Intellectual property rights (IPRs) and the transfer of low carbon technologies to developing countries have been the focus of sustained disagreement between many developed and developing country Parties to the United Nations Framework Convention on Climate Change (UNFCCC). We argue that this disagreement stems from two conflicting political discourses of economic development and low carbon technology diffusion which tend to underpin developing and developed countries’ respective motivations for becoming party to the Convention. We illustrate the policy implications of these discourses by examining empirical evidence on IPRs and low carbon technology transfer and highlight how the two discourses are based on an incomplete understanding of the role of technological capacity in either economic development or technology diffusion. This has important implication for the success of post-2012 international climate agreements.  相似文献

Previous research has demonstrated a striking difference in climate change beliefs and policy support between people who identify with the right-wing of politics and with the left-wing of politics. But are we destined to continue with this divergence? We suggest that there is movement around these differences based on the politicization of climate change and we conducted two experimental studies with 126 and 646 people, respectively, to examine this effect. We found that those people whose political identity was made salient were less likely to believe in an anthropogenic cause of climate change and less likely to support government climate change policies than those whose identity was not made salient; particularly when those people were aligned with the right-wing of politics. The results demonstrate the importance of the salience of one's political identity in determining attitudes and beliefs even for scientific facts such as climate change. Our research also identifies some ways forward in dealing with climate change-based on depoliticizing the issue.  相似文献

“一带一路”沿线国家受气候变化影响严重,亟需从其他国家转移适当的适应气候变化技术。技术需求评估是有效开展技术转移的必要前提。本研究利用“一带一路”沿线国家完成提交给《联合国气候变化框架公约》的技术需求评估(TNA)报告,在合作专利分类(CPC)框架下建立适应优先技术需求数据库,并根据技术需求的提及次数、技术需求的国家数目、技术需求的GDP覆盖范围以及技术惠及人口4个指标,分别从技术和地区两个角度对“一带一路”沿线国家的适应技术需求开展评估。结果发现:一方面,农林牧副渔生产中的适应技术(Y02A-40),集水、节水与高效利用水的技术(Y02A-20),沿海地区与江河流域的适应技术(Y02A-10)与对适应气候变化有间接贡献的技术(Y02A-90)这4方面的适应技术是“一带一路”沿线国家普遍关切的技术需求。另一方面,不同地区的“一带一路”沿线国家因其特有的地理区位和社会经济情况不同而产生特殊的适应技术需求。大洋洲、拉丁美洲与加勒比地区以及亚洲地区部分国家由于国内基础设施受气候变化影响十分严重,提出了保护和改造基础设施建设的技术(Y02A-30)需求;受气候变化影响,高温和降水加剧了疾病在空气和水体的传播,因此亚洲地区,大洋洲、拉丁美洲与加勒比地区特别提出了应对极端天气、保护人类健康的技术(Y02A-50)需求。为促进“一带一路”沿线国家开展有效技术转移,提高应对气候变化能力,应加大对气候适应技术研发投入,以技术接受国的技术需求为基础,并高效利用现有的“一带一路”技术转移中心网络,开展技术转移活动。  相似文献

Feeling affected by climate change related disasters has the potential to mobilize belief in climate change, concern about the issue, and support for mitigation policies – even when accounting for the effects of physically living through a disaster. In this study we use a two-wave survey design where respondents in the United States were interviewed before and after Hurricane Florence to better understand who feels affected by such disasters. First, we find that being worried about climate change increases the feeling of being affected by the hurricane among those who regularly discuss climate change. Second, we find that those who are high in perspective taking are more likely to feel affected. However, those who are high in empathic concern, but feel obligated to help victims of disasters, are less likely to feel affected. This suggests that hurricanes may cause a collapse of compassion, where those who are especially sensitive to the suffering of others down-regulate their emotional response to costly disasters.  相似文献

The direction of UK energy policy requires a renewed impetus if the goal of climate change stabilization is to be met. Cost is not the main issue: a transformation to a low-carbon energy system may be no more expensive than meeting future energy demands with fossil fuels. Institutional barriers are preventing the large-scale adoption of the necessary technologies. New institutions to promote low-carbon technologies have not yet led to investment on the necessary scale. Further changes to the operation of the UK electricity markets to create a ‘level playing field’ for small-scale and intermittent generation are necessary. UK policy can contribute to international agreements following on from the Kyoto Accord, which also need to address the institutional barriers to energy technology development and transfer.  相似文献

The paper investigates the role that the clean development mechanism (CDM) could play in enhancing the effectiveness of north–south technology transfer. This is done by first exploring the issue of technology transfer in the context of existing north–south experiences to bring out the basis for the poor and unsatisfactory performance. This is followed by bringing out the intrinsic relevance of appropriate technology transfer for combating the global climate change issue.The paper then analyses the potential for such an appropriate and sustainable transfer, as well as effective diffusion and deployment of technologies under the CDM. Various aspects of the evolving design of the CDM are investigated to analyze the potential for overcoming the historical barriers across the north–south divide.Any potential for technology transfer under the CDM would need to be supported by an effective framework in the developed countries as well as a conducive environment in developing countries. In searching for such a cooperative and complementary model, the paper analyses the current Dutch strategy to bringforth certain salient features that could be applicable for other countries.Finally, a Japanese model for technology transfer is developed which can build upon domestic strengths as adopt applicable features of the Dutch strategy in order to capitalize any latent potential under the CDM. This is done by first investigating the effectiveness of the existing Japanese technology transfer framework and then extending recommendations for adapting it to reflect the shifting resource flow paradigms under the climate change regime.  相似文献

How do we understand national climate change politics in the United States? Using a methodological innovation in network analysis, this paper analyzes discussions about the issue within the US Congress. Through this analysis, the ideological relationships among speakers providing Congressional testimony on the issue of climate change are mapped. For the first time, issue stances of actors are systematically aggregated in order to measure coalitions and consensus among political actors in American climate politics in a relational way. Our findings show how consensus formed around the economic implications of regulating greenhouse gases and the policy instrument that should do the regulating. The paper is separated into three sections. First, we review the ways scholars have looked at climate change policymaking in the United States, paying particular attention to those who have looked at the issue within the US Congress. Next, we present analysis of statements made during Congressional hearings on climate change over a four-year period. Our analysis demonstrates how a polarized ideological actor space in the 109th Congress transforms into a more consensual actor landscape in the 110th Congress, which is significantly less guided by partisan differences. This paper concludes by discussing how these findings help us understand shifting positions within American climate politics and the implications of these findings.  相似文献

Seaports are located in vulnerable areas to climate change impacts: on coasts susceptible to sea-level rise and storms or at mouths of rivers susceptible to flooding. They serve a vital function within the local, regional, and global economy. Their locations in the heart of sensitive estuarine environments make it an imperative to minimize the impacts of natural hazards. Climate impacts, like a projected SLR of .6?m to 2?m and doubling of Category 4 and 5 hurricanes by 2100, will result in more extreme events at many seaports. To assess the current state of knowledge on this issue, we surveyed port authorities from around the world about how administrators felt climate change might impact their operations, what sea-level change would create operational problems, and how they planned to adapt to new environmental conditions. The planned rapid expansion of ports reported by the survey respondents indicates that adaptation measures should be considered as ports construct new infrastructure that may still be in use at the end of the century. Respondents agreed that the ports community needs to address this issue and most felt relatively uninformed about potential climate impacts. Although most ports felt that SLR would not be an issue at their port this century, sea-level rise was nevertheless an issue of great concern. Our results suggest opportunities for the scientific community to engage with port practitioners to prepare proactively for climate change impacts on this sector.  相似文献

Increasing the rate of climate technology transfer is a critical concern. The international community facilitates the development and deployment of climate technologies for the needs of the South in two primary ways: first, through the use of multilateral frameworks for technology transfer and, second, through in-country capacity building for research, development, and deployment in developing countries. However, scant attention is given to whether national-level frameworks in industrialized countries can support technology transfer. This issue may be of particular relevance to small and medium enterprises (SMEs) in developed countries, due to their relative lack of experience in international markets. The barriers that prevent SMEs from developing and exporting more technologies to the South are identified, by using Israel as a case study. Although Israel is an important global source of climate technology innovation, it currently does not engage much with the developing world. Four principle barriers to greater involvement of OECD SMEs in technology transfer for climate mitigation in developing countries are: (1) lack of knowledge of market needs in developing economies, (2) lack of financial mechanisms to support R&D, (3) lack of opportunities for partnership building, and (4) lack of support for demonstration sites in developing countries.  相似文献

While it is generally asserted that those countries who have contributed least to anthropogenic climate change are most vulnerable to its adverse impacts some recently developed indices of vulnerability to climate change come to a different conclusion. Confirmation or rejection of this assertion is complicated by the lack of an agreed metric for measuring countries’ vulnerability to climate change and by conflicting interpretations of vulnerability. This paper presents a comprehensive semi-quantitative analysis of the disparity between countries’ responsibility for climate change, their capability to act and assist, and their vulnerability to climate change for four climate-sensitive sectors based on a broad range of disaggregated vulnerability indicators. This analysis finds a double inequity between responsibility and capability on the one hand and the vulnerability of food security, human health, and coastal populations on the other. This double inequity is robust across alternative indicator choices and interpretations of vulnerability. The main cause for the higher vulnerability of poor nations who have generally contributed little to climate change is their lower adaptive capacity. In addition, the biophysical sensitivity and socio-economic exposure of poor nations to climate impacts on food security and human health generally exceeds that of wealthier nations. No definite statement can be made on the inequity associated with climate impacts on water supply due to large uncertainties about future changes in regional water availability and to conflicting indicators of current water scarcity. The robust double inequity between responsibility and vulnerability for most climate-sensitive sectors strengthens the moral case for financial and technical assistance from those countries most responsible for climate change to those countries most vulnerable to its adverse impacts. However, the complex and geographically heterogeneous patterns of vulnerability factors for different climate-sensitive sectors suggest that the allocation of international adaptation funds to developing countries should be guided by sector-specific or hazard-specific criteria despite repeated requests from participants in international climate negotiations to develop a generic index of countries’ vulnerability to climate change.  相似文献

In the United States, both scholars and practitioners have repeatedly emphasized the importance of “issue framing” for garnering public support for climate change policy. However, the debate frequently overlooks the importance of counter frames. For every framing attempt by advocates of climate policy, there will be a counter frame by the opponents of climate policy. How do counter frames influence the effectiveness of issue framing as a communication strategy? To answer this question, we report results from a survey experiment on a nationally representative sample of 1000 Americans on clean energy policy, a key policy issue in the public debate on climate change in the United States. Overall, we find that different combinations of positive and negative frames have remarkably little effect on support for clean energy policy. A follow-up on-line survey experiment with a convenience sample of 2000 Americans suggests that the counter frames are responsible for undermining the effects of the original frames.  相似文献

The consequences of wildfires are felt in susceptible communities around the globe on an annual basis. Climate change predictions in places like the south-east of Australia and western United States suggest that wildfires may become more frequent and more intense with global climate change. Compounding this issue is progressive urban development at the peri-urban fringe (wildland–urban interface), where continued infrastructure development and demographic changes are likely to expose more people and property to this potentially disastrous natural hazard. Preparing well in advance of the wildfire season is seen as a fundamental behaviour that can both reduce community wildfire vulnerability and increase hazard resilience – it is an important element of adaptive capacity that allows people to coexist with the hazardous environment in which they live. We use household interviews and surveys to build and test a substantive model that illustrates how social cohesion influences the decision to prepare for wildfire. We demonstrate that social cohesion, particularly community characteristics like ‘sense of community’ and ‘collective problem solving’, are community-based resources that support both the adoption of mechanical preparations, and the development of cognitive abilities and capacities that reduce vulnerability and enhance resilience to wildfire. We use the results of this work to highlight opportunities to transfer techniques and approaches from natural hazards research to climate change adaptation research to explore how the impacts attributed to the social components of social–ecological systems can be mitigated more effectively.  相似文献

This paper shows the extent to which people in Funafuti – the main island of Tuvalu – are intending to migrate in response to climate change. It presents evidence collected from Funafuti to challenge the widely held assumption that climate change is, will, or should result in large-scale migration from Tuvalu. It shows that for most people climate change is not a reason for concern, let alone a reason to migrate, and that would-be migrants do not cite climate change as a reason to leave. People in Funafuti wish to remain living in Funafuti for reasons of lifestyle, culture and identity. Concerns about the impacts of climate change are not currently a significant driver of migration from Funafuti, and do not appear to be a significant influence on those who intend to migrate in the future.  相似文献

China's 12th Five-Year Plan (2011–2015) envisages that shale gas and coal will be central to its energy future. However, for China to meet the energy security and climate change objectives set out in its 12th Five-Year Plan it will be reliant on the widespread commercial deployment of two key technologies; hydraulic fracturing combined with horizontal drilling for shale gas, and carbon capture and storage (CCS) for coal. China is moving to acquire these technologies through technology transfer and diffusion from the US, but progress has been slow, and neither is currently available in China on a commercial scale. Drawing on interviews in the US and China, this article argues that China's expectation of technology from the US may well be disappointed because of factors unique to the US institutional environment that have made the development of fracking technology possible and hinder the development of CCS technology at a commercial scale.

Policy relevance

If China is to meet the energy security and climate change objectives set out in its 12th Five-Year Plan it will be reliant on the widespread commercial deployment of fracking and clean coal technologies. While China expects to acquire these technologies via technology transfer and diffusion from the US, progress has been slow. Because of factors unique to the US institutional environment the availability of both technologies on a commercial scale in China is unlikely in the coming years. As a result, Chinese policy makers would be well-advised not to count on these technologies to meet their energy and climate goals.  相似文献

I offer some theoretical insights to help us better understand the moderator effect of political orientation that Larry Hamilton and others have found in recent years. Reflexive modernization theory highlights an emerging tension between those who direct attention to the negative consequences of industrial capitalism such as climate change (e.g., the scientific community and environmental organizations) and those who defend the economic system against such critiques (e.g., the conservative movement). Political divisions in the American public increasingly map onto these societal divisions between critics and defenders of the industrial capitalist order—especially for the issue of climate change. This alignment is facilitated by increased polarization among political elites and balkanization of the news media. Strong evidence of the moderator effect is consistent with the expectations of information processing theory and elite cues hypothesis from political science. Recent empirical findings in political psychology and neuroscience also seem pertinent for explaining this moderator effect. I end by outlining a few implications for climate change research and communication.  相似文献

Individual action and support for policy to tackle climate change have been linked to perceptions of political and scientific controversy and consensus concerning the issue. Recent media effects research indicates that presentation of agreement or conflict between actors’ opinions influences how audiences respond to news about climate change and policy. While some national case studies have investigated portrayals of actors’ positions on important questions regarding climate change in the media, they are largely absent from comparative research. This study addresses this gap by analysing portrayals of actor-issue-positions and the emerging patterns of controversy and consensus in German, Canadian, and US coverage. Studying a sample of occurrences of climate change-related issues (N = 902) in-depth, the results show German media present political consensus about the need to limit emissions and societal controversy about the efficacy of specific mitigation measures. Presenting mainly consensus, Canadian media report more on climate change’s impact, leaving aside the issue of efficacy. In the US, media emphasise political controversy — about the need to limit emissions and occasionally about climate change’s impact on humans. The findings, consistent with other recent publications, can best be explained by journalists selectively indexing of seemingly relevant actor-issue-positions.  相似文献

Ecosystem Evaluation, Climate Change and Water Resources Planning   总被引:3,自引:0,他引:3  
This paper considers ecosystem evaluation under conditions of climate change in the context both of the U.S. Water Resources Council's Principles and Guidelines (P&G) and the more general Federal regulations governing environmental evaluation. Federal water agencies have responsibilities for protecting aquatic ecosystems through their regulatory programs and operations and planning missions. The primary concern of water resources and aquatic ecosystems planning in the United States is on the riparian or floodplain corridors of river systems. In the context of climate change, planning for these systems focusses on adaptation options both for current climate variability and for that engendered by potential climate change.Ecosystems appear to be highly vulnerable to climate change, as described in IPCC reports. Aquatic ecosystems are likely to be doubly affected, first by thermally induced changes of global warming and second by changes in the hydrologic regime. Perhaps as much as any of the issues dealt with in this issue, the evaluation of ecosystems is linked to fundamental questions of criteria as well as to the details of the Federal environmental planning system. That system is a densely woven, interlocking system of environmental protection legislation, criteria and regulations that includes a self-contained evaluation system driven by the National Environmental Policy Act (NEPA) procedural guidelines (United States Council on Environmental Quality, 1978) and Environmental Impact Statement (EIS) requirements. The Corps of Engineers must use both the P&G and the NEPA/EIS system in discharging its responsibilities.If U.S. Federal agencies are to take the lead in formulating and evaluating adaptation options, there needs to be a reexamination of existing evaluation approaches. Among the elements of the P&G that may require rethinking in view of the prospects of global climate change are those relating to risk and uncertainty, nonstationarity, interest rates, and multiple objectives. Within the government planning process, efforts must be made to resolve inconsistencies and constraints in order to permit the optimal evaluation of water-based ecosystems under global climate change. The interrelationships of the two systems are described in this paper, and alternative ways of viewing the planning process are discussed. Strategic planning and management at the watershed level provides an effective approach to many of the issues. Current NEPA/EIS impact analysis does not provide a suitable framework for environmental impact analysis under climate uncertainty, and site-specific water resources evaluation relating to climate change appears difficult at current levels of knowledge about climate change. The IPCC Technical Guidelines, however, provide a useful beginning for assessing the impacts of future climate states.  相似文献

Transfer of low carbon technologies to developing countries has been recognized as important in global efforts to limit climate change. Yet the mechanics of international technology transfer, especially around intellectual property rights, have remained a controversial issue in international negotiations. Using a new dataset on international partnerships in China and India in three key low carbon technologies—solar photovoltaics, electric vehicles, and coal gasification/integrated gasification combined cycle—and complementary expert interviews we study the dynamics of the transfer of intellectual property and the underlying drivers that guide the development of business strategies and partnerships in the context of transitioning intellectual property regimes in emerging markets. We find that weak intellectual property regimes are indeed a hindrance to the diffusion of certain classes of low carbon technologies: (i) for cutting-edge technologies, (ii) for fully-embodied (explicitly codified) technologies, and (iii) for small firms. However, we also find that intellectual property issues do not represent a barrier to the diffusion of the relatively mature and low to medium cost low carbon technologies that are materially (at scale) most important for carbon dioxide emissions reduction in the short to medium term. Competitive technology supply, shifting market dynamics, and increasingly vigorous domestic innovation coupled with mechanisms and opportunities to structure credible intellectual property deals allow for the diffusion of key low carbon technologies to occur within the context of existing business, political, and institutional structures.  相似文献
