The changing contexts in the drylands of Africa in which pastoralists operate pose potential negative effects for the livelihood sustenance of pastoralists. We examined present livelihood adaptations among Afar pastoralists in north eastern Ethiopia through a household survey. With an average per capita income of 1.20 USD a day (PPP-adjusted in 2006), all households surveyed in the study area fall below the international 2 USD a day poverty line. Most Afar pastoralists have become increasingly involved in farming and non-farming/non-pastoral activities, but do not display a total detachment from traditional mobile herding. Pastoral households are still less likely to diversify their livelihoods, while semi-pastoral and agro-pastoral households keep livestock more as an additional insurance against failure in other livelihood activities such as farming. This indicates combining livestock production and farming has improved or at least constrained declines in livelihood outcomes. Our quantitative findings are congruent with the general patterns of pastoral livelihood contraction occurring in the region even if a substantial group of pastoralists continue to engage in keeping livestock. These findings are highly relevant in a management context, suggesting more encompassing, and locally adapted policy and development strategy rather than a wholesale abandonment of support to pastoral livelihood styles.  相似文献

Global climate change is causing the majority of large lakes on the Tibetan Plateau to expand. While these rising lake levels and their causes have been investigated by hydrologists and glaciologists, their impacts on local pastoral communities have mostly been ignored. Our interviews with pastoralists in central Tibet reveal their observations and beliefs about Lake Serling’s expansion, as well as how its effects are interacting with current rangeland management policies. Interviewees reported that the most negative effects on their livelihoods have been reduced livestock populations and productivity due to the inundation of high-quality pastures by saline lake water. However, pastoralists’ collective efforts based on traditional values and norms of sharing, assistance, and reciprocity have helped them cope with these climate change impacts. These local, traditional coping strategies are particularly worthy of attention now, given that the transformation of traditional pastoralism is a goal of current government development initiatives.  相似文献

ABSTRACT. Recent shifts in Mongolia's politics and economy have changed pastoral land-use patterns and charged debate over how pasturelands are allocated and regulated in a market economy. Absent has been any detailed understanding of the historical geography of pastoral tenure and land-use patterns in Mongolia prior to the socialist era and the collectivization of livestock husbandry. An overview and case study of changing tenures and land-use patterns suggests that in prerevolutionary Mongolia wealth and poverty determined herders' mobility and access to pasture resources; no less is true today. Historical data also reveal dual formal and informal regulatory institutions extant in the past that coordinated patterns of seasonal movement. This amounted to an unofficial tenure system and has contributed to Mongolia's legacy of ecologically and socially sustainable pastoralism.  相似文献

Pastoral production around artificial watering points in semi-arid environments affects the density and composition of plant communities. In the Kalahari desert of southwestern Africa, bush encroachment is often regarded as the major form of land degradation resulting from pastoral production around watering points. We investigated the OvaHerero pastoralists’ perceptions of the extent of vegetation change since the establishment of artificial watering points in the northern Kalahari desert of Namibia, and related this to ecological data on vegetation change. We determined the utility of woody vegetation to pastoralists’ livelihoods in terms of provision of construction material, fuel wood and browse. We quantified local knowledge of cattle browse consumption and correlated this with field data. We also assessed the purposes for which major livestock types were used. Our results showed that: (1) pastoral knowledge of bush encroachment and browse consumption was consistent with concurrently collected field data, (2) the current level of bush encroachment was perceived to be beneficial for pastoral production, and (3) cattle played an important role in the production of milk and milk by-products for domestic use, and served as a source of cash income, while sheep and goats were primarily kept for meat consumption. This result contrasts with historical studies that mainly portray cattle as a symbol of social status among OvaHerero pastoralists.  相似文献

The imposition of exclusive statutory real property rights in or near pastoralists’ areas and their migration corridors permanently excludes and extinguishes pastoralist rights to mobility and access to required resources. Seasonal interactions with non-pastoralist land use actors often occur during pastoralist migrations between rangelands and highlands or dry season grazing areas. In an embedded case study in Northern Kenya, in which interviews based on semi-structured questionnaires were held with pastoralists and non-pastoralists, we investigated how non-pastoralist land use actors manage encounters with migrating pastoralists within the context of the Land Administration system. We found that the majority of non-pastoralist land use actors encounter migrating pastoralists during distinct periods. Most never allow herders access to privately owned land. A small proportion allow access and make temporary verbal or written access agreements containing provisions on grazing fees, grazing regulations and rules to protect private property. The majority of non-pastoralists are unwilling to have access arrangements formalized. We argue that land rights adjudication should identify and confer all existing land rights to all users to avoid obstruction or renegotiation for access, and recommend the inclusion of pastoralists’ access rights as real property rights in the Land Administration system.  相似文献

To develop indicator–based management tools that can facilitate sustainable natural resource management by non–specialists, meaningful participation of stakeholders is essential. A participatory framework is proposed for the identification, evaluation and selection of rangeland condition indicators. This framework is applied to the assessment of rangeland degradation processes and sustainable natural resource management with pastoralists in the southern Kalahari, Botswana. Farmer knowledge focused on vegetation and livestock, with soil, wild animal and socio–economic indicators playing a lesser role. Most were indicators of current rangeland condition; however 'early warning' indicators were also identified by some key informants. This demonstrates that some local knowledge is process–based. Such knowledge could be used to improve indicator–based management tools and extension advice on the livelihood adaptations necessary to prevent or reduce ecological change, capable of threatening livelihood sustainability. There is evidence that social background influences indicator use. Communal farmers rely most heavily on vegetation and livestock indicators, whilst syndicate and land–owning pastoralists cite wild animal and soil–based indicators most frequently. These factors must be considered if indicator–based management tools are to meet the requirements of a diverse community.  相似文献

The paper reconsiders the use of arid landscapes as a resource by pastoral societies in the light of recent socioeconomic developments, using Bedouin livestock herding in the Jordanian Badia as a case study of a pastoral system in transition. The paper argues that in the contemporary Badia context, landscape is exploited by users in a wide variety of ways, and for the acquisition of both tangible and non-tangible resources. The study concludes that the modernization and commercialization of livestock production in the Badia does not necessarily imply a diminishing of ties between herder and land resources, and suggests instead that the process of modernization in livestock production may in fact generate a wider spectrum of options for its exploitation.  相似文献

We examined the perceptions and realities of land degradation in a communal ranching area, Otjimbingwe, in arid Namibia (in south-western Africa). It is commonly perceived that large-scale degradation of Otjimbingwe has occurred due to a mixture of improper pastoral practices and pressures induced by a high human population growth rate. We sought to determine whether the inhabitants perceived land degradation to have taken place and whether their perceptions were consistent with empirical data on environmental quality. Furthermore, we wished to determine whether these pastoralists had management strategies to help them withstand the harsh environmental conditions in which they live. All respondents in our surveys perceived that the environment had become degraded. The claimed source of this degradation, a decline in annual rainfall, is inconsistent with long-term rainfall records (there was neither change nor cyclicity in rainfall over time). There is also little evidence of a decline in plant cover and soil quality in spite of the very high stocking densities. No overall pastoral strategy exists in Otjimbingwe. Options for management are extremely limited due to a variety of external and internal pressures such as a high human population growth rate, high immigration into Otjimbingwe, restricted water availability due to dams constructed upstream, and limited movement opportunities for livestock in drought periods.  相似文献

In dryland rangelands with their high environmental variability, local ecological knowledge of forage plants is essential for management decisions. Ecological apparency hypothesis (EAH) predicts plants' availability and visibility to be important criteria for local valuation. However, EAH has mainly been tested in low-variability systems. We ask whether EAH is valid for forage plants in drylands; which other local criteria exist; and how criteria are connected to management decisions.In a Moroccan pastoral system, we applied a novel ethnobotanical method by calculating the Cognitive Salience Index (CSI) for plants' valuation (CSIantro) and availability (CSIeco). To evaluate explicit criteria, we correlated palatability and nutritive value to CSIanthro. ANCOVAs related CSIanthro to EAH criteria (CSIeco and lifetime) and to plant occurrence on pasture types. We found EAH criteria to better predict CSIantro than explicit criteria. Apparent plants from semi-arid pastures were more valued than those from arid pastures (HSD; p < 0.05). We introduce the criterion of reliability into EAH to explain this, and demonstrate how pastoralists adjust management decisions to resource reliability. Linking resource valuation to management decisions can thus improve our understanding of resilience mechanisms. Our study also confirms the validity of EAH for forage species and dryland environments.  相似文献

Biodiversity is a critical component of the natural environment and the protection of it often meant the displacement of local communities in developing countries. The Richtersveld National Park (South Africa) is unusual in that it forms part of the Richtersveld communal rangeland and is currently managed for goat and sheep farming as well as biodiversity conservation under a contractual agreement. These two objectives are not regarded as mutually compatible and have created tension between conservation management officials and pastoralists. We set out to examine the consequences of reducing herd size in a communal livestock production system in support of biodiversity conservation in a protected area. Kidding, animal offtake (sales and slaughter), mortality and herd persistence showed no clear incentives for an individual pastoralist to reduce herd size. Reducing herd size is not considered a recommended intervention for the conservation of biodiversity or livelihood improvement of pastoralists in the park. The future of the natural resources of the national park is dependent on a delicate balance between the needs of the pastoralists and the conservation of those very same resources that the pastoralists use.  相似文献

Abstract

Urban-rural interactions are important features of spatial dynamics in Africa that have been affected by recent economic, social and cultural transformations. The attention of academics and policy-makers has concentrated on the impact of such mobility on rural actors and economies. Our objective is to consider the point of view of urban households and to analyse how they manage to develop and use their “rural connections”. The paper is based on in-depth qualitative fieldwork conducted in Cameroon, in Douala and Bafoussam. It presents an analysis of the configurations of urban resident mobility to rural regions. By mapping mobility we show the role of linkages with rural areas in urban household strategies. We also illustrate how a major city and a fast-growing secondary one differ in their connections with rural areas. The paper addresses what is one of the recurrent questions in the literature: will urban-rural linkages change in the long-term as the trend towards urbanization intensifies. Urban-rural mobility remains crucial, contributes to creating complex and dynamic networks. Collective connections are reaffirming the importance of the village and the region of origin. Mobility is a key element for many urban households in developing their urban position and strategies.  相似文献

Woody encroachment is one of the several factors aggravating rangeland degradation in arid and semiarid areas. The goal of this study is to improve our understanding about the relationship between woody encroachment and its potential drivers by analyzing the temporal and spatial pattern of land-cover changes in the lower Omo region of southern Ethiopia. We used a combination of multi-temporal images, as well as climatic and demographic data for the analysis. Between 1985 and 2010 woody vegetation cover increased by 30.6% in the pastoral landuse type, while declining by 4.4% in the semipastoral areas. The increment was negatively associated with altitude and browser livestock density. However, contrary to the traditional presumption, it was not associated with grazer livestock density. Moreover, woody encroachment was higher in remote sites, farther from rivers and towns, where there is relatively lower human activities and livestock disturbance. The finding suggests the ecological significance of landuse type and livestock browsing to regulate the dynamics of woody vegetation in disturbance-adapted rangelands. Thus, a careful introduction of native larger browsers into woody encroached pastoral areas may help to facilitate rapid ecosystem recovery.  相似文献

Formal and informal institutions guide and shape communities and communication practices worldwide. Colonization, modernization and political transformation processes changed and questioned the role and relevance of informal institutions and strengthened the position of formal institutions. This paper looks at institutional governance transitions and the increasing presence of formal as opposed to informal clan based practices in the pastoralist lowlands of the Afar Region, Ethiopia, by analysing its impact on communication practices. Afar is governed by numerous multi‐scale institutions; a complex network of governmental and traditional, formal and informal bodies at different scales. The region witnessed the devaluation of indigenous and traditional customs, which altered how and with whom pastoralists and agro‐pastoralists communicate. The paper's case study shows that although residents now report their concerns to formal institutional representatives, traditional institutions are still functional. This change allows females to take a more active role in reporting concerns and communicating with authority figures. However, spatial disadvantages are present in this vast and sparsely populated region as those based further away from government representatives are disadvantaged. The relevance for a clear understanding of communication methods on the ground is stressed, in particular for implementing and disseminating programs and policies in this aid‐dependent area.  相似文献

畜牧业雪灾是牧区冬、春季节最严重的自然灾害之一,往往会造成大量牲畜伤亡,严重威胁和制约了牧区畜牧业生产和高质量发展,未来气候变化使得畜牧业雪灾风险存在着更大的不确定性。论文基于区域自然灾害系统理论,梳理了畜牧业雪灾致灾成害过程和风险评估的理论框架,从致灾因子、孕灾环境、承灾体等方面系统总结了当前研究进展,以及存在的主要问题。最后针对今后畜牧业雪灾研究进行了展望,主要包括以下6个方面:① 增强草高估算和雪深反演精度研究;② 深化积雪分配过程研究及多致灾因子与孕灾环境耦合的危险性分析;③ 强化缺氧环境对畜牧业雪灾致灾成害过程的影响机制研究;④ 加强牲畜暴露分布的时空变化研究;⑤推进畜牧业雪灾减灾措施的成本效益分析;⑥ 加强气候变化背景下畜牧业雪灾风险定量评估和多学科交叉研究。  相似文献

Through surveys and participatory rural appraisal methods, the study documents the traditional cattle-husbandry systems in both the mixed crop–livestock system in the highlands and the pastoral system in the lowlands in Eritrea. Herding, grazing, breeding strategies, heat detection, milking letdown, food habits, marketing, housing and traditional veterinary practices are described in each system. The pastoral system is based on large, mobile, predominantly female herds that go for long-range grazing and cattle are mainly kept for milk and milk products. In the highland farming communities, cattle are sedentary, relatively fewer, predominantly male and are mainly kept to provide energy for agricultural purposes.  相似文献

This study examined the environmental consequences of forced migration in the Matam and Podor regions of the Middle Senegal River Valley, Senegal. The analysis was based on a framework offered by Black (1994) and Leach (1992). This framework posits that: 1) refugees in a zone increase population/resource ratios and that resource accounting must consider the extent of renewable resources, the use of stocks of fixed capital, the extent to which resource use generates technological or socioeconomic changes which influence the ratios, and geographic area; 2) refugees tend to be "exceptional resource degraders"; and 3) refugees may ignore or be excluded from sustainable resource use regulations. The study area in the Senegal River Valley had Mauritanian refugees in 1989. The number of refugees was an estimated 67,800 in 1995, of which 47,000 were in the study area. The study region had experienced severe drought during the 1970s and early 1980s, had experienced acute pressure on the land and forest resources, and was experiencing conflicts between farmers and pastoralists. The Mauritanian migrants were not exceptional, but were a third wave of movements in the Middle Valley. The negative environmental impacts of forced migration were minimized by the scattered sites of settlement and the long history of contact between the two sides of the border. Refugees did not use resources in a more destructive or wasteful way than local populations and were not exceptional resource degraders. Environmental degradation is attributed to prior drought, actions by governmental and nongovernmental agencies, and actions by strangers from the south.  相似文献

Climate change and forage-intake are important components of livestock population systems, but our knowledge about the effects of changes in these properties on livestock is limited, particularly on the Northern Tibetan Plateau. Based on corresponding independent models (CASA and TEM), a human-induced NPP (NPPH) value and forage-intake threshold were obtained to determine their influences on livestock population fluctuation and regrowth on the plateau. The intake threshold value provided compatible results with livestock population performance. If the forage-intake was greater than the critical value of 1.9 (kg DM d-1 sheep-1), the livestock population increased; otherwise, the livestock population decreased. It takes four years to transfer a disturbance in primary productivity to the next trophic level. The relationships between livestock population and NPPH value determined population dynamics via the forage-intake value threshold. Improved knowledge on lag effects will advance our understanding of drivers of climatic changes on livestock population dynamics.  相似文献

This case study on the Borkena wetlands in north‐eastern Ethiopia tells, through the voices of the inhabitants, the story of the occupation and management of an area where agro‐pastoralists (Urrane) and farmers have progressively settled. It shows how different policy changes and natural disasters have transformed the type of peoples' livelihoods and land use patterns in the wetland. It tells the history of relationships between smallholder peasants, irrigation farmers, commercial farms, and the Urrane, where conflicts as well as collaboration developed, and it shows how different stakeholders behave and consider their own situation. The study also reveals that development intervention by World Vision Ethiopia (WVE) had mixed impact on peoples' livelihoods in the wetland: sedentary peasants have benefited while the Urrane have been adversely affected. The main issue is the marginalization of pastoralists, with the denial of their traditional land use rights by three successive regimes and administrations. Any solution to the cohabitation of the different groups and livelihoods will have to address the issue of land rights for the pastoralists and promote the fair participation of all stakeholders in the future management of the wetlands. Good governance and the competence of the state actors at local levels are the crucial issues for the realization of the suggested solutions.  相似文献

Key resources in arid and semi-arid systems are highly variable in time and space. Biophysical variability is mainly driven directly or indirectly by rainfall. Arid-dwelling people are also exposed to variability – indirectly from their biophysical environments, and directly as a result of sparse, mobile populations and variable, distant signals from policy and markets. The tradeoffs between the benefits and costs of increasing the scale of resource use are comparatively more critical in shaping system dynamics in arid systems than mesic environments. Understanding the strategies employed to scale resource use is vital for arid-system management. We contribute to this discussion using a conceptual model, based on modern portfolio theory, to explore how variability is managed by diversifying access to resources across space and time. The model is developed using ecological ideas and our Australian case knowledge, but demonstrates general learning on how optimal investment in strategies changes with resource distribution, and with the physical characteristics of the entity (e.g. plant, animal) and resource (e.g. water, nutrients) in question. Using pastoral enterprise, arid-system administration and policy cases, we argue that people and organisations need variability-coping strategies that are comparable with biophysical responses, and that strategy behaviour needs greater acknowledgement in managing arid systems.  相似文献

The paper addresses the challenge of conceptualizing and analyzing complex change processes and causal explanations in human–environment systems. To illustrate this challenge empirically, the paper takes its point of departure in the apparent paradox that the agricultural practices in the desert fringe zone of the Sahel seem to remain remarkably unchanged despite huge and accelerating changes in major driving forces such as climate variations, population pressure, policies and market access. Such partly unexpected trends suggest that novel insight is needed into the human environment interactions that shape the use of land for cultivating purposes in this region. As a background for the paper’s conceptual discussion, recent developments in the Sahelian land use system are briefly described, using documentation from empirical case studies conducted in the northernmost region of Burkina Faso over the past 20?years. Specific attention is given to presenting (a) main trends in the transformation of the land use and livelihoods, (b) the co-evolution of possible driving forces that enables and constrains conditions for change and (c) characteristic trajectories of change. Inspired by the notions of process, temporal totality and inertia, the paper suggests employing a portfolio of complementary perspectives to investigate change processes. More precisely, four different conceptual lenses to analyze human–environment interaction are proposed and examined (the land change science framework, the double exposure notion, the system dynamics (SD) approach and coupled human–environmental timelines). Specific attention is given to the potential contribution of these respective lenses to enhancing our understanding of the land SD and to uncovering important causal relations. It is concluded that these conceptual lenses, in concert, can help to put process, in the sense of a sequence of successive stages, in the centre of our understanding of change and causal relationships in human–environmental systems.  相似文献
