开发区作为城市工业集中、产业集聚的核心区域,成为带动地区乃至更大区域经济增长的引擎,但在其快速扩张的过程中,开发区工业用地问题也日益凸显。该研究基于DEA方法,构建开发区用地效率评价的基本模型,以临沂市4个典型开发区为例,采用2009年、2011年和2013年三轮数据,对研究区工业用地效率进行测算。评价结果显示,临沂市典型开发区工业用地效率较低,但工业用地效率总体呈上升趋势,各开发区之间工业用地效率有较大差异,不同性质企业间用地效率的差异也较大。通过工业用地效率评价揭示出开发区工业用地与其他生产要素配比失衡、产业格局不利于土地资源的高效利用、提升用地效率的主动性和前瞻性不足、对低效用地缺乏有效的动态监管等问题。针对上述问题,该文最终有针对性地提出提升开发区工业用地效率的策略。  相似文献

根据工业园区土地集约利用内涵和研究区内省级开发区土地利用现状及特点,从土地投入强度、土地产出强度、土地利用强度、土地市场运行情况4个方面,选取了14个评价指标;按照因子分析法的原理和评价步骤,应用SPSS软件对各省级开发区土地集约利用总体水平进行了评价分析;根据定量化的结果和实际情况,提出了提高工业用地集约水平、科学合理利用土地的途径和措施。  相似文献

Applicability and prospect of China’s development zone model in Africa   总被引:1,自引:0,他引:1  
Development zones have been an important spatial approach to promoting economic development since China's reform and opening-up. They have also been major contributors to the processes of China's industrialization and urbanization. Along with improvements in the worldwide industrial division of labor and the gradual implementation of China's development zones' Go Global strategy, it is necessary for Africa, a hot spot of global industrialization in recent years, to learn from China's development zone model. By attracting China's capital, technology and enterprises to Africa via Sino-African co-built development zones, a pattern of high complementarity and mutual development between China and Africa can be formed which does favor further improvement of the global industrial division of labor. In order to study the applicability and prospect of China's development zone model in Africa as per the above-mentioned international situation, this paper first sorts out the development course of China's development zones and discusses their roles in China's industrialization and urbanization. Subsequently, this paper analyzes the status quo of industrial development in Africa as a whole and the differences in industrial development between China and Africa, aiming to justify the timing of industrial transfer from China to Africa by constructing Sino-African co-built development zones. Lastly, this paper analyzes the current situation of six Sino-African co-built development zones by focusing on their operation modes, industry types and investment promotion models. In the authors' view, Sino-African co-built development zones can function as a new window of China-African cooperation, a new carrier of African industrialization, and a new engine of global industrial restructuring. China should adhere to the general principles of ‘Sino-African Integration, Multi-Cooperation, Mutual Benefit, Scientific Location, Systematic Planning, Cluster Growth and Open Development' in the planning and construction of development zones in Africa, effectively promoting Africa as the very important part of the global industry system.  相似文献

The second-tier extended metropolises in the Changjiang (Yangtze) River Delta, including Suzhou, Wuxi and Changzhou near Shanghai, are becoming the most active and new innovative industrial agglomerating areas. Manufacturing industries in these second-tier cities have been in rapid growth due to increasing foreign investment. Nevertheless, the economic prospect of these cities is still constrained by a lack of local R&D capacity and production services, which are mainly dependent upon Shanghai. This paper analyses the impact of globalization on the new economic sectors in these cities, the change of industrial structure, the limitation of urban development and the problem of sustainability. Then, the paper analyses the conditions for the high-tech industry and production services in these areas. Also, it applies the industrial organization theory to these cities and examines how these cities can cooperate with each other in terms of horizontal linkages. Finally, the paper gives the future growth prospects in high-tech industry and production services. 工业用地高效利用是城市可持续发展的前提,新型工业化道路是可持续发展的必由之路,当前工业经济高速发展,土地低效利用与环境污染问题日益凸显。该研究基于DEA方法,从环境—经济、投入—产出2个角度建立评价指标体系,以湖南省为例,测度2013—2016年湖南省工业用地利用效率,并运用ArcGIS10.2分别对2013年和2016年工业用地利用效率的空间布局进行分析。得出结论:湖南省工业用地利用效率整体较高,呈上升趋势,各城市之间利用效率有较大差异。空间上,工业用地利用效率存在明显的区域差异,但逐步形成协同发展模式;大部分城市的纯技术效率与规模效率变化不同步,需要进一步探讨两者稳定的发展模式。结合产业类型进行工业结构调整是对工业用地利用效率研究内容的补充及研究趋势。  相似文献

So-called free economic region is a special region without jurisdiction of customs, delimited by one country. There are mainly four types of free economic region, that is, commercial type of free economic region —free port, industrial type of free economic region — export processing area, integrated commercial and trade type of free economic region — free trade zone, and scientific and technological type of free economic region — scientific industrial park. With the development of free economic region of different countries, besides free economic region within one country, there appear transnational border free economic region established by two or multiple countries. Analysing favorable factors and unfavorable factors to establish the free economic region for China and Russia, for example, China and Russia have land boundary line of 4282.7 km; China and Russia may strengthen overall cooperation in politics, military, economy, science and technology, culture, etc. making full use of geographical factors of the two countries, borders; there is a strong complementarity in resources, labour force etc. for China and Russia; strengthening the Sino-Russian economic trade cooperation is needed, the authors proposed a conception and selected four comparative ideal locations for establishing the Sino-Russian border free economic region: Manzhouli-Zabaikalye Free Economic Region, Heihe-Blagoveshchensk Free Economic Region, Suifenhe-Pogranichnyy Free Economic Region, Hunchun-Hasan Free Economic Region. 近年来由于人类活动强度超出当地的地质环境承载能力,破坏了人与自然的平衡,带来了一系列地质灾害、地下水污染等环境问题。为科学合理地分析泰安市高新区地质环境的承载能力,本文在分析研究区内地质灾害、构造稳定性、水土环境等地质环境特征基础上,构建了地质环境承载能力评价的5项本底因子和4项状态评价指标,采用 GIS 空间分析技术将各评价指标进行空间叠加,建立了评价矩阵,对高新区地质环境承载承载能力进行了评价研究。结果表明研究区地质环境承载能力整体状况较好,承载能力中等以上区占比86.15%,承载能力较弱区占比10.2%,承载能力弱占比3.52%。本研究成果为资源环境承载能力监测预警提供靶区,同时也为国土空间规划的编制提供依据。  相似文献

Using datasets on high-tech industries in Beijing as empirical studies, this paper attempts to interpret spatial shift of high-tech manufacturing firms and to examine the main determinants that have had the greatest effect on this spatial evolution. We aimed at merging these two aspects by using firm level databases in 1996 and 2010. To explain spatial change of the high-tech firms in Beijing, the Kernel density estimation method was used for hotspot analysis and detection by comparing their locations in 1996 and 2010, through which spatial features and their temporal changes could be approximately plotted. Furthermore, to provide quantitative results, Ripley′s K-function was used as an instrument to reveal spatial shift and the dispersion distance of high-tech manufacturing firms in Beijing. By employing a negative binominal regression model, we evaluated the main determinants that have significantly affected the spatial evolution of high-tech manufacturing firms and compared differential influence of these locational factors on overall high-tech firms and each sub-sectors. The empirical analysis shows that high-tech industries in Beijing, in general, have evident agglomeration characteristics, and that the hotspot has shifted from the central city to suburban areas. In combination with the Ripley index, this study concludes that high-tech firms are now more scattered in metropolitan areas of Beijing as compared with 1996. The results of regression model indicate that the firms′ locational decisions are significantly influenced by the spatial planning and regulation policies of the municipal government. In addition, market processes involving transportation accessibility and agglomeration economy have been found to be important in explaining the dynamics of locational variation of high-tech manufacturing firms in Beijing. Research into how markets and the government interact to determine the location of high-tech manufacturing production will be helpful for policymakers to enact effective policies toward a more efficient urban spatial structure.  相似文献

流动人口的职住情绪能够反映其工作与生活状态。本研究首先基于2017年北京市微博大数据,利用jieba分词结合人工筛选得到流动人口发布的微博文本;其次,对Roberta-wwm-ext-large模型进行迁移学习识别北京全人群与流动人口的微博情绪;然后,结合POI数据与微博发布时间得到流动人口的职住分布;最后,基于微博情绪与职住分布得到流动人口的职住情绪,利用Getis-Ord Gi*挖掘职住情绪的空间聚集模式,采用地理探测器分析影响职住情绪热点分布的因素。实验表明,北京流动人口情绪均值(0.56)稍低于北京全人群(0.57)(P<0.01),但整体表现为积极;从空间分布来看,流动人口在东、西城区情绪均衡,西北部科技创新区情绪相对于流动人口情绪均值较为低落,而东南部中心商务区、文化交流区及国际化社区情绪较高涨;从情绪与职住的关系来看,流动人口的工作情绪与从事的工作类型有关(q=0.03,P<0.05),高新技术产业园、工业园、物流产业园的流动人口从业人员的工作情绪相对于流动人口工作情绪均值较为消极,健康产业园、文化创意产业园、农业园的流动人口从业人员的工作情绪较积极;流动人口的居住情绪与居住环境有关(q=0.06,P<0.1),居住在远郊区的流动人口情绪相对于流动人口居住情绪均值较为消极,居住在近郊高密度的流动人口情绪较为积极。因此,相关部门应重点关注从事高新技术产业、工业、物流产业的流动人口以及居住在远郊区的流动人口。  相似文献

Constructing an industrial system for a large-scale,non-grid-connected wind power industry is a key step towards the diverse utilization of wind power.However,wind power exploitation is not only a technical challenge but an industrial problem as well.The objective of this study is to introduce a concept of large-scale,non-grid-connected wind power(LSNGCWP) industrial zones and establish an evaluation model to assess their industrial arrangement.The data of wind energy,industry,nature resources and socio-economy were collected in this study.Using spatial overlay analysis of geographic information system,this study proposes a spatial arrangement of the LSNGCWP indus-trial zones in the coastal areas of China,which could be summarized as the ’one line and three circles’ structure,which will contribute to the optimization of the industrial structure,advance the wind power technology,coordinate the multi-industrial cooperation,and upgrade the industrial transformation of China’s coastal areas.  相似文献

该文以山东半岛城市群作为研究对象,构建产业生态化综合评价指标体系,运用熵值法与主成分分析方法,探讨了山东半岛城市群产业生态化总体水平的时空分异特征及影响因素。结果表明:2004—2016年,山东半岛城市群产业生态化呈现上升趋势,山东半岛城市群产业生态化发展水平不断提高;山东半岛城市群产业生态化空间分异现象显著,形成了以济南和青岛为核心的两极化发展特征;山东半岛城市群产业生态化发展水平的区域化现象愈加明显,呈现出NE—SW走向的不均衡发展;山东半岛城市群产业生态化发展影响因素为区域经济发展水平、政府监管水平、外资利用差异以及区域科学技术差异。  相似文献

在乡村振兴战略背景下,在镇域尺度上构建适宜性评价指标体系,划定高标准农田建设分区,用以指导商店镇高标准农田项目的建设方向。以适宜性评价、障碍度模型为研究方法,研究结果显示商店镇高标准农田建设适宜性一级区主要分布在镇域的中南部地区,二级区基本环绕在一级区外侧,三级区分散于镇域各地,以镇域北部居多,有城镇发展的需求,较不适宜建设高标准农田。商店镇高标准农田建设的障碍因子主要包括耕地连片度、灌溉保证率、盐渍化、有机质含量以及乡镇建设需求。耕地连片度、盐渍化、有机质含量以及乡镇建设需求这4个建设障碍问题在镇域北部都明显存在;镇域东部主要表现为盐渍化问题与耕地连片度,在东部地区高标准农田建设时需重点解决;南部主要存在耕地连片度与灌溉保证率的问题,需加大农田基础设施建设。商店镇高标准农田建设可划分为优先建设区、重点发展区与后备保留区,基于障碍因素进一步细化为12个分区,总体来说,商店镇高标准农田建设南部以完善农田基础设施建设、改良土壤为主,北部地区整治方向为规模化整治、促进农业产业化发展。  相似文献

城镇-农业-生态空间划定(简称"三区"划定)是国土空间规划的核心内容,对于科学合理地规划、利用有限的国土资源具有重要的意义。已有研究主要根据区域内土地利用与社会经济发展现状构建指标体系进行"三区"划定,较少将未来土地利用变化纳入"三区"划定过程中,使得划定结果在指导实践过程中缺乏前瞻性。针对这一问题,本文提出一种基于土地利用情景模拟,结合指标体系评价与决策树特征挖掘的"三区"划定方法,并以武汉市2015年土地利用现状为基础,在土地利用变化情景模拟的基础上进行"三区"划定。通过对比,验证了本文提出方法的合理性。研究发现:①不同情景下的"三区"空间在规模、空间分布上具有明显差异,将未来土地利用变化纳入"三区"划定过程中确有必要;②不同土地利用情景下"三区"空间的差异主要出现在三类空间的交界区域,这些区域是国土空间规划应该关注的重点区域。  相似文献

In China, the urban industrial district is usually an organic concentrated district including many factories that are in big, middle or small size, and are coordinated in the process of production, or use infrastructure in common. The formation and development of the urban industrial district in China are affected by not only general factors such as natural factor, transportation factor, labour factor, ecologic factor, but also special factors such as agglomeration factor, technologic factor and social factor. To the district’s formation, both the social factors and natural factors are important, especially the attitude the government have towards the district and the regional natural condition. But the agglomeration, market and transportation costs here are not as important as those in the traditional Industrial Location Theory. Now we must pay great attention to these three factors owing to the new economic conditions in China. In the development of the district, the main factors are technology and agglomeration. This indicates that the technologic factor is gradually the essential condition in the development of the district. Besides, we must also know the affection of the ecologic factor in the development of the district. According to the reality of Caohejing district, this paper gives every factor mark in the Analytic Hierarchy Process (AHP). With the result of the AHP, some suggestions have been put forward to Caohejing Hi-Tech Park and other urban industrial districts as well.  相似文献

基于粗糙集理论,以指标集为基础,建立了底板破坏深度影响因素的知识表达系统,提出了规则提取原则,通过粗糙集决策规则的数据处理,得出获得各因素对底板破坏深度的影响顺序为:采深、煤层倾角、工作面斜长、采厚、底板抗破坏能力、工作面是否有切穿型断层或破碎带。由于底板抗破坏能力、工作面是否有切穿型断层或破碎带这些参数难以确定,采用其余4种影响因素建立BP神经网络的预测模型,并根据建立的模型预测肥城煤田的9101和9507工作面的底板破坏深度。通过与实测结果对比,证明该网络模型的计算结果比规程提供的经验公式计算结果更接近实际。  相似文献

There is a great difference in starting conditions among Hainan Island, the special economic zones and the economic and technological development zones in China, and "the Four Small Dragons" of Asia. Hainan's major superiority is superiority of the special economic zone. The superiority includes two main parts of natural resources and geographical location. Since China opening to outside world, the economy in the Pearl(Zhujiang) River Delta(PRD) has been dou-ble digit growth. It has been known as one of mature fast growth areas in the world and become the model and hope of Chi-nese reform and opening to outside world. The regional development in PRD is the outcome of polarization effects. The polar-ization effects actually are extension of international regional division and a combination of Hongkong‘‘s influence and re-form and open-door policies on the mainland. Since the 1990s, driven by knowledge-based economy, the PRD has furtheradjusted the industrial structure and achieved good progress in upgrading industrial structure. Its high technology industryhas developed quickly and the economic internationalization has deepened, meanwhile, the region is going through transforma-tion and some new trends have begun to appear, which include: university towns springing up, industrial globalization andthe construction of Hi-tech development zones. The paper suggests that with the economic growth changing from relying onthe low level production elements to relying on high level production elements, the regional policies in GuangdongProvince should develop correspondingly: 1) make a plan to prohihite the blind construction in innovative spatial construc-tions; 2) make measures to attract the overseas talents to establish a pool of talent; 3) work out the favorable policies forabsorbing larger capital; 4) formulate the policy of attracting a cluster of industries to speed up the upgrade of industrialdevelopment.  相似文献
