基于对新型城镇化的本质内涵及其特征的考辩,建立由人口、经济、基础设施、生活质量、生态环境、城乡统筹发展诸因素构成的新型城镇化评价指标体系,运用信息熵技术支持下的层次分析法（AHP）,以陕西省10 个省辖市为例进行实证分析。结果表明：陕西省新型城镇化综合水平区分为5 个等级类别：最高（西安）、较高（宝鸡、延安、铜川、榆林）、中等（咸阳）、较低（安康、汉中、渭南）和最低（商洛）,区域差异呈现为陕北较高,陕南较低,关中（西安）突出的现象。不同城市新型城镇化评价因素之间、相同城市的各评价因素之间皆存在水平上的差异,发展不均衡。陕西省城镇化过程的主要推动因素是经济发展,而人口集聚及素质提高、生活质量提升与基础设施建设是主要表现,城乡统筹发展、生态环境建设与城镇化综合发展并不同步,需要统筹城乡、兼顾经济与生态环境的协调发展。 相似文献

河南省城镇体系等级层次结构研究——基于河南省新型城镇化战略分析 总被引：2，自引：0，他引：2
河南省委、省政府在推进中原经济区建设中明确提出:统筹推进大中小城市、中心镇和新型农村社区建设,加快构建符合中原实际的五级城镇体系,走城乡统筹、社会和谐、生态宜居的新型城镇化道路。河南省作为中原经济区的主要组成部分,其城镇体系的等级层次结构建设对整个经济区的新型城镇化进程至关重要。基于此,首先,从城镇体系等级层次结构的概念内涵出发,选用"城镇中心性强度"综合指标,通过主成分分析法计算河南省18个省辖市和108个县城、县级市的城镇中心性强度;其次,根据评价结果将河南省126个城镇划分为6个等级层次;最后,基于综合评价结果,结合河南省城镇体系中城市、城市群的发展态势,提出现代城镇体系等级层次结构的组织方案和调控策略。 相似文献

基于新型城镇化特征及内涵,选取人口、经济、社会、空间、居民生活质量、城乡统筹发展和创新发展7个因素26项指标构建浙江省县域新型城镇化水平评价体系,运用模糊综合评价法计算了该省70个县域行政单元2007—2016年新型城镇化水平。在此基础上,采用ArcGIS对计算结果进行可视化表达和分析,并采用系统聚类法进行了验证。结果表明：（1）浙江省县域新型城镇化水平在时间上总体呈缓慢上升趋势,在空间上总体呈现“倒三角”特征;（2）形成三个高水平区域中心和两个低水平区域中心,高水平区域中心对周边区域带动辐射效应明显;传统城镇化指标对新型城镇化水平贡献较大,但城乡统筹发展和创新发展的贡献逐年上升;（3）新型城镇化水平较高区域得益于其创新发展,其城乡统筹发展和社会城镇化相较其他区域表现突出。 相似文献

河南省城乡统筹发展的状态评价与整合推进 总被引：1，自引：0，他引：1
在分析快速城镇化背景下河南省城乡发展基本状况的基础上,基于单指标、综合指标从时空2个维度评价河南省城乡统筹发展的状态水平。结果显示:1从单指标时序特征看,河南省城乡收入水平不断提升,城乡收入差距呈波动变化状态,近期呈现较好的下降趋势;从单指标空间特征看,河南省中北部地区城乡差距相对较小,北部差别次之,南部差别较大。2从综合指标时序特征看,河南省城乡统筹发展水平呈波动上升,5个子系统的变化情况各异,城乡统筹发展的水平有待进一步提升;从综合指标空间特征方面,城乡统筹发展水平与基础、经济、公共服务3个子系统的空间分异情况较为相似,而与社会、动态子系统的空间分异情况相差很大,总体呈现以中部、西北部、北部组成的高值区与南部、东南部组成低值区的分异状态。基于评价结果分析,从时空2个维度提出今后河南省城乡统筹发展的整合推进建议。 相似文献

基于城镇化质量内涵的界定,从城镇发展、城乡统筹协调发展、城镇化推进效率、发展潜力和协调发展等方面构建城镇化质量评价指标体系,并运用改进的熵值法对河南省城镇化发展质量进行评价。1996—2013年,河南省城镇化质量并没有随城镇化率快速提高而提升,部分城市反而出现城镇化质量下滑的现象。现状空间格局呈现以郑州、许昌、新乡为核心由西北向东南呈核心圈层结构降低,18个城市大体可以划分为四大类型,各类型城市不断发生变化,等级层次并没有固化,各城市间城镇化质量差距并不过大。各城市的城乡统筹协调发展质量都需要提高。基于评价结果提出了城镇化质量提升对策。 相似文献

法,对西部 11 个省会城市 2005—2015 年的城镇化发展水平进行综合测度。研究表明：西部省会城
市的新型城镇化发展水平存在显著差异,总体上可分为“高等水平”、“中等水平”、“低等水平”3 个 级别,基础设施建设是造成差异的主要驱动力。各城市不同年间的城镇化单项水平影响因素呈现 多元化,在今后的发展中应有所侧重,同时兼顾城镇化质量,推动城乡协调发展。 相似文献

城乡统筹问题是当代中国社会经济发展的综合性课题,随着新型城镇化的提出,许多省市的城乡关系都面临复杂的困境,而新型城镇化与城乡统筹发展关系实践不仅是解决农业、农村、农民问题的重要途径,还是推动区域协调发展的强劲动力和扩大内需及促进产业升级的重要抓手。新型城镇化与城乡统筹具有内在的共同点,因此在新型城镇化背景下,分析两者在实践过程中共同存在的生态环境、人口流动、产业布局、城市空间利用以及土地制度等存在的问题具有重要的理论和现实意义。提出了 树立资源节约型的城乡统筹理念、确立健康城市化的城乡统筹方向、从区域空间角度认识城乡统筹问题、 着力解决城乡统筹的土地问题等观点,并指出了新型城镇化背景下城乡统筹主要优化方向：优化重点区域发展、优化空间布局形态、优化集群产业结构、优化发展美好环境、优化市场导向机制。 相似文献

城市和乡村作为区域经济系统的2个共生单元,既存在相互依赖与合作,又存在相互冲突与竞争。从共生理论的视角出发,选择城乡之间共生界面、共生关联度和共生协调作为城乡统筹的一级指标并细分为22个二级指标,对河南省18个地市城乡统筹情况进行了客观综合的评价,并对其统筹水平进行5个等级的划分,揭示了河南省城乡统筹空间分布上西北高东南低的态势。最后,从工业化水平、城镇化水平、区域基础设施、资源条件以及政策导向等方面探讨了河南省城乡统筹水平差异的原因,旨在为中原经济区建设和"三化"协调战略的制订提供依据。 相似文献

促进都市农业可持续发展是当前加快新型城镇化进程,统筹城乡一体化发展的重要举措。本文以北京都市农业为研究对象,综合都市农业可持续发展能力时间变化轨迹刻画和空间分异格局归纳两个视角,解析都市农业影响因素的共栖关系和互动效应,结合地区特点提出合理的提升路径,以期为北京都市农业的科学发展提供科学支撑。研究表明：资源环境本底仍是制约北京都市农业发展的关键瓶颈,城镇化和工业化对北京都市农业发展影响具有两面性,宏观经济环境变化中北京都市农业显现出异常的敏感。基于研究结果,提出了促进北京都市农业可持续发展的对策建议：依托资源环境优势,拓展都市农业发展空间;瞄准城市发展需求,提升都市农业产品层次;顺应经济发展趋势,创新都市农业服务体系;创新经营管理体制,培育新型农业经营主体;发掘政策调控潜力,强化都市农业示范作用。 相似文献

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations.
