This paper seeks to explore the radical democratic potential in urban artistic interventions. It does so through bringing Gramsci’s concept of nature together with his ‘cultural writings’ and broader debates around avant-garde artistic practice. Empirically, I focus on the work of City Mine(d), a Brussels-based interventionist collective, and Siraj Izhar, a London-based artist-activist. Within Gramsci’s writings, I argue, socio-natural relationships emerge through sensuous activity or work. Making a somewhat more ambitious claim, I suggest that Gramsci’s concept of nature rests on what geographers have come to understand as the production of nature. Whilst attention has only recently turned to this implicit political ecology, much greater attention has been focussed on Gramsci’s cultural insights. For Gramsci, cultural struggles are an integral part of the effort to shape a new reality. Whilst he emphasises the ‘bottom up’ nature of such struggles, the intervention of enlightened outsiders is often a necessary and frustrating complement. However, by turning attention to the manner in which hegemony relates to the production of nature, and through bringing this into dialogue with radical artistic practice, such implicit elitism might be challenged. City Mine(d) and Izhar, I argue, develop a non-vanguardist politics that sees the contestation of hegemony as a struggle integral to the day-to-day nature of cities.  相似文献

This paper investigates some aspects of political ecology’s relation to Marxism, specifically its ties to Marxism’s “historical materialism”. I argue Gramsci is an essential feature in the reinvigoration of that relation, and that political ecology should be Marxist, if by Marxist we mean Gramscian. I focus on the concept of hegemony, arguing that Gramsci’s historical materialism, in contrast to the Engelsian tradition within which most materialism is snared, allows us to take account of both moments in Gramsci’s hegemony, the “economic” and the “ethicopolitical”.  相似文献

This article attempts to empirically demonstrate how the struggle for bourgeois hegemony in depression-era British Columbia, Canada, was fought for through the production of new natures. Bringing together Antonio Gramsci’s conceptualization of hegemony with marxist understandings of political ecology, I examine how the legitimacy of particular groups’ dominance over subordinate groups and the survival of specific social relations was built and contested through the (re)making of the material-symbolic landscape. However, I also take seriously Stuart Hall’s argument that we must take note of the multi-dimensional character of hegemony by paying attention to the entanglement of class, gender and ecological relations during the 1930s. In order to demonstrate these arguments I examine the economic, social, moral and ecological crisis that rippled across the socionatural fabric of B.C. during the depression years. I detail how the federal and provincial states responded to the interlaced crises of class, gender and ecological relations through launching a series of public works programs and training programs. These projects were intended to modernize the forestry industry and remake unemployed men in body and soul. In doing so, I demonstrate how ideologies regarding nature come to be both enrolled in the struggle for hegemony and materialized in the making of the forestscape. By weaving theoretical insights through the socionatural history of British Columbia, I demonstrate how a gramscian sensibility pushes us to take seriously the relationality of socionatural processes and the embededdness of concepts in material histories.  相似文献

This paper investigates the Italian fascist regime’s use of internal colonisation as part of a wider ruralisation policy aimed at promoting population growth, curbing rural-urban migration, staunching emigration, and halting the spread of industrial urbanisation. By focusing on the case study of the Pontine Marshes, the paper demonstrates how, through targeted selection procedures aimed at displacing defined social and political undesirables, migrants were chosen and effectively coerced into migrating to the “fascist” landscape of the marshes. The area, reclaimed and developed in the 1930s, was celebrated as a sign of the regime’s engineering and social success. The paper utilises Antonio Gramsci’s thought on hegemony, and argues that the overt use of coercion hints at the fact that fascism, although ideologically totalitarian and hegemonic, was contested. Although statisticians, demographers and state bureaucrats were organised and institutionalised in the construction of hegemony based on consent, fascism based itself more in coercion than in passive consent in the case of internal colonisation.  相似文献

In recent years, many geographers have examined the ways that the production of nature has changed as a result of neoliberal practices. In this paper we examine a conflict in South Korea that started when some Chinese-cabbage seeds were affected by a virus, causing crop failure. This failure came shortly after liberalization in the Korean seed industry led to foreign ownership of the firm that sold the seed. We focus in particular on the farmers’ creative political responses - and their subsequent defeat in court. Drawing on Antonio Gramsci’s insights on politics, science, and law, we examine how the seed failure came to be evaluated through scientific and legal practices. We argue that the adjudication of the truth of the seed failure through science and law reveals how socionatures are contested under prevailing hegemonic conditions. These conditions are both general and specific: although law and science are relatively hegemonic spheres of truth-production in all capitalist societies, the ways that the seeds were disputed and evaluated were distinctly Korean.  相似文献

An intense environmental dispute surrounds the maize-fields of Mexico. Mexican maize traditional varieties (or ‘landraces’) constitute a global genetic resource that may well be critical to future agricultural development and corn breeding. Many environmentalists, farmers, and consumers in Mexico are therefore concerned that their maize landraces may have been ‘contaminated’ by imported transgenic maize, grown in the USA. The criticisms of this transgenic technology are complex and call into question the nature of the boundary between political and ecological (i.e. scientific) disputes. Our paper surveys these criticisms, and this political-scientific boundary, in a three-part analysis. First, we turn to Gramsci’s notes on science from his eleventh prison notebook to rethink the political ecology of transgenic maize, i.e., the way the ecological analysis of transgenic introgression is treated as politics. Second, we present the multiple criticisms of transgenic maize as scalar phenomena. Third, we review the recent scientific literature on transgene introgression to evaluate recent calls for the ‘decontamination’ of Mexican maize. Our reading illustrates two dilemmas facing the group that occupies the hegemonic subject-position in this dispute, ecological scientists. First, the popular desire to ‘decontaminate’ Mexican maize exceeds their capacities (due to complications involved with sampling). Second, although the political debate surrounding ‘contaminated’ Mexican maize exceeds science, the boundary between the dispute’s scientific and parascientific elements cannot be adjudicated scientifically. In other words, the boundary between science and politics is porous. Thus in two respects the dispute is ecological, yet beyond the capacity of this science to resolve. Yet, following Gramsci, these findings should not lead us to see science as mere ideology, or apolitical, or encourage a retreat into metaphysics. Rather it points to the need for a social transformation that sees science as “humanity forging its methods of research … in other words, culture, the conception of the world.” By exploring the dilemmas of decontamination, the dispute over transgene introgression in Mexican maize-fields provides an opportunity to elaborate upon Gramsci’s neglected insights into the politics of science.  相似文献

Labouring geography: Negotiating scales, strategies and future directions   总被引:2,自引:0,他引:2  
In our editorial introduction to this themed issue on labour geography, we outline some important on-going debates in the relatively young field of labour geography and suggest future directions for research. First, there is the key question of labour as an active agent in the production of economic landscapes. The agency of labour will likely remain a defining feature of labour geography, but perhaps it is not as important to construct theoretical analytical boundaries as it is to define labour geography as a political project. Second, debates continue surrounding the production of scale and the multiscalarity of organized labour. Third, labour geographers have yet to engage in any sustained fashion with unpacking the complex identities of workers and the way in which those identities simultaneously are shaped by and shape the economic and cultural landscape. Fourth, there is some debate on the costs and benefits of a ‘normative’ labour geography which emphasizes what workers and their organizations ‘could’ or even ‘should’ do. Lastly, we challenge the assumption that labour geographers have not yet asserted themselves as activists in their own right. We conclude the editorial by introducing the articles included in the issue. While these articles may not address every gap in the literature, they do contribute in significant ways to move the labour geography project forward.  相似文献

Recent work on neoliberalism has sought to reconcile a Marxist understanding of hegemony with poststructuralist ideas of discourse and governmentality derived from Foucault. This paper argues that this convergence cannot resolve the limitations of Marxist theories of contemporary socio-economic change, and nor do they do justice to the degree to which Foucault’s work might be thought of as a supplement to liberal political thought. The turn to Foucault highlights the difficulty that theories of hegemony have in accounting for the suturing together of top-down programmes with the activities of everyday life. However, the prevalent interpretation of governmentality only compounds this problem, by supposing that the implied subject-effects of programmes of rule are either automatically realised, or more or less successfully ‘contested’ and ‘resisted’. Theories of hegemony and of governmentality both assume that subject-formation works through a circular process of recognition and subjection. Both approaches therefore treat ‘the social’ as a residual effect of hegemonic projects and/or governmental rationalities. This means that neither approach can acknowledge the proactive role that long-term rhythms of socio-cultural change can play in reshaping formal practices of politics, policy, and administration. The instrumental use of notions of governmentality to sustain theories of neoliberalism and neoliberalization supports a two-dimensional understanding of political power—which is understood in terms of relations of imposition and resistance—and of geographical space—which is understood in terms of the diffusion and contingent combination of hegemonic projects. Theories of neoliberalism provide a consoling image of how the world works, and in their simplistic reiteration of the idea that liberalism privileges the market and individual self-interest, they provide little assistance in thinking about how best to balance equally compelling imperatives to respect pluralistic difference and enable effective collective action.  相似文献

One of Piers Blaikie’s most important contributions to the development of political ecology is his critique of land and resource conservation policy in the global South. In this paper I trace the development of Blaikie’s ideas about the policy relevance of political ecology, focusing particularly on the challenges posed by the introduction of poststructural social theory into the field. I begin by revisiting Blaikie’s earlier critiques of environment and development policy. This will provide the departure point to explore how his thinking on the relationship of theory and policy and of academic and development practices has evolved in subsequent writings. I have invented two personas, “early Blaikie” and “late Blaikie”, to facilitate this task. Second, I want to probe some of the challenges that late Blaikie presents for doing political ecology research, to some extent by pitting early Blaikie against late Blaikie and letting them hash it out. Third, I turn to my own and others’ research and consultation experiences as a way to examine the possibilities for reconciling theoretically driven critiques with policy relevant research.  相似文献

John Dewey was the most significant and influential thinker associated with the American philosophy commonly known as pragmatism. Drawing on Dewey’s writings as well as the work of Deweyan scholars, I endeavor to explain Dewey’s unique contribution to philosophical discourse and how his overlooked scholarship can inform geographical inquiry. After an introduction, I provide a background understanding of Dewey and his context as well as the use of his philosophy in geography and sociology. I then turn to an exposition of Dewey’s metaphysics which are the heart of his philosophy. My discussion breaks his metaphysics into four parts: nature and continuity, contingency and change, situated sociality, and transaction. The subsequent section argues for Dewey’s distinction and value by arguing a particular implication of Dewey’s work for geography—a reconceptualization of place—and more general propositions about what a Dewey-informed geography would, at minimum, entail. A brief conclusion summarizes the Deweyan vision in the context of geographical inquiry.  相似文献

Piers Blaikie’s writings on political ecology in the 1980s represented a turning point in the generation of environmental knowledge for social justice. His writings since the 1980s demonstrated a further transition in the identification of social justice by replacing a Marxist and eco-catastrophist epistemology with approaches influenced by critical realism, post-structuralism and participatory development. Together, these works demonstrated an important engagement with the politics of how environmental explanations are made, and the mutual dependency of social values and environmental knowledge. Yet, today, the lessons of Blaikie’s work are often missed by analysts who ask what is essentially political or ecological about political ecology, or by those who argue that a critical approach to environmental knowledge should mean deconstruction alone. This paper reviews Blaikie’s work since the 1980s and focuses especially on the meaning of ‘politics’ within his approach to political ecology. The paper argues that Blaikie’s key contribution is not just in linking environmental knowledge and politics, but also in showing ways that environmental analysis and policy can be reframed towards addressing the problems of socially vulnerable people. This pragmatic co-production of environmental knowledge and social values offers a more constructive means of building socially just environmental policy than insisting politics or ecology exist independently of each other, or believing environmental interventions are futile in a post-Latourian world.  相似文献

The US Department of Agriculture Forest Service and the Wisconsin Department of Natural Resources coordinate the distribution of urban forestry grants to nonprofits and citizen groups. These granting agencies increased state funding during a period of neoliberal, fiscal austerity in order to channel ecosystem services provided by urban forests. Increased funding is an instance of rollout neoliberalism whereby the fiscally austere state builds market capacity to harness these services as part of an ecologically modernist agenda. A Gramscian perspective and data gathered from 20 in-depth interviews with foresters are used in this paper to theorize how rollout policy is deployed through urban forestry to extend market hegemony to new geographies. This is anything but a smooth process because the public’s perception of urban trees is highly varied. State bureaucracies must build civil sector capacity to educate people about the ecosystem services trees provide as market commodities. In doing so the state’s market-oriented regulatory legitimacy is consolidated through the apparently benign act of promoting urban forestry. This dialectical process limits participation in urban forestry because markets are inherently selective. Yet it potentially gives rise to an alternative political ecology of praxis beyond market ideology when grant recipients participate in the production of urban ecology and recognize their relationship with nature.  相似文献

In this introduction and special issue we examine the ideas of ‘globalisation’ and ‘failure’ as concept metaphors that encapsulate contemporary processes of social, economic and political transformation. Through an emphasis on situated understandings, this collection explores the implications and consequences of attributions of failure in specific contexts. A focus on ‘failure’ opens up key trajectories of globalising processes and “actually existing neoliberalisms” [Brenner, N., Theodore, N., 2002. Cities and the geographies of ‘‘actually existing neoliberalism”. In this paper, we explore how ordenamiento territorial, a territorial zoning policy in the 1991 Colombian Constitution remakes nature and helps constitute the state in the “economically backward” but “biodiversity rich” Pacific lowlands region. We draw on Gramscian insights on hegemony and the importance of conjunctures to trace how changes in the new Constitution and global biogeopolitics reconfigure nature and state power through the mandates of sustainable development, economic growth, and the conservation of biological and cultural diversity. Finally, we contribute to the literature on political ecology by showing how the political power of the state, nature, and capital are interwoven materially and symbolically in complex and contradictory ways.  相似文献

Frame analysis has been widely employed to understand environmental conflicts. Such studies emphasize the internal dynamics of conflict and focus on how actors discursively struggle with each other in order to gain hegemony over the dominant discourse on the issue. In this paper, we argue that the explanatory power of framing theory could be enhanced by relating issue specific frames to the broader cultural context in which framing efforts are situated. In order to investigate the link between the success of framing strategies and the cultural background of such strategies, we suggest rethinking the concept of cultural resonance. We propose social representations theory as a novel way of understanding this cultural resonance of spatial and environmental frames. Based on a dispute over the management of a national park in the Netherlands, we empirically illustrate how contending stakeholders refer to different social representations of nature in the framing of local conflicts. A local protest group proves to be much more in touch with the views of the local community and is thus more successful in its framing of the dispute than the nature conservation agency involved. While the protest group uses a wide range of locally embedded representations of nature to enhance the currency of its framing efforts, the nature conservation agency responsible for the management of the forest refers to a much more limited range of representations. By making references only to the wilderness representation of nature, the cultural resonance of the agency’s framing efforts remains limited to those residents who adhere to this specific representation of nature. Consequently, this framing is not very successful among groups that adhere to other representations of nature, such as aesthetic or inclusive representations. Our analysis shows that combining framing theory with social representations theory enables one to disentangle the framing of environmental disputes from the more constant cultural values and opinions on which this framing is based.  相似文献

After a period of considerable and sustained hegemony, many commentators have argued that contemporary processes of globalisation are acting as a challenge to nation state sovereignty. The paper argues that geographers need to focus on the ways in which the nation state continues to act, albeit in a modified manner, within the era of globalisation. This might help to position geography within globalisation debates, which--according to Dicken [Geographers and `globalization': (yet) another missed boat? forthcoming, Transactions of the Institute of British Geographers, 2004]--we have not been centrally involved in. Drawing on the work of Michael Mann, we focus on a neglected dimension of state power--namely, its ideological form--as a means of exploring how the nation state is being differentially re-engineered under globalisation. Using Mann's classification of forms of ideological organisation, we deploy three vignettes in order to demonstrate the evolving nature of ideological power within the contemporary UK State.  相似文献

This extended editorial introduction to a themed issue of Geoforum on geographies of peak oil has three objectives. First, it provides a concise account of the ’peak oil’ claim, identifying the key protagonists in the debate, and outlining different stances with regard to the timing, shape and composition (conventional vs. non-conventional hydrocarbons) of the peak. Second, after briefly characterising the limited engagement with peak oil by human geographers, it offers a provisional set of claims about what a geographical analysis of peak oil might yield. Finally, it introduces each of the papers and, in doing so, makes the case for a fuller and more sustained engagement by geography with this ’other carbon problem.’  相似文献

There is currently a lively discussion on the role of historic memories and the re-visiting of historic legacies in post-communist countries. Using the example of Poland and its legacy of the tripartite division of the 19th century, this paper aims to illustrate how symbolic conflicts over identity politics and the interpretation of history may critically influence discourses on the debates on, and portrayals of, variations in regional development. The paper thus discusses the post-war history of Poland in the context of the so-called left-right political cleavage, and the varying related debates on the ‘quality’ of regional development as part of Poland’s post-communist restructuring. These discussions include varying projections of the nature and role of social capital and its relative ‘usefulness’ for a successful development Poland’s after communism. And there are clear political overtones to these contrasting portrayals of Poland’s history and its regionally varying legacy. Drawing on different definitions of the notion of social capital, the paper then discusses how different legacies, such as an introspective and extrovert outlook of population and institutions, and the degree of cohesion among them, circumscribes a region’s economic development prospects.  相似文献

What role does science play in shaping the political? This themed issue brings together scholars from political science, human geography, natural science and related fields with the common aim of exploring links between science/expertise and politics with a specific focus on security implications. The increasing attention to threats and risks related to issues such as climate change, migration, energy security, or emerging technologies creates a demand for new types of experts and expertise relevant for security politics. By looking at the actors who operate at the boundary between science, bureaucracy and security politics, this themed issue seeks to destabilize the notion of an apolitical sphere of science and expertise, while at the same time demonstrating how the politics of expertise shapes the authority and subjectivity of scientists and reconfigures the meanings and roles of scientific knowledge. This paper argues that the conflicts of interest cases brought against Wall Street investment banks in the early 2000s were neither geographically nor institutionally isolated events. Rather, by combining recent work on financial knowledges in both economic geography and the social studies of finance with the growing interest in topological spatial imaginaries, I explore how London’s corporate finance industry was unable to distance itself from both the conflicts of interest allegations and the ensuing regulatory changes of the ‘Global Settlement’ in the US. Analysis of 36 semi-structured interviews conducted in London in the early 2000s is used to explore how a range of individual interests, institutional demands and structural changes within London’s financial district affected analysts’ ability to produce ‘objective’ research. As well as pointing to the problematic nature of certain aspects of knowledge rich ‘communities of practice’ [Wenger, E., 1998. Communities of practice: learning, meaning and identity. Cambridge University Press, Cambridge], I explore how the resulting contingent and situated nature of research practice is at odds with a weakly defined notion of ‘objective’ research that underpins the Financial Services Authority’s regulatory response.  相似文献
