咸海流域是中亚社会发展进程中水资源供需矛盾和生态环境问题表现最为突出的区域,已严重妨碍了经济发展和社会稳定,甚至严重影响到中亚国家间的关系. 在解决咸海问题上,中亚各国虽然都表现出了极度忧虑和希望合作解决共同问题的诚意,签订了一系列的多边和双边合作协议,付诸了较多的行动;发达国家和国际组织也多方介入,大力援助、积极斡旋,但仍未从根本上缓解咸海危机. 深入分析介绍了咸海流域的水资源及开发利用情况、中亚各国在咸海流域水资源问题上的冲突以及开展的一系列合作,探讨了咸海危机的潜在水冲突,提出了合理利用水资源,实现流域一体化管理,化解咸海危机的对策措施.  相似文献

吉尔吉斯斯坦共和国地处中亚中心,山地众多,山脉纵横,冰川广泛发育,水资源十分丰富,是中亚五国的"水塔",控制着中亚五国的水资源命脉.吉尔吉斯斯坦经济社会发展潜力巨大且发展意愿十分强烈,研究其水资源及开发利用对找寻妥善的中亚水资源问题解决之道具有十分积极的意义.分析介绍了吉尔吉斯斯坦自然地理以及与水资源形成有关的气候、地形地貌和冰川融雪概况,评价了吉尔吉斯斯坦水资源总量.然后在阐述吉尔吉斯斯坦独立以来至今的社会经济发展概况的基础上,分析介绍了其主要水资源开发工程与水力发电、用水量变化,并对吉尔吉斯斯坦水资源开发利用中存在的主要问题进行了深入剖析.  相似文献

The natural groundwater recharge in Asia is estimated to be 4 677.74×109 m3/a. However, it features extremely uneven spatial-temporal distribution. Groundwater is distributed in various natural and geological environments, and it is liable to be affected by numerous factors and possesses different properties. Moreover, groundwater faces complex ecological problems. This paper gains a complete understanding of groundwater in Asia in terms of the structure of aquifer systems, the processes of groundwater cycle, and the spatial variation laws of surface ecosystems. Based on this, it proposes the ecological function zoning scheme of groundwater in Asia, aiming to provide guidance for the utilization of regional water resources and the planning for economic and social development, coordinate the relationship between social and economic development and water resource protection, and improve the ecological functions of groundwater. Furthermore, this paper analyzes the problems with regional groundwater management in Asia and puts forward countermeasures and suggestions, thus providing a theoretical basis for the sustainable development and utilization of regional groundwater and environmental protection.  相似文献

With the ever-accelerating economic and social growth in Asia, the sustainable development of environment, economy and society of Asia and beyond, is severely constrained by a series of grave issues, such as global climate change, population explosion, resource shortage, and rampant disasters. The need for study on groundwater resources and environment in Asia as part of the efforts to tackle global climate change looms even larger. In analyzing how global changes of modern times and human activities are related to primary geo-environment, the groundwater environment serial maps of Asia introduces a new concept for mapping geo-environment of Asia that connects the geological background to groundwater environment. The serial maps reveal the geographic environment that is closely related to groundwater, the special-temporal features of the geo-environment and how it is distributed. The study is vital not only to the harmonious development among environment, economy and society as well as ecological progress in Asia, but also to the strategic requirements posed by the “One Belt One Road”.  相似文献

近年来,国家对矿产资源的政策有很大转变。在能源结构上,正在减少使用煤炭等污染较大的能源矿产,居民供暖方面未来以天然气为主。同时限制一些高能耗高排放的金属制品。矿产生产方面,在中国,一些储量下降过快或产能过剩污染高的矿产,不再鼓励大量生产和对外出口,同时强调利用国外资源,满足国家需求。对矿产综合利用的重视也提高到了新的高度。丝绸之路经济带国家矿产资源丰富,希望通过吸引国外投资和先进技术,发展本国矿产经济,提高当地居民的生活水平。中国和中亚各国的需求对接,为中国政府、企业、地勘单位进入中亚进行矿产开发奠定了良好的基础。梳理了中国及中亚五国的矿产资源开发利用现状和相关政策,从外部环境、资源互补、环境保护、基础设施等方面分析了中国政府、企业、地勘单位在中亚进行矿产开发存在的机遇和挑战,并针对上述问题,提出了需求对接、资源整合、环境评估、基地建设等相关对策建议。  相似文献

The continued sustainable economic development of china depends in part, to the scientific management of China’s precious groundwater resources in the coming years. Groundwater resource scarcity is a common underlying problem across China, in addition, the large-scale groundwater exploitation for human consumption over recent decades has resulted in a series of environmental geological problems. As a result of these problems, the national economics in china have been seriously affected. In order to prevent groundwater resource exhaustion and environmental geology deterioration, “accurate control of groundwater resources (ACGR)” theory and its support system were established in this article, and the related prevention measures of the ACGR theory, such as accurate irrigation, accurate supply water, and accurate subsidies, were proposed. This paper highlights the ACGR theory as an efficient and essential way to achieve the sustainable groundwater resource management, which can be applied to countries such as China.  相似文献

Groundwater is an important and readily available source of fresh water in the Mekong-Lancang River Basin. With a rapid population growth and increasing human activities, an increasing number of countries in the Mekong-Lancang River Basin are experiencing depleted and degraded groundwater supplies. In transboundary river basins, such as the Mekong-Lancang River, prioritizing the use of the shared aquifer by one riparian government may affect the opportunities of other riparian governments and lead to potential water conflicts between neighboring countries. To promote the sharing of strategies and information for the sustainable and equitable use of water resources of the shared basin, international collaborative workshops on groundwater resources have been organized for all Mekong-Lancang River countries. These workshops provide an opportunity to communicate and discuss nationally sensitive issues on groundwater by the associated countries, with topics covering multiple aspects of groundwater, such as the groundwater status in the basin, quality issues, water use conflicts, hydrological information gaps, management policies and capacity building for successful water resource management. Consensus has been reached by all countries on the importance of catchment-based groundwater management and the need for close communication among the countries. Strategies for managing transboundary aquifer issues must foster international collaboration based on the regional network, influence national networks and enhance the capacity to building maps and monitoring systems based on associated databases. The sustainability of water resources cannot be achieved without the integrated involvement and contributions by multiple countries and various stakeholders. Therefore, collaborative workshops provide a great opportunity to further our understanding of the hydrologic processes of the Mekong River Basin, share the benefits of the aquifer and provide a strategy and vision for sustainable water resource management in the Mekong-Lancang River countries.  相似文献

黑龙江省地下水资源比较丰富,目前总体开发利用程度较低,开采潜力很大,但各地开发利用程度有较大区别,哈尔滨、大庆等地区地下水超采较严重,形成了区域性的水位降落漏斗,最大漏斗面积达4500km2,最大水位降深达40余m,单井涌水量衰减40%以上;鸡西等矿区大量疏干地下水,使水源濒于枯竭;哈尔滨、大庆等城市已出现地面沉降迹象.这些问题的产生制约着当地经济的发展.科学、合理地开发、保护地下水资源已是当务之急.对严重超采区要控制开采,调整用水结构、分质供水、科学管水、节约用水.此外应充分利用矿区排出的地下水,变害为利.加强地下水的监测和研究工作,及时解决开发中的问题.  相似文献

Water reservoirs play an important role in areas with limited and erratic precipitation where water is stored and re-distributed later for different purposes. Irrigation is primarily a major water consumer in arid countries of Central Asia for the economic development, employment and food security of the region. The major rivers of Central Asia (e.g., Amu Darya, Syr Darya, and Zerafshan) are turbid watercourses. Sedimentation reduces the main reservoir asset i.e., its volume capacity. In addition, vast territories of the region’s countries have been transformed for agriculture to grow water intensive crops such as cotton, rice and wheat during the Soviet Union that dramatically accelerated soil erosion by water and wind. Thus, many man-made water reservoirs are affected by high sedimentation rates. Moreover, uneven spatial and temporal water resources and a Soviet-inherited unified hydraulic infrastructure have raised transboundary reservoir management issues over water resources allocation among the countries in the region such as Kyrgyzstan, Tajikistan, Kazakhstan, Uzbekistan and Turkmenistan. The rivers such as Syr Darya and Amu Darya are already regulated by more than 78 and 94 %, respectively and attempts for new reservoir projects upstream raises increased concerns of the downstream countries (e.g., the Rogun hydropower station in Tajikistan and the Toktogul reservoir in Kyrgyzstan). For instance, the uncoordinated use of reservoirs has caused the Arnasai lake problem in Uzbekistan with environmental, material damage and social unrest. The aim of this paper is first to review the present conditions and the role of man-made water reservoirs for irrigation in Central Asia with special focus on Uzbekistan, second to document past and current reservoir sedimentation conditions in Uzbekistan and third to discuss research carried out by Soviet and present-time local research community in the domain of erosion and sedimentation in the region.  相似文献

Water resources play an important role in supporting the economic and social development of China. The impact of climate change on water resources has become a bottleneck in this process, especially for major projects, with surface water and groundwater systems experiencing considerable impacts. The annual natural recharge of fresh groundwater is 8 840×10~8 m~3, which accounts for approximately 31% of the water resources. Groundwater is the most significant water source for many cities and energy bases, and it is also the main source acting as a buffer against extreme climate events caused by climate change. However, most of the groundwater in China buried deeply and unevenly, which increases the difficulty of investigating and exploiting this resource.This paper illustrates the general conditions of China water resources and hydrogeological hazards, such as karst sinkholes, surface subsidence, and soil salinization, caused by climate change, El Nino, La Nina, other climate events and human activities and presents the regulatory measures enacted to mitigate these issues in China.The China Geological Survey(CGS) has organized professional teams to investigate and evaluate groundwater resources and the environment since 1999. Based on these investigations, the total quantity, expected exploitable quantity and current exploited quantity of groundwater in whole China have been evaluated. In addition, an evaluation of the groundwater pollution caused by climate change throughout China and key areas has been conducted. At present, the CGS is conducting national groundwater monitoring projects and establishing regional engineering and technical measures for water resource exploitation and utilization.  相似文献

中亚的咸海问题已成为全球性的生态和社会问题,研究咸海流域水文水资源、经济社会发展演变与气候变化,对深入理解中亚地区咸海危机形成机理、未来发展趋势、探讨咸海生态危机出路具有重要意义,对类似区域跨界河流和我国西北干旱区水资源开发利用具有重要借鉴意义. 介绍了中亚五国咸海流域的水资源及其开发利用情况,重点分析了中亚五国咸海流域农业灌溉的发展演变、近80a来咸海流域气候变化趋势与主要河流水文演变情势及咸海水文特征演变. 结果表明,咸海生态危机完全是由人类自导并日益严重的水资源-生态-环境与社会危机,短期内难以遏制,长期来看也无法逆转. 结合咸海危机生态环境效应,讨论了3个跨流域调水方案拯救咸海的利弊与前景,探讨了立足于流域本身拯救咸海的综合治理措施. 最后,提出了咸海危机经验教训对我国内陆河水资源开发利用的若干启示.  相似文献

集中回顾中亚干旱区陆地水资源评估手段进展。水资源评估手段主要可分为基于观测数据和水文模型模拟两大类。从数据获取手段来讲,站点实测、遥感、再分析数据是目前中亚水资源评估的主要数据来源。其中,遥感数据又可分为成像遥感数据以及非成像遥感数据(包括雷达高度计、重力卫星数据)。由于干旱区站点资料缺乏,遥感与水文模型集成已经成为常用水资源评估方法之一。基于上述总结,对中亚干旱区在观测数据获取和数值模拟两个方面的展望及挑战进行了讨论。  相似文献

South Asia is the subregion of Asia with the most neighbors of China. Although the high mountains in the Great Himalayas spatially separate South Asia from East Asia along the border of China’s autonomous region of Tibet, the geographical items such as mountains and rivers link the countries in South Asia with China, resulting in a special and complex geopolitical environment and relationship. In this geopolitical relationship, the transboundary rivers are becoming a key issue of this region in an era of increasing water stress. Depleted and degraded transboundary water supplies have the potential to cause social unrest and spark conflict within and between countries in South Asia, and complicate the geopolitical relationship among them. In addition, the increasing impacts from climate change and human activities will definitely bring many transboundary eco-environmental issues in this region, projecting a big challenge to regional stability and development. The key issues related to the water resources supplement and exploration require the transboundary rivers to be a positive role in regional water resources utility and exploration, and the result will definitely affect regional relationship and water security. How to handle these issues and challenges will be a question for the countries in this region with a long time. Currently, the “Belt and Road” Initiative represents an opportunity to build a shared vision for common prosperity through regional cooperation and is a way to inject new positive energy into world peace and development. In the light of this, the countries with transboundary rivers in South Asia must come together to construct a cooperative mechanism of water security, and adopt a win-win cooperation for the use of transboundary rivers under the principles of “equal”, “equitable” and “reasonable”.  相似文献

The distribution and fluctuations of frozen soil in North Asia are closely related to the groundwater recharge-runoff-discharge in this area, and play a role in controlling the hydrogeological conditions of North Asia. By using NOAA satellite remote sensing interpretation data of frozen soil distribution in 2009 in conjunction with local hydrogeological conditions, the frozen soil area of North Asia according to the different characteristics of its impact on the groundwater was divided into three great hydrogeologic units, i.e. continuous permafrost, island permafrost, and high-altitude permafrost. By water balance method, the amount of natural renewable resources in North Asia was calculated as 1 007.45×109 m3/a, with mineable resource of 705.21×109 m3/a, which indicates that the reduction of frozen soil range due to climate change in recent years gives rise to the richer groundwater resources and greater potential of mineable resources in North Asia, and frozen soil melting poses a relatively significant influence on the groundwater environment and ecological environment in North Asia  相似文献

地下水是水资源的重要组成部分,是支撑经济社会发展的基础性资源和战略性的经济资源的一部分,是生态和环境的控制性要素。20世纪70年代以来甘肃省地下水开发利用规模不断扩大,2005年全省地下水供水量较1970年代增加了2.15倍。由于水资源严重短缺,加之社会经济快速发展,人口增加,大量开采利用地下水,导致部分地区生态环境恶化。通过对甘肃地下水开发利用状况和地下水监测现状的分析,认为地下水资源在甘肃经济社会发展中发挥着举足轻重的作用,要进一步加强地下水监测,提高监测现代化水平,实行统一归口管理,实现可持续发展。  相似文献

Asia, and in particular the Mekong Delta region, is under increasing water use pressure. Food production and quality is one element of these growing pressures, as is water management. The authors have first-hand knowledge and experience in groundwater use and management in rural Thailand. Through the adoption of a micro-management, demand-driven approach, with its ultimate objective of sustainability and the betterment of the quality of human life, the Mekong delta and other similar rural areas in Asia offer considerable opportunity for more optimal sustainable exploitation of groundwater. This water source should be prioritized for village usage, which if properly allocated and managed, will lift a significant human population from poverty, into a more sustainable existence. This readily available, reliable groundwater resource exists and has both the capacity for abundant storage as well as the potential for commercial and household supply. The focus has been on understanding the distribution of the delta’s relatively shallow, well sustained, and consistently recharged groundwater resource, and its potential symbiotic linkage to low-volume household demand. Water has been employed in a variety of ways from improving quality of life and sanitation to generating income through the cultivation of cash crops and other similar productive uses. The fundamental aims of the initial model and subsequent trials have been to harness this robust water source and deliver otherwise unattainable income to households. As the following, more detailed study of rural Thailand demonstrates, the benefits of such an approach deliver sustainable enhancements to the quality of constituents’ lives, are environmentally sensitive and sustainable, and harmonize with governmental efforts to alleviate poverty through the enablement of income generation from groundwater utilization.  相似文献
