Payments for Ecosystem Services(PES)programs have been implemented in both developing and developed countries to conserve ecosystems and the vital services they provide. These programs also often seek to maintain or improve the economic wellbeing of the populations living in the corresponding(usually rural)areas.Previous studies suggest that PES policy design, presence or absence of concurrent PES programs, and a variety of socioeconomic and demographic factors can influence decisions of households to participate or not in the PES program. However, neighborhood impacts on household participation in PES have rarely been addressed. This study explores potential neighborhood effects on villagers'enrollment in the Grain-to-Green Program(GTGP),one of the largest PES pro-grams in the world, using data from China's Fanjingshan National Nature Reserve. We utilize a fixed effects logistic regression model in combination with the eigenvector spatial filtering(ESF)method to explore whether neighborhood size affects household enrollment in GTGP.By comparing the results with and without ESF,we find that the ESF method can help ac-count for spatial autocorrelation properly and reveal neighborhood impacts that are otherwise hidden, including the effects of area of forest enrolled in a concurrent PES program, gender and household size. The method can thus uncover mechanisms previously undetected due to not taking into account neighborhood impacts and thus provides an additional way to account for neighborhood impacts in PES programs and other studies.  相似文献

Indonesia's forest management unit (Kesatuan Pengelolaan Hutan or KPH) system can be a promising mechanism for balancing international and national interests for global carbon mitigation initiatives with local interests in project implementation. We discuss the potential role of the KPH system in implementing REDD+ (Reducing Emission from Deforestation and Forest Degradation) projects and improving decentralized forest governance. Substantial financial gains from international initiatives like REDD+ and others can provide appropriate motivation for the central government to ensure successful decentralization of forest management. Development and implementation of REDD+ activities can also support the KPHs in performing their basic functions: conducting forest inventory, developing and implementing forest management plans, and strengthening communication and coordination with local communities. However, engaging indigenous peoples and local communities, which is a legal mandate for the system, will require building some measure of democratic process that can hold the KPHs accountable to local people.  相似文献

Recent changes in the cultural and forest landscapes of the Meseta Purépecha in Michoacán, Mexico as a result of forest degradation underscore the complexity of forest change processes in the tropical highlands of Latin America. Differences in community perception and forest structure and composition between the furniture-making and lumber-producing towns of Pichátaro and Sevina, Purépechan indigenous communities located amidst pine forests on Michoacán's volcanic plateau illustrate the dynamics of this process. We base our comparisons on interviews and field measures of forest structure. Our results show dramatic changes in the forests and cultural landscapes of both communities during the past decade. Following high regional timber exports during the early 1990s, Sevina shifted from a self-sufficient to a timber importation community. By comparison, communal forests and individual parcels in Pichátaro continue to provide wood for approximately 300 wood shops. Field data and forest stand maps confirm the perception of forest degradation in both communities. While Pichátaro has maintained a larger and more diverse forest base to date, stand structure data indicate selective harvesting has led to a shift in dominance toward the less economically desirable pine species and oak. Deforestation and degradation of Sevina and Pichátaro's community forests are symptomatic of both the Meseta Purépecha and Mexico in general. Current forest conditions in both communities justify local, regional, and national concerns regarding declining biodiversity and sustainable economies.  相似文献

NGOs, government agencies, and green businesses proclaim water fund arrangements in Latin America as successful payments for ecosystem services (PES) systems. Associated success narratives emphasize that PES allows downstream ecosystem service beneficiaries to incentivize upstream land managers to pursue conservation activities. However, recent scholarship questions their on-the-ground influence. This article assesses the success narrative of Quito, Ecuador’s Fondo para la protección del Agua’s (FONAG) as a model water fund PES arrangement. Using a novel perceived directionality framework, the author compares the FONAG claims about its influence to ethnographic evidence from three participating rural communities. The findings suggest that statements of direct, causal influence on local conservation activities overlook local context and ignores nuance within the interactions between program incentives and in community activity. This study urges future assessments of PES arrangements to recognize complexities in political, economic, and social context.  相似文献

Conflict over water is a significant phenomenon in many parts of the world where globally linked neoliberal economic activities encroach on the lands of indigenous peoples. This case study from Chile examines how water scarcity affecting indigenous agricultural communities in the Chilean Altiplano has been exacerbated by legally sanctioned mining‐related practices. Notably, the legal framing of the 1981 Water Code promotes private ownership of water rights and enhanced mining activity usually at the expense of the ancestral territorial rights of indigenous communities. In the case of the Atacameño community of Chiu Chiu, a serious decrease in subsistence and agriculture production has been suffered as a consequence of reduced flow in the Loa River, resulting from the water intensive needs and extraction practices of the nearby Chuquicamata mine owned by Codelco, the National Copper Corporation of Chile. Via an analysis of the political ecology of competing rationalities this paper explores how an economic rationality based on utilitarian and reductionist thinking manifested by Codelco has taken precedence locally over a socionatural rationality grounded in holistic thinking and sustainability concerns as articulated by the Chiu Chiu community.  相似文献

Explicit notions of “communities”, as key actors in conservation and development projects across the Global South, are common. Narratives about “indigenous people” or “forest-dependent communities” in forest conservation programmes prevail, portraying a picture of “communities” as homogeneous and harmonious entities. In this study, we unfold “communities” as a construct with an empirical example of a community-based forest protection project, Northern Cambodia. Based on qualitative interviews, field observations and document analysis, we examine the “community” construct in terms of establishment of boundaries, geographical composition and social coherence. We not only find that the establishment of forest “community” boundaries are dominated by powerful external actors rather than the “community members” themselves, but that the spatial composition of “communities” is complex, and affects the ability of local people to benefit from the project. We also find that the studied “communities” show low levels of social coherence and mainly consist of migrant farmers, as opposed to common policy narratives. Taking these inconsistencies into account, we discuss implications of constructing “communities” for the success of forest conservation projects, and argue in favour of more discursive and political analyses to better understand, acknowledge and adapt to existing and changing conditions in present and prospective project locations.  相似文献

Forest commons in Slovenia are a poorly known indigenous institution for common resource management. They are a functional entity linked to a specific community that establishes interpersonal and intergenerational ties, as well as a link to the resource. We refer to shared ownership of resource, once made of pastures; today forests prevail. Collective property management remained despite community changes and legislation development. Today registered forest commons represent approximately one-third of those that existed before 1945. We highlight seven developmental turns to explain their revival. Six indicators are used in the analysis of current conditions. Forest commons are a potentially effective response to forest management challenges in Slovenia but also a potential model of social cohesion, rational resource use, and a balance between forest use and conservation. However, they are plagued by state ignorance, which hinders statistically sound analyses.  相似文献

Abstract

Wild urban forests may elicit positive and negative emotions, both at a community level and within an individual. This paper examines resident perceptions and use of local forest patches in Baltimore, Maryland across four case study neighborhoods selected for differences in homeownership and forest patch management. Semi-structured interview data reveal residents’ strongly ambivalent attitudes toward urban wilderness across all study sites with only nuanced differences in perceptions based on homeownership and management regime. Baltimore residents living adjacent to forest patches were found to experience some of the restorative benefits associated with immersion in wild nature, even when they do not actually enter the woods. Positive experiences were balanced by negative emotions resulting from the perception that urban wilderness is chaotic and unpredictable. These ambivalent feelings may influence the benefits derived from these urban green spaces, as well as local residents’ desires for their future structure and function as social-ecological spaces.  相似文献

This study provides a geographical synthesis of the current natural landscape dynamics of the Canarian laurel forest based on the results of a biogeographic study of its structure, composition, and dynamics. Historical socioeconomic changes and recent environmental conservation strategies have led to natural forest dynamics that make it necessary to change our current scientific conception of the Canarian laurel forest landscape. According to the forest transition theory, in the protected areas of Anaga and Teno Rural Parks (Tenerife) and Garajonay National Park (La Gomera), the forest reaction to the gradual abandonment of economic activity reveals how strongly human activity has shaped the features of the laurel forest, which traditionally has been considered to be relatively untouched by humankind. How natural disturbances have affected this forest over the past few years has also contributed to a better understanding of its dynamics. This study explains the key patterns of spontaneous dynamics in the Canarian laurel forest to enrich our understanding of this forest and its landscape, while highlighting the importance of human activity as the catalyst for its current vigorous dynamics.  相似文献

Forest cover change in highland pine-oak forests of Michoacan, Mexico is due to a process of conversion of natural forests to avocado orchards. Privately-owned avocado orchards are found on land that was common forest before the 1992 Reform of the Mexican Constitution. We ask how forest cover change was facilitated by policy changes that affected land tenure rules and existing community forestry programs. We use a comparative case study of four communities, an analysis of forest cover change, and interviews and household surveys. Results show that 33.1% of forest cover was lost over a 16-year-period across the region. However, two forestry case study communities lost 7.2% and 15.1% of forest cover, while two adjacent non-forestry communities lost 86.5% and 92.4%, respectively. Interview data show that the Reform of Article 27 combined with the 1992 Forestry Law led to collapse of local governance, illegal division of common forests, and illegal logging in the two non-forestry communities.

This paper critically reviews and analyses participatory GIS (PGIS) and participatory mapping applications within participatory spatial planning for community-based natural resource management in developing countries. There is an often implicit assumption that PGIS use is effective, in that it meets content needs, satisfies underlying local stakeholder interests and therefore is a tool for better governance. The analytical framework looks at participatory spatial planning performance with respect to key dimensions of governance, especially the intensity of community participation and empowerment, equity within communities and between 'governed' and 'governing', respect for indigenous knowledge, rights, ownership, legitimacy, and effectiveness. Specific development focus is given by a case study using participatory mapping and PGIS in community forest legitimization, planning and management in Tinto, Cameroon. 'Good governance' criteria are applied ex-post to the implementation procedures, the geo-information outputs, and the longer-term outcomes of the PGIS processes. Impacts of incorporating PGIS were examined in terms of the types and degrees of participation in the process; access to, and the uses made of, the geographic information; whether the information outputs met stakeholders' requirements; and the overall changes in equity and empowerment in the community. It was found that PGIS/participatory mapping processes contributed – positively, though not comprehensively – to good governance, by improving dialogue, redistributing resource access and control rights – though not always equitably – legitimizing and using local knowledge, exposing local stakeholders to geospatial analysis, and creating some actor empowerment through training. PGIS promoted empowerment by supporting community members' participation in decision-making and actions, and by enabling land use planning decisions beyond community forestry itself.  相似文献

The forest realm of the Gòòl‐War watershed of southeast Perak, Malaysia holds much socio‐cultural significance to the Semai Orang Asli communities living along these rivers. Notwithstanding its present‐day location within the Bukit Tapah Forest Reserve, the forest continues to be where Semai conceptions of history and lore are encoded in the geographical particulars of the landscape. A thriving forest‐dependent lifestyle maintains and transmits Semai place knowledge, observed in this research through people's command of ancestral place‐names. This paper provides an introduction to Semai toponymy and considers the implications of indigenous place‐names on the protection of indigenous homelands and ways of life.  相似文献

This article combines approaches to better understand both forest cover changes and attitudes toward environmental conservation in the El Cielo Biosphere Reserve in northeastern Mexico. Satellite images are used to document the extent and response of forest cover in the reserve before and after its designation as a biosphere reserve. Ethnographic interviews are also employed to examine the attitudes of local people toward the costs and benefits of the biosphere reserve in their lives. Our research found that unlike many “paper parks,” large-scale deforestation has stopped and forest cover has expanded after the biosphere reserve was created. Our research also found that local people value both tangible and intangible benefits created by the biosphere reserve.  相似文献

The transformation of tropical ecosystems by humans have resulted in forest loss, which, in turn, have caused negative impacts on biodiversity and the provisioning of ecosystem services. There is an urgent need to plan the restoration of these human-modified landscapes, using methodological approaches that consider key processes occurring at different spatial scales while engage local community participation, offering them the best possibilities of tangible benefits. In this study, was evaluated the landscape spatial pattern and local conservation status of existing forest remnants, showing an analysis of possible restoration scenarios for a human-modified landscape in La Montaña, an indigenous region in southwestern Mexico. Therefore, landscape and local scale approaches were linked to identify specific landscape elements where efforts to improve connectivity must be concentrated. Also, this approach allowed finding a set of species from reference sites that showed the best socioecological characteristics to be used in different restoration strategies. As expected, La Montaña region showed a spatial pattern typical of highly human-modified landscapes, i.e., several small (<21 ha) and irregular forest remnants with strong forest edge effects. Furthermore, these small and irregular forest fragments displayed forest structure, diversity and composition characteristics similar to those communities disturbed by selective harvesting or in an early successional phase. However, about 100 of woody species were found inside the fragments, some with important potential to provide ecosystem services. The landscape connectivity was very low, and an analysis of possible restoration scenarios showed that is equally important to restore the productive areas as well as open forest, to recover up to 47% of landscape connectivity. In this sense, it was proposed a productive restoration strategy to enrich open forests and create biodiversity-friendly habitat in agricultural areas, using species with high socioecological potential. We believe that the same approach could be applied to other highly human-modified tropical landscapes with similar socioecological problems.  相似文献

Community-based economic self-reliance has become critical in many African countries because of the severity of prevailing soci-economic and environmental constraints. Concerns over food security have encouraged a re-evaluation of the importance of indigenous technical knowledge. This study examines a rural area in Zimbabwe where members of the local community have established a successful beekeeping association to improve their livelihoods. The history of the initiative, its broader impact on the community and the role played by external facilitation feature in the study.  相似文献
