ABSTRACT

Urban greening is a buzz term in urban policy and research settings in Australia and elsewhere. In a context of settler colonial urbanism, like Australia, a first fact becomes clear: urban greening is always being practiced on unceded Indigenous lands. Recognising this requires some honest reckoning with how this latest urban policy response perpetuates dispossessory settler-colonial structures. In this paper, we listen to the place-based ontologies of the peoples and lands from where we write to inform understanding the city as an always already Indigenous place – a sovereign Aboriginal City. In so doing, the paper tries to practice a way of creating more truthful and response-able urban knowledge practices. We analyse three distinct areas of scholarly research that are present in the contemporary literature: urban greening and green infrastructure; urban political ecology; and more-than-human cities. When placed in relationship of learning with the sovereign Aboriginal City, our analysis finds that these scholarly domains of urban greening work to re-organise colonial power relations. The paper considers what work the practice and scholarship of ‘urban greening’ might need to do in order to become response-able and learn to learn with Indigenous sovereignties and ontologies.  相似文献

Population estimates are rarely constructed for ecological regions. The recent establishment of a Desert Knowledge Cooperative Research Centre (CRC) generates a need for such estimates. This paper obliges by presenting Indigenous and total population projections for the Australian desert to 2016. The desert is found to be a region of relatively low population growth in national terms, contrary to the experience of many other parts of non-metropolitan Australia where population decline is prevalent. Also noted is the markedly different growth observed for the Indigenous and non-Indigenous components of the desert population, with the former projected to increase much more rapidly over time. It is likely that virtually all of the increase in the desert population over the next 15 years will arise from natural increase among Indigenous peoples. As a consequence, the Indigenous share of the regional population is projected to rise from 20 per cent in 2001 to 24 per cent by 2016, with attendant consequences for social and economic policy.  相似文献

In recent years, a vibrant literature on urban informality has emerged in urban geography. A key claim of this literature is that informality is not only present in cities in the Global South, and that the concept can be usefully applied to understand important dimensions of urbanisation in cities in the Global North. In this paper, we apply insights from that literature to an examination of informality in Australian cities, as a means of deepening our understanding of changes currently underway in urban governance and politics. Drawing on that literature and our own research into informal practices in Australian cities, we examine the forces that help to produce informality, the diverse forms and agents of informality, the forms of authority that they enact, and their relationship to formal economies, regulations and politics. We use examples of informal housing, informal labour, do-it-yourself music venues, graffiti and its regulation, food foraging, and queer community building in Sydney to illustrate our arguments. We conclude by reflecting on the lessons learnt across these diverse cases for our understanding of urban governance and politics in Australia, and offer an agenda for further research on this issue.  相似文献

Has the notion of ‘sea change’ and its considerable implications for non-metropolitan coastal Australia been exaggerated? In this article alternative perspectives of ‘sea change’ in Australia are reviewed, and the policy implications of each assessed. One perspective regards migration to coastal areas beyond the capital cities as incidental to continued metropolitan primacy and unlikely to affect or change Australia's overall urban or economic structure. The other considers the movement as a significant and enduring process with major environmental and socio-economic repercussions. With reference to research conducted for the National Sea Change Taskforce, the article finds partial support for both positions, leading to a more revealing understanding of ‘sea change’ in Australia. A set of policy responses, sensitive to the particular qualities of Australian coastal environments and communities, are proposed for consideration by all three tiers of government.  相似文献

National boundaries and border cities have been transformed globally. This is partly due to neoliberal globalisation, the continuous formation of a ‘borderless world’ and partly to the global ‘war on terror’. Darwin, the capital city of the Northern Territory (NT), is on the northern coast of Australia, bordering its overseas Asian neighbours. Far away from the main Australian population centres in the south, the city grows slowly, relying mainly on Australian government investments, infrastructure, and the incorporation of defence programs in the north. The rise of Asia, as well as Australia's increasing economic reliance on Asia, has created new opportunities for Darwin's growth. The development of Asian economies has resulted in growing global investment in resource extraction in NT. Asia, though, has been seen as a key threat in the modern history of Australia. This national sensitivity is underpinned by the global ‘war on terror’ in which Australia is deeply involved. Australia has tight border control regimes and a growing military presence on the northern border area. This paper examines how these co-existing but contradictory dynamics have reshaped the urban development of Darwin City. The consequential social and spatial patterns are identified and discussed.  相似文献

In this ‘Thinking Space’ essay we revisit Maurie Daly’s 1982 book Sydney Boom, Sydney Bust, fuelled by concern for how Australian cities are being transformed by financialised real estate. Daly's insights remain highly relevant to Sydney and other cities around Australia and the world today. Poorly planned densification, inflated property markets, land speculation, and housing poverty are all outcomes of the (global) capitalist intersection of finance and land in Australia. The overwriting of Aboriginal country with colonial-capitalist systems of land ownership set in train a process of land and housing booms, bubbles and busts that are better understood by their circular continuity rather than as a set of ephemeral ruptures. It is the property and finance system itself, rather than any ruptures to it, that reproduces unequal and alienating social relations. Researchers investigating property speculation, global capital, urban planning and financialisation, we argue, ought to revisit this key text to inform their contemporary analyses. Moreover, those wielding power over Australian urban affairs would do well to read it too, lest its lessons be ignored for another generation.  相似文献

ABSTRACT

This study uses a novel spatial approach to compare population density change across cities and over time. It examines spatio-temporal change in Australia’s five most populated capital cities from 1981 to 2011, and documents the established and emerging patterns of population distribution. The settlement patterns of Australian cities have changed substantially in the last 30 years. From the doughnut cities of the 1980s, programs of consolidation, renewal and densification have changed and concentrated population in our cities. Australian cities in the 1980s were characterised by sparsely populated, low density centres with growth concentrated to the suburban fringes. ‘Smart Growth’ and the ‘New Urbanism’ movements in the 1990s advocated higher dwelling density living and the inner cities re-emerged, inner areas were redeveloped, and the population distribution shifted towards increased inner city population densities. Policies aimed at re-populating the inner city dominated and the resultant changes are now visible in Australia’s five most populated capital cities. While this pattern has been reported in a number of studies, questions remain regarding the extent of these changes and how to analyse and visualise them across urban space. This paper reports on a spatial method which addresses the limitations of changing statistical boundaries to identify the changing patterns in Australian cities over time and space.  相似文献

Australian cities have seen continued growth in private car travel that has resulted in increasing vehicle energy consumption and greenhouse gas emissions. While much research has shown that vehicle demand is related to urban spatial structure, very little research has investigated the spatial patterns of private vehicle fuel efficiency (VFE) and its association with socio-spatial circumstances in urban areas. This study has combined State-level motor vehicle registration datasets with standard vehicle efficiency measures that permit a comprehensive understanding of spatial variation of VFE in urban areas. A spatial-based technique was applied to explore intra-urban patterns in socio-spatial conditions of private vehicle efficiency in Brisbane and Sydney. In both cities, the VFE of the private vehicle fleet tends to be lower in outer suburbs than in middle and inner suburbs. The analysis further shows that by linking the standard vehicle efficiency measures to the entire urban fleet datasets the VFE outcome showed a moderate relationship to socio-spatial variables in both cities. The built environment and household economic status are more transferable factors that relate to the VFE across different urban contexts. Outcomes from this research are of relevance to policy makers charged with identifying highly oil-vulnerable communities and designing intervention strategies to improve household vehicle efficiency.  相似文献

The ABS 2006 Post-Enumeration Survey was extended to include a sample of localities from the whole of Australia, thereby providing an estimate of census net undercount reflective of the enumeration in remote Indigenous settlements for the first time. The results revealed substantial undercounting of the Indigenous population in certain jurisdictions. At the same time, census counts in many locations were substantially higher than demographic factors could account for. The analytical and policy issues that arise from this revolve around a simple question: what credence can we give to observed spatial patterns of Indigenous population change? This paper seeks to provide an answer by establishing the spatial relationship between population change and net migration at the small area level. This reveals the detailed geography of census undercount and ‘overcount’ with the former common in remote areas and the latter most evident in regional towns and cities. The findings raise important policy issues about the proper interpretation of Indigenous population change data and the nature of estimates used to determine fiscal resourcing for Indigenous policies and programs.  相似文献

The study of residential differentiation in nineteenth‐century cities has generally been pursued without reference to Australian examples due to a lack of suitable data sources and a tendency to assume ‘New World’ models for the antipodean case. This study of late nineteenth‐century Fremantle, Western Australia, utilises data drawn from contemporary municipal ratebooks in a comprehensive analysis of residential space at the micro‐scale of individual lots. Conducted at three time intervals during a period of in‐migration and urban transformation, the analysis reveals the distinctiveness of one Australian urban experience during an era of ‘compressed development’. Residential differentiation is shown to exist both between and within occupational status groups, reflecting subtle differences in tenancy status, dwelling type and lot densities. With population increase and the onset of industrialisation, many of these differentials can be seen to disappear, particularly between middling status groups. Drawing upon additional evidence from other researchers, it is possible to construct a schematic model of antipodean urban development to represent more precisely the period in Australian cities prior to large‐scale suburbanisation.  相似文献

For over two centuries people from Makassar on the Indonesian island of Sulawesi came to northern Australia with the onset of the northeast monsoon winds. They came in search of trepang that, with the help of Indigenous Australians, they collected and traded on to China. Their impact on the Indigenous communities in Arnhem Land was considerable. Along with sharing language, technology and culture, they built relationships, many ongoing, that are celebrated in Yolngu art, song and stories. These stories of contact are well known to many archaeologists and anthropologists but for many Australians the only place where they come into contact with these stories is in a museum display. In this paper I examine the ways in which these stories are disseminated by two national museums, the Australian National Maritime Museum in Sydney and the National Museum of Australia in Canberra. As important ‘lieux de mémoire’ or ‘sites of memory’, they tell of Macassan visits to northern Australia as part of Australian history. In both cases not only are the stories situated in the past but both Macassan and Indigenous Australian voices are largely absent.  相似文献

ABSTRACT

As a tribute to the massive contribution of our friend and colleague Graeme Hugo to the population and settlement geography of Australian rural areas, this paper presents a longitudinal study from his home State. It forms part of a wider study of the long-term demographic relationships between Australia’s rapidly growing regional cities and their surrounding functional regions. Of particular interest is the question of what effect the accelerating concentration of population and economic activity into a given regional city will have for the longer term demographic sustainability of its functional region as a whole. Taking the case of Port Lincoln, regional capital of most of South Australia’s Eyre Peninsula, it examines the nature of change in the functional region over the period 1947–2011, and investigates the forces feeding, and partly counteracting, the population concentration process, informed by concepts of evolutionary economic geography. In particular it traces the demographic impact (particularly differential migration and ageing trends) of exogenous shocks to the region’s essentially primary productive economic base during the period of major change from 1981 to 2011.  相似文献

Collaborative approaches to environmental problem solving are becoming commonplace around the world. These processes often occur in the traditional territories of Indigenous peoples. Hence, how Indigenous peoples are viewed in the collaboration literature is important because of the distinctive position they hold in many societies. In this article we conducted a systematic review of the collaboration literature that focused on environmental concerns and referred to Indigenous peoples. The goals were to identify how Indigenous peoples are discussed in this literature, and to reveal the assumptions that are made about the roles and views of Indigenous peoples and nations. The Indigenous governance literature was used to highlight the contrasting perspectives of Indigenous peoples. The systematic review revealed discordant assumptions about the roles of Indigenous peoples between these two bodies of literature. Implications for the theory and practice collaborative environmental problem solving are identified.  相似文献

Residential segregation is a dual process of socio-spatial differentiation in residents and spatio-temporal heterogeneity in dwelling.However,most of the existing studies are es-tablished from the single perspective of urban residents based on demographic data,which is difficult to reveal the dynamics and complex spatial reconstruction within and between cities.With the characteristics of both stability and timeliness,the rapidly changing housing market is one of the processes and results of socio-spatial reconfiguration,and it is undoubtedly a better lens to observe residential segregation.This paper adopts methods such as multi-group segregation index,multi-scalar segregation profiles,and decomposition of segregation index,with Nanjing and Hangzhou as case cities,and establishes multi-scalar segregation profiles and comparative models based on three geographical scales of census tract,block and grid,and different residential types.A quantitative study was conducted on the degree and pattern of multi-scalar residential segregation in Nanjing and Hangzhou from 2009 to 2018.The pa-per found that the spatial segregation index is an improvement of the non-spatial segregation index.There are differences between Nanjing and Hangzhou in the evolution process of residential segregation.Nanjing has a higher degree of spatial differentiation as a whole,among which spatial components have a more significant impact.  相似文献

城市住房制度市场化改革以来,中国城市房价整体快速上涨,区域房价分异加剧。区域内部房价空间分异是城市发展差距的综合反映,即城市资源要素综合配置能力差异的物化表达。基于中国房价行情平台提供的2008—2018年地级城市和区县尺度城市房价数据,分析长三角一体化区域房价增长与分异过程,发现区域整体房价呈现快速上涨、相对平稳和再度快速上涨3个阶段,区域房价差异随房价上涨而扩大,上海、杭州和南京等城市房价增长更快,浙江、苏南地区与安徽、苏北地区的房价差距拉大。根据房价增长、城市等级与区位特征,将长三角327个区县划分为核心城市城区、中心城市城区、发达城市城区、其他城市城区、核心圈层县市和外围地区县市6种类型,提出一体化区域城市房价表现为整体上涨相对更快、不同类型区县间差异拉大、同类区县间存在“俱乐部收敛”等增长与分异模式。区域城市房价快速上涨与过度分异,驱使高端产业、人口等资源要素向少数“超级明星城市”集聚,加剧区域不平衡,不利于长三角地区实现更高质量一体化发展。  相似文献

There are legal and moral imperatives to protect biological resources and the ‘traditional knowledge’ associated with them. These imperatives derive from complex legal geographies: international law (such as the Convention on Biological Diversity and the Nagoya Protocol), State and federal laws, Indigenous customary law, codes of ethics and research protocols. This paper reports on a ‘patent landscape’ analysis of patents that refer to Australian plant species for which there is Indigenous Australian knowledge. We have identified several patents of potential new biopiracy concern. The paper highlights the way in which actors can gain private property monopolies over biological resources and associated traditional knowledge, even though there are overlapping sovereign rights and Indigenous rights claims. Regulatory gaps need to be closed nationally to fully govern the diverse human–plant bio-geographies in Australia. Further, Indigenous laws and governance have largely been ignored by these actors. We suggest that the introduction of ‘disclosure of origin’ requirements in patent applications, sui generis Indigenous knowledge protections, the development of biocultural protocols, and a more nationally consistent system for ‘access and benefit-sharing’ are required to ensure more ‘fair and equitable’ use of plants and Indigenous knowledge in/from Australia, and to ensure the recognition of Indigenous rights to knowledge.  相似文献

International examples of interactions between Indigenous peoples and the new conservation paradigm come mainly from developing countries and suggest divisions over priorities. As a Western settler society, Australia is at a critical time in conservation and Indigenous peoples' rights. Innovative approaches to conservation are promoted. The role and influence of non-governmental organisations is increasing. Indigenous peoples' rights to land are recognised and Indigenous involvement in conservation is growing. Yet, despite Australia being considered a leader in these arenas, particularly the latter, there has been little analysis of the relationship between innovative approaches to conservation and Indigenous Australians under the new paradigm. This paper describes how the spatial manifestations of approaches under the new conservation paradigm and Indigenous land in Australia are creating new geographies. We identify geographies of overlap, dichotomy and absence. The paper identifies research needs into these geographies, including: examining the influence of ‘recognition’ in engagements between conservation and Indigenous Australians; investigating the impacts of approaches under the new paradigm such as scaling-up, territorialism and differing governance structures on Indigenous Australians; and questioning the social responsibilities of the non-governmental organisations towards Indigenous Australians.  相似文献

The purpose of this paper is to examine the changing dynamics of housing markets in an Australian rural community. With reference to the case of Narrogin, Western Australia, it argues that there is an increasing disjuncture between the social and demographic characteristics of rural residents and the modal form of housing in country towns, namely the detached family house. Factors contributing to this disjuncture include the ageing of the population, the loss of traditional blue-collar employment, sub-regional restructuring of service provision, retirement migration patterns, and growing acceptance of the particular housing needs of groups such as the aged, the disabled, young and indigenous people. While it is clear that there is currently something of a mismatch between the characteristics of the population and the housing stock in Narrogin, it is also evident that a combination of political, cultural and economic factors form a significant barrier to adjustment in the local housing market.  相似文献

This article examines the distribution of the headquarters of top 500 large industrial enterprises in Turkey. It contributes to the knowledge of economic geography by examining regional clusters of headquarters activity in Turkey. As a country, Turkey's corporations have not been extensively analyzed or integrated into the international economic geography literature especially given the fact that headquarters activities in general are important but understudied in the literature of geography. This study therefore extends the corporate literature further in an international dimension, a priority that has been noted as important in the headquarters literature of geography. It argues that not only does the spatial organization of corporations remain important in urban systems but also that they are linked to the dynamics of local and regional economies within developing countries. It shows that various Turkish cities have distinctive internal structures comprising agglomerations of different industries. Although some of these industries are better performing in big cities, the majority of the cities in the top 500 large enterprises list underperform on average.  相似文献
