This paper addresses the role of the Atlanta metropolitan area as a telecommunications center based on the use of fiber optics. The major focus is on the intrametropolitan layout of this network, including fiber-optic access points, downtown and suburban fiber loops, and the location of data service and teleservice centers. The aim is to identify congruence between high-technology firms and fiber-optic lines that produce clustering within the metropolitan region. Atlanta has a dense fiber-optic infrastructure in place in the CBD-Midtown area and in several corporate clusters in the suburbs. A number of fiber-optic carriers compete in the Atlanta market—including BellSouth, with approximately 400,000 miles of fiber-optic cable—giving Atlanta more miles of optic fiber than any other metropolitan area in the United States. This extensive fiber network bestows fresh advantages to old downtown property and businesses and creates burgeoning opportunities in the suburbs as it literally undergirds the growth of edge cities at such locations as Perimeter Center and Cumberland-Galleria. Long-established Atlanta firms such as Coca-Cola have drawn fiber sites to themselves, whereas sites on fiber-optic loops attract new businesses seeking ready backbone and broadband access to other metropolitan areas in the United States and cities around the globe. This study also focuses on Atlanta's position within the U.S. intermetropolitan telecommunications hierarchy, where the metropolitan area ranks sixth in total number of backbone connections with other U.S. Metropolitan areas. Utilizing redevelopment plans created by Central Atlanta Progress, this study explores the process of constructing a heritage tourist landscape on Atlanta's Auburn Avenue. Once home to the wealthiest African American community in the United States, Auburn Avenue went through a period of economic decline in the 1970s and 1980s. In 2000, planners for the City of Atlanta focused on redeveloping the Auburn Avenue corridor. At that time, Central Atlanta Progress began to update plans to convert Auburn Avenue into the United States' premier African American tourist destination. Utilizing those plans, this article argues that the city's redevelopment vision ties into particular aspects of African American identity, which link to neoliberal economic policies in an effort to turn Auburn Avenue into a "culturetainment" district. This vision is juxtaposed against the reaction of community residents who seek an alternative redevelopment vision.  相似文献

Since the 1990s, Atlanta’s inner suburbs have experienced rising rates of poverty alongside growing racial/ethnic diversity. ? Meanwhile, on the built landscape, high-end (re)development projects incorporating New Urbanist features such as pedestrian accessibility, compact densities, and mixed land uses have become increasingly common. Although practitioners suggest that these developments promote social inclusivity and enhanced “livability,” individual cases suggest that some New Urbanist projects may be gentrifying underserved communities of color. This paper tests the extent of this concern by examining Atlanta's inner-suburban geographies of New Urbanism using a logit model. Results indicate that neighborhoods with older housing stock, more renters, lower incomes, lower rents relative to home prices, and higher Latino populations in close proximity to inner-suburban downtowns are most likely to be targeted for New Urbanist (re)development. Thus, despite the optimistic language, New Urbanism in this region appears to be serving as the inner-suburban face of gentrification.?  相似文献

Government agencies striving to make geospatial information systems interoperable and cost‐effective often appear to function as a self‐regulating network shaped only by internal trust and reciprocity. However, recent public management research suggests that external steering of a network, exercised by authoritative bodies through hierarchical means, may invigorate cross‐agency coordination. The two case studies of federal geospatial coordination in Canada and the USA confirm this emerging theory of network–hierarchy dynamics. In these countries, the central budget agency (CBA) is influencing resource flows and accountabilities within a federal geospatial network of government agencies, which in turn affects how these agencies deliver ‘joined up’ services. The CBA relies upon three types of tools: the shaping of network governing structures, promotion of uptake of new management information systems, and the use of evaluation (scrutiny) to solidify accountabilities of the network. Since these tools cast a shadow of hierarchy upon the network, they may be viewed as counter to the voluntary ethos of networks. However, the case studies suggest that the CBA's actions appear to confer legitimacy to the network—resulting in a seeming contradiction—greater central control, more vigorous, distributed geospatial coordination.  相似文献

In this article I examine Moscow's role in the political‐economic space of the Russian Federation. A broad range of data supports the thesis that the capital has become a primate city, one that serves no longer as the command center of a closed system but as the primary node of interconnection between Russia and the rest of the world. The effort to create a larger, polycentric “New Moscow” next to the ancient capital is marked by a tightening of central control, in contrast to governance regimes of European megaregions. Nevertheless, expansion of the capital region very likely will further boost Moscow's dominance over the country.  相似文献

Recognizing the connections between the construction of urban space and racial identity, this article explores an urban redevelopment scheme launched in 2004 by Big Bethel ame Church in Atlanta, Georgia. Known as the “Renaissance Walk,” Big Bethel's project is a $45 million dollar redevelopment plan to turn an adjacent city block into a mixed‐use development. By looking at the racialization of place from the perspective of those who live, work, and organize along Auburn Avenue, one of the most historically significant African American business corridors in the United States, I contend that Big Bethel's redevelopment project is emblematic of contemporary black counterpublic spaces and links the redevelopment project undertaken by Big Bethel with African American identity positions.  相似文献

Monumental constructions are created for a purpose, often as a symbolic representation of a particular vision of a people or a place. Spain's Cidade da Cultura, a museum conceptualized by Galicia's former president with the hubristic goal of creating a world icon, is one such example. Like many iconic constructions, the Cidade da Cultura project was highly contentious and sparked a regionwide political debate, vastly overran its projected cost, and years later remains controversial and incomplete. An actor‐network theory analysis of why the project failed reveals the different roles played by individual components in the vast network of actors, including the monument itself, which came to exercise influence over the outcome of the project. Because the former president could not fully control this expanding network of actors, events soon spun out of control in what became popularly known as “Galicia's Hurricane.”  相似文献

The forest realm of the Gòòl‐War watershed of southeast Perak, Malaysia holds much socio‐cultural significance to the Semai Orang Asli communities living along these rivers. Notwithstanding its present‐day location within the Bukit Tapah Forest Reserve, the forest continues to be where Semai conceptions of history and lore are encoded in the geographical particulars of the landscape. A thriving forest‐dependent lifestyle maintains and transmits Semai place knowledge, observed in this research through people's command of ancestral place‐names. This paper provides an introduction to Semai toponymy and considers the implications of indigenous place‐names on the protection of indigenous homelands and ways of life.  相似文献

Large-scale, sustainable urban development projects can transform surrounding neighborhoods. Without precautionary policies, environmental amenities produced by these projects, such as parks, trails, walkability, and higher-density development, tend to result in higher land and housing costs. This will make it harder for a low- and moderate-income households to live near the projects, and neighborhoods are likely to become increasingly affluent. The Atlanta Beltline will ultimately connect 45 Atlanta neighborhoods via a 22-mile loop of trails, parks, and eventually a streetcar, all of which follow abandoned railroad tracks. This paper examines the effect of the Beltline on housing values within one half mile. From 2011 to 2015, depending on the segment of the Beltline, values rose between 17.9 percent and 26.6 percent more for homes within a half-mile of the Beltline than elsewhere. The implications for housing affordability and neighborhood change of projects like the Beltline, and associated policy questions, are addressed.  相似文献

美国民航1978年彻底市场化以来已经历30多年的发展,航空网络趋于成熟。我国民航也在经历市场化改革,机场属地化完成至今已近10年,运量快速增长、高铁建设等因素正剧烈地影响着网络演变。对比中美两国航空网络有利于判断我国航线网络和机场体系的演变趋势,对于我国民航发展具有借鉴意义。以中国大陆地区和美国本土48个州作为研究区,运用交通地理信息系统和VBA等技术,从绝对联系和首位联系两个角度,对当前中美两国航空客运网络层次结构和地域系统进行分析与对比。研究发现:中国航空客运网络已表现出一定的轴辐体系,但一级枢纽较少、客运压力过大,且航空枢纽重东南、轻中西;美国航空客运网络的轴辐体系已趋向完善,各大枢纽和重要城市之间的内部空间联系非常密切。进而,提出了一些政策性建议,以期对我国航空客运网络未来的空间发展形式和方向提供借鉴。  相似文献

ABSTRACT. Soon after Deng Xiaoping became China's premier in 1978, a program of reform and openness was initiated. Its goals were to introduce free-market mechanisms into the command economy, to eliminate Mao-era inefficiencies, and to bring China to parity with developed countries of the West and to a leadership role among Asia's newly industrialized countries. Drastic changes quickly transformed China's planned economy into one of mixed-market socialism. Although the economic achievements have been impressive and commendable at the national and provincial levels, questions have been raised as to the role of economic reform and openness in the growth and development of Chinese cities. 遗产地网站的旅游研究关注网站的设计和游客的行为,网站与游客之间的交流路径研究相对空白。针对此,运用结构方程模型方法,构建了双中介沟通路径模型,探讨遗产旅游地网站与游客之间沟通交流程序。研究发现:①网站设计、网站信息、网站感知、遗产地感知、网站态度、后遗产地态度和旅游意向是模型的结构因子。②遗产地网站与游客之间存在双路径沟通,涉入因子影响游客路径选择。③对于不同涉入人群,网站设计和信息质量对网站感知和遗产地感知的影响不同。④遗产地营销商需要根据游客的涉入度制定相应的网络营销策略。  相似文献

This paper investigates the spatial and hierarchical patterns of interstate banking, major interstate-banking command and control centers, and the spatial structure of the major interstate-banking organizations in the early 1990s. The research has identified a distinct geographical pattern of interstate banking, a spatially skewed and regionally focused pattern of interstate-banking command and control fields, 15 interstate-banking hierarchical systems, and dominance of regional and western centers over New York and Chicago in interstate banking. In addition, determination of major interstate-banking command and control centers is discussed and the 26 largest centers are identified. Finally, this paper demonstrates that spatial networks of major bank holding companies, especially those of regionals and super-regionals, are the foundation of the spatial structure of interstate banking.  相似文献

Neighborhood variations in crime incidence rates are most commonly interpreted through the lens of social disorganization theory, or a "communities and crime" perspective. This approach typically articulates explanation for crime by focusing on the characteristics of communities—a unitary scale most commonly equated with neighborhoods. We argue that this perspective fails to recognize the importance of broader urban geographic contexts, and offer an extension that sees geographically contingent processes functioning at multiple scales simultaneously. We develop this perspective applied to the "spread effects" of public housing on violent crime in surrounding neighborhoods: these spread effects are conditioned by the nature of the urban contexts through which they operate. Specifically, deeply divided and racialized patterns of residential segregation at least partially define the contexts that condition public housing's effect on crime. We examine our perspective using early 1990s block group data for the City of Atlanta and find substantial evidence in support of our perspective. In particular, we find that Techwood Homes, the nation's first federally constructed public housing project, exerted different geographic spread effects in predominantly White than in predominantly Black portions of the city. By failing to recognize the complexity and contingency of public housing's geographic effect on crime in surrounding neighborhoods, previous approaches substantially overestimate crime in White areas, and underestimate crime in Black areas.  相似文献

核心-边缘结构的研究将加深对城市网络演化规律的理解。基于证券服务联系视角,解析了2005—2019年中国城市网络的核心-边缘结构演化特征及其影响因素。结果表明:(1) 中国城市网络核心区块的规模稳步扩张,同时城市核心度的分布趋于分散,推动着城市网络向多中心格局发展;城市网络的核心区块主要由城市群的核心城市组成,城市网络连通度的分布收敛于Zipf法则,预示着中国城市网络将呈现持续的等级结构特征。(2) 政治权力、市场潜力、知识资本、航空联系和经济开放决定了证券企业获取有价值信息流的能力,进而构成了中国城市网络核心-边缘结构生长发育的基础;城市的网络地位在很大程度上源于“场所空间”中的影响力,这意味着城市网络的发展可能会加剧中国城市经济的发展差距。  相似文献

国家中心城市是核心和枢纽城市,也是大企业最为集聚的地方。企业总部是企业的决策和命令中心,拥有大企业总部的数量及企业总部规模是衡量国家中心城市竞争力的重要指标。利用国内上市企业的数据,计算中国城市的控制和命令指数(简称CCI指数),从全国尺度考察北京、上海和广州等8个国家中心城市的竞争力及其职能演化,并剖析国家中心城市总部职能的专业化格局。结果发现:北京和上海两个城市控制和支配功能要远远强于其他国家中心城市,一直位居前两位。从2005年到2014年,北京的CCI指数显著增强,且优势逐渐扩大。北京地位的显著提升很大程度上得益于金融业央企的上市和增长,这是北京作为政治中心的独特优势进一步释放的结果。而其余国家中心城市的CCI指数大多呈现下降趋势。在行业上,金融业、制造业和采矿业一直占据中国经济的主要控制与支配地位。过去10年,金融业在经济中的地位显著增强,尤其是东部大城市的金融业CCI指数普遍有大幅提升;相反,制造业和采矿业的控制与支配功能则明显减弱。对国家中心城市的分析来看,北京、上海和广州在大部分行业中都具有明显优势,属于全国性的综合型大城市。而其余5个国家中心城市的功能专业化程度较低。此外,8个国家中心城市与周边区域发展的相互联系存在明显差异,究其原因在于区域经济发展程度和城市产业发展特点。  相似文献

Food security civil society organizations (FSCSOs) are key institutional players in the Global South, yet researchers have not adequately examined their size, scope, or location within urban areas. To fill this gap, this article analyzes Johannesburg's FSCSOs using quantitative survey data and spatial analysis. Data findings suggest that FSCSOs’ resources are unevenly distributed across Johannesburg, with larger, privately resourced FSCSOs located in white suburbs and smaller, unstable, turnover-prone FSCSOs located in black townships and informal settlements. Overall, these data suggest that the city's network of FSCSOs is spatially polarized and weakest in areas where food insecurity is the greatest.  相似文献

In 1939, the Futurama exhibit at the New York World's Fair amazed visitors with its diorama showing futuristic freeways crossing the countryside and reshaping cities. After the fair, the exhibit's designer, Norman Bel Geddes, elaborated the model into a proposal for a national freeway network. This paper examines the network structure and geographic dimensions of Bel Geddes's vision and compares it to the Interstate Highway System, created several years later. Despite the futuristic trappings inherited from the Futurama model, the two networks are surprisingly similar except in their relation to cities, which Bel Geddes's network avoids. The majority of elements in Bel Geddes's system have been incorporated into actual routes and networks, and it can be expected that his system would have gone through many of the same adaptations to changing economic, environmental, and political circumstances as the Interstate Highway System.  相似文献

Abstract

The American South is a region of endless paradoxes. While today the South's economic expansion is attracting in-migrants by the tens of thousands, many of its residents continue to live in grinding poverty. Though its history includes periods of substantial racial injustice and violence, today more African Americans are moving to the South than any other region of the United States. The region where “cotton was king” now includes many dynamic, prosperous, and rapidly expanding metropolitan areas (e.g., Atlanta, Charlotte, Dallas). But in the shadows of these cities reside rural populations who have experienced only limited improvement in the size of their paychecks, the quality of the education provided to their children, and the substance of their interaction with the rest of the nation and world.  相似文献

Australia's border enforcement strategies and immigration control policies operate in distant geographies, concealed from human rights groups, media and the public. From offshore detention to militarised maritime defence operations, Australia's exclusion of asylum seekers is increasingly dependent upon geographical processes that ensure asylum seekers do not have access to the state's systems of protection. This article explores a critically overlooked geopolitical strategy of mobility regulation that relies on processes simultaneously expanding geographies of control, while contracting spaces of rights. The outcome of these rapidly evolving bordering practices is the exaggeration of the distance separating asylum seekers from the state, suspending them within a space devoid of an operational system of rights, and emphasising a new and restructured maritime legal geography.  相似文献
