Projections of changes in climate extremes are critical to assessing the potential impacts of climate change on human and natural systems. Modeling advances now provide the opportunity of utilizing global general circulation models (GCMs) for projections of extreme temperature and precipitation indicators. We analyze historical and future simulations of ten such indicators as derived from an ensemble of 9 GCMs contributing to the Fourth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC-AR4), under a range of emissions scenarios. Our focus is on the consensus from the GCM ensemble, in terms of direction and significance of the changes, at the global average and geographical scale. The climate extremes described by the ten indices range from heat-wave frequency to frost-day occurrence, from dry-spell length to heavy rainfall amounts. Historical trends generally agree with previous observational studies, providing a basic sense of reliability for the GCM simulations. Individual model projections for the 21st century across the three scenarios examined are in agreement in showing greater temperature extremes consistent with a warmer climate. For any specific temperature index, minor differences appear in the spatial distribution of the changes across models and across scenarios, while substantial differences appear in the relative magnitude of the trends under different emissions rates. Depictions of a wetter world and greater precipitation intensity emerge unequivocally in the global averages of most of the precipitation indices. However, consensus and significance are less strong when regional patterns are considered. This analysis provides a first overview of projected changes in climate extremes from the IPCC-AR4 model ensemble, and has significant implications with regard to climate projections for impact assessments. Although agriculture could contribute substantially to European emission reductions, its mitigation potential lies untapped and dormant. Market-based instruments could be pivotal in incentivizing cost-effective abatement. However, sector specificities in transaction costs, leakage risks and distributional impacts impede its implementation. The significance of such barriers critically hinges on the dimensions of policy design. This article synthesizes the work on emissions pricing in agriculture together with the literature on the design of market-based instruments. To structure the discussion, an options space is suggested to map policy options, focusing on three key dimensions of policy design. More specifically, it examines the role of policy coverage, instruments and transfers to farmers in overcoming the barriers. First, the results show that a significant proportion of agricultural emissions and mitigation potential could be covered by a policy targeting large farms and few emission sources, thereby reducing transaction costs. Second, whether an instrument is voluntary or mandatory influences distributional outcomes and leakage. Voluntary instruments can mitigate distributional concerns and leakage risks but can lead to subsidy lock-in and carbon price distortion. Third, the impact on transfers resulting from the interaction of the Common Agricultural Policy (CAP) with emissions pricing will play a key role in shaping political feasibility and has so far been underappreciated.

POLICY RELEVANCE

Following the 2015 Paris Agreement, European climate policy is at a crossroads. Achieving cost-effectively the 2030 and 2050 European targets requires all sectors to reduce their emissions. Yet, the cornerstone of European climate policy, the European Union Emissions Trading System (EU ETS), covers only about half of European emissions. Major sectors have been so far largely exempted from carbon pricing, in particular transport and agriculture. While transport has been increasingly under the spotlight as a possible candidate for an EU ETS sectoral expansion, policy discussions on pricing agricultural emissions have been virtually absent. This article attempts to fill this gap by investigating options for market-based instruments to reduce agricultural emissions while taking barriers to implementation into account.  相似文献

The atmospheric and ocean environment has changed from human activities in ways that affect storms and extreme climate events. The main way climate change is perceived is through changes in extremes because those are outside the bounds of previous weather. The average anthropogenic climate change effect is not negligible, but nor is it large, although a small shift in the mean can lead to very large percentage changes in extremes. Anthropogenic global warming inherently has decadal time scales and can be readily masked by natural variability on short time scales. To the extent that interactions are linear, even places that feature below normal temperatures are still warmer than they otherwise would be. It is when natural variability and climate change develop in the same direction that records get broken. For instance, the rapid transition from El Ni?o prior to May 2010 to La Ni?a by July 2010 along with global warming contributed to the record high sea surface temperatures in the tropical Indian and Atlantic Oceans and in close proximity to places where record flooding subsequently occurred. A commentary is provided on recent climate extremes. The answer to the oft-asked question of whether an event is caused by climate change is that it is the wrong question. All weather events are affected by climate change because the environment in which they occur is warmer and moister than it used to be.  相似文献

The European Space Agency Climate Change Initiative Land Cover data (ESA CCI-LC, from 1992 to 2015) is introduced to the National Center for Atmospheric Research Community Earth System Model version 1.2.1 (NCAR CESM1.2.1). In comparison with the original land surface data in the Community Land Model version 4 (ORG), the new data features notable land use and land cover change (LULCC) with increased forests over northeastern Asia and Alaska by decreasing shrublands and grasslands. Overestimated bare land cover over the Tibetan Plateau (TP) and the Rocky Mountains in the ORG are corrected with the replacements by grasslands and shrublands respectively in the new data. The model simulation results show that with the introduction of the ESA CCI-LC, the simulated surface albedo, surface net radiation flux, sensible and latent heat fluxes are relatively improved over the regions where significant LULCC exists, such as northeastern Asia, Alaska, the TP, and Australia. Surface air temperature, precipitation, and atmospheric circulation are improved in boreal winter but degraded in summer. The winter warming over northeastern Asia results from increased longwave downwelling flux and adiabatic heating while the notable winter cooling over Alaska is attributed to strong cold advection followed by reduced longwave downwelling flux. LULCC alters precipitation by influencing water vapor content. In winter, LULCC affects atmospheric circulation via modulating baroclinicity while in summer, it influences land-sea thermal contrast, thus affecting the intensity of East Asian summer monsoon. LULCC also alters the simulated dust burden.

Anthropogenic climate change will continue long after anthropogenic CO2 emissions cease. Atmospheric CO2, global warming and ocean circulation will approach equilibrium on the millennial timescale, whereas thermal expansion of the ocean, ice sheet melt and their contributions to sea level rise are unlikely to be complete. Atmospheric CO2 in year 3000 depends non-linearly on the total amount of CO2 emitted and is very likely to exceed the present level of ∼380 ppmv. CO2 is doubled for ∼2500 GtC emitted, quadrupled if all ∼5000 GtC of conventional fossil fuel resources are emitted, and increases by a factor of ∼32 if a further 20,000 GtC of exotic fossil fuel resources are emitted. Global warming in year 3000 will also depend on climate sensitivity to doubling CO2, which is most probably ∼3 C but highly uncertain. Thermal expansion will contribute 0.5–2 m to millennial sea level rise for each doubling of CO2. The Greenland ice sheet could melt completely within the millennium under > 8×CO2, adding a further ∼7 m to sea level. The rate of melt depends on the magnitude of forcing above a regional warming threshold of 1–3 C. The West Antarctic ice sheet could be threatened by 4–10 C local warming, and its potential contribution to millennial sea level rise exceeds current maximum estimates of ∼1 m. The fate of the ocean thermohaline circulation may depend on the rate as well as the magnitude of forcing.  相似文献

The link between the sea-ice cover of the Amundsen Gulf and the overlying atmospheric boundary layer was explored on a weekly timestep from winter to summer 2008. The total sea-ice cover was around 97% (3% leads) from 7 January to 21 April. From 28 April to 12 May, the total sea-ice cover approached 100%. From May 19, the total sea-ice declined rapidly to its July minimum of 3%. During the winter, a turbulent internal boundary layer (IBL), attributed to the upward flux of sensible heat (mean = 46 W m−2), was present in most of the mean daily potential temperature profiles. The mean latent heat flux was 1.7 Wm−2. A turbulent IBL was also present in most of the mean daily profiles for early spring. Surface fluxes were not estimated. During late spring and early summer, a stable IBL, attributed to the downward flux of sensible heat (mean = −19 W m−2), was present in most of the potential temperature profiles. Both downward and upward fluxes of latent heat occurred in this period (means = −3.3 and 1.1 W m−2). The sensible heat flux estimates are consistent with the results of others; however, the latent heat flux estimates may be too small due to condensation/deposition within the IBL. The unconsolidated nature of the pack ice in the Amundsen Gulf, and the low sea-surface temperatures following break-up, were critical factors controlling the presence and type of IBL.  相似文献
