Sea level rise (SLR) projections along the coast of Florida present an enormous challenge for management and conservation over the long term. Decision makers need to recognize and adopt strategies to adapt to the potentially detrimental effects of SLR. Structured decision making (SDM) provides a rigorous framework for the management of natural resources. The aim of SDM is to identify decisions that are optimal with respect to management objectives and knowledge of the system. Most applications of SDM have assumed that the managed systems are governed by stationary processes. However, in the context of SLR it may be necessary to acknowledge that the processes underlying managed systems may be non-stationary, such that systems will be continuously changing. Therefore, SLR brings some unique considerations to the application of decision theory for natural resource management. In particular, SLR is expected to affect each of the components of SDM. For instance, management objectives may have to be reconsidered more frequently than under more stable conditions. The set of potential actions may also have to be adapted over time as conditions change. Models have to account for the non-stationarity of the modeled system processes. Each of the important sources of uncertainty in decision processes is expected to be exacerbated by SLR. We illustrate our ideas about adaptation of natural resource management to SLR by modeling a non-stationary system using a numerical example. We provide additional examples of an SDM approach for managing species that may be affected by SLR, with a focus on the endangered Florida manatee.  相似文献

An architecture of government adaptation programs is presented. Components include leadership, institutional organization, stakeholder involvement, climate change information, appropriate use of decision analysis techniques, explicit consideration of barriers to adaptation, funding for adaptation, technology development and diffusion, and adaptation research. This architecture is a useful heuristic for identifying, evaluating, and reevaluating the needs of decision makers as they improve management of climate-sensitive resources in a changing environment.  相似文献

We investigate the effects of Hurricane Wilma??s storm surge (23?C24 October 2005) on the dominant tree Pinus elliottii var densa (South Florida slash pine) and rare plant species in subtropical pine rocklands of the Lower Florida Keys. We examine the role of elevation on species abundance in 1995 (Hurricane Betsy in 1965), 2005 (Hurricane Georges in 1998), and 2008 (Hurricane Wilma in 2005) to investigate if hurricanes influence abundance by eliminating plants at lower elevation on Big Pine Key, the largest island in the Lower Florida Keys. We compare densities before and after Hurricane Wilma over the 2005?C2008 sampling period and examine the role of elevation on changes in pine and rare species densities three years after Hurricane Wilma. We use elevation to assess the impact of hurricanes because elevation determined whether a location was influenced by storm surge (maximum surge of 2 m) in the Lower Florida Keys, where pine rocklands occur at a maximum elevation of 3 m. In 1995 (30 years after a major storm), elevation did not explain the abundance of South Florida slash pine or Chamaecrista lineata, but explained significant variation in abundance of Chamaesyce deltoidea. The latter two species are rare herbaceous plants restricted to pine rocklands. In 2008, 3 years after Hurricane Wilma, the positive relationship between elevation and abundance was strongest for South Florida slash pine, C. deltoidea, and C. lineata. Effects of Hurricane Wilma were not significant for rare species with wider distribution, occurring in plant communities adjacent to pine rocklands and in disturbed rocklands. Our results suggest that hurricanes drive population dynamics of South Florida slash pine and rare species that occur exclusively in pine rocklands at higher elevations. Rare species restricted to pine rocklands showed dramatic declines after Hurricane Wilma and were eliminated at elevations <0.5 m. Widely distributed rare species did not show significant changes in density after Hurricane Wilma. Abundance increased with elevation for South Florida slash pine and C. lineata after the hurricane. In an environment influenced by sea level rise, concrete plans to conserve pine ecosystems are warranted. Results from this study will help define conservation strategies by strengthening predictive understanding of plant responses to disturbance in the backdrop of sea level rise.  相似文献

The increasing frequency of heatwaves, particularly in urban contexts, is one of the perceptible consequences of climate change. A city’s vulnerability to these heatwaves must be determined to develop proper adaptation measures. This article addresses the vulnerability of a medium-sized city in Central Europe, Graz, to heatwaves. Based on secondary data and primary data gathered from expert interviews, we identified certain determinants of vulnerability for the city: temperature, proportion of open and green spaces to developed areas, construction period of buildings, distribution of age and poverty risk, adaptation strategies used, and risk perception levels assessed for decision makers in the city administration. Certain city districts can be classified as particularly vulnerable. A high level of risk perception was detected among all decision makers and some adaptation measures have already been enacted. In particular, inter-organizational collaboration in adaptation networks works effectively. A deficit in efficient communication between researchers, policy makers, and members of the public was perceived to be the main barrier. This case study exemplifies the assessment of a city’s vulnerability to heatwaves on the basis of particular determinants and can be applied to many other cities.

Policy relevance

The method applied revealed potential improvements and opportunities on the policy level. Strong networks for climate change adaptation are most effective if regular meetings take place, allowing trust and friendship to grow between decision makers. More target-group-oriented information is needed. Emergency organizations, in particular, need more information, because the perception of heatwave risks has only been based thus far on personal experiences. By establishing a central authority, more information could be provided on heatwaves in cities. The need to raise the perception of members of the population and motivate them to take personal responsibility during disasters was emphasized by interviewed decision makers. This can be supported by providing advice during heatwaves through newspapers, TV, and radio. People in risk groups and their relatives could be trained in workshops. City areas that are at high risk should be marked on maps to make relevant information more tangible for decision makers.  相似文献

As scores of climate change adaptation measures are implemented around the world, there have been growing calls among academics and practitioners to also address the processes that underpin human vulnerability to climate change. However, there is mounting evidence that adaptation and vulnerability are linked, such that ostensibly adaptive responses can have negative consequences and augment people’s vulnerability. We analyzed several climate change responses at various scales and developed a typology of five discrete but related modes by which the vulnerability of already vulnerable populations is being [re]produced. Crucially, this work suggests that for at least one of these modes, the vulnerability of other groups is perversely inverted, such that relatively secure populations perceive themselves to be at risk. The cases we present illustrate that people’s vulnerability is being used against them, or put another way, is being weaponized―exacerbating their precarity by excluding them from much needed and due assistance, while directing resources instead to bolstering the well-being of those already well-positioned to respond to climate threats. Our typology provides a theoretical intervention by illustrating how climate vulnerability and security are co-produced, as well as a practical tool to help decision makers to adopt more just and equitable climate policies.  相似文献

Decision support resources are emerging across the United States to address the adaptation and mitigation challenges associated with climate variability and change. In theory, climate-related decision support identifies the need to move beyond the linear dissemination of information from experts to decision-makers. Interviews with researchers and federal program managers, however, show that in practice there are still wide gaps between the development of climate science and its application. Lessons learned in two example cases of decision support experiments are discussed to highlight some of the on-going challenges in applying climate science, e.g. defining decision support, involving decision-makers, and determining effectiveness. The published literature also shows these reoccurring challenges but emphasizes more collaboration between science and decision-makers as this improves the relevance, compatibility, and accessibility of climate science information and can increase users’ receptiveness. This article proposes that the US Global Change Research Program (USGCRP) can help the development of decision support resources, in one way, by coordinating an Internet-based practitioners’ network. A coordinated network could provide opportunities for climate-related decision support practitioners to build collaborative partnerships, share lessons-learned, provide feedback to the USGCRP, and thereby assist the transition of science into decision-making processes to better address adaptation planning.  相似文献

Low-elevation islands face threats from sea level rise (SLR) and increased storm intensity. Evidence of endangered species?? population declines and shifts in vegetation communities are already underway in the Florida Keys. SLR predictions indicate large areas of these habitats may be eliminated in the next century. Using the Florida Keys as a model system, we present a process for evaluating conservation options for rare and endemic taxa. Considering species characteristics and habitat, we assess central issues that influence conservation options. We contrast traditional and controversial options for two animal and two plant species giving special emphasis to perceptions of ecological risk and safety from SLR and suggest courses of action. Multiple strategies will be required to spread extinction risk and will be effective for different time periods. Global climate change presents an uncertain, perhaps no-analog future that will challenge land managers and practitioners to re-evaluate equilibrium-state-conceived laws and policies not only for these taxa, but for many facing similar threats. To embrace conservation in a changing world will require a new dialogue that includes controversial ideas, a review of existing laws and policies, and preparation for the oncoming change.  相似文献

Expert elicitation studies have become important barometers of scientific knowledge about future climate change (Morgan and Keith, Environ Sci Technol 29(10), 1995; Reilly et al., Science 293(5529):430–433, 2001; Morgan et al., Climate Change 75(1–2):195–214, 2006; Zickfeld et al., Climatic Change 82(3–4):235–265, 2007, Proc Natl Acad Sci 2010; Kriegler et al., Proc Natl Acad Sci 106(13):5041–5046, 2009). Elicitations incorporate experts’ understanding of known flaws in climate models, thus potentially providing a more comprehensive picture of uncertainty than model-driven methods. The goal of standard elicitation procedures is to determine experts’ subjective probabilities for the values of key climate variables. These methods assume that experts’ knowledge can be captured by subjective probabilities—however, foundational work in decision theory has demonstrated this need not be the case when their information is ambiguous (Ellsberg, Q J Econ 75(4):643–669, 1961). We show that existing elicitation studies may qualitatively understate the extent of experts’ uncertainty about climate change. We designed a choice experiment that allows us to empirically determine whether experts’ knowledge about climate sensitivity (the equilibrium surface warming that results from a doubling of atmospheric CO2 concentration) can be captured by subjective probabilities. Our results show that, even for this much studied and well understood quantity, a non-negligible proportion of climate scientists violate the choice axioms that must be satisfied for subjective probabilities to adequately describe their beliefs. Moreover, the cause of their violation of the axioms is the ambiguity in their knowledge. We expect these results to hold to a greater extent for less understood climate variables, calling into question the veracity of previous elicitations for these quantities. Our experimental design provides an instrument for detecting ambiguity, a valuable new source of information when linking climate science and climate policy which can help policy makers select decision tools appropriate to our true state of knowledge.  相似文献

The need to adapt to climate change is now widely recognised as evidence of its impacts on social and natural systems grows and greenhouse gas emissions continue unabated. Yet efforts to adapt to climate change, as reported in the literature over the last decade and in selected case studies, have not led to substantial rates of implementation of adaptation actions despite substantial investments in adaptation science. Moreover, implemented actions have been mostly incremental and focused on proximate causes; there are far fewer reports of more systemic or transformative actions. We found that the nature and effectiveness of responses was strongly influenced by framing. Recent decision-oriented approaches that aim to overcome this situation are framed within a “pathways” metaphor to emphasise the need for robust decision making within adaptive processes in the face of uncertainty and inter-temporal complexity. However, to date, such “adaptation pathways” approaches have mostly focused on contexts with clearly identified decision-makers and unambiguous goals; as a result, they generally assume prevailing governance regimes are conducive for adaptation and hence constrain responses to proximate causes of vulnerability. In this paper, we explore a broader conceptualisation of “adaptation pathways” that draws on ‘pathways thinking’ in the sustainable development domain to consider the implications of path dependency, interactions between adaptation plans, vested interests and global change, and situations where values, interests, or institutions constrain societal responses to change. This re-conceptualisation of adaptation pathways aims to inform decision makers about integrating incremental actions on proximate causes with the transformative aspects of societal change. Case studies illustrate what this might entail. The paper ends with a call for further exploration of theory, methods and procedures to operationalise this broader conceptualisation of adaptation.  相似文献

Scientific and technical information can increase the ability of policy makers to make strategic decisions. However, climate change policy is often formulated without significant input from science. We examine whether the availability and accessibility of information related to climate change is a major barrier for policy action on climate change adaptation for smallholder farmers. We also investigate whether scientific information related to climate change is available and used in policy making in Central America and Mexico. Our online survey of 105 decision makers indicated that a lack of scientific and technical information hinders policy makers from developing policies to help smallholder farmers adapt to climate change. Specific needs include information on the impacts of climate change on water availability for agriculture and the areas that are or will be prone to flooding, droughts or landslides. Information about the location of the farmers who are most vulnerable to climate change, the projected temperature and precipitation in agricultural areas and the expected impacts of climate change on crop yields or animal productivity, is also needed. Despite high interest in having scientific information guide policy making, many respondents indicated that policy makers rarely use this information in adaptation planning. In addition to ensuring that relevant information is available to inform policy making, technical and scientific information must be published in venues that are readily accessible for policy makers, easy to understand, and written in a format that is policy-relevant. It is also critical that scientific articles provide specific recommendations for achieving desired policy outcomes.  相似文献

Projections of future climate change are plagued with uncertainties, causing difficulties for planners taking decisions on adaptation measures. This paper presents an assessment framework that allows the identification of adaptation strategies that are robust (i.e. insensitive) to climate change uncertainties. The framework is applied to a case study of water resources management in the East of England, more specifically to the Anglian Water Services’ 25 year Water Resource Plan (WRP). The paper presents a local sensitivity analysis (a ‘one-at-a-time’ experiment) of the various elements of the modelling framework (e.g., emissions of greenhouse gases, climate sensitivity and global climate models) in order to determine whether or not a decision to adapt to climate change is sensitive to uncertainty in those elements.Water resources are found to be sensitive to uncertainties in regional climate response (from general circulation models and dynamical downscaling), in climate sensitivity and in climate impacts. Aerosol forcing and greenhouse gas emissions uncertainties are also important, whereas uncertainties from ocean mixing and the carbon cycle are not. Despite these large uncertainties, Anglian Water Services’ WRP remains robust to the climate change uncertainties sampled because of the adaptation options being considered (e.g. extension of water treatment works), because the climate model used for their planning (HadCM3) predicts drier conditions than other models, and because ‘one-at-a-time’ experiments do not sample the combination of different extremes in the uncertainty range of parameters. This research raises the question of how much certainty is required in climate change projections to justify investment in adaptation measures, and whether such certainty can be delivered.  相似文献

This paper examines the development and use of scenarios as an approach to guide action in multi-level, multi-actor adaptation contexts such as food security under climate change. Three challenges are highlighted: (1) ensuring the appropriate scope for action; (2) moving beyond intervention-based decision guidance; and (3) developing long-term shared capacity for strategic planning. To overcome these challenges we have applied explorative scenarios and normative back-casting with stakeholders from different sectors at the regional level in East Africa. We then applied lessons about appropriate scope, enabling adaptation pathways, and developing strategic planning capacity to scenarios processes in multiple global regions. Scenarios were created to have a broad enough scope to be relevant to diverse actors, and then adapted by different actor groups to ensure their salience in specific decision contexts. The initial strategy for using the scenarios by bringing a range of actors together to explore new collaborative proposals had limitations as well as strengths versus the application of scenarios for specific actor groups and existing decision pathways. Scenarios development and use transitioned from an intervention-based process to an embedded process characterized by continuous engagement. Feasibility and long-term sustainability could be ensured by having decision makers own the process and focusing on developing strategic planning capacity within their home organizations.  相似文献

Severe impacts on biodiversity are predicted to arise from climate change. These impacts may not be adequately addressed by conventional approaches to conservation. As a result, additional management actions are now being considered. However, there is currently limited guidance to help decision makers choose which set of actions (and in what order) is most appropriate for species that are considered to be vulnerable. Here, we provide a decision framework for the full complement of actions aimed at conserving species under climate change from ongoing conservation in existing refugia through various forms of mobility enhancement to ex situ conservation outside the natural environment. We explicitly recognize that allocation of conservation resources toward particular actions may be governed by factors such as the likelihood of success, cost and likely co-benefits to non-target species in addition to perceived vulnerability of individual species. As such, we use expert judgment of probable tradeoffs in resource allocation to inform the sequential evaluation of proposed management interventions.  相似文献

Climate adaptation is uniquely linked to location, making it predominantly a local government and community responsibility. Despite the obligation to act, local governments are hindered by the absence of applicable guides to adaptation decision-making, especially adaptation to extreme events. In this paper, we describe a framework for prioritising adaptation options that could be locally implemented and illustrate it with a study of flooding in Kochi: a city in southern India. Unlike many demand driven, economics based studies, our new framework also incorporates non-economic dimensions of the extremes and potential adaptation options. Local knowledge is used to tackle data gaps and uncertainty related to extreme events: local experts select adaptation options that offer additional benefits besides those related to climate change. These co-benefits aid decision making under uncertainty by giving weight to community priorities. The Indian case study reveals that, risk evaluation and reduction need to be locally contextualised based on resources available, immediate community requirements, planning periods and local expert knowledge. Although there will be residual damage even after implementing selected options, we argue that, climate response will be most likely to be accepted when it also supports pressing needs.  相似文献

Policy makers and citizens must choose from among a growing variety of strategic options as they try to cope optimally with climate change. As a means of more accurately predicting different types of climate change engagement, we empirically distinguish individuals’ felt responsibility for mitigation (FRm) from felt responsibility for adaptation (FRa), and assess support for different climate action strategies (mitigation and adaptation). We surveyed two U.S. samples two months apart, and the replication study confirmed Study 1′s findings of differing predictive powers for FRm vs. FRa. Each type of felt responsibility, controlling for the other, served as a mediator between belief in global warming (as well as belief in anthropogenic cause of climate change) and its corresponding climate action strategy (mitigation vs. adaptation). FRa predicted adaptation measures but not mitigation measures, while FRm predicted mitigation measures more strongly than it predicted adaptation but did predict both action strategies. We also found important individual differences: people’s disposition toward behaving proactively correlated positively with all types of climate engagement, and political orientation (liberal/conservative ideology) interacted with climate action strategy (mitigation vs. adaptation) in predicting all engagement variables. Comparing levels of support across the political spectrum, the mitigation measures were highly polarizing, while the adaptation measures were less divisive.  相似文献

Researchers and policy makers increasingly recognize the need to adapt to future changes in climate, given that past emissions of greenhouse gases have already committed the world to some level of climate change. However, the current understanding of the costs and benefits of adaptation measures is still fairly rudimentary, and far from comprehensive. An assessment is presented of the current state of knowledge on the magnitude of adaptation costs in the United States. While incomplete, the studies suggest that adaptation cost could be as high as tens or hundreds of billions of dollars per year by the middle of this century. Key studies are identified in each sector, and the cost estimates and approaches to cost estimation are surveyed. Methodological issues are highlighted in interpreting, comparing, and aggregating adaptation cost estimates. Policy recommendations are made along with appropriate steps to make future adaptation cost studies more comparable within and across sectors and more accessible and relevant to policy and decision makers.

Policy relevance

Designing and implementing climate change adaptation policy requires good information about the effectiveness and cost of available adaptive options. The current state of knowledge on adaptation costs in the United States is assessed and significant gaps in the literature are highlighted – particularly in terms of sectoral and geographic coverage – as well as inconsistencies in methodologies and assumptions that hamper comparison across studies. Critical steps are identified that can be taken to make adaptation cost studies more accessible and useful to decision makers. The findings and recommendations are relevant to adaptation cost studies globally, not just in the United States.  相似文献

A key challenge for effective, ongoing urban climate adaptation is to adapt institutions within urban governance. While an extensive foundation of empirical knowledge on urban climate adaptation has accumulated over the last decade, our image of institutional adaptation continues to be dominated by a focus on planning. Whilst understandable, this can obscure a fuller range of areas in which institutional adaptation to climate change is being pursued. Furthermore, methodological path dependency in large-N analysis via a common focus on analyzing formal planning documents risks a skewed perspective as such documents may only offer a partial view. Building on the rich range of work to date assessing climate adaptation in cities, and notwithstanding continued major gaps such as in small-medium cities, we now need to find ways to examine the diversity of institutional adaptation occurring in practice, and to comparatively draw on the situated interpretive knowledge of case experts within individual cities to do so. With this aim in mind, this paper explores institutional adaptation in a specific domain (urban water) in a sample of 96 major cities across six continents through a survey of 319 case experts, examining the diversity of institutional adaptation across contexts and exploratively probing its drivers. Findings show that multiple forms of institutional adaptation are being jointly pursued in cities across all continents, leaning towards ‘softer’ rather than ‘harder’ forms, but nonetheless revealing a wide range of activity. Patterns in drivers suggest a political explanation for institutional adaptation (e.g. involving change agents and political pressure) rather than a rational one (e.g. involving response to climate-related risks and/or extreme events). Overall, there is a need to combine parsimony with expanded interpretive sensibility in advancing large-N research on institutional adaptation diversity in comparative perspective.  相似文献

Smallholder farming is among the most vulnerable sectors due to its great social and economic sensitivity. Despite future climate change, current climate variability is already an issue of concern that justifies adaptation efforts. In Brazil, the Semi-Arid Region is a climate hotspot, well known for both historic socioeconomic setbacks, and agriculture failures caused by dry spells and severe droughts. In 2010, the Brazilian government enacted the National Policy on Climate Change, which states as one of its key goals the identification of vulnerabilities and the adoption of adequate measures of adaptation to climate change. The improvement of vulnerability assessment tools is a response to the growing demand of decision makers for regular information and indicators with high spatial and temporal resolution. This article aims at undertaking a comparative assessment of smallholder farming’s vulnerability to droughts. An integrated assessment system has been developed and applied to seven municipalities located in the Brazilian Semi-Arid Region (within the State of Ceará). Results show regional vulnerability contrasts driven by institutional and socioeconomic factors, beyond climatic stressors.  相似文献
