CNES (Centre National d’Etudes Spatiales) and CLS (Collecte Localisation Satellites) became an International GNSS Service (IGS) Analysis Center (AC) the 20th of May 2010. Since 2009, we are using the integer ambiguity fixing at the zero-difference level strategy in our software package (GINS/Dynamo) as an alternative to classical differential approaches. This method played a key role among all the improvements in the GPS processing we made during this period. This paper provides to the users the theoretical background, the strategies and the models used to compute the products (GPS orbits and clocks, weekly station coordinate estimates and Earth orientation parameters) that are submitted weekly to the IGS. The practical realization of the two-step, ambiguity-fixing scheme (wide-lane and narrow-lane) is described in detail. The ambiguity fixing improved our orbit overlaps from 6 to 3?cm WRMS in the tangential and normal directions. Since 2008, our products have been also regularly compared to the IGS final solutions by the IGS Analysis Center Coordinator. The joint effects of ambiguity fixing and dynamical model changes (satellite solar radiation pressure and albedo force) improved the consistency with IGS orbits from 35 to 18?mm 3D-WRMS. Our innovative strategy also gives additional powerful properties to the GPS satellite phase clock solutions. Single receiver (zero-difference) ambiguity resolution becomes possible. An overview of the applications is given.

Combining the orbits of the IGS Analysis Centers
Currently seven Analysis Centers of the International GPS Service for Geodynamics (IGS) are producing daily precise orbits and the corresponding Earth Orientation Parameters (EOP). These individual products are available at several IGS Data Centers (e.g. CDDIS, IGN, SIO, etc.). During 1993 no official IGS orbits were produced, but the routine orbit comparisons by IGS indicated that, after small orientation and scale alignments, the orbit consistency was approaching the 20 cm level (a coordinate RMS), and that some orbit combination should be possible and feasible. An IGS combined orbit could provide a precise and efficient extension of the IERS Terrestrial Reference Frame (ITRF). Another advantage of such a combined orbit would be reliability and precision. Two schemes of orbit combinations are considered here: (a) the first method consists of a weighted averaging process of the earth-fixed satellite positions as produced by the individual Centers; (b) the second method uses the individual IGS orbit files as pseudo-observations in an orbit determination process, where in addition to the initial conditions, different parameter sets may be estimated. Both orbit combination methods have been tested on the January 1993 orbit data sets (GPS weeks 680 and 681) with an impressive agreement at the 5 cm level (coordinate RMS). The quality of the combined orbits is checked by processing a set of continental baselines in two different regions of the globe using different processing softwares. Both types of combined orbits gave similar baseline repeatability of a few ppb in both regions which compared favorably to the best individual orbits in the region.

Homogeneous reprocessing of GPS,GLONASS and SLR observations
The International GNSS Service (IGS) provides operational products for the GPS and GLONASS constellation. Homogeneously processed time series of parameters from the IGS are only available for GPS. Reprocessed GLONASS series are provided only by individual Analysis Centers (i. e. CODE and ESA), making it difficult to fully include the GLONASS system into a rigorous GNSS analysis. In view of the increasing number of active GLONASS satellites and a steadily growing number of GPS+GLONASS-tracking stations available over the past few years, Technische Universität Dresden, Technische Universität München, Universität Bern and Eidgenössische Technische Hochschule Zürich performed a combined reprocessing of GPS and GLONASS observations. Also, SLR observations to GPS and GLONASS are included in this reprocessing effort. Here, we show only SLR results from a GNSS orbit validation. In total, 18 years of data (1994–2011) have been processed from altogether 340 GNSS and 70 SLR stations. The use of GLONASS observations in addition to GPS has no impact on the estimated linear terrestrial reference frame parameters. However, daily station positions show an RMS reduction of 0.3 mm on average for the height component when additional GLONASS observations can be used for the time series determination. Analyzing satellite orbit overlaps, the rigorous combination of GPS and GLONASS neither improves nor degrades the GPS orbit precision. For GLONASS, however, the quality of the microwave-derived GLONASS orbits improves due to the combination. These findings are confirmed using independent SLR observations for a GNSS orbit validation. In comparison to previous studies, mean SLR biases for satellites GPS-35 and GPS-36 could be reduced in magnitude from \(-35\) and \(-38\)  mm to \(-12\) and \(-13\)  mm, respectively. Our results show that remaining SLR biases depend on the satellite type and the use of coated or uncoated retro-reflectors. For Earth rotation parameters, the increasing number of GLONASS satellites and tracking stations over the past few years leads to differences between GPS-only and GPS+GLONASS combined solutions which are most pronounced in the pole rate estimates with maximum 0.2 mas/day in magnitude. At the same time, the difference between GLONASS-only and combined solutions decreases. Derived GNSS orbits are used to estimate combined GPS+GLONASS satellite clocks, with first results presented in this paper. Phase observation residuals from a precise point positioning are at the level of 2 mm and particularly reveal poorly modeled yaw maneuver periods.

Different types of GPS clock and orbit data provided by the International GPS Service (IGS) have been used to assess the accuracy of rapid orbit determination for satellites in low Earth orbit (LEO) using spaceborne GPS measurements. To avoid the need for reference measurements from ground-based reference receivers, the analysis is based on an undifferenced processing of GPS code and carrier-phase measurements. Special attention is therefore given to the quality of GPS clock data that directly affects the resulting orbit determination accuracy. Interpolation of clock data from the available 15 min grid points is identified as a limiting factor in the use of IGS ultra-rapid ephemerides. Despite this restriction, a 10-cm orbit determination accuracy can be obtained with these products data as demonstrated for the GRACE-B spacecraft during selected data arcs between 2002 and 2004. This performance may be compared with a 5-cm orbit determination accuracy achievable with IGS rapid and final products using 5 min clock samples. For improved accuracy, high-rate (30 s) clock solutions are recommended that are presently only available from individual IGS centers. Likewise, a reduced latency and more frequent updates of IGS ultra-rapid ephemerides are desirable to meet the requirements of upcoming satellite missions for near real-time and precise orbit determination.

Impact of Earth radiation pressure on GPS position estimates
GPS satellite orbits available from the International GNSS Service (IGS) show a consistent radial bias of up to several cm and a particular pattern in the Satellite Laser Ranging (SLR) residuals, which are suggested to be related to radiation pressure mismodeling. In addition, orbit-related frequencies were identified in geodetic time series such as apparent geocenter motion and station displacements derived from GPS tracking data. A potential solution to these discrepancies is the inclusion of Earth radiation pressure (visible and infrared) modeling in the orbit determination process. This is currently not yet considered by all analysis centers contributing to the IGS final orbits. The acceleration, accounting for Earth radiation and satellite models, is introduced in this paper in the computation of a global GPS network (around 200 IGS sites) adopting the analysis strategies from the Center for Orbit Determination in Europe (CODE). Two solutions covering 9 years (2000–2008) with and without Earth radiation pressure were computed and form the basis for this study. In previous studies, it has been shown that Earth radiation pressure has a non-negligible effect on the GPS orbits, mainly in the radial component. In this paper, the effect on the along-track and cross-track components is studied in more detail. Also in this paper, it is shown that Earth radiation pressure leads to a change in the estimates of GPS ground station positions, which is systematic over large regions of the Earth. This observed “deformation” of the Earth is towards North–South and with large scale patterns that repeat six times per GPS draconitic year (350 days), reaching a magnitude of up to 1 mm. The impact of Earth radiation pressure on the geocenter and length of day estimates was also investigated, but the effect is found to be less significant as compared to the orbits and position estimates.

GNSS observations provided by the global tracking network of the International GNSS Service (IGS, Dow et al. in J Geod 83(3):191–198, 2009) play an important role in the realization of a unique terrestrial reference frame that is accurate enough to allow a detailed monitoring of the Earth’s system. Combining these ground-based data with GPS observations tracked by high-quality dual-frequency receivers on-board low earth orbiters (LEOs) is a promising way to further improve the realization of the terrestrial reference frame and the estimation of geocenter coordinates, GPS satellite orbits and Earth rotation parameters. To assess the scope of the improvement on the geocenter coordinates, we processed a network of 53 globally distributed and stable IGS stations together with four LEOs (GRACE-A, GRACE-B, OSTM/Jason-2 and GOCE) over a time interval of 3 years (2010–2012). To ensure fully consistent solutions, the zero-difference phase observations of the ground stations and LEOs were processed in a common least-squares adjustment, estimating all the relevant parameters such as GPS and LEO orbits, station coordinates, Earth rotation parameters and geocenter motion. We present the significant impact of the individual LEO and a combination of all four LEOs on the geocenter coordinates. The formal errors are reduced by around 20% due to the inclusion of one LEO into the ground-only solution, while in a solution with four LEOs LEO-specific characteristics are significantly reduced. We compare the derived geocenter coordinates w.r.t. LAGEOS results and external solutions based on GPS and SLR data. We found good agreement in the amplitudes of all components; however, the phases in x- and z-direction do not agree well.

We develop a method to evaluate the terrestrial reference frame (TRF) scale rate error using Global Positioning System (GPS) satellite antenna phase center offset (APCO) parameters and apply it to ITRF2008. We search for the TRF in which z-APCO parameters have the smallest drift. In order to provide realistic error bars for the z-APCO drifts, we pay attention to model periodic variations and auto-correlated noise processes in the z-APCO time series. We will show that the GPS scale rate with respect to a frame is, as a first approximation, proportional to the estimated mean z-APCO trend if that frame is used to constrain station positions. Thus, an ITRF2008 scale rate error between ?0.27 and ?0.06 mm/yr depending on the GPS analysis center can be estimated, which demonstrates the high quality of the newly constructed ITRF2008. We will also demonstrate that the traditional estimates of the GPS scale rate from 7-parameter similarity transformations are consistent with our newly derived GPS scale rates with respect to ITRF2008 within two sigmas. We find using International GNSS Service (IGS) products that the traditional approach is relevant for scale rate determination even if some of the z-APCO values supplied by the IGS were not simultaneously calibrated. As the scale rate is related to the accuracy of vertical velocities, our estimates supply a conservative evaluation that can be used for error budget computation.

Implementation and testing of the gridded Vienna Mapping Function 1 (VMF1)
J. Kouba 《Journal of Geodesy》2008,82(4-5):193-205
The new gridded Vienna Mapping Function (VMF1) was implemented and compared to the well-established site-dependent VMF1, directly and by using precise point positioning (PPP) with International GNSS Service (IGS) Final orbits/clocks for a 1.5-year GPS data set of 11 globally distributed IGS stations. The gridded VMF1 data can be interpolated for any location and for any time after 1994, whereas the site-dependent VMF1 data are only available at selected IGS stations and only after 2004. Both gridded and site-dependent VMF1 PPP solutions agree within 1 and 2 mm for the horizontal and vertical position components, respectively, provided that respective VMF1 hydrostatic zenith path delays (ZPD) are used for hydrostatic ZPD mapping to slant delays. The total ZPD of the gridded and site-dependent VMF1 data agree with PPP ZPD solutions with RMS of 1.5 and 1.8 cm, respectively. Such precise total ZPDs could provide useful initial a priori ZPD estimates for kinematic PPP and regional static GPS solutions. The hydrostatic ZPDs of the gridded VMF1 compare with the site-dependent VMF1 ZPDs with RMS of 0.3 cm, subject to some biases and discontinuities of up to 4 cm, which are likely due to different strategies used in the generation of the site-dependent VMF1 data. The precision of gridded hydrostatic ZPD should be sufficient for accurate a priori hydrostatic ZPD mapping in all precise GPS and very long baseline interferometry (VLBI) solutions. Conversely, precise and globally distributed geodetic solutions of total ZPDs, which need to be linked to VLBI to control biases and stability, should also provide a consistent and stable reference frame for long-term and state-of-the-art numerical weather modeling.

IGS reference frames: status and future improvements
The hierarchy of reference frames used in the International GPS Service (IGS) and the procedures and rationale for realizing them are reviewed. The Conventions of the International Earth Rotation and Reference Systems Service (IERS) lag developments in the IGS in a number of important respects. Recommendations are offered for changes in the IERS Conventions to recognize geocenter motion (as already implemented by the IGS) and to enforce greater model consistency in order to achieve higher precision for combined reference frame products. Despite large improvements in the internal consistency of IGS product sets, defects remain which should be addressed in future developments. If the IGS is to remain a leader in this area, then a comprehensive, long-range strategy should be formulated and pursued to maintain and enhance the IGS reference frame, as well as to improve its delivery to users. Actions should include the official designation of a high-performance reference tracking network whose stations are expected to meet the highest standards possible. Also published in the proceedings of the workshop and symposium Celebrating a Decade of the International GPS Service, Astronomical Institute, University of Bern, Switzerland.

IGS Near Real-Time Products and Their Applications
The primary IGS products, including precise GPS orbits, Earth orientation parameters, and estimated and predicted GPS satellite clocks, are no longer used exclusively for essential geodetic support of scientic research. They are increasingly being used by a wide range of non-academic applications. In these applications, timeliness is extremely critical. To address the timeliness issue, the strengths and weaknesses of current IGS production processes are discussed, new ways to improve the timeliness and quality are explored, and recommendations are proposed to fulfill the application requirements.

Orbit fitting is used in many GPS applications. For example, in Precise Point Positioning (PPP), GPS orbits (SP3 orbits) are normally retrieved either from IGS or from one of its Analysis Centers (ACs) with 15 minutes’ sampling, which is much bigger than the normal observation sampling. Therefore, algorithms should be derived to fit GPS orbits to the observation time. Many methods based on interpolation were developed. Using these methods the orbits fit well at the sampling points. However, these methods ignore the physical motion model of GPS satellites. Therefore, the trajectories may not fit the true orbits at the periods in between 2 sampling epochs. To solve this problem, we develop a dynamic approach, in which a model based on Helmert transformation is developed in GPS orbit fitting. In this orbit fitting approach, GPS orbits at sampling points are treated as pseudo-observations. Thereafter, Helmert transformation is built up between the pseudo-observations and dynamically integrated orbits at each epoch. A set of Helmert parameters together with corrections of GPS initial orbits are then modeled as unknown parameters. Results show that the final fit orbits have the same precision as the IGS final orbits.

Since 21 June 1992 the International GPS Service (IGS), renamed International GNSS Service in 2005, produces and makes available uninterrupted time series of its products, in particular GPS observations from the IGS Global Network, GPS orbits, Earth orientation parameters (components x and y of polar motion, length of day) with daily time resolution, satellite and receiver clock information for each day with different latencies and accuracies, and station coordinates and velocities in weekly batches for further analysis by the IERS (International Earth Rotation and Reference Systems Service). At a later stage the IGS started exploiting its network for atmosphere monitoring, in particular for ionosphere mapping, for troposphere monitoring, and time and frequency transfer. This is why new IGS products encompass ionosphere maps and tropospheric zenith delays. This development became even more important when more and more space-missions carrying space-borne GPS for various purposes were launched. This article offers an overview for the broader scientific community of the development of the IGS and of the spectrum of topics addressed today with IGS data and products.
