Water reservoirs play an important role in areas with limited and erratic precipitation where water is stored and re-distributed later for different purposes. Irrigation is primarily a major water consumer in arid countries of Central Asia for the economic development, employment and food security of the region. The major rivers of Central Asia (e.g., Amu Darya, Syr Darya, and Zerafshan) are turbid watercourses. Sedimentation reduces the main reservoir asset i.e., its volume capacity. In addition, vast territories of the region’s countries have been transformed for agriculture to grow water intensive crops such as cotton, rice and wheat during the Soviet Union that dramatically accelerated soil erosion by water and wind. Thus, many man-made water reservoirs are affected by high sedimentation rates. Moreover, uneven spatial and temporal water resources and a Soviet-inherited unified hydraulic infrastructure have raised transboundary reservoir management issues over water resources allocation among the countries in the region such as Kyrgyzstan, Tajikistan, Kazakhstan, Uzbekistan and Turkmenistan. The rivers such as Syr Darya and Amu Darya are already regulated by more than 78 and 94 %, respectively and attempts for new reservoir projects upstream raises increased concerns of the downstream countries (e.g., the Rogun hydropower station in Tajikistan and the Toktogul reservoir in Kyrgyzstan). For instance, the uncoordinated use of reservoirs has caused the Arnasai lake problem in Uzbekistan with environmental, material damage and social unrest. The aim of this paper is first to review the present conditions and the role of man-made water reservoirs for irrigation in Central Asia with special focus on Uzbekistan, second to document past and current reservoir sedimentation conditions in Uzbekistan and third to discuss research carried out by Soviet and present-time local research community in the domain of erosion and sedimentation in the region.  相似文献

Worldwide experience has shown that interstate economic integration can help states in strengthening of management of transboundary waters and international water law serves as a reference for developing of relevant interstate cooperation. Transboundary waters in Central Asia play important role in the economic cooperation among riparian states, including those who are members of the Eurasian Economic Union (EAEU). At the current stage of transboundary waters management in Central Asia, the obsolete legal status is evident. The international water law sources developed under the United Nations’ auspices have no binding application due to luck of formal membership of the EAEU states in these treaties. Also the regional set of regulations, especially for the Aral Sea Basin, needs further enhancement and more efficient implementation. The bilateral interstate regulatory framework of the managemennt of waters shared by EAEU states in Central Asia requires development of additional rules to enable better accommodation of challenges existing in terms of the current interstate cooperation. Having said that can one further assume that EAEU could serve as a new legal framework for more effective cooperation on transboundary watercourses in Central Asia? The answer might be yes, but… the current stage of the legal framework for cooperation on transboundary waters within the EAEU requires sufficient enhancements in terms of developing its legal and institutional framework. The first condition for EAEU to serve as framework for cooperation on transboundary waters of Central Asia is to strengthen the regulatory framework for the cooperation of EAEU member states regarding environmental issues in general and transboundary water relations in particular, able to accommodate two main goals: environmental protection on the one hand and economic development on the other hand. The EAEU legal framework shall also lead to improvement of existing institutional cooperation and a dispute settlement mechanism on transboundary waters shared by the member states of the EAEU.  相似文献

随着人口的激增和水资源压力的不断增大,跨界含水层在地下水利用和供水安全保障方面处于越来越重要的位置。目前,围绕跨界含水层主要开展了以下三个方面的工作:联合国教科文组织国际水文计划联合其他相关机构,对世界各主要大洲进行了跨界含水层的标示及划分工作;在总结完善相关跨界含水层法律条文的基础上,联合国国际法委员会于2008年向联合国大会上提交了跨界含水层草案条款,该项草案条款的出台对共享含水层各国开发和管理地下水具有重要的指导意义;在联合国教科文组织及其他机构的推动下,各大洲已逐步开展对跨界含水层的研究,并建立了相关的合作机构。分析表明,跨界含水层的研究需要相关国家间的进一步协商与合作。  相似文献

Groundwater is an important and readily available source of fresh water in the Mekong-Lancang River Basin. With a rapid population growth and increasing human activities, an increasing number of countries in the Mekong-Lancang River Basin are experiencing depleted and degraded groundwater supplies. In transboundary river basins, such as the Mekong-Lancang River, prioritizing the use of the shared aquifer by one riparian government may affect the opportunities of other riparian governments and lead to potential water conflicts between neighboring countries. To promote the sharing of strategies and information for the sustainable and equitable use of water resources of the shared basin, international collaborative workshops on groundwater resources have been organized for all Mekong-Lancang River countries. These workshops provide an opportunity to communicate and discuss nationally sensitive issues on groundwater by the associated countries, with topics covering multiple aspects of groundwater, such as the groundwater status in the basin, quality issues, water use conflicts, hydrological information gaps, management policies and capacity building for successful water resource management. Consensus has been reached by all countries on the importance of catchment-based groundwater management and the need for close communication among the countries. Strategies for managing transboundary aquifer issues must foster international collaboration based on the regional network, influence national networks and enhance the capacity to building maps and monitoring systems based on associated databases. The sustainability of water resources cannot be achieved without the integrated involvement and contributions by multiple countries and various stakeholders. Therefore, collaborative workshops provide a great opportunity to further our understanding of the hydrologic processes of the Mekong River Basin, share the benefits of the aquifer and provide a strategy and vision for sustainable water resource management in the Mekong-Lancang River countries.  相似文献

This article offers a critical theoretical exploration of the US President’s Emergency Plan for AIDS Relief (PEPFAR). The article examines the background to PEPFAR and its reauthorization in Washington DC in 2008 through the conceptual lens of governmentality. Building on existing work, it interprets PEPFAR as a programme for securing the welfare of populations. It also qualifies and extends this work in the following ways. Rather than representing a break with the history of geopolitics, it argues that PEPFAR emerged out of accommodations between geopolitics and governmentality. This point is developed through two takes on geopolitics, first in terms of the projection of sovereign power, and second in terms of articulations between PEPFAR and geopolitical economies of global health. The article suggests, first, that the geopolitics of sovereign power shaped the timing, scale and form of PEPFAR, and second, that PEPFAR articulated with geopolitical economies of global health through its mobilization of US-based corporations, non-governmental and faith-based organizations. The article extends existing work by examining the role of critical mobilizations in shaping PEPFAR, both in relation to questions of political economy and the contentious politics of life. Reflecting on the politics of global health, it considers the prospects for using ideas of security and the international response to HIV/AIDS as stepping stones towards the development of broad-based health systems.  相似文献

This paper explores the rise of rights-based development (RBD) and its endorsement by prominent international institutions (such as the United Nations) and International Development Agencies (IDAs) like the World Bank. It situates RBD in global political context and analyses it in relation to the international politics of development, especially the politics of neo-liberal adjustment policies in Africa. The paper shows how RBD emerged against a backdrop of debate about four international issues associated with neo-liberalism and its discontents, namely globalisation and uneven development; capability and good governance; human rights and human development; and NGOs in the politics of development. Debates about those four issues keep repositioning the state as the central actor in RBD, and holding the state accountable for development (or the lack thereof) under international law. The paper’s basic point is that state-centric RBD is paradoxical and highly political. Greater accountability is being demanded of states––especially in Africa––from the same neo-liberal forces (such as the World Bank) charged with weakening state capacity, undermining democracy, and diminishing state authority. In terms of international power relations and the politics of development, RBD does signal something of a willingness to rethink certain aspects of the dominant neo-liberal agenda. And yet adjusted states are being subjected––in the name of RBD––to novel methods of international surveillance and forms of conditionality. States are ultimately held responsible for human rights violations, even when it is non-state actors (and their neo-liberal policies) that caused those rights to be violated in the first place. RBD is, therefore, a partial answer (at best) to the questions of empowerment and change raised by critics of neo-liberalism.  相似文献

Recent attention to transboundary aquifers (TBAs) in Africa reflects the growing importance of these resources for development in the continent. However, relatively little research on these aquifers and their best management strategies has been published. This report recapitulates progress on mapping and management frameworks for TBAs in Africa. The world map on transboundary aquifers presented at the 6th World Water Forum in 2012 identified 71 TBA systems in Africa. This report presents an updated African TBA map including 80 shared aquifers and aquifer systems superimposed on 63 international river basins. Furthermore, it proposes a new nomenclature for the mapping based on three sub-regions, reflecting the leading regional development communities. The map shows that TBAs represent approximately 42 % of the continental area and 30 % of the population. Finally, a brief review of current international law, specific bi- or multilateral treaties, and TBA management practice in Africa reveals little documented international conflicts over TBAs. The existing or upcoming international river and lake basin organisations offer a harmonised institutional base for TBA management while alternative or supportive models involving the regional development communities are also required. The proposed map and geographical classification scheme for TBAs facilitates identification of options for joint institutional setups.  相似文献

As an important part of water resources of the five countries of Central Asia, groundwater resources give critical supports to the regional economic development. Accompanied by rapid economic development, the demand of groundwater is increasing. As a result, the governments are paying more attention to groundwater resource development and utilization. However, there are noticeable issues and contradictions in water resource exploration in these countries. To be more specific, these countries lack the studies in development potential and conception planning, thus influencing the sustainable groundwater development. This paper mainly discusses groundwater development problems in the five countries of Central Asia, and briefly introduces volumes and distribution of transboundary groundwater. In addition, it analyzes the current exploitation status of groundwater and studies the potential in utilizing the resource. Most importantly, it proposes creative ways to address groundwater development issues: To make best of the resource, international cooperation is required.  相似文献

The use of transboundary conservation as tools for improving interstate relations has become a widely supported initiative in nature conservation. The rationale follows the environmental peacemaking hypothesis, which argues that seemingly neutral environmental issues can provide a sound basis for cooperation between states. The paper investigates the hypothesis’ premise through the case of International System of Protected Areas for Peace (Si-A-Paz), a transboundary protected area shared by Costa Rica and Nicaragua. In recent years, both countries have been involved in a number of border conflicts within Si-A-Paz and linked to the use of the San Juan River, contested land areas, and oil resources. The case of Si-A-Paz shows that transboundary environmental issues can provide arguments for maintaining or even strengthening conflicts rather than fostering peace between states. The case also shows the emergence of environmental issues as a new arena for geopolitical play, where actors not only justify their actions through an environmental discourse but also, the environmental discourse is stretched to include a variety of issues through which actors can obtain international support. The events in Nicaragua and Costa Rica raise questions about the role of transboundary conservation as a peacebuilding tool.  相似文献

The reliance on aquifers which are shared by more than one country is increasing. Yet, shared aquifers are only rarely addressed in international treaties, despite the wide recognition of the desirability of comprehensive coordinated management. In order to identify the impediments to reaching agreements on the management of shared aquifers, and the factors that may assist in overcoming these impediments, the political economy of transboundary groundwater exploitation is outlined, and the Israeli-Palestinian case examined. It is argued that the main impediment to the conclusion of international agreements on groundwater is the array of domestic power structures, and particularly the power of small cohesive interest groups. The analysis of the Israeli-Palestinian 1995 interim agreement, and the negotiations leading to it, suggest that this impediment can be overcome, if the domestic interests are recognized in advance, and addressed in the agreement. It also shows that high level politics can play a positive role in forcing water negotiators to conclude an agreement.

This paper reviews the interfaces between international and domestic tourism and explores a number of associated issues. Within the origin the interface is between domestic tourism and the outbound component of international tourism. Questions arise relating to the different propensities for domestic and outbound travel and reasons accounting for this variation at a national scale — size, national tourist resources and levels of economic development — and at an individual level where motivations and the ability to travel play a major role. Within destinations interfaces exist between domestic tourism and inbound international tourism. Questions there relate to the size and distribution of these two types of tourist traffic, their respective impacts and the interaction between the two groups. Issues raised include those of the substitution of domestic and outbound travel and the formulation of policies whose varied aims are likely to be met by different spatial strategies. Future research needs to examine differences and interactions between domestic and international tourism more fully and explicitly so that more effective policies might be derived.  相似文献

The idiom of virtual water feeds a prolific literature now shaping the policies of national administrations and international organizations, including donors. This article explores the manner in which Palestinian agriculture and the concept of virtual water shed light on each other’s coproduction. It opens the black box of virtual water to identify the underlying hypotheses. It invalidates these hypotheses using empirical research. Integrating structuration theory to an STS approach, it explores the manner the coproduction of an interpretive scheme, virtual water, is linked to the construction of a structure of power. Within the idiom of virtual water, flows exist only through the international trade of commodities while states are endowed with an annually renewed stock of water. We focus on the real flow of water from its emergence from the earth to its evapotranspiration by a cultivated plant. We demonstrate that social and political variables within water governance determine the volumes of virtual water flows far more than climatic or agronomic variables. The idiom of virtual water portrays Palestinian smallholders as inefficient water users while ignoring the manner they sustain food security and environmental sustainability. It legitimizes export oriented agribusinesses as their mode of production corresponds to the coproduction of the idea of efficiency underlying the concept of virtual water. These results allow us to reconsider smallholder agriculture as it exists in the Palestinian territories and what sort of policies can support it.  相似文献

The accretionary complexes of Central and East Asia (Russia, Kazakhstan, Kyrgyzstan, Tajikistan, Mongolia, and China) and the Western Pacific (China, Japan, Russia) preserve valuable records of ocean plate stratigraphy (OPS). From a comprehensive synthesis of the nature of occurrence, geochemical characteristics and geochronological features of the oceanic island basalts (OIB) and ophiolite units in the complexes, we track extensive plume-related magmatism in the Paleo-Asian and Paleo-Pacific Oceans. We address the question of continuous versus episodic intraplate magmatism and its contribution to continental growth. An evaluation of the processes of subduction erosion and accretion illustrates continental growth at the active margins of the Siberian, Kazakhstan, Tarim and North China blocks, the collision of which led to the construction of the Central Asian Orogenic Belt (CAOB). Most of the OIB-bearing OPS units of the CAOB and the Western Pacific formed in relation to two superplumes: the Asian (Late Neoproterozoic) and the Pacific (Cretaceous), with a continuing hot mantle upwelling in the Pacific region that contributes to the formation of modern OIBs. Our study provides further insights into the processes of continental construction because the accreted seamounts play an important role in the growth of convergent margins and enhance the accumulation of fore-arc sediments.  相似文献

The implementation of laws relating to transboundary aquifers necessitates field knowledge so that the laws can be coincident with reality on the ground. The definition of ‘shared aquifer’ is more complex than the mere physically shared body of groundwater flowing from country A to country B. The border between Ethiopia and Kenya is characterized by low-volume groundwater storage and low transboundary flows. However, groundwater has visible environmental, social and economic functions. The characteristics of groundwater flow and storage in aquifers shared between Ethiopia and Kenya are different from those used in setting the foundation of the international legal framework on shared aquifers. By describing the characteristics of the groundwaters that are shared between Ethiopia and Kenya, this work demonstrates that the international legal framework is inadequate when applied in this region. The main inadequacies are: (1) international law does not specify the minimum volume of transboundary flow in an aquifer for it to qualify to be treated under the law, and (2) the physical aspects of water get more emphasis than the functions of groundwater. A more adequate international legal framework would be one that considers specific types of groundwater and local needs.  相似文献

为把握和吸取科罗拉多河近百年来水权分配的规律及经验,对科罗拉多河在美国境内及美国和墨西哥之间的水权分配历程进行了全面梳理和归纳,重点阐述了各条约及措施的背景、目的、内容及相互联系.从科罗拉多河水权分配历程可以看出,流域水权的保障是工程措施和非工程措施协同发展的结果,同时应考虑自然条件、区域社会经济发展、生态环境和国际环境等综合因素;在水权条约的框架下,灵活的市场机制能够提高水资源利用效率,是应对水资源供需变化的有效方式.科罗拉多河水权分配历程对于中国国际河流水权维护及国内水资源优化配置具有重要的借鉴价值.  相似文献

Contrary to reports of 100% access to safe water and sanitation in international surveys, the United States (US) has a complex landscape of low-income water problems. This paper begins with a critical international perspective on water and poverty in the US. It shows that the US had a declining role in international water programs during the late-20th century, which contributed to limited international awareness of low-income water programs in the US, and limited US awareness of low-income water issues. To address the first problem, we provide an overview of low-income water programs in the US with an emphasis on those that serve small communities. We then examine census data on inadequate water systems in Colorado, which indicate that severe plumbing deficiencies persist despite these public water programs. Inadequate plumbing rates are lower than income poverty rates, however, which indicate partially successful strategies for achieving low-income water services. Analysis of local data in urban, rural, and mountainous areas of the state shows that poverty and water problems are correlated in complex ways, which has implications for all nations striving for universal access to safe water and sanitation.  相似文献

The effect of uncertainty on cooperation between the partners sharing the natural resources remains unknown. Uncertainty may strengthen cooperation between partners, as it is necessary to implement cooperative mitigation policies, however, it may also serve as a cause of friction between parties, as it may aggravate existing trust issues or power asymmetries. Given the potential for such contrary outcomes, we provide criteria to examine empirically how uncertainties in a transboundary setting seem to promote or impede cooperation. Taking Israeli–Palestinian Annapolis round and post-Annapolis negotiations as a case study, this work identifies the effect of uncertainties related to water on negotiation positions. Social and political uncertainties, which tend to be more associated with uncertainty regarding interpretation rather than a lack of information, play a much stronger role in water negotiations than do technical or physical uncertainties that often dominate in other resource issues. Many of the criteria used to assess the effect of uncertainty indicate that partners attempted to address uncertainties in an ostensibly cooperative manner, accepting negotiation venues and rules. However, confronting uncertainty stemming from interpretation of information often around social issues tends to result in additional uncertainties associated with delaying negotiations, spillover effects and power implications, each with negative implications in terms of cooperation. As such, mechanisms proposed to address these uncertainties also tend to be more disputed. The only type of mechanisms that did not appear to aggravate the effects of these uncertainties and perhaps the only that would be indicative of some type of cooperation, even if low level, are those that deal data and information exchange and research.  相似文献

Water resources management is an important driver in social and economic development. Water shortage is one of the most critical issues threatening human welfare, public health, and ecosystems. This issue has turned into a major challenge in many river basins all around the world due to the imbalance in water supply and demand. Use of simulation models can be effective tools in providing water managers with scientifically supported decisions in dealing with complex and uncertain water resource systems. System dynamics approach serves as a management tool and may play an important role in understanding the cause–effect in water resources systems. In the present study, system dynamics approach was applied to simulate management strategies dealing with Tehran metropolitan water resources systems. In the developed model, the trend of water storage in the next 30-year period and the effectiveness of water supply strategies were simulated. The results showed that, despite the growing shortage of the water resources, optimal use of existing resources under appropriate strategies could reduce water deficit within the next 30 years.  相似文献
