The United Nations Environmental Programme Secretariat has now settled into new headquarters in Nairobi, and its governing council met there recently. An ambitious programme for investment in marine pollution control and for the conservation and management of marine resources has been agreed upon, although the financial backing for this is weak. Non-governmental organizations have also held a meeting there and have made additional proposals for UNEP activity.  相似文献

National governments have greater legislative authority than local governments in marine environmental protection, on the global basis, but local governments both invest more money than national governments in environmental protection and often execute more environmental policies. When national governments have established regional marine resources management programmes, e.g. the Baltic, the Mediterranean, or the Great Lakes region, the final remediation planning responsibility has ultimately been delegated to local authorities.

The United Nations Conference on Environment and Development held in Rio de Janeiro in June 1992 did not consider this dichotomy and the International Council for Local Environmental Initiatives (ICLEI) and a coalition of other local government associations are considered to have a role within the two sectors, national governments and non-governmental organizations. Chapter 17 of Agenda 21 on Protection of the Oceans gives little attention to the primary role presently being played by the local authorities in controlling marine pollution. Chapter 17 states that 70% of the marine pollution comes from land-based sources, and that more than half of the world's population is settled in coastal communities. But the Chapter does not present the fact that local authorities are the primary force in organizing and managing the coastal settlements concerning the greatest sources of marine pollution. The role of local authorities in Agenda 21 and the partnership between the international community and local authorities to achieve Agenda 21 objectives must be defined.  相似文献

The Gulf of Guinea is situated in the narrow protrusion of eastern Equatorial Atlantic between latitudes 2 degrees S and 5 degrees N and longitudes 8 degrees W to 12 degrees E, spanning a coastline length of approximately 130 nautical miles. The dominant feature of this shallow ocean off the coast of countries in Western Africa is the Guinea Current. The distinctive bathymetry, hydrography, productivity and trophodynamics of this shallow ocean qualify it as a large marine ecosystem (LME) and is indeed recognized as the number 28 of the 64 delineated LMEs globally. This area is one of the world's productive marine areas that is rich in fishery resources, oil and gas reserves, precious minerals and an important global reservoir of marine biological diversity. Unfortunately, pollution from residential and industrial sources has affected the waters of the Gulf of Guinea resulting in habitat degradation, loss of biological diversity and productivity, and degenerating human health. In reversing this trend of marine environmental degradation, the countries of the region adopted an integrated and holistic approach using the LME concept to sustainably manage the environmental and living resources of the region. The concept is predicated on the fact that marine environmental pollution and living resources respect no political or geographical boundaries and so require a holistic and regional approach for its management. The Gulf of Guinea countries through the Global Environment facility funded regional/communal project on water pollution control and biodiversity conservation achieved a paradigm shift in living resources and environmental management in the region using the LME concept.  相似文献

The Helsinki Convention 1974 marked an important milestone in international ecopolitics. All sources of pollution were, for the first time for a sea area, made subject to regulations in one convention. By establishing the Helsinki Commission the Convention created the basis for far-reaching co-operation between the Baltic Sea states in the field of marine environmental protection. One of the most important steps was taken in 1992 by adopting a new Joint Comprehensive Action Programme as well as a revised version of the Convention. The latter takes account of the findings and experiences of the Helsinki Commission as well as of new ecopolitical developments, by introducing additional fundamental principles and making regulations more concrete and binding under international law.  相似文献

Shipping is almost certainly the most prevalent human-mediated transport vector for non-indigenous species (NIS) within the marine environment. The Royal Australian Navy (RAN) has long acknowledged the importance of sound environmental management and in recent years has taken a proactive approach to addressing risks associated with marine biosecurity. primarily as a result of biofouling on Navy vessel returning from overseas operations. This paper describes two case studies that highlight the effectiveness of the RAN marine biosecurity management framework in identifying an unwanted marine species on Navy vessels, and the successful biosecurity management program that ensued. In particular, the early detection and identification of a suspect NIS, the quick response to the discovery and the collaborative approach adopted between the RAN and the Government regulatory agency (Western Australian Department of Fisheries) charged with coordinating the incursion response serves as a model for how future incursion responses should be reported and managed.  相似文献

Various chemometric methods were used to analyze data sets of marine water quality for 19 parameters measured at 16 different sites of southern Hong Kong from 2000 to 2004 (18,240 observations), to determine temporal and spatial variations in marine water quality and identify pollution sources. Hierarchical cluster analysis (CA) grouped the 12 months into three periods (January-April, May-August and September-December) and the 16 sampling sites into two groups (A and B) based on similarities in marine water-quality characteristics. Discriminant analysis (DA) was important in data reduction because it used only eight parameters (TEMP, TURB, Si, NO(3)(-)-N, NH(4)(+)-N, NO(2)(-)-N, DO, and Chl-a) to correctly assign about 86% of the cases, and five parameters (SD, NH(4)(+)-N, TP, NO(2)(-)-N, and BOD(5)) to correctly assign >81.15% of the cases. In addition, principal component analysis (PCA) identified four latent pollution sources for groups A and B: organic/eutrophication pollution, natural pollution, mineral pollution, and nutrient/fecal pollution. Furthermore, during the second and third periods, all sites received more organic/eutrophication pollution and natural pollution than in the first period. SM5, SM6, SM17, SM10, SM11, SM12, and SM13 (second period) were affected by organic and eutrophication pollution, whereas SM3 (third period) and SM9 (second period) were influenced by natural pollution. However, differences between mineral pollution and nutrient/fecal pollution were not significant among the three periods. SM17 and SM10 were affected by mineral pollution, whereas SM4 and SM9 were highly polluted by nitrogenous nutrient/fecal pollution.  相似文献

This study assessed the levels of marine debris pollution and identified its main sources in Korea. The surveys were bimonthly conducted by NGO leaders and volunteers on 20 beaches from March 2008 to November 2009. The quantities of marine debris were estimated at 480.9 (±267.7) count  100 m−1 for number, 86.5 (±78.6) kg  100 m−1 for weight, and 0.48 (±0.38) m3  100 m−1 for volume. The level of marine debris pollution on the Korean beaches was comparable to that in the coastal areas of the North Atlantic ocean and South Africa. Plastics and styrofoam occupied the majority of debris composition in terms of number (66.7%) and volume (62.3%). The main sources of debris were fishing activities including commercial fisheries and marine aquaculture (51.3%). Especially styrofoam buoy from aquaculture was the biggest contributor to marine debris pollution on these beaches.  相似文献

Since the commissioning of the three major deepwater outfalls in Sydney, there has been a dramatic improvement in general beach water quality at Sydney's ocean beaches. This has required the NSW Environment Protection Authority's Beachwatch Programme to shift from assessing the impacts of gross sewage pollution due to nearshore outfalls to more diffuse pollution from stormwater and sewer overflows.

The visual indicators of gross sewage pollution originally used by Beachwatch for the daily assessment of bacterial water quality are now of limited value. General linear models (with multiple effects) were constructed to identify the secondary indicators which best describe the levels of bacterial contamination due to stormwater pollution. Data from four representative Sydney beaches were modelled separately due to the site-specific effects of pollution sources and hydrodynamics. Factors which were built into the models and were known on the day of prediction were rain amount, presence of stormwater material, the maximum daily stormwater rating, drain or lagoon flows at the time of sampling, and the drain/lagoon bacterial concentration two days before sampling.

Results indicate that there is a general linear relationship between visual indicators and bacterial density; however, the reliability of the prediction on a daily basis is poor and rainfall alone as a predictor is equivalent to or better than visual assessment alone. The primary source of information for the preparation of Beachwatch daily pollution bulletins now is rainfall reports from a telemetered network of rain gauges along the coast. This is a more cost-effective approach and has allowed the reallocation of resources to address more directly the problem of stormwater pollution at higher risk beaches.  相似文献

A fuzzy parameterized probabilistic analysis (FPPA) method was developed in this study to assess risks associated with environmental pollution-control problems. FPPA integrated environmental transport modeling, fuzzy transformation, probabilistic risk assessment, fuzzy risk quantification into a general risk assessment framework, and was capable of handling uncertainties expressed as fuzzy-parameterized stochastic distributions. The proposed method was applied to two environmental pollution problems, with one being about the point-source pollution in a river system with uncertain water quality parameters and the other being concerned with groundwater contaminant plume from waste landfill site with poorly known contaminant physical properties. The study results indicated that the complex uncertain features had significant impacts on modeling and risk-assessment outputs; the degree of impacts of modeling parameters were highly dependent on the level of imprecision of these parameters. The results also implied that FPPA was capable of addressing vagueness or imprecision associated with probabilistic risk evaluation, and help generate risk outputs that could be elucidated under different possibilistic levels. The proposed method could be used by environmental managers to evaluate trade-offs involving risks and costs, as well as identify management solutions that sufficiently hedge against dual uncertainties.  相似文献

The occurrence and distribution of target estrogenic compounds in a highly urbanized industry-impacted coastal bay were investigated, and contamination profiles were evaluated by estimating total estradiol equivalents (∑ EEQs) and risk quotients (RQs). Phenolic compounds were the most abundant xenoestrogens, but seldom showed contribution to the ∑ EEQs. The diethylstilbestrol (DES) and 17α-ethinylestradiol (EE2) were the major contributors followed by 17β-estradiol (E2) in comparison with a slight contribution from estrone (E1) and estriol (E3). Both ∑ EEQs and RQs indicated likely adverse effects posed on resident organisms. Further, multivariate statistical method comprehensively revealed pollution status by visualized factor scores and identified multiple “hotspots” of estrogenic sources, demonstrating the presence of complex pollution risk gradients inside and particularly outside of bay area. Overall, this study favors the integrative utilization of pollution indices and factor analysis as powerful tool to scientifically diagnose the pollution characterization of human-derived chemicals for better management decisions in aquatic environments.  相似文献

With a need for the management of petroleum contaminated sites on Romanian territory, an experimental software platform involving ESRI‐ArcGIS technologies (BIOREGIS) is presented in this study. The BIOREGIS platform is aimed to: (i) Build the structure of relational, standardized databases to store spatial and textual characteristic information on polluted sites for further risk analysis and planning of remediation actions, (ii) improve the pollution risk assessment methodology for Romanian petroleum contaminated sites and its informatics implementation, and (iii) develop and operate the software platform for pollution risk based management involving GIS/remote sensing technologies and remediation activities. The operation of BIOREGIS has been tested for a pilot contaminated area situated at Razvad – Dambovita County, which has been subjected to in situ remediation procedures involving both bioremediation and electrokinetic processes.  相似文献

Marine biodiversity in almost all oceans is being threatened at the genetic, species, and ecosystem levels. The marine ecosystem is being degraded and the extinction rate of marine organisms has accelerated. In this paper, the potential causes of fishery resource exhaustion in the East China Sea are analyzed, including the change in the stoichiometric composition of seawater with regard to the concentrations of N and P, toxic effects of marine pollution, marine habitat destruction, increased seawater temperatures caused by climate warming, ocean acidification, pressure from overfishing, and the spread of marine pathogenic bacteria. It is believed that the factors mentioned above have significant impact on the exhaustion of fishery resources in the East China Sea. However, considering the cumulative, synergistic, and superimposed effects as well as the amplification effects resulting from their interactions, the actual risk of ecological extinction of marine organisms might be even more severe than that previously estimated. Hence, ecosystem management and research focused on a single risk factor or influencing factor is not enough to prevent marine ecosystem degradation and fishery resource exhaustion. A comprehensive, systematic, effective, and ecosystem-based management policy is imperative for healthy and sustainable fishery development in the East China Sea.  相似文献

An overview of toxicant identification in sediments and dredged materials   总被引:1,自引:0,他引:1  
The identification of toxicants affecting aquatic benthic systems is critical to sound assessment and management of our nation's waterways. Identification of toxicants can be useful in designing effective sediment remediation plans and reasonable options for sediment disposal. Knowledge of which contaminants affect benthic systems allows managers to link pollution to specific dischargers and prevent further release of toxicant(s). In addition, identification of major causes of toxicity in sediments may guide programs such as those developing environmental sediment guidelines and registering pesticides, while knowledge of the causes of toxicity which drive ecological changes such as shifts in benthic community structure would be useful in performing ecological risk assessments. To this end, the US Environmental Protection Agency has developed tools (toxicity identification and evaluation (TIE) methods) that allow investigators to characterize and identify chemicals causing acute toxicity in sediments and dredged materials. To date, most sediment TIEs have been performed on interstitial waters. Preliminary evidence from the use of interstitial water TIEs reveals certain patterns in causes of sediment toxicity. First, among all sediments tested, there is no one predominant cause of toxicity; metals, organics, and ammonia play approximately equal roles in causing toxicity. Second, within a single sediment there are multiple causes of toxicity detected; not just one chemical class is active. Third, the role of ammonia is very prominent in these interstitial waters. Finally, if sediments are divided into marine or freshwater, TIEs perforMed on interstitial waters from freshwater sediments indicate a variety of toxicants in fairly equal proportions, while TIEs performed on interstitial waters from marine sediments have identified only ammonia and organics as toxicants, with metals playing a minor role. Preliminary evidence from whole sediment TIEs indicates that organic compounds play a major role in the toxicity of marine sediments, with almost no evidence for either metal or ammonia toxicity. However, interpretation of these results may be skewed because only a small number of interstitial water (n = 13) and whole sediment (n = 5) TIEs have been completed. Marine pollution is a major threat to human and environmental health. Given the complexity of function of marine and coastal ecosystems, it is unlikely that a balanced view of the nature and extent of risk will easily be achieved if human and environmental risk assessments continue to be conducted in isolation. Here, the integration of assessment protocols is advocated as a holistic means of improving risk management. Biomarkers can provide the common conceptual framework and measurable endpoints necessary for successful integration. Examples are given of the ways in which suites of biomarkers encompassing molecular change, cellular pathology and physiological impairment can be developed and adapted for human and ecological scenarios. By placing a greater emphasis on the health status of impacted biota, it is more likely that risk assessment will develop the efficiency, reliability and predictive power to adapt to the unforeseen environmental threats that are an inevitable consequence of human development and global change.  相似文献

The Marine Pollution Control Act (MPCA) of Taiwan was promulgated on November 1, 2000, with the specific aim of controlling marine pollution, safeguarding public health, and promoting the sustainable use of marine resources. In addition to land-based pollution, oil spills are one of the most significant threats to the local marine environment largely on account of the some 30,000 tankers which pass through Taiwan’s coastal waters each year. In January 2001, two months after the enactment of this newly-introduced law, a Greek merchant vessel, the Amorgos ran aground in the vicinity of a national park on the southern tip of Taiwan, causing a serious oil spill and leading to considerable changes with regard to the marine pollution management system. The incident brought to the forefront many serious problems, such as a lack of experience, expertise as well as equipment required to respond to such disasters, as well as the ambiguous, unclear jurisdiction among related agencies. Thus, this paper reviews the incident of the Amorgos spill, identifies the major issues and lessons learned, and proposes several recommendations in an effort for Taiwan to further improve its marine pollution management system.  相似文献

Santa agricultural area is a key production site for crops in Cameroon. This study aimed to look at the risk factors, knowledge and health implications of water pollution across 10 villages, in the area: 140 water points were visited and questionnaires randomly administered to water users, while health data were collected from the two local hospitals. Water sources are tap, stream, rain, well and spring and the water is used for agriculture, domestic activities, hygiene and sanitation. Pesticide pollution was illustrated by activities such as spraying, mixing and management of waste containers and purification methods are chlorination, boiling, sedimentation, filtration and refrigeration. Waterborne diseases are cholera, typhoid (the most prevalent), diarrhea, dysentery and skin diseases. Many water sources are close to toilets, farms and dumping sites. We found that 75% of respondents were not satisfied with the quality of water. Our results will be interest for water management, and to educate users on the risks linked to current practices.  相似文献

Managing water resources, in terms of both quality and quantity, in transboundary rivers is a difficult and challenging task that requires efficient cross-border cooperation and transparency. Groundwater pollution risk assessment and mapping techniques over the full catchment area are important tools that could be used as part of these water resource management efforts, to estimate pollution pressures and optimize land planning processes. The Evros river catchment is the second largest river in Eastern Europe and sustains a population of 3.6 million people in three different countries (Bulgaria, Turkey and Greece). This study provides detailed information on the main pollution sources and pressures in the Evros catchment and, for the first time, applies, assesses and evaluates a groundwater pollution risk mapping technique using satellite observations (Landsat NDVI) and an extensive dataset of field measurements covering different seasons and multiple years. We found that approximately 40 % of the Greek part of the Evros catchment is characterized as of high and very high pollution risk, while 14 % of the study area is classified as of moderate risk. Both the modeled and measured water quality status of the river showed large spatiotemporal variations consistent with the strong anthropogenic pressures in this system, especially on the northern and central segments of the catchment. The pollutants identified illustrate inputs of agrochemicals and urban wastes in the river. High correlation coefficients (R between 0.79 and 0.85) were found between estimated pollution risks and measured concentrations of those chemical parameters that are mainly attributed to anthropogenic activities rather than in situ biogeochemical processes. The pollution risk method described here could be used elsewhere as a decision support tool for mitigating the impact of hazardous human activities and improving management of groundwater resources.  相似文献

DRASTIC has drawbacks in groundwater risk assessment that are important in guiding activities to prevention agricultural diffuse groundwater pollution. This paper presents an improved and GIS‐based D‐DRASTIC approach for groundwater nitrate risk assessment from diffuse agricultural sources based on DRASTIC. D‐DRASTIC considers the risk concept, nitrate loading, pollutant transport with runoff, depth to water, net recharge, aquifer media, soil media, topography, impact of the vadose zone media, and the hydraulic conductivity of the aquifer. D‐DRASTIC was developed within an ArcGIS environment and applied to the Upper Bann Catchment, Northern Ireland as a case study. D‐DRASTIC shows that ‘very high’ and ‘high’ zones of groundwater nitrate risk occupy 5% and 11% of the case study area, respectively. When considering groundwater pollution sources and pathways, the results using D‐DRASTIC are helpful in guiding the activities of groundwater pollution prevention at the catchment scale in the context of better implementation of the EU Water Framework Directive. 太浦河是太湖流域重要跨省界河流,沿岸区域污染源众多,下游分布重要水源地,存在突发水污染潜在风险,迫切需要开展区域污染源潜在风险评估,为突发水污染事件的风险防控提供科学依据.本研究通过太浦河周边区域的污染源调研,明确污染源的空间分布与污染源强,确定评估区域的主要污染物(化学需氧量、氨氮、锑、重金属铬、油品、危险化学品),综合考虑污染源、河流水文、沿岸社会经济等因素,筛选突发水污染潜在风险评估指标,构建评估指标体系,评估突发水污染事件的综合风险,识别太浦河周边区域的主要突发水污染潜在风险源.研究结果表明:太浦河周边区域的高突发水污染风险区呈现片状或斑块状分布,主要包括大型污水处理厂区域、大型工业企业区域、加油站和危险化学品仓库集中分布区、太浦河沿岸工业企业区域、水源地周边工业企业区域,总面积为22 km2,占太浦河污染源风险评估范围总面积的1.4%,是突发水污染事件防控的重点区域.  相似文献
