More damaging tsunamis have impacted Crescent City, California in historic times than any other location on the West Coast of the USA. Crescent City??s harbor has undergone significant modification since the early 20th century, including construction of several breakwaters, dredging, and a 200?×?300?m2 small boat basin. In 2006, a M w 8.3 earthquake in the Kuril Islands generated a moderate Pacific-wide tsunami. Crescent City recorded the highest amplitudes of any tide gauge in the Pacific and was the only location to experience structural damage. Strong currents damaged docks and boats within the small boat basin, causing more than US?$20 million in damage and replacement costs. We examine how modifications to Crescent City??s harbor may have affected its vulnerability to moderate tsunamis such as the 2006 event. A bathymetric grid of the basin was constructed based on US Army Corps of Engineers soundings in 1964 and 1965 before the construction of the small boat basin. The method of splitting tsunamis was used to estimate tsunami water heights and current velocities at several locations in the harbor using both the 1964?C1965 grid and the 2006 bathymetric grid for the 2006 Kuril event and a similar-sized source along the Sanriku coast of Japan. Model velocity outputs are compared for the two different bathymetries at the tide gauge location and at six additional computational sites in the harbor. The largest difference between the two grids is at the small boat basin entrance, where the 2006 bathymetry produces currents over three times the strength of the currents produced by the 1965 bathymetry. Peak currents from a Sanriku event are comparable to those produced by the 2006 event, and within the boat basin may have been higher. The modifications of the harbor, and in particular the addition of the small boat basin, appear to have contributed to the high current velocities and resulting damage in 2006 and help to explain why the 1933 M w 8.4?C8.7 Sanriku tsunami caused no damage at Crescent City.  相似文献

The coast of California was significantly impacted by two recent teletsunami events, one originating off the coast of Chile on February 27, 2010 and the other off Japan on March 11, 2011. These tsunamis caused extensive inundation and damage along the coast of their respective source regions. For the 2010 tsunami, the NOAA West Coast/Alaska Tsunami Warning Center issued a state-wide Tsunami Advisory based on forecasted tsunami amplitudes ranging from 0.18 to 1.43 m with the highest amplitudes predicted for central and southern California. For the 2011 tsunami, a Tsunami Warning was issued north of Point Conception and a Tsunami Advisory south of that location, with forecasted amplitudes ranging from 0.3 to 2.5 m, the highest expected for Crescent City. Because both teletsunamis arrived during low tide, the potential for significant inundation of dry land was greatly reduced during both events. However, both events created rapid water-level fluctuations and strong currents within harbors and along beaches, causing extensive damage in a number of harbors and challenging emergency managers in coastal jurisdictions. Field personnel were deployed prior to each tsunami to observe and measure physical effects at the coast. Post-event survey teams and questionnaires were used to gather information from both a physical effects and emergency response perspective. During the 2010 tsunami, a maximum tsunami amplitude of 1.2 m was observed at Pismo Beach, and over $3-million worth of damage to boats and docks occurred in nearly a dozen harbors, most significantly in Santa Cruz, Ventura, Mission Bay, and northern Shelter Island in San Diego Bay. During the 2011 tsunami, the maximum amplitude was measured at 2.47 m in Crescent City Harbor with over $50-million in damage to two dozen harbors. Those most significantly affected were Crescent City, Noyo River, Santa Cruz, Moss Landing, and southern Shelter Island. During both events, people on docks and near the ocean became at risk to injury with one fatality occurring during the 2011 tsunami at the mouth of the Klamath River. Evaluations of maximum forecasted tsunami amplitudes indicate that the average percent error was 38 and 28 % for the 2010 and 2011 events, respectively. Due to these recent events, the California tsunami program is developing products that will help: (1) the maritime community better understand tsunami hazards within their harbors, as well as if and where boats should go offshore to be safe, and (2) emergency managers develop evacuation plans for relatively small “Warning” level events where extensive evacuation is not required. Because tsunami-induced currents were responsible for most of the damage in these two events, modeled current velocity estimates should be incorporated into future forecast products from the warning centers.  相似文献

The destructive Pacific Ocean tsunami generated off the east coast of Honshu, Japan, on 11 March 2011 prompted the West Coast and Alaska Tsunami Warning Center (WCATWC) to issue a tsunami warning and advisory for the coastal regions of Alaska, British Columbia, Washington, Oregon, and California. Estimating the length of time the warning or advisory would remain in effect proved difficult. To address this problem, the WCATWC developed a technique to estimate the amplitude decay of a tsunami recorded at tide stations within the Warning Center’s Area of Responsibly (AOR). At many sites along the West Coast of North America, the tsunami wave amplitudes will decay exponentially following the arrival of the maximum wave (Mofjeld et al., Nat Hazards 22:71–89, 2000). To estimate the time it will take before wave amplitudes drop to safe levels, the real-time tide gauge data are filtered to remove the effects of tidal variations. The analytic envelope is computed and a 2 h sequence of amplitude values following the tsunami peak is used to obtain a least squares fit to an exponential function. This yields a decay curve which is then combined with an average West Coast decay function to provide an initial tsunami amplitude-duration forecast. This information may then be provided to emergency managers to assist with response planning.  相似文献

The 25 April 1992 Cape Mendocino earthquake generated a tsunami characterized by both coastal trapped edge wave and non-trapped tsunami modes that propagated north and south along the U.S. West Coast. Both observed and synthetic time series at Crescent City and North Spit are consistent with the zero-order edge wave mode solution for a semi-infinite sloping beach depth profile. Wave amplitudes at Crescent City were about twice that observed at North Spit, in spite of the fact that the source region was three times farther from Crescent City than North Spit. The largest observed amplitude was due to an edge wave which arrived almost three hours after the initial onset of the tsunami; since such waves are highly localized nearshore, this suggests that the enhanced responsiveness at Crescent City is at least partly due to local dynamic processes. Furthermore, the substantially delayed arrival of this wave, which was generated at the southern end of the Cascadia Subduction Zone, has significant implications for hazard mitigation efforts along the entire U.S. West Coast. Specifically, this study demonstrates that slow-moving but very energetic edge wave modes could be generated by future large tsunamigenic earthquakes in the CSZ, and that these might arrive unexpectedly at coastal communities several hours after the initial tsunami waves have subsided.  相似文献

一直以来,海啸波特征作为表征海啸潜在破坏性的参数指标得到了广泛应用,特别是针对近场极端海啸事件造成的灾害来说,这种表征具有较好的适用性.然而总结分析历史海啸事件造成的损失发现:在远场近岸及港湾系统中,海啸诱导的强流却是造成损失的主要原因.陆架或港湾振荡导致海啸波幅快速升降诱发强流,可能促使港工设施受到威胁及损害,进而对海啸预警服务及海事应急管理提出了新的挑战.因此,全面理解与评估海啸在港湾中诱发的灾害特征,探索港湾中海啸流的数值模拟方法,发展针对港湾尺度的海啸预警服务指导产品尤为迫切.受限于海啸流验证数据的缺乏及准确模拟海啸流技术方法的诸多不确定性,大部分海啸数值模拟研究工作主要是针对水位特征的研究及验证,可能导致对港湾中海啸灾害危险性认识的曲解与低估.本研究基于非线性浅水方程,针对夏威夷群岛三个典型港湾建立了精细化海啸数值模型(空间分辨率达到10 m),并联合有限断层破裂模型计算分析了日本东北地震海啸在三个港湾及其邻近区域的海啸特征,波、流计算结果与实测结果吻合较好,精细化的海啸港湾模型模拟结果可信.模拟发现港湾中较小的波幅,同样可以产生强流.综合分析日本东北地震海啸波、流特征对输入条件不确定性的响应结果发现:港湾中海啸波-流能量的空间分布特征差异较大,这与港湾系统中海啸波的驻波特性相关;相比海啸波幅空间特征,海啸流特征具有更强的空间敏感性;海啸流时空分布特征对输入条件的不确定性响应比海啸波幅对这些不确定性的响应更强,海啸流的模拟与预报更有挑战性;不确定性对海啸流计算精度的影响会进一步传导放大港湾海啸流危险性的评估及对港工设施产生的应力作用的误差,合理的输入条件对海啸流的精确模拟至关重要.最后,希望通过本文的研究可以从海啸波-流特征角度更加全面认识近岸海啸灾害特征,拓展海啸预警服务的广度与深度,从而为灾害应急管理部门提供更加科学合理的辅助决策产品.  相似文献

In 2011, Japan was hit by a tsunami that was generated by the greatest earthquake in its history. The first tsunami warning was announced 3 min after the earthquake, as is normal, but failed to estimate the actual tsunami height. Most of the structural countermeasures were not designed for the huge tsunami that was generated by the magnitude M = 9.0 earthquake; as a result, many were destroyed and did not stop the tsunami. These structures included breakwaters, seawalls, water gates, and control forests. In this paper we discuss the performance of these countermeasures, and the mechanisms by which they were damaged; we also discuss damage to residential houses, commercial and public buildings, and evacuation buildings. Some topics regarding tsunami awareness and mitigation are discussed. The failures of structural defenses are a reminder that structural (hard) measures alone were not sufficient to protect people and buildings from a major disaster such as this. These defenses might be able to reduce the impact but should be designed so that they can survive even if the tsunami flows over them. Coastal residents should also understand the function and limit of the hard measures. For this purpose, non-structural (soft) measures, for example experience and awareness, are very important for promoting rapid evacuation in the event of a tsunami. An adequate communication system for tsunami warning messages and more evacuation shelters with evacuation routes in good condition might support a safe evacuation process. The combination of both hard and soft measures is very important for reducing the loss caused by a major tsunami. This tsunami has taught us that natural disasters can occur repeatedly and that their scale is sometimes larger than expected.  相似文献

The importance of accurate tsunami simulation has increased since the 2004 Sumatra-Andaman earthquake and the Indian Ocean tsunami that followed it, because it is an important tool for inundation mapping and, potentially, tsunami warning. An important source of uncertainty in tsunami simulations is the source model, which is often estimated from some combination of seismic, geodetic or geological data. A magnitude 8.3 earthquake that occurred in the Kuril subduction zone on 15 November, 2006 resulted in the first teletsunami to be widely recorded by bottom pressure recorders deployed in the northern Pacific Ocean. Because these recordings were unaffected by shallow complicated bathymetry near the coast, this provides a unique opportunity to investigate whether seismic rupture models can be inferred from teleseismic waves with sufficient accuracy to be used to forecast teletsunami. In this study, we estimated the rupture model of the 2006 Kuril earthquake by inverting the teleseimic waves and used that to model the tsunami source. The tsunami propagation was then calculated by solving the linear long-wave equations. We found that the simulated 2006 Kuril tsunami compared very well to the ocean bottom recordings when simultaneously using P and long-period surface waves in the earthquake source process inversion.  相似文献

The tsunami generated by the 2011 Tohoku Earthquake (M w = 9.0) reached maximum heights of about 5 m along the coast of the Kuril Islands. The most essential feature of this event was sea ice about 0.5 m thick moved by the ocean water. The tsunami did not cause any essential damage on the Kuril Islands, but significantly affected coastal zones and produced interesting effects. The problem of a tsunami accompanied by marine ice is discussed and illustrated with photos.  相似文献

According to S.A. Fedotov’s long-term earthquake forecast, the Middle Kuril Is. has long (since 1965) been a likely location for the next M ≥ 7.7 earthquake, i.e., a seismic gap. The present study integrates seismological, geological, and geophysical data to assess the earthquake potential of the gap prior to November 15, 2006. Seismological data were used to carry out a comparative analysis of 3D seismic energy density for three zones of the Kuril region. The density for the Middle Kuril Is. turned out to be twice as small as that for the North Kuril Is. and nearly six times as small as that for the South Kurils. Various parameters of the seismic process for the Kuril region have been estimated in quantitative terms. It is shown that the rate of completely reported (M ≥ 6) earthquakes occurring down to 70 km depth in the Middle Kuril Is. is approximately three times as small as that for the entire Kuril arc. Increased heat flow was recorded there (up to 100 mW/m2). The top of the high conductivity layer is shallower (at a depth of 100 km). The trends of major faults and other seismotectonic features have been taken into account. Based on these data (prior to November 15, 2006), the previous conclusion about the low seismic activity of the Middle Kuril Is. was corroborated. Two great earthquakes occurred in the region on November 15, 2006 (M w = 8.3) and January 13, 2007 (M w = 8.1) with subsequent tsunami waves. The erroneous inference as to low seismic activity was related to the fact that the seismic cycle in the Middle Kuril Is. may be as long as 150–200 years. We come to the conclusion that an analysis of the level of seismic activity for the region should start with the construction of standardized recurrence curves and determining the magnitude of the maximum possible earthquake.  相似文献

—The 1994 great Kuril earthquake generated an unusual tsunami that was observed at five tide gauges on the Hokkaido coast of the Okhotsk Sea. The tsunami arrived at tide gauges considerably earlier than the expected time, calculated on the assumption that the tsunami source area coincides with the aftershock area. Numerical simulation of the tsunami shows that the first wave of the tsunami in the Okhotsk Sea was generated by the significant subsidence north of the Kuril Islands. It is assumed that this subsidence is due to the earthquake. The coseismic deformation area of the ocean bottom extended over a vastly larger area than the aftershock area or the rupture area for the Kuril earthquake. The numerical simulation also shows that the tsunami observed at Utoro during the first hour after the origin time of the earthquake was mainly generated by the horizontal movement of the sloping ocean bottom near the Shiretoko Peninsula.  相似文献

We use a viscous slide model of Jiang and LeBlond (1994) coupled with nonlinear shallow water equations to study tsunami waves in Resurrection Bay, in south-central Alaska. The town of Seward, located at the head of Resurrection Bay, was hit hard by both tectonic and local landslide-generated tsunami waves during the M W 9.2 1964 earthquake with an epicenter located about 150 km northeast of Seward. Recent studies have estimated the total volume of underwater slide material that moved in Resurrection Bay during the earthquake to be about 211 million m3. Resurrection Bay is a glacial fjord with large tidal ranges and sediments accumulating on steep underwater slopes at a high rate. Also, it is located in a seismically active region above the Aleutian megathrust. All these factors make the town vulnerable to locally generated waves produced by underwater slope failures. Therefore it is crucial to assess the tsunami hazard related to local landslide-generated tsunamis in Resurrection Bay in order to conduct comprehensive tsunami inundation mapping at Seward. We use numerical modeling to recreate the landslides and tsunami waves of the 1964 earthquake to test the hypothesis that the local tsunami in Resurrection Bay has been produced by a number of different slope failures. We find that numerical results are in good agreement with the observational data, and the model could be employed to evaluate landslide tsunami hazard in Alaska fjords for the purposes of tsunami hazard mitigation.  相似文献

Evaluating Tsunami Hazard in the Northwestern Indian Ocean   总被引:1,自引:0,他引:1  
We evaluate here the tsunami hazard in the northwestern Indian Ocean. The maximum regional earthquake calculated from seismic hazard analysis, was used as the characteristic earthquake for our tsunami hazard assessment. This earthquake, with a moment magnitude of M w 8.3 and a return period of about 1000 years, was moved along the Makran subduction zone (MSZ) and its possible tsunami wave height along various coasts was calculated via numerical simulation. Both seismic hazard analysis and numerical modeling of the tsunami were validated using historical observations of the Makran earthquake and tsunami of the 1945. Results showed that the possible tsunami may reach a maximum height of 9.6 m in the region. The distribution of tsunami wave height along various coasts is presented. We recommend the development of a tsunami warning system in the region, and emphasize the value of education as a measure to mitigate the death toll of a possible tsunami in this region.  相似文献

Finite Fault Modeling in a Tsunami Warning Center Context   总被引:1,自引:0,他引:1  
The US NOAA/NWS tsunami warning centers have relied on earthquake location and depth, and scalar measures of earthquake size and slowness to assess the potential for the generation of a destructive tsunami by an earthquake. Recent earthquakes, such as Peru 2001, Sumatra 2004 and the Java 2006, manifest some of the difficulties the warning centers face as they try to cope with unusual earthquakes. We have undertaken a study of a simple teleseismic waveform inverse model and applied it to the earthquakes of June 23, 2001 in Peru and of July 17, 2006 in Java. Synthetic numerical experiments suggest that the most salient features of the rupture history of an earthquake can be recovered. Furthermore the calculations can be conducted quickly enough to be useful in a warning center context. We have applied our technique to the Peru 2001 and recent Java 2006 earthquakes. Our overall results are consistent with those obtained from other studies. The results show why the Peru event initially looked slow to the US tsunami warning centers and that the Java event is a truly slow or tsunami earthquake. Clearly, the warning centers stand to benefit from an increased understanding of the earthquakes they monitor. Furthermore, better knowledge of the slip distribution along a fault will improve tsunami wave-height forecasts.  相似文献

A numerical model of the wave dynamics in Chenega Cove, Alaska during the historic M w 9.2 megathrust earthquake is presented. During the earthquake, locally generated waves of unknown origin were identified at the village of Chenega, located in the western part of Prince William Sound. The waves appeared shortly after the shaking began and swept away most of the buildings while the shaking continued. We model the tectonic tsunami in Chenega Cove assuming different tsunami generation processes. Modeled results are compared with eyewitness reports and an observed runup. Results of the numerical experiments let us claim the importance of including both vertical and horizontal displacement into the 1964 tsunami generation process. We also present an explanation for the fact that arrivals of later waves in Chenega were unnoticed.  相似文献

根据构造相似条件分析,琉球海沟与日本海沟、智利海沟、印尼巽他海沟一样具备发生9级罕遇超巨大地震的可能。在对近几年来全球发生的超巨大地震参数及构造对比分析的基础上,设定琉球海沟9.0级地震参数,并将其引发的海啸进行数值模拟研究。结果表明,该地震可引发初始波高为8m的海啸,台湾东北部半小时后遭受10m以上海啸,3~4小时左右传至浙南、闽北沿岸,近岸各处波高在1~2m;5小时左右传至浙北、粤北沿岸,浙江近岸各处波高在2m左右,广东沿海、台湾海峡由于台湾岛的正面阻挡,海啸波高低于50cm;8小时后靠近上海海岸线,最大波高约1m。海啸的上岸高度与海岸附近的海深和海岸线的形态密切相关,我国东南海域地形变化复杂、海湾众多,对海啸波有放大作用,模拟结果可能比实际海啸偏小。我国沿海地区分布着不少已建和在建的核电厂,在核电设计时未考虑海啸,一旦发生这种罕遇地震海啸则影响不可忽视,尤其是若与风暴潮、天文大潮叠加则可能出现严重后果。由于核电安全要求万无一失,故须制订有效预警和应对措施。  相似文献

On the evening of March 28, 2005 at 11:09?p.m. local time (16:09 UTC), a large earthquake occurred offshore of West Sumatra, Indonesia. With a moment magnitude (M w) of 8.6, the event caused substantial shaking damage and land level changes between Simeulue Island in the north and the Batu Islands in the south. The earthquake also generated a tsunami, which was observed throughout the source region as well as on distant tide gauges. While the tsunami was not as extreme as the tsunami of December 26th, 2004, it did cause significant flooding and damage at some locations. The spatial and temporal proximity of the two events led to a unique set of observational data from the earthquake and tsunami as well as insights relevant to tsunami hazard planning and education efforts.  相似文献

Twenty-one papers on the 2011 Tohoku, Japan tsunami are included in Volume I of the PAGEOPH topical issue “Historical and Recent Catastrophic Tsunamis in the World.” Two papers discuss seismological aspects of the event with an emphasis on tsunami generation and warning. Five papers report the impacts and effects in Japan through field surveys of tsunami heights, building damage, and tsunami deposits or analysis of satellite data. Eight papers report the tsunami effects on other Pacific coasts, including the Kuril Islands, the USA, French Polynesia, the Galapagos Islands, Australia, and New Zealand. Three papers report on analyses of the instrumental records of the 2011 Tohoku tsunami, and two more papers report their modelling efforts of the tsunami. Several of the above papers also compare the 2011 Tohoku and 2010 Chile tsunamis.  相似文献

Historic‐ and prehistoric‐tsunami sand deposits are used to independently establish runup records for tsunami hazard mitigation and modeled runup verification in Crescent City, California, located in the southern Cascadia Subduction Zone. Inundation from historic (1964) farfield tsunami (~5–6 m runup height) left sand sheet deposits (100–200 m width) in wetlands located behind a low beach ridge [3–4 m elevation of the National Geodetic Vertical Datum of 1988 (NAVD88)]. The most landward flooding lines (4·5–5 m elevation) in high‐gradient alluvial wetlands exceed the 1964 sand sheet records of inundation by 1–2 m in elevation. The most landward flooding in low‐gradient alluvial wetlands exceed the corresponding sand sheet record of inundation distance by 1000 m. Nevertheless, the sand sheet record is an important proxy for high‐velocity inundation. Sand sheet deposition from the 1964 historic tsunami closely corresponds to the landward extent of large debris transport and structural damage in the Crescent City waterfront. The sand sheet deposits provide a proxy for maximum hazard or ‘kill zone’ in the study area. Six paleotsunami sand sheets (0·3–3 ka) are recorded in the back‐ridge marshes in Crescent City, yielding a ~450 year mean recurrence interval for nearfield Cascadia tsunami. Two paleotsunami sand deposit records, likely correlated to Cascadia ruptures between 1·0 and 1·5 ka, are traced to 1·2 km distance and 9–10 m elevation, as adjusted for paleo‐sea level. The paleotsunami sand deposits demonstrate at least twice the runup height, and four times the inundation distance of the farfield 1964 tsunami sand sheet in the same marsh system. The preserved paleotsunami deposits in Crescent City are compared to the most landward flooding, as modeled by other investigators from a predicted Cascadia (~ Mw 9) rupture. The short geologic record (~1·5 ka) yields slightly lower runup records than those predicted for the modeled Mw 9 rupture scenario in the same marsh, but it generally verifies predicted maximum tsunami runup for use in the planning of emergency response and rapid evacuation.
