Integrated Coastal Zone Management (ICZM) is widely advocated at all levels of governance as a means of delivering sustainable development in coastal areas. This paper explores the status and characteristics of various forms of ICZM at the local level given that it is at this level that most ICZM activity currently takes place. In this context, local level ICZM includes agency-led initiatives, local pilot projects and bottom-up approaches. Providing empirical evidence about the relative strengths and weaknesses of these various models for local delivery, this paper presents an overview, critique of and lessons learned from approaches in Ireland, where there is no over-arching national coastal management policy to provide any steer for management. The potential for local government involvement in these approaches is emphasised, particularly in bottom-up and local projects which foster strengthened management capacity within local government with limited resource implications. Whilst the paper highlights difficult jurisdictional issues in the Irish context, the potential for improved coastal management, through continued local government involvement in ICZM networks and local projects, as well as through the implementation of the European Integrated Maritime Policy and Marine Strategy Framework Directive, is outlined.  相似文献

This paper reviews the historic approach to coastal management and the reasons behind the introduction of the littoral ‘sediment cell’ concept to shoreline management planning in England and Wales. It then reviews the strengths and limitations of the approach and makes practical recommendations on how the approach can be further improved to ensure that a robust methodology exists for assessing coastal evolution; thereby providing a foundation for enabling sustainable future management decisions. Such decisions can relate to both the selection of shoreline management practices, and the identification of appropriate land use planning and development control responses. Both of these items need to take account of natural coastal processes and the interactions that occur within coastal systems at various temporal and spatial scales.  相似文献

This paper explains the nature of spatial planning and its incorporation into amended town and country planning legislation for England. It comments on current coastal management in England, including discussion on marine spatial planning, and examines how the new planning legislation provides opportunities for implementing aspects of coastal policy through planning, using shoreline management and coastal regeneration as examples. It considers how these opportunities may be developed for the Solent. In the area of a coastal fishing village on the mangrove peninsula of Bragança, State of Pará, North Brazil, coastal changes were observed by a beach profile monitoring programme between 1997 and 2001. The assessment allowed a subdivision of the region into four small coastal cells (1–3 km), partly exhibiting heavy erosion. A number of related socio-economic problems, such as loss of alternative income sources caused by the locally unpredictable erosion patterns were identified in three separate village sections. This results in a year-round dependence on seasonally low fishery incomes and increases the risk of poverty. Since limited options for action are available to the local population, different social groups have evolved different land use patterns, which in turn influence local coastal morphodynamics. Not only the hydrodynamic signature, but also the socio-economic organisation of a coastal community and the co-evolutionary path between these two variables thus indicate the state of a coastal system and the most promising policy actions towards sustainable coastal management.  相似文献

The Atlantic Coastal Action Program (ACAP) is a community-based coastal management initiative that has been underway on Canada's east coast for the past 6 years. Coalitions of local stakeholders have been assisted by government in taking a lead role for the planning and management activities in 13 coastal ecosystems throughout Atlantic Canada. The program was initiated and originally facilitated by the federal government (Environment Canada) but has come to be led and owned at the local level. The objective is to have all those affecting and/or affected by local decisions involved in this process. In ACAP, the traditional role of government is shared with the local roundtables that are established in each coastal ecosystem. Instead of government departments being the lead agencies that set policy and priorities, the communities assume this function and the government agencies become partners in responding to their identified needs. ACAP is a practical demonstration of the joint management, or collective governance approach to Integrated Coastal Management and offers lessons to governments and coastal communities looking to establish lasting partnership approaches that have the potential to achieve the sustainable development of coastal ecosystems.  相似文献

Ensuring sustainability of livelihoods for communities residing in coastal environments of the Global South has gained considerable attention across policy making, practice and research fields. Livelihood enhancement programs commonly strategize around developing people's resilience by diversification of income and subsistence activities, but are criticised for inadequate appreciation of local contexts. This in part results from the application of theoretical approaches in practice which are informed disproportionately by dominant science-based narratives and utilised by actors in higher level political arenas. This leads to the prioritization of objectives that do not necessarily reflect local livelihood conditions. There is an urgent need to address the multiple challenges that limit the possibility for sustainable livelihoods in spatially and temporally dynamic environments. This paper presents an analysis of the policy landscape in which intervention strategies for sustainable coastal livelihoods emerge. It examines how livelihood improvement approaches take shape in the context of conservation, rural development, and regional resource governance. Drawing from analyses of broader regional policies and an extensive literature review, a conceptual framework is presented. It details various influences that can flow up or down multi-scaled governance structures to affect policy and management - from agenda-setting narratives of policy makers to the dynamic and changeable nature of livelihoods. Case studies from the Arafura and Timor Seas region are introduced to illustrate some of these trends. The discussion highlights challenges encountered in the pursuit of sustainability for coastal and marine-based livelihoods, and suggests directions for more effective long term policy, management and strategic interventions.  相似文献

Coastal areas are vulnerable to the impacts of climate change and sea-level rise. These impacts will exacerbate the risks posed by the continuing environmental degradation confronting the coastal communities.Adopting a participatory research approach, the study examines the vulnerability of socioeconomic groups among the coastal population in Cavite City, Philippines, their current adaptation strategies and their adaptive capacity to cope with the impacts of climate variability and extremes and sea-level rise. Under a future scenario of a 1-m accelerated sea-level rise (ASLR), the study also looks into its potential effects on these urban coastal communities and ecosystems.In the context of poverty reduction and sustainable development, this study suggests a local framework for integrating adaptation strategies and actions into integrated coastal management (ICM) planning. It also recommends appropriate policy and institutional reform, capacity building and improved knowledge management towards increasing the resilience and adaptive capacity of these coastal communities to current and future climate risks.  相似文献

This contribution evaluates the application of coastal video systems to monitoring and management of coastal stability problems on sandy coastlines. Specifically, video-derived parameters (coastal state indicators or CSIs) are developed which facilitate the measurement of the shoreline evolution (erosion/accretion) and response to storms, seasonal cycles and anthropogenic interventions like beach/shoreface nourishment and dredging. The primary variable which forms the basis for all the CSIs discussed in this contribution is the shoreline position derived from time-averaged video images. These waterlines are used to generate secondary products including shoreline contours at a constant pre-defined level, (intertidal) beach volumes, and momentary shoreline positions which reflect the sand volume in a meter wide section of the intertidal coast. Video-derived coastal state indicators were verified via comparisons with traditional topographical/bathymetric surveying techniques and a good agreement was found in all cases. CSIs were computed for three contrasting sandy coastal environments including an unprotected natural beach, a protected beach and a spit. Firstly, results are presented which demonstrate the advantages of coastal video systems over and above infrequent traditional topographic/bathymetric surveying methods. Namely, the ability of video-derived CSIs to quantify the magnitude, accurate location, precise timing and rates of change associated with individual extreme events and seasonal variability in the wave climate. Secondly, video-derived coastal state indicators were used to monitor two different types of human intervention, including beach nourishments and a dredged pit in a navigation channel. The video-derived datasets of coastal state indicators offered significant improvement to current CZM practices, facilitating better timing of management interventions as well as more effective monitoring of the spatial impact and longevity of these actions.  相似文献

The coast at Caesarea, Israel, has been inhabited almost continuously for the last 2,400 years, and the archeological sites are today a major international tourist attraction. Because the sites straddle the shoreline, they are subject to constant damage by wave action, and must therefore be frequently restored. In this paper, local shoreline migrations over the last 200 years are investigated with the aim of distinguishing between natural and man-made coastal changes. In order to assess these changes accurately, geomorphological and sedimentological data were examined based on detailed beach profile measurements, bathymetric surveys, and grain-size analyses. In addition, series of old aerial photographs, as well as historical topographic maps and nautical charts were consulted. The results show that shoreline changes can be grouped into two main time periods. During the first period from 1862 to 1949 before the expansion of modern settlements, the position of the shoreline changed irregularly by up to 30 m. In the second period from 1949 onward, numerous coastal structures have been erected, and various coastal modifications have been carried out. The evaluation of the data suggests that human interventions have had relatively little effect on the overall position of the shoreline, as displacements ranged only from 5 to 18 m. Thus, coastal changes at Caesarea are predominantly due to natural wave action reflected in the heterogeneous geomorphological and sedimentological characteristics of the shore. This contradicts the common assumption that human activities are always mainly responsible for large-scale shoreline modifications in the region. It is concluded that, in order to implement meaningful mitigating countermeasures, coastal archeological sites need to be individually assessed with respect to the dominant factors causing local coastal change.  相似文献

As a result of population growth and economic development, there has been a rapid increase in sea use around the island of Taiwan. Such increased use is placing pressure on the marine environment and its resources. Three draft territory laws (the Draft National Territory Planning Act, the Land Re-conservation Draft Bill, and the Draft Coastal Act) and the Local Government Act are neither consistent nor sufficiently comprehensive. Consequently, local Governments (municipalities and counties) experience difficulties in planning and managing their inshore waters. This paper will discuss the role local Governments plays in marine spatial planning and management. Local Government officials working in specialist marine affairs units from Kaohsiung and Keelung cities were surveyed to elicit their views with regards to management authority, management capacity and resources, officials’ commitment, and intergovernmental coordination/collaboration with respect to inshore waters. In-depth interviews were also conducted with local directors of specialist marine affairs units along with experts, to identify the causes of problems brought to light through the survey and to propose potential solutions to these problems. The study findings indicated that it is necessary to specify the marine spatial planning and management authority, as well as the scope of local Governments, in both the Coastal Act and Local Government Act. In order to sustainably develop Taiwan’s marine and coastal areas, it is important that the following four primary factors (management authority, management capacity and resources, officials’ commitment, and intergovernmental coordination/collaboration) be improved.  相似文献

Coastal zones of Eastern Africa are endowed with a diversity of life forms and resources which support large populations of coastal communities. The economies of the countries in the region are dependent on these resources in the form of fisheries and coastal forest products, tourism, shipways and coastal facilities such as ports, industries and urban centers.Population growth, especially in coastal urban centers is increasing the demand for coastal and marine resources. In addition, poverty, lack of awareness and inadequate management have resulted in over exploitation of coastal and marine resources, habitat destruction including shoreline erosion as well as marine pollution. The rate of resource depletion and environmental degradation is on the increase. There is an urgent need for instituting management measure that will reverse the current trend.The governments in the region have accepted and are committed to the implementation of Integrated coastal management (ICZM) as an effective mechanism for addressing and resolving the multiplicity of issues experienced in coastal areas through sectoral coordination and collaborative approaches. However, the process has just begun and there are a number of ICZM initiatives in progress at local, national and regional levels. This paper presents the issues of the coastal zone and reviews some of the progress made to date in the implementation of ICZM.  相似文献

Management strategies are challenging to implement in Zanzibar's fisheries because the local people depend upon these resources for basic subsistence. This difficulty epitomizes the vital need for sustainable management: the more people need a fishery, the harder it is to limit fishing to allow regeneration. Comparing fisheries management strategies in two coastal villages in Unguja, the largest island of Zanzibar, Tanzania, this paper confirms the results of existing scholarship that communitybased strategies provide the most promising solutions to this challenge. Interviews with officials from the Department of Fisheries and Marine Resources, Village Fishermen Committees, and 51 fishermen in the villages of Kizimkazi Dimbani and Jambiani reveal the efficacy of strategies where local fishermen are centrally involved. The fishermen interviews reveal ignorance of existing fishing regulations and a lack of enforcement while fishermen at both sites noted that many illegal methods of fishing are still in use and expressed concern that such methods damage fish stocks. The Village Fishermen Committees, a recently implemented community-based initiative, are well attended by fishermen, and constitute a management strength that this paper concludes should be the foundation of future policy. 海岸人工地貌建设是沿海国家开发利用海岸带资源的重要方式,海岸人工岸线的形成改变了自然岸线的格局,并影响着岸线的自然演替规律。基于1990,2000和2010年3期TM遥感影像,提取不同时相的浙江省大陆海岸线信息,对浙江大陆海岸线类型构成及人工岸线建设对岸线格局的影响进行了分析。结果表明:(1)受人类开发活动的影响,近20 a来浙江大陆海岸格局以人工岸线不断增长为特征;(2)不同岸段的人工岸线增长速度有明显差异,以杭州湾、三门湾及台州湾沿岸岸线变化最为显著;(3)20 a间,浙江大陆岸线整体向海推进趋势明显,仅少数岸线发生了海岸蚀退;(4)人工岸线的建设通过对自然岸线的截弯取直,缩短了自然岸线的长度,降低了自然岸线的曲折度,却使浙江省大陆海岸线的多样性指数不断增加。  相似文献

Submerged coastal structures are widely perceived to be capable of providing beach protection, without the adverse impacts (including loss of beach amenity and aesthetic considerations) often associated with more conventional structures such as revetments and groynes. In addition, there is growing interest in the concept that the layout and cross-section of submerged coastal protection structures can be optimised to also enhance local surfing conditions. However, as submerged structures have only rarely been adopted for beach protection, the shoreline response to these structures is not well understood at present. Therefore, this review of the available published literature was undertaken with the aim of investigating the environmental and structural parameters governing shoreline response to submerged structures, gleaned from the results of field, laboratory and numerical studies undertaken to date.The review reveals that, contrary to expectations, a majority of the submerged structures constructed to date have resulted in shoreline erosion in their lee. Furthermore, the key environmental and structural parameters governing the mode (i.e. erosion or accretion) and the magnitude (i.e. size of salient) of shoreline response to submerged structures are yet to be identified. Although submerged coastal structures offer the potential for low aesthetic impact incorporating multi-function design, until the response of the adjacent shoreline to submerged structures is better resolved, their use is likely to remain relatively limited.  相似文献

The coastal territories of mainland France constitute a prime example of an at-risk territory, with their growing concentrations of people and economic activities located mostly on a coastal fringe that is subject to shoreline retreat and coastal flooding. The perspective of higher sea levels due to climate changes exacerbates the risk that these territories will be exposed to natural coastal hazards. Since the “invention” of the littoral zone in the mid 19th-century, the vulnerability of the economic stakes on this coastal fringe has been managed mainly by controlling the hazards; this control is coordinated by the national government, which initiated coastal defense practices. At the beginning of the 1980s, natural risk prevention policies favored managing the consequences of natural disasters, with the creation of the CatNat insurance regime to indemnify natural disaster victims. By the middle of the 1990s, new natural risk management strategies had been invented to complete the control of natural hazards. As part of the emerging philosophy of Integrated Coastal Zone Management (ICZM), the French government encouraged the development of natural risk prevention policies by establishing Natural Risk Prevention Plans (PPRn) in 1995. These PPRn were a new approach to shoreline management that favored controlling development in coastal communities. As of 2008, PPRn had been approved in 270 coastal communities and required in 149.At the beginning of the 21st century, the French government set down the general orientations for managing natural coastal risks, but it was not the only stakeholder involved. Collective action emerged, bringing the national government, public institutions and the territorial and local authorities together to develop risk management policies. This collective action was facilitated by a form of decentralization of natural coastal risk management, involving regional or local implementation of the strategic orientations of shoreline management, respecting the general principles defined by the national government. These changes are part of the ICZM implementation process, which has been under way since 2005. The development of natural coastal risk prevention policies is reinforced by the soon-to-be-adopted bill concerning the Grenelle of the Environment. These policies are mainly financed by the Barnier Fund for major natural risk prevention, which is in turn funded by an obligatory contribution based on the CatNat insurance premiums. This type of financing raises the question of the relationship between risk prevention strategies and natural disaster management.  相似文献

Coastal environments are susceptible to a range of impacts arising from medium and long-term climate change. However, as Ireland's population and industrial centres are concentrated in coastal locations, Ireland's coastal communities will be particularly vulnerable to the impacts of climate change. Therefore, making the best use of existing knowledge to inform the establishment of governance structures capable of facilitating the measures and actions which may soon be required is a national imperative. Coastal communities worldwide have turned to integrated coastal zone management (ICZM) as a process to deliver sustainable development. This paper explores how experience gained from ICZM implementation can be harnessed to inform the development and implementation of climate adaptation policies, with a particular focus on the coastal zone. Using the principles and conceptual basis of Earth System Governance – an emerging approach to analyse complexity of governance under global environmental change – the paper maps the architecture of ICZM and climate governance in Ireland. The research identifies the main barriers to, and opportunities for, integrated application of the two policy domains. Barriers include the fragmentation of governance structures and responsibilities of key stakeholders, a lack of coordinated support for ICZM implementation at the national level, and a relatively weak awareness of the specifics of adaptation at the local level. Opportunities include the availability of expertise gathered from phases of ICZM implementation in Ireland, which encompasses mechanisms for science-policy integration, and invaluable experience of stakeholder participation and interaction. Current political and scientific support at national and EU levels give an additional impetus to climate research and actions which may bring additional opportunities and resources to coastal governance in Ireland.  相似文献

This is the first of two articles exploring coastal management in South Africa. Decades of coastal management effort culminated in a Cabinet-approved coastal policy in December 1999. Based on a Government–civil society partnership, the policy aims to promote sustainable coastal development through integrated coastal management. It represents a marked shift from an earlier approach that virtually ignored justice, democracy and poverty. In recent years, attention has focused on empowering poor coastal communities to build sustainable livelihoods. This paper traces the evolution of coastal management in South Africa, and reflects on the challenges of fostering coastal sustainability.
