ABSTRACT. The Himalayan Kingdom of Bhutan is in the midst of transformation as it moves from an isolated past to a modern nation‐state and participant in the global community. Its development path embraces the concept of “Gross National Happiness,” a philosophy and policy instrument that seeks to promote human development and manage environmental conservation within a sustainable strategy guided by Buddhist ethics. After examining Bhutan's approach to development and the governance and environmental policies stemming from it, this essay assesses its impacts on environmental conditions in the country.  相似文献

利用拓展贸易引力模型,借助Eviews等工具分析了影响中国与“一带一路”沿线国家贸易规模的因素,以及中国对外直接投资的滞后性对双边贸易的影响。结果表明:1)中国与“一带一路”沿线国家贸易规模受到经济发展水平、市场规模、政治制度、贸易畅通性、便利性、中国对外直接投资、民间文化交流紧密度的影响;2)中国对外直接投资对于带动中国与“一带一路”沿线国家间的贸易规模具有正向作用,但其效应具有一定滞后性;3)中国对外直接投资对于带动中国与不同“一带一路”沿线国家贸易规模的引力大小不同,可分为投资带动力巨大型、投资带动型、投资一般型、投资带动力不足型4种类型,中国与东南亚、西亚和撒哈拉以南的非洲国家贸易规模受中国对外直接投资带动作用较强。  相似文献

Wildfire is one of several potential disturbances that could have extraordinary impacts on individuals and communities in fire-prone areas. In this article we describe disturbance risk perceptions from interviews with residents in three Florida communities that face significant wildfire and hurricane risk. Although they live in areas characterized by emergency managers as having high wildfire risk and many participants have direct experience with wildfire, residents tended to share high hurricane and low wildfire risk perceptions. The different perceptions of risk seem linked to several factors: direct hurricane experience, different scales of impact, the local “hurricane culture,” effectiveness of local ordinances and development patterns, perceived predictability of the event, and perceived ability to control the event. This study shows that residents may perceive and act to reduce risk for one disturbance in relation to their perceptions, concern, and actions for another.  相似文献

Abstract

National Forests in the United States have undergone a spatially and temporally uneven governance transition in response to social and economic pressures and contemporary policy changes, with many national forest units moving from a wholly government-led “dominant federal” model to a more collaborative “social forestry” model in which nonfederal actors have greater influence and authority. Here we report on an effort to develop a suite of indicators designed to capture some of the most tangible elements of a transition from dominant federal to social forestry modes of governance. We pilot test these data on the Willamette National Forest using data from a variety of sources internal and external to the USDA Forest Service. We assess the suitability of these indicators for tracking governance transitions and discuss their applicability to other national forest units nationwide.  相似文献

We analyse earthquakes recorded at The Geysers geothermal field in California, an area where industrial activity induces seismicity. The seismicity is characterized by the seismic b -value and D , the fractal dimension of earthquake hypocentres measured from sliding windows containing 200 events. We study a group of events strongly clustered around an injection well. Over most of the time period examined we find a positive correlation between b and D . However, during the initiation of injection into a new well we find instead a negative correlation. The differences in correlation are statistically significant at the 1 σ level but only marginally so at the 2 σ level. These results provide evidence for a transient change in the seismic mechanisms operating, and may be explained by a change from conditions of slow stress loading to rapid loading as a result of the build-up of the rate of water injection into the reservoir.  相似文献

In this article, I contribute to recent debates about the concept of neoliberalism and its use as an explanatory concept, through the analysis of urban planning and regeneration policy in Lisbon amidst crisis and austerity. Suggesting a look at neoliberalization from a threefold perspective—the project, governmentalities, and policymaking—I analyze how current austerity-policy responses to the European economic crisis can be understood as a renewed and coherent deployment of neoliberal stances. The article presents implications for urban planning in Lisbon and thus suggests an exploration of the negotiations and clashes of hegemonic neoliberal governmentalities and policies with the local social and spatial fabric. For this exploration, I select a “deviant” case—the Mouraria neighborhood, a “dense” space in which the consequences of policies diverge sharply from expectations. In conclusion, I suggest that neoliberalization (in times of crisis) should be understood as a coherent project compromised by a set of highly ambiguous governmentalities, which bring about contradictory policymaking at the local level.  相似文献

人口生育政策变化会对区域未来人口发展产生直接影响,“全面二孩”政策是继“单独二孩”政策之后逐步放宽生育政策的又一重大举措。结合政策变动,筛选政策受众人群进行精准化预测:未来15年,曲靖市20~39岁育龄妇女将净减少3.7万人,其中符合“全面二孩”生育政策且在20~39岁育龄妇女人口规模将缩减近0.7万;结合“全面二孩”政策最终兑现人口的测算,从2016年至2020年间会产生一个“二孩”生育高峰期,过了高峰期之后将渐落并减少至2.23万,较高峰期缩减0.82万人。“全面二孩”政策进一步调整和完善了生育政策,但后期效果不明显,面对“后人口转变”时代的到来,低生育率、老龄化的人口发展新格局,要实现人口与社会经济的协调发展,仍需与时俱进做出入口政策相应调整。  相似文献

While contentious national debates persist about the promise or peril of so‐called “sanctuary cities,” this article draws on an archive of U.S. subfederal policies that focused on local responses to immigration and enforcement from 2001–2014 to argue that sanctuary constitutes a process rather than a binary state of being. Such a conceptualization underscores the broad spectrum of policy endeavors that comprise sanctuary and shifts the focus away from a reductionist question of whether or not a place is a sanctuary to inquiries into how sanctuary functions as a process in both policy creation and application. I focus on sanctuary as a process to demonstrate its socio‐spatial heterogeneity and to highlight how the assertion of local values within sanctuary policies advances internal bordering. Textually analyzing sanctuary policies in this way illustrates how the process of sanctuary can simultaneously resist the bordering efforts of federal immigration enforcement and reborder local practices to cultivate belonging for citizens and noncitizens alike.  相似文献

It is commonly assumed that the development of tourist attractions, the formulation of tourism policies, and the marketing of destination areas are dictated by the needs and interests of foreign visitors. What is ignored is the role that local factors and agencies play in these processes. This paper explores the way local and non-local factors are responsible for shaping the form and function of tourism development. Drawing upon the case of Singapore, I examine the country's heritage tourism phenomenon as the outcome of “local” and “global” forces. This argument is elaborated along three lines of enquiry. They include: (a) a study of the government's tourism policies; (b) an examination of marketing and promotional strategies; and (c) a look at a particular urban landscape—the Little India Historic District. To conceptualize the global-local nexus, the paper embraces two bodies of theory. They are the “locality concept” advanced by industrial geographers in the 1980s, and writings on “globalism/localism” by cultural/economic geographers in the 1990s. Both theoretical discussions reinforce the argument that place uniqueness need not be sacrificed as a result of globalization. They also provide a way of viewing tourism geographies as the product of global and local forces.  相似文献

Abstract

This study develops the notion of “policy boosterism,” a subset of traditional branding and marketing activities that involves the active promotion of locally developed and/or locally successful policies, programs, or practices across wider geographical fields as well as to broader communities of interested peers. It is argued that policy boosterism is (1) an important element of how urban policy actors engage with global communities of professional peers and with local residents, and (2) a useful concept with which to interrogate and understand how policies and policy knowledge are mobilized among cities. A conceptualization of policy boosterism and its role in global-urban policymaking is developed by combining insights from the burgeoning “policy mobilities” literature with those of the longstanding literature on entrepreneurial city marketing. It is supported by illustrative examples of policy boosterism in Vancouver: the city's Greenest City and Green Capital initiatives, the use of the term “Vancouverism” among the city's urban design community, and demonstrations of new urban technologies during the 2010 Winter Olympics that were used to market a particular vision of the city's governance to people from elsewhere, but also—crucially—to local audiences. The article concludes by highlighting four foci that might frame future work at the intersections of policy boosterism and policy mobilities.  相似文献

Geographic analyses of how national policies of economic liberalization influence global patterns of economic activity often draw their conclusions from studies of the paradigmatic sectors of manufacturing and, to a lesser extent, services. There is, by contrast, relatively little work examining how neoliberal policy reforms in the developing world may be driving changes in the geography of primary sector (i.e., extractive) activities at the global scale. This article presents and analyzes new data on direct investment in the international mining industry. It reports methods and results from a research project to systematically map and evaluate changes in the commodity mix and geographical spread of mining‐related investment in the world economy since 1990. It confirms and quantifies what was hitherto anecdotal evidence of a geographic shift in investment during the 1990s away from mature targets toward a small number of “rising stars” in the developing world, following the adoption in many countries of neoliberal economic policies from the mid‐1980s onward. However, the findings challenge conventional interpretations of this shift as an investment “bonanza” in the periphery and highlight how recent investment trends are highly specific in geographical scope, concentrated within a few commodities, and how the allocation of investment between established and emerging targets is variable over both time and space.  相似文献

基于2003—2016年电子竞技企业数据,运用赫芬达尔-赫希曼指数、空间自相关分析和空间面板计量经济学模型的方法,对中国电子竞技产业地理集聚特征及其影响因素进行定量分析。研究表明:① 中国电竞产业发展经历从“非法”到“合法化”的曲折历程,阶段性特征明显,可分为“波动发展-蓄力扩散-集中爆发”3个阶段。② 电竞产业发展存在空间依赖性,产业集聚空间存在2级集聚中心,集聚模式经历了从“双核”到“单核”的结构演变。随着时间的推移,电竞产业向中南、华南地区集聚的趋势愈加明显,粤港澳大湾区的集聚程度最高。③ 实证研究表明经济水平、产业结构、人力资源、政府政策、创新环境、经济外向度、用户规模是影响电竞产业集聚的主要因素。  相似文献

基于天长市1 250份问卷数据,运用SPSS进行效度及因子分析,确立公众的“风险认知”、“政府信任”、“公众参与”及“补偿措施”作为公众对邻避设施风险认知可接受度的潜变量,通过文献整理,确定原假设。运用AMOS21.0软件建立结构方程模型,检验原假设是否成立;并分析潜变量与“接受度”之间的关系。研究结果显示,“风险感知”对“接受度”影响系数-0.262;其次是“公众参与”,影响系数-0.242。两者均为负向相关影响。“政府信任”及“补偿措施”对“接受度”正向影响。同时,四个潜变量之间存在一定的正向影响。人口学变量中的年龄与受教育水平在一定程度上对“接受度”有影响。通过对天长市调查研究,分析了公众的风险接受度的影响因素,对影响因子进行量化,能够客观的比较其重要性;同时对政府及相关工作者有一定的启示,根据影响因子与“接受度”之间的关系,因地制宜,制定相关的政策与措施,来降低或避免邻避冲突。  相似文献

Threats associated with climate change may damage forests. To encourage adaptation in countries with a lot of privately owned forest, policy measures directed at private forest owners may be implemented. By means of policy scenarios, the present study examined the effects of two hypothetical policies: an advice and an economic incentive, on climate change adaptation among private forest owners in Sweden (n?=?753 and n?=?729). Both policies strengthened the intention to adapt although results also revealed that individual variables (i.e., forest values) and a contextual variable (i.e., being in an encouraging social risk management context) were important for the owners’ response. Production forest values and social risk management context furthermore moderated the effect of policy on intention to adapt, suggesting that the economic incentive was mainly more effective than the advice among owners with strong production values and among owners in less encouraging social risk management contexts.  相似文献

This article explores refugee economic subjectivity in the context of restrictive asylum policies and disrupted transnational family lives. Drawing on fieldwork with young Syrian refugees pursuing IT training in Jordan, I focus on the “coding boot camp,” an emerging educational format in the field of refugee professional training. I thus explore how Syrian youths approach humanitarian policies in which, in the absence of full social and economic rights for refugees, the question of livelihoods is addressed through the paradigms of self‐reliance, creativity, and innovation. Reframing the refugee from a “protected” to a “productive” subject, and offering individual solutions to a structural economic impasse, these policies produce tensions between individual responsibilities and more‐than‐individual relations and identifications—with families, religious identities, and national communities—that remain unresolved. The findings contribute to geographical scholarship on economic subjectivity, familial relations, and the migrant and refugee condition, while shedding light on some of the effects of the encounter between technology‐centred, neoliberal approaches to humanitarianism and restrictive migration regimes in responses to the Syrian displacement.  相似文献

Earthquake nests     
Summary. Making use of extensive observations of micro-earthquakes available in the Tokyo region, Usami & Watanabe constructed a simple but effective method of exhibiting those regions where small earthquakes have clustered during a 4.5 yr period. Such clusters are defined by contour surfaces, and for convenience are termed earthquake nests .
If we accept the assumption that the magnitude of an earthquake is directly related to the volume previously undergoing intensified strain, and if we regard the nests as measures of such volumes, we can make rough estimates of the magnitudes of potential earthquakes in different parts of the Tokyo region. This method of assigning seismicity can be one way of calculating local risk. Repeated investigations can also detect changes in the tress field.  相似文献

In the context of Charlotte, North Carolina's, emergence as a “globalizing” pre‐emergent immigrant gateway, this paper focuses on a complex and multiscalar set of governmental policies and community‐development dynamics that are shaping localized response to Hispanic/Latino immigration. Specifically, we explore how these policies and dynamics play out spatially in the context of two Charlotte neighborhoods, both of which have similar historical roots and have become magnets for Latino settlement, yet display divergent contemporary place‐making paths. Our exploration reveals the ways in which contexts of receptivity and spaces of both exclusion and inclusion are created by the socio‐spatial components of public policy and the localized response to that policy at the intraurban level. Reinforcing the importance of space and place in the construction of receptivity contexts, the compared stories of Eastside and South Charlotte reveal that neighborhoods are never the product of one transformational force but of many—no matter how they may be perceived in the public imaginary.  相似文献

The spatial spread of policies, usually studied with an emphasis on contagion and demonstration effects, can also reflect considerations of trans-boundary spillovers. The model of the “race to the bottom” criticizes decentralized regulation as inherently tending towards laxity because of competition among jurisdictions for business. There exists also the possibility of a “race to the top,” in which a fear of an influx of an activity being regulated elsewhere causes the regulation to spread. An analysis of turn-of-the-century Massachusetts municipal saloon licensing policy illustrates the latter phenomenon.  相似文献

中国境外经贸合作区的建设是国内特殊经济区发展经验在空间上的延展。基于东道国独特的发展条件,需要将国内园区的建设经验进行调整,再运用到中国境外经贸合作区以适应东道国本地化发展。构建政策移动的理论框架,采用案例分析和比较研究法,以天津经济技术开发区与中埃·泰达苏伊士经贸合作区为例,将国内园区与境外经贸合作区的相关政策进行对比分析,验证政策在不同国家“土壤环境”中的适应性。研究发现:① 根据政策施行的影响因素和不同作用,政策移动可以分为政策移植、政策调试和政策创新;② 规划建设经验、运营管理经验、环保政策、人才政策等可直接进行政策移植;发展模式和文化政策要进行政策调试;法规政策、晋升政策和优惠政策需要进行政策创新;③ 园区的共性体现在国内园区成熟经验的借鉴、人才的培育与储备、园区生态环境的保护以及基础设施和配套设施的完善;④ 园区的个性体现在文化的求同尊异、园区品牌的打造、晋升制度的创新和协调机制的建立等。创新性地运用政策移动性理论将国内和国外园区进行关联研究,揭示了境外经贸合作区的移植、调试和创新国内园区政策的过程,深化了政策移动理论的内涵,丰富了境外经贸合作区的理论研究成果。  相似文献

以“揭示规律、验证规律”为研究逻辑起点,提出“城市规模-旅游成长-城市级别”数理空间分布模型及其时空演变模型,以长江三角洲地区城市体系为例,系统搜集1995~2014年系列基础数据,探讨城市规模与旅游成长的空间关系及其演变机理。结果表明:20 a来长三角地区城市规模、旅游成长、城市级别的数理空间分布呈三段“金字塔”式结构,城市级别越高,分布数量越少; 三元空间关系在演变中,1995~2009时期内的三阶段符合演变模型的A线关系趋向,2010~2014阶段呈“核”式分布,旅游对城市规模存在倒逼效应; 依据城市4个基本象限类分布,级别高的城市分布在类区,类区与类区间存在单向转换与演变关系;对驱动因子剖析,政府政策的倾斜、城市规模效应以及旅游的快速发展共同促成三元关系的演变格局。  相似文献
