This paper addresses development and problems of the legislative framework for coastal and coral reef resources management in Indonesia. It describes the background to the legal framework of Indonesian coastal and coral reef legislation and proposes an appropriate legal framework for addressing Indonesian coastal and coral reef management. This paper outlines several major challenges faced by the Indonesian legislators. It reviews some of the justifications of creating an appropriate legal framework for coastal management.It argues that an adequate and appropriate legal framework will promote sustainable development and management of coastal and coral reef resources. It argues that, the complicated and inappropriate legal framework currently place in Indonesia has contributed to serious degradation of coastal and marine resources. It also argues that this degradation has been exacerbated by the lack of a national marine policy, severe weaknesses in law enforcement of natural resource including those of the fisheries laws and regulations in Indonesia. This paper suggests that there is a general malaise or lack of commitment to sustainable management and development of natural resources. This paper also focuses on the political aspects and their impacts on legislation for coastal and coral reef management at the national and selected regional levels.  相似文献

On July 1st 1999, the Institute of Marine Sciences (IMS), University of Dar Es Salaam celebrated its 20th anniversary. IMS was established as a lead institute for conducting advanced marine research and training in Tanzania. Its 20th anniversary accords us an opportunity to reflect on the advances of marine science in Tanzania. Being a coastal nation and by recognizing the importance and potentials of the ocean and coastal area, Tanzania, since its independence has been doing efforts to set-up sound marine policies and institutional framework and build the nation's capability, including human, in marine affairs. A careful study of Tanzania's marine science policies, institutional framework, and human capability indicates that the situation has improved satisfactorily, especially in human capacity. However, the country's capability in conducting basic and advanced marine science research remains poor due to the lack of a research vessel. The major problem has been the high construction and running costs of a research vessel. I am proposing two approaches from other countries, i.e., Japan, Germany, USA, and UK that can be adopted in Tanzania. Firstly, the research vessel can be acquired as a national resource, i.e., bought and owned by the government. Secondly, relevant and capable beneficiaries, departments, and organizations e.g., the navy, can buy the vessel and make it available to the marine science community. Acquiring a multipurpose marine research vessel is an important next step that Tanzania needs to make in marine science. I am also proposing formulation of a national policy to guide marine science research and development, and the establishment/selection of a lead agency with full authority to manage and supervise all marine and coastal area development/economic activities.  相似文献

Tuna has made a significant contribution to Indonesian and world fisheries. Indonesian tuna fisheries were introduced from Japan, Taiwan and Korea. Longline fishing was introduced in 1962, and purse seine gear was first used in 1974. Many foreign vessels have reflagged to the Indonesian flag. The Indonesian government developed its own tuna fisheries and closed the chartering program in 2006. Through these efforts, Indonesia became the number one tuna production country in 2004 and has further targeted an increase in marine capture fisheries catch of 0.5%/year from 2010 to 2014. Tuna resources remain under pressure globally. The tuna regional fisheries management organizations attempt to manage tuna fisheries by strengthening conservation of stocks. To enhance international cooperation, Indonesia ratified the 1982 Convention on the Law of the Sea in 1985 and the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 relating to Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks in 2005 and became a member of Indian Ocean Tuna Commission and Commission for the Conservation of Southern Bluefin Tuna and a cooperating non-member of Western and Central Pacific Fisheries Commission in the 2000s. Consequently, Indonesia adopted domestic regulations to comply with management measures. For future sustainable development, Indonesia needs to build its capacity, improve its compliance with the tuna RFMOs’ conservation and management measures, strengthen data collection, develop its products to increase their quality and diversification, and enhance its international cooperation.  相似文献

Following the decision in 2007 by the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) to include European eel Anguilla anguilla on its Appendix II, and the 2010 ban of all eel exports by EU member states, a shift has occurred to tropical Asian eel species to meet the demand from East Asia. Here the focus is on the role Indonesia played in fulfilling this demand using official export figures, reports in the Indonesian media and government documents. Despite Indonesia first putting in place restrictions on the export of eel in 1974 the export has increased exponentially over the last 25 years. Prior to the EU ban it exported ~1.4 million kg/year. With the infrastructure in place, and close trade links to East Asia, and helped by government encouragement, Indonesia was in an excellent position to step in where the EU posed restrictions. Exports increased to 3.2 million kg/year (2007–2009), to 4.0 million kg/year (2010–2012), and to 6.1 million kg (2013). The interest in eel trade in Indonesia increased in parallel with the exports. From 2010 onwards the searches for the Indonesian equivalent of eel (“ikan sidat”) became frequent enough for it to be picked up by Google Trends. Indonesia is home to five species of eel, and while it is unclear in what quantities each is traded, Indonesian media reports suggest that the majority comprises A. bicolar and A. marmorata. More stringent management schemes, possibly including CITES-listing, and better monitoring are needed to ensure that international trade is not an impediment to the conservation of tropical eels.  相似文献

Marine protected areas (MPAs) are increasingly being established to protect and rebuild coastal and marine ecosystems. However, while the high seas are increasingly subject to exploitation, globally few MPAs exist in areas beyond national jurisdiction. In 2010 a substantial step forward was made in the protection of high seas ecosystems with 286,200 km2 of the North-East Atlantic established as six MPAs. Here a summary is presented of how the world's first network of high seas marine protected areas was created under the OSPAR Convention, the main challenges and a series of key lessons learned, aiming to highlight approaches that also may be effective for similar efforts in the future. It is concluded that the designation of these six MPAs is just the start of the process and to achieve ecological coherence and representativity in the North-East Atlantic, the network will have to be complemented over time by additional MPA sites.  相似文献

Reefs are one of the marine habitats listed in Annex I of the European Union's Habitats Directive, which aims to establish a coherent European ecological network of Special Areas of Conservation. EU Member States are required to prepare and propose a national list of sites for evaluation under the scheme, but currently the occurrence of reefs in the United Kingdom's nearshore and offshore areas is not well documented. Here we report on our search for rocky reefs in the central English Channel, which unexpectedly revealed an extensive reef system covering an area of 1100 km2. Prior to our work, it was generally perceived that the seabed in this area comprised mostly gravel, with a few isolated rock outcrops.Our approach to determining the location, extent and character of these reefs incorporated broad, medium and fine-scale analyses over a 3200 km2 area of seabed, using single- and multi-beam acoustic data, ground-truthed by underwater video and stills imagery. A benthic terrain model was developed in ArcGIS to map topographic features at the broad and medium scales. Biotope assignments were made at the fine scale through detailed analysis of video footage obtained from 30 sampling stations. The study area has a complex geological history and lies at the centre of a major bedload-parting zone. Together, these strongly influence the seabed character and the distribution of biotopes. An integrated assessment of the physical and biological features was used to map the study area to level 4 of the EUNIS habitat classification system.Similar physical conditions exist in other areas of the UK continental shelf, raising the prospect of predicting where other rocky reef systems might occur. In the absence of a co-ordinated national seabed survey programme, such predictions, coupled with interpretation of existing single-beam bathymetry data, can help prioritise areas where limited survey resources could be most effectively deployed.  相似文献

Illegal, unreported and unregulated (IUU) fishing activities continue to thrive in the northern region of Australia's Fishing Zone (AFZ). Indonesian fishermen involved in IUU fishing in this area target specific marine species such as shark, reef fish, sea cucumber and trochus that are destined for the Asian market. Many of these marine species’ stocks are now at critical levels. Local communities based in Northern Australia, state and Federal governments are also concerned with issues of border security and quarantine measures that coincide with the IUU fishing activities. Whilst Australian and Indonesian governments continue to negotiate this pressing issue, international instruments, bilateral agreements and domestic policies are not deterring Indonesian fishermen from pursuing IUU fishing activities in the AFZ.  相似文献

近年来的研究指出红树林在海岸带碳固定和碳储存方面发挥着重要的作用。尽管印度尼西亚的红树林面积在全球占很大的比重,对于该地区红树林的有机碳储量和土壤有机碳来源的认识仍有限。本研究调查了印度尼西亚北苏拉威西海洋型的Wori红树林中生态系统有机碳储量及其空间分布特征,以及土壤有机碳的来源,以期加深该地区红树林“蓝碳”功能的认识。研究结果显示,Wori红树林0-50cm深度土壤中有机碳储量为15.4 kg/m2,占生态系统碳储量的主要部分(65%)。红树植物生物量和生态系统碳储量分别为8.3 kg/m2和23.7 kg/m2。土壤有机碳储量在不同离岸距离的采样站位中未表现出显著的空间分布差异,而生物量碳储量则在外滩最高。13C稳定同位素分析结果表明红树林土壤中蓄积的有机碳主要来源于红树林有机质,而潮水中的悬浮有机质和红树林外缘的海草并不构成红树林土壤有机碳的重要来源,它们的贡献者都低于20%。研究结果进一步证实了热带地区海洋型红树林湿地在碳储存以及红树植物对碳固定方面的重要性。  相似文献

Marine industries face a number of risks that necessitate careful analysis prior to making decisions on the siting of operations and facilities. An important emerging regulatory framework on environmental sustainability for business operations is the International Finance Corporation’s Performance Standard 6 (IFC PS6). Within PS6, identification of biodiversity significance is articulated through the concept of “Critical Habitat”, a definition developed by the IFC and detailed through criteria aligned with those that support internationally accepted biodiversity designations. No publicly available tools have been developed in either the marine or terrestrial realm to assess the likelihood of sites or operations being located within PS6-defined Critical Habitat. This paper presents a starting point towards filling this gap in the form of a preliminary global map that classifies more than 13 million km2 of marine and coastal areas of importance for biodiversity (protected areas, Key Biodiversity Areas [KBA], sea turtle nesting sites, cold- and warm-water corals, seamounts, seagrass beds, mangroves, saltmarshes, hydrothermal vents and cold seeps) based on their overlap with Critical Habitat criteria, as defined by IFC. In total, 5798×103 km2 (1.6%) of the analysis area (global ocean plus coastal land strip) were classed as Likely Critical Habitat, and 7526×103 km2 (2.1%) as Potential Critical Habitat; the remainder (96.3%) were Unclassified. The latter was primarily due to the paucity of biodiversity data in marine areas beyond national jurisdiction and/or in deep waters, and the comparatively fewer protected areas and KBAs in these regions. Globally, protected areas constituted 65.9% of the combined Likely and Potential Critical Habitat extent, and KBAs 29.3%, not accounting for the overlap between these two features. Relative Critical Habitat extent in Exclusive Economic Zones varied dramatically between countries. This work is likely to be of particular use for industries operating in the marine and coastal realms as an early screening aid prior to in situ Critical Habitat assessment; to financial institutions making investment decisions; and to those wishing to implement good practice policies relevant to biodiversity management. The islands of New Zealand cover an area of approximately 250,000 km2, but the New Zealand Exclusive Economic Zone (EEZ) extends to around 4 million km2 and recent confirmation of New Zealand’s Extended Continental Shelf (ECS) has added a further 1.7 million km2 to the country’s marine estate. Within the 5.7 million km2 of New Zealand’s marine territory, approximately 1.2 million km2 are underlain by sedimentary accumulations which may be thick enough to expel petroleum.  相似文献

In this paper bilateral and multilateral research projects are discussed as particularly attractive means of external assistance to capacity building. The International Indian Ocean Expedition (IIOE; 1959–65) was the first large scale project with a strong component of capacity building, largely due to the farsighted efforts of Dr N.K. Panikkar. Recent examples described in the paper, include multilateral regional research projects in the Middle East and in the Benguela region as well as a bilateral study of the Brazilian mangroves. Combined research and training projects should be of long term nature and have to be based on full partnerships from the early planning through all phases of implementation, up to final publications. Each project should be of direct value for the sustainable development of the host country and the region, it should meet the following criteria: high scientific quality and good prospects for obtaining results of general scientific importance, and if possible, linked to ongoing international programmes in marine science and monitoring. It should be incorporated into the structure of scientific organisations of the host country and linked to other national or regional projects. The universities of the region and their academic teaching programmes should directly benefit from the programme. In the course of the project full use should be made of the data and experience already existing in the region. It should ensure full bilateral data exchange and provide links to international data storage and retrieval systems. Joint publications — preferably in English — in international journals as well as participation in international scientific meetings shall open the entry to the international marine science community.  相似文献

It is increasingly accepted that humanity’s unsustainable use of the marine environment is causing the degradation of the very marine ecosystems it relies upon. This awareness had led to the generation of a significant number of international agreements and conventions aimed at improving marine management and conserving marine ecosystems. In the European Union, this has resulted in the evolution of an extensive array of environmental legislation and policy. In addition, the United Kingdom and its devolved regions have been developing their own policies and legislative tools to advance marine conservation and management. Party to all of these tiers of governance, Northern Ireland has made numerous international, regional and national commitments to protecting and restoring marine ecosystems. Here those commitments are explored in terms of the local political, administrative and governance reality in Northern Ireland. A complex governance structure and lack of interdepartmental co-operation is shown to severely hinder Northern Ireland’s ability to meet stated commitments. Underfunding and lack of political will also seriously hamper conservation efforts. Findings indicate that the integration of all marine management functions into a single marine management organisation would greatly facilitate Northern Ireland’s progress and that the development of an ecologically coherent network of marine protected areas would go a long way towards fulfilling its conservation commitments. This case study demonstrates some of the hurdles small nations face in meeting their responsibilities under regional and international agreements and highlights the gap between a nations conservation commitments and its successful implementation of policy to fulfil them.  相似文献

We present here the essential elements which describe the genesis, development, results and status of an initiative known as EcoPlata. EcoPlata is a long-term joint venture between Uruguay and Canada in the area of marine science. Its preliminary goal was to develop a strategy to improve Uruguayan national capacity in integrated coastal management through the application of good scientific principles, while the ultimate goal was to influence ongoing national policy discussions related to scientific research. The EcoPlata program was designed in two successive phases: the first was devoted to planning; during the second, a work strategy to promote institutional research was implemented using well-defined scientific objectives. A future phase will advance activities to a more sophisticated level in order to involve a broader array of institutional participants, as well as move the decision process into the realm of integrated management. As a consequence of these impending changes, every effort will be made to maximize budgetary resources available to EcoPlata from all sources.  相似文献

Accidental marine pollution can have major ecological and economic consequences at national and trans-national levels, and there is a need to achieve a better integration of science into actual decision-making systems to support prevention measures, response systems and management activities.. Effective linking mechanisms between R&D and end-users/policy stakeholders are required to ensure the relevance of R&D, effective uptake of R&D outputs, and suitable policy development. Different issues and barriers to effectively link accidental marine pollution R&D effort to end-users concerns and needs and to develop a trans-national strategic approach are identified, analysed, and further developed into recommendations.  相似文献

在新常态背景下,海洋科技作为海洋经济发展新旧动能转化的推动力,对促进海洋经济高质量发展具有重要作用。本文基于三阶段 DEA 模型,剔除环境因素和随机干扰,测算 2006—2018 年我国 11 个沿海地区海洋科技创新效率,进一步 建立 Tobit 模型分析其影响因素。研究结果表明:在 2006—2018 年间,我国 11 个沿海地区海洋科技创新效率整体水平较低,区域差异明显;海洋科技创新规模效率过低是限制我国海洋科技创新效率提高的主要原因;政府支持力度、高技术产业规模、企业科技研发强度、科研机构研发能力、科技人才专业素质和科技人才组成结构等对海洋科技创新效率有促进作用,而地方财政科学支出对海洋科技创新效率有负向影响。应通过建立海洋科技创新核心主导下的区域协调机制,提高海洋科技创新规模化水平,完善海洋科技创新支撑体系,进一步提高我国海洋科技创新效率,形成创新驱动发展的科技兴海长效机制,推进海洋强国战略实施。  相似文献

在全球气候变化的背景下,现代化海洋牧场是我国应对近海生态环境恶化和渔业资源衰退、实现海洋生态文明和海洋强国战略的重要手段。而海洋牧场观测网是科学指导现代化海洋牧场建设,并进行科学管理的重要基础。为了保障现代化海洋牧场的可持续健康发展,山东省于2015年底开始在各海洋牧场建设生态环境海底观测站,并组网建成世界先进的海洋牧场观测网,目前已覆盖23处海洋牧场。设立观测网预警中心,负责海洋牧场观测网的日常运行和维护,同时开展水域多学科耦合过程的基础研究和业务化辅助决策的应用服务。海洋牧场观测网的建立和业务化运行初步实现了海洋牧场生态环境和渔业资源的"可测"、"可视"、"可控"和"可预警"。目前,我国现代化海洋牧场观测网的科学发展仍面临诸多挑战,建议进一步增强观测设备的自主研发能力和长期在线监测的稳定性,跨介质立体组网、实现海洋牧场的全方位立体监测,深化多学科耦合过程的基础研究并提供多元业务化辅助决策应用服务,为现代化海洋牧场的高质量发展保驾护航。  相似文献

我国沿海地区是极端天气和气候事件易发频发区,也是重要的人口和经济聚集地。在全球气候变化背景下,风暴潮、海浪、海冰和海啸等海洋动力灾害的形成机理、发生规律、时空特征、损失程度呈现出新的特点,重特大海洋动力灾害对我国沿海地区造成的威胁不容忽视。文章阐述海洋动力灾害时空分布特征,在分析我国沿海地区应对海洋动力灾害现状基础上,提出我国沿海地区应对重特大海洋动力灾害的对策与建议:建议开展重特大海洋动力灾害防御相关立法研究,制订国家层面应对重特大海洋动力灾害专项应急预案,建立健全重特大海洋动力灾害保险风险补偿机制以及提升重特大海洋动力灾害科技支撑能力。  相似文献

为促进浙江省海洋科技发展和海洋强省建设,文章概述浙江省海洋科研力量,分析其主要优势和存在的问题,并提出对策建议。研究结果表明:浙江省海洋科研力量优质且充足,科研项目及其成果大量涌现,优势科研领域初步形成;浙江省海洋科研的发展主要得益于优越的资源和区位条件、蓬勃的海洋事业发展以及改革创新的海洋管理体制机制;与此同时,存在整体发展水平仍有差距,力量、学科和人才分布不均衡以及科技创新和成果转化不足的问题;未来应谋划海洋科技发展战略、促进海洋科研协同发展、完善海洋科研领域体系、优化海洋科研人才结构和推动海洋科技成果转化。  相似文献
