This paper examines changes in governance in the metropolitan area of Toulouse, which includes 78 communes and contains a population of 761,000. As in most French cities local government is very fragmented. Until the end of the 1980s, the urban services were delivered by many associations of communes, both single-purpose and multipurpose. This pragmatic form of governance made it possible for the communes to preserve their identity and their decision-making autonomy, which is the basis of the French traditional model of local democracy. But it is rather important to face the new challenges posed by inter-city competition across Europe, by continuing urban growth, and by the reinforcement of residential segregation. The recent creation of `Grand Toulouse', a metropolitan two-tier government with many competences and a taxing power appears to bring an institutional solution, but one can wonder if local leaders will try to make it simply another co-ordinating mechanism. The aim of this paper is to discuss the phenomena of socio-political fragmentation of urban space, extended suburbanisation and metropolitan deconcentration, which have been important features of Brazilian urbanisation since the 1980s (metropolitan deconcentration partly since the 1970s). At the beginning it profiles the recent evolution of the country's economy, in order to make sense of the worsening situation in terms of exclusion and violence in big Brazilian cities since the 1980s. Against this background, recent trends both in terms of socio-spatial segregation and social conflict within cities (formation of enclaves dominated by drug trafficking organisations and self-segregation of the élites as a response to this) and in terms of the growing attractiveness of areas outside the biggest metropolises (extended suburbanisation and metropolitan deconcentration) are analysed. The main focus is the socio-political dimension of Brazilian urbanisation in the 1980s and 1990s, which has been undervalued by analysts.  相似文献

This article is concerned with the nature of the present governance framework in the Lisbon metropolitan area and with the conditions responsible for the lack of any consistent intergovernmental and inter-tier co-ordination. It shows how Lisbon, where a form of metropolitan government was introduced only in 1991, is different from other European cities, but at the same time similar with regard to the limits associated with the associative or (polycentric) model adopted. The article concludes by discussing alternative scenarios for the reform of metropolitan government as well as the institutional and policy challenges facing the Lisbon metropolitan area. Despite the growing recognition that metropolitan real estate markets are segmented spatially and that property development is still profoundly local, research has taken little notice of agents that actually initiate and propel the development process. Earlier studies that aimed at identifying metropolitan segmentation employed statistical techniques whilst ignoring the practices of agents that might shed light on the notion of segmentation. Greater Toronto’s office market, which is Canada’s largest, exemplifies a real estate market far more spatially segmented than the downtown–suburban framework, a dichotomy so extensively use in research. Locational preferences of the numerous developers that work in this market tend to be highly localized, confirming deep-rooted segmentation. Their preferences correspond to submarket classification and follow dividing lines that crisscross the metropolitan region, emphasizing the extent and the power of parochialism, which defines the nature of real estate development.  相似文献

In 2008, an 8.0-magnitude earthquake struck southwest China less than 100 km north of Chengdu, the booming capital of Sichuan Province. The city government undertook a massive reconstruction project in its rural hinterlands that was guided by existing policies to develop rural areas through coordinated urban and rural planning. Planners sought to avoid replicating urban settlements in rural areas by developing recognizably “pastoral” villages, an approach that is being widely echoed in the relatively new discipline of rural spatial planning in China. This paper argues that such design concessions evade the key feature of the new villages: the concentration of rural residents. The Chengdu government, though this symbolic and actual de-peopling of rural landscapes, has recast rural space as an environmental amenity and an abstract stock of arable land. Drawing on interviews, site visits, and policy and media documents, the paper analyzes the metropolitan plans that provided the framework for rural reconstruction in post-quake Chengdu, and connects these to a model village site in Chengdu’s rural periphery. The case illustrates the need to understand site-level village planning in the context of regional political economies of land, and highlights the new role that metropolitan governments are playing in rural development strategies.  相似文献

The Sao Paulo Metropolitan Area is the second largest urban centre in terms of population among the developing countries of the world. The federal and state government authorities responsible for planning urban development in the State of Sao Paulo in Brazil have been actively considering whether to advocate a new policy initiative to decentralise manufacturing industry from the metropolitan area as a further strategy to restrain future growth. This paper discusses the particular situation facing policy-makers in Sao Paulo in the mid-eighties, as well as using the Sao Paulo policy problem to illustrate a number of themes of relevance to all would-be large city restraint strategies in developing nations. The paper draws upon a programme of research undertaken in the World Bank between 1980 and 1982; in particular, on a large industrial survey of companies establishing in new locations during 1977–1979 in the State. The policy recommendations are cautious, given continuing levels of ambiguity in policy objectives and of uncertainty in the pattern of underlying market forces.  相似文献

Several North American metropolitan areas including Albuquerque, El Paso and Seattle in the U.S., and the Canadian urban areas of Montreal and Vancouver, are characterized by Indian reservations situated either within or on the outskirts of these cities. This type of Indian reservation or reserve within metropolitan areas has been the subject of limited geographical research, and is nowhere as manifest as in Metro-Phoenix. Three reservations obstruct the otherwise unlimited growth of Arizona??s capital. This phenomenon is most striking in the eastern regions of Phoenix where, until the end of the 1980s, the almost exclusively rural, agrarian Salt River Indian Reservation formed a physical and cultural barrier to urban development, preventing metropolitan sprawl beyond a clearly marked boundary. Continued urban pressures have led to changing land uses, effectively hollowing out this embankment or barrier, which has caused a profound change in the reservation. Both the Salt River and Gila River Indian reservations maintain large tracts of irrigated agricultural land, but the transformation that converted farms to suburbs off the reservation is now changing the reservation itself. In fact, this change actually began more than a hundred years ago with the Anglo-American colonization of what is today Arizona??s central region.  相似文献

Traditional models of urban development are no longer adequate to describe current metropolitan transformations. These are now at the centre of a debate concerning management and administration. In Italy, delays in resolving problems of urban and metropolitan government, despite the legal framework provided by Law 142/90, have weighed heavily on the larger urban areas of the country: Rome, Naples, Milan, which have not been able to tackle the issue of metropolitan government. Recent legislation, while not providing a pre-defined institutional solution, allows separate administrative districts to collectively establish metropolitan institutions of `variable geometry'. The Milan urban area is not one city, but a system of mutually-dependent cities, linked to each other and the rest of the world by a transport network still requiring much investment. The vitality of its economic structure (especially its small firms) is held back by seriously inadequate infrastructure and low external economic efficiency. The provincial capital may boast `historic centrality' but the most interesting potential for development is to be found on the periphery and in the administrative districts immediately surrounding it, in the recovery of derelict industrial areas and dormitory towns established in the 1950s and 1960s, especially to the north. Recovery of derelict areas, green areas, and better transport links within the urban area and with the outside world are the key elements in the reorganization of `Greater Milan'. In this situation of rapid transformation the most appropriate political strategies involve negotiated planning. This article considers whether the cities of Copenhagen, Denmark and Malmö, Sweden, recently joined by the Øresund bridge, ought to be considered as one binational city. Working from the assumption that the project of constructing this binational city is a top-down endeavor whose success ultimately rests on the degree of support it receives from regional inhabitants, I focus on public opinion survey data collected one year after the opening of the bridge. Analysis shows that there are sharp national differences in the amount of support for the construction of a binational greater metropolitan region. I discuss how these differences may lead to an asymmetrical development for the emerging binational city, with Malmö eclipsed by the Danish capital Copenhagen, as well as how the heavily multi-cultural population of Malmö can impact Danish-Swedish cooperation on the Øresund.  相似文献

The objective of this paper is to examine the main changes in the metropolitan labor markets associated with economic restructuring in Mexico during the late 1980s and beginning of the 1990s. The analysis refers particularly to the four largest metropoles of the country, Mexico City, Guadalajara, Monterrey and Puebla, looking for common characteristics in their emergent employment structures now strongly differentiated in terms of rewards, stability in employment relations and conditions of access to jobs. The analysis reveals that largest metropolitan areas have been the most profoundly affected by the economic restructuring resulting from globalization, through a rapid de-industrialization and the expansion of the tertiary sector. Metropolitan labor markets in Mexico, at the time that show signs of social polarization in the formal sector, put in evidence a general process of precarization – less labor stability, replacement of permanent by part-time jobs, and increasing subcontracting –, segmentation of the labor force, and an increasing informal conditions of economic activities with small businesses and unskilled, temporarly and poorly paid jobs. The labor force segmentation and its more precarious and casual conditions are mostly explained by the impact of recent neoliberal policies, and recurrent economic crisis during the 1980s and 1990s which highly contributes to social inequality.  相似文献

Haynes Lake is a small kettle lake located on the Oak Ridges Moraine, and is within the Greater metropolitan area of Toronto, Ontario; Canada’s most populous region. Lake sedimentation, flux rates, diatoms and thecamoebians extracted from a benthic core were used as biological proxies to evaluate changes in water quality through time as a function of anthropogenic activity and changing climate. There were two periods of disturbance to the Haynes Lake ecosystem from ca 8,500 years before present (YBP) through to ca A.D. 2003, which were significant enough to cause changes in lake sedimentation, the diatom flora, and thecamoebian fauna. The first disturbance was concomitant with the decline in global temperatures following the Hypsithermal Climate Optimum (ca. 4,700 YBP). The most significant disruption to Haynes Lake over the last 8,500 years, however, was the settlement of Europeans and subsequent urban development (ca. A.D. 1875), including the construction of a road immediately adjacent to the lake. Anthropogenic disturbance of inorganic clays in the recent paleosediment record (<5 cm) is indicative of more recent eutrophication events.  相似文献

In South Africa attempts are being made to address the socio-spatial distortions of the apartheid era through a more equitable distribution of resources, and the re-drawing of municipal geographical boundaries. However, boundaries are not neutral geographic lines. Boundary changes are often associated with a redistribution of political power and resources. The aim of this paper is to analyse the effects of the contemporary territorial and administrative restructuring on urban dynamics in South Africa. More specifically, the focus is on how the process of territorial restructuring impacted on metropolitan areas as well as on secondary cities and their hinterlands. Examining and elucidating the manner in which various social, economic and political forces have manifested themselves in the process of boundary delimitation in a major metropolitan centre as well as adjacent rural areas is a central theme of this paper. There were considerable contestations over the delimitation of new local government boundaries. Affluent metro authorities like that in Durban were opposed to the spatial extension of their boundaries because of the costs of the providing services and infrastructure in the deprived margins. Similarly, there was concern that incorporation of rural areas will result in increased municipal service charges being imposed on these communities. Tensions were heightened between urban and rural regions because traditional leaders believed that their territorial jurisdiction and authority were being undermined. In other parts of the country, the merger of traditionally white and black fragments of secondary cities often resulted in many black locations continuing to be marginalized. There appears to be neither the political will nor the economic capacity to upgrade these zones of marginalized urban communities. While the Municipal Demarcation Board was largely successful in eliminating the political geography of apartheid at a macro- scale, this paper suggests that the greater challenge for government and policy makers is to reduce the socio-spatial and economic inequalities which appears to be still very high and perhaps increasing. The article is about the role of civil society organizations in the governance of the Montréal metropolitan region. It identifies a high level of cooperation around metropolitan scale issues on the part of these organizations. In the Montréal region, government agencies as well as private corporations demonstrate readiness to work alongside civil society organizations on joint projects. Evidence of this type of collaboration is particularly strong in the case of economic development, neighbourhood revitalization and cultural initiatives. This form of cooperation is perceived as a manifestation of the so-called “Québec model” and is an asset for the Montréal metropolitan region. The article demonstrates that interventions that involve social organizations are more likely to be successful than those that turn their back on these organizations.  相似文献

In the past twenty years, the proportion of coal in primary-energy consumption in China is generally between 71.3% and 76.5%. The output of coal was 1.374 billion tons in 19%, and 1.21 tons in 1998, which ranked first in the world. Now coal is mined mainly with mechanization in China, which is planned to reach 80% in major State-owned coal mines in 2000 according to the planning of the government (Li et al., 1998; Tang Dejin, 1998).Compared with the USA and Australia, China has more complex coal geological structures. Based on high-resolution seismic technique in coal exploration, a new seismic technique with high-precision and high-resolution (2-D and 3-D) has been developed for the purpose of detecting small geological structures in coal mine construction and production to meet the needs of large-scale popularization of mechanized coal mining in China. In this study, groundwater quality information collected in 1896 (well waters), 1980/1981 (piezometric and seepage samples) and 2002/2003 (seepage samples) in the regions centered by the Mid-Levels area, Hong Kong Island, was compared to illustrate how groundwater quality has changed over a century and the processes controlling it. As shown by saline ammonia and nitrate levels in the late nineteenth century, groundwater was severely polluted by widespread and obvious leakage from poorly designed wastewater collection systems, although groundwater was still a drinking water source for local residents. The extremely high residual chlorines in groundwater demonstrated that large doses of disinfection agents were added to wells at that time. In view of the decline in saline ammonia and nitrate levels, groundwater became less organically polluted in the 1980s probably due to significant improvement of the design of underground sewers. However, more leakage from sources such as salty flushing water and fresh water pipes emerged in the past few decades which added complexity to groundwater chemical systems. Some chemicals were used to identify possible locations of leakages. The temporal variations of the distribution of these chemicals over the area may shed light on the rate of leakage. Leakage from service pipes seems to have improved from the early 1980s to 2002/2003. However, the area is still suffering from widespread and small-scale leakage from service pipes. More efforts should be paid to control small leakages in the future. The findings will be instructive to various government organizations such as the Water Supplies Department and Drainage Services Department to identify possible locations of unobvious leakages in the area.  相似文献

This article presents the changes that are emerging in the Italian national policies mainly through the discussion of the contents both of the recent metropolitan reform initiative, and the national programming documents for metropolitan cities related to European Programming period 2014–2020. In Italy, which faced severe political difficulty and economic stagnation after 2008 global crisis, the production of the new metropolitan scale became one of the tools for the implementation of austerity measures. The paper examines whether the understanding of the new metropolitan scale in the Italian geography of austerity can be strengthened through a careful engagement with the body of literature on state rescaling and on austerity policies. The paper illustrates how that the apparently neutral emphasis on metropolitan city scale, first can be understood as a crucial tool of an austerity measures; second, it implies a rescaling of public power and, third, it neglects the multifaceted notion of the urban and the trans-scalar territorial governance relationships.  相似文献

The paper presents new data on seismotectonic studies along the Adygei profile in the western part of the Central Caucasus and provides an overview of deep geophysical studies of the Greater Caucasus. For the first time, comprehensive geophysical characteristics of a crustal section of the Greater Caucasus across an orogenic structure (along the Adygei profile) have been obtained with a uniform step of observations. Based on factual data obtained by such methods as converted waves from distant earthquakes, magnetotelluric sounding, and gravimagnetic surveys, sinking of the marginal part of the southern microplate into the mantle is verified. It is noted that the contemporary Alpine structure of the Greater Caucasus formed during gentle thrusting of the Earth’s crust (Scythian Plate) from the north on the consolidated crust of the southern microplate.  相似文献

This study was conducted to reveal the trends of the air temperature and soil temperature for 51 years (1960–2010) and their relationship in four of Korea’s largest metropolitan cities (Seoul, Incheon, Busan and Daejeon). Also, the trends of the air and soil temperatures between the studied metropolitan cities and a rural area (Chupungryong) were compared to examine the effect of urban heat. Among the metropolitan cities, the long-term mean soil temperatures (depth 0.0, 0.5, 1.0, 1.5, 3.0, 5.0 m) were lowest (13.34–14.80 °C) in Seoul and highest (16.24–16.54 °C) in Busan, which is mainly the effect of the latitude. The soil temperature exponentially increased with depth in the three cities except for Busan and was closely related to the air temperature. The soil temperatures responded well to the air temperature change (maximum correlation coefficients 0.88–0.98) but this response was slightly delayed with depth. The air and soil temperatures increased at the rates of 0.24–0.40 and 0.11–0.73 °C/decade, respectively, for the period. The increasing rate of the soil temperature was the largest in Daejeon as 0.39–0.73 °C/decade, which was almost 2–4 times greater than those of the other cities (0.11–0.40 °C/decade), and it rose with depth. The increase of the soil temperature was coincident with the increase of the air temperature, which indicates that the soil temperature was largely affected by the increasing of the air temperature. In contrast, the increase in air temperature in Chupungryong (0.06 °C/decade) was significantly lower than in the metropolitan cities. In addition, the increase of the soil temperature in the rural area (0.13 °C/decade) was also much lower than that in the inland cities (0.20–0.27 °C/decade) while it showed no substantial difference from that in the coastal cities (0.11–0.15 °C/decade). Therefore, it is inferred that the soil temperature of the metropolitan cities increased with the increase of the air temperature due to global warming as well as the anthropogenic urban heat.  相似文献

Studies of economic development in the USA in the 1970s emphasized the strong growth of manufacturing in non-metropolitan areas and stressed the break implied with historical patterns of spatial concentration. Much of this growth took place, however, either in counties adjacent to existing metropolitan areas or in counties where existing urban centres were, as a consequence, raised to metropolitan size. Thus when new job growth is assessed on the basis of current definitions of SMSAs, the share of national manufacturing employment contained in metropolitan centres has increased. There has been no marked break with the historical pattern which has chiefly been one of growth of manufacturing employment at the metropolitan periphery. Important variations of experience occur, however, at the regional level and also according to the size of metropolitan areas. A study of the kinds of industry concerned in both metropolitan and non-metropolitan growth and in differential regional growth helps to explain the processes involved. The increasing role of ‘non-production’ workers in manufacturing also becomes a key feature here.  相似文献

Due to its rapid economic gains in recent decades, studies of China’s regional development have recently attracted scholarly attentions. Multi-scalar and multi-mechanism are proposed as crucial approaches in China’s regional studies. More advanced methodological development in GIS and spatial analysis also lends power to in-depth understanding of China’s regional development. This study examines the development mechanisms from a spatial–temporal perspective in Greater Beijing Area (GBA), China. In particular, with panel data of GBA from 1995 to 2001 at county level, the study intends to apply a spatial panel regression analysis to study the well identified regional development mechanisms, namely, institutional factors, globalization and urbanization. Based on the panel data analysis, a tentative geographically and temporally weighted regression (GTWR) is also proposed to explore the potentially varying relationships between economic development and its mechanisms from a space–time standpoint. Results from the analyses are quite interesting. First, when urbanization seems to hinder regional development in GBA with cross-sectional analysis, the spatial panel analysis indicates that urbanization contributes to GBA’s development in the 7 years span. Second, per capita foreign investment, which was usually deemed one of the major factors of globalization and a financial engine for regional development in the reform China, turns out to be a negligible mechanism in GBA’s development. Third, among all the development mechanisms, the government’s financial capability seems to dominate the regional development in GBA. GTWR analysis further revealed potential non-stationary relationships among the modeled variables, indicating that the functions of regional development mechanisms are inherently heterogeneous both spatially and temporally in GBA.  相似文献
