Ho Chi Minh city is a primate city in which wartime dislocations have resulted in severely overcrowded conditions as well as a shrunken economic base. The new government has opted for a policy based on the rapid decanting of a large proportion of the urban population by encouraging internal migration to New Economic Zones in the hinterlands. This policy is based on a hierarchial administrative structure with agricultural productivity as its prime goal. A Green Belt policy has been articulated that uses the New Economic Zones as building blocks. The Green Belts constrain urban growth as well as provide foodstuff for the remaining urban residents. The ultimate objective of the overall policy is a balanced urban and regional environment that is in tune with Vietnam's agricultural economy.  相似文献

Kenya has been promoting equitable urban and regional development since the 1970s despite the lack of a clearly formulated national urban policy or an urban and regional development policy. A key element of the country’s equitable urban and regional development effort is the promotion of secondary cities that would relieve population pressure in the countryside, help to better integrate the country’s rural and urban economies, help to reduce congestion and improve the quality of life in the metropolitan cities of Nairobi and Mombasa, and help increase the modernization spin-off which urban centers provide to the surrounding rural areas. Using recent census and economic survey data, this paper examines the current state of Kenya’s secondary cities in the context of its urban and regional development strategies. The paper finds that: (1) the country’s urban and regional development strategies have failed to work as planned largely because of insufficient devolution of power and fiscal responsibility to municipal and other local government units, (2) the country’s secondary cities are faced with immense challenges that undermine their ability to live up to expectations, (3) some of these cities have significantly grown economically over the last four decades despite immense challenges, and (4) Nairobi’s dominance of Kenya’s economy continues because of policies that unwittingly concentrate investments there. The paper concludes with strategies that could enhance the country’s urban and regional development programs and, in the process, aid the development of its secondary cities.  相似文献

Conclusion Urban and rural development arek inextricably related, that regional planning can play important roles as catalyst for agriculture and rural development; and that a system of growth centres and/or agropolitan policy which can be important in achieving economic growth with social equity, will be far more influential. Again if the National Planning Authority, Regional Planning Agency and the policy of growth centre in the rural areas of the recommended regions is pursued, it will not only increase agricultural productivity or a path to agricultural transformation for deleterious effects of migration to corporate farming but also could, over time help to reduce the pressure on the urban areas by providing counter-magnets to migration and we envisage, will bring about a national regional planning budget which should be operated on yearly basis.  相似文献

The Nigerian growth-pattern, with its shift from more labour-intensive and resource-based to more capital-intensive and import-based industries, caused an increasing spatial concentration of productive forces, resulting in deteriorating living conditions for the majority of the population in rural and in urban areas. The Nigerian government never had a systematic regional policy. The impact of its general economic policy, however, fostered spatial polarisation by favouring import-based industries of the highest technological level while discriminating against other economic activities. As the scope for decentralisation within this pattern of accumulation is extremely limited, the problem cannot be solved by instruments of regional policy but only by altering the overall growth-pattern.  相似文献

This paper examines the distribution characteristics of urban settlements in the Kingdom of Saudi Arabia through major dimensions such as settlement regularly, degree of primacy and polarisation at the national and geographic regional levels. The paper points out that the settlement pattern at the national level has transformed from a primate distribution during the pre-plan period (< 1970) to an intermediary distribution during the period of development planning (1970 >). At the geographical regional level the settlement distribution, however, has shown diverse pattern. While the regional settlement distribution of Western and Eastern Region have shown trends of increasing polarisation, settlements in the Northern and Southern Regions are more log-normal in character. This is explained by the increasing growth of small and intermediary towns in the Northern and Southern Regions. The paper concludes that the national trend of decreasing urban primacy, induced by the decentralised national development strategies, is less pronounced due to the absence of a balanced regional investment policy. Since the government expenditure and settlement population growth rates are not related, slow growing primate cities continue to receive a larger share of public expenditure, enabling them to retain their primacy. This calls for a balanced regional investment policy to fully realise the national strategy of regional balance and multi-polar settlement pattern.  相似文献

The necessity of a spatial or regional component in development planning is recognized in both theory and practice. Spatial structure, the physical arrangement of development institutions, and spatial processes, patterns of activity, are integral parts of development planning and its results. The spatial component of development is critically reviewed in the cotext of regional growth theory, growth centre, or growth pole theory, and development viewed as an innovation process. Preliminary data from studies of regional development in northern Nigeria suggest that substantial growth leakages occur, and that the greatest regional impact of industrial development has been in the supply of foodstuffs to urban areas.  相似文献

Sweden's high economic and social standard has been gained through a hard past and present structural rationalization process in the economy. This process has had the regional consequence that Norrland and especially its northernmost parts have met with considerable difficulties in maintaining services and full employment. A large number of farmers and forest workers migrated southward. Swedish location policy after 1965 aims at creating one or two growth poles in northern Norrland; Luleå and its neighbouring towns of Piteå and Boden appear to have good prerequisites. However, Umeå has the strongest population increase, a result of the newly established university which has developed very rapidly. It appears that the growth potentials in northern Norrland are greatest on the coast. Long distances, a widely spread population, and a bad urban structure with too many small communities and no big expansive ones make the inland of northern Norrland the greatest regional-political problem in Sweden.  相似文献

为揭示大连城市用地扩张的空间分布特征,基于DSMP/OLS夜间灯光数据提取1998—2013年大连地域边界,并得到各地区的灯光阈值及地域边界分区统计面积。通过计算不同时期不同区域的城市用地增长景观格局指数,研究该市16年来的城市用地扩张方向、强度和空间景观格局变化,以揭示大连20年来城市用地扩张的空间分布特征。结果表明,城市用地扩张主要集中在沙河口区、中山区和西岗区,并以其为中心向甘井子区、旅顺口区、金州区等区域扩张。城市用地空间格局总体基本稳定,受地理条件、空间距离、经济发展和政策指引等因素的影响,城市用地扩张在不同方向上差异化显著。研究成果可作为大连城市规划的依据。  相似文献

Increasing urbanisation and the growth of urban areas in cities in developing countries present major challenges for local governments, policy makers and urban planners even though the phenomenon offers opportunities. Studies focusing on the quality of life (QoL) help in assessing objectively, urban conditions which inform urban policy and planning. Using Kumasi as a case study, this paper investigates the relationship between quality of life and socio-economic characteristics such as gender, age, marital status, educational background, household income and housing type. To this end, the paper uses data from 500 households to examine the relationship between urban dwellers socio-economic characteristics and quality of life index in Kumasi. Findings indicated that objective QoL varied considerably with some of the socio-economic variables (household income and housing type) in the study area and these variables contributed significantly to the objective quality of life in Kumasi. The paper concludes that there are six (6) dimension of quality of life in Kumasi.  相似文献

The role of economic sectoral structure in regional growth and development is widely acknowledged. However, there has been scarce reflection on its role as a policy instrument, particularly for peripheral regions. In reaction, this paper investigates the role of economic sectoral structure as a policy instrument towards more resilient peripheral regions. Through a multiple country policy analysis, the paper determines to what degree economic sectoral structure is reflected in regional development policies of 18 countries with predominantly rural characteristics and lagging regions. Moreover, the role of economic sectoral structure towards more resilient regions is quantified and measured for a specific peripheral region case in South Africa as developing country exhibiting poor economic resilience. The paper highlights related variety as a key ingredient for a region to reach a state of dynamic stability between adaptation and adaptability towards enhanced long-term resilience capacity of the peripheral region. The research concludes that policy focus should support the maintenance of the sectors and industries of comparative advantage on the regional scale, but strongly focus on sectoral comparative advantage within the national scale (if present) to establish a more robust region. This will establish and strengthen the identified peripheral growth centres as centres of national competitiveness and specialisation. Primary policy actions as emanated from the literature and the multiple country policy analysis will promote more efficient sectoral composition as key towards more resilient peripheral regions. It is acknowledged that these policy actions must be informed by a detailed regional economic analysis for different peripheral regions to determine inherent and latent economic potential and link with interdependent industries. This paper will highlight that regional policy should become more explicit by exploiting the role of economic and natural resources as growth engines for the peripheral regional economy in a more effective way through a multi-centred territorial structure.

Cameroon's economic development is without doubt a story of success. Since independence, the country has been favoured by internal and external advantages but, as in most African countries south of the Sahara, the results of regional development policies — in spite of an existing and sound planning structure — are disappointing. Cameroon was always well-provided with the now fashionable ‘integrated’, ‘basic need-oriented’, ‘bottom-up’ and ‘development-from-within’ regional policy programmes. In discussing such a programme and proposing elements of a modified development strategy, it can, however, be argued that even the first step of creating a basic regional development project has been far from satisfactory. Further, in spite of government rhetoric, no regional development policy as normally defined exists. What does exist are regional effects of development projects. This prompts the question of whether it may be preferable to replace the term ‘regional development policy’, and to return to a ‘regionally based, comprehensively planned, project policy’, based on facts which first have to be collected and analysed.  相似文献

The urban experiences of South Korea in times of its rapid urbanisation and economic growth show that wholesale redevelopment had been a dominant approach to urban renewal, leading to redevelopment-induced gentrification. This was led by a programme known as the Joint Redevelopment Programme, transforming urban space that was once dominated by informal settlements into high-rise commercial housing estates. This paper tries to explain how this approach was possible at city-wide scale in its capital city, Seoul. Through the examination of redevelopment processes in a case study neighbourhood, it puts forward three arguments. First, the development potential arising from the rent gap expansion through under-utilisation of dilapidated neighbourhoods provided material conditions for the sustained implementation of property-based redevelopment projects. Second, this paper critically examines the dynamics of socio-political relations among various property-based interests embedded in redevelopment neighbourhoods, and argues that external property-based interests have enabled the full exploitation of development opportunities at the expense of poor owner-occupiers and tenants. Third, South Korea had been noted for its strong developmental state with minimum attention to redistributive social policies. The Joint Redevelopment Programme in Seoul was effectively a market-oriented, profit-led renewal approach, in line with a national housing strategy that favoured increased housing production and home-ownership at the expense of local poor residents’ housing needs.  相似文献

Great changes have taken place in China's urban and regional development since the economic reforms were launched at the end of 1978. Four phases are distinguished according to major policy changes. During the agricultural reforms and the initial stage of open door policy (Phase I), there was a rapid growth of small cities and towns and regional emphasis shifted from the interior to the coast. Phase II was characterized by urban reforms and the increasing involvement of foreign capital. Cities, especially large cities, grew fast and economic activities became concentrated along the coast. The economic rectification (Phase III) witnessed retarded growth and stagnant urban development. In the new surge of economic reforms (Phase IV), opening-up to the outside world became the first priority. The previously restricted opening-up of coastal regions has been replaced by a full-dimensional opening-up. The torrent of capturing foreign capital is moving towards China's remote hinterlands along its great rivers.  相似文献

The Canadian urban system was first shaped by exogenous demand for staples and, subsequently, by the dichotomy between an industrial heartland and a resource based hinterland. Presently, transformations affecting the economy, policy-making and demography herald profound changes in the future configuration of the Canadian urban system. One possible scenario is a revival of the staples economy as economic globalization raises demand for commodities. Another scenario would entail a concentration of growth in large urban centres, by virtue of their attractiveness to specialized and high-order service occupations, two rapidly expanding economic sectors, and their strong pull on immigrants. In the case of either scenario, we can expect further polarization between growing and shrinking portions of the urban system (parts of the heartland in the first case and small urban areas in the second) in a neo-liberal policy context that is unfavourable to regional economic development interventions. The evolution of the Canadian urban system between 1971 and 2006 and present distributions of factors of growth and decline point to the second scenario, a growing large city-small city dichotomy. The article closes by discussing likely consequences of the resulting urban system configuration on labour market adjustments and public sector expenditure.  相似文献

This paper investigates China's changing investment systems, investment patterns and their impact on regional development. It reveals that the reforms have brought profound changes to Mao's investment system and investment allocation. Investment decentralization has given localities considerable autonomy and incentives in economic development. Budgetary investment has declined dramatically while enterprise funds, bank loans and foreign investment have increased significantly in China. An increasing amount of these new sources of fixed investment have been channeled to more profitable non-state sectors. In terms of regional changes, China's coastal provinces, particularly Guangdong, Jiangsu, and Zhejiang have recorded more rapid investment growth and have much higher per capita investment than many interior provinces. In addition, investment in the coastal provinces relies less on the state and is more profitable than that in the poorer interior. The sectoral and regional unevenness of fixed investment has significantly contributed to the uneven regional development in China. This research also has important theoretical implications, as it shows that regional investment is neither a cumulative causation process nor a convergent process, but influenced greatly by government policy, local states and local conditions, and foreign capital. An analysis of these factors should improve the understanding of investment allocation and regional development, especially for the transition economy in which the control and capacity of the central state has declined, while local and global forces have emerged as equally important forces shaping spatial change.  相似文献

The paper describes the current stage of transformation of the residential distribution system in the USSR, the state policy in the field of urban development, the tasks facing Soviet architects and the way to their solution. The state policy in the field of residential distribution and urban development provides for: the systematic and scientifically substantiated distribution of production and human settlements on the basis of coordinated development and distribution of productive forces and the perfecting of the systems of residential distribution; the utilization, improvement and protection of landscape; the restriction of the growth of very large cities and development of the network of small and medium towns; the transformation of villages into modern well-organized settlements of the collective and state farms and the elimination of the existing distinctions between town and country; the regular development and distribution of towns and settlements in different geographical zones and most favourable natural-and-economic regions of the USSR; the overcoming of irregular population distribution in the European and Asiatic parts of the USSR; the formation of group-systems of human settlements on the basis of big urban agglomerations and territorial-industrial complexes; the development of new territories through land improvement. Basic attention in the report is paid to the consideration of the master scheme of residential distribution in the USSR, its scientific fundamentals, main purposes and tasks. The analysis of the decisive factors and of the main trends of the development of the systems of human settlements for a long-term perspective is given. The master scheme of residential distribution contemplates the systematic development on the USSR territory of different human settlements contributing, to a maximum degree, to the achievement of the objectives of socialist construction, to the creation of most favourable conditions for the people's work, life and rest, to the development and intensification of social production taking into account objective tendencies of urbanization and the effective use of forecasted urban development resources. The realization of the master scheme of residential distribution will allow to fully take into account the economic, ecological and demographic requirements in the elaboration and realization of the plans of development of production and residential distribution aimed at the rise of the living standard of the Soviet people.  相似文献

The most prominent ‘victim’ of the global financial crisis in 2007/2008 has been Greece, which is, even now, in the middle of an economic and social storm that is threatening its economic and social cohesion and its membership of the Eurozone. Using the social well-being conceptual framework as a benchmark and exploiting the literature of composite indicators, the paper aims to assess and measure the regional impact of the crisis in a systematic and comprehensive way. Differing from most of previous studies, both at national and international levels, this study is based on the assumption that the effects of the crisis go far beyond economics and create a social crisis strongly associated with significant human and social costs that might transform Greece’s regional status and threaten its regional well-being, probably in a very unequal way. The main finding of the analysis is that although all regions were severely affected by the dynamics and intensity of the crisis, some regions were more affected than others, leading to ‘winners’ and ‘losers’. From a policy point of view, the results of this study have serious implications for crisis management, recovery policy actions and a country’s social cohesion, especially in Greece where austerity policy measures not only imposed considerable cutbacks in regional development policies but also ignored the spatial dimension of the crisis.  相似文献

西南岩溶地区是中国重要的生态敏感区,生态地质环境较脆弱,在该类地区探索资源与环境的协调发展,是促进区域可持续发展之路。以乌蒙山集中连片扶贫区中的毕节市七星关区为评价试点,查明了区域地质资源环境现状,探索构建了适用于乌蒙山典型地区的地质资源环境承载能力评价指标体系。评价发现:①七星关区地质资源承载能力总体较强,但空间分布不均;②该地区水土环境承载能力总体较高,但七星关区城区、鸭池镇、清水铺镇等局部地区存在一定的水土环境污染,导致水土环境承载能力较低;③区域地质安全承载能力以中等-较强为主,城区近郊的朱昌和小项地区地质安全承载能力强,是进行城市规划和工程建设的有利地区。评价结果可为区域国土空间规划及"三区三线"划定提供地质依据。  相似文献
