Since the mid-1980s, liberalization has motivated numerous water supply reforms. Among these, privatization has received the most attention. Yet, its actual scope has been limited. Beyond privatization, the territorial expansion of municipally owned water corporations into new service areas can be witnessed in countries as diverse as Italy, South Africa, Canada, Colombia and the Netherlands. Generally, the activities of public water corporations are analyzed through the lens of commercialization. This framework is central to understanding recent shifts in water supply. Yet, while it addresses the effects of commercialization on service quality and access, it rarely integrates the influence of shifts in social reproduction and collective consumption in structuring reform. Drawing on theories of urban entrepreneurialism, I attempt to advance a broader analytical framework that is more amenable to integrating the diversity of processes involved, including but not limited to commercialization. At the same time, the territorial expansion of municipally owned water corporations suggests ways to rethink urban entrepreneurialism: it is not only commercial, it is also social, and it is Schumpeterian. To make these points, this article examines the efforts of two public water corporations to go international: EPM of Medellín, Colombia and WMD of Drenthe, the Netherlands.  相似文献

Based on insights from peasant and indigenous communities’ struggles for water in Andean Peru and Ecuador, in this article we argue that the defense of grassroots interests -and with it the advancement of more equitable governance- greatly hinges on the capacity of these groups to engage in grassroots scalar politics. With increasing pressure on water resources in the Andes, the access to water of many rural peasant and indigenous communities is being threatened. The growing realization that their access to water and related interests are embedded in broader regional and national politics, legal frameworks and water policies, has led many communities and peasant water user associations to engage in networks and create alliances with other water users, governmental institutions and non-governmental actors. To better understand these (and other) grassroots struggles and strategies, in this contribution we develop the concept of grassroots scalar politics, which we use as a lens to analyze two case studies. In Ecuador we present how water users of the province of Chimborazo have defended their interests through the consolidation of the Provincial Water Users Associations’ Federation Interjuntas-Chimborazo and its networks. Then we focus on how with the support of Interjuntas-Chimborazo the Water Users Association of the Chambo irrigation system defended their historical water allocation. In Peru we analyze the conformation and achievements of the federative Water Users Association of Ayacucho (JUDRA) and present how the community of Ccharhuancho in the region of Huancavelica, managed to defend its waters and territory against the coastal irrigation sector of Ica.  相似文献

Tunisia has invested heavily in irrigation schemes to secure water supply. The management of irrigation systems has been denied to local water user associations (WUA). These WUAs are assimilated to a natural monopoly. They sell water to farmers at the unit operational cost (marginal production cost). Such a price does not allow for budgetary balance, which leads to a chronic deficit of these WUA. It also does not reflect the scarcity of the resource, a situation that contributed to irrigated area expansion, an increase in the agricultural water demand, and misallocation of the resource. Low cost recovery results in poor maintenance, infrastructure deterioration, and water distribution inefficiency. The purpose of this paper is two folds: (i) to propose an alternative price scheme which ensures cost recovery and water use efficiency and (ii) to examine the impact of this new price on the farms’ surplus. To achieve this goal, we assumed that irrigation’s water price increase will be necessary. A field survey of 75 farmers in the center of Tunisia was conducted to estimate the irrigation water demand function. We also used the data collected on 36 WUAs in the region to estimate the irrigation water production cost function using the OLS method for both demand and cost functions, and the peak and the non-peak irrigated demand functions (i.e., summer and winter). The methodology consisted of maximizing social surplus to derive optimal prices for both seasons. The main results show that an increase in price in the range of 11 to 15 % in the winter and 50 to 75 % in the summer results in 11 % decrease of the annual quantity consumed and in a 2 % increase in the social surplus.  相似文献

This paper examines, first, the conditions under which irrigating farmers are being alienated from their water through a state-led process of dispossession, and then, second, details the dialectical process of farmers’ resistance to these efforts. The paper advances recent scholarship on water grabbing and ‘accumulation by dispossession’ by drawing on a case from northwestern India to explore the connections between non-agrarian economic growth, irrigated agriculture and farmer livelihoods. Specifically, it examines an urban water infrastructure development project that aims to provide water to Jaipur, the Indian state of Rajasthan’s capital city, through the appropriation of an existing rural dam/reservoir complex built for irrigation and redirecting it to domestic, commercial and industrial uses. Drawing on an examination of policy documents and interviews with farmers and state planners, this paper argues that these transfers must be understood as a supply-side solution to support economic growth, where the lack of stable water supplies is a barrier to capital accumulation. The paper contributes to critical scholarship by showing that the processes underpinning water’s reallocation are specific acts of ongoing ‘dispossession’ through extra-economic means under advanced neoliberal capitalism, which alienates water away from peasant producers towards new centers of capital accumulation, dialectically creating peasant resistance to these efforts.  相似文献

Literature on common-interest development (CID) in housing, most common in the form of gated communities, has been based largely on the US’s experience, where the interpretation has centered on the interaction between three actors (local government, private developer, and homeowner association) and barely focused on the privatization of neighborhood governance in transition economies. This paper, through a case study of gated community in Phu My Hung new town shows that Ho Chi Minh City, Vietnam—in the context of transition from centrally-planned to market-based economy—has been witnessing this privatized phenomenon of neighborhood governance. It employs both primary data, collected through observation and key informant interview, and secondary data to explain the contextual factors for the rise of gated communities in the city and find out the mechanism of neighborhood governance. In the city, housing privatization reforms, influx of foreign direct investment, and the formation of urban middle class have constituted the supply- and demand-side factors for the rise of gated communities. In addition, the reforms towards grassroots participation created a favorable environment for a privatization of neighborhood governance in which the private developer plays a dominant role in partnership with local government and homeowner association. To a certain extent, this privatization is similar to the case of US’s gated communities, however, it does not threaten the public authority and instead maintains a good collaboration between these three actors. This is an indigenous innovation of gated communities in Vietnam due to its socio-economic conditions and political context.  相似文献

Agriculture in arid and semi-arid regions faces two of the principal global challenges: sustainability and water scarcity in the context of climate changes. To overcome the water scarcity constraint, Tunisia adopted different strategies and policies. Since 1989, it has embarked on a policy of decentralization and participatory water management in irrigated areas “IA.” This policy has led to the state disengagement in favor of collective water management. Since then, water management becomes a task of irrigator associations. These associations have experienced a series of transformations ranging from “collective interest associations: CIA” to the current form “Development Agricultural Groups: GDAs.” In spite of these institutional changes, GDAs are suffering from several problems impeding their functioning such as budgetary deficit, conflicts between stakeholders, leaving of irrigated activity by some farmers, and inequality. The current situation of GDA and most IA hypothesizes the existence of local governance problems; these governance problems are causing a performance decrease in IA. The analysis of the interdependence between governance and performance of irrigation water management, in Nadhour IA, is the main aim of this paper. To conduct this analysis, the strategic analysis approach was adopted. Assuming that IA forms a concrete action system, the analysis of structured games between actors allowed assessing their power, convergence, divergence, and ambivalence. Results confirm the hypothesis of a significant effect of governance problems, including political source, on the performance of water management in IA.  相似文献

In this paper, we map the gendered contours of contemporary water management in order to demonstrate that regimes for individual ownership of water rights, markets, and the productive use of water simply reinscribe and simultaneously submerge in their apparent gender-neutrality a normative masculinity that underpins economic globalization and fortifies existing power relations. Not only do such arrangements disadvantage reproductive values and non-consumptive users; more generally, they also lack the capacity to ensure water’s sustainable development. Consequently, new management institutions for sustainability are demanded and, in making a case for equity-enhancing and adaptive institutions that better reflect water’s materiality, its multiple values and emerging water scarcity, we argue the need to invoke the conserving and ecologically protective feminine principle. To support our reasoning, we analyse water reform processes instituted in Australia and specifically by the State of Tasmania, referring to the latter jurisdiction to illustrate the gendered nature of resource management and to underscore tensions between economic globalization and sustainability, concluding that the tensions between the two agendas are probably irresolvable. We position our work in the borderlands among gender studies, feminist geography and philosophy, and political ecology, drawing together insights about the construction of resource management, the possibilities of the feminine care ethic, and ideas about the characteristics of institutional systems that could ensure equitable allocation and sustainable use of the planet’s resources.  相似文献

In most Latin American countries, issues concerning water governance and control also reflect broader conflicts over authority and legitimacy between the state and civil society. What lies behind the diverse water policy reforms is not simply a question of governing water affairs but also a drive to control or co-opt water user groups. This paper examines the efforts by the present Ecuadorian government to ‘control water users’ through new forms of ‘governmentality’ (Foucault, 1991). We use the ‘cathedral and bazaar’ metaphor (Lankford and Hepworth, 2010) to illustrate government rationale and practices in water governance shifts in the last decades. We analyze how Rafael Correa’s government sets out to reshape the relations between state, market and society. In its ‘Twenty-first Century Socialism’ project, based on a proclaimed ‘Citizen Revolution’, actual policy reform does not reverse but rather transforms the process of neoliberalizing water governance – creating a hybrid bazaar-cathedral model. We argue that the current water govermentality project implements reforms that do not challenge established market-based water governance foundations. Rather it aims to contain and undermine communities’ autonomy and ‘unruly’ polycentric rule-making, which are the result of both historical and present-day processes of change. Interestingly, water user federations that emerged during the neoliberal wave of the last two decades now claim water control space and search for new forms of democratizing water governance. They act as agents who fiercely – yet selectively and strategically – oppose both elements of the State-centered (cathedral) and market-based (bazaar) water governance models.  相似文献

Many irrigation projects in the central plain of Thailand are not capable of providing sufficient surface water for the cultivation of rice, which is the major cash crop for Thai farmers. To overcome this surface water deficiency, which has been exacerbated in recent years by climate change, groundwater is increasingly being used for irrigation. Thus, large sections of agriculture lands have been converted to conjunctive water use regions. While conjunctive water use may be a suitable option to overcome the temporary water shortages on a short-term basis, it may pose a particular threat to the overall water resources in the long term, if not properly managed. As a remedy, conjunctive water management policies ought to be adopted. Conjunctive water management is basically a tool to optimize productivity, equity, and environmental sustainability through simultaneous management of surface water and groundwater resources. As of now, such a comprehensive approach has not been yet employed in the upper Chao Phraya basin of Thailand, and the present study is one of the first of this kind. The study region is the Plaichumpol Irrigation Project (PIP) where conjunctive water use has become indispensable for meeting the increasing water requirements for farming. To get a first grip on the issue, water demand, supply and actual use in the study area were investigated for the purpose of providing possible guidelines for optimal water exploitation. A numerical groundwater model with a special module for simulating surface-groundwater interaction was applied in the PIP area to understand the impact of the farmer’s irrigation behavior on the dominant hydrological processes that determine the seasonal and multi-annual water availability in the irrigation area. A set-up of different agricultural water allocation schemes that depend on the local weather conditions and the regional management rules are examined by the numerical models. The results of the simulations provide adaptation guidelines for the proper management of the conjunctive water resources, namely, optimal water utilization. The numerical results for the surface groundwater in particular indicated that while the irrigation canals recharge water to the aquifer during both dry and wet season, small amounts of discharge from the aquifers to the canals occur only during the wet season. The analysis of the groundwater balance also showed that the present available groundwater potential is not fully exploited by the farmers, especially during the dry periods of surface water shortage. In contrast, the adoption of an optimal conjunctive management scheme would ensure extra water availability for additional annual rice crops in the region.  相似文献

Water rights adjudications lie at the intersection of law, space, and the geography of resource governance, combining elements of field cartography, archival research, and judicial supervision and decree. However, few geographers have examined the water rights adjudications now active in most western US states. Using case material and ethnographic vignettes from a larger geographic project on water rights and governance in New Mexico, I examine water adjudication as a vital instrument in the state’s pursuit of spatial knowledge. Resources and water users are seen by the state through this process, while at the same time, water users may elude or confuse state legibility. In this process, altered forms of governance are produced. Here, I explore how the formalizing of water rights in New Mexico has articulated new legal-spatial relationships, which are often viewed differently by state and local agents. I then examine the products of adjudications and the tension between local and expert knowledge in natural resources governance over being seen and governed by the state and the struggle to retain local autonomy and governance in water management.  相似文献

Direct groundwater regulation (e.g. registration of abstraction points, permits and concessions) has been much advocated world-wide; however, few successful cases have been reported. The development of groundwater use in Minqin County, Gansu Province, China, is described, with analyses of the situation before and after the implementation of direct groundwater regulation measures in 2007. Based on a survey carried out in 2010, it is argued that the regulation measures, which were part of a broader water-policy reform, were successfully implemented due to their integration with pre-existing collective groundwater institutions. In addition to the regulation measures—the closure of wells and per capita water use restriction—all villages had to form water users’ associations (WUAs) which were assigned to implement the new regulations. These WUAs were found to have the same structure as the existing collective groundwater institutions. Through the water-policy reform, the function of the pre-existing groundwater institutions was transformed from managing “water exploitation” to managing “water conservation”.  相似文献

Climate change issues has been discussed and argued for decades. It has been widely recognized that climate change will bring more serious issues to environment vulnerable areas than other areas. Southern Australia is one of the typical examples of vulnerable areas where water deficiency is enhanced by climate change. Although, this area has been successfully adapted with drought environment for decades, those shortcomings of strategies are highlighted by climate change events. In the interests of sustainable water management, Southern Australia’s experiences on possible anticipatory adaptation approaches, especially on mitigation of risks and costs of drought could be expected to provide recommendations to planning and management actions in the future  相似文献

选择甘肃省临洮县洮惠渠灌区为试验研究区,通过直接观读、自动监测等技术手段,获取试验灌区的引水量、退水量、土壤墒情、降水量及蒸发量等水文基础数据。以水文监测基础数据为依据,采用引排差法、水分平衡法等相结合的方法,开展了农业灌溉耗水系数试验研究。初步试验结果表明:试验灌区灌溉期平均耗水系数为0. 730,典型地块灌溉期平均耗水系数为0. 671,2016年试验灌区降水量较常年偏少13. 0%~26. 3%,总体上属轻度干旱年份。该研究成果可为甘肃陇中黄土高原区水资源管理提供技术支撑。  相似文献

This article explores the constraints and contingencies of contemporary urban governance, with reference to the partial privatization (1999) and partial remunicipalization (2012) of the Berlin Water Company (BWB). It outlines the processes through which this major shift in Berlin politics occurred, showing how the mainstream consensus on privatization was disrupted and alternatives to apparent neoliberal conformity emerged. Dynamics apparent in the BWB case – commercialization, privatization, re-regulation, public contestation and remunicipalization – are indicative of the challenges and opportunities of making policy in and beyond the global norms of neoliberalism. It is argued that this case is important because it reveals something about what we might call the “politics of possibility” within the paradigm of neoliberal urban governance: the continuing potential for change within the constraints of an urban governance configured to the logics and needs of markets. Given this, the paper concludes that local contingencies in urban governance problematize sweeping notions of a post-political condition. However observable post-political strategies and outcomes in Berlin and elsewhere are, researchers should not assume that they are inevitably dominant or universal.  相似文献

Feicheng Basin is an important energy base in Shandong Province, China. The Ordovician limestone is the main aquifer for water supply in the basin. As a result of the current practice in which individual water users control the exploitation of the karst water, the regional groundwater level has dropped more than 30 m over the last 20 years. The groundwater is overdrawn in approximately 300 km2 because of the poor management from 1981. A numerical model with distributed parameters is developed for the karst aquifer to help properly manage the water resource and sustain its utilization. The responding matrix method is used to couple the prediction model and the management model. The objective of the modeling exercises is to obtain the maximum amount of water while keeping the water level drawdown within an acceptable level. The optimum management scheme is selected among two proposed designs. The recommended measures from this study include (1) improvement of water use efficiency in industries, (2) comprehensive utilization of the water pumped from the mines, and (3) improvement of the irrigation practice. When the domestic water supply and corporates water demand take the top priorities, the numerical modeling provides a useful tool to help with the rational distribution of the karst water resources among different water users.  相似文献

灌区水资源合理配置是提高灌区水资源利用效率及保障粮食安全的重要途径,也是实现灌区水资源可持续利用的有效调控措施。从灌区水资源管理政策、水资源循环转化规律、水资源优化配置模型与方法和水文生态4个方面,对国内外该领域的研究现状进行了对比分析。研究发现,国内灌区水资源配置主要存在4个方面的问题:水资源合理配置与保护政策落实不到位、水资源的统一管理机制不健全、水资源优化配置模型实用性不强和水资源优化配置基础条件较为薄弱。建议加强灌区水资源的统一管理政策与机制、变化环境下水资源循环转化规律、水资源承载力基础理论与评价新方法、水文生态调控技术、水资源实时风险调度与智能化管理技术以及水资源优化配置耦合技术研究。  相似文献

Water resources use is a key parameter in the hydrological cycle, especially in arid inland of Northwest China, groundwater movement and circulation processes are closely related to the surface water, while recoverable and renewable groundwater mainly comes from the conversion of surface river water, and there is extensive transfer among rainfall, surface water and groundwater. Human activity, in particular, large-scale water resources exploitation and development associated with dramatic population growth in the last decades, has led to tremendous changes in the water regime. There are misuse and wastage of surface water with traditional multi-channel irrigation for most rivers, which in turn leads to over-exploitation of groundwater to augment supplies. This situation has been exacerbated by rapid population growth and socio-economic development, with decreased irrigational systems return to groundwater due to the irrigation system in the middle reaches of rivers in the Hexi region becoming better. The investigations of this study revealed that over the last decades, man-made oases have developed rapidly in various inland river basins. With the increasing human demand for water, the contradiction between water demand and water supply is becoming increasingly acute and the amount of groundwater usage significantly increased. Notwithstanding the annual surface water from mountains is relatively stable in the Hexi region, the recharges of groundwater have been reduced by 11.1%, with a maximum reduction of 50% in the Shiyang River basin. Groundwater abstraction increased by approximately six times, particularly in the Shiyang River basin, groundwater abstraction exceeds recharge by 4.1×108 m3 year−1 in recent decades. Consequently, the groundwater level has declined widely by 3–16 m, with a maximum decline of 45 m in several groundwater observation wells in the Minqin basin on the lower reaches of the Shiyang River basin. These cause serious human activity-induced environmental problems, such as water-quality deterioration, vegetation degradation, soil salinization and land desert desertification, etc. It is suggested that modernized irrigation technology and new regulation to cover water resources management and allocation with the river basins are urgently needed to achieve a sustainable development. The aim of this study is to analyze the impact of the development of water resources on the environment in arid inland river basins in Northwestern China, which were analyzed by comparing the three main river basins (i.e., the Shuilei, the Heihe and the Shiyang River basins) with different water resources development cases.  相似文献

Irrigated agriculture allows for the increase of agrarian yields and stability in food supply and raw materials, being, at the same time, responsible for the reduction of water resources availability and for the pollution by salts and nitrate. This work aims to analyze the impact of changes in irrigation management (establishment of an on-demand flood irrigated system, assignment of irrigation allowances and water payment for surface and irrigation water consumption) in a traditional irrigated land on drainage flow, electrical conductivity and nitrate concentration in irrigation return flows between the year 2001 and the period 2005–2008. Changes in water management significantly modified quantity (lower drainage) and quality (electrical conductivity and nitrate) of irrigation return flows, keeping similar evolution paths during the year with water ameliorants in summer due to the use of good irrigation water quality. Salinity in irrigation return flows is not a current problem in the area as electrical conductivity values in water did not exceed the limit established for water used in irrigation or intended for human consumption. Despite the fact that changes in irrigation management and crop distribution have reduced nitrate concentrations in irrigation return flows by 43 %, the water still presents nitrate values exceeding the 50 mg NO3 ?/l. Thus, nitrate remains as the main agro-environmental problem in this irrigation area. However, the nitrate concentration trends detected in this work mark the possibility of reaching nitrate values below 50 mg NO3 ?/l in the case of maintenance of the conditions in this agricultural system.  相似文献
