Policy makers and stakeholders are increasingly demanding impact assessments which produce policy-relevant guidance on the local impacts of global climate change. The ‘Regional Climate Change Impact and Response Studies in East Anglia and North West England’ (RegIS) study developed a methodology for stakeholder-led, regional climate change impact assessment that explicitly evaluated local and regional (sub-national) scale impacts and adaptation options, and cross-sectoral interactions between four major sectors driving landscape change (agriculture, biodiversity, coasts and floodplains and water resources). The ‘Drivers-Pressure-State-Impact-Response’ (DPSIR) approach provided a structure for linking the modelling and scenario techniques. A 5 × 5 km grid was chosen for numerical modelling input (climate and socio-economic scenarios) and output, as a compromise between the climate scenario resolution (10 × 10 km) and the detailed spatial resolution output desired by stakeholders. Fundamental methodological issues have been raised by RegIS which reflect the difficulty of multi-sectoral modelling studies at local scales. In particular, the role of scenarios, error propagation in linked models, model validity, transparency and transportability as well as the use of integrated assessment to evaluate adaptation options to climate change are examined. Integrated assessments will provide new insights which will compliment those derived by more detailed sectoral assessments.  相似文献

The exploration of alternative socioeconomic futures is an important aspect of understanding the potential consequences of climate change. While socioeconomic scenarios are common and, at times essential, tools for the impacts, adaptation and vulnerability and integrated assessment modeling research communities, their approaches to scenario development have historically been quite distinct. However, increasing convergence of impacts, adaptation and vulnerability and integrated assessment modeling research in terms of scales of analysis suggests there may be value in the development of a common framework for socioeconomic scenarios. The Shared Socioeconomic Pathways represents an opportunity for the development of such a common framework. However, the scales at which these global storylines have been developed are largely incommensurate with the sub-national scales at which impacts, adaptation and vulnerability and, increasingly, integrated assessment modeling studies are conducted. The objective of this study was to develop sub-national and sectoral extensions of the global SSP storylines in order to identify future socioeconomic challenges for adaptation for the U.S. Southeast. A set of nested qualitative socioeconomic storyline elements, integrated storylines, and accompanying quantitative indicators were developed through an application of the Factor–Actor–Sector framework. In addition to revealing challenges and opportunities associated with the use of the SSPs as a basis for more refined scenario development, this study generated sub-national storyline elements and storylines that can subsequently be used to explore the implications of alternative sub-national socioeconomic futures for the assessment of climate change impacts and adaptation.  相似文献

A critical issue for policymakers in defining mitigationstrategies for climate change is the availability ofappropriate evaluation tools. The development of climate impactresponse functions (CIRFs) is our reaction to this challenge.CIRFs depict the response of selected climate-sensitive impactsectors across a wide range of plausible futures. They consist ofa limited number of climate-change-related dimensions andsensitivities of sector-specific impact models. The concept ofCIRFs is defined and the procedure to develop them is presented.The use of climate change scenarios derived from various GCMexperiments and the adopted impact assessment models areexplained.The CIRFs presented here consider climate change impacts onnatural vegetation, crop production, and water availability. Theyare part of the ICLIPS integrated assessment framework based onthe tolerable windows approach. CIRFs can be applied both in`forward' and in `inverse' mode. In the latter, they help totranslate thresholds for climate impacts perceived by stakeholders(so-called impact guardrails) into constraints for climatevariables (so-called climate windows). This enables the results ofdetailed impact models to be incorporated into intertemporallyoptimizing integrated assessment models, such as the ICLIPS model.  相似文献

In many countries around the world impacts of climate change are assessed and adaptation options identified. We describe an approach for a qualitative and quantitative assessment of adaptation options to respond to climate change in the Netherlands. The study introduces an inventory and ranking of adaptation options based on stakeholder analysis and expert judgement, and presents some estimates of incremental costs and benefits. The qualitative assessment focuses on ranking and prioritisation of adaptation options. Options are selected and identified and discussed by stakeholders on the basis of a sectoral approach, and assessed with respect to their importance, urgency and other characteristics by experts. The preliminary quantitative assessment identifies incremental costs and benefits of adaptation options. Priority ranking based on a weighted sum of criteria reveals that in the Netherlands integrated nature and water management and risk based policies rank high, followed by policies aiming at ‘climate proof’ housing and infrastructure.  相似文献

The research activity described in this report is a comprehensive regional assessment of the impacts of climate change on water resources and options for adaptation in the Okanagan Basin. The ultimate goal of the project is to develop integrated climate change and water resource scenarios to stimulate a multistakeholder discussion on the implications of climate change for water management in the region. The paper describes two main objectives: (a) providing a set of research products that will be of relevance to regional interests in the Okanagan, and (b) establishing a methodology for participatory integrated assessment of regional climate change impacts and adaptation that could be applied to climate-related concerns in Canada and other countries. This collaborative study has relied on field research, computer-based models, and dialogue exercises to generate an assessment of future implications, and to learn about regional views on the prospects for adaptation. Along the way, it has benefited from strong partnerships with governments, researchers, local water practitioners, and user groups. Building on the scenario-based study components, and a series of interviews and surveys undertaken for the water management and adaptation case study components, a set of stakeholder dialogue sessions were organized which focused on identifying preferred adaptation options and processes for their implementation. Rather than seeking consensus on the “best” option or process, regional interests were asked to consider a range of available options as part of an adaptation portfolio that could address both supply side and demand side aspects of water resources management in the Okanagan. Full-scale integrated assessment models (lAMs) allow many components of the global climate change problem to be examined in one framework. The chief advantage of the IAM approach over less complete modelling frameworks is that the socio-economic and environmental consequences of policy choices aimed at abating or adapting to climate change can be evaluated in their totality. However, the highly aggregate functional forms that lAMs currently embed are lacking in sufficient regional and sectoral detail to be totally credible. In this paper, ten reasons why regional studies are needed in support of the development of full-scale lAMs are given. A strategic cyclical scaling exercise involving regional and global integrated modelling frameworks is proposed.  相似文献

The PESETA project makes a high-resolution integrated assessment of the effects of climate change in Europe in the following impact categories: agriculture, river floods, coastal systems, tourism and human health. Many relevant methodological decisions underlie the multi-disciplinary assessment, such as the selection of the climate scenarios and the economic valuation of the physical impacts. The main purpose of this article is to document the methodological framework of the PESETA project, identifying also where further research is required. How the different sources of uncertainty have been addressed in the project is explicitly analysed, including the climate change scenarios and the various sectoral methodologies.  相似文献

Highlights of the previous papers in this series are reviewed. Methodology developed for the MINK study has improved the ability of impacts analysis to deal with questions of (1) spatial and temporal variability in climate change; (2) CO2-enrichment effects; (3) the reactions of complex enterprises (farms and forests) to climate change and their ability to adjust and adapt; and (4) integrated effects on current and, more particularly, on future regional economies. The methodology also provides for systematic study of adjustment and adaptation opportunities and of the inter-industry linkages that determine what the overall impacts on the regional economy might be. The analysis shows that with a 1930s dust bowl climate the region-wide economic impacts would be small, after adjustments in affected sectors. In this final paper we consider whether synergistic effects among sectoral impacts and more severe climate change scenarios might alter this conclusion. The MINK analysis, as is, leads to the conclusion that a strong research capacity will be required to ensure that technologies facilitating adaptation to climate change will be available when needed. The capacity to deal with climate change also requires an open economy allowing for free trade and movement of people and for institutions that protect unpriced environmental values. More severe climate scenarios and negative synergisms can only strengthen these conclusions.  相似文献

The determination of `critical thresholds'is an essential task for informed policydecisions on establishing greenhouse gas emissiontargets. This paper presents a framework fordetermining critical thresholds for New Zealandagriculture, focusing on three agriculturalcrops – kiwifruit, grain maize, andPaspalum dilatatum – as exemplars for the fruitproduction, arable cropping and dairy productionindustries in New Zealand. The approach is based onthe application of a country-scale, integratedassessment model, called CLIMPACTS. The CLIMPACTSsystem contains a climate change scenario generator,climate and land data, and sectoral impact models. Importantly, CLIMPACTS allows time-dependentassessments of climate change and its effects, whichfacilitates the identification and examination of thresholds, which largely relate to spatial changes, over time, in regions of economic importance for these crops. However, whether such thresholds are `critical' for New Zealand cannot currently be addressed by the CLIMPACTS model. The determination of `criticality' requires a fully integrated assessment in which the social, economic, and environmental costs and risks associated with these thresholds are comprehensively evaluated.  相似文献

Abstract

The aim of this article is to discuss the international legal implications of a sector-based approach to long-term climate policy. Sector-based approaches have emerged as a possible way of engaging all the major emitters of greenhouse gases into the system. The article divides sectoral approaches into two main categories based on their legal relevance. Substantive sectoral models focus on ways of defining emission levels for global industry sectors. From the point of view of international law, substantive sectoral models could be integrated into the existing climate change regime if the Parties so agree. Procedural sectoral models focus on actors. Some procedural sectoral models envisage treaty regimes involving non-State actors, such as organizations representing global industry sectors undertaking to reduce emissions of greenhouse gases. Interest in the impacts of climate change is ever increasing. This is particularly true of the water sector where understanding potential changes in the occurrence of both floods and droughts is important for strategic planning. Climate variability has been shown to have a significant impact on UK climate and accounting for this in future climate change projections is essential to fully anticipate potential future impacts. In this paper a new resampling methodology is developed which includes the variability of both baseline and future precipitation. The resampling methodology is applied to 13 CMIP3 climate models for the 2080s, resulting in an ensemble of monthly precipitation change factors. The change factors are applied to the Eden catchment in eastern Scotland with analysis undertaken for the sensitivity of future river flows to the changes in precipitation. Climate variability is shown to influence the magnitude and direction of change of both precipitation and in turn river flow, which are not apparent without the use of the resampling methodology. The transformation of precipitation changes to river flow changes display a degree of non-linearity due to the catchment’s role in buffering the response. The resampling methodology developed in this paper provides a new technique for creating climate change scenarios which incorporate the important issue of climate variability.  相似文献

The tolerable windows approach (TWA) allows the climate policyformulation process to be safeguarded in the following way. First,guardrails are defined in order to exclude intolerable climatechange impacts, on the one hand, and unacceptable socioeconomicconsequences of climate change mitigation measures, on the other.Second, a scientific analysis is conducted to investigate thefeatures of those emission paths that are compatible with theguardrail constraints. The fundamental methodology of the TWA isbest described in terms of the theory of differentialinclusions. This emerging mathematical theory already providesnumerical methods applicable as long as the underlying integratedassessment models are of limited complexity. In order to identifyemissions corridors, we propose a novel calculation schemeapplicable also for large-scale integrated assessment models.  相似文献

Climatic impact assessment is generally conducted by reference to numerical models, from which most estimates of climatic change are derived, and to the policy developers, by whom the impact assessments are demanded. The propagation of estimates derived from numerical climate model predictions of greenhouse-induced climate change through impact models into policy advice is a precariously uncertain process which compounds the considerable uncertainties already inherent in policy development. Clear statements of scientific confidence in the greenhouse phenomenon in the mid-1980s prompted demands for policy, and hence for policy advice. In Australia, as in many other countries, public and political awareness of the possibility of greenhouse-induced climatic change increased. These developments led to the formation of the Intergovernmental Panel on Climate Change (IPCC); to the Framework Convention on Climate Change, signed at the United Nations Conference on Environment and Development (UNCED) in June 1992; and to the review of the World Climate Programme in April 1993. This special issue ofClimatic Change illustrates some aspects of the difficulties surrounding projections of climatic impacts at a national scale where policy development almost always occurs under conditions of uncertainty. It may be valuable to identify uncertainty issues which could benefit from additional research and also sensitive points in the policy development process at which uncertainty can be used and abused. In this paper, the role of uncertainty in the greenhouse debate is reviewed from the perspective of a natural scientist working in a developed country. The aim is to offer a framework for the rest of this special issue ofClimatic Change. Uncertainty is by no means the only factor which influences views on climate change but increased understanding and more informed debate of all aspects of the uncertainties relating greenhouse-induced climatic change to policy development and implementation would be beneficial.  相似文献

Major transformation of the global energy system is required for climate change mitigation. However, energy demand patterns and supply systems are themselves subject to climate change impacts. These impacts will variously help and hinder mitigation and adaptation efforts, so it is vital they are well understood and incorporated into models used to study energy system decarbonisation pathways. To assess the current state of understanding of this topic and identify research priorities, this paper critically reviews the literature on the impacts of climate change on the energy supply system, summarising the regional coverage of studies, trends in their results and sources of disagreement. We then examine the ways in which these impacts have been represented in integrated assessment models of the electricity or energy system.Studies tend to agree broadly on impacts for wind, solar and thermal power stations. Projections for impacts on hydropower and bioenergy resources are more varied. Key uncertainties and gaps remain due to the variation between climate projections, modelling limitations and the regional bias of research interests. Priorities for future research include the following: further regional impact studies for developing countries; studies examining impacts of the changing variability of renewable resources, extreme weather events and combined hazards; inclusion of multiple climate feedback mechanisms in IAMs, accounting for adaptation options and climate model uncertainty.  相似文献

The integrated assessment model FUND 2.8n is applied in an assessment to estimate the magnitude of the general market and non-market impacts of temperature changes caused by a possible shutdown of the thermohaline circulation (THC). The monetized impacts of this change in environmental conditions are determined for 207 individual countries for two scenarios: one warming scenario in which the THC weakens but remains intact, and another in which the THC breaks down. Eight different response patterns are identified. The dominant pattern is that a THC shutdown has an offsetting effect on the underlying warming trend. Depending on whether the impacts of warming are initially beneficial or detrimental, the economic effects of a THC shutdown show distinct regional variability. Key economic sectors affected are water resources and energy consumption, as well as cardiovascular and respiratory diseases among health impacts. The maximum national impact of a shutdown of the THC turns out to be of the magnitude of a few per cent of GDP, but the average global impact is much smaller. The results indicate that the temperature effect of a THC shutdown does not create an insurmountable economic threat on a global scale, but may cause severe damages to individual countries. However, a consideration of other climatic impacts such as precipitation and sea level changes is likely to alter the identified trends in economic development.  相似文献

Incorporating potential catastrophic consequences into integrated assessment models of climate change has been a top priority of policymakers and modelers alike. We review the current state of scientific understanding regarding three frequently mentioned geophysical catastrophes, with a view toward their implications for integrated assessment modeling. This review finds inadequacies in widespread model assumptions regarding the nature of catastrophes themselves and climate change impacts more generally. The possibility of greatly postponed consequences from near- and medium-term actions suggests that standard discounting practices are inappropriate for the analysis of climate catastrophe. Careful consideration of paleoclimate and geophysical modeling evidence regarding the possibility of changes in ocean circulation suggests a reframing of the source of climate change damages in economic models, placing changes in climate predictability, rather than gradual changes in mean values, at the focus of economic damage assessments. The implications of decreases in predictability for the modeling of adaptation are further discussed.  相似文献

We develop a new climate-impact model, theGlobal Impact Model (GIM), which combines futurescenarios, detailed spatial simulations by generalcirculation models (GCMs), sectoral features,climate-response functions, and adaptation to generatecountry-specific impacts by market sector. Estimatesare made for three future scenarios, two GCMs, andtwo climate-response functions – a reduced-form modeland a cross-sectional model. Combining empiricallybased response functions, sectoral data by country,and careful climate forecasts gives analysts a morepowerful tool for estimating market impacts. GIMpredicts that country specific results vary, implyingthat research in this area is likely to bepolicy-relevant.  相似文献
