity values, low capacity for erosion prevention and unsustainable forage utilization. Although the applied models simplify the processes of ecosystem service supply, our study provides a global overview of the consequences of grazing for biodiversity and ecosystem services. The expected increasing future demand for livestock products likely increase pressures on rangelands. Global-scale models can help to identify targets and target areas for international policies aiming at sustainable future use of these rangelands.  相似文献

Anthropogenic climate change poses a significant threat to Texas’ coastal habitats and in the Galveston Bay region, there is just under 1200 square miles of freshwater marsh and undeveloped dry upland. These habitats provide residents with a variety of key ecosystem services but are threatened by global climate change. Effective management of these resources requires multidisciplinary knowledge, combining an understanding of the potential biophysical habitat alterations associated with sea level rise with the measurement of residents’ value for coastal resources. In this study, we utilize a discrete choice experiment to investigate individuals’ preferences for future conditions of Texas habitats within the Galveston Bay region. Utilizing modeled output for coverage of freshwater marsh and undeveloped dry upland in the year 2050, respondents are asked to make trade-offs between coastal conditions with no further management actions and outcomes associated with specific management interventions. From this framework, we estimate Galveston Bay regional residents’ value for freshwater marshes and undeveloped uplands. Our results indicate that individuals are willing to conserve habitat under threat from sea level rise, but that they are likely unaware of the dynamic nature of that change. As a result, residents may place less emphasis on the role of the habitat migration in response to sea level rise.  相似文献

There is a well-established need for increased stakeholder participation in the generation of adaptive management approaches and specific solutions to complex environmental problems. However, integrating participant feedback into current science, research, and decision-making processes is challenging. This paper presents a novel approach that marries a rigorous Delphi method, borrowed from policy and organizational sciences, with contemporary “crowdsourcing” to address the complex problems of water pollution exacerbated by climate change in the Lake Champlain Basin. In an online Delphi forum that occurred over a six-week period during the Spring of 2014, fifty-three participants proposed and commented on adaptive solutions to address water quality in the context of climate change. In a follow up Multi-Stakeholder workshop, thirty-eight stakeholders participated in refining and synthesizing the results from the forum. To inform modeling and policy dialogue, the resulting list of interventions was analyzed by time horizon, domain, type of adaptation action, and priority level. The interventions suggested by stakeholders within the crowdsourcing forum have contributed to the current policy dialogue in Vermont including legislation to address phosphorus loading to Lake Champlain. This stakeholder approach strengthens traditional modeling scenario development to include solutions and priorities that have been collectively refined and vetted.  相似文献

Even with substantially increased attention to climate adaptation in developing countries in recent years, there are a number of important remaining research needs: better incorporating stakeholder input; using replicable methodologies to provide comparability across different settings; assuring that stakeholder input reflects the results of climate science, not simply perceptions; and effectively linking stakeholder input with the regional and national levels at which policy changes are made. This study reports the results of a methodology for identifying and prioritizing local, stakeholder-driven response options to climate change in agriculture. The approach is based on multi-criteria scoring methods previously applied to research planning and priority-setting in agricultural and natural resource management research, public health, and other areas. The methodology is a sequential approach built around needs assessments by local stakeholders; the incorporation of climate science results; the sharing of these results and climate adaption response options with stakeholders at a series of workshops; stakeholder priority-setting exercises using multi-criteria scoring; and validation with policymakers. The application is to three diverse agroecosystems in Mexico, Peru and Uruguay. Among the many findings is that, notwithstanding the wide diversity of agro-ecosystems, there are numerous similarities in the agricultural adaptation responses prioritized by local stakeholders.  相似文献

Blue carbon refers to the considerable amounts of carbon sequestered by mangroves, seagrass beds, tidal marshes and other coastal and marine vegetated ecosystems. At the present time, carbon market mechanisms to compensate those conserving blue carbon ecosystems, and thus reducing carbon emissions, are not yet in place. The ecosystem services provided by coastal vegetated ecosystems extend beyond their carbon storage capacity, and include their contribution to fishery production; shoreline protection; provision of habitat for wildlife and migratory species; flood water attenuation; nutrient cycling, pollution buffering; as well as their cultural, spiritual, subsistence and recreational uses. Because these services are of high economic, social and cultural value, the management and protection of blue carbon ecosystems could build collaboration between climate change and biodiversity practitioners on the national and international level. Such collaboration would also allow for the transfer of lessons learned from coastal management and conservation activities to carbon mitigation projects, and would include the need to work closely together with indigenous peoples and local communities. Resulting management activities on the local level could utilize and strengthen traditional knowledge and management systems related to blue carbon ecosystems, and increase both the resilience of biodiversity and that of coastal communities, as well as provide for long-term storage of blue carbon. While the challenge of scaling up local initiatives remains, some concrete examples already exist, such as the network of locally-managed marine areas (LMMAs) in the Pacific and beyond.  相似文献

Young stakeholders are key actors in social-ecological systems, who have the capacity to be agents of sustainability transformation but are also at high risk of exclusion in the unfolding of global change challenges. Despite the focus of sustainability on future generations, there has been little research effort aimed at understanding young actors’ roles as biosphere stewards. In this work we investigate how young stakeholders perceive and participate in the implementation of sustainability objectives in 74 Biosphere Reserves of the United Nations Educational, Scientific and Cultural Organization’s (UNESCO) the Man and the Biosphere (MAB) Programme across 83 countries, through participatory group workshops, individual surveys and grey literature review. We explore to what extent youth perceptions are aligned or not with current understandings of Biosphere Reserves and how young stakeholders are acting in pursuit of Biosphere Reserve objectives. We find that young stakeholders have a comprehensive understanding of the opportunities and challenges faced by environmental governance, such as resilience and adaptation to global change and the governance challenges of implementing adaptive co-management and increasing stakeholder participation. We also show that young stakeholders can be active participants in a wide range of activities that contribute to achieving conservation and development goals in their territories. They are particularly concerned with youth participation within all levels of Biosphere Reserve functioning and with the creation of sustainable livelihood opportunities that will allow future generations to remain in their native territories. Our study provides evidence of the importance of young stakeholder knowledge and perspectives as central actors in conservation and development initiatives, like Biosphere Reserves, and of the need to increase young stakeholder integration and participation within environmental governance.  相似文献

Further cropland expansion might be unavoidable to satisfy the growing demand for land-based products and ecosystem services. A crucial issue is thus to assess the trade-offs between social and ecological impacts and the benefits of converting additional land to cropland. In the former Soviet Union countries, where the transition from state-command to market-driven economies resulted in widespread agricultural land abandonment, cropland expansion may incur relatively low costs, especially compared with tropical regions.Our objectives were to quantify the drivers, constraints and trade-offs associated with recultivating abandoned cropland to assess the potentially available cropland in European Russia, western Siberia, Ukraine and Kazakhstan—the region where the vast majority of post-Soviet cropland abandonment took place. Using spatial panel regressions, we characterized the socio-economic determinants of cropland abandonment and recultivation. We then used recent maps of changes in cropland to (i) spatially characterize the socio-economic, accessibility and soil constraints associated with the recultivation of abandoned croplands and (ii) investigate the environmental trade-offs regarding carbon stocks and habitat for biodiversity.Less cropland abandonment and more recultivation after 2000 occurred in areas with an increasing rural population and a younger labor force, but also improved yields. Synergies were observed between cropland recultivation and intensification over the 2000s. From 47.3 million hectares (Mha) of cropland abandoned in 2009, we identified only 8.5 (7.1–17.4) Mha of potentially available cropland with low environmental trade-offs and low to moderate socio-economic or accessibility constraints that were located on high-quality soils (Chernozems). These areas represented an annual wheat production potential of ∼14.3 (9.6–19.5) million tons (Mt). Conversely, 8.5 (4.2–12.4) Mha had high carbon or biodiversity trade-offs, of which ∼10% might be attractive for cropland expansion and thus would require protection from recultivation. Agro-environmental, accessibility, and socio-economic constraints suggested that the remaining 30.6 (25.7–30.6) Mha of abandoned croplands were unlikely to provide important contributions to future crop production at current wheat prices but could provide various ecosystem services, and some could support extensive livestock production. Political and institutional support could foster recultivation by supporting investments in agriculture and rural demographic revitalization. Reclaiming potentially available cropland in the study region could provide a notable contribution to global grain production, with relatively low environmental trade-offs compared with tropical frontiers, but is not a panacea to address global issues of food security or reduce land-use pressure on tropical ecosystems.  相似文献

Institutional capacity is an important element for climate change adaptation (CCA) and the development of such capacity is a great challenge in a Least Developed Country like Cambodia where resources are limited. An important first step to increasing capacity is via an understanding of the level of existing capacity; future priorities can then be subsequently identified. This study aimed to assess the capacity of organizations to implement climate change activities in Cambodia in order to provide such a basis for building capacity. Four elements of capacity were investigated in this research: (1) financial resources, (2) cooperation and coordination of stakeholders, (3) availability and quality of information on vulnerability and adaptation to climate change, and (4) the level of understanding of climate change vulnerability and adaptation. The data were collected through semistructured interviews with a wide range of government and non-government informants across a number of sectors. Results of the study showed that informants perceived capacity for CCA to be very constrained, especially in terms of financial resources and cooperation, and addressing these factors was ranked as the highest climate change capacity priority. Institutional capacity constraints were considered to relate more generally to weak governance of CCA. In light of our research findings, the absence of local higher education institutions in CCA activities should be addressed. The support of such institutions would provide an important mechanism to progress both capacity development as well as partnerships and coordination between different types of organizations and relevant sectors.

Policy relevance

Capacity for CCA within Cambodian health and water sectors was perceived to be very constrained across a range of interdependent factors. Increasing funding was ranked as the highest priority for building capacity for CCA; however, governance factors such as ‘improved cooperation’ were also ranked highly. Improving stakeholders' awareness of the availability of adaptation funds and resources, and their responsiveness to funding criteria, is an important implication of our research, as is improving the mobilization of local resources and the private sector. To address the issue of weak cooperation among stakeholders, improving the coordination function of the National Climate Change Committee (NCCC) regarding stakeholder engagement and capacity building is crucial. Ensuring that CCA activities are based on sound information and knowledge from across different disciplines and, importantly, include the perspectives of vulnerable people themselves, ultimately underpins and supports the realization of the above priorities.  相似文献

The agri-food sector must adapt to changes in climate variability, while also helping to mitigate climate change. Measures termed ‘triple-win’ mitigate and adapt to climate change, while also improving soil health, thereby increasing yields. These measures might appear to be the easiest to implement, but in practice, barriers prevent full realisation. This study aims to move beyond previous research efforts that identify and categorise barriers by (i) revealing hidden barriers, (ii) understanding the interactions between barriers and (iii) exploring ways to address barriers. A case study focusing on crop rotation as a triple-win strategy in Ukraine demonstrates how a participant-driven iterative research approach can achieve these objectives. During semi-structured interviews with farmers and stakeholders, crop rotation emerged as an area of considerable dissensus with stakeholders commonly citing the greedy behaviour of producers as the problem. Further discussion indicated that the political economy of Ukraine caused financial constraints for producers and Q methodology allowed for additional clarity on the opposing views of crop rotation. Three factors emerged: producer insecurity, national insecurity and business insecurity. These three perspectives reveal contrasting priorities with producer insecurity and business insecurity concerned with the conditions under which producers must operate, while national insecurity has a focus on improving agricultural production to benefit the nation. Consensus statements across all factors could provide first steps to addressing barriers and an opportunity to open discussions amongst stakeholders. Finally, barriers arising from political processes demonstrate that climate policy needs to be integrated with other sector-specific policy decisions.  相似文献

Small-scale fisheries in developing regions are particularly vulnerable to climate change, but the assessment of climate-induced changes and impacts are often hampered by the data poor-situation of these social-ecological systems. Based on 40 years of scientific and local ecological knowledge, we provide a coherent narrative about the effects of a marine hotspot of climate change on a small-scale fishery across different geographical and temporal scales. We applied a mixed-methods approach to assess biophysical changes, social-ecological impacts, and the incremental spectrum of actions implemented at multiple levels to increase the adaptive capacity of a small-scale clam fishery. The warming hotspot here analyzed was the fastest-warming region in the South Atlantic Ocean. Long-term changes in wind intensity and direction were also noticeable at a regional scale. Both sea surface temperature and winds showed a clear shifting pattern in the late 1990 s. These climate-related stressors determined ecosystem and targeted population changes (e.g. clam mass mortalities, slow stock recovery rates after ecological shocks, habitat narrowing), and favored harmful algal bloom-forming organisms. Climate-induced drivers also affected the human component of the social-ecological system, preventing fishers from securing a fulltime livelihood and limiting the fishery economic potential. Adaptive responses at multiple levels provided some capacity to address climate change effects, and transformative pathways are being taken to adapt to climate-induced changes over the long-term. Transformative changes were fostered by the local perception of environmental change, shared narratives, sustained scientific monitoring programs, and the interaction between knowledge systems, facilitated by a bridging organization within a broader process of governance transformation. The combination of autonomous adaptations (based on linking social capital and fishery leaders agency) and government-led adaptations were essential to face the challenges imposed by climate change. Our results serve as a learning platform to anticipate threats and envision solutions to a wide range of small-scale fisheries in fast-warming regions worldwide.  相似文献
