Natural resource management is commonly described as a means to achieving environmental conservation. Integrated management, as a process which extends across recource disciplines and sectors, within and between government and private organizations, and with aims set for social and economic change, has been difficult to achieve. Several reasons are possible; however, property institutions appear to be of foremost influence. Drawing upon a field study during which the Inuvialuit's (a Canadian Inuit society) common property system, the Canadian government's state property regime, and the private property of citizens were evaluated, a conclusions is reached: prevailing property systems greatly influence the achievement of integrated natural resource management. The common property system of the Inuvialuit fosters an integrated approach, one which is less likely to emerge under state or private property regimes. Whether integrated natural resource management leads to what is popularly termed environmetal conservation is beyond the scope of this paper. However, it seems that the aims of environmental conservation are likely to be achieved under any one of the three property institutions: common, private, or state.  相似文献

Regional landslide-hazard assessment for Seattle, Washington, USA   总被引:13,自引:6,他引:13  
Landslides are a widespread, frequent, and costly hazard in Seattle and the Puget Sound area of Washington State, USA. Shallow earth slides triggered by heavy rainfall are the most common type of landslide in the area; many transform into debris flows and cause significant property damage or disrupt transportation. Large rotational and translational slides, though less common, also cause serious property damage. The hundreds of landslides that occurred during the winters of 1995–96 and 1996–97 stimulated renewed interest by Puget Sound communities in identifying landslide-prone areas and taking actions to reduce future landslide losses. Informal partnerships between the U.S. Geological Survey (USGS), the City of Seattle, and private consultants are focusing on the problem of identifying and mapping areas of landslide hazard as well as characterizing temporal aspects of the hazard. We have developed GIS-based methods to map the probability of landslide occurrence as well as empirical rainfall thresholds and physically based methods to forecast times of landslide occurrence. Our methods for mapping landslide hazard zones began with field studies and physically based models to assess relative slope stability, including the effects of material properties, seasonal groundwater levels, and rainfall infiltration. We have analyzed the correlation between historic landslide occurrence and relative slope stability to map the degree of landslide hazard. The City of Seattle is using results of the USGS studies in storm preparedness planning for emergency access and response, planning for development or redevelopment of hillsides, and municipal facility planning and prioritization. Methods we have developed could be applied elsewhere to suit local needs and available data.  相似文献

This paper examines the use of conservation easements, with a focus on California. Conservation easements are now the dominant tool used for private land conservation in the United States. Easements are in many ways a paradigmatic neoliberal environmental policy tool. They privatize and re-scale a great deal of land conservation decision-making authority; they are market-based; they provide financial incentives for participation rather than punishment for non-compliance; and they commodify new property rights. However, these neoliberalisms are incorporated in uneven, and sometimes contradictory, ways that emphasize the gulf between neoliberal ideologies and “actually existing neoliberalisms.” Most critically, as a result of extensive public funding and management, conservation easements are not nearly as private (and thus not as neatly neoliberal) as they sometimes seem. Conservation easements are often heralded as a “win–win” land conservation strategy. I argue that the extent to which conservation easements may be construed as win–win solutions depends a great deal on who is included in the calculation of winners and losers. I contend that using and governing easements as if they are private elides complex questions about larger public costs and benefits. This obscures the large number of people and institutions (both state and private) that will likely need to be involved in governing conservation easements in the long term.  相似文献

In the context of rural land conservation, neoliberalisation involves an increasingly wide range of changes in formal and informal institutional arrangements. These affect the relationship between the state and the market in a variety of ways and have different implications for the governance of rural land. In the context of rural land conservation in the UK, we identify a broad range of changes to policy that promote altered ownership and market related institutional forms, all of which might be seen as forms of neoliberalisation. In some instances these promote market forces and private ownership, while in others they push back the market and support collectivisation. We argue that the complex processes of the decomposition property and reassignment of property rights and the emergence of new forms of governance and partnership are better characterised in terms of institutional blending.  相似文献

This paper presents a comparative analysis of the aims, methods, planning and management, and current problems of countryside conservation in Denmark, Norway, Sweden and Finland. The traditional Nordic common-law of “every man's right of access” to the countryside is of longstanding. In these countries conservation is as much concerned with the protection, for public use, of landscapes of recreational and/or scenic value as with the conservation of ‘wild nature’. In addition, conservation is usually closely integrated with other aspects of physical planning, while responsibility for its management has been devolved, to a greater or lesser extent, from national or regional authorities to local government. The particular aims and methods of conservation, however, vary with the nature of the biophysical resource base, the legislative structure and the stage of conservation planning in the individual countries. In this respect, Denmark has the most sophisticated and developed system, Finland the least. The wider concept of conservation and its close integration with countryside planning in all the Nordic countries contrast with conservation in the U.K. It is suggested that the Nordic approach to the solution of conservation problems might be relevant to a solution of the increasing conflict of ecological, economic and social interests in the British countryside today.  相似文献

Transfrontier conservation has taken Southern Africa by storm, where the modus operandi remains simple and intuitive: by dissolving boundaries, local benefits grow as conservation and development spread regionally. However, in the case of South Africa’s section of the Great Limpopo Transfrontier Park, political and economic change redirects benefits to support ‘modern’ economies at the expense of rural livelihoods through community-based natural resources management (CBNRM). Neo-liberal agendas promoted by government and the transfrontier park derail efforts at decentralizing CBNRM initiatives beyond markets and state control. This paper argues that ‘hybrid neoliberal’ CBNRM has arisen in private and public sector delivery of devolved conservation and poverty relief projects as ‘tertiary production’ for regional development. As a result, ‘CBNRM’ projects related to and independent of transfrontier conservation support private sector interests rather than the resource base of rural livelihoods. Concluding sections assert that CBNRM can counter this neoliberal trend by supporting the land-based economy of local users living near the Great Limpopo Transfrontier Park.  相似文献

Watershed prioritization is one of the most important processes in natural resource management system especially in areas of sustainable watershed development and planning. Morphometric characteristics are the viable entity to understand the hydrological behavior of the subwatershed. For prioritization of subwatershed, morphometric analysis was utilized by using the linear, areal, and relief aspects of the drainage basin. In this context, remote sensing and GIS has been proved to be an efficient tool to identify the morphological features. The Survey of India (SOI) topographical maps, satellite data IRS-LISS III, and Cartosat DEM data were utilized to understand the drainage pattern and also for prioritization of subwatershed areas. The prioritization of subwatershed has been attempted using novel and quantitative approaches based on compound parameter ranking for soil erosion. Lower compound factors were chosen as the most feasible for soil erosion. Based on the observation, eight subwatersheds with a higher degree of the slope were severely prone to soil erosion and remaining 21 subwatersheds occur in low-lying areas that can be developed as sustainable watersheds. The identified subwatershed requires immediate soil remediation and water conservation measures for efficient watershed planning and management. The proposed study might be helpful for resource planners, government agencies, private sectors, and other stake holders to take up soil conservation measures and fixation of water-harvesting structures for better decision making.  相似文献

In an effort to halt soil erosion, desertification and sandstorms, the Chinese government has recently launched a series of land conservation programs targeted at the country’s north, northwest and southwest areas where problems are severe. This paper provides an overview of the current status of the major land conservation projects and their environmental and social-economic significance, as well as the challenges encountered. Conflicts of interests and objectives among different administrative entities involved and problems associated with the lack of local participation are addressed. Impacts on the food economy and implications for the environment are discussed in light of the options for meeting the country’s increasing food demand. The analysis highlights the necessity of improving cooperation and integration across different administrations and the imperative of participation of local communities in the planning and management process for achieving the goals of land conservation campaign. The importance of internalizing the environmental externality of land degradation and stipulating sustainable national food supply strategies is also stressed.  相似文献

With recent changes in the ways that state agencies are implementing their environmental policies, the line between public and private is becoming increasingly blurred. This includes shifts from state-led implementation of environmental policies to conservation plans that are implemented and managed by multi-sectoral networks of governments, the private sector and environmental non-governmental organizations (ENGOs). This paper examines land trusts as private conservation initiatives that become part of neoliberal governance arrangements and partnerships that challenge our conceptions of environmental preservation and democratic participation. The paper starts with an examination of the concept of neoliberalized environmental governance. Next, it addresses the shifting social constructions of property and land in the context of protecting large scale ecosystems. Through a case study of the extension of new environmental governance arrangements on the Oak Ridges Moraine in Ontario, we examine the relationships that have formed between different levels of the state and environmental non-governmental organizations. Finally, we analyze the expansion of land trusts and private conservation initiatives that are predicated on private land ownership and the commodification of nature, the emerging discourses and practices of private conservation, and how these are implicated in the privatization and neoliberalization of nature.  相似文献

Although possessing ancient and distinguished histories, the recent urbanization and planning approaches of Madrid, Rome and Athens are relatively unknown to English-speaking planners and urban geographers. This paper reviews the development of each city from the mid-19th century to the present. Special attention is given to the planning instruments developed in each city to guide growth. Each city experienced rapid growth over the past century because of its capital city functions. As a result of strong growth pressures, city planning policies were frequently subverted by private sector interests. Only in the latter part of the 20th century have planning measures become effective in controlling and directing urban growth.  相似文献

Over the past decade there has been a growing recognition by the business community, central government and local planners of the economic importance of warehousing. This importance can be measured in terms of the value of stock held in warehouses, their very rapid growth relative to other types of commercial property and the employment they create. This article reviews changes in business and planning attitudes to warehousing, accounts for the recent growth of warehouse floorspace in England and examines the spatial distribution of this growth.  相似文献

This paper examines the local politics through which the reconstitution of rural localities under globalization is advanced and contested, with particular reference to the impact of international amenity migration. It contends that as globalization proceeds not by domination but by hybridization and negotiation, local politics is critical as the sphere in which the outcomes of globalization processes are interpreted and contested. The paper examines the case study of Queenstown Lakes district in South Island, New Zealand, as a locality that has experienced significant transformation through engagement with globalization processes. These include high levels of international amenity in-migration, substantial overseas investment in property, commerce and construction projects, and an increasing volume of international tourists. Collectively, these processes have contributed to rapid population growth and intensive pressure for the development of rural land in the area. As detailed in the paper, land use planning became the dominant issue in local politics, with conflict between groups informed by ‘boosterist’ and ‘environmentalist’ stand-points, as well as the ‘aspirational ruralism’ of amenity in-migrants. Although locally-grounded, the conflict engaged trans-local actors and networks and transgressed space and scale, thus becoming itself an expression of globalization.  相似文献

Once overlooked or scorned for its purportedly “unscientific” and culturally contextual nature, local knowledge has recently become a key ingredient in conservation and development planning in developing countries. However, this abrupt shift in the conceptualization and assumed utility of local knowledge has not received widespread theoretical attention. In addition, the literature on local knowledge is dominated by discussions of the scientific and applied merits of local epistemologies, and little theorization has been devoted to the explicitly spatial and social contexts that inform the encounters between local and scientific knowledge. This article draws on Michel Foucault's notions of subjectification, surveillance, and subjugated knowledge to analyze the liberatory potential of local knowledge through its embodiment in spatially situated subjects. The article builds on a case study in Trinidad, focusing on the subjectification of local fishermen through constructions of local knowledge, and the ways in which this subjectification was reversed and employed in the performance of resistance and intracommunal conflicts.  相似文献

The Gyamfiase-Adenya-Obom cluster of villages in the forest-savanna region of Ghana is located within one of Conservation International’s 34 “World Biodiversity Hotspots” of the most biodiversity-threatened regions of the world. In collaboration with local farmers in this area since 1993, the People, Land Management and Ecological Change Project in Ghana (PLEC-Ghana) has been working on promoting biodiversity rehabilitation to address problems of biodiversity change. This goal is expected to be achieved through agrobiodiversity or biodiversity-friendly agricultural practices. However, farmers’ employment of these practices has been lackluster, even while they acknowledge biodiversity changes, dominated by Chromolaena odorata and other herbaceous species, that are driving the decline in forests and their biodiversity. In interpreting the difficulties of biodiversity rehabilitation in Gyamfiase-Adenya-Obom, this study outlines the diverging ecological knowledge of non-residents/outsiders and local farmers about biodiversity change, which it describes as Janus-like with two diverging faces. One face of biodiversity change shows the detrimental impacts on biodiversity and its observers—non-residents/outsiders—insist on biodiversity rehabilitation that nurtures forests, and the growth and domination of tree species. The other face of biodiversity change shows its agronomic advantages and its observers—the local farmers—are skeptical of current biodiversity rehabilitation practices. Farmers see agronomic benefits in biodiversity change, in particular the benefit of faster soil regeneration within the predominant bush fallow system of farming. And as a result of this observation, farmers continue with practices that sustain a decline in forests and biodiversity. Based on social and ecological research that explores three biodiversity-friendly practices promoted by PLEC-Ghana (fallow management, mulching, and intensive weeding to protect tree seedlings), this article discusses the partiality of ecological perspectives that emphasize either face of biodiversity change but not both, and the implications for biodiversity rehabilitation.  相似文献

建立自然保护、恢复与社会经济发展相协调的保护地评价指标体系,以达到评估景观保育情况,分析在社会经济发展中的作用,获取景观保育持续提升的方向和对策是本文目标。以云南九乡峡谷洞穴景区为例,设计了景区景观的自然性、功能性和属地性指数评价体系。九乡景区景观自然性指数为7.004,属次生景观类;景区功能性指数是7.58,属发展型景区;属地性指数6.8,属景区产业向服务社区与居民就业方向转型的过渡产业型景区。根据九乡景区景观格局和保护利用状态,提出四个景观保育区,分别是乡土植物廊道和文化景观保育区、峡谷河道景观保育区、峡谷洞穴景观与地表植被保育区、植被管护与石漠化治理区等。景观保育措施主要是自然保育与恢复,以实现管理景观自然化,同时发展景区社区主导的旅游服务业与开发民特产品,增强景观保护的社会经济基础。   相似文献

Urbanisation is a functional change in land utilisation which requires a high degree of coordination in time and space. Swedish society has not considered it possible to entrust this coordination to the free market forces. A number of measures was introduced during the latter part of the sixties with a view to coordinating housing development by means of local authority-land ownership and preventing land speculation. In a recently published report of a Government Commission it is proposed that dwellings receiving Government housing loans (more than 90 % of building construction) shall only be built on land which is owned by the local authorities. The local authorities may then be assumed to be the only purchasers of land for housing development purposes. Their housing policy can be given a more short-term character and can be better adapted to urban planning. Urban development in Sweden during recent decades is characterised by a struggle between the two groups of our mixed-economy society, i. e., a social democratic government, and capitalistic enterprise. As far as the private individual is concerned, both parties are remote decision makers. The important question is whether an improvement in town environment may be expected before the private individual has been given a chance to influence planning. The relationship between housing development and land ownership in some Swedish towns over the period 1950–1970 is presented as an example of the realization of land policy.  相似文献

Approaches to sustainable forestry in the Piatra Craiului National Park   总被引:1,自引:0,他引:1  
Declared in 1990, the Piatra Craiului is one of Romania's 15 national parks and biosphere reserves. It has exceptional scenic and biodiversity value but is under threat from unsustainable agricultural, forestry and tourism management. The paper examines these threats in a historical context, regarding both the growth of the town of Braşov and areas of dispersed rural settlement on the mountain edge, and argues that a sustainable future will require negotiation between the park authorities and all stakeholders, including the local communities and private woodland owners who have benefited or will benefit from restitution. The way forward is explored with forest management in a central role. First, the certification of woodlands, along with the establishment of forest user groups and community woodlands, should help to reconcile the conflicting interests in the woodlands and in wood processing in support of sustainability. Second, the overgrazing of the meadows which is degrading the pastures, restricting forest regeneration and conflicting with large carnivore conservation, could be moderated by the growth of ecotourism linked with bears and wolves which would generate a new source of income to compensate farmers for reducing their flocks – given the importance of the biodiversity resources and the socio-economic pressures – and the paper therefore considers how new approaches to forest management might provide a basis for conservation and sustainable development. It will be for the recently-established national park management system – developed with World Bank Global Environment Facility funding – to take these ideas forward in due course. The World Conservation Union (IUCN) publishes the Red List of Threatened Species, the most authoritative information available globally on the conservation status of species. However, the status of globally threatened species remains controversial at local levels because many of them are not protected as part of national statutory law. Such anomalies are examples of controversies in implementing the much-hyped environmental slogan “think globally, act locally”. Here we provide a comparative review between globally threatened species as listed by the IUCN Red List found in Nepal and those of nationally protected species under Nepalese law. We discovered a significantly higher diversity of globally threatened mammals and birds in Nepal than would be expected relative to their global ratios. We established remarkable disparities in species conservation in Nepal: (1) a large number (an average of 85% of species of five taxonomic groups: mammals, birds, amphibians, fishes and reptiles) of IUCN-listed globally threatened species found in Nepal are not protected by national law; (2) most protected species listed are mammals (70%), but more than half of globally-threatened mammals found in Nepal are not protected; and (3) amphibians and fish are not protected, although they represent 12% of the total number of globally-threatened species found in the country. Such large gaps in Nepalese conservation law are an indication of unresponsive and inefficient conservation planning. The Government of Nepal and international conservation partners should: (1) emphasize knowledge-based conservation strategies for all taxonomic groups; and (2) prioritize updating the lists of protected species.  相似文献
