Abstract

Much existing research on collaborative conservation has focused on process, even as researchers have called for greater attention to explaining what results these processes yield. It is time to take stock of collaborative conservation research by mapping what kinds of variables researchers are including in analyses. Here we conduct a case survey from the SCAPE database of environmental decision-making cases. We include cases involving collaboration across government, environmental protection, and resource exploitation interests in western democratic countries. Results reveal patterns in what researchers include in their outputs, outcomes, and impacts measures of collaborative conservation. While there is little difference by publication type (peer-reviewed journals, scholarly book chapters, or gray literature) or over time, we find significant differences in explicit measures across variable types. In particular, variables more proximate to process in a logic chain are more often measured, as are social rather than ecological variables.  相似文献

Abstract

Given the linkages between natural resources and social conflicts, evidence increasingly shows that successful natural resource management requires conflict mitigation and prevention. However, there may be a gap in practice between knowing what processes and tools need to be used to manage conservation conflicts and how to actually implement them. We present learning from a practice-based case study of conflict management in the Amarakaeri Communal Reserve in the Peruvian Amazon that aimed to develop natural resource governance institutions and build stakeholder capacity, including of indigenous groups, to navigate existing conflict resolution mechanisms. Through applying good practices in conservation conflict management and collaborative governance, we generated important lessons on the practical considerations involved in collaborative conservation. These lessons, while specific to our case, could be applied to a variety of protected areas facing complex social-ecological systems dynamics and wicked problems.  相似文献

Abstract

Collaborative forms of governance are increasingly favored in conservation and potentially offer a range of practical and outcome-based benefits. However, tools for critically assessing whether and how collaboration enhances the attainment of conservation objectives are lagging behind the enthusiasm. We use a framework that considers effectiveness in relation to capacity of key actors and institutions to achieve outcomes and respond to emergent problems, robustness over time (i.e. adapting to changes while still achieving objectives), context-specific drivers of change, and the structure of networks and institutions to assess common approaches for evaluating effectiveness. Network analysis performs well in terms of structure, while action research and the diagnostic method offer deep insights into capacity and context. Scenario planning performs well in understanding robustness and context but performs better when combined with a diagnostic. The evaluation reveals important insights for approaching and standardizing investigations of collaborative governance regimes and their effectiveness.  相似文献

Abstract

The Saginaw Bay Regional Conservation Partnership Program (RCPP) in Michigan is an innovative conservation effort organized to address water quality impairments involving a unique collaboration between conservation organizations, agronomists, universities, commodity groups, and agribusinesses. We track the evolution and adaptation of the Saginaw Bay RCPP, and the collaboration among the traditional and nontraditional conservation partners. Our reflections are organized around three key lessons: vertical and horizontal communication challenges; contextual and structural constraints; barriers that remain between private and public sector entities for this and alternative conservation-delivery models. Lessons from this evaluation will inform the design of future collaborative/multi-stakeholder watershed management efforts. We also demonstrate that rather than being used as an ad-hoc approach, social science evaluation was integrated into conservation planning and practice, hence increasing the salience and legitimacy of the conservation social science in collaborative watershed management.  相似文献

Abstract

Scholarship on collaboration in natural resource management is restricted by a lack of large-N assessments and mixed methods approach to examine relationships between collaborative structures and processes, and management actions and outcomes. This paper examines the relationship between perceived levels of collaboration, collaborative process indicators, and benefits of USDA Forest Service stewardship contracts at a broad spatial and temporal scale using mixed methodology. This study found higher levels of collaboration were strongly associated with jointly initiated processes that included a breadth of interests and utilized a broad range of outreach mechanisms and opportunities for engagement. Highly collaborative processes were closely linked with attaining project objectives and social and economic benefits. Findings contribute to defining collaboration by uncovering the relationship between perceived levels of collaboration, the role of process characteristics, and perceived benefits of collaborative stewardship contracting processes through a large-N dataset (n?=?1,064) and case study (n?=?61) findings.  相似文献

Abstract

Experiences in designing, offering, and evaluating joint senior undergraduate course assignments in resource and environmental management on two different occasions, which connected students in two universities in British Columbia and Ontario, are documented. The shared assignments provided students with experience in group work and consensual decision making, and allowed them to use a mix of information technologies (e-mail, chat rooms, the Web, video conferencing). The undergraduate students rated very highly the experience with information technology but found some aspects of a collaborative learning approach to be challenging. The course was less successful than had been anticipated in highlighting different regional perceptions and perspectives regarding resource and environmental problems and solutions. Clarification of objectives and expectations, more attention to allocation of time, and consideration of computer access and assistance would improve the effectiveness of the courses.  相似文献

This article examines the relationships between foreign direct investment (FDI) and natural resource depletion and natural resource rents for a longitudinal (2005–2013: N?=?125 nations) sample of less developed countries (LDCs). Theoretically, we argue that FDI contributes to increased ecological withdrawals and dependence on the natural resource sector for economic growth within countries. We hypothesized that LDCs with higher levels of FDI would also have higher levels of natural resource depletion and income (i.e., rents). We assess whether this hypothesized relationship holds across nations in our sample for four different natural resource depletion and rents measures (energy, forest, mineral, and total natural resources). We find strong support for our hypotheses regarding natural resource depletion and resource rents, with the exception of energy rents. The outcome lends support to the ecological withdrawal and ecostructural theory of foreign investment dependence perspectives.  相似文献

In academia, publication productivity, defined as the number of peer-reviewed articles published and the frequency of citations, is a primary factor in the assessment of tenure and promotion. One of the most cited gender differences in academia is the “productivity puzzle,” which suggests that women publish less than men, thereby affecting every aspect of a woman's academic career. Peer-reviewed articles published in the Annals of the Association of American Geographers (Annals) and The Professional Geographer (PG) between 1995 and 2006, and in four subdisciplinary journals between 2005 and 2009, as well as citation reports, were used to explore whether gender differences are present in publication productivity. Gender differences were evident in the proportion of women authors, the frequency of collaboration, and the number of citations across a broad range of prestigious geographic journals. For all journals studied, women were underrepresented, especially in the authorship positions that equate to notions of respect and merit. Although the number of collaborative articles increased during the study period, single-authored papers are the dominant mode of publication for both men and women for most geographic journals. The authorship patterns for frequently cited articles generally mirror those for all articles. Because the frequency of collaborative publication was high for women, the dual trends of a general increase in publication collaboration and increasing participation of women in academic geography bodes well for increased female productivity as it relates to publishing. Nevertheless, it is important to note that, currently, males as lead or single authors represent the predominant voice of geography within the journals examined in this study.  相似文献

Abstract

Environmental sociology and the sociology of natural resources have become two established research areas in the United States with distinct institutional origins, research themes, and theoretical roots, as well as associated professional networks, journals, and conferences. Existing discussions of the relationships between the two subdisciplines are largely based on personal reflections and exploratory analyses. However, there is still not a clear understanding of the overall picture of interdisciplinary sociological research on human–nature interactions. In this study we conduct a comprehensive bibliometric analysis of 8027 articles published in 30 selected academic journals during 1985–2017. Findings of this research provide a more complete view of the intellectual landscape of environmental and resource sociology. Overall, the study produces an empirically-based characterization of environmental sociology and the sociology of natural resources in terms of coauthorship and citation networks, and highlights the need for more sustained synthesis across different knowledge domains.  相似文献

In this paper, we present a reflexive examination of how and why we, an academic and a practitioner, arrive at different evaluations of collaborative progress in natural resource management. We situate this examination in our long-standing involvement in designing, adaptively managing, and participating in the Uncompahgre Plateau collaborative forest restoration project in western Colorado, USA. Drawing on the concept of “positionality” in qualitative social science research, we disclose our respective motivations, assumptions, roles, and power relative to the collaborative process. The differences in evaluating collaborative progress stem from our respective professional positionality. For the academic, the guiding interest was to test theory and promote success for his applied research institute; for the practitioner, the motivation was to build trust to allow her field staff the flexibility to implement management actions and demonstrate effectiveness as an agency line officer. These epistemological differences draw attention to the importance of transdisciplinary approaches to producing knowledge from shared practice, starting with efforts to explicitly disclose and honor differing interests, assumptions, and frames of reference stemming from each party’s personal and professional biographies and institutional norms. This reflexivity is essential to advancing knowledge about collaboration in natural resource management.  相似文献

Increasing recognition of the value of practice-based or experiential knowledge in natural resource management justifies the creation of a new category of articles in Society & Natural Resources that we are calling Practice-Based Knowledge (PBK). The rationale for focusing on PBK is due to its key role in the emergence of hybrid governance institutions across state, market, and civil society, understanding the complexity of dynamic socioecological systems, recognizing the challenges of multiple knowledge systems and context-specific practices, embracing the power of informal institutions and civic science, and engaging debates on the growing prevalence of market-oriented conservation. The goal is to provide a dedicated space within the published, peer-reviewed literature for scholars, government officials, nonprofit managers, and engaged citizens to share experiences informed by practical action. Relevant and timely practice-based insights may improve understanding and management of social and ecological processes and systems, while also offering the potential to contribute to theory.  相似文献

To explore landscape properties using language, we analyzed the semantics and associated physical properties of four generic landscape terms through spatially located microtoponyms in the Swiss canton of St. Gallen. We applied quantitative methods to physical and etymological data to understand how four common generic terms (Wald, Holz, Riet, and Moos) were used in microtoponyms in the canton. We observe that the meaningful elements associated with those generic terms characterize general properties of landscape independent of the feature type as well as specific properties linked to the feature. Moreover, using a toponym taxonomy, we compared co-occurrences of different terms (e.g., those associated with spatial relationships or vegetation) for the four generic terms. Holz, which we argue is more associated with land use than land cover, was markedly different in naming patterns from the other three generic terms, and we suggest that this was driven by a distinction between nature and culture. We conclude that the act of naming natural features is influenced not only by properties of the referent but also by broader scale landscape patterns and cognitive associations with landscape terms. Abstract

Collaborative governance applied to environmental issues is becoming more common, and evaluation of such efforts can provide useful information for multiple audiences. However, due to a variety of challenges, collaborative governance practitioners rarely evaluate the outcomes of collaboration and their contributions to these efforts. With these challenges in mind, the William D. Ruckelshaus Center designed an evaluation framework that can meet multiple parties’ objectives, be integrated into practitioners’ existing services, and balance flexibility and practicality with rigor and replicability. The Center conducted a pilot of this framework on a collaborative watershed management effort in southeastern Washington State, where the Center had previously assisted with organizational development. The resulting evaluation highlights a variety of social, knowledge-based, and economic outcomes for the collaborative, as well as lessons for practitioners and evaluators of collaborative governance. We suggest that this methodology can be useful for practitioners interested in evaluating similar collaborative efforts.  相似文献

ABSTRACT

Expanding cities present a sustainability challenge, as the uneven proliferation of hybrid landscape types becomes a major feature of 21st century urbanization. To fully address this challenge, scholars must consider the broad range of land uses that being produced beyond the urban core and how land use patterns in one location may be tied to patterns in other locations. Diverse threads within political ecology provide useful insights into the dynamics that produce uneven urbanization. Specifically, urban political ecology (UPE) details how economic power influences the development decision-making that proliferate urban forms, patterns of uneven access, and modes of decision-making, frequently viewing resource extraction and development through the urban metabolism lens. The political ecology of exurbia, or, perhaps, an exurban political ecology (ExPE), examines the symbolic role nature and the rural have played in conservation and development efforts that produce social, economic, and environmental conflicts. While UPE approaches tend to privilege macroscale dynamics, ExPE emphasizes the role of landowners, managers, and other actors in struggles over the production of exurban space, including through decision-making institutions and within the context of broader political economic forces. Three case studies illustrate the strengths and weaknesses of these approaches, demonstrating the benefits for and giving suggestions on how to integrate their insights into urban sustainability research. Integrated political ecology approaches demonstrate how political-economic processes at a variety of scales produce diverse local sustainability responses.  相似文献

Community surveys have been widely used to investigate local residents’ perceptions and behaviors related to natural resource issues. However, most existing community survey research relies on cross-sectional data and is thus unable to capture the temporal dynamics of community processes. Longitudinal analysis has received increasing interest in recent natural resource social science literature. Trend and panel studies are two typical approaches in longitudinal community survey research. Due to limited sampling frames, research design, and respondent attrition, longitudinal community surveys often involve both paired and independent observations across different survey waves. Using previous survey data on community responses to forest insect disturbance in Alaska as an example, this research note shows that the corrected z-test is a more appropriate approach to analyze partially correlated longitudinal data than conventional statistical techniques such as the paired and independent t-tests.  相似文献

In non-urban places of Australia, caring-as-Country frames natural resource management (NRM) as a practice of reciprocal, more-than-human care-giving (S. Suchet-Pearson, S. Wright, K. Lloyd, and L. Burarrwanga. 2013. ‘Caring as Country: towards and ontology of co-becoming in natural resource management.’ Asia Pacific Viewpoint 54 (2): 185–197). Caring-as-Country is an idea that encapsulates the entangled, reciprocal relationships that people have with, and as part of, agentic more-than-human worlds. In more urbanised places, however, practices of caring-as-Country are often unrecognised, undervalued and undocumented. In this paper we make explicit practices of caring, healing and rejuvenation at Yellomundee Regional Park, Darug Country in western Sydney. Our discussion of care, entanglement and reciprocity at Yellomundee focuses on two specific activities that embody caring-as-Country: the return of cultural burns and sustained presence on Country in the form of Darug-led culture camps. The Darug principle of yanama budyari gumada, to ‘walk with good spirit’, embodies and invites new ways of thinking and practising intercultural caring-as-Country in heavily colonised, urban places like Yellomundee. As we document the practices arising from this invitation, we consider its far-reaching implications for NRM and planning, and we expand on the importance of geographies of care for unceded urban places.  相似文献

ABSTRACT

The modification of landscapes for agriculture, residential housing, and other human uses has the potential to alter ecosystem function, reduce native biodiversity, and to diminish the capacity of natural systems to provide essential goods and services. Resultantly, methods aimed at quantifying disturbance intensity at the intersection of anthropogenic and natural lands are important to applied aspects of landscape planning and natural resource management, as well as theoretical facets of spatial ecology. Tools to appraise human disturbance in wetlands and coastal waters are especially needed because the topographic settings of surface waters make them particularly susceptible to pollutant accumulation, hydrologic alteration, and other influences from the surrounding landscape. Assuming a water resources focus, we developed a novel geostatistical method to quantify and visualize edge effects and cumulative human disturbance for all wetlands and coastal waters in the State of Florida (USA). Model validation revealed that estimated disturbance intensity was strongly correlated to species richness, levels of heavy metal contamination, and persistent organic pollutant concentration. The presented modeling framework offers a flexible means to assess human disturbance across spatial scales and could be readily applied to prioritize conservation land acquisition and to anticipate future impacts from the proposed development.  相似文献

Drawing on ethnographic case studies from Madagascar, this research shows that multiple marine conservation projects have institutionalized inequitable access to marine recourses along gendered lines. Despite discursive and institutional shifts toward more “collaborative” and “community-based” conservation programing, there is a deficiency of women’s nominal as well as effective participation in community management organizations. This research shows that conservation organizations’ focus on proximate drivers of marine resource use, or a politics of picking the “low-hanging fruit,” over ultimate drivers such as global commodity chains, places disproportionate emphasis on marine spatial enclosures and restricting specific, and gendered, harvest methods. To address gender bias concerning access to and control over natural resources, we must go beyond the rhetoric of “community involvement” to address gendered inequalities in conservation decision making, and whose interests are served by conservation projects.  相似文献

Specific Internet addresses are provided for teachers who wish to access various hazard warnings, satellite images, hazard vulnerability maps, reports, and other data concerning geophysical, hydrologic, and meteorological hazards. Suggested strategies for classroom use of this information are also provided.
