虽然可持续发展80年代才明确提出,但从60年代开始的发展度量研究就为可持续发展度量研究提供了很好的基础。国外研制的可持续发展度量指标基本可分为四类:第一类是基于生态-环境观点的较微观层次的压力-状态-响应指标;第二类是以价值综合核算为前提的综合的可持续发展指数,如绿色GNP、国民财富指数等;第三类往往对资源、环境要素的价值核算持保留态度,避免作综合的价值核算,而是分别选取人口、资源、环境、经济、社会等多方面的指标进行系统分析,采用无量纲化和加权平均的方法求得衡量可持续发展水平的综合指数;第四类是从可持续性的反面着手,通过定义不可持续性来规定可持续性,建立不可持续性指标来度量可持续性。  相似文献

The present study emphasizes the use of groundwater sustainability indicators, developed to assess the sustainability of the aquifer in Uppar Odai sub-basin located in part of Tiruppur and Coimbatore districts, Tamil Nadu. There are seven indicators discussed based on their relevance in groundwater sustainability. In most parts of the subbasin, groundwater development already exceeds 80% of the groundwater recharge. The results have shown that the sub-basin area has been contaminated with low hazard pollutant such as nitrate and fluoride. In addition, about 28% and 32% of the sub-basin area respectively is not suitable for irrigation. The analysis of water level data for the last 42 years has shown decline in water table. However, the water level condition has improved in the recent years due to water conservation measures. The basin requires necessary groundwater planning and management to maintain sustainable aquifer condition.  相似文献

Sustainable development is accepted worldwide as a programme for the improvement of human-environment relations. It has been argued that the local level is the optimum level at which to implement sustainability. However, variability of local characteristics problematises this process as engagements with the principles and practices of sustainable development in unique places are likely to result in varying interpretations of the internationally accepted discourses of sustainable development. In order to assess local level interpretations of sustainability [Sharp, L., 1999. Local policy for the global environment: in search of a new perspective. Environmental Politics 8 (4), 137-159] calls for a more contextual analysis of the relationship between sustainability and the local level.This paper evaluates the interpretations of sustainability that were evident in a capacity building workshop in the Ugu District Municipality on the south coast of KwaZulu-Natal in South Africa through consideration of the context in which they emerged. The notion of place as a construction of social and spatial interrelations, the social relations of power within places and the environmental discourses through which debates over sustainability often occur have been used in this study to consider how unequal power relations and the process of political and social transition taking place within the Ugu District Municipality drive the social construction of sustainability agendas. Consequently, the case study draws attention to the need to consider the ways in which local contexts set the terms for interpretations of sustainability as these conceptualizations can direct actions for sustainability and may interrelate to assist or hinder the implementation of local level sustainability plans.  相似文献

In this paper, a different interpretation of sustainable transportation, is introduced, in which sustainability with respect to transportation sector for the selected countries is evaluated. This interpretation characterizes “sustainable development” through “harmonic development”. It means sustainable development with special focus on transportation can be measured by the degree of conformity between environment, economy, and social aspects on one hand, and transportation on the other hand. The best indicator to perform such a measurement is elasticity. The database used for the study encompasses a series of national indicators for each country Seventy nine countries were initially selected for detailed analysis for the period of 1980–1995. The data have been extracted from centralized information sources of international agencies. The key dimensions of sustainable development i.e. social, environmental, and economic characteristics are used. Firstly, a set of sustainable transportation indicators is introduced. These indicators, which in fact are elasticities, show the relative change of non-transportation variables with respect to transportation ones. Second composite indices of three non-transportation groups with respect to four transportation modes are calculated. The composite indices are then aggregated by the Concordance Analysis Technique to achieve comprehensive transportation sustainability indices of countries, and according to these values, the countries are compared, ranked, and classified. Mathematical and statistical analyses of the database support the study quantitatively. The results for the selected indicators and countries show that from sustainable transportation point of view and based on the above-mentioned interpretation of sustainable development, United States is in the ranked first, and Sierra Leon is last among the subset of 79 countries with non-missing data. The results of the study depict an overall scheme for comparative assessment of transportation sustainability of the countries.  相似文献

A new business model, product service systems, is proposed to promote a shift in focus from selling purely products to selling functions. This is achieved through a mix of products and services that fulfill the same consumer demands, while eliciting less environmental impact. Development of product service systems has become an increasingly important strategy in achieving social, economic, and environmental sustainability because product service systems advocates reducing resource consumption, while delivering better and more widely available goods and services. This paper proposes an evaluation framework of sustainable performance to implement product service systems. A literature review discusses 32 criteria categorized into two aspects: product and organization. The fuzzy Delphi method is then applied to identify the consistency of criteria. The relative weights of the selected criteria are determined using Fuzzy analytic hierarchy process. Results indicate that the top three criteria in product aspect are maintenance system (weight?=?0.172), use time or frequency (weight?=?0.145), and price of the product (weight?=?0.132). For the organization aspect, the top three criteria are integrated service plan (weight?=?0.197), product development and design (weight?=?0.144) and optimized transportation network (weight?=?0.089). The demand for implementing product service systems is completely different from selling traditional goods because product service systems must consider the issue of sustainability. The proposed evaluation framework can help companies identify the potential products suitable in implementing product service systems.  相似文献

In the Amazonia region, general policy based on sustainable development must be adopted to counterbalance natural conservation and the needs of people. To discuss and monitor the regional development requires a significant variety of spatial data. However, making data available is not simple and various solutions usually are presented in non-standardized and non-interchangeable databases. This paper presents an overview of spatial data available for the Amazonia region, and initiatives of data dissemination systems, considering various geographical scales and data access. From this general perspective, we discuss some ideas about the importance of spatial data for sustainability and suggest interactive systems that could contribute to local development and environmental conservation. The limitation on the promotion of spatial information and data sharing in Amazonia is neither computational nor technological. Rather, it is a matter of informing those who generate the data about the benefits of knowledge as a public good and promoting collaborative work. Creating a convergent spatial consciousness about the territory, and bringing together every environmental player, is a step towards the discussion and planning of the sustainable development of the Amazonia.  相似文献

 A complex method for assessing the ecological state of groundwater by using indicators and indexes of underground hydrosphere sustainable development, and of characterizing its quality, is given for an oil field. The concept of forming indicators and indexes of sustainable development has been elaborated for this purpose. When forming a structure of environment indicators, the developments of the European Organization for Economic Co-operation and Development (OECD) in this sphere were considered. New indicators are given and a structure of indexes quantitatively characterizing them is worked out. Indexes can be simple, complex, muldidisciplinary and inter-multidisciplinary by their structure. By their essence indexes are subdivided into five classes: indexes of quality, damage, interaction, hydrogeochemical and dynamic ones. The ecological state of groundwater is assessed by the following categories of sustainability: sustainable, slightly unsustainable, medium unsustainable, unsustainable, highly unsustainable, catastrophically unsustainable. Water management in the Andarax river basin (Almeria, Spain) is a multi-objective, multi-participant, long-term decision-making problem that faces several challenges. Adequate water allocation needs informed decisions to meet increasing socio-economic demands while respecting the environmental integrity of this basin. Key players in the Andarax water sector include the municipality of Almeria, the irrigators involved in the intensive greenhouse agricultural sector, and booming second residences. A decision support system (DSS) is developed to rank different sustainable planning and management alternatives according to their socio-economic and environmental performance. The DSS is intimately linked to sustainability indicators and is designed through a public participation process. Indicators are linked to criteria reflecting stakeholders concerns in the 2005 field survey, such as fulfilling water demand, water price, technical and economical efficiency, social and environmental impacts. Indicators can be partly quantified after simulating the operation of the groundwater reservoir over a 20-year planning period and partly through a parallel expert evaluation process. To predict the impact of future water demand in the catchment, several development scenarios are designed to be evaluated in the DSS. The successive multi-criteria analysis of the performance indicators permits the ranking of the different management alternatives according to the multiple objectives formulated by the different sectors/participants. This allows more informed and transparent decision-making processes for the Andarax river basin, recognizing both the socio-economic and environmental dimensions of water resources management.  相似文献

The university campus is often considered a key site for the development of environmental sustainability initiatives. At the same time, the concept and practice of sustainability has been critiqued for its lack of conceptual clarity and its proneness to co-optation by neoliberal institutions and organizations. Using a just sustainabilities framework, this article strives to respond to this tension by exploring the possibility of a campus sustainability at the edges, one that is interested in engaging the broader socio-spatial context of a university as well as in tapping into the emotional and relational realms of fostering more sustainable socio-ecological assemblages. Through a case study analysis of the Philadelphia Urban Creators (PUC), a youth-led organization operating within the Temple University-North Philadelphia interface, I find that grassroots sustainability actors possess important knowledge for understanding how sustainability can be a tool for restoring emotional affinity with the environment as well as for enacting transformative socio-ecological change in the urban university context and beyond. Through these explorations, my purpose is twofold: (1) to envision a more diverse, inclusive, and meaningful campus sustainability model that seeks to confront urban crises such as gentrification, racialized poverty, and mass incarceration, and (2) to incorporate emotion and affect geographies into the just sustainabilities research agenda.  相似文献

This paper brings together consideration of food policies and practices and of post-socialist transition to raise neglected questions about means of nurturing more sustainable food systems in the developed world. The last three decades have been marked by the growing salience of food as a political and scholarly concern. While market-based alternative food systems have been heralded for their potential to promote environmental sustainability, the benefits of non-market practices such as household food self-provisioning and barter have been assumed rather than being the focus of research. In the western context, both types of food consumption have positive connotations. Although food self-provisioning in European post-socialist societies is a more wide-spread practice than in western societies, it has been on the periphery of research. The existing literature has conceptualised them as ‘coping strategies’ or as a legacy of irregular supply of goods in the state socialist era. Drawing on empirical research in the Czech Republic, we are proposing a novel approach to the phenomenon of household food production in post-socialist societies as a practice compliant with principles of sustainability. First, we highlight the large extent and social inclusivity of food self-provisioning in Czech society to demonstrate how post-socialist societies are a repository of a rich set of sustainability-promoting consumption practices in relation to food systems. Second, we show that international and domestic policy actors in these societies have ignored these alternative, socially inclusive and environmentally effective practices in favour of far less effective market-based sustainability oriented food policy initiatives. The paper promotes a more integrated view of non-market and market approaches in the pursuit of more sustainable food systems.  相似文献

Underwater logging is a relatively new concept in forestry that has significant economic benefits but also consequences for the environment and local communities. Underwater logging has traditionally been undertaken by divers. However, safety concerns mean that conventional harvesting methods using divers need to be replaced by more sophisticated mechanized harvesting techniques. This paper outlines the environmental and social aspects of underwater logging, highlighting issues that must be considered before any underwater harvesting operations are executed. While the economic reasons for harvesting underwater logs seem compelling, as do the associated social benefits, such as employment generation, there are significant environmental impacts of removing trees from reservoirs, as submerged trees serve as important ecological habitat for aquatic life. Due to the absence of any regulatory regimes encompassing underwater logging, we propose best-practice guidelines for underwater logging operations and suggest the need for a comprehensive sustainability framework based on internationally recognized criteria and indicators to ensure underwater logging operations are environmentally safe, socially beneficial and economically viable.  相似文献

The Beijing-Tianjin-Hebei (BTH) region is an important engine for China’s socioeconomic development. Timely and effectively assessing constraint factors of resources and environment is of great significance for the sustainability assessment and the sustainable development of this region. However, comprehensive assessment research considering key resource and environmental constraints are still lacking. In this study, therefore, the limiting factors of resources and the environment in the BTH region were assessed based on the framework of landscape sustainability science. First, we chose five limiting factors, including topographic condition, geological environment, water resource, land resource, and atmospheric environment, to assess the constraints of resources and the environment using the single-factor evaluation method and the multi-factor comprehensive evaluation method. Based on the results, we divided the whole region into five subregions, i.e., the ecological conservation subregion, the geological disaster subregion, the water resource scarcity subregion, the atmospheric pollution subregion, and the cropland protection subregion. The results revealed that the northern BTH region was highly constrained by topographic conditions, the central BTH region was strongly constrained by geological environment and water resources, whereas the southern BTH region was constrained mainly by land resources and atmospheric environment. In addition, water resource was the main limiting factor for regional population growth and economic development. In 2010, the water resource scarcity subregion had a total population of 39.59 million, an urban population of 76.90%, and a gross domestic product of 2 455.57 billion yuan. We argue that the sustainable development of the BTH region should explicitly consider the resource and environmental limiting factors, implement land use optimization according to local conditions, maintain multiple land use types and diverse management strategies, based on the perspective of “strong sustainability”, so as to promote the regional sustainable development.  相似文献

The last decade has witnessed a surge of interest in ‘sustainable communities’ within the UK. This has stimulated a plethora of research aimed at acquiring a better understanding of what ‘sustainable communities’ might look like and how they can be achieved. However, this has not been accompanied by a reflection and interrogation of the actual processes, challenges and politics of doing ‘sustainable communities’ research. This paper addresses this gap by highlighting the importance of paying attention to the on-going process of negotiating access when carrying out sustainability research at the community level. We draw on a recent study of skills and knowledge for ‘sustainable communities’ in Stroud Gloucestershire, UK, to illustrate the importance of sensitivity to social relationships throughout and beyond the research trajectory within sustainability research. Our experience raises important questions about the politics of research practices when doing sustainability research ‘with’ communities and the challenges associated with participatory approaches as a means to demonstrate research impact. We argue that in developing a fuller understanding of why and how different types of community level initiatives can contribute to the ‘sustainable communities’ agenda, greater consideration needs to be given to how these community practices can be better supported through the process of doing academic research.  相似文献

Iran has been seeking to develop fully functional waste management strategies to address the problem of its rapidly growing cities. This requires proper evaluation to determine the most appropriate strategies to meet the goals of sustainable waste management. Environmental Impact Assessment is capable of contributing towards this goal. However, such assessments tend to involve a qualitative approach in the evaluation of the sustainability or unsustainability of potential options. Therefore, a suitable quantitative approach to evaluate sustainability/unsustainability is necessary. The paper applies a mathematical model to evaluate the sustainability of unmitigated options for a municipal solid waste disposal site in Tabriz, Iran. This was based upon rapid impact assessment matrix evaluation of the options. The model’s application determines whether the options are sustainable or unsustainable. The model application results indicate that all of the options were considered as unsustainable in an unmitigated state. The results for Tabriz were then compared and contrasted with results obtained by the authors for another MSW disposal site near Tehran. Based on this, there are questions as to the potential value of current waste management strategies. The paper concludes by stating that economic costs are the largest single barrier to achieving sustainable waste management. Furthermore, it is important to develop solutions which disposes and manages waste in a manner conducive to the long-term sustainability of the environment–human relationship.  相似文献

 Suggestions for defining and measuring sustainable development can broadly be placed in two categories: weak and strong sustainability. The concept of weak sustainability assumes that manufactured and natural capital are close substitutes. This means that the costs of environmental deterioration (e.g. groundwater damage) can be compensated by benefits from manufactured capital (e.g. income). Thus, environmental damage is valued in monetary units. The concept of strong sustainability denies the degree of substitution that weak sustainability assumes, at least for some critical elements of natural capital. This paper endorses the use of strong sustainability indicators, especially for critical loads and critical levels. These have to be pointed out by environmental scientists and/or geologists. Nevertheless, the costs and benefits of avoiding critical impacts have to be taken into consideration. Hence, a combination of strong and weak sustainability indicators is suggested. For ensuring both optimal sustainable water resources management and long-term planning in a changing arid environment, we propose an integrated Assessment-, Prognoses-, Planning- and Management tool (APPM). The new APPM integrates the complex interactions of the strongly nonlinear meteorological, hydrological and agricultural phenomena, considering the socio-economic aspects. It aims at achieving best possible solutions for water allocation, groundwater storage and withdrawals including saline water management together with a substantial increase of the water use efficiency employing novel optimisation strategies for irrigation control and scheduling. To obtain a robust and fast operation of the water management system, it unites process modeling with artificial intelligence tools and evolutionary optimisation techniques for managing both water quality and quantity. We demonstrate some key components of our methodology by an exemplary application to the south Al-Batinah region in the Sultanate of Oman which is affected by saltwater intrusion into a coastal aquifer due to excessive groundwater withdrawal for irrigated agriculture. We show the effectiveness and functionality of a new simulation-based water management system for the optimisation and evaluation of different irrigation practices, crop pattern and resulting abstraction scenarios. The results of several optimisation runs indicate that due to contradicting objectives, such as profit-oriented agriculture versus aquifer sustainability only a multi-objective optimisation can provide sustainable solutions for the management of the water resources in respect of the environment as well as the socio-economic development.  相似文献

This paper attempts to overcome the dichotomy between the broadly different and largely separate fisheries science and management (FSM) and ecosystem science and management (ESM) knowledge systems that characterise the international literature and are found in fisheries management practice in different countries. The paper argues that the construction of a heuristic we term the fisheries problematic, around issues and contexts, reveals the breadth of international fisheries management concerns and the variety of contexts in which these concerns are being faced. Adopting a political economy informed nature-society approach the paper considers ecological and socio-economic processes in their institutional settings in an attempt to shift from the either/or arguments around fish or ecosystems found in the FSM or ESM literatures to investigation that is grounded in understandings of the historically and geographically specific trajectories of fisheries related interactions and understandings of how knowledge about the trajectories and their interactions is fashioned. Drawing on recent conceptual innovations in the field, the paper develops a matrix-centred approach to explore ecological, industry, community and policy domains in New Zealand’s Quota Management System (QMS) and Individual Transferable Quota (ITQ) fisheries management regime. The extended framework prioritises scrutiny of the interaction amongst the four domains, as a strategy to help develop institutional frameworks that facilitate behaviours that are societally inclusive. The paper offers three conclusions. First, the landscape of New Zealand fisheries issues is very much a product of the contingent interaction of the QMS, a management regime designed around the principles of a FSM approach and laid down in a neo-liberal political environment and Maori aspirations encompassing the fisheries sector. Second, the conceptual mapping of FSM and ESM perspectives over New Zealand’s fisheries management experience highlights that a number of management issues have been down played by the commitment to FSM, a situation that has led to on-going tensions between commercial, recreational and customary stakeholders regarding fisheries management. Put another way, there is more to running a sustainable fishery (as defined in the Fisheries Act 1996) than QMS and other tools and dialogue about the development of these should be a priority. Third and more generally, improved dialogue on fisheries questions is likely to be most expeditiously advanced by studies that explicitly conceptualise and contextualise ecological and socio-economic processes and their institutional arrangements.  相似文献

Analyses of sustainable design and commodity networks often make a priori assumptions about the capacity of markets to provide solutions to environmental problems; and have a tendency to celebrate local scales of action. This paper offers a contrasting account, in which the national state sought to carefully manage scarce natural resources and to ensure equitable consumption at a time of deep crisis. We utilise the historical example of the British wartime Utility furniture scheme in order to draw out three lessons for sustainable and equitable environmental practice. First, we argue that national states do not simply provide an institutional backdrop to sustainable production but rather can act as important organising agents. Second, the paper emphasises that sustainability is best achieved through interventions across a commodity network, beyond simply modifications to a single node such as design. Finally, we underscore the value of ‘pragmatic centralism’ in environmental decision-making, calling attention to the collaborative practices that underpinned the scheme. The example of Utility’s adaptive responses—borne out of crisis, scarcity and shortage during wartime—offers much that is of intrinsic interest to current concerns about resource consumption and the drivers of sustainability in commodity networks.  相似文献
